  1. On the 15th day of Tobias’ Bounty, 1928 STATEMENT OF OPENING Duke John II of House van Aert: “Greetings, all! What bright, shining, lovely faces we've here- HAH! Well, except for you, Aunt Willy.” Duke John II of House van Aert: “Recruit Guppy is unable to make it today, leaving me to have to announce the business of this Duma…” Duke John II of House van Aert: “I'll aim to keep it brief, for even greater matters lay beyond, which will take more of your time. That is for the future, though, and today we focus on the now- this new land we inhabit, and what we must make of it.” Duke John II of House van Aert: “The first order of business is the naming of our city. I have intentionally refrained from naming our new town in order to leave the choice to the people here. However, we've a slate of proposed names. The second is to address the recent Pontifical letter, the third is some announcements, then I will take personal requests, inquiries, etc.” Duke John II of House van Aert: “So, to begin: The naming of our city!” THE CAPITAL OF ADRIA Duke John II of House van Aert: “Now, three of the names given to us are: Veselov, Carovnik, and Bezogrod. Discuss these, propose some of your own, or I'll just pick one.” Duke John II of House van Aert: “I will give the floor five minutes.” Lucien: “Those all suck.” Wilhelmina: “I do not mind the name Carovnik.” Gaspard: “What meanings do th' names have?” Manus de Ruyter: “If we have to survive with calling it one of those names, Carovnik is the best one on that list.” Gerhardt: “All three are terrible.” Architect Volkar: “Veselov is a mighty name!” Wilhelmina: “Veselov is DULL!” Klara Miray: “He did say we could come up with suggestions of our own..” Architect Volkar: “The ginger in the audience in dull.” Oksana: “Sto jest being discussed?” Wilhelmina: “Where?” Klara Miray: “What we are tae name the city” Duke John II of House van Aert: “If you think they're so terrible, then come up with your own!” Manus de Ruyter: “Johanesburg!” Oksana: “Sto z w options for it?” Ethan: “I like Velec.” Duke John II of House van Aert: “I will EXECUTE anyone who complains without making a suggestion in place!” Architect Volkar: “Let's call it Oren!” Gaius Mournstone: “I don't suppose you two have suggestions?” Manus de Ruyter: “Johanesland.” Manus de Ruyter: “Johanesville.” Architect Volkar: “Sigiusmandgrad.” Gerhardt: “Blackville.” Wilhelmina: “Name it after your betrothed, Johanes.” Sigrun Osborn: “Suvla?” Manus de Ruyter: “It should be easy to remember. That even foreigners speak the name.” Bernard de Rouen: “Sulva sounds decent.” Sigrun Osborn: “Suvla?” Oksana: “Klarovnik.” Wilhelmina: “Klarovnik.” Architect Volkar: “Removestrelt.” Sigrun Osborn: “It would be short and quick. Easy for others to know. Sulva.” Oksana: “Sto jest a Sulva?” Sir Darius d'Artois: “Sulva is alright but the S is kind of iffy.” Manus de Ruyter: “Or even just Klarov.” Oksana: “That sounds like Raevir slang for something bad..” Wilhelmina: “Klarov works as well.” Sigrun Osborn: “Its nothing just of lands that would match well with the words of adria. Sulva the city of Adria” Wilhelmina: “I don't think that matches particularly well.” Oksana: “Klarov, Klarovnik, z dobry names for a dobry Lady.” Duke John II of House van Aert: “Klarov is simple enough, yes. How does ev-” Duke John II of House van Aert: “How does everyone here feel about that?” Wilhelmina: “Aye.” Sigrun Osborn: “Aye.” Nesrin Carrion: “Yam in support of Klarov!” Manus de Ruyter: “Aye.” Oksana: “Aye!” Klara Miray: “Aye.” Gerhardt: “Nay.” Duke John II of House van Aert: “If I hear another disagreement without an alternative, I'm calling the city St. James,” Wilhelmina: “NO.” Wilhelmina: “NOT ST JAMES.” Gerhardt: “I prefer St. James over all the current suggestions.” Bernard de Rouen: “Saint James sounds strong.” Sir Darius d'Artois: “Perhaps name the cathedral Saint James.” Manus de Ruyter: “That makes more sense.” Lucien: “We should call it Geclan.” Duke John II of House van Aert: “Klarov it is.” Duke John II of House van Aert: “Geclan will be the name of my country estate. I quite like that one.” Duke John II of House van Aert: “Now, onto the next matter, that letter from the Pontiff.” Votes Of Aye: 6 Votes Of Nay: 1 Motion passed THE CHURCH’S TERMS Duke John II of House van Aert: “We're to be reconciling with the Church, so I ask that all present make sure to adhere to the terms of the letter. I won't be repeating it all here, but make sure to refresh yourself on it when you've the time. For now, we are to be engaging cordially with men of the cloth. That is to say: Non-violently. Please don't cause me another diplomatic incident.” Bernard de Rouen: “And.. Are we to remain cordial with men of Haense?” Duke John II of House van Aert: “Absolutely not, no.” Nesrin Carrion: “Where am this letter?” Oksana: “Why niet repeat the terms?” Markus: “I'm a bit late- what did I miss?” Duke John II of House van Aert: “The von Dracos are to be exiled, my predecessor, Heinrik, is to be turned in if he is found, the man calling himself Cardinal Jonathan is to be turned in if he is found, we are to stop calling my predecessor Heinrik 'the Victor', and the Vilacs are to be exiled.” Duke John II of House van Aert: “Those are the terms. We've already arranged our response and have sent it to the Church.” Manus de Ruyter: “And what of the response? Are you meeting everything in their request?” Duke John II of House van Aert: “We take issue with the term demanding Heinrik's arrest and seizure, and we will request that a meeting be had with this Cardinal Jonathan so that it does not turn to violence. The Vilacs have also agreed to join convents and don the nun's cloth.” Manus de Ruyter: “And the von Dracos?” Duke John II of House van Aert: “Not as if they've been seen for some time. A handful have agreed to meet directly with His Holiness to petition the sentence, though.” ????: CrrUNNCh. Wilhelmina: “Gaspard, stop eating apples in court.” Duke John II of House van Aert: “Of course. We will politely adhere to these terms as is, but not before allowing our voice to be heard. Is this approved by the Duma?” Manus de Ruyter: “Aye.” Sir Darius d'Artois: “Aye.” Wilhelmina: “Aye.” Valentin: “Aye.” Oksana: “Aye.” Jan Euler: “Aye.” Klara Miray: “Aye.” Bernard de Rouen: “Aye.” Votes Of Aye: 8 Votes Of Nay: 0 Motion passed - Unanimously ANNOUNCEMENTS OF THE DUCAL CORONET Duke John II of House van Aert: “Well enough. Now, for some announcements….” Duke John II of House van Aert: “Firstly, might the Lord Aldersberg step forth?” Architect Volkar: “All hail Markus!” Duke John II of House van Aert: “After the unfortunate death of my previous Chancellor, I had been in need of another. You have served better than any else in the functions of government, and you have been among my most trusted counsel.” Duke John II of House van Aert: “If you so wish, and if the people of Adria approve, I would name you my Chancellor of the Adrians.” Wilhelmina: “Chancellor Markus!” Manus de Ruyter: “Aye.” Sigrun Osborn: “Aye!” Oksana: “Aye!” Markus: “It would change nothing, my Ksiaz; for always shall I honor the glory of Godanistan e my papej's duchy.” Markus: “But da; it would be an honor.” Duke John II of House van Aert: “Are there any who disapprove?” ????: “For Markus' papej!” Crickets: ♫ ♪ ♬ ♪ Oksana:“How dobry!” Duke John II of House van Aert: “Then come on up here- AHAHAH!” Duke John II of House van Aert: “Now, another announcement, I'm to be married by the next year. As many of you know, both of the former women I was betrothed to have perished. The first choked on a lamprey pie, the second was killed by her own father. You know what they say, though: Third time's a charm! A more formal announcement will be made, but I am to wed Miss Klara Miray.” Duke John II of House van Aert: “Klara, please wave so everyone can see you.” Wilhelmina: “Hooray!” Duke John II of House van Aert: “Right, that's her, right there!” Duke John II of House van Aert: “She will be the new Duchess of Adria. Hopefully. If all goes well.” Klara Miray: “If all goes well?” Klara Miray: “Eredain said I would die from a cold but hopefully not so soon..” Duke John II of House van Aert: “Then just into a bonfire- HAH! Now, that's all for my announcements. If anyone else wishes to present any sort of matter, any at all, then present yourself before the throne!” PETITIONS FROM THE CITIZENRY Gaius Mournstone: “I have things I would like to discuss,” Oksana: “Eja, eja.” Oksana: “Please remember to pay vyr tax or Johanes' future children will starve.” Ethan: “Taxation is theft and an abomination to a free people.” Oksana: “Taxation jest sto keeps Adria standing just as much as the army men, if vy have a problem with that, then vy niet Adrian!” Wilhelmina: “.. Now that we brought up taxation for the city - let's speak about the vassals.” Markus: “I believe he had something to present.” Duke John II of House van Aert: “Thank you, Lady Aldersberg- Oh, more talk about taxes.” ????: CrrUNNnnCh. Gaius Mournstone: “I am patient.” Duke John II of House van Aert: “You cut in line, Aunt Willy?” Wilhelmina: “Oh, I was not aware this man was there before me.” Manus de Ruyter: “I believe you should ignore what she has to say because of it!” Wilhelmina: “Go on, patient man - I can wait my turn.” Gaius Mournstone: “Very well,” Duke John II of House van Aert: “I apologize for my aunt's poor manners,” Markus: “Such poor manners are an affront to the noble e perfect institution that jest the duma,” Gaius Mournstone: “I wish to pledge the loyalty of my kin, my house, to that of Adria,” Gaius Mournstone: “In times such as this, I believe it is necessary to grow.” Peter Montalt: “Duke Johanes.” Manus de Ruyter: “Son of a-.” Peter Montalt: “Duke! Duke!” Duke John II of House van Aert: “And what house might this be? I- WHAT?!?” Peter Montalt: “Heinrik Sarkozic founded the name which graces our land! How will we let him be massacred and brought in chains within the very own soil his name consecrates?” Peter Montalt: “Such a thing will taint our reputation as fierce, mighty Adrians! Will we let outsiders dictate our own policy, and march it and dictate our own affairs!” Duke John II of House van Aert: “We just addressed this, Montalt. That point is going to be petitioned to the Pontiff. It goes against what we were told they were going to present to us.” Duke John II of House van Aert: “Lord Aldersberg is to visit personally to discuss this term with the Pontiff.” Peter Montalt: “Oh.” Peter Montalt: “Forgive me, my Duke.” Duke John II of House van Aert: “I thank you for your zeal, but fear not, there is no man with greater pride than I. I'll never deliver my predecessor in chains, nor lead him to his death.” Duke John II of House van Aert: “I apologize again, where were we?” Gaius Mournstone: “Receiving a pledge of fealty from my house. I am Gaius,” Gaius Mournstone: “And I am the patriarch of House Mournstone.” Iskandar Vladovic:“Mournstone. I do not know this name. Am significant?” Oksana: “Y niet heard of it either, niet necessarily a bad thing though..” Duke John II of House van Aert: “Mournstone…” Duke John II of House van Aert: “The histories, as poorly written as they often are, say little. However, I am familiar with the name, even if only in passing. If you and your kin can provide loyal, leal service to the Ducal Crown, and fulfill your duties as citizens of our great Adria, then I will gladly accept your fealty.” Gaius Mournstone: “It would be my honour to speak for my kin, to embrace these duties, and remain faithful to our word,” Duke John II of House van Aert: “I will meet with you and your kin later. First, though, I've some old archives to consult. For now be welcome in the hearth and home of the Ducal Crown, and take pride in being citizens of Adria. You may return to where you were.” Wilhelmina: “.. Now back to taxes!” Wilhelmina: “For vassals; I suggest we do not start charging them until they have their keep built. Since the construction of a keep takes a lot of money and resources, I would deem it fair to give them a year of no tax after their keep's construction has finished.” Wilhelmina: “As for the amount - it has yet to be determined what a fair tax for a piece of land would be. However, I suggest that all landowners would be charged the same amount of Mina every year, your Grace.” Architect Volkar: “Charge her more!” Duke John II of House van Aert: “Agreed. Vassals will not have their taxes levied until a year after the completed construction of their abodes. A specific tax is something that will have to be debated in the Duma, though, and that is a bridge we can cross when we get there.” Wilhelmina: “Very good,” Wilhelmina: “That is all.” Duke John II of House van Aert: “Now, are there any other announcements, petitions, requests, or the like? If not, we may finally all be dismissed.” Nesrin Carrion: “Ea would like to make an announcement!” Duke John II of House van Aert: “Step forward and speak it, then.” Nesrin Carrion: “Yam Nesrin Carrion. Some of vy may know this, but yam learned in the arcane studies. A wizard, as ea would call it.” Nesrin Carrion: “Ea would pledge mea abilities to the Crown, to uphold the security of our lands, to defend our faith and our people against magickal threat.” Duke John II of House van Aert: “How nice! I know nothing about the magics, I'm afraid, so I'll need a few hands to help tell me what's what and who's who. However, I do fear that the traditional accent of the Raev can often make communication difficult, so I would ask that you ensure that your pronunciation is never poor when you speak of these matters, or else I might be confused and mistake one word for another.” Duke John II of House van Aert: “And we all know how tedious and specific many of the magical arts can be. We wouldn't want an accident wrought of poor grammar.” Nesrin Carrion: “It am something yam well-aware of.” Nesrin Carrion: “Ea will niet take more of this assembly's time.” STATEMENT OF CLOSING Duke John II of House van Aert: “Thank you- your services will be much appreciated by the Ducal Court.” Duke John II of House van Aert: “Now, might that be all?” Duke John II of House van Aert: “Counting one….” Duke John II of House van Aert: “Counting two….” Duke John II of House van Aert: “Counting three!” Duke John II of House van Aert: “That brings this session to a conclusion. All are dismissed! Go out and enjoy the day, the good summer air, and all else!” RECORDED BY, The Right Honourable, Oksana Ivanovich, Countess-consort of Aldersberg, Seneschal of Klarov, Dumacratic Archivist of Adria,

Duke Heinrik I of House Sarkozic: “Your duties last month are not an exception but rather normal for you!” Duke Heinrik I of House Sarkozic: “It is with that, I bestow you Renata Bluecrest 'The Steadfast' for your efforts and promote you by decree to Shieldbearer within the Greycloak Watch.” Renata Bluecrest: “Thank you everyone! I promise I will always defend Adria with my life!” On The Unrest Of The Lands Duke Heinrik I of House Sarkozic: “People of Adria you have seen the bravery of the Dual-Crown, the United Kingdom, and the desert-refugees in Balian.” Duke Heinrik I of House Sarkozic: “One Kingdom which has survived centuries only by proving cowards and opportunist, another that leeched off of its vassals for power, and the last decided to flee to the desert than fight for the Heartlands they proclaimed their home” - “We were honorable in upholding the armistice, yet it is clear the United Kingdom failed to do their part; Thus I ask you……as is the tradition with Adrian Dumacracy; Do we fight on against the United Kingdom!?” Joe: “We will be free!” Ethan: “FIGHT THE COWARDS!!!” Lord Caelan von Draco: “Ja!” He'd shouted. WE SHALL NOT FLEE!” Lord Vasili: “Let the man speek, it is those quiet voices which often offer wise insight.” Alfie Fabius: “I wish to present that if this war continues, we may all be destroyed by the Mori'Quessir.” He'd step forwards out of the seats, “As of this moment, they present a greater threat than any man or woman in this continent. I bring to attention their capabilities: The tunnelling under every major city and village of Almaris; The ability to bring artillery strikes at will onto every major city and village of Almaris; The ability to bring thousands to the gates of the aforementioned; Severe compromises to the militaries of every known nation by being able to enslave key officers. To continue this war would be to draw attention away from the Mori'Quessir.” Joe: “. . .” Pavel: “.. Wha?” Duke Heinrik I of House Sarkozic:: “The who?” Wilhelmina van Aert: “That sounds like you made it up.” Jan Euler: “. . .” Lord Caelan von Draco: “Pardon?” Jan Euler: “Schizo rambling?” Joe: “Maybe not all quiet voices are particularly wise.” Ludmilla Silvia: “The Aaunic spy is trying to halt our pace towards freedom….” Ser Darius: “Sounds like Aaunite propaganda to me!” Reinolt von Draco: “……Bro.” Erik Euler: “They are real. Some Cave Elves who they Elves in the west fight... I saw them. They are no threat.” Joe: “Someone check him pc !” Sir Joseph Vasile: “He's talking about the big worms, you dunces.” Pavel: “Tunneling... Beneath the city...” Markus Marie “Da, he is right- I heard threat o' a Mori'quessir from travelers. Whether we stop the war for it or niet, we must do something.” Wilhelmina van Aert: “Big worms? We just.. Get big shovels and we bonk them.” Wilhelmina van Aert: “Duh.” Alfie Fabius: “They are subterrean creatures, I do infact have a report on me regarding my efforts in Norland if you would like me to bring to attention.” Duke Heinrik I of House Sarkozic:: “So we will war on two fronts!” Emerentia: “Oh, yes, there is also a huge obelisk to the west of this very keep!” Emerentia pipes up. Jan Euler: “Tunneling…” Emerentia: “Just in the forest, in fact.” Alysanne Serena: “Woo! Double War!” Nadine de Ruyter: “HURRAH!” Wilhelmina van Aert: “HURRAH!” Joe: “Personally, I think there's enough worms on the Coalition's side for my liking..” Ludmilla Silvia: “WOOO.” Jan Euler: “A splendid decision my Lord! I assure you the recently seized Varoche Foundry will be put to work immediately!” Ser Darius: “Three dimensional warfare! Land! Sea! Underground!” Duke Heinrik I of House Sarkozic:: “Pavel.” Lord Caelan von Draco: “We shall fight them in the beaches, the air, the land.” Jan Euler: “I'm sure these 'Mori'Qu- whatever bleed with sufficient firepower!” Joe: “Pavel seems to be in a deep, meditative trance.” Pavel: “Before we vote, a word if I may.” Duke Heinrik I of House Sarkozic:: “Da go ahead.” Erik Euler: “I would not be worried about some Drake and cave-elves in the west.” “The Moirquessir... they are non of our business.” Alfie Fabius: “They are not merely in the west. I have encountered them near and around Adria in attempts to scout out the aboveground territory.” Erik Euler: “...a bunch of crazy elves can be handled. And I am sure the armies of the west will slay the Drake, like the three others.” he shrugged widely Pavel: “Actually, nevermind.” Alfie Fabius would gesture to Markus, “He would like to speak.” Duke Heinrik I of House Sarkozic: nodded as he sat back down resting his head on his propped up arm. Pavel: “The Kingdom of Aaun has violated the armistice set forth to preserve peace between our nations. The coalition sought to murder my brother in a church.” Pavel: “We vote- not to declare another war, but to resume hostilities against these perfidious actors. To finish the fight they have started.” Pavel: “Let us hear the voice of the Adrian people!” Markus Marie: “My Duke Heinrik, I believe although the Mori are not enough threat to waver in our eagerness to defend, they are certainly a problem to be attended to!” The boy was somewhat nervous visibly. “Whilst the so called Holy Church focuses on dabbling in Haenser politics, we must rise above them and do what is right, for the glory and dignity of Adria!” He clears his throat, “I agree that this cannot weaken us, but I believe it will make us stronger!” Markus Marie: “If the oh so valiant coalition wishes to fixate on us, whilst we spread our already thin resources to help against the Mori- we shall earn allies, and furthermore the graces of Godan!” Duke Heinrik I of House Sarkozic:: “My love, we fight Aaun niet the Coalition.” Joe: “Of course, we cannot expect the Aaunites to do anything to quell this secondary threat.” Joe remarks. Markus Marie: “The coalition seems to disagree,” he replies shortly. “Was it Minitz alone who rallied 'gainst us? Was it Minitz who led a move to violate holy ground?” Duke Heinrik I of House Sarkozic:: “Last I checked by divine providence the Coalition can not fight in battle.” Pavel: “The Coalition waits for our movement to strike - like a snake coiled in the grass. Should we step forward and present our ankle to be bitten?” Joe: “I believe the Aaunites need a good smacking.” Renata Bluecrest: “I think we should be like an eagle hunting the snakes in the grass!” Markus Marie: “Then Godan watches us, but I do niet think that solves the issue. But, nonetheless I call for a campaign against the Mori'quessir!” Pavel: “Our enemies fear us - enough to hesitate, so that we may fight them one by one and defeat them in detail.” Duke Heinrik I of House Sarkozic:: “Da we'll fight the Mori'quessir.” Duke Heinrik I of House Sarkozic:: “Alright all those in favor of renewing the ongoing Rebellion against the United Kingdom of Aaun, say Aye!” Nadine de Ruyter: “Aye!” Justinian Basrid: “Aye!” Wilhelmina van Aert: “Aye.” Ser Darius: “Aye.” Ludmilla Silvia: “AYE!” Alysanne Serena: “Aye.” Jan Euler: “Aye!” Renata Bluecrest: “AYE, PROTECT ADRIA FROM IT'S ENEMIES!” Squire William Leydon: “Aye.” Duke Heinrik I of House Sarkozic:: “All those opposed?” John: “Aye.” Duke Heinrik I of House Sarkozic: “Call it Pavel.” Justinian Basrid: “He means for the war effort..” Pavel: “The vote is unanimous. We resume a state of war against the Kingdom of Aaun.” Duke Heinrik I of House Sarkozic: applauded “Godan Bless Adria, Ave Adria!” Ethan: “Very good. As this is a peaceful place, I shall start with peace, and as this is a time of war, I shall end with it.” The Goblin: “My lord,” he cries, “I bear bad news.” Duke Heinrik I of House Sarkozic::“Da?” Lord Vasili: “As I have said before, we have never known a freedom as we have before this day, before this time. Yet the context of Adria, then, while always striving for freedom, has not yet found its settlement within it--” he would be interrupted. The goblin: “The Coalition has declared war on us...” Duke Heinrik I of House Sarkozic: “Da alright.” Lord Vasili: “Your Grace, do you have further comment or decision? May I continue?” Lord Caelan von Draco: “Then they have made a grave mistake.” Reinolt von Draco: “Interesting, though not surprising.” Lord Vasili “As I was saying, we have not yet found our settlement within it. And yet, with a history as long, as storied, and as troubled as ours, there is wisdom to be gleaned.” Lord Vasili: “The Adrian people have lived under the Vessian Republic, the Absolute Pertinaxi Emperors, the Savoyard Reformed Oren, and even laid the foundation for Empire. We have seen that our Duma, our free society protected by the Duke and his obligations, has Persisted where others have fallen, not by cowardice, but by persistence. I say today, that we make ready for the free Adria to come. I propose the Reconstitution of the Duma and our Duchy's government to fit the times ahead, the times of war and peace all the same.” Pavel: “A proposal - not for radical change, but for stability, and victory!” Lord Vasili: “I propose our fine Duma be reconstituted into two separate houses, one of the Heads of our Nation, and one of the citizens who keep its dream of freedom alive.” - “One where the calm heads off ancient birthright, and where the strong swords that defend our liberty, may justly counsel the free hand of democracy. Lastly, I propose that, if these reforms are in fact implemented, for the sake of our stability and for the war effort, we do not reform the Government of our fine country until no less than two years have passed after the war has.” Lord Vasili: “This is my proposal of peace, and I thank you for its consideration.” Lord Vasili: “My proposal for war is far simpler, but steeped in history never the less.” [Lord Vasili: “House Sarkozic, as some of you may know, is the Eldest branch of Carrion, descended from the Second Exalted himself.” Lord Vasili: “The house of Barbanov is a derivative house, and I must furthermore reiterate that Haense, as its entity, began a feeble subject of the Adrian rebels some five hundred years ago in the Duke's War of Vailor.” Lord Vasili: “They are no Ruskan, no proud descendant of the Carrion line as we. They are feeble, cowardly folk, with no allegiance to their past, as a matter of fact, Adria is their past, their disappointed father for whom they have turned their back on time and time again. It was the Hansetians who sold the City of Ves to the mad Pertinax Emperor and his body-double Calculus de Sola. It was the Hansetians who claimed this title as a trophy of Their betrayal!” Lord Vasili: “I propose to you today, that once and for all, we punish those cowards for the sins of themselves and the sins of their fathers, for they have never repented as the generations continue onward!” Lord Vasili: “I propose to you, that as they have raised their swords to us, and we ready our shields, we make our goal clear.” Lord Vasili: “I propose that on this day forth, the goal of Adria be to reclaim the Kingdom of Ruska from those vile Hansetians for their insolent disrespect of their ancestry and pious origins.” Lord Vasili: “It is time we repay the long list of infractions that have been taken against us with fire and sword.” Erik Euler: “Reclaim? We could proclaim at any time, if we wished so...” Lord Vasili: “It seems there is much to deliberate. I rest my voice, for I have kept you long enough.” Lord Vasili: “But I must say, we must take it from them.” Lord Vasili: “It must sting like Carrion Black on a gaping wound.” Lord Vasili: “It must be with their fields ashen and salted.” Lord Vasili: “They must not know peace, as they have not allowed us to.” [!] “Make peace with humanity or crusade them.” Lord Vasili: “That is all.” Ludmilla Silvia: “WOO!” Pavel: “AVE ADRIA.” Pavel: “DOWN WITH THE KINGDOM OF HAENSE. Ethan: “What the ****?” Pavel: “We pledge our fealty to you, Emperor.” Pavel: “Lead us to victory.” Holy Orenian Emperor Cyris I offered a bow of his head. “Under my command, I shall force th' Kingdoms o' men intae peace. Ye' will be independent, 'n equal wit'cher oppressors. In return I ask only fer yer loyalteh.” Lord Vasili: “This is not the time or place for this halfling tomfooler.” Pavel: “Anyways.” Pavel rose from his seat. “In light of the news of war, the Duma is adjourned.” ___________________________________________________________________________ Recorded by her Ladyship, Allessandra de Vend, Lady of Castle St. Emalyne, Dumacratic Archivist of Adria, Proprietor of the Secret Garden Bookstore Reviewed by his Excellency, Sir Joseph Vasile Chancellor of Adria, Upholder of Dumcracy ル
  3. 12th OF SUN’S SMILE OF 1913 AST MINUTES OF THE TOWN COUNCIL MEETING 1913 PRESENT: The Honorable Baron-Mayor Stefan Euler The Honorable Alderwoman-Lady Lorina Varoche The Honorable Alderman-Lord Mithius Dalma The Honorable Archivist-Lady Allessandra De Vend ABSENT: The Honorable City Clerk-Lord Charles Vorache The Honorable Alderman William Leydon OPENING STATEMENTS Baron-Mayor Stefan Euler: We are missing the first alderman and the city clerk, though Charles did inform me of his absence beforehand. However, I believe for todays discussions that will be fine, since we’ll be mostly just be getting to the nitty-gritty. Alderwoman-Lady Lorina Varoche Varoche: I don’t believe we have a great deal to discuss outside taxes, si. Baron-Mayor Stefan Euler: We have one more topic of import. Unless either of you two have any additional proposals, I will explain. Alderman-Lord Mithius Dalma: Mm, let us hear it, friends. I am more than in the mood to talk business today. Alderwoman-Lady Lorina Varoche: Please, go on. TAXATION Baron-Mayor Stefan Euler: It has come to my attention that we’ve in fact already run out of housing. Interest has not died down, however, so it is our duty as the town council to assign additional housing. Another few houses, or even tents if need be, would do fine. Alderman-Lord Mithius Dalma: A matter I can help with, greatly! Alderwoman-Lady Lorina Varoche: Ah, have you some ideas, master Dalma? Alderman-Lord Mithius Dalma: As it happens, my workforce has expanded greatly. I can provide the city with supplies needed to construct new homes or new tents! I only need to hear the numbers from the builders, and I shall talk to my foreman. Baron-Mayor Stefan Euler: If need be, the Eulers can also provide plenty of resources and help for construction. Alderwoman-Lady Lorina Varoche: Very good! We shall need to do a survey and decide where to exactly expand. Alderman-Lord Mithius Dalma: Euler and Dalma can split the proverbial bill. Baron-Mayor Stefan Euler: Of course. Could you handle the survey itself, Alderwoman-Lady Lorina Varoche? Merely choosing the spots. Alderman-Lord Mithius Dalma: Well, the actual bill will be paid for by taxes. Alderwoman-Lady Lorina Varoche: I can with the assistance of some others. Baron-Mayor Stefan Euler: Good, good, so taxes. Alderwoman-Lady Lorina Varoche: I have some ideas, if I may? Baron-Mayor Stefan Euler: Of course, the proverbial floor is yours. Alderman-Lord Mithius Dalma: We'll have to take into consideration the post revenue from the soldiers, bless our troops, and all, but their sacrifice is taking money away from the city. Alderwoman-Lady Lorina Varoche: I suggest the typical ‘sliding scale’ model. Lower for normal housing, middling for the shops and the like, and the highest for manors and larger properties. 15, 20, 30 is my suggestion, unless either of you have any other ideas? Ah, yes, that was the other issue. The marshal has declared without consultation to the council that the shoulders should have a tax reduction. Baron-Mayor Stefan Euler: Of course, a sliding model is a good idea, however, my query is this! The houses in Lil Raev would fall under what tax? I gave them my agreement, I was going to bring it up today as a suggestion.. But it seems they have gotten a little impatient. Alderwoman-Lady Lorina Varoche: Gave who your agreement? Baron-Mayor Stefan Euler: I told what’s-her-name that I would propose a tax cut to the council and I supported the idea, but I would not make such an idea on my lonesome. Alderman-Lord Mithius Dalma: Propose, yes. Why, I say we can push it through if they provide us something in return! Half the city are involved with the greycloaks. Alderwoman-Lady Lorina Varoche: Indeed. Alderman-Lord Mithius Dalma: That is a significant loss to tax revenue. Baron-Mayor Stefan Euler: I do not disagree, however… Alderwoman-Lady Lorina Varoche: We cannot cut their taxes entirely, but perhaps a small discount would be in order. 5 minas off, perhaps. A third of the tax cost for a normal house I say is enough. Alderman-Lord Mithius Dalma: Five minas, and they participate in general labour around the city as needed. gives them something to do in peacetime. Baron-Mayor Stefan Euler: The suggested taxation of foreign merchants would make up the difference greatly. Overall, this could use some discussion since I believe that the First Alderman who himself is in the military may have something more to say about it. Alderman-Lord Mithius Dalma Dalma: Tend to roads.. Dig ditches, all the usual menial tasks that we'd otherwise pay the poor to do. Baron-Mayor Stefan Euler: Though, as he is not here… I agree that perhaps half off it a bit much, though the difference of two mina for a regular house is not too much. Alderwoman-Lady Lorina Varoche: Indeed, they should need to be an active member of the greycloaks to receive their discount. Additionally, I should think they need to rank beyond initiate to receive the discount. Baron-Mayor Stefan Euler: Agreed. Alderman-Lord Mithius Dalma: Agreed. Baron-Mayor Stefan Euler: I believe that the main issue would come from half-off for the expensive housing. Alderwoman-Lady Lorina Varoche: So we shall issue the marshal discount papers that lower the tax cost of their property by five minas. Half off is too much. Baron-Mayor Stefan Euler: A soldier shouldn’t be able to have an estate at the same price of the regular Home. Alderman-Lord Mithius Dalma: There will be no discount on the housing itself, but the land tax? It can do. The soldiers should pay just as much as the Civilians. Alderwoman-Lady Lorina Varoche: Indeed, and a soldier with such an estate would surely have some others business to sustain that lifestyle. The point of the discount is to reward soldiers whose ONLY income is from the greycloaks. Indeed, it would be a discount on taxes alone. Baron-Mayor Stefan Euler: Aye, as I said I merely told them I would propose that the council. I’m unsure why they’ve gone ahead and announced those reforms for the council. Perhaps they misunderstood what I said? Alderman-Lord Mithius Dalma: Or perhaps they choose to force our hand. Alderwoman-Lady Lorina Varoche: Perhaps, si, shall be sorted. So, are we in agreement that we shall issue the Marshall slips that Lord tax by five Minas? Alderman-Lord Mithius Dalma: Who are we to say no to the Duke’s men? Alderwoman-Lady Lorina Varoche: We are elected by citizenry. The Duke does not run Velec– we do. Alderman-Lord Mithius Dalma: Seconded, madam. A tax reduction, nothing more. Baron-Mayor Stefan Euler: Indeed, the Duke’s authority over the township is minimal. Alderwoman-Lady Lorina Varoche: Very good then. And as for tax pricing? 15 for Home, 20 for a shop and 30 for a manor or a large property? Baron-Mayor Stefan Euler: I believe this was a misunderstanding on their part. However, I wish to give them the opportunity to perhaps argue. Would you be opposed to allowing them to attend the next town council and present their argument? Alderman-Lord Mithius Dalma: Oh, and who was it that said.. Mm.. They need to be a proper member, yes. No recruits, they must be fully inducted. Alderwoman-Lady Lorina Varoche: The Marshall would be the one handing out slips, but si. We could suggest none for recruits. Baron-Mayor Stefan Euler: Certainly, that is non-negotiable. Alderman-Lord Mithius Dalma: And, perhaps, lacking membership in the guilds or having ownership of business properties? This is a benefit to the wages, after all. Alderwoman-Lady Lorina Varoche: Si, I agree to that. It is meant to supplement their little greycloak salary. Baron-Mayor Stefan Euler: I believe this is also to be an initiative for more people to join the Greycloaks, as they are rather small for the duke’s military at the moment. Alderman-Lord Mithius Dalma: We will have to think of other initiatives, for all greycloaks. Wouldn’t want our own guards turn their back on us. Alderwoman-Lady Lorina Varoche: Is that not the duty of the Marshall, Master Delma? Greycloak recruitment is hardly our issue to handle. Alderman-Lord Mithius Dalma: Perhaps something we could talk about with the Marshall and his council. Oh, but this is more about politics, Miss Vorache. Baron-Mayor Stefan Euler: I agree it is not our problem, but extending a helpful hand will certainly make them less impatient next time they want something of us. Alderman-Lord Mithius Dalma: Precisely. Alderwoman-Lady Lorina Varoche: A fair point then. Alderman-Lord Mithius Dalma: We are buying ourselves in front of them. For later dates. Alderwoman-Lady Lorina Varoche: Have you any ideas on that matter? Baron-Mayor Stefan Euler: And, as such. Alderman-Lord Mithius Dalma: There is no greater wealth than a debt owed to you. Ho, ho, ho. I’ve no ideas, personally. We ought to set up a meeting between ourselves and the commanding officers. Alderwoman-Lady Lorina Varoche: That would be a good idea, Si. Alderman-Lord Mithius Dalma: A good old negotiation. Baron-Mayor Stefan Euler: I believe it would be prudent to allow their representative to attend the next council and discuss matters with us. We would still have the commanding position, but allow them to at least suggest something. Alderman-Lord Mithius Dalma: Buh.. Yes! I concur. Mm. Alderwoman-Lady Lorina Varoche: Agreed. Baron-Mayor Stefan Euler: I will inform Ms. What’s-her-name to attend the next one. Now, The actual taxation itself. Another quick suggestion on the front. It would be smart to also sort the taxes by district, no? Alderwoman-Lady Lorina Varoche: How do you mean? Alderman-Lord Mithius Dalma: The inner city, the outer city and outskirts here we have them. Baron-Mayor Stefan Euler: Well, Lil Raev is certainly not as nice a part of town as the church district, no? Alderwoman-Lady Lorina Varoche: More so I would make a distinction between single floor and multi-level homes. Baron-Mayor Stefan Euler: I believe we have a lot of multi-level homes and not a lot of single-floor ones. Actually, aren’t all the single-floor houses on the outskirts? Alderwoman-Lady Lorina Varoche: There are cabins in both little Raev, the Varoche District, and the church District. Baron-Mayor Stefan Euler: Aye, so Lil Raev and the Varoche district I believe. Alderwoman-Lady Lorina Varoche: The foundry district is the only one with all multi-level homes. Baron-Mayor Stefan Euler: There are cabins in the church district? I thought those are part of Lil Raev too, not gonna lie.. Alderwoman-Lady Lorina Varoche: There are two single-floor homes in the church district. Baron-Mayor Stefan Euler: I see, I see. Though, as I recall, the ones in Lil Raev were intended for multiple people. Aren’t they quite large? Alderwoman-Lady Lorina Varoche: I suggest 15 four single floor 20 for multi level 25 for shops and 30 large properties such as manors and the stable. There are both cabins and multilevel homes in little Raev. Baron-Mayor Stefan Euler: Alright, I see. Alderman-Lord Mithius Dalma: Tsk.. The manors are owned by families of high standing. I dare say we could cost them another 10 or 20 mina’s. Baron-Mayor Stefan Euler: Yes, Yes. The next few lines were removed from the script being blocked out in black. Baron-Mayor Stefan Euler: The taxes. Alderman-Lord Mithius Dalma: Oh yes, the taxes. Baron-Mayor Stefan Euler: So, as Alderwoman-Lady Lorina Varoche suggested, we will do it based on size of holding. Alderwoman-Lady Lorina Varoche: Indeed. Baron-Mayor Stefan Euler: So, could you repeat the prices for me, please? Alderwoman-Lady Lorina Varoche: 15 for the single story, 20 for multi level, 25 for a shop, and 30 for a manor or large property. I believe Master Dalma suggested manors cost more. Alderman-Lord Mithius Dalma: Yes! Yes. Another 10 mina will do. We can squeeze where we can. Alderwoman-Lady Lorina Varoche: I see no issue there. 40 from owners son. But, A question? Alderman-Lord Mithius Dalma: Wonderful. Alderwoman-Lady Lorina Varoche: Should the smithy and foundry go under large properties or shops? Baron-Mayor Stefan Euler: No, the foundry at least should not. There are no living quarters there. Alderwoman-Lady Lorina Varoche: So a shop then? The smithy also does not have living quarters. Baron-Mayor Stefan Euler: No, not a shop either. It is merely a workspace. If I recall, the Duke suggested a contract where they are paid as long as they work and provide resources to the Dutchy, Velec and the military. The smithy is more of a shop to the foundry, to be sure. Alderwoman-Lady Lorina Varoche: So tax exempt? Baron-Mayor Stefan Euler: Yes, I think so. And the stables, I think 30 is fine? Alderwoman-Lady Lorina Varoche: Si, the stables are a large complex. 30. Alderman-Lord Mithius Dalma: As long as they stay true to our understanding. Tax exemptions are always compensated for in some other way. Oh yes, 30 for the stables, mhm. Alderwoman-Lady Lorina Varoche: Very good, then. I think that is all the property sorted. The stewardry will see to assessing the properties and handling the tax office, I’m sure. Baron-Mayor Stefan Euler: Yes, indeed. Alderwoman-Lady Lorina Varoche: The question though remains, who will own the tax slip shop? Who is responsible for town funds? Lord Mithius Dalma: and addendum to that question, what constitutes ‘Significant Value’? Is it strictly monetary? Chancellor Sigismond Varoche: at the moment it will be strictly monetary, si. Lord Mithius Dalma: The answer is one question, at least. Ho, ho, ho. And what of these values? Are there any trash holds set in stone? Maximilian Fassnacht: what are mouth specifically?
