If you had a prior relationship with a player who is in a noble house (for example, a friend, or sibling, who already plays on the server), then they could give you permission. Since it seems like you do not have permission, you will need to do the appropriate roleplay in game to join a noble house. Don't fret, though! I am sure you will be able to in due time.
