In your own words, what is powergaming, and why should it be avoided in roleplay?: Metagaming is using the out of character information, in character. To provide you with an example, metagaming could be something simple as reading someone's character background, or their application, or simply read something about their character in discord, or any other platform and use that in in character, let's say person b read about person a's character being a murderer in a discord conversation and proceeded to approach the said character in game and act as if they knew that character is a murderer.
In your own words, what is metagaming, and why should it be avoided in roleplay?: Powergaming is exaggerating your stance. To clarify, robbing the other party of their chance to either emote, reply, respond or reacht. Such could be emotes that go for insta kill, or godly powers such as carrying a huge rock.

Jasper is a highlanders, just like the majority his fate was bound to  Kingdom of Haense. He was born there, 24 years ago in a small house located in the slums of the buzzing capital of the kingdom. His story was not that bad for the usual setting that he was in. He had a brother and two sisters, a father who works as a smithy, a mother who helps out at the barns and on the fields. He did not know much about fighting, he was simply happy to share his life with the family he was born into. His eldest brother, Robert started working  with his father at the forge. He used to come home with lots of chaings and boast about his time working with their father. That made Jasper want to work with his father as well, alas he was too young, he could not be trusted in the forge. So the father turned his offer down, told him to stay put. After his father declined the offer, Jasper snuck into the forge and started exploring, moving up and down until he stumbled upon the actual forge when the coals were still hot. He was never alone in the forge before, he saw his father and brother use metal tongs to grasp the hot coal. So he did that, grabbed the tongs from the counter and took hold of the hot coal. He wanted to show his father that he could do it, so he walked home with the tongs in hand. He looked for his father but could not find him, with frustration and the heavy weight of the metal tongs, he dropped the coal on their floor. The straw hut was on fire seconds after. He ran as the bells rang, as his childhood home and the homes adjacent to it were swallowed by flames.

After his escape from the slums he took foot and journeyed all the way until the land was no more. He met a sailor named Alastair who, interestedly took Jasper into his ship as a seaman, more like a boy at that age, alas he was a crew member. Alastair treated him like everyone else, pushed him to his limits until he discovered that the kid had discipline and potential, so he took a special interest in Jasper, raised him to be the captain after he is gone. Alastair was a great teacher, he taught Jasper how to spot merchant ships, when and where to attack them and how to rob them of their possessions. With that, Jasper was on his way to become the Captain, and that he did become. After Alastair was shot with a bow and died.

Jasper, like the other low calibre captains, was under the radar. He did not pursue big game, he simply attacked and sunk small merchant ships with no particular importance. He pillaged, burned and stole from various ships that belong to various people from various factions and classes. After sinking a rather large merchant ship and celebrating his winnings with the rest of his crew they took sail towards the open sea, it was a clear day so Jasper thought there would be prey, the clear day turned into a dark night when a storm broke, they tried to fight it but it was pointless to try and stop a power of nature. The ship sunk, crew scattered... dead. Jasper washed up on some beach, he  realized that he lost everything and made a pact with himself, an unbreakable one- he would never go through that horror again. So he cleared himself away from the seas, stuck to land- now going back to his home.

Character Name: Jasper Morewood
Character Race: Human
Character Gender: Male
Character Age: 24
Physical Description: Jasper is a tall, dark man with amber eyes and a thick beard. Who usually dresses like someone who, one could call a pirate. He is rather lean.
Roleplay Scenario:

Jasper would look around to discover his surroundings, identify danger- if any were present. He would stand there for a good moment before he would take his first step, as the merchant approached he would simply look at the man without the change of any posture or an expression. After a second he would smile and dip his head, answering "Funny enough, death brings me to this city, and a life that is now just a past memory. I like to explore my options, determine the best route and prove my worth to everyone in this city."

There was one small problem with your application, that being you did not reference enough lore in your backstory. However, because it was such a small detail, I've decided to accept you under the good faith clause :D
