    How does metagaming disrupt fair roleplay?: Power gaming is when you ignore the rules of the world and have your character do things that shouldn't be physically possible.

Well first he must determine if this man is out to get him. You never know where you'll get jumped, and Galion would rather be paranoid than dead. 

If the man doesn't seem like he's gonna slit my throat the moment I turn around he puts on his usual jovial persona

"Oh, me?! Well you know, shopping, taking in the view, meeting the people. Nothing out of the ordinary. Although I would love it if you could give me a tour, you seem like you know this place well, especially much better than I would."

Past that, any handouts he can get from the man he'll take. If he's dressed this nicely he sure isn't going to miss a couple coins or three
