In your own words, what is powergaming, and why should it be avoided in roleplay?: In a lot of scenarios, to avoid powergaming you should tend towards writing actions in a more open-ended manner, and not definitive statements. A good way of exercising this is asking yourself the question, "Would my character be able to realistically accomplish this?" while taking into account the situation.

Instead of writing actions as like: He rose his sword, proceeding to impale the man's chest, instantly piercing his liver.
(This is unfair / forced upon the opponent - powergaming)
Write actions more like this: He rose his sword, proceeding to ATTEMPT to impale the man in the chest, with the INTENTION of aiming for his liver.

That is a clear example of Definitive vs. Open-Ended, in the second action the opponent has all the room they need to accordingly react to the action with a roleplay action like parrying, dodging, bracing or anything.
In your own words, what is metagaming, and why should it be avoided in roleplay?: Metagaming is the act of using, sharing or coordinating things and information OOCly in order for you or others to gain an IC advantage, information that otherwise wouldn't be available to your character. Now this, similar to powergaming is one of the fundamental breaches of good roleplay, and it's usually quite difficult to prove in a lot of cases. In my opinion it's the rule that's always broken in RP games, every game has metagaming groups of friends somewhere. If they're smart, they won't ever be caught because they'll do things ICly but use OOC coordination as a segway into those events.

This clearly disrupts fair roleplay because as I mentioned in the definition, it directly leads to people gaining an IC advantage which otherwise wouldn't have been there if it wasn't for the OOC information / coordination. Not only is it unfair, but it's also unrealistic and often times breaks the immersion of a good roleplay setting. Annoyingly, it's hard to combat and often leads to it being very difficult to have a perfectly fair RP environment set in a game like Minecraft, or GTA or wherever; in my experience, metagaming is everywhere, and it has always disrupted the balanced nature of good roleplay games because of intricate, collusive OOC groupchats / servers scheming together to gain personal advantages.

Character Name: Winton Ecclestone
Character Race: Human
Character Gender: Male
Character Age: 18
Physical Description: Winton dons short-medium length black hair with a full, well-kept beard and dark brown eyes. Stocky mesomorphic build standing at 6'1, 205lbs (93kg).
Roleplay Scenario:

Your character has just arrived in a swampy, dim town. As they look around, their gaze is met with shacks and cabins. It smells of rotted wood and wet moss. They duck and step into a tattered tent, illuminated by a series of candles suspended in the air. At the back of the tent, an old hag raises her head, “What brings you to this dingy town? She begins, then pauses to study your face—”Ah, it’s you. I’ve been expecting you. Sit,” she gestures at a cushion, “Tell me your story.”

((How do you respond?))

Winton meanders along the the twisting paths, crossing damp wooden palettes covered in moss and inhaling the dense, earthy scent of petrichor rising from the wet grass, moss and forestry surrounding the swamp town, mixing with the pungent tones of rotted wood that travelled through his nostrils; there was something rather satisfying about the smell, and there was the distant, wafting scent of the occasional street vendors stationed outside the shacks and coming from some of the open windows of the cabins, he didn't know what it was but it smelt good.

He ducks across, proceeding to step into the tattered tent that stood before him. As soon as he enters the tent he squints, holding a hand above his eyes. His pupils slightly constricting as he adjusts to the change in lighting from the dim, dark and dingy exterior to the well-lit interior of the tent illuminated by a series of candles. His eyes flick from side to side, observing the interior of the small tent before meeting the old hag's gaze as she began to spoke.

"My story?" Winton's eyes slightly widen, before nodding and taking a seat upon her gesture - getting comfortable against the cushion. "I'm no-one, just a passerby." He continues, resting his tired legs whilst seated, he had been travelling for a long time now and needed a short break. "I was working as a farmer until war plagued my small town, and we were all forced to leave." He says pensively, before resuming. "I've come from a place far from here, looking to find a city to settle in, maybe find some work and put this all behind me."
