Cecil was born in Sutica to lower-middle class parents. As the son of a bookie, he quickly inherited certain values and traits from his father; namely intense superstitions, patent greed, and a deep appreciation for his most trustworthy friend: money. After receiving a decent education in accounting, Cecil decided to use his parents' inheritance for the business of money-lending, which is decried by some as usury. After having success relatively early in this business, Cecil quickly found himself 'financially bound' to some 'unsavoury types' in Sutica's less appealing districts. Now, Cecil's daily activities are questionable to say the least. Having walked the fine line between lawful and fraudulent for some time now, he has developed mild paranoia, likely caused by his lifestyle and the company he keeps. Cecil can commonly be seen speaking to people on the streets of Sutica, while making frequent trips to the bank.
