AS THE SEASONS CHANGE THE MEADOWLANDS, So too does more change visit the Archducal household, change which is gladly welcomed. It is our utmost joy and pleasure to announce that Archduchess Estera has emerged healthy and well from her second labor, and with twice as many blessings as expected. The line of Temesch has borne many sets of twins throughout its generations, something which has come to be seen as a sign of luck, and true prosperity. If such is true, then the twins which now sleep within Palais Madelaine herald a bright future.

Thus, the Archducal household welcomes their first daughter MORGANA HELGA TEMESCH OF THE PETRA (@Hom) and their second son, THOMAS ULYSSE TEMESCH OF THE PETRA ( @garentoft)

As both children are in good health, a public baptism shall be held at the Shrine of Saint Juli’el, at the base of the Aldtree. The people of the Commonwealth are invited to witness the ceremony, and to greet the recovered Archduchess and her children. [2:00PM EST, SUNDAY MAY 24TH]

THIRTY-THREE YEARS AGO, amidst the Great Exodus from Aevos did I take the mantle of Archduke of the Commonwealth of the Petra from my lord father. In the years preceding, the Commonwealth was scattered, made exiles by Orsathiael’s capture of Vallagne. In our Eastern Cantons, Vissingren Castle was besieged as the forces of the Mountain pushed eastward, threatening to subsume what remained of the Pétrine Meadowlands. Yet we endured, every assault repulsed, every small victory saw us closer to the reclamation of our home. In those days, I oft found myself confiding in Duke Thomas von Theonus. 

The turmoil seemed unending, the challenge we faced insurmountable. Duke Thomas offered sage counsel, that so long as we yet stood together as Pétrines, the Dream of Furnestock endured and hope was not yet lost. He proved correct, in the years since I have thought of our conversations frequently. The Commonwealth’s founding was little different two centuries ago, Paul Salvian arose to the challenge and forged the Commonwealth through steel. I thought its reclamation would prove little different, and in many ways it was not. 

Slowly did we push westward, first past the confines of Osmont and into the Canton of Solland. At Faubourg the gravity of these tidings finally made itself known. From the hamlet could I see Vallagne, occupied for half a decade, yet its walls still stood in defiance of the  Mountain’s taint. It was here that our future would be determined as the host within the city had sallied forth to halt our advance. At Faubourg I took command of the Petrine Laurel under Sir Artair von Theonus and the Company of the Silver Spears, a hard-fought battle and the final step before the Reclamation of Vallagne could occur. It saddens me to this day to think of the fate of many of those knights I fought alongside in my youth. 

Vallagne. A glorious series of days those were, when the banners of the Commonwealth, in tandem with those of then-Númendil stormed through the streets and vanquished the influence of Orsathiael from the city. The great scattering of the Pétrine people was at its end. From the Eastern Cantons, Cartref Mor, Grense and beyond did the slow, yet steady return of our people commence. Many of our finest were present that day, Sir Arth von Theonus, my sworn-shield, Petyr Valkonen who proved himself a brave man amidst the turmoil of the streets, Caz Reinhold who in spite of his earnest nature always proved amongst the most fierce and loyal Pétrines I have had the honor to lead.

Even with our home reclaimed, the coming years did not see an end to the turmoil. Across the River Petra in the Canton of Ladyr forfeited amidst the Peace of Nóruiel did the newest challenge emerge. To this day, I do not think I can say I have ever found myself opposite the field of finer soldiers than those of the Druscan Archduchy. To those familiar with I, it is not infrequently that I have bemoaned the carnage seen at the Fields of Westmark in the many years since. 

Had it not been for the brave men in my retinue that day, the Commonwealth would instead have been ruled by my sister, Maude Eliona. Sir Dietrich and Étienne I have forever owed my life to since for their actions that day. I don’t believe either host expected to encounter one another in such force as they did nearby that unnamed farmstead. As we dismounted, it became evident the Druscan infantry was having the better of the fighting, and soon we faced ruin in the center. Sordid, I can only say I am glad that our cavalry wheeled about and returned in time to rout the Druscan center that day.

The Great Exodus from Aevos proved perhaps the most stressful period of my reign. It was amidst the preparations to depart the continent that my father named me Archduke in 190 A.R.P. I had taken men to war in the past, though this proved far simpler in truth. In war, you know what you must do, the premise remains simple, the goals unchanged. The reckoning is simple and the aims are clear. To plan the journey of an entire people into waters unknown, such weighed heavily upon me. Were it not for Magdalena, the fleet may have simply floundered in the waters beyond what had once been Whitespire. The delays upon that isle afforded much time to think, much time to reflect upon what I wished for the Commonwealth when we arrived upon Azuras. Together, she and I spent much time, as we did in our youth, planning for what was to come. 

Riviènse, the Jewel of the Land of Autumn. It did not commence as such, admittedly. The boom in population proved both a blessing, and a curse at times. By his own admission once, the reign of my father had been conducted with too light of a touch. The authority of the Throne of Saint Emma waned in those early days as the uphill battle to restore order to a people used to excessive freedoms commenced. When I think upon my years as Archduke since landfall, I am drawn to what my father said within his own writ of abdication.

My own sentiments are similar as I have often shared with confidants such as a man who came to be an unlikely and steadfast friend to me, Jarad Mah’nel. I have been the most conservative and traditional of Pétrine rulers since perhaps Paul Salvian. In an odd dichotomy, I have also been the least traditional in the sense of the policies I pursued. The city was rid of many of its magi, for good reason too. From would-be assassins to attempts at secret voidal projects in the basements of some denizens. A far cry from my great-grandmother and her efforts in the creation of the ill-fated Hokhmat. 

While steadfast in my beliefs, I am not blind that my actions came at the cost of the uprooting of many, and the loss of lives for some. Some I shan't apologize for, those who attacked my children, or sought to conspire with the daemonic to overthrow the existing order, would-be assassins and brigands in our woods. It cannot be said, beyond perhaps one, that I did not offer a chance at clemency. As Prince Vârdamir may attest from our many conversations, I had tried to turn the Land of Autumn into one guided by the principles of Saints Rhosyn & Emma. Clemency, redemption and virtue, I have found these traits to be found often amidst the Pétrine people. I have seen the redemption of those who have committed past wrongs, I have seen clemency and kindness offered to those we once called our foes. Does evil not prevail when we simply allow its existence as fact? Inaction is the death of what is good and what is right.

Yet I will not diminish what has been achieved. The Commonwealth has become a center of arts in the west of Azuras. Within the Court of Autumn, we have seen playwrights, artists, scholars and socialites prosper and play host to many events in our lands, promoting the culture of the Commonwealth to those of Idunia and those abroad in the wider Empire. In the years since landfall it has become a home to many, oft requiring the discussion of the expansion of its walls to house those who wished to make its confines their home. Within the High Kingdom, we have found ourselves prosperous, expanding our lands both east and west into fertile land which the houses of the realm continue to settle.

I have put my house in order, I have put my Commonwealth in order. The authority of the Throne of Saint Emma over the lands it rules has been restored. At every turn we have driven the ill from our ranks and brought the land back into the grace of the Faith, so that we might tread a path worthy of those who hold both Saint Emma and Saint Rhosyn in such high esteem within our hearts. It has come at a price, yet the rot I found in my lands when I came to sit the throne all these years ago has been largely expelled. I will not delude myself into the belief that I have rid it wholly, for no land may claim such. Evil foments in the hearts of man, yet I know that never again shall the Commonwealth find itself amidst the grip of such rot, of sloth nor of complacency anew. 

All of this, my own efforts, and those of the Commonwealth could not have been achieved without the unwavering efforts and support of the River Council. For every oddity and incident faced by myself, it was not without the counsel and support of leal councillors who have kept the Commonwealth functioning. I have naught but the highest of praise for they, for without them, I fear the realm would have come undone years ago. I know my son who shall reign as Archduke now shall benefit from their continued wisdom and support.

What I had envisioned for this Commonwealth in some measure has come to fruition, it has prospered within the High Kingdom of Idunia, working alongside the Tar and the wider realm to construct a future within Azuras. We have rid many ills from the Commonwealth, its institutions remain intact, the Pétrine culture yet stands as its own unique fixture within the High Kingdom, and there is peace in the Meadows and Riverlands. From the Autumn Hills in our East, shared now with our friends in the Duchy of Adria, as far west as Nydia’s Crossing and the River Gemmeres in our West, the banner of the Commonwealth endures. If nothing else might be said of my time as Archduke, it is this:

HISTORY IS MADE THROUGH THE EFFORTS OF INDIVIDUALS, their work laying the foundations for what shall follow. Thirteen years ago did a boy no older than five wander into the city of Riviènse seeking water. He spoke no Common, nor did was he able to explain how he had come to be alone in his quest. The Archduke gave him his waterskin, the boy drank and thus a covenant of sorts was formed. In the years since, ANSEL, was taken as a Ward of the Archducal family, having been raised as a brother to their children. In  time he drew strength from his Faith and the teachings of the Four Chivalries. 

As a Squire of the Petrine Laurel, Ansel has proven himself valorous in his conduct, placing the wellbeing of others time and time again, his body bears the scars to prove such. Amidst his generation of squires, few may at current speak of deeds equal to his own. Although such a practice as adoption has not been a widespread custom amidst the House of the Petra, an exception shall be made for this boy. 

Thus, per the decree of this writ, Squire Ansel, Ward of the Petran Commonwealth and Squire to the Petrine Laurel shall henceforth be adopted as a scion of the House of the Petra, so-named as ANSEL ADÉLARD TEMESCH OF THE PETRA. 

In accordance with Pétrine tradition, Ansel Adélard is named as the VISCOUNT OF MÉROUX

As the customs set forth within the Third Catherinian Code, Ansel Adélard shall not be placed within the line of succession, by virtue of his adoption into the House of the Petra. Per the stipulations of the Salvian Inheritance, he holds not the blood of direct descent from Paul Salvian, and is therefore disqualified from the succession. Accordingly, to denote this status of adoption, Ansel Adélard shall be named as an honorific Viscount rather than a Count as is the tradition at current.

Since a century prior had the House Stafyr been a Peer of the Petran Commonwealth, though as the ebb and flow of a river changes with the season, so too at times must the houses which dwell within the Meadows and Rivers seek to follow its course where it may go. Following extensive talks between the former Viscount and the Archduchess Magdalena, it was made clear that a path forward together was to prove nigh impossible. Attempts made to reconcile mutual grievances proved largely unfruitful, and thus it was deemed necessary that the future of the House Stafyr laid not within the Petran Commonwealth by the patriarch of the house. Thereby as of the promulgation of this missive throughout the Riverlands and High Kingdom of Idunia, the following is decreed:

ON THE STATUS OF FALKENSTEIN AND FELDKIRCH

The House of Stafyr is hereby stripped of its status as Peers of the Realm, its titles returned to the Throne of Saint Emma and placed into abeyance as of this writ. Those titles placed into abeyance consisting of both the Viscounty of Falkenstein and the Barony of Feldkirch, granted in years past for services rendered throughout many years of service to the Commonwealth. Additionally, the House Stafyr is released of their oath of fealty to the Petran Commonwealth, free to make a future elsewhere within the lands of humanity of their choosing.

Henceforth, the House Stafyr shall be allocated two years time as of this missive to depart from their manor within the City of Riviènse. During this period of transition, they shall be freed of the burden of taxation in thanks for past services rendered within the Commonwealth. Should this prove inadequate alongside the time since the meeting in question, their patriarch or a chosen representative bearing his seal may seek an audience to discuss an adequate period of time agreeable to both parties alongside any additional provisions deemed necessary.

THE QUARTER OF HELWYR

For decades within the Commonwealth, the Order of Helwyr have sought to combat the forces of the malign. Dedicating themselves as an order of warriors with the purpose of purging the dark wherever it might be found, the Order of Helwyr aided in the maintenance of security within the Petran Commonwealth through cooperation with past monarchs and institutions within the Petra. This arrangement stood until the Great Exodus from the continent of Aevos, though the bond shared did not fray amidst this journey and the search for a new continent to settle. 

With the establishment of the City of Riviènse and the wider settling of the Pétrine people in these new lands, it has been decided between the Garmont Throne and the Order of Helwyr to renew these bonds with a spirit of cooperation, continuing this tradition of a shared struggle against the forces of the dark. Therefore, it is decreed within this document the terms by which this expanded and renewed cooperation shall take form, providing the bedrock upon which continued friendship may prevail to the betterment of the Petran Commonwealth. 

ARTICLE I - COOPERATION AGAINST THE DARK

I. The Order of Helwyr shall work in tandem with the military of the Petran Commonwealth to root out the malign within the borders of the Commonwealth. 

II. The Order of Helwyr shall, with adequate evidence and forewarning to the Archduke or the Chancellor of Petra, be allowed to undertake actions in this capacity of their own accord within the Petran Commonwealth. Accordingly, the Order of Helwyr in this capacity is entitled to lawfully utilize the necessary force to achieve these aims in this pursuit.

III. Joint training between the Order of Helwyr and Order of the Petrine Laurel shall be held and organized on a regular basis to promote coordination and experience to both institutions in this task.

IV. The Order of Helwyr, while cooperating directly with the Order of the Petrine Laurel shall adhere to the command of the Knight Commander or his designated officers, though shall reserve the right to act independently, or deny an order should they find it in violation of the Laws of the Helwyr, as set forth by the missive The Helwyr of Tal’andria, 232 S.A.

I. Should the Helwyr find themselves denying their involvement in an order issued by the Knight Commander of his designated officers, they shall not obstruct its enactment either.

V. The Order of Helwyr and Petran Commonwealth shall in tandem maintain a registry in the form of written records of darkspawn activity, and evidence pertaining to this. This information shall be shared freely between both parties, as well as the relevant authorities of the High Kingdom of Idunia upon request. 

VI. Although the Order of Helwyr operates in a number of realms beyond that of the Petran Commonwealth and its liege lords in the High Kingdom of Idunia, given the centralized infrastructure the order is to maintain in Petra, should investigations into citizens beyond the Petran Commonwealth occur, the Order of Helwyr shall provide notice to the Archduke of the Petran Commonwealth so that the relevant authorities may be informed of the order’s intentions in their lands.

ARTICLE II - ESTABLISHMENT OF THE HELWYR QUARTER

I. In addition to increased cooperation with the military of the Petran Commonwealth, the Order of Helwyr shall be afforded space within the City of Riviènse within which they are entitled to the construction of a fortified quarter within which to operate the infrastructure of their order. 

II. The Order of Helwyr shall be afforded the right to maintain fortifications within this quarter, upon the condition that the officers of the Order of the Petrine Laurel shall be provided keys to the main fortifications of the quarter.
I. Main fortifications include the gatehouse and locked doors of outer fortifications of the quarter. This does not include keys into the direct guild space itself.

III. The Order of Helwyr are exempted from the Petrine Housing Code amended into the Catherinian Code in regards to the construction of basements within their quarter, provided they remain within the allocated space.

IV. Given the nature and size of the Order of Helwyr, the quarter which they inhabit shall be exempted from direct taxation by the Garmont Throne in accordance with the articles of incorporation of the Free City of Chambery.

I. Should the Order of Helwyr enact Article II, Section V, the status of taxation shall be revisited should the order seek to occupy land outside of the City of Riviènse.

V. Should the Helwyr Quarter within the City of Riviènse prove to be no longer desirable to the Order of Helwyr, they are afforded the right to relocation in the hinterlands of the Commonwealth, pending discussion with the Archduke of the Petran Commonwealth and the confirmation of a location within which to re-establish a guild headquarters. 

ARTICLE III - ON PREVENTING THE VOID

I. Beyond the primary aim of curtailing any rise or influence of the dark within the Petran Commonwealth, the Order of Helwyr and the Garmont Throne shall coordinate with one another to prevent the unnecessary and dangerous usage of magicks within the Petran Commonwealth. 

II. The Order of Helwyr shall, with adequate evidence and forewarning to the Archduke or the Lord Chancellor of Petra, be allowed to undertake actions in this capacity of their own accord within the Petran Commonwealth. Accordingly, the Order of Helwyr in this capacity is entitled to lawfully utilize the necessary force to achieve these aims in this pursuit.

I. Should the Order of Helwyr find no representative of the Garmont Throne present, they shall be allowed to act with the assurance that the matter shall be brought forth with all haste to the Garmont Throne. Should evidence be deemed inadequate, the Order of Helwyr shall reverse these actions to the fullest extent possible.

III. The Order of Helwyr, while cooperating directly with the Order of the Petrine Laurel shall adhere to the command of the Knight Commander or his designated officers, though shall reserve the right to act independently, or deny an order should they find it in violation of the Laws of the Helwyr, as set forth by the missive The Helwyr of Tal’andria, 232 S.A.

ARTICLE IV - ON DURATION AND AMENDMENTS

I. Upon the promulgation of this agreement, the terms shall remain in effect until such a time both signatories see fit for the dissolution of the agreed upon terms.

II. Should either signatory seek to amend the provisions of this agreement, they are entitled to seek to do so through re-convening to amend the terms through civil discussion.

SINCE THE FIRST DAYS OF AEVOS, The Free Port of Chambery has been an integral part of the Commonwealth of the Petra. Originally founded to host the revered and historic Northern Geographic Society, it has since sprawled and grown into a metropolis in its own right, largely thanks to its unique guild laws and the lively organizations which those laws attract. There is no doubt that Chambery has given great support to its sister-city of Vallagne over the years, and indeed to the Commonwealth as a whole.

It is in these most recent decades that Chambery has seen difficult times when it comes to its own government, with a lack of stewards and council members to keep the city functioning, and much of its day-to-day necessities being run by a single woman. Out of concern for this state of affairs, Chambery’s mayor and the Archduke came together to discuss the city’s future. From this meeting, an answer which solved all presented problems became quickly clear to both parties. 

In order to ensure the continued success and growth of Chambery’s people, Chambery shall henceforth become a District of Riviènse. With this, it will gain access to the wide network of Riviènse’s stewards to help manage its properties, the Commonwealth’s treasury to finance any needed renovations, and will be invited into greater collaboration with the rest of the Commonwealth’s people. It shall no longer owe vassal taxes to the Archduchy, and shall altogether continue to function as it has for the past several years, but with heightened support for its future success.

In turn, the City of Riviènse will adapt much of Chambery’s previous laws regarding guilds, including tax exemptions on all qualified guild halls. Chambery’s guilds will be able enjoy the same freedoms as they previously held, and new guilds will be welcomed to take their place freely in any part of the capital.

Revisited in the year 198 A.R.P, the treaty first discussed by Archduke Therin I and the Portmeister Viny'Ox O'Nico has been agreed upon anew, and is promulgated henceforth. 

ARTICLE I - THE INTEGRATION OF CHAMBERY

I. The previous Charter of the Free Port of Chambery shall be dissolved.

II. The Free Port of Chambery shall henceforth be known as the District of Chambery, primary home of Riviènse’s artisans and cultural institutions.

III. The Northern Geographic Society Museum shall be preserved in its current state as an untaxed cultural and academic institution, and shall continue to operate as usual under the oversight of its President.

IV. All edicts and ordinances previously passed by Chambery’s local government will be rendered null and void, as it will fall under the law and ordinances of Riviènse from this point forth.

V. The District of Chambery shall work closely with the River Court to bolster and support each other, sharing resources to collectively enhance Petran culture.

VI. The District of Chambery shall no longer be required to pay vassal taxes to the Treasury.

I. All homes and shops within the District of Chambery will instead be taxed directly by the Treasury.

II. Stewards of Riviènse will gain the ability to sell homes within the District of Chambery.

III. All guild halls currently residing within the District of Chambery with a tax-exempt status will be permitted to remain so.

VII. The Office of the Treasury shall assist the District of Chambery in paying for any renovations and remodels it requires.
 

ARTICLE II - THE ESTABLISHMENT OF THE POSITION OF PORTMEISTER

I. The Portmeister (Or Portmeistera) shall serve as the civil representative of the District of Chambery, within the office of the Mayor of Riviènse.

II.The Portmeister shall represent the District of Chambery within the Garmont Assembly.

III. The Portmeister shall serve as the Head Steward of the District of Chambery.

IV. The Portmeister may act as liaison for guilds and cultural institutions within the City of Riviènse when requested to, and will serve as a general supervisor of guild activity alongside the Mayor of Riviènse.

V. Upon the establishment of the Merchant’s Guild, the Portmeister will have a key role in managing the city’s varied businesses.

VI. The Portmeister shall facilitate the docking of ships at Riviènse’s ports, passing on information of ships requesting dock to the Grand Treasurer and negotiating docking fees.

VII. The term of a Portmeister shall last for fifteen years.

VIII. Upon the abdication or removal of the Portmeister, or the natural end of their term, a standard election shall be held to determine the next Portmeister. If the election is for any reason unable to be held, the Mayor of Riviènse may appoint a new Portmeister.

ARTICLE III - THE GUILD LAW OF RIVIÈNSE

I. Guilds which settle within the City of Riviènse may apply for a tax exemption upon their guild hall.

II.New guilds shall undergo a trial period of at least three years, in which they must display regular business or meetings, economic or cultural contributions, and at least three active members. After passing the trial period, a tax exemption shall be issued.

III. Tax exemptions may be revoked if the guild displays a lack of any meetings, business, or active members for over four consecutive years. 

IV. Tax exemptions only apply for guild halls within the City of Riviènse and its existing properties. Any guild wishing to construct a hall or keep outside of Riviènse shall be taxed, unless negotiated under special circumstances with the Grand Treasurer.

Like her brother before her, with thanks to God, the girl was born without complications and both mother and infant are in good health. It is a most joyous blessing bestowed upon the Archduke and Archduchess to see their family grow so swiftly. A sign of prospering times, as are seen at current within the Commonwealth. The girl bears the middle name Cecile in honour of her aunt, Lady Milena Cecilya Valkonen, the elder sister of Archduchess Magdalena.

In accordance with Pétrine tradition, Eugénie Cecile is named as the COUNTESS OF CLERMONT.

Last held by the Princess Rowena of the Petra, it is hoped that the young Eugénie shall come to hold the same chivalrous qualities of the Third Knight Commander of the Reformed Petrine Laurel who valiantly devoted her life in service to the Petran Commonwealth.

Named Albéric for the knight Albéric du Lac, uncle of Queen Catherine I of the Petra, a figure who embodied the chivalric qualities lauded in the Knightly Commonwealth. It is a day of revelry and celebration within the Commonwealth, for both the babe and the Archduchess are in good health, now recuperating within the Palais Madelaine. It is said that within the taverns dotting the clifftop city, cheers echoed late into the night in celebration of the news, as well as to the health of both the Archduchess-Regnant Magdalena and newborn boy. 

In accordance with Pétrine tradition, Albéric Ètienne is declared as Heir to the Petran Commonwealth, styled as the COUNT OF VALFLEUR, as was his father before him until such a time as he ascends to the Garmont Throne of Petra. 

A private ceremony of baptism shall occur in the future, presided over by the Bishop of Casica so that the boy may be brought into the light of the True Faith. Those close to the Archduke and Archduchess shall be invited to bear witness to the ceremony within the Chapel of Saint Rhosyn.

Just as the river Petra has borne its waters through abundance and scarcity, through calm waters and fierce rapids, and peace and turmoil, so too has my own course followed its path.

For many years, it has been my blessing, my burden and my greatest honor to serve the Petran people first as your King and now as your Archduke. To guide the Commonwealth through trial and triumph alike. In that time, I have known moments of joy, of pride and of sorrow. I have always tried to act for the good of our people, though I am not blind to the fact that my choices have, at times, caused pain. Such is the weight of rule, and it has been a heavy current to bear.

Yet no course flows forever unchanged. This duty, though fulfilled to the best of my strength, cannot remain mine alone. The river must carry forward, and in its turning, new waters take hold.

Thus, I now pass down the title of Archduke to my son, Joseph Antonius Aurelle Temesch of the Petra. May he, like the fresh current of a river, carve new paths, renew old banks, and guide you all into the future with strength, wisdom and courage.

Know that though my course narrows, I remain part of the same river as you. A drop among many, bound to the same waters that have ever carried Petra forward. My love for this realm and its people does not end with my reign, nor will my spirit depart from its flow.

Petra endures. The river endures. And as one current gives way to another, its waters are unbroken, ceaseless, and strong.

This past year, I have wandered Aevos in the fulfillment of what I sought to do at the onset of the regency of my sister, Mattea Asadha of the Petra. In this time, I have reflected much, and learned a great deal. Though I hear only news of good tidings which come from the Riverlands under the stewardship of its Lady Regent and the steadfast River Council, it is time I return to my duty. Within the last year, there has been much change in the lands of the Archduchy. Ones that I shall detail to you all within this missive.

Thus I formally decree the end to the regency established in 172 A.R.P and my return to the Petra to lead the Riverlands once more as I have in the past.

With my return, the Chancellor of the Petra, Sir Clemens von Theonus, has stepped down from the position. At court some months prior, his intention to do so had been made known once I had returned and the regency came to a conclusion. Having assumed the position shortly after the onset of war and the resignation of Chancellor Amélie Auclair, I wish to thank Sir Clemens for his efforts these last years in aiding the Petra through some of the most dramatic changes it has seen in recent history. Thusly, the hunt for a new Chancellor begins. 

A second resignation comes now from the Treasury of the Petra, as Treasurer Jörg von Theonus retires from the post he has held for several decades, having ably managed the Pétrine Treasury with diligent eyes throughout his tenure. As Archduke, I now ask that any citizen of the Petran Commonwealth who wishes to assume the mantle of Treasurer contact I, be it through bird or meeting in the City of Vallagne. It is from this process that the next Treasurer shall be appointed.

Through the untiring efforts of my sister, Mattea Asadha of the Petra, the River Court has seen an influx in those wishing to ward themselves in the Petra, learning the facets of courtly life and the arts, and of governance under the River Council. It is with joy I announce that there remains room for those who have yet sought to ward. 

Shortly after my return to Vallagne, I was fortunate to attend a meeting of the Petrine Laurel. Beyond the discussion of matters pertaining to the security of the Petra, and of our wider efforts to aid Tar Anorhil in the West, a number of reforms were formalized and shall be detailed below.

Firstly, the Petrine Laurel’s stance on the quantity of squires a knight may teach at one time has proven to be a hurdle in the past. Under the current Knightly Duties and Rules, each Knight of the Laurel was afforded one squire at a time. In recent years, however, there has been an influx in those seeking to squire and become Knights of the Petrine Laurel. Many of these would-be squires are of capable ability, good character and are deserving of the opportunity to prove themselves in the eyes of the Laurel. However, with the longstanding disappearances of some knights, the burden to teach squires has fallen upon the shoulders of the few, limiting the order as a whole through this long standing practice of one squire. Thusly, Knight Commander Sir Artair von Theonus has formally decreed a change within the Knightly Duties and Rules. A Knight of the Petrine Laurel may now have two squires at any given time, as opposed to one. 

Additionally, the longstanding disappearance of some knights has in the past afforded their squires minimal mentorship and opportunity to learn the Seven Mercies and the Four Chivalries of the Laurel. Through the suggestion of the Seated Knight of the Mardonlands, Sir Clemens von Theonus, it was agreed by the Knight Commander that the Laurel shall formalize a new practice in regards to the completion of squire trials. Given some squires in the past have been seemingly left to their own devices by their knight and have thus been unable to properly complete their knightly trials, the Laurel as a whole shall recognize the completion of the trials squires must undertake through the supervision of any Knight of the Laurel. Provided the squire may provide proof that the aforementioned knight has witnessed the completion of their trials, this shall be accepted in place of undertaking the trial solely through the direction of the knight a squire is directly under.

To the steadfast people of the Commonwealth, the staunch allies to the Meadowlands, and the hearts who hold Petra dear,

From a young age I was cursed. Like my mother before me, and her mother before her, we each in turn had to forgo our youth in favor of bearing the mantle of leadership. From the earliest breath of manhood, I have served as steward, sovereign, and sentinel for our beloved Commonwealth. And with my choices, that kingdom is no more. My actions have seen our status reduced back to our humble beginnings as an archduchy. The gravity of such has weighed heavily on me in the years since the conclusion of the war. Through strife and triumph, I have never stepped away. And yet, I now find it is time to take a breath of fresh air.

For the first time in years, Petra stands not on the brink of war or fracture, but in the comfort of union. With her fields fertile, her coffers filled, and her citizens proud. Under the protection of our noble allies in the Kingdom of Númendil, I am granted the rare luxury of stillness. I intend to take leave from my seat, out of a desire most human: to walk the lands of Aevos not as your Archduke, but as a father, seeking to know his children as more than letters in the ledger of duty.

In my absence, the Commonwealth shall not be without guidance. My sister, Princess Mattea Asadha  fierce of heart, wise of mind, and beloved of the people —  shall serve as Regent of the Petra. She shall be aided by the ever-loyal River Council, whose counsel and diligence have long upheld the workings of our homeland. I have the utmost confidence in them, and in you, my people, that our Commonwealth will not only be preserved, but flourish in my short absence.

Please know this: I go not to escape, but to return anew. With a spirit resuscitated and a mind cleared, I look already toward the day I ride beneath the gates of Vallagne once more, eager to see what will have bloomed in my stead.

I could think of few better to serve as the examples of compassion, kindness and dedication by which I hope to rule by. 

I stand before you as your sovereign, prepared to lead with a heart full of resolve. I am ever mindful of the weight of the crown, and I pledge to guide our realm towards a future of enduring prosperity, honor, and peace. I have learned much during these years, and now, I turn my gaze toward the tasks that lie ahead.

IT IS THE SOLEMN DUTY of house Temesch of the Petra to announce the occasion of grief that has taken hold of our family, and our nation. It was late evening upon the 28th of Owyn’s Light that, after a years-long struggle with the same illness that had overtaken her mother at the end of her reign, Queen Adalia I of the Petra succumbed to fever within the confines of the Petrine palace, and passed on from us. She spent her final days in the care of her husband and the presence of her children, and her siblings. We are lifted by the knowledge she sits beside her beloved mother and cousin, though the sorrow her absence leaves in the royal household weighs heavy upon us.

It was the final decree of the River Queen that an excerpt of her will be published, detailing the rule of the nation after her passing, which has been transcribed below.

When I came of age, married, and eventually brought children into this world, my vow to them was that they shall not have to live the childhood of responsibility and weight that my mother lived, and that I lived. And yet, as I’ve come to realize may be the fate of our line, I face the possibility that both myself and my son may have no choice in the matter. Thus, I pen this order of regency in the event of my passing, to ensure no weight of governance should fall on shoulders too small to carry them.

UNTIL my heir through the choice of selective succession, Therin Adil of the Petra, is of the age at which he can be crowned as king, the River Council shall rule over the Commonwealth of the Petra as its primary governing body.

SO LONG as the River Council rules over the Commonwealth, it shall be led by its Chancellor, Dame Amelie Auclair, and my brother, Prince Gareth Lucius. Prince Gareth shall serve as the royal house’s primary representative and regent, chosen for the passion he has for his people, and his previous status as heir before my birth. I have utmost trust in them both, and my greatest regret is that they must shoulder this in my stead.

IN THE EVENT that Prince Therin Adil of the Petra is unable to be coronated as king upon reaching the age of maturity, either through disqualification from the line of succession or death, the powers to choose a secondary heir will fall to my husband, Asad of the Petra, and my brother and crown-regent, Prince Gareth Lucius.

In the wake of the illness that took Queen Adalia from her royal duties, a Regency Council was formed to take up the mantle of responsibility, chosen by the Queen and composed of her close advisors and family. It is this council that played an integral role in navigating the recent political strife throughout Aevos, and representing the Commonwealth of the Petra in diplomatic, military, and cultural matters throughout the past year. 

It is now the honor and joy of the Royal House of Temesch to announce that Her Majesty has made a full recovery, and shall be returning to her duties in a rested and renewed state. The Queen wishes to personally extend her thanks to each member of her Regency Council, for the work they have done in her absence.

By decree of the Regency Council of Adalia I, the Commonwealth of the Petra hereby announces its neutrality in the conflict between the Sovereignty of Ravenmire and the Apostolic Kingdom of Aaun. After cautious and prayerful consideration, the Regency Council has determined that the Commonwealth will not levy its forces to support the hostile acts of the Aaunites of which began this war. In steadfast commitment to the principles of peace, the Commonwealth of Petra instead affirms to rebuild the instruments of our government and steady the course of the Riverlands given our reestablished independence.

Should His Holiness, Deunoro I, issue a call for aid, we are prepared to fulfill our sacred obligations by supporting him in accordance with our spiritual commitments and faith. This declaration is issued with the highest seriousness and in alignment with the guidance of our Bishop of Casica, who has decreed that our policy must stand in adherence to the command of the Holy Church of Canon. We honor and incorporate his wisdom into our official position, ensuring our response is measured and reflective of our government's collective will.

The Regency Council of Adalia I remains steadfast in its commitment to neutrality and principled conduct. Following the examples of our fellow Princes, we shall open our gates with welcoming arms and resolve to provide all necessary assistance and asylum for refugees of the war.

The Crown is displeased to issue news to the Commonwealth of an illness that has befell Her Royal Majesty; a tragedy that should be short-lived, as Royal medics declare that Her Royal Majesty’s health will recover speedily.

Pursuant to the conventions of authority as decreed by the law, The Crown declares the appointment of a regency council until its full fledged recovery.

We hereby name Sir Jon de Lewes, the Duke of Vohenheim, the Duke of Vafleur, and Dame Rowena Temesch to the Regency council, at the purview of the Lord and Vice Chancellors. We invest in them the powers of the Crown and the execution of the law thereof, granting them sole executive prerogative for the regency’s duration.

I have been the Monarch of Petra since I was ten years old. Now, twenty-three years later, my youngest children the same age as I inherited at, I look out at the world and wonder who I might’ve been. Beheading a man at twelve, declaring war at fourteen, killing men in battle at sixteen, I fear the hatred that has slashed its way into my heart and head. Perhaps in another life I would’ve been an artist or a poet. A writer, a politician, or a seamstress. There was no room in my childhood, my adolescence or my young adulthood to question my position in life, the person who I had to become through circumstance and blood. Today however, I yearn to reclaim my soul, the ability to forgive, and the skill to be kind. 

I leave the rulership of the Commonwealth in the capable hands of Lords Wilford and Atticus Reinhold, my reliable and level headed Chancellor, and my kind-hearted and quick thinking Diplomat. During this Regency, I shall leave my crown behind and walk across Aevos as a woman who has lost her way, and simply wishes to find herself again.

With the Royal Family of the Petra fully taking the surname of Temesch from their forefathers, there required clarifications on the house of Temesch, its lines, and the inheritance of the titles within the house. 

The Succession and the Right to the Crown of the Petra

As per the Catherinian Code and the Constitution of the Commonwealth, the Crown of the Petra is solely to be inherited by the rightful descendants of Paul Salvian. As the two main lines of Temesch, Temesch of the Petra and Temesch et Martiel split between Paul Salvian, and his younger brother, Charles Joseph, the Martiel line does not and shall continue to hold no right to the Crown of the Petra.

The Succession and Right to the County of Martiel

Likewise, the branch of Temesch of the Petra shall hold no right to inherit the titles of Temesch et Martiel through blood. The Crown of the Petra continues to maintain the right as their sovereign to revoke or change the titles of the house of Temesch et Martiel, but may not inherit the title otherwise.

The Bastard House of Moere

The surname of all bastards, disowned or born, from any branch of the House of Temesch shall take the surname Moere and hold no right to claim or inherit titles from either of the branches.

The Disownment of Anthony Marcellus Temesch et Resmore

The Resmore branch of Temesch, after leaving the Commonwealth to leave to the now conquered Principality of Stassion, shall hereby be disowned and shall now only hold the bastard surname of Moere. This disownment shall purely affect Anthony Marcellus and his children, and all others that have continued to claim the line of Temesch et Resmore shall be absorbed into the line of Temesch et Martiel.

As of this edict, there shall only be two lines of the House of Temesch, the line of the Petra, and et Martiel. Temesch of the Petra shall be considered the senior branch of Temesch through their holding of the original County of Temesch and Moere, but shall not interfere with the internals of the Martiel Line.

It is the Crown's belief that it is in the best interest that the House of the Petra chart a new course apart from the olden Novellens lest we find ourselves stuck pacing at the end of an era, unable to move forward. Our history is something that I personally take little pride in reminiscing on, being the legacy of dictators. We are the remnants of an Empire built upon the work of many and the subjugation of far more. What glory is there left to gain from these rotting pages of history? Repeating your ancestors' mistakes rarely have a new outcome the second, third, or fourth time around. I do not intend to repeat these mistakes, nor do I intend to let the long-dead ancestors of my house lay claim to what we have become simply because we are their descendants. 

The House, Crown, Commonwealth, and River of the Petra diverged from the path the Novellens walked some time ago. Our destiny became our own upon the founding of our Archduchy, and the building of our unique identity. To put us simply to the origins of the blood thrumming through our veins is a disservice to our own work and legacy. We are our own. Our own land, our own nation, our own work and our own dynasty- and it is time that was made clear instead of the silent and slow disuse of the name.

The Crown of the Petra will continue to reject the use of the name Novellen. It may be our history, but our legacy is none but our own. We are the descendants of Paul Salvian, who presided over a House that had been compelled to abandon the usage of that name even before the founding of the Commonwealth, and only his descendants may hold sway to our Crown. We have not used the name Novellen since long before my own birth, and we shall not be resurrecting its use. As a symbol of this resolve, the Royal House shall henceforth strive to honour the wishes of Paul Salvian in once again taking up the proper surname of Temesch of the Petra.

With the war looming overhead, canon and trebuchet fire streaking through the sky, the recently married Queen fought nonetheless. The war had been on her doorstep now, the Covenant attacking the traitors of Stassion from her own home soil. The Petrans stood at the edge of their territory, looking out at a keep that they used to rule. And now they would turn it to ash.

She had refused to step back, to stay home despite her state- though her own Mothers fate did not escape her thoughts. Princess Winifred, Catherine I’s mother, had died for Catherine and her twin, Marcus. Catherine could only hope that it wouldn’t be repeated during war. As the Petrans returned to Vallagne, victorious, Catherine Knighted her squires and then felt the consequences of her actions. Too early, did the Queen go into labour, and the fear she felt was far stronger than during any of the battles she had faced thus far.

The Queen and Prince of Abrana are pleased to announce the birth of their first two children, a girl and a boy both small but healthy. They wish to make clear that the succession of the Commonwealth is selective, and that neither child is to be named heir at the moment - the Archduchy of Vallagne shall remain as Prince Marcus Antonius, the Queen’s brother. The royal family is happy to introduce to the citizens of the Petra, and those of the Covenant;

It is an unfortunate thing that Queens-Regnant are a relatively new phenomenon within humanity. Precedents for how to appropriately elevate our spouses are few and far between, and the first ever male consort of the Petra attempted to set the poorest precedent of all, that the husband of a Sovereign could lay claim to his wife’s titles. My grandmother, Renilde I, squashed this precedent through her victory in the Petran Civil War. She remarried to my grandfather some years later, Prince Marius, who never sought to claim such again but was not given any specific title beyond Prince-Consort.

Today however, following my marriage to August Alcaeus Wittenbach, I have decided upon the proper titleage that I would like to give my spouse, a title that I hope to be carried on by the spouses of future Sovereigns of the Commonwealth. This is an honour that I would like to give to my husband, who I trust beyond any doubt will only cherish the opportunity to stand beside me and unconditionally support me in my role as Queen.

Therefore, I hereby create for my husband the title of The Principality of Abrana, to be held titularly by the spouse of the Monarch of the Petra, whether male or female. This newly created title, having not been used before in any mention of history that I could find, holds no bearing on the succession or power of the Petran crown, and never shall. It shall not be hereditary, a title to be granted by the Monarch to their spouse until their reign is over.

Alongside this, August shall also be granted his familial title of the Barony of Wittenbach as the only remaining son known to be living of the previous Baron. Upon August’s passing, the Barony of Wittenbach shall return to the Crown until a rightful heir to the Wittenbach title presents themselves.

Without further ado, I presented to my people, the Petrans, His Highness, August Alcaeus, Prince of Abrana, Baron of Wittenbach, and the Prince-Consort of the Commonwealth of the Petra, the man that shall stand beside my throne until GOD tears us apart. Long may he support the Commonwealth and its interests, but never again shall a husband usurp his wife.

LO UNTO THE PETRANS,

Rejoice, for it is with great joy and honor that we announce the union of two souls destined for each other since the days of their youth. The Queen of the Petra, Catherine I, and the noble August von Wittenbach, dearest friends from the tender age of five, shall embark on the sacred journey of matrimony.

Having stood side by side through the trials of life, their friendship has blossomed into a bond unbreakable by the passage of time. Now, as both have reached the age where the call of wedlock beckons, it is only fitting that the Queen bestows her hand in marriage upon the one soul she trusts above all others - her loyal and cherished confidant, August von Wittenbach.

The royal union, a testament to the enduring power of friendship and shared experiences, promises to bring forth an era of prosperity and joy for the Commonwealth of the Petra. The people, in their wisdom, have long recognized the special bond between their Queen and August, and they stand united in celebration of this momentous occasion.

The grand ceremony shall take place in the burnt Chapel of Saint Edmund, where the air will be filled with the sweet melodies of jubilation and the scent of flowers adorning the halls. The realm shall bear witness to the exchange of vows, sealed with the sacred rites that bind hearts and souls in eternal harmony.

The entire Coalition is invited to partake in the festivities that shall follow, as the Queen and her chosen consort revel in the bond that has withstood the tests of time and hardship. Let the banners fly high, the mead flow freely, and the joyous laughter of the realm resonate through the city walls.
