  1. 3rd of The First Seed, 71 S.A 08/04/22 The Grand Council An artist’s depiction of the Grand Council Chambers Purpose Following the final session of the now defunct Grand Senate, the Council of Clans of old has been revived in the form of the now Grand Council of Urguan. Defined by the Articles of Urguan as the Supreme Authority in the Realm, the Grand Council is the institutional body in which the Clans gather to have their voices heard and recognized by the Grand King and his councilors. The Grand Council is essentially the body where the sons and daughters of Urguan come together to solve problems together, promoting a sense of comradery between the citizens of the Grand Kingdom. Grand Chancellor The Grand Chancellor is the caretaker of the Grand Council, they keep order and manage the meetings. The nature of the role of Grand Chancellor is to be impartial, and to represent the interests of all Clans, because of this bias on the part of the Grand Chancellor towards any one clan should not be tolerated. In the larger scheme of Grand Kingdom politics, the Grand Chancellor is the literal embodiment and representative of the Clans of the Dwedmar, existing for them and not in spite of them. Procedures Every session of the Grand Council shall begin with an introduction by the Grand Chancellor in which they shall establish the representativess speaking (i.e who speaks for which clan for easier representation), and a list of topics to be presented (if not presented beforehand); moving on to debate and a vote on each in turn. As previously explained, the Grand Chancellor shall keep order in these meetings. Grand Senate meetings must be held every second stone week, but otherwise the frequency of meetings is up to the discretion of the Grand Chancellor. Rules/Regulations 1. Remain orderly, for the Council is the main body of which the Government runs and therefore should proceed without much issue. 2. Be quick and decisive in presenting your legislation or your debating points. The Council is a timely matter, one we do not have the entire stone-day to sit and go back and forth. 3. Know when your point is proven or disproven. As said in the prior point, we do not have all day. Accept you have won or lost the debate and allow the next legislation to be presented. Clan’s must inform the Grand Chancellor of the number of active dwarves within their clan (checked every two stone weeks), and their chosen Representative.
