THE SOVEREIGN ORDER OF THE PETRINE LAUREL FOREWORD Established in the Year of Our Lord 1883 from the integration of the household knights of each of the Houses of the Old Régime, the Sovereign Order of the Petrine Laurel was confirmed as the foundational power of the Commonwealth with the framing of the Constitution of the Petra. Ever since it has served as a chivalric brotherhood with the mandate to govern in the name of the Old Régime. Inspired by the ancient ideals of knighthood, three circles were created by its first Grandmaster, Dame Catherine of Furnestock, to offer different methods of admittance into the nation’s most sacred fraternity. The Princess Imperial, being a grizzled veteran of many battles, sought to concisely define these ancient ideals. It was her view and the view of the Regent of the era that several different paths to knighthood should be offered to those who sought to prove themselves and join the ranks of this most prestigious order. Thus, the Circularis Triumviratus was established. This was done with the intention of enfranchising the ideas of chivalry and brotherhood beneath one banner, and to provide direction to those seeking admission into the Sovereign Order of the Petrine Laurel and better serve the Commonwealth as knights of the new republic. Each prospective knight, when receiving their Accolade from a member of the Old Régime, is simultaneously initiated into the Circle whose trials they have completed, thus joining the Sovereign Order as a full-bodied brother or sister. THE CIRCLES OF THE ORDER The Circle of Saint Emma of Woldzmir Known for championing the virtues of sisterhood and courtly dignity, the membership ofo the Circle of Saint Emma of Woldzmir consists of women dedicated to the preservation of the social fabric and heritage of the Commonwealth. Those within this Circle will often squire under a knight of it after being identified on the basis of their own personal merit, their talents being further trained and honed by their mentor as time goes on. These squires are often dispatched on quests in the name of the Republic to prove themselves in their areas of strength, whatever they might be, before being named to this Circle. [Link TBA] The Circle of the Eagle Those members of the Circle of the Eagle are bestowed their knighthoods on the basis of martial acumen, often having proven themselves as warriors of the Commonwealth of the utmost repute. Their path to knighthood often involves the undertaking of perilous quests in the name of chivalric honor and for the glory of the Republic, with those named to this circle being done so almost uniquely on the basis of personal merit rather than squireship. TRADITIONS OF THE ORDER Food Taster To have the host of a meeting provide a courtier or taste for themselves their offered food and drink for poison before the guest’s consumption. The Bearing of Blades To wear an arm’s-length sword, sheathed in full leather, upon one’s hip whilst anywhere within the lands of the Commonwealth, including those territories reserved for the Old Régime. Squires and Wards To take a youth as a squire, a page, or a ward, and train them true - that once they come of age, they too may go before the Senate and be confirmed into the Order. Challenge To challenge another of the Commonwealth to a duel that must be accepted; though the challenged is then allowed to choose the form of said duel, so long as it may be well-administered by the Tribunal. Hospitality Rights When freely invited into a home in the Commonwealth, a knight is to be afforded right and good foodstuffs free of maggots and rot; and the protection of the host from the first foot set upon the host’s lands and safe passage ‘til their last foot is removed, and such shall be expected for three days and two nights at least. Knights are expected to offer the same to their own guests, whether citizens or from abroad. THE BOOK OF THE RIVERS The deeds and names of every knight of the Petra are recorded into a colossal codex, preserved within the stonework of Mount Garmont that they might be recorded for all eternity. Known simply as the ‘Book of the Rivers,’ it contains within it the chivalric chronicles of the Sovereign Order of the Petrine Laurel, stewarded over by the Order’s designated Lorekeeper and made available to all who may wish to review it. [Link TBA] LEADERSHIP AND MEMBERSHIP OF THE ORDER The Sovereign Order of the Petrine Laurel is nominally led by the Grandmaster, whom also acts as the leader of the Commonwealth as a whole. The Order’s commander, however, is the Knight-Paramount, chief controller and final approver of the Order’s membership. The Knight-Paramount may reject granting a squire or other aspirant membership, though by unanimous approval of the leadership of each of the three circles may be vetoed from power in turn. In the same vein, the Knight-Paramount is capable of conducting a knighting ceremony themselves, should the Regent or Old Regime otherwise be unable or otherwise incapable of doing so. Additionally, all Knights must be members of one of the three Circles; if they are removed from one for any reason, they may seek entry into one of the other two; if they are unable to find entry, such is tantamount to losing their knighthood. APPOINTMENT TO COMMONWEALTH OFFICES HEAR YE ALL AND ONE, The Commonwealth of the Petra is glad to announce the following offices have been approved and their nominations confirmed by the Grandmaster; -That the Office of Knight Paramount be created to manage the Sovereign Order of the Petrine Laurel and the knighting process; especially in regards to those deeds or quests that may be required to complete a squireship or become a knight otherwise, and that this office be granted to Ser Thomas of Balamena. PREAMBLE II. AUTHORITY III. COMMERCE IV. NON-AGGRESSION & DIPLOMACY V. DURATION I. PREAMBLE We, The Commonwealth of the Petra, alongside The Principality of Malin’or, representing Chivalry, Liberty, Justice, etc., do hereby swear against any forms of aggression against one another so long as this treaty stands. The details of this treaty are as follows. II. AUTHORITY The Commonwealth of Petra hereby recognizes the Principality of Malin’or, encompassing all vassals, and its sovereignty over the Mali people. Until the end of this treaty, the Commonwealth shall not recognize, nor assist or acknowledge any other Mali pretender state. With this treaty, whence the Principality of Malin’or hereby condemns any and all foreign claimants to Oren, or the bygone Empire from now until the end of this treaty. This bars the Principality from recognition, assistance or acknowledgement of these states. III. COMMERCE The Commonwealth and the Principality mutually agree to the freedoms of all trade and commerce exchanged between nations, including the Principality’s vassals. The signatories concur to disallow all tariffs or embargoes to prevent further aid and trade. IV. NON-AGGRESSION & DIPLOMACY The Commonwealth and the Principality agree to abstain from conflict between one another, and the Principality henceforth condemns any entity, should it turn hostile against the Commonwealth. The signatories accredit one another in their liberty to their respective lands, additionally. Neither shall partake, or provide aid to hostility against the other, lest the Treaty is rendered null. This shall stay in place for the duration of the Treaty. V. DURATION This treaty shall last the duration of 5 years. Upon the expiration of this treaty, the Commonwealth and the Principality shall, if both deem it fit, meet to renew the treaty, as well as negotiate any new terms proposed. The Office of Chief Plenipotentiary to the Elves HEAR YE ALL AND ONE, The Commonwealth of the Petra is excited to announce the following; that the Office of the Chancellor has approved and confirmed the nomination of one Stanimar Barclay to the office of Chief Plenipotentiary to the Elves; to include the representation of Our Commonwealth to the realms of forest and marble, assisting our Envoy or their other representatives in the conducting and maintenance of diplomatic efforts with the Elves, including the Principality of Celia'nor (and greater realm of Malinor), the Vale of Nevaehlen, the Atoll Grove, and all other Elven settlements that may exist at this time or hereafter until such office is rescinded. Amendments & Addendum to the Petrine Constitution or, the EDICT of TEMESCH from on HIGH by the UNITY OF MIND of the SENATE, the HIGH TRIBUNAL, and the OLD REGIME, in service of LIBERTY and JUSTICE, we the PEOPLE do present this EDICT from ON HIGH, delivered at MOUNT GARMONT CONCERNING AMENDMENTS and AN ADDENDUM to the PETRINE CONSTITUTION and THE STATUTES of the PETRINE COMMONWEALTH Summary of the Amendments and Addendum to the Petrine Constitution Good governance requires that the instruments of state be numerous and efficacious. The Chancellor of the Commonwealth, who serves simultaneously as Grandmaster of the Order, has nigh infinite duties and tasks to complete in a single term. With too much weight being placed upon this single individual, it is critical to empower the Chancellor to delegate effectively and in accordance with all applicable laws. Accordingly, we do establish two roles: the Vice Chancellor and the Knight Commander. The Vice Chancellor shall supervis the Scrivener, the Envoy, and the Treasurer. The Knight Commander shall supervise the Captain, the Procurator, and the Questmaster. In this way, the Highest Council, composed of all officers of state, shall be expanded slightly to accommodate our recent growth. Further, the Chancellor can continue to focus on grand strategy, while individual officers manage their unique portfolios. A COUNTRY SHOULD BE BUILT ON THE BASIS OF LAW; for with no law we are lost in the conflict of morals and norms, rights and wrongs. We are subjected to reason of the mind through the virtue of the Church, of the Scrolls, and the concepts of morality therein. We are formed, as peoples, by the Canon of society which enforces rules unto us and our lives. We are issues oft of rational thought and action, and yet our rationality is formed by the laws consigned to us. It is by this charter of legalise conviction, that the Commonwealth of ours shall thrive in its democratic and constitutional state. We are thereby subjected to even rule under the ideas of systematic ordinance, wherein the concepts of law dictates the inner mechanisms of our Commonwealth. We find therein the comfort of knowledge under law; the absolute fact, that each man and woman of our modus operandi are subject to the same principles. By no means, does current law dictate the notion of the future, for a land and country, indeed a people, develop with time and so must the laws; which form the rational thought of its subjects, follow the current of our system. It must never be seen as an absolute, for the development of law stands as the most vital aspect of our creation. BY VIRTUE, WE ARE FORMED. BY LAW, WE ARE MADE. BY LEGISLATION, WE ARE RISEN. Humanity, created by God in the image of His Prophets, is bestowed upon through His Divine Power the guaranteed, inalienable rights of Man, held above all law and rule. The Rights of Man include; 3. THE RIGHT TO LIFE, so no man will ever be taken to the Skies so soon. 4. THE RIGHT TO LIBERTY, so no man will ever be bonded by the shackles of slavery. 5. OF GOVERNANCE Excerpt Upon the Petrine Constitution By the Petrine Constitutional Convention of 1885 IC CHAPTER I. Of Old Régime 7. All those lords that submit to or join otherwise the Commonwealth of the Petra are bound by this Constitution; and in doing so are unable to hold knighthoods, and do relinquish their powers save for those declared herein to the State. 8. The membership of the Old Régime may not be stripped of its nobility by any but its membership, unanimous save for the member in question; titles are passed down the Rosemoor tradition, to the firstborn of a family, and then to the closest in relation. 9. Those that hold titles within the Commonwealth are disallowed from being Knights, and therefore unable to run for or be nominated otherwise to the Senate Eques or the Tribunal; they are disallowed from voting on any matters save those declared herein as the right of the common citizen or those especially attributed to the nobility, and they are disallowed especially from the unilateral appointment or accolade otherwise of knights. 10. Lords of the Régime declared to the Commonwealth shall be allowed to continue to administer their individual ancestral realms, and their castles, towns, and villages otherwise shall not be confiscated from them. 11. Instead, they shall be beholden to the rulings and laws of the Commonwealth and its Knights, and those farmlands, fields, forests, and territories otherwise not directly inhabited nor formally possessed by their House shall be made useable by all citizens of the Commonwealth; and as well, their castles, towns, and villages otherwise must be made open to the quartering of Knights of the Commonwealth upon allotment by the Questmaster-Envoy. CHAPTER II. Of Regency 12. The Regent of the Commonwealth shall be the head of state, whose duty is solely the protection of the Republic and its virtues. 13. He shall be elected from amongst the Old Régime, voted into office by his highborn peers and confirmed in official address by the Countess of Mardon. He shall be tasked with. 14. The counting of votes in the election of the Senate Eques, as well as the swearing into office of the Senate Eques. 15. The calling of all Commonwealth Houses to emergency denial of law put forward by the Senate Eques, which may only be done by unanimous vote of the highborn Lords. 16. He may only be seated in office for two terms of twenty years each, hereafter it must be transferred to another highborn member of the Old Regíme. 17. This newly elected member may previously have been Regent, though previous Regents are not eligible to be transferred within five years of previous transferring. CHAPTER III. Of Knighthood 18. The Order of the Petrine Laurel shall consist of all recognized knights within our Commonwealth, and be led by a Grandmaster, who shall concurrently be the Chancellor of the Commonwealth. 19. The primary means of entry shall be squirehood, capped by a heroic deed; secondarily, committed service to the Commonwealth and deeds plural. 20. Either path shall require the nomination of an oathed knight and a confirmation vote by a majority of the Senate, and shall be confirmed via an Oathing and Ceremony of Accolade by a titled lord of the Old Régime in a fashion worthy of the new Brother or Sister. 21. Knights of the Commonwealth are enabled nomination privileges for the membership of the Senate and the Tribunal; shall act on behalf of the Commonwealth as its envoys and representatives; and shall be the arbiters of the law as required by circumstance. 22. Where no other local government is present within our territories, they shall act as chief magistrates over townships and territories, castellans of fortifications, and protectors of the smallfolk. 23. They shall take up arms in defense of the Commonwealth, and sully not its name; and the dereliction of any of these duties shall be grounds for removal from the Order. 24. Whereupon a Knight of the Commonwealth determines his squire ready for the ceremony of accolade, and a worthy deed has been determined and completed by order of the Questmaster-Envoy and recorded by the Scrivener - or a member of the citizenry has been determined worthy of the ceremony of accolade, and a worthy deed determined and completed by order of the Questmaster-Envoy and recorded by the Scrivener; the Senate Eques shall vote on the worthiness of the citizen in the joining of the Order’s ranks. 25. A simple majority from among the Senators shall be the final confirmation of such, after which the would-be knight shall choose from among the Houses a titled noble to enact their Oath, and they shall become a member of the Order thereafter. 26. Upon the confirmation of a squire or worthy Man or Woman otherwise by the Senate Eques and their sponsoring Knight of the Commonwealth, they are to be given the choice of all Houses within the Commonwealth; and this House is mandated to Oath them to our Commonwealth according to its traditions. 27. Houses may not create knights without the confirmation of the Senate Eques and a sponsoring Knight of the Commonwealth, and knights of such Houses may not take squires of their own surname and blood within two generations of immediacy. CHAPTER IV. Of Senate 28. The Senate Eques shall constitute the highest body of governmental power, and consist only of oathed Knights of the Commonwealth. 29. Elections shall be held once every eight years; any Knight of the Commonwealth may be nominated to the office, and any landholding citizen or Knight of the Commonwealth may vote. 30. Should a member of the Senate resign or otherwise be rendered incapable, an emergency meeting may be called by the Chancellor. 31. Those votes shall be counted and confirmed by the Regent or Countess of Mardon, who shall then ask the Senate-Elect to form a government in the name of the Commonwealth. 32. The Senate-Elect shall start by choosing from among their number a Chancellor, who shall be Chief among them. 33. This Chancellor shall serve also as the Grandmaster of all Knights of the Commonwealth, and Castellan of the Mardonkeep, its capital. 34. Upon the choosing of the Chancellor, they are to be sworn to their duties by the Regent, and the oaths of office recited by the Senate, and thus the government shall be formed. 35. The Chancellor shall then assign to the other Senators their portfolios 36. This shall consist of no less than a Questmaster-Envoy, a Procurator, a Chamberlain, and a Scrivener. 37. The Questmaster-Envoy shall be charged chiefly with assigning foreign tasks and deeds otherwise to the membership of the Order and those that may wish to join its ranks; and they are to confirm that those wishing to be elevated to knighthood have completed at least one deed of real merit, and that the Commonwealth keep good and worthy relations with those foriegn powers of note. 38. The Procurator shall be charged chiefly with the prosecution of those Sers and Dames that break from the codes and tenets otherwise of the knightly Order, and of all those peoples that may break from the laws of the Commonwealth; and they shall represent the Government in all such trials before the Tribunal. 39. The Procurator shall also bring to vote those laws that may be requested by Knights of our Order, and which may be passed by Senate majority. 40. The Chamberlain shall be charged chiefly with the maintenance of the Commonwealth’s finances; and they shall lead the Treasury and maintain the proper taxation of the capital, the updating of old fortifications and modernization of infrastructure otherwise, as well as the allocation of resources within the Commonwealth. 41. The Scrinever shall be charged with the maintenance of our Records and the Book of the Brotherhood, which shall host the roster, past and present, of all Knights of our Commonwealth. 42. They shall too ensure the furthering of cultural prosperity through the arrangement of activities and events otherwise internal and inclusive to the general populace of the Commonwealth, of documentation and reports otherwise regarding the deeds of our Knights, and the tables and codices of our Laws and Ways. 43. Once every other year, and at most within every three years, the Senate must host a meeting open to the general population that enables the hearing of pears, requests, and speeches otherwise to be heard by the highest body of the nation’s government. 45. In such a meeting, Senators may open their vote to the forum however they might, if they so choose. 46. At the forums, all those Senators that do not attend shall give their vote in the petition to the Knights in attendance at minimum, and may choose instead to give their votes to the property-holding citizenry or their representative in attendance at maximum. 47. Upon the calling of a vote on any petition or topic, if 50 percent or more of the knights in attendance discluding the Senate vote a certain way, then their vote shall be representative of those Senators not in attendance. CHAPTER V. Of Judiciary 48. The Petrine Tribunal shall consist of exactly three tribunes, and shall interpret and enforce the Petrine Constitution. 49. A Tribune must be present for a legitimate and legal trial of a knight of the Sovereign Order of the Petrine Laurel or member of the Old Régime. 50. All three tribunes must be present to hear a challenge of the Constitution or state. 51. Tribunes shall be nominated by the Chancellor, and approved by the Senate Eques. 52. They are appointed to their positions until life, resignation, or impeachment by a two-thirds majority of the Senate followed by that same threshold of the Régime. 53. To be nominated, one must meet the following requirements: (a) One must be over the age of 25 (b) One must be a member of the Order of the Petrine Laurel (c) One must have the nomination of at least one other member of the Order (d) One must be a citizen of the Commonwealth of the Petra 54. In the event that the Senate Eques or the procurator possesses a conflict of interest in a legal case or is otherwise unable to adequately fulfill their duty, the members of the Tribunal shall have the authority to appoint by unanimous vote a counsel. 55. This counsel of the Tribunal shall have a mandate to investigate and prosecute that specific case before the Tribunal which he has been appointed to oversee unto its completion. CHAPTER VI. Of Constitutional Amendment 56. The amendment of the Constitution is of potentially dire consequence; as such, all levels of society must be consulted. 57. Potential amendments are to be made public and easily available to all literate citizens of the Commonwealth, and given a period of minimum one year to be discussed and debated before proceeding to a vote. 58. As it affects the entirety of our Commonwealth, so too is the entirety of its government involved; a majority vote is required, comprising of two of three Tribunes, a majority of the highborn Old Régime, and a majority of the Senate Eques. 59. Should this be unable to be accomplished, the amendment shall not be passed. B O O K III. OF MATRIMONY, SUCCESSION; AND OF CUSTODY CHAPTER I. Of Matrimony 60. A marriage shall be a union between a man and a woman of the same race, and shall be performed under the Canonist sacrament of marriage. 61. A marriage may only be performed between a man and a woman above the age of reason. 62. A marriage may only be performed between a man and a woman of equal agreement. 63. In the case of nobility, a highborn Lord may arrange the marriage of his household at his own whim. CHAPTER II. Of Succession 67. If a man has many sons or daughters born in wedlock, he may not partition his estate amongst them without the consent of his heir. 68. And on whether a man, having an heir, can give any part of his inheritance to a son or daughter born out of wedlock, it shall be established that he cannot; a son born out of wedlock may not receive gifts, sale, delivery or pledge of estate from a father. 69. A man cannot disinherit his son or daughter and heir, and must reserve a portion of it as their inheritance, and thus cannot sell or donate the entirety of his estate; though if a man has no heir of his body, and that being male or female, then he may donate or sell the entirety of his estate. 70. And if a man possesses hereditary and purchased land, he may donate or sell any part of the latter at his will. 71. A third of a man's effects customarily shall be entitled to his wife should she out-live him. 72. It shall be that heirs are bound to the debts of their father, and his father, and his father; it shall ascend, and obligations are to be inherited as if they were land. CHAPTER II. Of Custody 73. It will be that an heir being under the age of fifteen cannot entirely execute the functions of a testament left by their ancestor; they shall be taken into the care of their Lord, and be exempt from their feudal duties until majority. 74. And if they be born a Plebeian, an heir to their fathers business or coin, then they will not have attained full rights to it until they are able to count money. B O O K IV. OF CRIMINALS; AND TREASON CHAPTER I. Of Criminals 75. A Man shall be considered criminal and be brought to trial if they: 76. Conclude the life of another Man, outside of a legally recognized duel, skirmish, or in self defense. 77. Attack another Man, outside of a legally recognized duel, skirmish, or in self-defense. 78. Thieve the property of another Man. 79. Spoil the property of another Man. 80. Trespass onto any property that is not their own, whether through physical force, intimidation, stealth, or otherwise. 81. Own another Man as a slave or indentured servant, unless that individual has been given such a status as punishment for a crime. 82. Seize another Man and hold him involuntarily. 83. Kill a horse for any reason. 84. Lay with another Man’s spouse, or to lay with another when you are wed. 85. Sell themselves in a deviant manner. 86. Attempt using coin, force, blackmail, or any other method, to hire or convince any individual to carry out a crime in their stead. 87. Attempt using coin, force, blackmail, or any other method, to bribe a member of the Commonwealth’s levy, government or tribunal. 88. Enter the Commonwealth of the Petra, whether in transit or through commerce, bearing any amount of bread or potato without proper rations of pork, mutton, poultry, or beef. 89. Act as an extrajudicial, wherein they attempt to deliver justice unto a criminal they may have helped apprehend. If a good samaritan has aided in the capture of a fugitive, they are expected to turn them over to the Knights of the Commonwealth or the Procurator. 90. If he attempts to import any meat of cattle, living or dead, that has not been raised within the boundaries of the Commonwealth of the Petra, or does not carry a special permit of import from the Tribunal. 91. Speaks untruth to the Tribunal, the Judiciary of the Commonwealth, or expresses falsehoods under sworn Oath. 92. Perform magick in any form in malice. 93. Perform magick in any form of necromancy or otherwise considered dark practice. 94. Perform other acts with hostile, malicious, or harmful intent. CHAPTER II. Of Treason 95. Attempt harm against any government official of the Commonwealth, be that of the Senate, the Tribunal, the Regency or the Old Régime. 96. Attempt sabotage against the fortifications of the Commonwealth. 97. Attempt to aid the enemies of the Commonwealth, through subterfuge or other means. 98. Embezzle funds, arms, or armor from the vaults of the Commonwealth. 99. Raise an army against forces of the Commonwealth, the Pikes of the Petra. B O O K V. OF CONTRACT; AND SOCIAL OBLIGATIONS CHAPTER I. Of Contracts 100. A contract shall be binding by law, whether verbal or written. 101. If there is dispute of such contracts, then they shall be settled by the Tribunal in Court, whereupon its word shall be final. 102. Contracts entered by force, or unwillingly, shall be considered null and void. 103. Intoxication or bouts of hedonism are not an excuse for nullification, unless such intoxicants have been applied by another party. CHAPTER II. Of Social Obligations 104. A citizen of the Commonwealth must be a baptised Canonist. 105. A citizen of the Commonwealth must be law-abiding and good in nature. 106. A citizen of the Commonwealth, for the mutual defense and welfare of the Petra and themselves, must carry with them a weapon. Members of the fairer sex are exempt from such rule. 107. A citizen of the Commonwealth, with proper training or not, should be prepared to raise their weapons against enemies domestic and foreign. As the Knight of the Petrine Laurel would wage war to defend their people, they too should be prepared to do so for them. 108. Women must wear pious clothing in public spaces, covering their bodies from shoulder to wrist and ankle. 109. Men must wear pious clothing in public spaces, covering their bodies from shoulder to wrist and ankle. 110. If a man or woman does perform an act of heresy they shall repent before God and the Bishop of Buron, or his representative. 111. If they refuse they shall, by the church, be punished as the Bishop of Buron sees fit. 112. A heathen shall be, by the Church, punished as the Bishop of Buron sees fit. 113. If they are invited to the Commonwealth by any member of government, such a person is entitled to protection from persecution.
