The lead GM at the time handed it poorly though I mainly think it was due to inexperience and not maliciousness. he allowed another staff member to take charge, who was extremely biased and completely self-interested. I was a very green GM at the time so I sadly couldn't influence the situation much, but the whole situation was a clusterfuck.

0I get that its currently against the rules, but when you throw in phrases like this "rule-breaking" it leads the person answering the question to assume it's bad.

Not allowing skype rallying is idiotic, its a part of LoTC, a practice that's happened for years. Guards should be able to log in to defend their own city and the rule is so unenforceable due to the ability to pm individual guards. Also I must say the wording for the polling is very biased " Must roleplay happen on the server" and Should Rule-Breaking skype rallying be allowed" are examples of very suggestive questions, you won't get anything of use from them
