The elections for the offices of Alderman of His Majesty’s Royal Duma and Maer of Reza have arrived once more so the people of Haense may once again put themselves forward as candidate or vote for their respective candidate of choice. The Honorable Aldermen Brog Dhoon and Marcella Barclay-Avern, aswell as Maer Kamilla Stafyr are now subject to the electoral sessions to be held upon the declaration of this missive. Candidates must declare their intention to run to the Lord Palatine, Duke Lerald of Carnatia.

Denizens are reminded that the following requisites stand to run for these offices:

• Be at least fourteen years of age

• Be a resident of Reza or corresponding vassal and territories under the jurisdiction of the Crown of the Kingdom of Hanseti-Ruska for at least five years

• Have no outstanding criminal background within the last five years

The top two vote-recipients for the office of Alderman will be duly elected to the Aldermen seats of His Majesty’s Royal Duma and the candidate for Maership with the most votes shall take on the office of Maer. In due regard, may none but good and honest men and women take up these prestigious offices.

The entire point of the charter system is to create RP hubs. As a baseline req, you need 8 sigs including your own. If we have an average of 100 people on in a day, just as example, these 8 people need to only contribute 3 hours of RP in a day to maintain the 1% charter activity. If you’re a T1 charter, the 8 only need to be around for an hour and a half a day to make their check. 

I don’t suggest that folks make charters to act as cold storage for gear and items. 

Most people I know aren't able to play 3 hours every day, let alone spend all their time in one area. I want to rp a rural hamlet that doesn't get many visitors since its out of the way. Just because people don't do lotc as a full time job doesn't mean they shouldn't get the opportunity to rp something like that. There are people rping during peak hours but that apparently isn't enough. It's quite an assumption to say that charters like that are used as item storage...

Staff has decided it’s time start enforcing activity requirements for charters. I wasn’t that concerned at first, I figured I'd just have to organize a bit more rp in my region. This was untill I did the math and realized these numbers are unreachable for most people without trying to use loopholes (alts/afking). I will argue why these arbitrary activity requirement numbers don’t make any sense unless the staff wants to see 90% of the charters get revoked.

Let's get to the math:

For a 100x100 charter, the staff asks for an activity of 1% in the region. This means that there should be an average of 1.15 people online in your region at any given time (based on last activity check). Let's say the average player spends one hour roleplaying on average and decides to spend ALL his time in your region. You have a very active town and 15 active players that roleplay only in your region, that would give you 15 hours of playtime in that region. As we all know there are 24 hours in a day, so in order to have an average of 1.15 players online in your region on average you would need to have 1.15*24= 27,6 hours of playtime in your region every single day. The 15 hours the players of this very active town provide doesn’t even get close to the amount of playtime needed to pass the activity check. You'd need to house about 27 ACTIVE people in a small 100x100 plot in order to pass the activity check.

Even without these crazy numbers as argument I think the current activity check goes against the direction that the server seemed to be heading in with the change to conflict rules. People are being forced to roleplay in their small square region. You want to organize a hunt for example, but you decide that wouldn't be a good idea because the activity wouldn’t be inside your charter and you desperately need your activity. Rp decisions are forced to be made with the activity checks in mind. Players are encouraged to find loopholes.

I would advise the staff to actually do the math and determine the amount of active players a plot would need instead of coming up with a random round number without even knowing what it actually means. My suggestion is to either adjust the activity requirement to a reasonable amount or scrap the system entirely and move to a different system like paying upkeep.

Don’t be afraid to make mistakes. This applies for your roleplaying, but also for your character’s decisions IRP.

The Right Honourable, Count Lerald of Graiswald is looking for capable men and women for a wide range of jobs. The County can be found to the north of the Royal City of Reza in the Kingdom of Haense. House Vyronov welcomes any race with open arms as long as they can handle themselves in the harsh Highlander culture. Graiswald has a tight-knit community that is very welcoming to any new people that are looking to help their community, visitors are also more than welcome.

- Guarding the people of Graiswald as part of the official guard force.

- Tending to the fields as a farmer.

- Assisting the Vyronov family as a servant in the keep of Rytsburg.

The Medical Services Resolution

• His Majesty’s Royal Duma does voice its support for the training and hiring of new personnel in order to ease the shortage of medical professionals within the Royal City of Reza.
• The Royal Duma recommends the posting of advertisements showcasing and offering the use of the city’s public clinic in places where unemployed doctors, nurses, medics, and other medical professionals might see such.
• This body also recommends that a herbological garden be established within the Royal City for the sole purpose of producing and distributing medicinal goods to acting physicians.
• By passing this resolution, the Royal Duma calls for other actions to be taken by the municipal government in order to address the shortage of medical professionals, as is seen fit by the municipal and national governments.

The Dissolvement of the office of Lord Bursar

• His Majesty’s Royal Duma has deemed it appropriate to dissolve the office of Lord Bursar as it has become an empty title.
• Renewed emphasis is put on the Lord Seneschal's duty to ensure that the appointed Maer functions adequately.

To ensure that the position of Maer of Reza cannot be occupied for an unreasonable amount of time by harmful, apathetic incumbents that hold the office, the following is decreed:

• The Maer of the Royal City of Reza shall hold office for no longer than three consecutive terms.
• Should the incumbent Maer so desire, he may submit a petition of 250 ((25)) signatures from citizens of Reza to the Royal Duma before the next election season in order to override this law and stand for a fourth term.
• If this threshold is met, a 2/3rds majority vote of those representatives present at the following session of the Royal Duma must vote to allow the incumbent Maer to stand for office.
• The incumbent Maer may stand for election again after the next term should he not receive the signatures and Duma votes required for the override. However, he may not stand in that election in itself until that term has passed.

• In memory of Prince Georg Stanimar Alimar-Barbonov, a true Haensetic hero and parliamentary pioneer, the Lord Palatine’s residence and Government offices at #10 Rickard Road in the Royal City of Reza shall henceforth be renamed to #10 Stanimar Street.
• As the late Lord Palatine’s most treasured endeavor during his tenure as the Lord Speaker of the Duma, this most august body deems it both just and proper for this center of Government power that he created to carry his name.
• The civic region of “Stanimar Street” shall be defined as the area that stretches from the Lord Palatine’s residence to the Royal Palace itself, but before the land reaches Siegmund’s Way.
• Rickard Road shall continue to exist as a civic region, but the Lord Palatine’s residence shall not be considered to be a part of it.

It is with great sadness that I have taken on the responsibilities of the late Lord Regent, Prince Georg Alimar, who has fallen alongside his brother Prince Godfric Alimar as another example of the meaningless bloodshed of this war. They will be remembered for their great service to the realm.

I will continue the work on what was previously decreed by the late Lord Regent, including the temporary suspension of the Royal Levy Ban of 1709 and the Infrastructure Bill that recently passed the Royal Duma. I wish to assure the great denizens of our realm that His Majesty’s Royal Government will continue the preperations for defensens with the help of our respected noble houses.

In these turbulent times it is of the utmost importance to strenghten the bonds between our loyal vassals and the royal family. Therefore I am announcing two royal betrothals. The first between His Majesty, King Andrik III and Her Ladyship, Katharina Erika Vyronov. The second between His Grace, Duke Viktor Ruthern and Her Highness, Princess Mariya Oliviya Barbanov. They shall marry once they come of age.

Furthermore I will be looking to find qualified candidates for the office of Palatine Aspirant and the office of Lord Speaker. Untill the appointment of a new Lord Speaker I shall temporarily lead the Royal Duma myself.
