What’s the rule you agree with the most?: Although the premise of this question is confusing at best (if you agree to a set of conditions then there are no gradations of agreement), the requirement to engage in RP prior to PVP is a rule that I believe is conducive to not only a more immersive environment but also discourages PVP for the sake of PVP.

What is roleplaying?: Assuming a fictional character while engaging with other players of a game under the assumption that all characters encountered are also within the story of said created character.
What is metagaming?: Meta meaning something self-referential outside of the context of the creation, metagaming is referencing any information that would not otherwise have been accessible through your character, and only would have been known due to the knowledge of the player outside of the context of the character.
What is power-emoting (powergaming)?: When engaging in roleplay with another character, assuming that your actions are automatically successful without consideration of the other character, thereby removing the freedom of the other characters to act as they would without your control.

Kalends only ever knew his Heartlander mother, who traveled to the Federation of Sutica determined to escape the warfare and conquest of the Holy Orenian Empire in the year of his birth 1600. He is taken every year to the Cloud Temple to visit the memorial to his father who were killed in the Plague, his mother reminding Kalends of his responsibility as the last of the Moraeos family. His mother is sure to take him to the Grand Library of Dragur with every visit. He is a voracious scholar, reading every book that arrives in Sutica by way of the adventures of merchants. Now more determined to see more than the blue vista of the sea that greets his eyes every morning, Kalends set off to Courland, with only his favorite book in his hand, the Chronicle of Layla, the one journal that his mother ever kept. With her blessing, he set off to learn about the Holy Magics, alchemy, document the Isle of Axios to recreate the Morareos Library that his father had left behind in Vailor.
Concerned more with stories than with moneyKalends is happy to take long detours to meet more people, regardless of their race or background. Affected by the liberalism of Sutica, he seeks to fill his library with a diversity that mirrors the customers of his mother's seaside apothecary. He has only just begun to create his own journal, more distracted by the stories of others than his own, with the strong conviction that only through understanding others can he be called wise or intelligent.
