I like some of Rhia's ideas but none the less here is my humble suggestion: Since this is LOTC and does not, in most cases, have to hold any loyalty to real medieval setting and timeline it would be wise to keep horses as a luxury and a rare resource. Mules and Donkeys can be more abundant but clearly we dont want everyone rping on a horse 24/7. I also, like many others, recommend giving every Nation(not race) a set amount of horses proportional to their population and lore. Breeding such animals should be a difficult task and should take a large amount of time and skill (perhaps via a profession), this would force the player to take good care of the horse/donkey and of course donkeys should be easier to breed. You can make horses pretty scarce in the wild and perhaps make them a bit more probable to spawn in places that should have more activity (Orc Lands). Of course this is just some suggestions :).

After hearing the eloquent speech by Lucion he starts gathering a few documents and reviews a few parts of the statement he is about to give. He stands up and takes a quick breath before signing his name Amras Yavelti I desire the position of Medi'iran He turns around and gathers himself, he then takes a small breath before adressing the Mali'aheral congregation. Why am I a good candidate for Medi'iran? Though I havent been a citizen of our great city longer than many of you, I have fallen in love with my culture and heritage. I have, in this short time of citizenship, contributed to my people by being a diplomatic agent in the latest disputes between Malinor and Oren. I've risked my life by travelling as far as the capital of Oren and would gladly do it again as long as my people require it. I'm an agent of patience and an open receiver of ideas and criticism and therefore feel my best role in this goverment is to serve as an advisor and agent of the Sohaer. I'm best informing and giving valuable information to my superiors about diplomatic matters as well as keeping an eye for the well being of the citie's inhabitants. As a seeker of knowledge I'm a proud enforcer of a logical mind and the value of patience in the scientific field and also in casual and social affairs. Raised in a combination of places due to the professions of both parents Amras was influenced not only by High Elf traditional culture but has been exposed to cultures of all elven sub-races. Though he would later differ from the philosophical views of both parents he quickly gained a love for books from his father’s small collection. He adored stories from Past events and battles in Aegis and tales of the conflicts between the races that inhabit Asulon. I still don’t know where he will end up being. Maybe he can change his views or be a Tyrant. He could enter fully the political world or simply be in the background influencing the population. On the way back to my current resident I find two sentinels questioning locals about a robbery perpetrated by a human disguised as an old man and how he stole a certain amount of coins. I quickly stare at the ground and revisit my meeting with this old man. I run to the guard and say “ I may know where he could be sentinel but I fear I was fooled by the man’s disguise.” Guard: Is there anything that can help us track him down? Full Name: Amras Yávëtil Current Age: 112 Sub-race (if any): High Elf Past / History (include childhood, major-events, etc. 2+ paragraphs long): Born of a sentinel and a loving mother, Amras grew up in the outskirts Haelun'orthe guidance of the ways of the house of galleon(not taught by royalty but influenced by its culture), his childhood was one of books and reading and bathe himself everyday with knowledge from ancient times. He lived in relative happened during his days at the care of his parents but as a lore loving elf he was not really fond of fighting or taking any arms for that matter. This changed during his 25th birthday in which, after a heated debate with his father about his views and ideals of current elf politics and diplomacy he ran off to seek guidance with older lore elves. By the time he was back he noticed his father was sitting with he’s face planted in his long hands. Amras mother died of mysterious wound inflicted on her by an apparent human blade as she was in the outskirts of the town buying from travelling merchants. Enraged by her death but too young to seek a vengeance and with a sentinel father whose duty could not be interrupted the death of his mother sank into his memory scaring him and reinforcing his now strong supremacist views. He’s life as a young elf in his 20’s was quite uneventful mostly as he only devoted his time to his thoughts and mind and the better understanding of elven existence. At such age he shows a compelling interest in all kind of written arts and seems to find he’s true calling, writing. As a 30 year old elf he trained sometimes on his bowman skills and enjoyed farming but his true passion, the Lore made most of his spare time more occupied. With a deep hatred hidden inside for humans he finds himself dealing with this race almost daily. Amras from this age until the present has been working on a book to formally explain his reasoning and political views and spread his ideals all across the elven cities and households. Most of his time is spent on this work as he has almost obsessively attached to the notion of one day entering the political scene. He is in love with the forest still so he does not go very far from his homeland but stays far enough so that he can maintain a low profile and someday jump into the political scene.
