Sorry that I have to be the one to say it, but this isn't a democracy. It's not up to the players who become staff members, and it's certainly not up to the players who become Admins. The Administration's decision in promoting Cappy was unanimous, and we were the ones to decide because we are the ones who know what it takes to be an Admin, what one needs to help us advance the server. Agree or disagree, that is how it is, that is how it has always been, and that is how it always will be. If you can't accept that, than I kindly remind you that the door is available to you at all times and you are perfectly welcome to find another server or community that does work like that.
As for the people stating how trigger happy Cappy is, perhaps it might ease your mind if I explain why it might appear that way. Back in the early days of LotC, Admins and GMs alike were FAR more ready to ban people for the littlest things without a moment's hesitation. I specifically remember how Neko and Availer would quite literally ban people for insulting them or other players, and later GMs such as Respiren and Dusk would follow in their footsteps. However, as time has gone on in this community, people have become more and more upset with this because of a growing sense of self-entitlement, because of an increasingly dominant belief that we act like a judiciary system and there has to be a trial by jury. We do NOT act like that, and we WILL ban you if WE deem it necessary. Cappy is "quick to ban" because he is one of our oldest staff members and was a GM when Neko, Respiren and Dusk were still around, so he learned a lot from them. He might seem relatively more strict and blunt than other GMs, but compared to older staff he is VERY lenient, especially since he only adheres to the rules.
Essentially, I'm trying to suggest that you count your blessings. Half of the things that occur on LotC nowadays would have never flown a few years ago, so be happy that you're able to say the things you can say now. I have high hopes and great expectations for Cappy, and I still fully believe we made the right choice in promoting him.
Back in the day GMs acted like human beings and not some plutocracy of demigods that hold supreme authority over players on an online minecraft fantasy roleplay server.

Oh boy another admin to fix the hemorrhaging playerbase, horrible newbie retention rate and lack of overall server development! Certainly he will succeed where others have failed and not contribute to further stagnation and decline!

Olivier rests his folded hands on the council table, having arrived shortly after Merit's entourage. He patiently awaits word from either the Emperor or Lord Chancellor regarding the matters at hand.

Olivier de Savioe, having arrived amongst the grandmaster's entourage with his own personal retinue, hastens himself unto the sprawled out table of electors. As the grandmaster concludes his brief statement of intent he takes up a seat at the table, eyes keenly observing the assorted electors at stake. Helton; his second cousin, Richard, first cousin, Tuvya, first cousin. The duke-electors were all connected through familial relations, a stark reality which struck the Savoyard by surprise. As the collective gaze of the electors are cast upon him, Olivier draws his breath to speak.
"Tuvya Carrion is the candidate upon which I cast my vote, for his stewardship and administrative abilities are unsurpassed in this congregation. Let us piece together this empire torn asunder by petulant demeanors and wanton lust for vengeance."
As the din of murmuring erupts from the diet, Olivier leans back in his seat, faintly whispering, "God help us all."

Two consecutive hours? I certainly hope not as some people can only spare an hour or so to RP a day, but this certainly doesn't constitute for their activity over a week.

CK2's military system is actually fairly complex, there's different troop movements based off of what your flanks are composed of and whatnot. But regardless, CK2 has far more replayability, IMO.
