    THE 1706 PARLIAMENTARY ELECTIONS

         As the Empire of Man  descends upon the new lands of Arcas, the Imperial Parliament shall follow swiftly afterwards. The Fourth Term of Parliament shall begin henceforth, the first term seen upon the newly settled land of Arcas. Thus, it is imperative that the selection of Prefects will once more occur to represent the commoner population of the Empire within the Imperial Legislature.

     

     

    Only a selected few regions of the Empire are privileged with the ability to send a candidate to run as Prefect for their settlement. As residents of Ves, Reza, Wintermire, or Helena, should you meet the mandatory requirements and want to debate legislation on behalf of the entire Empire, you are eligible to do so. In addition, eligible voters are encouraged to participate in Parliamentary elections, as is their civic duty. Voter and candidate registration forums are included below.

     

    These named Regions are awarded the privilege to send a candidate of their own towards the seats of the Imperial Parliament of Man, whilst given the ability to increase the number of candidates sent through the show of prominence and activity.  Thus, the numbers of Prefects defined for the Fourth Term is:

     

    1.  Three prefects for The Capital city of Helena
    1.  One Prefect for the city of Ves, of Adria.
    1.  One Prefect for the city of Reza, of Haense
    1.  One Prefect for the city of Wintermire, of Curon

     

    Should a city reach the maximum of 3 Prefects, a system of Proportional Election shall occur. The Election will conduct normally for those that receive only 1-2 candidates of Prefecture.

     

    PROPORTIONAL ELECTION:

    A system of Election occuring only when a region attains 3 prefects. This method of election centralises itself around the existing parties; Instead of candidates registering for the Election of Prefectures, it shall be the existing and accepted Parties listed that are signed into register. In turn, the citizens of the region shall vote for the party they desire most to represent them within the seats of Parliament. The Party themselves may dictate the candidate they send to Parliament, though the candidate must be approved by the Lord Speaker first.

     

    A party shall receive 33.33% of votes for one seat, and another of such percentage for another. In the event that such a percentage is not reached by any registered parties, it shall be given to the most voted regardless of percentage.

     

    Members sent as prefects by Registered Parties must still meet the criterias of any other Prefects of the Empire of Man. Independant Candidates shall run as [Independant Party].

          As the third, and a very divisive term of the Imperial Parliament comes to an end, it’s come time to select Prefects to represent the commoners in the Imperial legislature. This has been the second term in a row for no new legislation passed. Now it's expected this coming election will break the deadlock in parliament for the past ten years.

           “It has come to the attention of the Imperial Election Commission that the Calculus Party nominee, Gleb, cannot provide sufficient evidence of citizenship. In addition, he cannot provide suitable proof of his residency within the capital city of Carolustadt. In accordance with the 1681 Statute of Carolustadt, signed by the late Imperial Majesty, Aurelius I, he is to be disqualified in order to maintain the integrity of our democratic institutions. The Imperial Arch-Chancellor’s office has temporarily seized control of electoral operations, and is in the process of redistributing Calculus Party ballots to their rightful owners. Constituents will be eligible to vote for another candidate of their choice.

           The Imperial Legion has been deployed in the capital to ensure that disenfranchised voters remain quelled in this time of unrest. Peace must be maintained in the Imperial capital. Without civility, we have nothing.

           After the resignation of Aurelian prefect, James Antonius Windsor, the Carolustadt vacancy must be filled. As such, the IEC has conducted the legal process to conduct a by-election in the city, where four eligible candidates registered to run for the seat. Following campaigns, debates, and voter registration, the ballot boxes are open, and the people of Carolustadt will make their voices heard.

    CANDIDATES

    Phillip Marshall

    As long-time armed service member, Phillip Marshall has long criticized the knighthood system, and believes the Knighthood Meritocracy Act doesn’t go far enough. He has a strong view on voters’ rights, advocating for more proportional representation in the legislative branch, and even going as far as to say that non-humans who follow the Canon and serve the Empire should be allowed to vote, as well. The nearly 96 year-old candidate believes that Parliament has fallen stagnant in recent years, and advocates for a 70% no-confidence procedure be implemented in the event that a constituency feels dissatisfied with their representative. Marshall is an independent.

     

    Alexander Frederick Baden

    Frederick is a Knight-Errant and Master-of-Arms for the Imperial Legion. Much like his opponents, Frederick advocates for the expansion of democratic institutions at the legislative level, specifically by expanding the number of Prefectures. His primary campaign goal has been economic reforms to establish educational institutions, and to subsidize manufacturing industry to generate jobs. Frederick is an independent.

     

    Gleb

    This candidate, who simply goes by “Gleb,” is a member of the aspiring Calculus Party, wanting to spread the joys of learning calculus to the Empire. He advocates for bolstering cultural reforms over economic ones, stating that the fluidity of our globalized economy is something that the government can’t impact as much, and our resources would be better invested towards cultural activities, such as increased festivals and education. Gleb, just like his fellow candidates, believes that all citizens of the Empire should be allowed to vote, but also advocates for cognitive tests to ensure that they’re of a reasonable educational capacity.

     

    Alexander Liberto

    Alexander Liberto is no stranger to politics, working closely alongside the Common Civic Party’s leadership, including during the historic Belvitz campaign of 1987, where CCP nominee Antanios Opal Rutledge just barely squeezed by. Liberto is now running his campaign on the virtue of capitalist values, electoral integrity, voting rights, and military empowerment.

     

    ON THE ISSUES

           Last Saint’s Day, a four-way debate was scheduled between Alexander Liberto, Phillip Marshall, Gleb, and Alexander Frederick Baden. Unfortunatley, CCP nominee Alexander Liberto was not in attendance, but that didn’t stop the other three candidates from engaging in a fiery debate pertaining to their plans for Parliament. We were able to garner their positions on various different political issues, which are all outlined below.

Long before Parliament, when we voted for Mayor of the capital, everyone was allowed to vote so long as they were a citizen. And that’s the way it should be today.”

    Industrial Subsidies: “Industry is the machine that keeps the nation running. It is a source of materials, items, resources, and jobs. Although, it should not be valued over the general good of the people.”

    Education: Free, accessible, public education should be highly valued, as the young people of this society are our future, and they cannot go anywhere without knowledge.”

    HOW TO VOTE

           All citizens of Carolustadt are eligible to vote. Polling will be open for approximately 24 Saint’s hours. You should have a voter ID card, which resembles the following;

           If you’ve already been issued a card, you may re-use it. If it’s in  your posession, then simply deposit it into the ballot boxes. If you’ve been issued one but haven’t retrieved it since the last election, please pick it up at the IEC office in Carolustadt. If you haven’t been issued one at all, then you can apply by speaking to an IEC director. Voting will take place at Horen Circle 2, the Carolustadt courthouse, to the right of the Imperial Bank. Simply deposit your voting slip into the ballot box with your candidate’s name on the front.

           The Imperial-Parliamentary Affairs Network, otherwise abbreviated to I-PAN, has been established as a journalistic outlet to inform the Empire’s constituents of the public affairs occurring from within the Imperial Parliament, and other important political topics within the realm. I-PAN shall be a nonpartisan, neutral news outlet which covers a variety of political affairs and happenings in the Empire. I-PAN was established under the supervision of the Imperial Election Commission in 1687, as a method to combat a disturbingly low amount of journalistic news outlets in the Empire. I-PAN shall be very strict in our core principle of prohibiting biased articles. An Imperial outlet, funded by the constituents, do not deserve slanted news or unfair coverage of individuals. We are wed to facts, and facts alone.

           If you are an aspiring journalist tempted by the allure of this distinguished outlet, feel free to contact editor Fabius Bracchus ((Liam#7649)) to become a Parliamentary journalist. Trusted and worthy journalists shall be given press credentials to Parliamentary sessions, in order to cover current affairs. In addition, we encourage journalists to also establish private news outlets, to expand the journalistic integrity and ability to publicize information. They, too, may receive press credentials, and are not subject to the same standards as public journalists are. However, as far as I-PAN is concerned, we shall provide the utmost neutral coverage.

    CAROLUSTADT PREFECT DEBATE SCHEDULED FOR LATER NEXT WEEK

           Elected Prefects have a lousy track record when it comes to serving their full terms, but former Prefect James Antonius Windsor, who was uncontested in the 1698 elections, may have broken a new record. He served for roughly five Saint’s days before announcing that he’d be leaving Parliament to, “spend more time with his family.” At extraordinary speed, a multitude of candidates flocked to the stage to occupy the former Prefect’s seat. There will be four candidates in the running to replace Windsor. Alexander Liberto of the Common Civic Party, Phillip Marshall, an independent, Frederick Alexander Baden, also an independent, and a man simply known as “Gleb” running with the unofficial “Calculus Party.”

           Never has a Prefecture seat been so contested. It’s estimated by I-PAN consultants that this seat has become so sought after because individuals are fed up with the obstructionist tendencies of Parliament. Last legislative term, out of eleven proposed pieces of legislation, only one passed – a bill reforming committee rules within the Imperial Parliament. Not exactly the ground breaking change in people’s lives that we were hoping for. Due to the seemingly incapable legislature being unable to pass new reforms, voters and candidates alike have expressed their distaste for the current government, and are now setting out to change the Parliament’s ineffectiveness.

     

    A debate between the candidates will be held in one Saint’s Week ((Saturday, Feb. 2nd, 5pm EST)), to be organized by the IEC. Liberto, Marshall, and Alexander have all confirmed their attendance. The IEC has yet to hear a response from Gleb.

    The election will be held the Saint’s Day following the debate ((Sunday, Feb. 3rd)). Polls will be open to registered Carolustadt voters all day, with voting booths set up in the courthouse.

     

    We plan to deliver more election coverage in the coming days, as the candidates continue to campaign in preparation for the elections.

     

    AZOTH HAWKSONG APPOINTED TREASURER

           The Crown’s communications offices confirmed earlier today that Azoth Hawksong, renown scholar and former treasurer of the Dominion, will be appointed as Imperial Treasurer. Hawksong holds a rather impressive resume. A current professor of Imperial government at the Theodosian Imperial Academy, previously a law professor at the Academy of Holm, Hawksong’s record sits primarily in his academic and diplomatic abilities. He served as the Dominion ambassador to the Global Assembly in the 1670’s, playing a pivotal role in sponsoring proposals which restricted international law from impeding on the economic sovereignty of autonomous nations. Prior, he served as the long-term Lord Treasurer of the Dominion.

           Hawksong is a member of the Common Civic Party, declaring himself as a staunch capitalist and market liberal. With that said, he’s made it very clear to his colleagues in Parliament that he won’t be coerced by the party into sponsoring any legislation which he believes will harm the Imperial populace. “I will not choose party over priority when it comes to the Treasury,” said Hawksong in an earlier statement. “In this committee and in my profession, I am utterly bipartisan.” Indeed, Hawksong has already began to draft his own legislation, to be reviewed by the committee on taxation, finance, and budgeting, which would overhaul the Imperial budgetary system. The new proposal would allow the Imperial Treasury to allocate funding to various departments, while setting aside appropriation funding for legislators to distribute as they see fit. The distribution of taxation powers is still being debated on the committee. Prefect Fabius Bracchus of Markev had also proposed a bill to overhaul the Imperial budgeting system, but rescinded his legislation when Hawksong was appointed treasurer. The new bill is expected to be released in the coming days, where the finance committee will then have to review the proposal. The finance committee is composed of Azoth Hawksong, Ingrid Kastrovat, Charles Talraen de Rennes, Marius Baruch, and is chaired by Fabius Bracchus. Legislation will require the support of at least three of these members to proceed to a general vote. The bill is expected to pass in the committee.

           Hawksong is the first non-human to be appointed to a spot on the Imperial Privy Council. However, given his staunchly pro-Imperial record and extensive experience, his appointment is expected to be received as a positive move from the Crown. I-PAN will be monitoring Hawksong and other legislators’ voting records in the coming days.

    The Third Legislative Term

           The Imperial Parliament, an institution established roughly a decade ago, has been widely successful in facilitating debate between legislators across the Empire, may they be noble Lords, members of the Church, Privy Councillors, or elected representatives. Although the legislature has proven to be an invaluable component of Imperial government, reforms were desperately required in order to boost efficiency within the realm of bureaucratic red tape. As such, after the passage of P.B. 017, the Imperial Parliament has installed “committees” to revise legislation in their early stages, in order to minimize the amount of debate necessary on the floor. For this reason, we wish to offer the constituents of the Empire a list of their legislators, along with general information, and what committees they shall serve on as we enter this new legislative term.

     

    COMMITTEES

    At the beginning of each legislative term – every five years – the Lord Speaker shall appoint every legislator to his or her committees. Each legislator may serve on a maximum of three committees, with the exception of the Lord Speaker himself, who may sit on four. Legislators are assigned to their committees based on which areas of policy reforms they retain the most knowledge, experience, or skills. When legislation is proposed, it shall be reviewed by one or more of said committees, and must pass by a majority in said committee, before moving on to the floor for a general vote, at which point, it will then be ratified into law. Each committee shall also appoint a chairman, who serves for the duration of the legislative term, and is responsible for organizing committee votes. The committees are as follows;

    Judiciary Committee

    The Judiciary Committee has been established as the very first committee in Parliamentary history. Their duty is to review changes to criminal law, reformations to the courts system, and to take a major role in Parliamentary investigative inquiries. Any alterations to The Ten Tables shall be processed through the Judiciary Committee.

     

    National Security Committee

    The National Security Committee deals with matters of the armed services, on both domestic law enforcement and national warfare. They are responsible for reviewing legislation relating to war, guard work, and the general safety of the Imperial constituency.

     

    Taxation, Finance, & Budgeting Committee

    The Taxation, Finance, & Budgeting Committee serves to review primarily economic legislation. Any bills relating to national tax changes, budget appropriations, commerce, or any other purely economic proposals shall be brought to them.

     

    Infrastructure Committee

    The Infrastructure Committee reviews all legislation relating to public works, urbanization, housing, and transportation. Bills involving railroad services, public roads, city expansion, or other utilities to be used by the public will be presented to them.

     

    Religious Affairs Committee

    The Religious Affairs Committee will review and legislation in relation to the regulation or embracement of spiritual or theocratic conduct. Any bills which would have an impact on the practice of religion will be brought to the Religious Affairs Committee.

     

    Administration & Rules Committee

    The Administration & Rules Committee reviews all legislation relating to inter-governmental structure, ethical violations, Parliamentary rules, and the organization of the state.

     

    Foreign Relations Committee

    The Foreign Relations Committee is tasked with diplomatic affairs. Legislation pertaining to the conduct between the Empire of Man, other nations, and third party organizations are delegated to this committee.

     

    Civil Liberties Committee

    The Civil Liberties Committee votes on legislation pertaining to the rights or privileges of the individual citizen, private organizations, or other non-governmental groups.

    PARLIAMENT APPROACHES THIRD LEGISLATIVE TERM

           As the Imperial Parliament approaches its third legislative term, with elections being held in two Saint’s Days, the Imperial Parliament continues to fervently debate hot button issues. Although the days of the Priorist Party are largely forgotten to the tests of time, the Common Civic Party continues to try and reform their Knighthood standards, the Loyalist Party makes attempts to alter Prefect electoral regulations, and the Aurelian Party has seemingly remained quiet for their first term in Parliament.

           Although elections are around the corner, two seats are uncontested; Markev and Belvitz. Fabio Bracchus, the controversial leader of the Common Civic Party, retains his unquestioned authority in his home district. Meanwhile in Belvitz, following the assassination of Prefect Antanios Opal Rutledge, the late minister’s widowed wife has taken it upon herself to represent Belvitz in the next Parliament. Rivaini Othan-Semaili Rutledge is going to be the first Southernos elected to Parliament, with no contenders to challenge her position. Curiously enough, however, she has decided to run as an independent candidate as opposed to registering with the CCP as her late husband did, leading many to wonder if she’ll vote differently from the former Adrian politician on legislation.

           The only real election taking place is in the Carolustadt, where Phillip Marshall, independent, will face off against Aurelian Party nominee James Antonius Windsor. Windsor has campaigned on military resurgence, the implementation of civil liberties, and expanding voting rights to all eligible citizens of the Empire. In contrast, independent candidate Philllip Marshall is considered a staunch loyalist to the crown. It’s speculated that the veteran soldier won’t deviate much from the state narrative, though he is speculated to be a rather vocal advocate of conservative principles, if elected. Voters will decide who shall represent them in the next Imperial Parliament in two Saint’s days.

     

    When the new legislative term begins, here are some hot-topic issues to be on the lookout for;

    • Judicial reforms to overhaul the current court system
    • Electoral reforms to make Prefect elections either more inclusive or restricted
    • Debates regarding knighthood standards
    • Economic reforms to increase formal employment in the Empire

           At the most recent Parliamentary session, on the 14th of Horen’s Calling, 1698, current Speaker of Parliament and Lord Keeper of the Privy Seal, Edward Morris, publicly announced his resignation to the chamber. Morris has served as Privy Seal since the resignation of his predecessor, Alexander Frederick, in 1691. Morris was then selected by Emperor Augustus to serve as Arch-Chancellor, creating a vacancy in Parliamentary leadership. Morris has now publicly unveiled his plans to appoint the current director of the IEC, Theodoric Bracchus de Ruyter, as the new Speaker of Parliament. The young Arch-Bishop of the Crownlands has served as IEC director for this previous term, effectively staying out of the public spotlight, for the most part. He shall take the dais in one Saint’s week, after Speaker Morris leaves office.

           The Bracchus name has been a big one in parliamentary politics for nearly a decade now. The first Lord Spiritual appointed to the position, Claudius Bracchus, made headlines when he was accused of misusing Church funds, before radical nationalists assassinated him on the floor of Parliament. Following such, his cousin, Fabius “Fabio” Bracchus, has been one of the most consequential voices in Parliament. Along with Alexander Frederick, he was one of the original architects of the Imperial Parliament, later becoming IEC director, then Maer of Markev, and now Prefect. This has lead some to raise vocal concerns over nepotistic ties, although the incoming Speaker hasn’t yet expressed any signs of biases.

           The future Speaker plans to go into Parliament next term as an independent.

     

    PARLIAMENT DIDN’T PASS A SINGLE BILL DURING THE SECOND TERM

           During its second term, the Imperial Parliament failed to pass any legislation whatsoever. A total of seven bills were voted on this term, and only an appointment made it past the first round of voting. These bills included two regarding the expansion of voting rights, one regarding the limitations of Prefecture candidates to hold two consecutive terms, an ambassador appointment bill, a judicial overhaul act, a railroad construction project, and the appointment of Lord Spiritual Rudolph Wagner, which is the only vote to actually pass.

           A common theory for the deadlock in Parliament is the general disinterest among ministers. Some members of the chamber have an obscene attendance record, often only appearing at one or two sessions per term, of which there are ten sessions over a five year period. With great disinterest comes the inability to pass meaningful legislation, as either none has been presented or there’s not enough ministers present to realistically pass said legislation. Another potential reason for the gridlock is the hyper-partisanship facing Parliament. For those who are active in parliamentary affairs, they often can’t come to any sort of resolution, killing each other's bills on arrival – namely LOPA and the CCP. Incoming leaders to the Imperial Parliament aim to repair this flawed body, and to get much needed reforms passed next term.

           As the second, very divisive term of the Imperial Parliament comes to an end, it’s come time to select Prefects to represent the commoners in the Imperial legislature. Many voters are upset that, among all the bills proposed, the divided Parliament couldn’t agree to pass anything. Not one bill made it to His Imperial Majesty’s desk, leading many disgruntled constituents to register to vote, in order to end the partisan deadlock.

           Shortly after the 1693 elections, recently re-elected CCP Prefect of Belvitz, Antanios Opal Rutledge, was murdered. The horrendous tragedy was quickly publicized and made public knowledge, sparking a series of small-scale riots in Belvitz. Currently, the local guard force, the Imperial Legion’s investigative division, and a Parliamentarian judicial committee lead by Lord Temporal Castelo are investigating the murder. In the meantime, Pandir Millinis has been appointed as temporary Prefect until sufficient elections can be held – which are now to be held promptly. All those interested in running for Prefect of Belvitz, we implore you to read the information below.

    All candidates for Prefect of Belvitz must meet the aforementioned prerequisites, per the Statute of Carolustadt. The Imperial Election Commission will extensively review each and every applicant to ensure these standards are fulfilled.

     

    • To be of at least Gentry, Burgher, or Yeoman social status, or in the immediate family of such individuals
    • To have resided in your given Prefecture for at least four Saint’s weeks at the time of the election
    • To be at least twenty-five years of age
    • To be a full-blooded human

    SECOND LEGISLATIVE TERM OF PARLIAMENT SET TO BEGIN NEXT SAINT’S DAY

    [!] First session of Parliament; 1687

     

           With the conclusion of the Imperial Parliament’s first legislative term, Speaker Edward Morris, who took over for Speaker Alexander Frederick back in 1691, has announced a new list of Lord Temporals who will be serving in the next session of the Imperial Parliament. In addition, three new Prefects have been elected. The final seat that remains to be filled is the position of Lord Spiritual, which fell into a political limbo after the former High Pontiff declared the position null and void. Archbishop Rudolph Wagner is being considered to fill the role, after former Prince-Bishop of Aescelus, Claudius Bracchus, was assassinated earlier this Saint’s month. Speaker Morris appears to be heading in a new direction in regards to appointment, however, subjecting Archbishop Wagner to a confirmation hearing among the rest of the legislature, allowing them to freely inquire about the nominee’s history and political or religious tenets. However, the rules and regulations regarding such confirmations are vague, as there is no existing precedent for such a maneuver. The confirmation hearing will be held in four Saint’s days.

    ELECTION RESULTS SUGGEST AURELIAN PARTY MAY SEE LARGE GAINS IN THE FUTURE

           The election results from three Saint’s days ago would initially indicate that the Common Civic Party solidified it’s holdings. Markev, which has always been the CCP’s stronghold since they elected the party’s founder, Palatine Robert Sigismund, opted to elect former Election Commissioner, Fabius Bracchus, after Prefect Rhys var Ruthern announced that he would not be running for a second term. In Belvitz, Prefect Antanios Opal Rutledge won re-election. During his first election, he won with a staggering 85% of the vote. In Carolustadt, Aurelian candidate John Charles d’Anpalais was unopposed, and became the first member of Parliament to represent the newfound political party.            From looking at these results, you would think that the hopeful Aurelian Party is off to a poor start. After all, the only election they were able to win was an election where they were unopposed. However, these numbers don’t necessarily tell the whole story. In Belvitz, for instance, Rutledge noticed a stark decline in his vote share when compared to the last election. He was running against former temp. Prefect Ostrobor Carrion, now the chairman of the Aurelian Party, and won by +35 points – an impressive victory for Belvitz, which is considered a swing prefecture. However, this election, he won only by +4 points, a net loss of -31 points since the last election, all of which went towards the ARP instead. In Markev, as well, the CCP continued to expect to solidify their holdings by at least 70%, but instead fell slightly short, noticing ARP candidate Bjolfr Nord slowly creeping up on Bracchus, losing by only 15%. This would suggest that, while the newcomer to the political stage doesn’t yet have enough political capital to win elections, they are certainly performing more effectively than the Priorist Party had.

           That’s exactly why this new party has such an advantage. The Priorist Party has seemingly abandoned electoral politics, not bothering to run a single candidate in any election. After the former Priorist Party chairman Hans Rovin resigned from his position, the party fell into disarray, and became much more unorganized than it had in the past. Without any mainstream opposition to the CCP, the Aurelian Party offers disenfranchised voters a viable alternative, a more moderate right wing option in comparison to their radical PPR counterparts. After this election, the Priorist Party held onto not one elected seat. As the Priorist Party seemingly begins to slowly fade out of the national political picture, a power vacuum is left open for some insurgent candidates – which is an amazing opportunity for the Aurelians. John Charles d’Anpalais, who will be the party’s sole MP this upcoming legislative term, will likely be a leading voice for the party’s future campaigns. He will drive the party’s image among voters over the next five years.

           Today is the second general election in the history of the Imperial Parliament. Voters have had plenty of opportunities to vote in by-elections and primaries over the last five years, but this is the first time that voters will participate in the next scheduled general election since Parliament’s implementation. This election offers a particularly suspenseful climate, as the new Aurelian Party has seemingly replaced their more radical predecessors, the Priorist Party, at least in electoral politics. This election shall be considered a referendum on how moderate ideals appeal to the voters. Elections will be hosted in Markev and Belvitz, with the election in Carolustadt being uncontested. Following the election, the next official legislative term of the Imperial Parliament will begin at Speaker Morris’ discretion, following another five years with new Parliamentary members.

           Voters in Markev are voting in the Common Civic Party’s primary election today, to select a nominee for the Parliamentary general elections, held in three Saint’s days. The two candidates in the running are Fabius Bracchus, current Maer of Markev and former election commissioner, competing against Henrik Otto Ludovar, Knight and native Markevian. Bracchus represents the more seasoned, experienced Parliamentary insiders, whereas Ludovar attempts to inspire a new age of CCP voters to send new voices to Carolustadt. Today’s primary results will decide the party’s nominee, and which candidate will be competing against Aurelian Party nominee, Bjolfr Nord. Voters in Markev must be a registered member of the CCP to participate in this primary election. Voting will be conducted in the Theodosian Municipal Library, at 1 Marius Court.     EMPEROR AURELIUS ADDRESSES PARLIAMENT WITH VICTORY SPEECH

    [!] Emperor Aurelius Horen addresses the Imperial Parliament, wielding a bloodied sword; 1690

     

           Following the Imperial victory over the Pagan Coalition between Arberrang and Nordengrad rebels, Emperor Aurelius made a surprise appearance in the midst of a Parliamentary debate, carrying a sword stained in heretical blood. After taking center stage, he unsheathed the blade, proclaiming it to be a symbol of our Canonist endurance and unity. “Let this be a message to any pagan dissenters,” began the Emperor, “We have shown [them] that the Empire is not to be trifled with. In the face of heretics, we will always win.” He then exited the hall, placing the bloodied sword on the center table. “Let this blade sit in these halls for the rest of history, serving as a symbol of our superiority.” An installment will soon be added to the Parliamentary hall, to display the sword in all it’s glory. After two victories over the rebellious coalition, the Imperial administration is confident in it’s total victory, which is within reach.

     

    PARLIAMENT REJECTS CHURCH RESURGENCE PROPOSAL

           Proposed by Alexander Frederick, Lord Keeper of the Privy Seal and Speaker of Parliament, the Heresy and Pagan Act was submitted to the floor following His Imperial Majesty’s victory speech. The legislation calls for extreme regulations to be imposed on religious minorities, forbidding heretics from engaging in daily activities, such as engaging in business, owning property, or even entering the confines of the Empire. The Parliament appeared rather supporting of the legislation initially, before the Church’s involvement was highlighted. The bill states, “The Church of the Canon may lawfully hold clerical judiciary bodies within our realm to deal with those defined within Section I.” Bipartisan outrage among Priorists and the CCP erupted as a result, protesting the Church’s ability to conduct trials. Grand Knight, Frederick Pius Horen, was likely the most defiant of this legislation.

     

           “If any of you know of the inner workings of the Church, you know the scam this bill presents,” the Grand Knight began.“The Pontiff is apparently infallible – well, I’ve a secret. When I was King of Marna, he forbade the union with Renatus and Horen on the basis that it was ‘heresy.’ This was Clement the Third. I refuse to allow the Church in any capacity to moderate the law within the Imperium. Otherwise, our Emperor, and myself, would be proclaimed heretics. The Pontiff will subject the law to his will. That is all.” Following the long winded statement, he was asked to yield the floor, before standing from his seat and storming out of Parliament, garnering applause from other members.

     

           “The willingness of Ser Pius to walk out shows his lack of mettle when truly facing up to our problems,” Speaker Frederick began to rebut. “This bill is harsh, it is strict – it is merciless against heretics. If Ser Pius and Ser Aran object wholeheartedly to the bill, in it’s, and I quote, ‘entirety’, then why do they refer only to one single clause in it’s entire text? The basis of the bill – its fundamental values – is to protect this Empire and our culture. The only influence the Church gains in this text is that they are given the permission to work with the Imperial Army to arrest heretics, and to retrain those detained theologically.”

     

           Following the heated debate and comments from several other prominent members, the first reading for the bill was proposed for a vote – and failed. The bill, P.B. 009-1, was defeated in a 6 – 1 vote, with two abstaining members, Prefect Victoria Oxenstierna and Baron Alfred Rubens, where the only proponent of the bill was Speaker Frederick. Members from both sides rejected the legislation, denouncing the Church’s increased judicial abilities. However, Speaker Frederick insists that this isn’t the end of his proposition. The Speaker is expected to reintroduce anti-heretical legislation in the near future. He ended the session by stating,

     

    “This bill has failed to pass – but it is not dead on arrival.”

     

    CCP LEADERSHIP ATTENDS SUMMIT IN CYRILSBURG

           A summit hosted between Curonic leadership and CCP Parliamentary members was hosted recently in Cyrilsburg. They convened to discuss how the Common Civic Party would move forth as the 1693 election season approaches, and what policies may be adopted in a future platform. The first portion of the summit was court-styled, allowing members of the peasantry to pose questions. Inquiries were posed relating to famine and national security, but the hot topic of the evening was a debate on immigration policy; Should the Empire accept pagan refugees fleeing from Arberrang and Nordengrad? The panel was largely in agreement – Yes, they should, given that the immigrants showed a willingness to convert to Canonism, and put said refugees into a conversion course. If they don’t convert, then the Empire has full authority to deport the heretics. Father Humpfrey, however, wasn’t satisfied with the proposition, stating that, “We cannot trust thieving heretics who only just attempted to murder us inside of our borders! These refugees supported their governments,” he declared.

           Following the debate, the panel convened in private to further discuss the matter, as well as other future proponents of the CCP’s platform. Reportedly, the panel discussed future election strategies, immigration policy, vassal rights, and future legislation to expand voting Prefectures to the entirety of the Empire, ensuring every citizen earned a vote.

    SPEAKER FREDERICK MAKES UNEXPECTED LEGISLATIVE MOVE

           Speaker of Parliament and Lord Privy Seal, Alexander Frederick, made an unprecedented legislative maneuver during the latest Parliamentary session, which was hosted last Saint’s day. Speaker Frederick has never been one to suggest his personal opinion to the Parliament when debating measures. He’s typically acted primarily as a nonpartisan legislative officer, not exercising his political abilities. Although the Statute of Carolustadt grants the Speaker of Parliament the ability to behave just as any other member of Parliament, he has never exercised this authority in Parliament – until now. On the 11th of Horen’s Calling, Speaker Frederick cast a vote against the initiation of an investigation into former Lord Spiritual Claudius Bracchus’ finances. The measure, P.B. 008, passed by a vote of 6 - 2, with Antanios Rutledge, Ingrid Kastrovat, Bogdan Radovich, Aran Talraen, Brand Denhardt, and Alfred Rubens voting in favor, whereas Speaker Frederick and Count Edward Suffolk of Pembrokeshire voted against the measure. This marks the first time that Speaker Frederick had cast a vote on any measure proposed to the Parliament – and it doesn’t end there.

           As the session came to a close, Frederick announced that he would be proposing three bills himself. He’s addressed them using their colloquial titles; the Heresy Act, the Parliamentary Powers Act, and the Act of Fundamental Laws. The incoming legislation is assumed to be in response to the recent war waged between the Nordengradic-Arberrang armies and the Empire, with Frederick bolstering his record on national security. Although, we don’t have the exact text for any of the legislation quite yet. Frederick plans to bring his legislation to the floor for a debate in two Saint’s days.

           The precedence this sets for the position of Speaker is uncertain. It offers the Lord Privy Seal a more authoritative and opinionated role when compared to previous interpretations, which viewed the Speaker as one with the legal ability to create legislation, but never exercised that privilege. This completely changes the game. We can expect to see the Speaker play a more direct role in future Parliamentary affairs.

     

    THE ARGUMENT FOR INCREASING TAXES DURING WARTIME

    The following article is an opinionated editorial by I-PAN reporter, Daisy Applefoot. The opinions of this journalist do not necessarily reflect the values or positions of this publication, and are included purely for the purpose of the diversity of thought.

     

           Economics during wartime are much different than those during peacetime. During peace, the purpose of the economy is to provide for the citizenry, whereas during war, the purpose of the economy is to provide for the military. Due to this, the economy should be formatted differently when at war.

     

    • Nationalization of industries relevant to war production. Doing this makes sure that all the resources needed for war are ready for military use and won't spend time lying around in markets.
    • Increased taxation. While normally harmful in the long-run, taxation can be beneficial when the fate of a nation is at stake during a war when a well-funded and well-paid military is needed.
    • Collaboration between the markets and the government. This is obvious, since most market owners could lose their market if the nation loses the war, it is in their interest to help the national war effort. On the flip side, since the government still needs to have it citizenry fed when at war, the government has the incentive to keep the market afloat when it is threatened by war.

     

    PARLIAMENT OPENS INVESTIGATION INTO CLERGYMAN FOR MISUSED FUNDS

           On the 11th of Horen’s Calling, 1690, Baron Alfred Rubens of Leeuwenhof proposed a measure to open a judicial inquiry into Lords Spiritual Claudius Bracchus, specifically regarding unpaid finances to the Church. The claims arose when clergy leadership reported that Bracchus had unpaid monetary dues from previously hosted religious events. The measure passed by a vote of 6 – 2. The Parliament will schedule a date to summon Bracchus for a judicial hearing, and the I.E.C. will also lead it’s own investigation into the potential financial misconduct, aided by the Legion. The investigation is still in it’s early phases, and we shouldn’t expect to yield results anytime soon.

           Director of the I.E.C., Fabius Bracchus, has recused himself from the investigation, on account of the fact that he happens to be the Lord Spiritual’s cousin. A private investigator will be appointed to the case.

     

    PARLIAMENT INSTITUTES STRICTER STANDARDS FOR KNIGHTS

           At the previous Parliamentary session, Priorist Party extraordinaire and Baron of Leeuwenhof, Alfred Rubens, championed his legislation aimed at promoting more transparent and merit based knighthood standards in the Empire. The proponents of the legislation, largely hailing from the Priorist Party, made the issue a central component of their campaign. Following the two year battle, however, Rubens can finally rest easy, knowing that his legislation has been passed and signed by the Emperor. Bill P.B 003 passed by a final tally of 6 – 1 at the sparsely attended session, with Edward Suffolk, Count of Pembrokeshire, being the lone “Nay” vote. Long time critics of the legislation, including Bishop Claudius Bracchus and Count Edward Suffolk, have denounced the measure as being too restrictive to local vassals in their ability to manage their own knights. In addition, Bracchus proposed an amendment to the bill, which would have granted those ranking Count or higher on the feudal scale to manage their own knights’ squires. This was the subject of the majority of the debate, but it ultimately failed by a slim, one vote margin. Here are statements from the leading voices on both sides of the aisle;

    “The amendment clearly states that any squire may deemed unworthy by the Grand Knight. Suggesting that the Grand Knight’s office would act with nepotism is just insulting to this esteemed Empire.”

     

           The legislation has been signed by His Imperial Majesty, codifying it into official law. What does this mean for Knights? Those with current knighthood status will likely have little to fear, outside of an investigation lead by the Grand Knight, where unqualified individuals may be subject to reevaluation. For future candidates for knighthood, however, they’ll have to ensure that their heroic and patriotic service to the Empire is based entirely off of merit, and not their bloodline. Nobility will no longer be considered as a factor when evaluating the prospect of knighthood, and neither will legacy. Relation to former knights will not grant individuals a leg up when vying for the title.

    Members of Parliament can still counter this measure with their own amendments, however, so it looks like Rubens’ work isn't quite done. Now, he’ll have to defend his legislation from future attempts to dismantle the provision.

    • Alyrion Laureh’onn has been crowned as the new Sohaer for the Silver Enclave of Fi’halen, a new settlement revolving around the recent influx of ‘aheral refugees from the destruction of Haelun’or. Sohaer Laureh’onn was crowned as a replacement to former Sohaer Tarlach. Laureh’onn is expected to appoint a new Silver Council in the coming days.
    • Adria is to host it’s next Ducal Duma soon, to discuss government policies in the Duchy. The convention shall also be accompanied by grand festivities and events.
    • Dunshire launches their sixth election’s campaigns, where three Elders and one Sheriff will be elected. Current contenders includes Harold Applefoot, current Elder seeking to continue serving the township.
    • The Empire signs a non-aggression pact with the Enclave of Vira’ker, further uniting with their traditional Elven allies in battling the recent pagan rebellion.

    PAGANS LAUNCH UNIFIED WAR AGAINST THE EMPIRE

           As of two Legacies ago, the Earldom of Nordengrad and the Ettindom of Arberrang, both formerly members of the Empire of Man, formed a unified coalition to combat the Imperial forces. Reports state that, during a training exercise between Markevian and Arberrang military forces, Nordengradic units charged the Haensetic soldiers, aided by the Arberrang militia. Since the attack and the pair’s unified alliance, both the Kingdom of Kaz’Ulrah and the Warnation of Krugmar have joined forces with the pagans in an effort to invade the Empire. Immediately, the remainder of the Empire agreed to offer their armed forces to the war effort, in addition to the independent state of Gladewynn. The opposition includes Arberrang, allied with Nordengrad, Kaz’Ulrah, and Krugmar. Shortly after, Krugmar and Nordengrad also signed their own treaty into effect, solidifying relationships.

           To enlighten us further, I-PAN reporter Daisy Applefoot interviewed the Grand Marshal of the Empire, Brand von Denhardt, to learn more about the current war effort.

           Applefoot:

                              I’ll begin by asking you the context of this new war; What is happening, and why has it started?

           Denhardt:

                              The war started when Haense was doing military operations within Arberrang. As you may know Arberrang is a Haense vassal. Out of nowhere Nordengrad forces initiated hostile actions on The Brotherhood of St. Karl. The Imperial Crown took this action as an act of rebellion and has declared war on Nordengrad and its allies.

           Applefoot:

                              What is at stake with this war? Is it much grander than previous wars the Empire has been involved in?

           Denhardt:

                              It is the first large scale conflict the Empire of Man has seen so far. But I have absolute faith that we will destroy the pagan threat. No one has a better fighting force than that of the Empire.

           Applefoot:

                              What is your personal advice to any civilians living close to the action? Do you think many people will be harmed by the fighting?

           Denhardt:

                              I suggest to the civilian population to move to a walled city like the Imperial Capital, Cyrilsburg, and Markev. All the places I listed have a military force to protect them and walls to shelter them from any potential hostile raiding parties.

           Applefoot:

                              And finally, what does this mean for the future of the Empire and all it holds dear?

           Denhardt:

                              After the Empire wins this war, we can see more unity since any of pagan faith will be forced out during the war. We can also see conquest if any foreign allies of the pagans decide to join this war.

     

           Currently, both Nordengrad and Arberrang have almost positively jeopardized any chances they had to obtain elected Parliamentary seats. Plans to expand Prefects to the entirety of the Empire are commonly discussed, but with the recent rebellion in play, it is unlikely that these two pagan territories will obtain voting rights, even if they’re reintegrated into the Empire. The political ramifications of this war for the pagan rebellion is negative, while it serves as a moderately unifying factor for the Empire.

     

    Parliament is scheduled to convene in two Saint’s Days, where Prefect Rhys var Ruthern is expected to present the Southern Defense Act of 1689which could possibly be impacted by Arberrang’s grip on said southern border. It is expected that we’ll see an influx of legislation regarding national security following the recently heightened tensions.

     

    BELLS TOLL FOR CROWN PRINCE AUGUSTUS HOREN

           On the 13th of the Sun’s Smile, Crown Prince Augustus Horen and Helen Elizabeth Horen wed in the Cathedral of Holy Martyrs in Carolustadt, with a wide reception. The wedding was officiated by High Pontiff Siegmund I, with Emperor Augustus Horen in attendance.

           The political ramifications of being wed during wartime heavily impacted the ceremony. Attendees noted the heavily militarized atmosphere in the church, with nearly half the audience dressed in Legion armor, similar to the Emperor’s and the Crowned Prince’s.

           Following the reception, the pair took a few minutes out of their day to converse with the guests. When being asked about the militarized nature of the ceremony, the pair seemed apathetic about the atmosphere. “It is odd that we have a wedding while at war,” began Prince Augustus. “But it is proof that, even in war, there is time for family.” Another guest noted, “It’s okay to get married during wartime. That just means you get to wear uniforms.” In terms of Parliamentary affairs, where the Crowned Prince is typically present, the marriage isn’t expected to have any impact. However, the marriage was a politically unifying moment for the concerned constituents of the Empire, who felt solace in the uplifting ceremony.

     

    CLAUDIUS BRACCHUS TO PROPOSE AMENDMENT TO KNIGHTHOOD MERITOCRACY ACT

           During the recent Parliamentary session, where the long-debated Knighthood Meritocracy Act was meant to vote on it’s final hearing, the vote was filibustered by the lone Lord Spiritual, Prince-Bishop of Aescelus, Claudius Bracchus. The clergyman reviewed the recently proposed Knighthood Meritocracy Act, proposed by the Baron of Leeuwenhof Alfred Rubens, and rejected the legislation on the basis that it was unable to provide Knights the necessary freedoms to select their own squires. He argues that the Office of the Grand Knight is given too much reign over individuals, and that the central government shouldn’t have as much sway in these localized decisions. Proponents of the bill, however, continue to insist that more oversight in regards to Knighthood is essential to the well-being of the Empire, in order to cut down on unmerited titles.

           In response, Bracchus has proposed an amendment to the bill, P.B. 003-1. The amendment will be the first item on the itinerary next session, which, if passed, would grant those with the status of Count or higher the ability to assign squires to knights within their jurisdictions. After debating the amendment, the final vote on the Knighthood Meritocracy Act will be voted upon.

    • The Federation of Sutica and the Warnation of Krugmar have signed a non-aggression pact, which doubles as a free trade deal. The recent pact suggests that Sutica may soon declare fealty to the rebel opposition.

    PARLIAMENT CONTINUES TO BICKER OVER KNIGHTHOOD

    Parliament convened on the 12th of Tobias’ Bounty, 1689. The itinerary included votes and debates over the Seventian Rights Act, the Military Funding Act, and the Knighthood Meritocracy Act.

     

    DISCUSSED ITEMS

     

    SEVENTIAN RIGHTS ACT

    P.B. 004

    Proposed by Nikatien Drakaene, Prefect of Markev

    The Seventian Rights Act was proposed by Nikatien Drakaene, who was serving as the appointed Prefect to fill Robert Sigismund’s vacancy following the Palatine’s abrupt resignation earlier last year. Although Drakaene only had to attend one Parliamentary session, the leader of the Seventians Right Lobby proposed a bill advocating for equality among Seventians and the rest of the human world. The bill would have outlawed discrimination against the Seventian people, and mandated that their culture’s banner be hung in the Imperial Palace. The bill gained very little traction, and was defeated in it’s second reading by a vote of 10 – 0 among all present members, except Caliph Abdullah Kharadeen, who silently abstained. 

     

    MILITARY FUNDING ACT

    Proposed by Pius Frederick Horen, Grand Knight

    The Military Funding Act, proposed by Grand Knight Ser Pius, highlighted a potential fundraising strategy for the Imperial Legion to garner more mina. The bill establishes an independent government agency, known as the Imperial Legion Fund (ILF), which is distinctly separate from the Imperial Treasury. The ILF is tasked with raising revenue for the armed forces through multiple routes. The primary method was to sell bonds to patriotic citizens, who, in turn, would receive either nominal titles, plots of unused land, Imperial vouchers, or other such rewards to be dictated by the future ILF. The legislation wasn’t met without opposition, however. During the bill’s final reading earlier today, Carolustadt Prefect Oxenstierna and Countess Kavietsby of Aldenburg both called for a clarification amendment, detailing the specific terms for plots of land sold in the forms of bonds. Oxenstierna suggested a five year lease as a potential solution. The Imperial Engineer, Klaus Heldenburg, also voiced his concern for a lack of research and development funding, claiming that, “[funding] will allow more stinger ballistae!” Although the bill passed it’s final reading by a vote of 9 – 0, with three members abstaining, it is expected that certain voting members will ferociously fight for additional amendments to the legislation in the near future. The abstaining members included Prefect Rhys var Ruthern of Markev, Countess Ingrid Kastrovat of the County of Kastrovat, and Arch-Seneschal Aran Talraen.

     

    KNIGHTHOOD MERITOCRACY ACT

    Proposed by Alfred Rubens, Baron of Leeuwenhof

    After campaign promises from numerous Priorists across the Empire, they’re attempting to deliver by introducing reforms to the current knighthood system. The Knighthood Meritocracy Act, which was proposed back during the first Parliamentary session, is still subject to numerous criticisms from the opposition. In particular, Lord Spiritual and Prince-Bishop Claudius Bracchus bickered with the Baron of Leeuwenhof, Alfred Rubens, over the designation of squires to knights who request them. The debate stems from the Priorist belief that too many men nowadays inherent their knightly status through blood, and fail to perform the necessary deeds to earn the title itself. The Priorist argument states that warriors should be primarily eligible for knighthood status, and not burghers who’ve never held a sword before. Opponents to the legislation stated that it restricted the abilities of current knights far too much, preventing them from selecting their own squire. The Priorist’s proposition would require a much heavier presence from the Imperial government overseeing knightly affairs in the Empire, increasing the Grand Knight’s powers. Although the bill has passed one reading already, it now faces a roadblock before it can pass in Parliament. The Bishop intends on proposing an amendment to the bill before it can progress any further, with what he dubs “necessary changes.” The debate and final hearing on the Knighthood Meritocracy Act will be held next session.

    HUMANE PROTECTIONS ACT

    Proposed by Emma Ludovar, Duchess of Kvasz

    Duchess Emma Ludovar, representing the Duchy of Kvasz, has scheduled a future hearing for the Humane Protections Act, which is intended to “limit banditry and bring criminal goons to justice.” The bill’s text hasn’t yet been released to the public, but is required to be at the next session. 

     

    SOUTHERN DEFENSE ACT OF 1689

    Proposed by Rhys Vladrick var Ruthern, Prefect of Markev

    Recently elected as the new Prefect of Markev, Ruthern has called for Imperial aid to the southern border, in an attempt to combat the Red Vaeyl and bring about an effective siege of the Last Hope. The legislation details that Imperial commanders will be given full reign over their operations in the south, that the Crownlands will supply the southern armies with essential supplies, and the Imperial Engineer will be responsible for installing siege weapons. The legislation will be debated and likely voted on next session.

     

    PRINCE-BISHOP CLAUDIUS ACCUSES CHAMBERLAIN COMMODUS OF BEING “DISRESPECTFUL”

           Following Antanios Rutledge’s victory in Belvitz, he attended his first Parliamentary session today, alongside his colleague, Prefect Ruthern of Markev. After Parliament had concluded, there were reports of Rutledge addressing Chamberlain Commodus Horen as “Mister,” as opposed to “Your Highness.” Palace guards then threatened to evict Rutledge due to his use of profanity within the Palace’s walls. According to Prince-Bishop Claudius Bracchus, however, the story is two-sided.

           “The disrespect shown towards Prefect Rutledge is symptomatic of political attacks on an elected Prefect in an attempt to derail political bipartisanship in Parliament, which I frankly do not condone,” Bracchus began, referring to the infamous attacks on then Prefect Robert Sigismund. “All I saw was disrespect shown towards an elected Prefect on account of his low birth. Dumb, red-faced, daft. It wasn’t until he, himself, turned red-faced did I raise my hand.” The Parliament’s leadership has decried all incidents of harassment within the Palace’s walls, deeming petty name calling to be “unacceptable,” but they weren’t impressed by Rutledge’s foul mouth, either.

           One way or another, this was quite the introduction for the political newcomer.

    The following is an opinionated editorial from I-PAN contributor, Daisy Applefoot, a Discipuli at the Academic Union. Her opinions are not reflective of the view of I-PAN’s as a whole.

     

    I have noticed a few problems with the economics of the Empire, of which I shall recommend an alternative to.

     

           Lack of credit: The Empire of Man lacks any sort of banking system to give out loans and collect interest, which hinders competition in the market (Since commoners lack the means of which to access funding for well-stocked market stalls), and makes the economy full of lazy sloths unwilling to take a risk with a big loan and an even bigger dream. With proper credit, the Empire of Man could see its economy rival that of Holm and other economic powerhouses.

           Lack of formal employment: It is all too rare to see people working under some other entity for a wage, since everyone ends up using public farms, mines, and lumber farms to get their own materials (See my complaints with public farms in the previous economic article). This leads to people creating all of their own goods instead of using the markets, which hinders the profitability of the markets and thus slows down economic progress. If the Empire of Man were to incentivize working for a wage instead of for one's self, then the markets might be made lucrative and profitable once more.

           Lack of monetary flow: With low taxes, low government spending, few wage-earners, and uncompetitive markets, minas sits around for far too long instead of flowing freely as it should. While this issue is tied to the other two issues of the Empire's economy, merely solving the above issues would not be enough for minas to flow as it should. There must be a bit more action when it comes to getting minas moving beyond that of just stopping it from sitting around.

           Implement a National Bank to give out loans with interest, since this would both provide credit to incentivize economic growth and provide revenue for the government.

    Increase the number of government employees. By having the government actively hire people to mine, farm, fish, hunt, cook, sew, etc. more minas will flow into the hands of laborers and thus into the hands of the market. This could also provide government revenue if done correctly.

    Remove any protective tariffs, all regulations, and all taxation, and do not implement any more of these three under any circumstances. On top of this, spending and consumption of consumer goods should be heavily encouraged so as to get minas moving further.

    • Queen Renn Vaeloryïs of the Dominion of Malin, acting as the head of state, recently announced her intentions to resign. The Kingsmoot called to assemble shall nominate candidates to become Vaeloryis’ successor. The front runner for the Crown is Awaiti Aureon. The Chieftains of Terin, Aureon, Silma, Sylvaeri, and Csarathaire include the voting members, although Sylvaeri and Silma have both chosen to abstain from the vote. 
    • Dunshire is hosting their famous “Drinking Night” on the next Saint’s day, inviting folks from all over to taste test some of their renown beverages.
    • The Earl of Nordengrad, Jorvik I Rorik, has abdicated the throne to his cousin, Torsten I Rosik, in hopes that a younger face can better represent Nordengrad.

    BELVITZ CLERGYMAN’S MESSAGE TO VOTERS: “I IMPLORE ALL OF THE EMPIRE TO VOTE” 7:58

    Local Belvitz Priest, Father Humpfrey, has spent all night registering citizens of Belvitz to vote, faced with a historically low voter turnout rate in the city. He’s spoken with an estimated sixty((6)) voters and convinced them to register. “I am promoting people in Belvitz to vote because it is important for the people to choose who will be representing them in the Imperial Parliament,” he began. “It is the people they will serve, after all. The people come together in unison to vote somebody into office that they believe will defend and represent the wishes to the others in Parliament. People must have faith in those they elect, if people do not vote today, they may regret it in the future, and we can’t have that!” He continued, “I implore all of the Empire to vote in future elections, for it is the betterment of your settlement, you have the power to choose who will represent you to the rest of Parliament, do not throw that power away.” He concluded by reminding folks that, no matter the outcome of the elections at the national level, we should refrain from violence on both sides and keep debate civil in the political world.

     

    CCP PROJECTED TO FLIP SEAT IN BELVITZ 7:32

    CCP nominee in Belvitz, Antanios Opal Rutledge, is expected to win by a massive margin of 85%, in the largest political upset of the night. He can be seen above with a rally of Adrians, seated with his wife, Rivaini Rutledge. The seat is currently held by Ostrobor Carrion, a Priorist who was appointed to temporarily fill the previous Prefect’s seat, John Hugh Sarkozic, who resigned amidst election controversies. Carrion ran in the prior election, and lost by a mere six points to Sarkozic. However, his second time around seems to have fizzled out, garnering about nine percent of the vote. This election was expected to be extremely competitive, given that the Priorist nearly won. However, some critique the Priorists for not campaigning during the by-election season, whereas Rutledge hit the campaign trail and coasted to victory. The third challenger, Steve Default, garnered about seven percent of the vote, competing at about the same level as Carrion. Polls are open for another two hours, but Rutledge is expected to succeed all expectations, flipping a seat currently held by the Priorist Party into the CCP’s hands.

     

    MAYOR-ELECT DUN’HOPE TO BECOME CAROLUSTADT’S FIRST ELECTED MAYOR 6:34

    Independent Mayor-Elect of Carolustadt, Obediah Dun’hope, gave the following statement in regards to his newfound position;

    “I am typically a man of very few words, I speak when I deem it necessary. Today – Today, I find it necessary. Being that this is the first election for this city’s Mayoral position, I find it imperative that I should voice the concerns of the people and I will do so. This city, built through our strength as a collective, deserves a Mayor who will stand up for all of its citizens to make it a perfect place worthy of it’s title: Capital of Man. I hope that you believe me when I say that I want nothing more than to make this city a haven for human kind.     Above, a journalist is speaking with independent candidate for Parliament, Steve Default, who has recently learned that he’s tied with Ostrobor Carrion. “Today’s election will be a default stomp, no doubt,” noted the political newcomer. “No longer will the default man toil for ridiculous time for his feeble peasant abode whilst nobles sit in grace profiteering off of our labor.”

    We’re garnering reports that the election offices are flooded with new voters, who waited until the last minute to register. We expect extremely high voter turnout rates in Markev today, with the recently heated debate spurring residents to get out there and cast their ballot. Belvitz is a different story, with a lower turnout than the last election. “I think part of the reason Belvitz turnout is so low is because voters don’t recognize the concept of a ‘Prefect,’ more concerned with internal issues such as tax reform,” noted Belvitz Maer, Darius Ault.

    ELECTIONS IN BELVITZ, MARKEV TOMORROW; EVERYTHING YOU NEED TO KNOW

           With the anticipated Parliamentary by-elections right around the corner, voters are arguably more energized now than they were last year, during the first set of general elections. Recent polarization between the Priorist Party, who’s seemed to established themselves well the Crowndlands, and the Common Civic Party, who have garnered monumental support from rural areas, has lead voters to become very anxious for the upcoming set of elections. The results will determine who replaces two previous CCP Prefects; Robert Sigismund of Markev and John Hugh Sarkozic of Belvitz. Priorists have a chance to secure both seats, but the previous election results suggest that both seats will be difficult to win.

     

    MARKEV’S ELECTION

           In Markev, where Palatine Robert Sigismund resigned a mere year into his term over alleged health issues, Priorists have noticed an open power vacuum. As a result, Priorist hopeful and Maer of Markev, Dominic Grimm, announced his candidacy to become the next Prefect of Markev. Grimm is running on a platform which is very similar to the platform adopted by Carolustadt Prefect, Victoria Oxenstierna-Muhlen, seeming to embrace the central tenets of Priorists. He calls for tariffs to be imposed on foreign goods to enrich the working class of Haense, increased healthcare standards, increasing military funding, and for “the young people” to seize control of Imperial politics, decrying his opponent as “too old” to represent Markev on a Parliamentarian level. In contrast, CCP candidate Rhys var Ruthern, who announced his candidacy very early in the race, has embraced tenets almost identical to the notoriously popular prior Prefect, Robert Sigismund, and has even acquired the Palatine’s endorsement, alongside the party’s. He staunchly opposes tariffs, instead opting to push free trade agreements with foreign nations in the name of cooperation and global unity. Similarly to Grimm, he supports military expansion, but staunchly opposes an increase in taxes. Grimm and Ruthern both hold some capacity of local experience in politics, with Grimm being the first term Maer of Markev, and Ruthern being the twenty-year Marshal of Haense. They two are scheduled to debate this afternoon in Markev. The district has no precedent to measure how well each party will perform, as Sigismund was unopposed, but it’s been highly regarded as a CCP stronghold. Tomorrow will put that assumption to the test.

     

    BELVITZ’S ELECTION

           Belvitz is a different story entirely. Pollsters and electioneers have absolutely no idea how tomorrow’s elections will go, as CCP candidate John Hugh Sarkozic won the prior election by a mere six points. Adria is considered a tossup Prefecture, where voters could swing towards either end of the political spectrum. The Priorist nominee, Ostrobor Carrion, who was appointed as the acting Prefect after Sarkozic’s resignation, is now running to serve a full five year term. He’s remained awfully quiet during this election cycle, but has insisted on supporting pro-Priorist policies. He’s now running against CCP candidate and twenty year Captain of the Belvitz Watch, Antanios Opal Rutledge, to represent Belvitz using the motto “Root for Rutledge; Root for Adria.” He’s on record as endorsing the CCP’s platform, and touts himself as a strong family man. A third electoral hopeful, Steve Default, is running for the Prefecture as well. He’s remained awfully quiet in the election, but has been reported to criticize Rutledge for his elaborate campaign tactics. Default is a local guardsman. 

     

    CAROLUSTADT’S ELECTION

           An election which has – justifiably – received much less media attention has been the Carolustadt mayoral race, which is uncontested. The lone candidate, Obediah Dun’hope, is running as an independent. Little is known about Dun’hope, aside from his respected status among the Imperial administration. There is no Parliamentary election in Carolustadt this year, with incumbent Priorist, Victoria Oxenstierna-Muhlen, retaining her seat.

    HOW THE CCP CAN BEAT THE PRIORISTS ON ECONOMICS; AN OUTSIDE VIEW (OP-ED)

    The following is an opinionated editorial, written by political reporter and Disculpuli of the Academic Union, Daisy Applefoot.            In my recent travels across the Empire, I have noticed something peculiar with the politics. The Common Civic Party bases most of their platform on having free, untaxed, and unregulated markets despite said markets not playing a large role in feeding and clothing the populace. As is seen in Belvitz, food goods are simply not bought in the market often due to the proximity of public farms. This principle applies to many other resources, like iron and wood. While the mines are left open for all to use, all shall use them and thus markets are used less, and when the forests and tree farms are free for anyone to chop, all shall chop them. With this in mind, it should be no surprise that markets play less of a role in feeding Man as otherwise expected.

           But why then does the Common Civic Party focus on markets in this way? The Capitol of the Empire, Carolustadt, has fallen into the Priorist voting block, yet the CCP still does not change their stance on things. In my mind, if the CCP and other market enthusiasts wish to beat the more populist Priorists, they must rethink and reevaluate how they are to encourage the market.

    First, they should advocate for more market competition so as to lower prices and increase the usefulness of markets. This can easily be done by breaking large merchant enterprises into smaller, more competitive ones, and also by increasing the number of market stalls available to compete with one another.

           Second, they ought to solve the dreadful issue of the public farms, mines, and lumber mills. While these exist, the markets will struggle to be the main provider of the Empire. The CCP should advocate for the sudden Nationalization or Privatization of these resources so that the government and/or the locals can regulate who is allowed to access them. By doing this, people will be forced to buy farm goods, lumber, and iron through the market instead of getting it themselves.

           Third, the CCP should take on a few of the Priorists’ populist ideas. By doing this, they could take out the fire behind the Priorists, letting the market enthusiast do as they please with their newly acquired popular support.

    • Parliament is scheduled to meet this Saint’s day. They’re scheduled to vote on the Emperor’s Road Act. Proponents of the bill argue that the legislation will allow the Empire’s residents safe travel from Haense to Kadarsi, whereas opponents argue that it violates the vassal autonomy of governments who’s territory is split by the proposed road.

    PARLIAMENT ASSEMBLES FOR FIRST MEETING

    [!] The first session of the Imperial Parliament assembles; 10th of Tobias’ Bounty, 1688

     

           The first session of the Imperial Parliament officially assembled for the first time one Saint’s day ago. This marks the beginning of the first five year legislative session. Seventeen of the twenty-four member body were in attendance and sworn into office. The remaining individuals who have not yet taken the oath of office shall be sworn in on the next Parliamentary session, to take place in two Saint’s days. Here were some items debated in Parliament;

     

    Knighthood Meritocracy Act

           The Knighthood Meritocracy Act, proposed by Alfred Rubens, has been scheduled to be debated at the next session of Parliament. The Baron of Leeuwenhof cited his belief that knighthood status should no longer be determined by hereditary bloodlines, but instead, should earn the title through valiant and patriotic actions. This follows the Priorist Party’s campaign promises to fix the currently “broken knighthood standards,” as party chairman Hans Rovin detailed earlier this year. Debate has not yet opened for the bill, and will commence in two Saint’s days.

     

    Military Fund Act

           The Military Fund Act, scheduled to also be debated in two Saint’s days, has been proposed by Grand Knight, Ser Frederick Pius Horen. The act shall detail how much funding the various branches of the Empire’s military will require, and how these funds should be procured. We can only speculate as to the content of this bill until the next Parliamentary session.

     

    Emperor’s Road Act

           The Emperor’s Road Act, which was proposed by Alfred Rubens, Baron of Leeuwenhof, was the only tangible bill debated by the Parliament – and it was definitely debated. Proponents of the bill advocate to declare the northernmost road connecting Kadarsi to the Crownlands should be dubbed the Empire's property, and that Imperial law should then become enforceable upon said road. Vocal opponents of the bill, however, state that the shift in infrastructure ownership violates vassal autonomy. Reina Lina Kavietsby, one of the opponents of the bill, stated that “This proposition is not in my favor. It seems simply enough a broken promise as the lords and ladies of our respective lands shall carry out their own regulations under Imperial guidance.” Abdullah Kharadeen, representative of Kadarsi, also noted, “At what point will the laws of the two [militaries] intersect on the road?” The bill shall have a final debate at the next Parliamentary session, where members will then vote on the legislation.

     

    RUTHERN, GRIMM TO DEBATE NEXT SAINT’S DAY

           Following the resignation of Prefect Robert Sigismund, who recently left Parliament due to increasing health concerns, the special by-election of a new Prefect has commenced. In the meantime, chairman of the Seventian Rights Lobby, Nikatien Drakaene, has been appointed temporary Prefect. With the resignation of Prefect Sigismund, who garnered amazingly high approval ratings as Palatine of Haense, a power vacuum has emerged, leaving room for two predominant candidates; Maer of Markev, Dominic Grimm, and Marshal of Haense, Rhys var Ruthern.

           Ruthern has already gained immediate endorsements from the CCP’s leadership. He’s running as the party’s nominee, after brokering a deal with his to-be primary opponent, Ithilian Enthelor, who dropped out of the race to become the CCP nominee incredibly early. Ruthern has also received an endorsement from Robert Sigismund himself, stating that he “embodies the values of Haense, and the Empire.” Ruthern, as the Marshal of Haense for over two decades, cites his experience as one reason he should serve in Parliament. However, his opponent is a different story.

           First term Maer Dominic Grimm of Markev announced his candidacy shortly after Ruthern, though not in the CCP, but rather, as a Priorist candidate. The move is viewed as effortless by some, as Haense has been seen as a CCP stronghold, but this political dissenter notes that he’s the only candidate who’s held any electoral experience. He also criticizes Ruthern’s age, stating that the previous Prefect only just resigned as a result of increasing health issues. “[He] must move aside to make room for the young,” the Priorist candidate commented. Ever since the pair initiated their campaigns, they’ve engaged in a monumental political onslaught of each other, publicly decrying one another as unqualified and ill-fit for the post in campaign advertisements.

           Although candidate registration is open for another two Saint’s days, it’s expected that no other viable contenders will enter the race. Ruthern is considered the definitive CCP nominee, whilst Grimm is considered the presumptive PPH nominee.

           This also follows the recently announced by-election being hosted in Belvitz, where PPA nominee, Ostrobor Carrion, has been appointed as the temporary Prefect of Belvitz, and is running to serve a full term. Carrion is the front runner, competing with a local guardsman also running as a Priorist, Stéve Defáult. No matter who wins the Belvitz election, unless a CCP candidate abruptly joins the race, it looks like the Priorists will have a new seat previously held by their opponents.

     

    A public debate between the pair has been scheduled next Saint’s day, open to all citizens of Haense. The moderator shall be Commissioner Fabius Bracchus, the executive editor of I-PAN.

     

    A reminder to all residents of Markev and Belvitz, the by-elections shall be hosted in three Saint’s days. ((11/7, 3pm – 11pm EST))

           As per the recent news of Prefect Sigismund’s resignation, due to health concerns, it is mandated by law that a by-election be hosted in the city of Markev for the position of Prefect. If you’ve any interest in participating in an election to determine the future Parliamentary representative of Haense, please review the specifications below;

     

    Standards for Political Candidates

    Any individuals who wish to run for Prefect of Markev are asked to file for candidacy below. The standards for holding public office, per the Statute of Carolustadt, is as follows;

    • To be at least 25 years of age
    • To be a full-blooded human
    • To have resided in your given prefecture for at least four Saint’s weeks before the time of the election
    • To subscribe to the Canonist faith or a denomination of such
    • To posses the ability to read or write proficiently
    • To be of Burgher, Yeoman, or Gentry social status
    • To own property in your Prefecture, such as a house
    • To be registered to vote in your Prefecture
