As stated a bit above, age is needed to confirm if a player is indeed at least thirteen years old. When reviewing applications the team also looks at the age, and then at the application  to see if it matches. Of course there are exceptions, however if someone is under thirteen and lying about their age, it mostly is easy to see.

The description of the question gives examples to use if you can’t think of anything, there is no need in using all of these examples. Also indeed the limit is there because it transfers to in-game. This sadly is not something we can change as it is a Minecraft limit.

The dialogs are what is being used in game, if you emote and talk in the same line you use “ to put your speach between. Also this piece is up to the creativity of the applicant, you are allowed to awnser only from your persona, but you also are allowed to type out a little conversation.

This is mostly just about skin quality. If you look at the skin archive none of the skins are using noise shading as it is not up to server standards.

Once again I am writing such an announcement, once again are we facing an election and once again an okarir has proved themselves incompetent. I do not say that the Diarchy system was good, as it had many incompetent councilors, but at least the okariran lasted longer than a few years. It is time to finally make the right decision, it is time to finally bring economical progress and growth to our proud Silver State. That is why I wish to bring someone forward and put them up for election. A young, inspiring, and talented mali I had the pleasure of meeting. He has a great vision and I think he would do a great job. Zelios, please take this nomination. I know you can do it. I have faith in you!

From the side of the room, noises could be heard, known as the sound produced by turning pages. Then it went silent for a bit, followed by the sound of Elahern clearing his throat.

“Lliran, we shall respect the decision of Alluin, and hope that he will regain his health. As Maehr’sae hiylun’ehya sais, we should strive towards the upper health of our citizens, but not only health, because progress is the other pillar of our society. And for that reason, I have looked into our current state and its former initiatives. To make economical progress in our state I have expanded on an existing plan of the past. If I may?” Elahern showed a poster, and pinned it on the wall. 

“This was the original plan I have helped with creating. I plan to expand it by adding some extra Guilds, for now, I have the Defenders Council planned as extra Guild. However, more can follow. Each Guild will be looked at to receive funding from the state where needed. In exchange, the group delivers a service or goods to the state. This way we can pay citizens fairly for their work. Another benefit is that our markets will be filled with more goods for sale. This altogether will cause our economy to grow and grow strong.” He then set up a wide, warm smile. ”It is my pleasure to say that this plan is ready to be executed if I have the honor of being elected okarir’nor.”
“Ahernan for listening and your attention, may you all make a wise choice. Maehr’sae hiylun’ehya.”

The elf then walked back to his seat, seemingly more confident than ever before. He then sat down, waiting for a response from another candidate.

From the public a familiar face would rise from his seat once again. 

"Karin’ayla blessed children of Silver. I think, or let's say I hope, that most of you know me. Some of you might know me as Divkinael and Head Secreatary for Elsillumiran, some might know me as former Groundkeeper of the Eternal College, others might know me just as citizen, however today I will speak as Tilruir’leyun. I have been working under Elathion for the past years, and so I can say that I am experienced for this job. I would be honored to step in his footsteps and proceed leading our Bastillion to being fully self-sufficient. Another important matter I would like to discuss with the rest of the council would be funding, the reason we only discuss this now is because the state did not had enough funds to even consider this before. However we now are capable of funding certain initiatives inside the city. I am looking forward to start working on that, either it be as okarir’nor or perhaps as tilruir’leyun, depending on the elected okarir’nor. Futhermore, I also want to arise awareness of how close we are to a possible relocation of our Bastillion seeing the dangers of the world today. This times can only be overwon by good leadership, unity, strength and planning. And I am more then readdy to do such, working with the council and Tilruir. Speaking of such, I want to introduce someone.” The elf would stretch out his arm, going over the crowd, stopping with a pointed finger at Rha’Kir. “Rha’Kir and I have been talking and he agreed on becomming Tilruir’leyun if I be elected okarir’nor. I am aware that it is unusual to already decide on that during elections, however seeing to their economical background and expertise inside the Kharajyr we have decided to be entirely clear and honest to our citizens. This honesty and openness is what I will show if elected okarir’nor. As in this Republic you will all have a vote on major decisions, and nothing will be hidden from you.”

Elahern would then made a final bow before walking to the side of the room, carefully looking to what would happen next. ”Thank you, and Maehr’sae hiylun’ehya.”                                                               

Elahern Aeth'sulier looked over the document with disgust in his eyes.

"How bad can law be written, can voices be silenced and will justice never come? This reminds me of the reason why I do not like to go outside our blessed bastillion. I will stand by our Kha friends, and draw the line now, right here, right now. No more of this noncence, and give those Kha rights!"
