The War Office Appointment

In the year of 1867, The Minister of War Hieran Melphestaus has appointed Sir Ezekiel Moores as the Head Inspector of the War Office. He will be placed at the head of the Lieutenant Inspectors and will report directly to the Chief of the War office.

The Head Inspector of The Imperial War Office will be responsible for the direct oversight of all Lieutenant Inspectors. 

He shall make recommendations to the Chief of War and report on the status of the Empire’s Free Companies, and oversee any required action on the militaries across all regions of the Empire.

Over the coming year of 1871, The Holy Orenian Empires Office of War will employ 4 Lieutenant Inspectors. These Inspectors will be tasked with the immediate oversight of the Empires Free Companies.

Criteria of a Lieutenant Inspector 

o The Lieutenant Inspector position is Voluntary, and will report directly to the Head Inspector and Chief of War.

o The Lieutenant Inspectors may not be a part of any accepted Free Company.

o A Lieutenant Inspector may be a part of the Imperial Legion, but their rank has no relevance in the War Office.

Duties.

A Lieutenant Inspector is to be placed at an oversight position of 2 Free Companies. They will work under the command of the Head Inspector, and collect and report data to the Minister of War.

Oversight of free companies will be applied via location, and a Lieutenant Inspector will ensure their assigned companies are keeping up regulation and morale.

A Lieutenant Inspector does not have the power to disband a free company, and is not the commanding officer. It is an oversight position and they should have little to no interference with company operations.

A Lieutenant Inspector has the right to investigate a free company in action and at drills/training. The can report anything they feel relevant to the Minister of War, such reports being kept in confidence

-=Sir Duncan Vuiller lying dead near his own knight tower=-

Even from his childhood, it was evident to Duncan that life was going to be something he would have to fight against. His family was a very aggressive Gorundyr one and he was raised as such. However, once upon breaking the lines of combat to save a friend he endangered the victory for his people, which led to a severe beating from his family. This was when he received his large facial burn scars, making him almost instantly recognisable.

Knowing that he could not take living in such a condition any longer, he made his way down to Old Providence, with nothing but 20 mina, the clothes on his back and hope that his life may be turned around. And it was, upon his arrival to the city, a High Elf by the name of Minuvas greeted him with a smile, welcoming him to Oren with open arms and kindness unlike anything he had seen before. The Mali’Aheral helped him get set up in a small apartment and taught him about the city and offered him help finding a job should he need it. 

He soon met a man named Charles Walker, who invited him to join the Ministry of Justice, an offer he took up. Throughout the years Duncan would learn, fight, investigate and prosecute his way through the ranks of the MOJ, leading to him becoming a Supervising Solicitor in almost no time at all. With the help of one Sir James Madron he had fought many battles, surviving and learning true mastery of a blade. At the same time he met an elf called Celeste Valentine, with whom he spent many years in a relationship with, of course they had to hide it but he was very happy with her. 

Duncan would soon be greeted by two men, a Mali’Ker named Zirath and a human called Toni. They ended up inviting him to a brotherhood known as the Jaeger Brotherhood of Luciensberg. The training was integral in the development of Duncan’s fighting style and he grew to hold a lot of respect for both men as they taught him a wide array of techniques to help him fight. Together the group would work together to fight a variety of enemies, however when the Ratiki sieged Luciensberg, they and the people of Luciensberg found themselves defeated and displaced.

On one of the MOJs many fights Duncan witnessed the passing of Ernest Colbert as he was shot with a boomsteel javelin fired from a specialised arbalest. A friend of his and someone he looked up to was gone within seconds, turned in mush. Duncan continued the fight until the retreat was called, but he was mentally scarred with the image of his superior dying. Mere days later he and Celeste were out when bandits approached, both drew their weapons and the fight ensued. Duncan managed to get out of it unscathed, but Celeste had been stabbed, and in his arms Duncan watched as she slowly passed away.

Throughout the following years Duncan, while still at work and progressing through the ranks, became more and more saddened as many of his colleagues including Joseph Warwick, and George o’Rourke took their own lives. Mentally, Duncan was deteriorating very quickly, he was unable to surprise a burning rage and hatred at the world he was in. It was on a whim in yet another fit of rage, Duncan put on his armour and made his way to a small village in Norland to go confront his family. In only 1 hour Duncan killed the entire family, showing little to no emotion aside from pure hatred. 

From there on, despite still working as normal, treating everybody fine, it was evident to anyone that annoying Duncan would only result in him lashing out at them. Something had changed from the old Duncan, a man who was optimistic and hopeful. From there he worked up to the rank of IBI Director, sometimes disappearing to satiate the bloodlust that came with the anger that burned inside of him, but otherwise trying to keep down the hatred he held.

As the years passed, it came to fruition that he was soon to be transferred into the Imperial State Army, as part of a shift of power, something that bothered him slightly as he had previously had negative interactions with those who were in the ISA. However, he was pleasantly surprised with the fact that everyone was rather pleasant, he trained and eventually joined the 4th Brigade, an honour he accepted with a smile on his face. 

An old friend of Duncan’s, Hans Braun spoke to him before Duncan was due to meet his friend Rev Vuiller, and made the decision to comment on his belief surrounding Duncan’s relationship with Celeste. The religious lecturing struck a nerve for him, anger began boiling as an argument would ensue with the both of them screaming before Rev and his sister Ravn approached. Duncan apologised and walked inside the tavern to talk with both Ravn and Rev. However, the entire time Duncan was planning how to deal with Hans. The next saint's day, Hans was found dead on the top of a hill, and his bloodied cross found on the doorstep of the Melphestaus manor. 

Eventually, Duncan grew to form a very close relationship with Ravn and after several years of courting, Duncan finally proposed with the approval of Cardinal Johan Vuiller, her father and also the closest thing Duncan had to a father figure. They got happily married and had 4 children and adopted another: Johan II, Lucien,  Drasus, Laurelie and Nicole. As he would reach the rank of Leftenant, Duncan would finally calm down slightly, although still suffering from breaks in sanity and killing those who stood in his way.

Life seemed peaceful and calm until he met Ragrin and Gorlim Ireheart, two men Duncan despised, criminals who had mutilated and killed all over Oren. One fateful day Duncan saw them outside Saint Harald’s Abbey and decided enough was enough and he would finally arrest them. Joined by many Holy Knights and his father in law, a fight took place, with the dwed narrowly escaping. From there began a very long lasting war of which Duncan saw a hell of a lot of bloodshed, himself causing a lot of it. 

As Duncan lay dying, he would sigh ever so slightly. He knew it was finally the end, however he debated whether him dying was a good thing or a bad thing for the world as a whole. He had done many good things, such as almost single handedly winning the Battle of New Esbec for the MOJ and the variety of criminals he had put away for their actions. He had helped a variety of people and contributed a lot to society. He was a father with 5 amazing children and a great wife, a friend to many and someone who could be trusted with a variety of tasks. However, could this truly make up for every bad thing he had done. He had killed his own friends, innocent people and even once a child. His psychosis was always progressing and it would only take his wife dying for him to completely snap. Maybe it was good that Duncan was dying, it meant several people would be safe, and that they would not be killed to satiate his bloodlust. As he would gently pass, the question remained unanswered, only whoever remained afterlife would be able to pass judgement on his case.

During my travel’s in Elysium today, I was confronted by a roar and multiple head-pounding noises that sounded like someone beating a drum in my ear. Before long a jet black Dragon or Arch-Drakkar as called by the paladins appeared in the skies above, such a sight made my blood run cold. I send this as a warning or perhaps just a report. Arrest on Sight Order

A recruit by the name of Hadrius attempted to attack the king of Urguan today after being ordered by Sir Jarad Munnel Captain of the Second Brigade to stand down. The recruit refuses these orders three times and only stopped once Captain Munnel drew his sword and intervened. Due to these actions, the Recruit Hadrius is to be arrested on sight and brought before General Anastasios Basrid and the other members of the ISA to face a court marshal.

The 2nd Brigade

“Imperial Combat Academy”

Introduction

The 2nd Brigade- also known as the Imperial Combat Academy- is the main hub of training and education for the 1st Regiment as well as the entire Imperial State Army. As the gateway to service for all Imperial citizens, the 2nd Brigade can easily be said to be the source of new lifeblood for the ISA. It is where average people are turned into disciplined warriors capable of taking on the challenges of the world at the will of the Empire. All recruits and cadets are automatically enrolled under the command of the 2nd Brigade upon recruitment where they are to complete a 2 year basic training period. Additionally, the 2nd Brigade is the epicenter of all ISA military science and is tasked with upholding readiness standards across all the brigades in the 1st Regiment by designing training events and scenarios that hone the esprit de corps of each soldier. Finally, the 2nd Brigade is the main recruitment force for the 1st Regiment, maintaining a cadre of recruiters that embark on community outreach missions to ensure a steady stream of fresh comrades into its ranks.

Lieutenant Billets

Chief Commandant

The Chief Commandant is tasked with the overall management and daily operations of the Commandants within the brigade. Some of their specific duties include creating training schedules and assigning trainers/teachers, devising more efficient and effective training programs for recruits, ensuring commandants are up to standards, ensuring the quality of training being performed, and indoctrinating new commandants. Chief Commandants are to be the example for all other commandants to follow, maintaining the utmost in instilling discipline and molding fresh recruits/cadets into capable soldiers.

Master Artificer

The Master Artificer is tasked with creating, designing and manufacturing advanced weapons for the ISA to use in combat. Some of their specific duties include; tasking those with the developer specialization with day-to-day operations, creating large build projects for the core and creating new or specialized weaponry for the ISA to use. 

Sergeant/Ensign Billets 

The Recruit Master

The Recruit Master is tasked with designing and operating the recruitment programs for the 1st Regiment. Some of their specific duties include running recruitment drives, building, and staff recruitment booths, scouting the Empire for prospective recruits and cadets, managing the cadre of recruiters, ensuring recruiters are representing the Imperial State Army properly, devising recruitment interview processes, and ensuring new recruits and cadets are properly integrated and oathed into the 2nd brigade to begin training. Chief Recruiters must be wholly aware of all facets of the ISA to ensure the greatest first impression is made on potential new comrades, they should be outgoing and tenacious in their pursuit to bring in new soldiers. The Master Recruiter will hold the rank of Sergeant, Master Sergeant or Ensign

Commandant

Commandants are official members of the 2nd Brigade tasked with administering the programs, doctrine, and vision of the Imperial Combat Academy. They operate under the direction of the Chief Commandant and the command of the 2nd Brigade Captain. Commandants serve as the backbone to instilling the discipline and training that each recruit or cadet receives during their time in basic training. They are expected to be the primary example for all new members of the Imperial State Army to follow as they begin their journey from civilian to soldier. Commandants possess a variety of skills and are authorized to instruct on all subjects as detailed in the training regimes of the academy. Some of their duties include hosting trainings, designing methods of instruction for a subject, instilling military culture/values/traditions/motivations into recruits and cadets, and maintaining the order and wellbeing of the recruits and cadets. Because of the hugely important nature of their work, Commandants are offered additional monetary incentives. A commandant will hold the rank of Sergeant.

Lead Artificer 

The Lead Artificer is the right hand of the Master Artificer, directly helping them develop, create and run projects. They are veterans of the Artificer core, having been in the Second for a while and working hard. An Artificer in this role will hold the rank of Master Sergeant or Ensign.  

Specializations

Assistant/Junior Commandant

Assistant Commandants are new permanent members of the 2nd Brigade Commandant corps. Assistant Commandants begin by shadowing fully-fledged Commandants to observe the many aspects that the role requires. Once this apprenticeship is completed, Assistant Commandants will either be promoted to Commandant or remain as assistants. Assistant Commandants may host training or conduct classroom lessons at the discretion of the Chief Commandant or 2nd Brigade Captain.

Instructor

Instructors aren’t official specializations within the 2nd Brigade but are instead an official role that both military and civilian personnel may hold. With respect to the Imperial Combat Academy, instructors are utilized to impart their expertise or skills in a classroom setting to new recruits and cadets. They may be utilized ad hoc or on a regular basis to instill the desired doctrine and values on any number of subjects as determined by the Chief Commandant, 2nd Brigade Captain, or even the Colonel of the 1st Regiment. Willing soldiers or civil agents may volunteer their time and knowledge at will, helping to enhance the educational prowess of the Imperial State Army as needed.

Recruiter

Recruiters are soldiers within the 1st Regiment who have been authorized to conduct recruitment operations and process new members into the Imperial Combat Academy. A recruiter may be from any brigade but works under the direction of the Chief Recruiter which is a permanent role within the 2nd Brigade. Recruiters are expected to maintain an inviting and professional image at all times and must always present the Imperial State Army in the best manner possible. Typical recruiter duties include manning recruitment booths, scouting the Empire and abroad for new prospects, conducting interviews for new members, and organizing induction and oathing ceremonies. Recruiters are offered monetary incentives congruent with their success of bringing in successful new recruits and cadets into the ISA.

Junior Artificer/Artificer

An artificer is a member of the Research and Development core Headed by the Head Developer, their purpose is to craft, make or create weapons, armor and utilities that the everyday soldier will use when they engage in combat, depending on what is needed they might assist in a team in order to create or develop new weapons or enchantments that will benefit the ISA and Oren as a whole.  

Imperial Combat Academy

Upon recruitment into the Imperial State Army, all recruits and cadets are immediately enrolled into the Imperial Combat Academy. For the next two years they will undergo a set of rigorous trials designed to prepare them for a life of military service and duty to the Empire. As it stands the Imperial Combat Academy makes use of the Darkwood Assessment system which tracks and assesses one's participation and performance among a series of core subjects while in the Imperial Combat Academy. The following will be a brief summary of the events or concepts each new recruit will master under the direction and supervision of a Commandant.

1. Dress and Appearance: Recruits and cadets must adhere to strict uniform standards and are expected to remain in total compliance for the entirety in the 2nd Brigade. Soldiers of the Imperial State Army must appear professional to reflect the professionalism of the institution.
    

2. Military Customs and Traditions: The Imperial State Army is built upon centuries of military traditions, all recruits and cadets will be indoctrinated into such during their time in the 2nd Brigade. These include proper forms of address, signs of respect, and the inherent followership of all members to name a few.
    

3. Military Science and Formations: The military operates like a well-oiled machine with this principle beginning with the flawless execution of basic commands and the unified understanding with one's fellow soldiers. This manifests as things like formations and calls, marching, adhering to ranks and authority, understanding military structure and organizations, and the accepting overall role the military fills within society.
    

4. Physical Conditioning:  All soldiers must be “fit to fight” at all times for when duty calls. The initial foundation of the Imperial State Army's physical conditioning begins in the 2nd Brigade as recruits and cadets transform their bodies into weapons of war. Other than simple group exercise, activities like ruck marches, long-distance patrols, conquering obstacles courses, and conditioning through combat will ensure that anyone who passes through the Imperial Combat Academy is ready for any physical demand.
    

5. Combat First Aid: It can be equally as important to save a life as it is to take one. As such, every soldier of the Imperial State Army must possess the knowledge required to save their comrade's life. Recruits and cadets will be trained on the basics of combat medicine, with further opportunities in the future to develop these skills into more advanced procedures.
    

6. Dueling: The nature of the military is to engage in combat at some point, whether it be at the will of the Empire or in defence of one's home from an aggressor. At the lowest level, warfare is conducted through the violent interaction between two willing or unwilling participants. The principles of duelling are paramount to the martial skills of any soldier, making it a core element of the Academy's curriculum.
    

7. Melee and Ranged Combat: Recruits and cadets will become proficient in a number of different weapons and weapon types. The adaptability of the Imperial State Army is what has made it a premier military force for the last two centuries. The ability for each soldier to meet any unique demand in combat and warfare overall is a skill held in high regard. This usually manifests in arms training with swords, polearms, shields, bows, crossbows, and blunt weapons. Each soldier must be willing and able to meet the enemy on the field of battle and to simultaneously defend their comrades to their utmost- a soldier who lacks these skills can do neither.
    

8. Warfare and Battlefield Hierarchy: The Imperial State Army's primary role is to wage war on behalf of the Empire, both aggressively and defensively as the situation calls for it. Recruits and cadets must fully understand the principles of warfare and their role in the grand scheme of a battle. As well, particular emphasis is placed on the authority offered to those commanding on the battlefield. Every soldier must operate in a team with their comrades, obeying the orders of those appointed over them, and giving every battle their all- to include their life if necessary.
    

9. Policing and Guarding Standards: The Imperial State Army’s services are providence’s main policing force and are expected to live up to and uphold a standard of dignity and control when within the city of providence, they are trained how to handle scenarios and conflict. 

Upon the Conclusion of these two years of training and with satisfactory completion of required training items, a final assessment will be administered by a Commandant to determine if a candidate is ready for graduation or remedial training. If they are found to meet the standards of the Imperial Combat Academy and are ready to join the active ranks of the Imperial State Army, a graduation ceremony shall be conducted where the recruit or cadet will be officially welcomed as a comrade by the Regiment. They will also receive their first duty assignment to a brigade and meet their new Captain. From there they will be fully released from the 2nd brigade into the command of their new Captain and their officer corps.

Notable Captains of the 2nd Brigade

~ General Alren DeNurem, circa 1766 ~

Sir Alren DeNurem: Alren DeNurem was the founder of the 2nd Brigade. He was originally conscripted into military service during the apex of the 7th Nordling war. After being officially recruited into the Imperial State Army as a Private, he led many expeditions and missions into hostile territory to disrupt enemy forces and discover weaknesses in their defenses. Under the command of Captain Jasper Carrington, he was promoted multiple times, eventually being awarded a commission. As an Ensign, he designed the foundations of the Imperial Combat Academy and was awarded the rank of Lieutenant in order to lead the project. Upon the retirement of Jasper, Alren was elevated to Captain of the 1st Brigade which at the time was the only bridge in the ISA that was still operating. When he was eventually promoted to Lt Colonel of the 1st Regiment, Alren DeNurem created the 2nd Brigade based on the systems born from the Imperial Combat Academy which provided for a standardized means of receiving and training new soldiers to the ISA. Alren DeNurem continued his career by becoming the Colonel of the 1st Regiment, Field Marshal of the Empire, an Imperial General, and Chief of War for the War Office upon the retirement of General Darius Sabari.

Sir Thomas Aquila: Thomas Aquila was the second Captain of the 2nd Brigade. A leading military figure of the Imperial State Army in the War Of The Two Emperors despite being the former General of the Renatian Legion. After the war of the two emperors Thomas joined the Imperial State Army as the Chief of Logistics for the War Office and took command of the 2nd Brigade in 1767. After 30 years of additional service he was promoted to the rank of Major and helped the army logistically with a campaign against the Inferi incursion- aiding in the establishment of a forward operating base on the compromised Korvassan front.

Sir Henry Marshall: Henry Marshall was the third Captain of the 2nd Brigade. He joined the Imperial State Army at the age of sixty with a wealth of martial expertise, beginning his career as a cadet. During his early officership, he led many battles against the enemies of the empire. As well, he aided in the creation of the Imperial Industrial Armory which became the central agency for manufacturing the tools of war for the ISA. In the year 1772, General Alren DeNurem promoted him to Captain of the 2nd Brigade. Together with Lieutenant Erik Othaman the pair drastically improved the recruitment and training regime of the Imperial Combat Academy. Henry was eventually promoted to Major in the year 1780, earmarking his contributions to the 2nd Brigade.

Sir Erik Othaman: Erik Othaman was the fourth Captain of the 2nd Brigade. Following the loss of his ancestral home in the Schyfling War, Erik Othaman joined the ranks of the Imperial State Army as an ensign with prior military experience in the Haense Royal Army. In the year 1780, Erik Othaman was brought into the 2nd Brigade as the lieutenant in charge of recruiting for the 1st Regiment. Upon the promotion of Henry Marshall to Major, Erik was subsequently made the Captain of the 2nd Brigade. With the help of Lieutenant Ledicort d’Azor (who eventually went on to become the 6th Archchancellor of Oren), the 2nd Brigade continued to improve upon the badge system that is still in use to this day. Erik would also be entrusted with the leadership of the Commissariat and be elevated to Major to continue guiding the operations of the 2nd Brigade in addition to other duties.

Sir Ledicort d’Azor: Ledicort d’Azor was the fifth Captain of the 2nd Brigade. He joined the ranks of the Imperial State Army at the age of 14 beginning his career as a recruit. Following his graduation from the Imperial Combat Academy, Ledicort took to the disciplinarian lifestyle exceedingly well, electing to remain in the 2nd Brigade and becoming the youngest Commandant in ISA history. In the years that followed and under the command of Captain Erik Othaman, Ledicort became responsible for the creation of the training badge system which saw use in the Combat Academy for several decades. This system helped shape generations of ISA soldiers that went on to fight in many of the Empire's wars. When the Inferi invaded Arcas in the year 1778, Ledicort was among the first to meet the enemy in battle on behalf of the Empire in defense of Korvassa. During the apocalyptic campaign, he would earn a commission and subsequent promotion to Lieutenant in the 2nd Brigade in recognition of his leadership skills in the face of demonic enemies. At the conclusion of the war and upon the promotion of Erik Othaman to Major, Ledicort d’Azor was promoted to Captain. He served as the head of the 2nd Brigade for a couple of years before retiring into politics. Ledicort would eventually go on to become the Archchancellor of the Empire.

~ Caspian d’Arkent, circa 1818 ~

Caspian d’Arkent: Caspian d’Arkent was the sixth Captain of the 2nd Brigade. He joined the Imperial State Army at the age of 15 and started his career as a cadet. In his first year of service, the Sedanite Rebellion erupted. He contributed to numerous battles in the Sedan war but most notably in the Battle Of Southbridge. Caspian d’Arkent proved pivotal to fighting for his comrades in achieving victory. After the Sedanite War Caspian was knighted into the Order of the Lion by the Emperor in recognition of his valorous efforts in the war. In the few short years that followed, the 10th Nordic War was declared by Norland. Caspian helped lead many disruptive raids against the forces of Norland and its allies. In the final battle of the war in Outer Arentania, Caspian provided his leadership skills once more, propelling his comrades through a grueling fight and into victory. His ability to marshal inexperienced soldiers and to maintain order with auxiliary civilian forces prompted his promotion to captain of the 2nd Brigade.

Sir Alexander Antler: Alexander Antler was the seventh Captain of the 2nd Brigade. He Joined Imperial State Army at the age of 18 and started his career as a recruit. Upon proving his talent and devoting his time to the ISA he worked his way up the ranks and eventually became the Captain of the Second brigade, Serving loyally until his retirement after 55 years of service. Many of his recruiting reforms are still used until this day in the imperial state army. Additionally Sir Alexander Antler recruited the most people into the ISA during his time of service.

Quin Darkwood: Quinn Darkwood was the eighth captain of the Second Brigade. Grandson of General William Darkwood, he joined the Imperial State Army at the age of 18 as a cadet. Following in his grandfather's footsteps he became a lieutenant and soon a captain in the second brigade. During his time as captain, he made some reforms to the training system including the implementation of an exam in order to graduate from the combat academy that has been expanded upon and used until this day, Quinn Darkwood would go on to be promoted to the Lieutenant Colonel of the First Regiment, where he remains Serving till this very day.

Sir Jarad Munnel: Jarad Munnel is the ninth captain of the Second Brigade. He joined the Imperial State Army at the age of 28 and started his career as a recruit. Quickly working his way up the ranks until he was given the job of the Chief commandant, proving himself well in the job he was promoted to Lieutenant. After his Captain was promoted he stepped up and was promoted to the role of Captain of the Second Brigade, A rank he holds to this day.

Today well I was doing my regular patrols of providence, Lieutenant Duncan Vuiller notified me of gurgling and other strange noises from beyond the walls of providence, upon further investigations it turned out one of our fields were on fire and infested with Scralls. Lieutenant Vuillar Immediately rang the bell in order to summon more men to the field. Upon the arrival of Lieutenant Amelia Hughes, I ordered them to sally out with me out of fear that where our citizens were in danger. 

Upon our arrival, we found three people engaged with the Scralls. With just a glance it was quite clear they had mages in their ranks. We were soon bombarded by Spears and some weird voidal water magic. Soon after we engaged we were reinforced by Four travellers as well as Captain Sir Vladrick var Ruthern and Captain Sir Ezekiel Moores. The Battle was fierce with pillars of water sprouting out of the ground sending rocks and debris at everyone around. 

The battle was long and fierce with Myself, Captain Ruthern and one of the travellers Attacking from range well the fourth Brigade Captain Ezekiel Moores Leading his men into combat alongside the Civilians and travellers. During the battle, we did get reinforcements from providence as well as Private Luthriel who was mining. In the end, all of the Scralls were defeated or retreated. Minimal injuries. A glorious Victory for Oren. 

Well we were fighting I was taking notes of the Scralls, they can use voidal magic in the form of water, they prefer the spear in both close and long-range combat and they use Shield for their front lines. From what I can tell they also do not require to breathe or they can live outside of the water for an extended period of time. As for the damage. One of the Fields in front of providence has burned down and will need to be tended too.

Rescue Operation

On the 6th of Harren’s Volley, 1856, the hills of the northern Crownlands soon became witness to a large-scale rescue operation led by the Imperial State Army. The Operation was officiated due to the fact that I myself had been captured by the same group of terrorists operating in the crownlands for most recent years, which also attacked the farmhouses north of New Providence and the Port infront of our homeland’s capital.

My fellow comrades of the Imperial State Army were alerted to the location I was taken prisoner to via a coded message hidden within a letter I had addressed to my mother after my capture. Soon the rescue operation was conducted by the 1st Regiment and the designated rescue-team was ordered to march onward.

After their arrival, they divided themselves into two teams. One stormed the frontal gate of the prison leading into the courtyard and swiftly dealt with the force of bandits present there, the second the stables. Soon both were met with a volley of arrows, which missed every soldier present.

Soon the rescue-team under the command of Ensign Madron marched forward and engaged a large group of bandits in front of them, while Lieutenant Primrose and Private Nick Windpelt took out the enemy’s archers upon the rooftops of the prison. After the row of bandits in the front as well as the archers were dealt with, the bulk of the following infantry advanced and met the enemy head on, decimating their main force defending the prison. After achieving this victory in the courtyard, the team split up and began searching within the inner prison for me.

Mere minutes later, one of the two teams advanced to my cell, took out the guard century and liberated me out of captivity. 

Prisoner of War Treatment

During my captivity and subsequently as Prisoner of War my treatment was below adequate for an Officer. I was subject to a multitude of both physical and mental torture portrayed by the leader of the terrorist group, who went by the name of “War Axe”. It began with a swift and simple beating yet soon one of their ranks stood before me with a dagger in hand and requested information from me regarding troop movement in the north. 

I ignored the question of the terrorist and simply answered with a silent stare, which the man did not take lightly. I was met soon with the same dagger he had in hand, now cutting through my left eye socket. While the pain was agonizing and I yelled upon the top of my lungs, I was struck with a blunt object and soon fell upon the ground, unconscious. Though it was in no way or form the end of my torture.

Hours, or perhaps even days later, I was awoken by a loaf of stale bread and a mug of dirty water thrown into my cell. My eye was still aching, yet thankfully the bleeding stopped. After finishing my meal I was grabbed and brought to the courtyard of my prison. The sun stung my right eye and it was then when I heard a whisper followed by a chuckle, saying “Good Luck.”

Seconds later an old pitchfork was thrown before me and my captors marched to a type of vantage point from where they could observe me. I was at first confused and inspected my surroundings, hoping for an exit to be near. Yet all my hopes were swiftly dismissed as my eye found not an exit, yet a bull standing at the other end of the courtyard I was within. I then glanced at my red uniform and knew what these savages wished of me to do.

I picked up the pitchfork and awaited the charge of the bull, which soon came. I sprinted towards it likewise and threw the given pitchfork at the beast, managing to injure it, though to no avail as it soon rammed me into the air and allowing me to fall upon the hard ground. And by pure luck or a blessing of the Lord himself, the bull fell, be it by my throw or be it by the same diet the savages were feeding me.

After this endeavor, I was dragged and chained into my cell and subjected to further beating by two of the bandits. I was struck into my chest and stomach, yet soon a third entered, ordering the others away. I was soon again released of my chains and brought to a cell resembling less of a prison, though more of an Inn. Within it there stood their leader once more, grinning at me. The man chuckled and ordered his men to stand guard before my cell and to not let me out.

Soon the door to my ‘cell’ was struck open, yet instead of a bandit, before me stood one of my comrades in red, coming to my rescue.

With the recent Reutov Reforms, it is the opinion of the Chief of War his excellency Erik var Ruthern that the position shall be filled and reformed as well.

Chief of Operations:

• The Chief of Operations has the authority to review application for Free Companies and approve them with the consent of the Chief of War.*
• The Chief of Operations has the authority to conduct regular inspections of Crown held infrastructures entrusted to the Imperial State Army, and Free Companies.*
• The Chief of Operations has the authority to designate and write official reports on the individual segments of his duties and to address any discrepancies to the Secretary of War via these reports.
• The Chief of Operations has the authority to appoint secretaries underneath him to assist him with his duties.

After my first discovery of organized bandit activity north of New Providence and the subsequent cavalry scouts ordered out by Captain Hieran Melphestaus in 1855, a small group of these bandits were spotted attempting to hijack an imperial vessel still in port. The hijacking was swiftly reported and a courier was sent to the Imperial State Army Headquarters with an order by Captain Melphestaus ordering me to intercept said bandits. 

I moved out swiftly with Ensign James Madron and Recruit Tonda to the port and we were soon supported by Lieutenant Antler. As we marched closer and closer, we could observe a force of about 10 bandits amidst their hijacking attempt. This crime was interrupted by an arrow from my own crossbow and a skirmish between my squadron and the bandits ensued shortly thereafter. As the minutes of combat passed, 5 bandits had fallen and we had suffered not a single casualty, yet Ensign Madron was injured severely and Recruit Tonda secured the Ensign while being pushed back by enemy fire, leaving myself and Lieutenant Antler to face the incoming line of enemies. 

Soon we found ourselves outnumbered, yet continued to fight on and managed to push the enemy back and away from the shores of the Empire. We returned to New Providence and my wounds were treated by Lieutenant Dr. Primrose.

Due to the frequency of these attacks, I suggest to the High Command of the Imperial State Army that scouting be increased and search parties are sent out to find a potential encampment of these bandits.

THE REUTOV REFORMS

I. PREAMBLE

Drafted from the desk of His Excellency, Erik var Ruthern, Chief of War, and with the assistance of his officers and war office, this decree shall amend a long-standing law of the Holy Orenian Empire. A new system of companies shall be put into place under the War Office and allow for the expansion of military forces outside the Crownlands of the Empire. 

This new system shall not replace the current Imperial State Army. The Imperial State Army shall remain in place and be Their Imperial Majesties’, Philip III and Anastasia, I primary defenders and the supreme military of the Empire. However, the new companies will be allowed to form and operate outside the crownlands.

II. DEFINITIONS & JURISDICTIONS

I.) Imperial State Army (ISA): The central military of the Empire under the direct control of the Imperial Crown.

• Holds jurisdiction in all Imperial lands to enforce laws and carry out justice as needed.
• Shall be based in New Providence and Imperial Forts.
• Hold command over all companies during wartime. 
• Will be under command of the Imperial General.
• Shall be under the authority of the Imperial Crown, and War Office.

II.) Free Company: A local official organized military force for a region or settlement under the control of their leadership.

• Holds jurisdiction in their local domains outlined in their formation to enforce both Imperial and local laws to carry out justice.
• Shall be based in a single region/settlement.
• Will be allowed to operate independently of the ISA, during peacetime
• Must keep an updated roster of all members of the company.
• Shall be under the authority of the Imperial Crown, Chancellery, and War Office.

III.)  Lieutenant Inspector: Officials appointed by the Chief of War to oversee Free Companies in a region. 

• Shall be charged with ensuring all Free Companies are held to a similar standard and follow Imperial laws.
• During wartime, this post must ensure every Free Company is organized and ready for battle.
• In case of raids or other threats, this post shall be charged with making sure the local companies are to properly respond and defend their lands.
• This post shall ensure that each Free Company has an updated roster with all members.
• Will be appointed by the Chief of War, when able they shall be a member of the region/companies they oversee.
• Shall be under the authority of the War Office.

III. FORMATION OF FREE COMPANIES
 

I.) In order to apply for a free Free Company one must be a landholder within the Holy Orenian Empire. 

II.) Requirements to Apply. While one might meet all requirements they may still be denied by the Chief of War.

1. Have a legal plot of land in the Empire.
2. At least 1,000 members ((10 players)).
3. The leader must have lived in the Empire for at least four years.
4. Must have a uniform.
5. Must have a banner/sigil to display alongside the flag of the Empire.

III.) Applications must be submitted to the chief of war and follow this format:

IV). Every leader of a Free Company shall hold the rank of Captain, all other ranks and structure shall be left up to them, though each rank made must have an ISA equivalent and follow standard nomenclature: eg. “Private, Corporal, Sergeant, Lieutenant, Captain” OR “Recruit, Footman (Sergeant), Captain.”

V). Every Free Company must have a standard scheme of nomenclature, “X Company”.

VI). Once accepted, every Free Company shall be assigned a numeral by the War Office, and this numeral shall only be used for that company even if subsequently decommissioned.

IV. THE RESPONSIBILITIES AND DUTIES OF FREE COMPANIES

I). Each Free Company shall have responsibilities and duties when it is approved. While this may vary pending on its location and purpose it still must meet these basic responsibilities.
 

• A Free Company must comply with Orenian Laws. No local laws which conflict with the Orenian Code should be enforced.
•  A Free Company must attend the Military Address which shall occur at least once every Saints’ Month. It will be hosted by the Chief of War in the Capital.
• A Free Company must defend its region/settlement and the Empire from all those that threaten them.
• Each Free Company shall keep an updated roster of all its members.
• Each Free Company shall gear themselves with armor and weapons and ensure they always have enough for all their members.
• Free Companies shall not be allowed to recruit within the Crownlands and City of New Providence.
• Free Companies must recruit from within their own region/settlement or through public posts.
• Any member of a Free Company may not also be in the Imperial State Army at the same time.
• Free Companies shall respect the Jurisdiction of the ISA and War Office.
• In times of war, every Free Company must be able to rally its members to fight for the Holy Orenian Empire.
• During times of War, every Free Company shall be activated as reservist units and fall under the Imperial State Army.

V. THE RESPONSIBILITIES AND DUTIES OF THE WAR OFFICE AND  IMPERIAL STATE ARMY
 

I). War Office

• The War office Shall oversee all Free Companies and ensure that all approved groups are up to standard.
• The War Office will be in charge of organizing the Military Addresses every Saint Month.
• The War Office shall appoint Lieutenant Inspectors to oversee each region of the Empire and their Free Companies.
• The War Office shall respect each Free Companies’ right to act independently as long as they follow their duties and responsibilities.
• The War Office shall Approve or deny an application of a Free Company in a timely manner.

II). Imperial State Army (ISA)

• The ISA shall oversee and personally protect the Crownlands, New Providence, Imperial Forts, and all regions without a Free Company.
• The ISA must respect the Jurisdiction of the Free Companies in their own regions/settlements.
• The ISA shall ensure that the Orenian Code and Laws are enforced and not broken throughout the Empire by the Free Companies.
• The ISA shall be the Empire’s Central Military and in times of war coordinate the war effort through them.
• Any ISA Member may not also be a member of a Free Company at the same time.
• The ISA shall not recruit within the regions/settlements a Free Company is stationed in. 
• All previous duties and responsibilities of the ISA which have not been altered by this decree this far shall remain in place and have not changed.

VI. OFFICE OF  LIEUTENANT INSPECTOR

I). The Office of Lieutenant Inspector shall oversee a region of the Empires Free Companies to which they are assigned.

II). The Office of Lieutenant Inspector shall be appointed by the Chief of War.

• When able the Chief of War should appoint a member from that region which they will oversee.
• If unable the Chief of War may appoint anyone who is fit to fill that position.

III). The Office of Lieutenant Inspector shall oversee every free company of their region and make sure they are operating within the standards set as well as following their duties and responsibilities.

IV). The Office of Lieutenant Inspector may be either an active member of a Free Company, ISA, or neither. The office will simply be filled by appointment and can continue to serve actively in whichever group.

By issued Order of Captain Hieran Melphestaus, all cavalrymen of the Imperial State army are ordered to depart from providence in formation to investigate the arising threats discovered by one Lieutenant Thomas Glabraith.

From the recent field report, it is understood that this bandit group operates in an organised manner, with there own form of officers and leadership.

High Command suspects that this group have set up posts around Orenian land - surrounding our Capital.

~ A Small Village North of New Providence, 1855 ~

To the most honorable High Command of the Imperial State Army;

During my daily patrol of the city and surrounding countryside, I came across a sight of blood and massacre within a village due north of our nation’s capital. The cattle murdered, its guts all upon the farmhouses, their bodies rotting and decaying left and right, the well filled with the dead farmer’s blood. After swiftly marching to the gates of New Providence, where I ordered for  a small force of two soldiers to be raised in order to patrol the area and investigate the aforementioned village. 

Upon the arrival of the Recruits Dhalis and de Sarkozy, we marched north and after our arrival at the village the patrol was swiftly ambushed by a small force of two bandits. These were swiftly dealt with , one by my own hand and the other by the hands of the Recruits accompanying me. 

Though we thought we had a moment of rest, soon another group of bandits began to arrive at the farmhouse from the surrounding forest. We suddenly found ourselves outnumbered, yet after the once more two of the attackers were dealt with by myself and one of the Recruits, the remaining bandits fled into the forest north of the farmhouse to escape death or capture. 

Following the retreat of the bandits, I ordered the patrol to move south towards the capital for debrief upon the situation and the dismissal of the Recruits to resume their duties.

Due to the facts outlined in previous verses of text, I suggest to the High Command of the Imperial State Army to keep a watchful eye over the territories north of our capital.
