    In accordance with the Imperial Charter for the City of Dobrov, the Magistrate of Dobrov by virtue of Our August Crown, is tasked with a specific set of duties. As we settle into this new realm we call home through GOD’s grace, the Magistrate’s office of Dobrov deems it important to bolster the road ahead -- that is the revival of paramount Imperial institutions.

     

    An authority bestowed upon the Magistrate through the will of the Crown as detailed in the Charter of Dobrov; the Magistrate shall administrate free and fair city elections. As well, two democratically elected officials are all that are mandated to be determined as detailed by said Charter: the Head Clerk and the Sheriff.

     

    Thus, it is seen fit by this Office- The Magistrate of Dobrov- as a means of reaffirming the sacred relationship between the Crown and the peoples of Dobrov, to hereby open the period of submissions for the upcoming Head Clerk & Sheriff Election of 1833. As with the appointment of a new Magistrate, there must be an initial exercise of authority, manifested in the form of an initial election to staff the critical offices of the municipality.

     

     

    A prospective candidate for Head clerk or Sheriff must meet these qualifications:

    The Imperial War Office declares the activation of the Imperial Reserve Army.

     

    As of this moment, the reserve forces of the empire have been called in service. The march of the northern heathens has left us no choice but to deploy the Imperial Reserve Army. All who were previously signed up as reservists shall now be considered active duty. Furthermore, all state employees of the ministries are also considered reserve forces, ready to answer the Emperor's call.

     

    As such, all reservist forces now hold rights equivalent to a recruit in the Imperial State Army. If talent, dedication and loyalty are shown then reservists may be granted a higher rank with more authority, duties, and pay for the duration of the war. In addition, reservists may be awarded Medals if their conduct is especially exemplary.

     

    Due to the reservist's rights equaling that of a recruit they additionally hold the responsibility to not break any mandates of the Lex Kaedreni. If any such violations are found then they shall be court martialed like any other soldier during wartime.

    AUTHORITY

     

     

    The Ministry of War, or more commonly known as the General Staff, is the administrative force behind the Imperial Forces. It oversees a number of key mechanics which are in accordance with the seamless continuation of the combined forces and its welfare. It is headed by the Secretary of War, who is assisted by the Commander of the Reserves, Overseer of the war arsenal and Chief of Operations.

     

    Within the Ministry of War, individual sections are granted their own Department of responsibility and have the authority to delegate within their own authority. Furthermore, the Ministry of War has the authority to appoint Imperial Generals during times of war to ensure the orderly and conjuncted command over the combined military forces of the Holy Oren Empire in accordance to the will of His Imperial Majesty.

     

    The Ministry maintains the proper conduction of the Imperial Forces and oversees their combat readiness and response preparedness. It ensures the nourishment, equipment, and funding of the Imperial forces and administers their accordance to a united Imperial Military. It is charged with the production, maintenance, distribution, and supply of various necessities or tools of war for the Imperial Forces during wartime. It also oversees and authorizes the expansion and activation of reserves

    STRUCTURE

     

     

    THE SECRETARY OF WAR

     

     

    The Secretary of War is the leader of the war office. He is appointed by His Imperial Majesty and serves as the Commanding Officer of the Ministry of War

     

    The secretary of war oversees the functions of departments under the war office, the combat readiness of the empire, the mobilization of the empire, the creation of the stockpile for wartime, the creation of the War council during wartime, assisting the generals of the empire with wartime strategy and setting the rules of engagement.

    The Authorities of the Secretary of War is as follows:

     

    1. The Secretary of War has the authority to staff their ministry, the Ministry of War, in such a way as to provide assistance in their duties- to include the appointment of individuals for each division or department of the Ministry of War. He also retains overall authority in every facet of the Ministry of War.

     

    1. The Secretary of War has the authority to preside on all court martials, investigations concerning the forces of the empire, maintain the good order of the armed forces, provide final rulings on special court martials, and pardon soldiers convicted under the Lex Kaedreni.

     

    1. The Secretary of War has the authority to create a war council during wartime with the approval of the emperor that is to assist the Imperial generals in times of war and large conflict.

     

    1. The Secretary of War has the authority to raise Imperial Generals only in times of war as well as the authority to lower Imperial Generals at any time, to exclude the acting Field marshal. He may also grant temporary military authority to non-military agents during times of war.

     

    1. The Secretary of War has the authority to define and publish rules of engagement during wartime in accordance to the will of the emperor.

    Commander of the Reserves

     


     

    Commander of the Reserves is appointed by the Secretary of War. They are the primary individual leading the reserve forces and overseeing their expansion and mobilization during wartime.

     

    He furthermore is responsible to make sure that all civilians within the empire that work for the empire are registered as reservists.

     

    The role has been created to manage the reservists and oversee their internal systems.

     

    The authority of the Commander of the Reserves is as follows:

     

    1. Commander of the Reserves has the authority to (re)structure, (re)coordinate, develop, and staff their department as necessary to meet the needs of the Imperial Military and Secretary of War in response to whatever situation or priority is determined

     

    1. Commander of the Reserves has the authority to delegate Agents to ensure the stability, organization and battle readiness of the reserves.

     

    1. Commander of the Reserves has the duty to advise the war council on strategy during wartime or times of large conflict.

    Overseer of the war arsenal

     

     

    Overseer of the war arsenal is appointed by the Secretary of War. They ensure the creation of the arsenal of war and make sure that said arsenal is stocked and bolstered during peacetime and upheld and used during war time.

     

    Their department oversees the Imperial war stockpile - the war arsenal

     

    The Authority of the Overseer of war arsenal is as follows:

    The Chief of Operations 

     

    The Chief of Operations is appointed by the Secretary of War. They are the 2nd in command in the war office, assist the secretary of war in management of the war office and are a part of the war council during wartime or times of large conflict, where they are permitted to advise the High Command of Imperial Forces in strategy

     

    The Authority of the Chief of operations is as follows:

    1. The Chief of Operations has the authority to conduct regular inspections of Crown held infrastructures entrusted to the Imperial State Army or Imperial State Navy and issues reports to the Secretary of War.

     

    1. The Chief of Operations has the authority to designate and write official reports on the individual segments of his duties and to address any discrepancies to the Secretary of War via these reports.

     

    1. The Chief of Operations has the authority to appoint secretaries underneath him to assist him with his duties.

     

    1. The Chief of Operations has the authority to advise the Imperial High command during wartime or times of large conflict..

     

    1. The Chief of Operations has the authority to assist in planning offensive operations during wartime or times of large conflict.

     


     

     

    CHAIN OF COMMAND

     

    MILITARY HIGH COMMAND

     

    THE GENERALS

    During wartime, the Ministry of War has the power to raise Imperial generals from its pool of talent between both the Imperial State Army and the auxiliaries. In theory, any soldier could be raised to the post of general - however, in practice, it is relegated to officers of either the army or auxiliary corps.  

     

    When a general is raised during wartime, they are assigned a number which dictates their hierarchy in the chain of command - the 1st General supersedes the 2nd, and so forth. The Ministry of War can also instruct Imperial generals to maintain authority within certain regions, ensuring like-minded cultures and peoples are kept in cohorts for maximum efficiency. The only perpetual Imperial general is the General of the Armies, who operates even in peace-time and supersedes all other generals. 

     

    All Imperial generals, upon their ascent, are granted a baton of service along with standard-issue colonel attire and begin as one-star generals. With notable triumphs, innovations, and victories, the Crown may elect to raise them two-stars, three-stars, and so forth; however, billet always comes before rank, and thus a two-star 3rd General will be lower in the chain of command than a one-star 1st. 

     

    Only the most distinguished generals in history can end their military career bearing the lofty title of generalissimo, connoting a six-star general, the highest honor an Orenian military commander can attain.  

     

    There are four historical figures, each the leading military mind of their century, that are considered to have warranted the title of generalissimo. They include Saint Thomas of Kaedrin, Henry Rothesay, Count of Sundholt,Prince Antony of Renatus and Marna and Alren DeNurem.

     

    The standing Imperial Generals are, as of 1817:

    • Baron William Darkwood, Secretary of War, Imperial Field marshal, General of the Armies, Colonel of the 1st Regiment, Knight of Order of the Lion (KL).

     

     

    THE OFFICER CORPS (Army)

     

    The Officer Corps of the Imperial State Army is the main command body of the Imperial Ground Forces. They are designated with a Commission and have the honor and privilege to lead soldiers of His Imperial Majesty to victory. They are either battled hardened veterans who have distinguished themselves from their fellow enlisted soldiers and have been promoted in accordance to this or able-bodied Imperial Citizens from either Nobility or the general people.

     

    A nobleman or woman who wishes to join the Officer Corps must produce a sponsorship letter from their respective house leader. Confirmed nobles must provide a 500 Imperial Mark commission fee. Unconfirmed nobles or lowborn individuals must pay a commission fee of 1000 minae and must present a letter of sponsorship from a current Imperial State Council member. Each type of commission also requires the applicant to be of sound character and educated foundations.

     

    The Officer Corps makes up the bulk of personnel staffed to the Ministry of War, however, enlisted or civilian employees are also permitted in order to meet the needs of each department.

     

     

    COLONEL

    Colonels are the commanders of their respective regiments and direct overseers of all Majors and Captains within their regiment. They are responsible for the overall strategic vision of the regiment and it’s accompanying brigades. Their purview extends to entire regions in the Empire, determining grand scale defensive requirements as well as formulating localized plans of attack. Their authority grants them the ultimate ability to promote/demote at will as well as create/disband brigades as necessary. During peacetime operations, Colonels are the highest-ranking members of the Imperial State Army.

     

    There is only 1 Colonel per Regiment

     

    LIEUTENANT COLONEL

    Lieutenant Colonels assume the responsibilities of the Colonel during their absence and acts as second-in-command to the Colonel and their regiment. Their primary charge is to aid the Colonel in any and all facets of administration/command as delegated.

     

    There is only 1 Lieutenant Colonel per Regiment

     

    MAJOR

    Majors are veterans of the ISA and the Officer Corps. Their long lasting service and loyalty to the Empire rewards them with this position. They serve as Officers in an administrative position and ensure the commanders of each Brigades are most effective in their duties. A Major is the overseeing officer of a number of Brigades, this number varying from the Brigades within each Regiment.

     

    There is only 1 Major for every two Brigades in a Regiment

     

    CAPTAIN

    Captains are the commanders of their respective brigade and direct overseers of all Lieutenants within their brigade. They occupy a much more intimate role with the soldiers under their command; And are directly responsible for ensuring their soldiers are properly equipped, trained, and provided for. They oversee the daily operations of the Regiment and are the motivational leaders in executing the strategic vision of the Colonel. Captains possess the authority to promote/demote Lieutenants as necessary to assist with the management/administration of brigade affairs. Oftentimes the Captain is the key figure for some form of specialization that directly translates into the framework of their assigned brigade.

     

    There are only as many Captains as there are Brigades in a Regiment

     

    LIEUTENANT

    Lieutenants assist their respective Captain in a multitude of ways to include commanding billeted positions within their brigade or regiment. They are granted the authority to command smaller groups of soldiers within a specialization billet; They are also responsible for the daily operations and accomplishment of their assigned billet. Lieutenants also possess the lowest level of command that has inherent authority to lead soldiers into conflict.

     

    There are only as many Lieutenants as there are official Lt Billers, as determined by the Colonel of the Regiment

     

    ENSIGN

    Ensigns are tasked with leading small groups of soldiers in non-stressful situations, handling paperwork, bureaucracy, and managing mundane operations in the absence of other commissioned officers. Their primary charge is to assist their superior officers in any task assigned to them; as well as support the Sergeants of the Regiment in their pursuit of Enlisted management. Officers at this tier are encouraged to seek out additional duties or becoming involved in some form of extra civil service.

     

    CADET

    Cadets undergo a two year basic training process before being oathed and promoted to Ensign. During this time, they are exposed to the rigor and discipline of state military tradition, along with a nascent education in Orenian society and culture. 

     

     

     

     

     


     

     

    LEX KAEDRENI

     

    COURT MARTIALS and MANDATES

     

    To ensure the proper discipline and prosecution of soldiers of the Imperial State Army  Court Martials serve as a basic military procedure to determine a soldier's innocence or guilt. The basis for this is the LEX KAEDRENI, which serves as the Imperial State Militaries legal mandate. In situations where soldiers break the Imperial law their prosecution can be done only with a court martial unless the secretary of war determines the crime to be civilian of nature, in this case the prosecution goes to civil courts. In addition  all members of the Imperial State Army are beholden to an internal legal system referred to as the Lex Kaedreni (LK). 

     

    The court martial is divided in 4 different Courts, each being held in accordance to the mandate of law broken. These are;

     

    SERGEANTS BOARD

    A Sergeants Board may be called when the accused is still a recruit or of the lowest military rank. It’s primary purpose is to resolve minor offenses and be used as an administrative tool for delivering justice and promoting discipline. A sergeants board shall consist of a panel of three military personnel of the Enlisted category; two of which must be the rank of sergeant, and the third of Corporal or above. A Sergeants Board may issue punishments proportional to the offended mandate up to but not to include discharge from military service. 

     

    SUMMARY COURT MARTIAL

    A Summary Court Martial may be called on any military member of the rank Lieutenant or below. It’s primary purpose is to resolve minor to moderate offenses and be used as an administrative tool for delivering justice and promoting discipline. A Summary Court Martial shall consist of a panel of three military personnel. If the accused is of the Enlisted category the panel shall include at least one Enlisted member of the rank Corporal or above. If the accused is of the Officer category, the panel shall consist of only Officers. A Summary Court Martial may issue punishments proportional to the offended mandate up to and to include discharge from military service. 

     

    GENERAL COURT MARTIAL

    A General Court Martial may be called on any military member in the Imperial military. It’s primary purpose is to resolve major offenses or when the offender is of the rank Captain or above. A General Court Martial shall consist of a panel of five military personnel, all of which must be officers. One seat must be filled by a Colonel or above, and two seats must be filled by a Captain or above. A General Court Martial may issue punishments proportional to the offended mandate up to and to include the death penalty.

     

    SPECIAL COURT MARTIAL 

    A Special Court Martial may be called on any military member in the Imperial Military. It’s primary purpose is to resolve all offenses by an offender of any rank in the most concise manner possible. A Special Court Martial is seated by the 1st Order General or above. A Special Court Martial may issue punishments proportional to the offended mandate up to and to include discharge from military service. A Special Court Martial may occur even after the findings of previous court martials with the new findings superseding the former.

    Introduction

     

    He laid soft steps upon the muddy ground, his feet were weary from days of travel as the cacophony of crickets ushered in the evening moon. The traveler sighed, too long had he been on the roads, with the scars and still fresh wounds to prove that they were no place for one to travel alone.

     

    It was a life of solace, the traveler thought to himself as he continued down the moonlit road, but it was not so bad. There were friends, however fleeting, periodic moments of hope inspired by charismatic priests, or perhaps that was just his nostalgia.

     

    Then he heard it, it was an all too familiar noise, the clink of chain and squish of heavy leather boots. The trio of darkly clad men stepped out from behind the trees as they called for him to stop. The traveler knew the drill, his possessions for his life. He gripped the gold painted cross beneath his tabard tightly. 

     

    He was tired of it though, and he was out of valuables. He did not wish to lose a digit, or a limb for that matter. He had spent too much time working, too much time just to stock his now empty pockets with meager rations for his journey to the mountains. He took his chance, a more than likely foolish one, as he turned into the dark and thick woods.

     

    The snap of twigs betrayed his escape, as the trio chased him, a bolt whizzed by his ear, slicing it as he yelped. He slid down the ravine, hiding beneath a large chestnut tree as he whispered a prayer from his childhood to GOD, though more likely to himself:

    The traveler’s breath began to steady after the third repetition, the harsh sound of his impending death fading deeper into the forest in pursuit. He waited before deciding to trust God once more and take an uncharted path in the forest. He rose from the nook in the tree and began to meander forwards, guided only by the stars and moon.

     

    His hope faltered as he continued in the dark. He began imagining his savage death to those that camp within the forest’s lawless territory, wolves or boars, or even worse, man. With each step his body failed him, as he paced deeper he felt he was being watched. Though this wasn't the discomforting watch of men, this felt more… carnal.

     

    He looked around, but in the darkness not much could be seen. The man could not shake the feeling, though it wasn't until he spotted the beady eyes high in the branches above that he began to run. The flapping of leathery wings was heard in the air as the frosted ground beneath the traveler crunched. The cacophony of THUMP and THUD were soon made a concert by the shrieks of the winged beasts as one swooped down and caught the man by his ragged attire. He stumbled forwards, before he was lifted from the ground.

     

    He squirmed as a second winged creature swooped down and assisted in lifting the man from the ground, and the traveler let loose frantic shouts for help. His mind raced, for it was a dark and deep forest, no one would be there to help. The crazed ramblings of his mind were cut short when he heard a horrid squeal and felt himself fall lower back towards the ground. One of the creatures fell the short distance to the ground, limping.

     

    Men, or what he could make out and hoped were men, dressed head to toe in black were sprinting towards him from the tree line. The quiet forest now erupted as the men shouted and barked commands and large war hounds sprinted forth to tear flesh off the one fallen create. The winged monster dropped the traveler attempting to flee, but as the traveler hit the ground and rolled to look at the sky, he saw a javelin sail into its back and through its chest causing it to fall. Three men with crossbows drawn approached the wounded beast and leveled their weapons at its head. The harpy squealed and lashed out as it could, but liquid spilled from the javelin in its chest. 

     

    A large man dismounted from his black mare and approached the group, “well what are you waiting for privates? Dispatch it.” And with that three bolts were shot, though none were entirely true, causing the harpy to wretch and squirm more. “Curwa” cursed the man. “Must I do everything myself?” he asked. He wrestled a large mace from his hip and approached the dying beast, before going to use his large figure and mace to crack the harpy’s skull and silence the squeals.

    Section I: The Brigade

    The 6th Brigade of the Imperial State Army is a special operations unit founded on the ideals of  holding the empire's beliefs to the highest esteem. The unit specializes in carrying out high risk operations with stealth and swiftness. Their secondary purpose is to be a protective detail to the highest ranking officials within the Imperial State Army.

     

    Section II: General Brigade Information

    Purpose & Duties

     

    The 6th Brigade, their members often called more simply ‘Disciples’, is a brigade in the Imperial State Army focused on three fields of work. The first and most core is the study, documentation, and execution of beasts that taint the realm of man. The second field of the 6th Brigade is that of planning and executing operations granted to them by the broader Council of State, the 6th being beholden to the command structure of the Imperial State Army, and by proper approval, by the Ministry of Intelligence. The third responsibility of the 6th falls under clandestine information services, accumulating knowledge from their travels and passing it onto the proper channels within the Orenian government.

     

    Field 1.

     

    Monster, beast, creature, critter, horror, freak; Fear manifests itself in many monikers. Rather than shy away from, or flatly deny, the physical presence of these fears, the 6th seeks to study them to find a weakness, so that they may later purge them. A 6th Brigadier will usually be found carrying a journal, as it is their most treasured possession perhaps save only for their weapon. This journal’s beginning pages will be filled with images of known monsters and information about them, acting as a kind of bestiary. The pages following this will be filled with the notes and drawings of its 6th Brigadier owner. The first of these blank pages will often be covered with documentations from trials given to the private once graduating from Imperial State Army 2nd Brigade training.

     

    Field 2. 

    The second field consists of mainly gaining and using enemy intelligence gained by talking to the general population of Almaris. They are trained in how to persuade and talk to most ‘people’ through learning how to do this; they also picked up skills on making their identity unknown to this in foreign kingdoms.

    Hard-to-achieve operations granted to them by proper authorities. More can be learned on this after entry.


     

    Uniforms

    The uniform of the soldiers in the 6th shall consist of nothing special. A solid black set of armor to go on top of normal chain mail. This is intended so that the brigade remains humble and at their roots. The uniforms must of course be well cleaned, polished and upheld with the utmost effort put forth to it.

    Armaments

    Bec de Corbin: The bec de corbin is a variety of either short or long handled polearm characterized by the long, beak-like spike from which it gets its name, meaning “raven’s beak.” Adorned on the opposite side with a hammer, and with a spear tip at its point, it is a weapon characterizing the versatility required of the 6th Brigade. With the beak designed to pierce through armor and flesh, and the hammer to deal crippling blunt trauma, and a spear point on its longer variants to keep foes at range, rare would it be for one to encounter a situation for which this signature weapon is not suited.

    With the collapse of the Legion of the Seventh Empire, so too did a period of immediate martial decline begin. From the Haeseni Declarations of 1719 to the infamous Podophile Affair, it had long become obvious to the Lord Protector that the status quo was no longer tenable. It was with this motive that he began collecting the great military minds that still remained in Imperial borders; from Rhenyari commanders to Kaedreni strategists, the military complex of the Empire under his Protectorate soon expanded tenfold.     Within an Empire dedicated to the uplifting of Man, there can be no greater cause for its citizenry than the salience of said Empire; it is therefore the highest duty of the soldiery to ensure a lasting peace through their loyalty to the Crown and, by extension, the State which it governs. As an Empire of Oren rightly governs the affairs of men, so too must men defend that governance against the heathen hordes of upstart realms, and prove through action the stalwart nature of the peoples of the Empire.

     

    NOBLE CADETS

    The uplifting of the culture of the career soldier is, in many ways, long overdue. The tragedies of the War of the Two Emperors, from peasant massacres to the slaughter of noble children, need not be repeated by regimes present and future. Commanders of men must garner respect both with the blade and the quill, in the field and at home; as such, it must be so that the officer is also a gentleman, a hobbyist, and, most importantly, a faithful Canonist.

     

    ESPRIT DE CORPS

    The chief separating measure of civilized nations and pagan hordes is the existence of tradition and chivalrous conduct; men of Oren are hardened just as those of wasteland tribes, but so too are they able to best their foes in diplomacy and court. A strong man needn’t be unkempt; a learned man needn’t be weak. The Orenian soldier is able to wield the weapons of his homeland, understand the reasons behind just conflict, and sustain through his existence a modern and continuously progressing society, whilst still remembering that which makes the Empire most unique; its long and varied histories.

     

    ARMY COMMAND

    There is no greater importance to the Crown and Its dominion than the maintenance of a strict, cohesive and clear chain of command which he shall rule over within the Imperial State Army.

     

    The Crown reserves for Itself the role of Commander-in-Chief of the Army, retaining such a role entirely of Its own purview. Additionally, the Crown commissions all officers, through the delegated role of the War Office.

     

    In peace-time, Colonels act as the autonomous heads of their regiments, answering only to the Crown and Its respective delegates. Colonels in turn request the commission of their lesser officers, namely Captains of brigades.

     

    Captains lead brigades, the primary organization of troops within the Imperial State Army. They elect Lieutenants to service as their deputies, also commissioned officers. The least of all commissioned officers is the Ensign, who is assigned to particular brigades, and thus regiments as a whole.

     

    Below the commissioned officers are the Enlisted Regulars of the ISA. The Enlisted form the bulk of the fighting force, and are the day-to-day soldiers that serve with valor. Within the ranks of the Enlisted, Sergeants and Corporals serve as Non-Commissioned Officers, who are both grizzled veterans and capable small unit leaders. Below these NCOs are Privates First Class and Privates. And below them all, the fresh, green Recruits.

     

    In the event of war, the Imperial Government may elect to appoint Imperial Generals. When a general is raised during wartime, they are assigned a number which dictates their hierarchy in the chain of command - the 1st General supersedes the 2nd, and so forth. The Empire can also instruct Imperial generals to maintain authority within certain regions, ensuring like-minded cultures and peoples are kept in cohorts for maximum efficiency.

     

    All Imperial generals, upon their ascent, are granted a baton of service along with standard-issue colonel attire and begin as one-star generals. With notable triumphs, innovations, and victories, the Crown may elect to raise them two-stars, three-stars, and so forth; however, billet always comes before rank, and thus a two-star 3rd General will be lower in the chain of command than a one-star 1st.

     

    Additionally, the General’s Staff serves the Imperial Generals as a means to aid him in his military duties and act as his trusted advisors and subordinates.

    Only the most distinguished generals in history can end their military career bearing the lofty title of generalissimo, connoting a six-star general, the highest honor an Orenian military commander can attain. 

     

    There are four historical figures, each the leading military mind of their century, that are considered to have warranted the title of generalissimo. They include Saint Thomas of Kaedrin; Henry Rothesay, Count of Sundholt; Prince Antony of Renatus and Marna; and Alren DeNurem.

    MILITARY INTELLIGENCE AND MISSIONS

    The Chief of Operations ensures the Imperial Military has an ample directive of missions and operations to maintain productivity and opportunities for advancement, along with coordinating force groupings to execute military strategy. He advises the Imperial Generals and Admirals on military procedure and presents operational plans and strategy. The position of Chief of Operations is also regarded as the General’s Chief of Staff, able to call upon the other General’s Staff members to compile a complete and accurate strategy for Imperial Forces.

     

     

    The Chief of Intelligence is the main communications body of the Imperial Military. It is their task to ensure that the General’s Staff, the Imperial State Army and its different bodies effectively communicate within itself. It is within this department that the Chief of Intelligence has the duty to gather intelligence essential to the Imperial Forces and report this progress to the General.

     

    ADMINISTRATIVE EFFICIENCY

    Soldiers are expected to serve in peace as well as war. Collectively, the Army is allocated to the various provinces of the Empire where necessary to service in administration and public works projects when requested by local authorities. 

     

    Additionally, commissioned officers are expected to be the highest of civil servants. The sprawl of the Empire and its influence requires men to implement its machinations, and these officers are called for that purpose. Commissioned officers are encouraged, when able, to find work in the Imperial Departments to add to their everyday duties within the Army; ranging from diplomatic work in the Foreign Office, writing for the Office of Civil Affairs, and property management for the Home Office.

     

    BILLET SYSTEM

    It is said that swords alone do not win wars. There are labourers required for every facet of a blade; ironworkers to fashion the steel, leatherworkers for the grip, woodworkers for the hilt. Thus all soldiers of the Imperial State Army are expected to learn a trade when serving, for both their enrichment after service and during.

    A Billet is a specific personnel position, assignment, or duty station, usually assigned by officers and commanders. They are useful for creating positions for particular roles that soldiers are expected to maintain; such as siegemaster, cook, or paymaster-general. Additionally, billets are used to denote a specific set of authority and responsibility. Every regiment will have a standard list of billets that must be filled to function correctly.

    Colonel

    A Colonel serves as the sole chief of a regiment, a sizable collective composed of several brigades. A regiment is usually organized according to geography, and serves as the largest division of troops within the Imperial State Army. As such, the rank of Colonel is the highest command in peace-time. Regiments officially bear the nomenclature of numbers, such as the 1st Regiment or the 2nd Regiment (and so on) yet are frequently appelated with nicknames in order to better identify them.

     

    With the total command of a regiment in their hands, the duty of a Colonel is immense in nature, and therefore the widest in scope. Colonels lay out the operational plan that their men shall follow. They are charged with the creation of plans for both present and future, such as the fortification of entire provinces, or the movement of armies in war.

     

    In the absence of war-time Generals, Colonels are the highest-ranking members of the Imperial State Army. All officers long to one day bear this rank, with the prestige and wealth it entails.

     

    Lieutenant Colonel

    Lieutenant Colonels are experienced officers that have shown a masterful ability to both lead and administrate sections of the Imperial State Army. Lieutenant Colonels are often tapped for the billet of Regimental Executive Officer, assisting the Commanding Officer in the management of the Regiment and acting as the commander in their absence.

     

    Major

    Majors are often very experienced officers that have earned the rank after several years of service as a Brigade Commanding Officer or other important staff duty. Majors are often kept on as regiment staff officers and are respected for their experience and long service.

     

    Captain

    A Captain serves as the sole chief of a brigade, the immediate sub-division of a regiment. These entities are more specialized and smaller, with several brigades coming together under the authority of the higher regiment. These brigades, commanded by Captains, typically have formalized names, such as the Nauzica Brigade. 

     

    Captains maintain the Imperial State Army beret of command, along with a gold pin of office. If any officer holds the billet of Brigade Commanding Officer, he is styled commander of said brigade, to avoid discrepancy of rank, and for all brigades that he would oversee, he is also styled commander.

     

     

    Captains are in the primary administrative role of a brigade. They are charged with the total upkeep of their respective brigades, from upkeep of supplies, housing of soldiers, and recruitment of fresh men. A Captain is expected to be a model for his men to follow, and his morals are ever-scrutinized.

     

    A Captain is also charged with maintaining the discipline of his men. They supply all the necessary training they see fit, and mobilize brigades in times of war.

     

    Lieutenant

    Lieutenants are the primary assistants for a Captain in the management of his particular brigade. They are often entrusted with matters of administrative significance as well as assisting in command. A Lieutenant is the lowest rank that may bear the Imperial State Army beret of command. Lieutenants are capable of commanding small units as well as managing the daily operations of the brigade.

     

     

    Ensign

    An Ensign is a junior officer, often a noble cadet, who has been freshly awarded his first commission from the Crown. He is not expressly in command of any particular force, though is allocated to a brigade (and hence a greater regiment by extension) and is expected to advance his career by showing his superiors his nascent prowess in military command. Accordingly, Ensigns are often tasked with jobs that require a low level of commanding authority, including the control of small groups of regular soldiers for special assignments or miscellaneous administrative or logistical tasks. To be commissioned as an Ensign is representative of an entry into officership, and the beginning of one’s rise through the ranks.

     

    Ensigns are typically assigned in a brigade to small unit leadership under a capable NCO to guide them. They will learn basic staff functions of an officer and obtain valuable leadership principles from both their Lieutenants and NCOs. It is important that Ensigns learn as much as they can in order to be an effective and capable officer.

    THE ENLISTED

    NON-COMMISSIONED OFFICERS

    Master Sergeant 

    A Master Sergeant is the highest enlisted rank a soldier can obtain. They are experts in all things relating to their specialization, combat skills, military standards, and are well regarded leaders among their peers. They are by far the most grizzled and veteran of the enlisted ranks, having been a part of and/or helped lead a number of military campaigns or operations. The wealth of knowledge and experience of these soldiers is vital to continuation of desired military traditions and standards throughout the ranks. They are even looked upon to mentor commissioned officers and mold them into effective leaders. Master Sergeants also have the unique duty to ensure their Sergeant Corps is operating to expectation and aid their commanding officers in ensuring the needs of the troops are met.

     

    Sergeant 

    A sergeant is the highest rank of enlisted in the Imperial State Army and often begets years of grizzled service. While an Ensign may have command over them, a Sergeant often possesses the wisdom and experience to serve as a non-commissioned officer and aid them in their charge. Sergeants often serve as the disciplinarians, quartermasters, or standard-bearers of their troop, keeping order and executing for the brigade the officer’s plan directive. Within a brigade, the billet of First Sergeant is often filled by a Sergeant, acting as the chief enlisted soldier in the unit, advising the officers corps on the wellbeing of the Regulars. Sergeants are afforded a ribbon to distinguish themselves during active duty.

     

    Sergeants are the best of the best from the pool of enlisted men. Often representing those who cannot qualify for the Officer Corps, they make up the pool of non-commissioned officers. Many of their duties are similar to those of an Ensign, but their experience and combat prowess mean they function in a much more forward role, and are delegated to command in combat or stressful situations far more often.

     

    Senior Corporal

    Senior Corporals are those who have mastered their original specialization and can be relied upon to be effective combat assets on the battlefield. They are soldiers who have been a part of a number of military operations and are well versed in the ways of warfare. Having obtained technical expertise, these soldiers begin to pivot towards developing their leadership skills. Snr. Corporals are also expected to obtain an additional specialization that is useful to their Brigade or Regiment.

     

     

    Corporal

    Corporals are regarded as veterans of service, having been bloodied or tested multiple times and proven their worth as dedicated professional soldiers. They are entrusted with more duties and responsibilities than their Private counterparts and hold some degree of command over them, often guiding them through their duties and training. A Corporal has usually begun to specialize their talents in a few key civilian and military skills, often proving as indispensable pieces towards a brigade’s overall success. They are first rank that are permitted to their awards of service upon their uniform during active duty.

     

    Corporals are the far more veteran enlisted men. Almost certainly with combat experience under their belt, they’re expected to be the basis of morale when Officers cannot provide. Corporals provide leadership to the enlisted men by means of example, and are expected to take the lead in situations where less experienced men may slip up.

    JUNIOR ENLISTED


     

    Private First Class

    The Private First Class is the main bulk of a Regiment. They compile to form the battle lines, and take their orders as law, following them without question. A Private First Class understands the workings of military life and are trusted with many responsibilities within the Regiment and individual Brigade.

     

    Privates First Class are the bulk of the enlisted, as well as the bulk of the Army. They carry out daily tasks such as gate duty, foot patrols, armed security, and law enforcement. Though their tasks often seem menial, these men are the backbone of the Empire.

     

    Private

    Upon the completion of basic training, an oathed regular can now be named an official member of the Imperial State Army as its lowest rank of Private. Privates are entrusted basic duties of service and begin to explore the various facets of imperial service to see where they may best hone their talents. As a result, most privates are expected to specialize in a myriad of talents or skills to better serve the military as well as fulfilling their basic duties and directives by their office corps. Some of these duties range from smithing, tanning, drumming, estate management, guardwork, specialized melee and weapons training, sapping, siegework, ranging, medicinal arts, riding, athletics, tactics, training, path-finding, spotting, engineering, construction, trade, prisoner management, tracking, hunting, sapping, signalling, trumpetering, voyaging, sailing, chemistry, and so forth - any talent that the corps would need, it is expected a Private to begin that task of fulfilling it.


     

    Recruit

    Fresh recruits undergo a training process known as the Imperial Combat Academy before being oathed and raised to private. During this time, they are exposed to the rigor and discipline of state military tradition, along with a nascent education in Orenian society and culture. They have not yet formally enlisted into the military, and thus as a result, do not have the right to wear the regulars uniform or for that matter any military regalia.

     

    Recruits are freshly conscripted soldiers, still learning, proving their allegiance. Recruits are expected to shadow Privates and other Enlisted superiors, as well as receive training from their commissioned officers.

    The First Regiment is the oldest and most decorated regiment of the Imperial State Army. It was first stood up under the reign of Peter II, and has since served with great distinction and honor. The First Regiment has been the home of two Imperial Generals, and their iconic red uniforms are the personified image of  an Imperial Soldier.

The soldiers of the 1st Brigade have a wider scope of specialisation available to them and are tasked with the day to day upkeep/operations of the Regiment.     The 2nd Brigade is the main hub of training and education for the freshly oathed as well as the entire Regiment and Imperial State Army. All new recruits and cadets are enrolled in the 2nd Brigade where they are expected to complete a basic training course consisting of 5 badges. Additionally, the 2nd Brigade hosts the Commissar Corps, an elite group of military disciplinarians who take decisive action in battle and on garrison to ensure that order and discipline are maintained at all times. Finally, the 2nd Brigade is the main recruitment force for the 1st Regiment, maintaining a cadre of recruiters that embark on community outreach missions to ensure a steady stream of new comrades.

    The 3rd Brigade makes up the cavalry forces and scout component of the 1st Regiment. The soldiers of the 3rd brigade specialize in 2 classes of mounted combat as well as pathfinder and vanguard lookout roles. This Brigade maintains the main regiment stables as well as their own stock of war horses. Those who are most apt in survival, evasion, and tracking are also assigned to this brigade in order to provide invaluable insight into enemy troop movements through friendly, neutral, and enemy territory. Members of the 3rd brigade can be most easily identified by their signature black berets and long black riding boots.

    The 5th Brigade is a collection of troops with a pendant for innovative design and a mind for research. Soldiers of the 5th brigade are often tasked with developing new weapon systems for the Imperial State Army, to include artillery and fortification designs.     The Chaplains of the Imperial State Army are the moral and morale officiators of the force. Keepers of the Imperial Army culture and integral martial traditions; Shepherds towards salvation and holy absolution for the soldiers of the ISA. The Chaplains make manifest the will of God, ensuring all their comrades are in alignment. The first and last face a soldier of the Imperial State Army should see shall be that of a Chaplain.

     

    Chaplains are fearless soldiers and selfless servants, each willing to fight their way through hordes of enemies to reach the fallen, expending every last essence of their life force to save that of the wounded. Outside of combat, Chaplains are responsible for monitoring the ISA ensigns and recruits for deviant behavior, flaws, or corruption in their being. Additionally, they are the warrior-priests that minister to the spiritual well-being of their comrades, instilling in them the values and beliefs of the Imperial State Army- promoting the veneration of each soldier, the Heroes of Mankind and God.

     

    These soldiers are the spiritual leaders of the Army. They administer the rites, preserve the rituals, and perform the righteous ceremonies of initiation, vindication, and redemption that are as important to the Army has their loyalty, dedication, and zeal. 

     

    A Chaplain must be as courageous as his fellow soldiers if not more so, for he must perform his duty amid the battlefield or face darkness and evils that would sooner crush any normal man. Their mental fortitude must be of the utmost among their comrades, for they are the vanguards against what aims to penetrate the minds and corrupt the soul. They also possess the capacity to conduct warfare at levels the average footman cannot, resisting and even counter-assaulting inherent evil in the mind- unwavering in their sense of duty and purpose.

     

    Chaplains are the keepers of the congregation halls for the Imperial State Army, maintaining, enforcing, and occupying them with their work and duty. Finally, they are also the keepers of the Army’s developing history and most precious of relics, guarding, and maintaining the symbols of the past for the sake of the future.

    An informational missive is published for the Orenian population, posted at the Bastion in Providence & sent through typical channels to the towns of the Empire.

     

     

    The following is an unaltered, official report written and delivered by an Army engineering team tasked with tending to the remnants of Sedan.

     

     

    Report from the engineers at Sedan:

     

    Before the living remnants of the rebels in Sedan fled the Empire’s borders to preserve their lives, they razed their fortified manor as a token of spite against their countrymen. A small unit of State Army engineers was afterwards tasked with clearing the veritable heap of rubble and salvaging anything useful. After a few months, the workers would find horror at the bottom of the charred ruins. Nearly three-dozen women and children had been crushed and burnt in the rebels’ razing of Sedan, their skeletal remains left behind by the fleeing men.

     

    It was known that the rebels fled in a hurry to escape imminent besiegement, but not so terribly rushed that they would leave their wives and children behind. The innocents’ remains were determined to be unarranged and no injuries from weapons could be found, meaning the victims had still been alive when the rebels sealed the manor and set it alight. None of the women were found to retain any gold or jewelry besides subtle earrings and bracelets, meaning they were either among the less fortunate, or they were robbed by the rebel men before the escape. With this information corroborated by further context, it is clear that the men of Sedan indirectly, but purposefully, murdered at least thirty-four of their own women and children.

     

    Most of the larger skeletons, identified as unknown women, were found shielding the remains of the children until their tragic death. Their Canonist bravery and fidelity is noted, especially juxtaposed against the actions of the men who betrayed and killed them to escape justice. Their remains have been safely and respectfully buried as of the writing of this report. It is a shame the Imperial State Army could not act a day faster to save the lives of these innocents.
