You can change your skin whenever you'd like! Just keep in mind that you can't change your character's skin color, eye color, or natural hair color. That can only be done through alchemical means I believe. To sum that up, that basically means you can change your character's outfit freely, whilst any physical alterations to their body cannot be made :)
