Is it possible for a GM to reset all my levels to 0 and just give me my credits back?

If I recall back in the early days of Asulon Natvie was handing them out for free. Not saying you should go beg of him but maybe check and see. Ask nicely though.
And if he says no then get over it and don't complain at all.

Yes, you can. If you are a VIP you get all of your skill credits back, but if not you only receive the 75.
