Omith-Khaleed Agreement Maintaining neutrality, expanding diplomacy From this date forth, 18th of The Deep Cold 1603, the Grand Kingdom of Urguan and the Sultanate of Haria shall know perpetual peace. Those signing this agreement consent to a pact of nonaggression between our distant nations for the next ten years, and upon that date, 18th of The Deep Cold 1613, the pact shall become open to renegotiation. Trade will flow freely between our two nations, merchants from either welcome past the gates of their respective cities, without worry of arrest or bloodshed. Additionally visitation to Al-Khaleed by the Dwedmar, and the Harian people to Kal’Omith shall be permitted without worry of arrest or bloodshed. For the ensuring of this perpetual peace, a location will be selected for the construction of an embassy to house a chosen ambassador from each nation to meet and discuss any future conflicts or propositions. The Treaty of Acael Drafted on the 9th of the Deep Cold, 1607 The Alliance between the Snow Elves of Fenn and the Dwarves of Urguan is to be classified as a defensive alliance. However, the numerous clauses of this pact are as follows; 1. That the definition for the ‘defensive alliance’ expressed above shall be as such: “A military alliance between all parties signing below (should the signatures given be that of the respective nations’ leaders, or representatives given his/her personal approval) which guarantees defensive aid by all parties should the other party/parties come under threat. Should a rebellion commence in any of the signant’s respective lands, the original signatories of this document, and not the rebel party, shall earn the support of their counterpart. This military alliance will afford no less than the full, armed support of alliance nations in times of trouble. 2. That the mutual enemy of any nations signing here below shall be the aggressive nation in a conflict involving any of the parties agreed herein, and that which is deemed more liable to reform an Orenian empire of any kind. In a situation where the truly aggressive party in a conflict is not easily determined, the nation which had shown the first act of aggression shall be deemed the aggressor and will warrant a united declaration of war from both the Grand Kingdom of Urguan and the Princedom of Fenn. 3. Free travel and commerce between all parties in this alliance will be guaranteed at all times, with open borders to the citizens of all nations on the part of their ally. 4. That diplomatic embassies will be established by both parties of the agreement in their ally’s respective nation capital. 5. That any and all alliances made by either parties of this agreement with other nations will be made public information, should their ally nation request it. 6. That the security and judiciary forces of both parties to this agreement will communicate freely and without boundaries, disclosing information on any potential threats to the integrity of their ally nation. 7. That this agreement will have a renewal date fifteen years from now, and on that date, the option to solidify this alliance into a permanent feature will be introduced. 8. This agreement will also not affect any allies of both parties during a time of war. 9. thank you sir although i disagree as black steel coming at stone very fast would most definitely penetrate a castle wall, it's only need to have enough of a grip to stabilize people walking along the bridge it creates. even still you could always just shoot the ground below a wall and then ladder up the side of the wall that way, the black steel arrow only needing to penetrate the ground

(a similar depiction of what a bridge ballista would look like) Background Lore Several months before war was officially declared on Norland, the Dwarves knew that armed conflict was inevitable. They had the numbers, and the resources to bring to the fight to their enemies, but a seemingly unsurmountable problem stood in their path. The island fortress of The Krag. In preparation of attacking this seemingly impregnable bastille, scores of Dwarven engineers were assigned to develop an efficient means of entry. Experiments ranged from explosives, to catapults, to highly dangerous prototypes of flying machines, but all seemed too expensive, or too inefficient to meet the needs of their current dilemma. That was until, the suggestion was made to think of a redesign of an old favorite, tried and true for hundreds of years. Old blueprints created by Nalro Grayhammer, the greatest ever dwarven engineer where dug up from engineering books within the vault of the great library of Kal’Omith. These blueprints, the first concept of the bridge ballista, were originally made to be used in the siege of the Shadow Castle during the dwarves attack on Oren, however were scrapped for a more simple approach through the use of just bombarding the walls. These blueprints were eventually put into use by the current Master Engineer Ogdan Frostbeard, in preparation for the attack on Norland. Thus the Vath-Kahrkrumm (Wall Attacker) otherwise known as the bridge ballista, was put into production. An incredibly useful, yet fickle machine, it utilizes the same mechanics of an ordinary ballista, but instead of bolts it launches two powerful anchors made of black steel meant to be driven into the stone walls of a mighty fortress. In the wake of these anchors follows a bridge, made of rope and dubiously unsafe and flimsy wooden planks. Although strong enough for several armored dwarves to walk across at a time, the fragile bridge is prone to swaying in high winds, and can be easily broken through by a prepared defender. The reliability of this war machine is low at best, and it is often prone to misfires, or simply not reaching it’s intended target. However, by time constraints and the expertise of Dwarven engineering inspectors, it was deemed ready for battle. In Game Operation Each ballista is mounted on wheels and is mobile, however only has the potential of one shot. Loading it and firing it is the same as a normal ballista, however after it’s first shot has been fired, it cannot be reloaded. If a shot does manage to hit, the siege moderator should worldedit a bridge of appropriate length to the target location. If defenders manage to hit the bridge with a siege weapon, it should be destroyed, and any on it at the time should fall or be damaged once the bridge is removed. Suggested Rolling Stats Perfect: 19-20 With a perfect shot I would suggest that the bridge land right on it’s target, with perhaps only a one block difference of high or low. What a perfect attempt would look like: https://i.gyazo.com/fad9a73a3c1a251c8846651eed7b538e.mp4 Good: 16-18 With a good shot, I would suggest the bridge land within the general area of it’s target, perhaps 3-5 blocks off in any direction, requiring the need to deploy ladders to reach it’s intended location. Fair: 12-15 Although not terribly far off, a fair shot should land somewhere around 6-8 blocks from it’s target. Bad: 9-11 Essentially a miss, this shot will land nowhere near it’s intended target, but may still be useful with a bit of ingenuity. Fail: 1-9 The mechanism fails, causing the bridge to fire down into the trench, or the mechanism fails entirely. *as the Grand King sits in his chambers within the palace of Kal’Omith, he reads of the demands made by the High Prophet to the Council of Arcadia, and the fracas which has ensued since. After hearing both sides’ argument, he pens a public proclamation on the dispute* “Citizens of the Grand Kingdom of Urguan This recent dispute between the Clergy and the Council of Arcadia has took a toll on my mind as of late, this is clearly a problem which needn’t arise, however rightfully addressed so that the entire nation can be given clarification on Arcadia and their role within Urguan. Whilst Arcadia is indeed home to many of our Runesmiths and our Golemancers, it is also an institute of learning. The city of the sky is home to many important relics which in the wrong hands could very much cause havoc to our people, which is why entry to the city is closed off. However all people, especially all dwed, are indeed welcome in Arcadia, one must simply send a bird to any of their inhabitants and they will gladly invite you in visit their city. It is simply a precaution so that unwarranted access to Arcadia does not jeopardise their work, for example the many Rune Cannons that Arcadia provides for the Grand Kingdom, or even the work being done on the Omith Project. Arcadia has many dangerous things within it and if it were to fall to the wrong hands it could be very tragic. But I must implore that all dwarfs are welcome within Arcadia as long as they do not wish to cause trouble. All the dwedmar within Arcadia, are faithful followers of the Brathmordahkin, they indeed have shrines to our gods, as have I personally seen them attend sermons and praise the gods in all they do throughout my many years of knowing them, even before my ascension to the obsidian throne. The High Prophet, our chosen representative of the Brathmordahkin, is perfectly within his right to inspect the religious beliefs of any dwed, and I am sure the Arcadians would have no problem inviting him into the city to see for himself of their following of the true faith. However this does not excuse certain responsibilities that the Arcadians have towards the Grand Kingdom. The Khaz’Lordak, a school of magic, history and philosophy was given orders to be finished construction of many years ago, a duty which the Arch-Runelord Zahrer Irongrinder has indeed shirked. As a result of that, the Khaz’Lordak which was a public place for all dwedmar, has not been able to be fully implemented, which has shown less of the Arcadians around Kal’Omith, if it where to completed we would see much more magic around our city as mages from all over Axios would travel to see what wonders the dwarves are capable of doing. To conclude, I shall list a set of terms both sides shall be ordered to follow, to end this dispute so that we can focus on the Norlandic threat to the south, and be unified in our common goal to get revenge for the grievances put upon us by the axeman raiders. The Arch-Runelord Zahrer Irongrinder has 2 stone weeks to complete construction of the Khaz’Lordak and put it into full motion. The Arch-Runelord Zahrer Irongrinder must provide the Grand King with a list of all current magic users within Arcadia and the lands of Urguan, not only Runesmiths. The Council of Arcadia must provide the Grand King a list of all dwedmar and non dwedmar who reside within the city of Arcadia. The High Prophet must halt all acts of aggression through speech or physical force towards Arcadia and it’s inhabitants. All dwarves, will fight the undead threat, as I believe no one in their right mind would shirk such duty. The High Prophet is invited to speak to the Council of Arcadia, so that they can show him that they do indeed follow the Brathmordahkin. The Grand King will discuss with the Council of Arcadia of potentially holding a feast there, for all dwedmar to attend, and to show that the Arcadians truly are apart of the Grand Kingdom and wish to be on good terms with all dwedmar within Urguan. Finally, a short message from the Grand King. Remember that in times of struggle or hardship, that a dwarf’s character is not defined by colour, culture, or where they choose to inhabit, but by their ability to work together with another to achieve a better Urguan. Whether we squabble, whether we debate, or whether we come to blows, we must remember that we are a family. Families stick together, and we have showed that we can, even during our hardest times, during the brink of being conquered or civil war, or left homeless after an attack by the undead, forced to find new residence. We must always remember that, We are descendants of Urguan. We are dwarves. We are strong.

News on what positions may be open to vacancy can be found out upon speaking with the Grand King. Whilst some positions upon the Grand Council may be merged with others, and some positions given new duties, or some new positions created alltogether.” “Some guilds within the Grand Kingdom may be reformed, and new ones created to deal with the high demand for work within the Grand Kingdom, some guilds may require to be re-applied to and access to certain Grand Kingdom areas may be put off limits strictly to guild members and councilmen.” “With the resignation of Svardin Grandaxe and Kilgrim Irongut, along with the disappearance of Ronnie Frostbeard, the Kingsguard of Urguan has 3 vacant positions. 1 of these places has been taken by the recently returned Conan Goldhand. The reason for such banishment is for his multitude of misdeeds within the Grand Kingdom, showing a a clear disrespect towards the Grand King on countless occasions, and finally, for attacking a 6 year old boy within Aleksandria, jeoparidising our alliance with the Kingdom of Courland, and showing no remorse for his barbaric actions." “Due the high influx of people seeking homes, yet not requiring a suitable amount of minas to pay for accommodation. The city of Kal’Omith will soon be opening a free hostel, housed with beds and chests, for those who cannot afford a house. “Let it be officially taken down into the Book of Grudges on this day, the 14th of The Grand Harvest, 1558, that we levy grievance and hatred upon the name of Thomas Ruric and all those who would call him master.” - The former lords of Avar, following its loss during the Eighteen Years’ War, 1558. The dwarven Legion, marching to war against the Holy Orenian Empire, shortly before their victory at the Battle of Goldfield, 1595. As the proud dwedmar of Urguan gather within the chambers of the Ord-Umar, the Grand King Bastion Ireheart stands to address his senators. “Kazahar khazadmar-ur-annak” he says as all eyes within the room become fixated upon him. “Long has our turmoil with the axemen of Norland been of ripe importance to our people, but no longer shall it be swept aside for the greater pursuit of peace. Our people have suffered greatly at the hands of the Norlandic swine; time and time again have we taken them for decent folk, but clearly our trust has been misplaced, and their lack of honour evident through their many misdeeds upon us.” The senators sit in silence as Fimlin, Kaazkazamar of the Grandaxe Clan stands to speak. “Who among us remembers Avar? No dwed here could possibly forget. We sheltered, protected and bled for their people, gave them a home when no one would take them in, only for it to be thrown back in our face. Avar, the land of my forefathers, was robbed from us by the Rurics. Yet the truest betrayal, was their secession to the Empire of Oren. The Rurics and their people, took part in the invasion of our lands, assisting our greatest of enemies. They took part in the suffering of OUR people, the murder of innocent dwedmar, young, old, man, woman and child... This grudge will not go unpaid.” As the room once again falls to silence, Kilgrim of the Irongut Clan steps up to speak. “I have lived to see kingdoms rise and fall, people come and go, and our enemies destroyed one by one. Before his royal majesty, Grand King Bastion, was elected to power, our Grand King Algoda Frostbeard sat upon the Obsidian Throne, the leader of the coalition, and the dwed behind the eventual downfall of the Empire of Oren. He was captured whilst walking peacefully throughout Axios, by none other than a Norlander, before being put in chains and brought to be butchered in cold blood within the keep of Johannesburg. OUR Grand King, OUR kinsman, OUR friend, murdered by these savages... This grudge will not go unpaid.” Aldal of Clan Ireheart, awaits for silence before stepping up to speak. “Yet we, the proud sons of Urguan chose to look past these grievances, and strive for a more peaceful Axios after the great war; indeed, they came to us seeking mercy, in which we gave them such, a pact of non-aggression between our peoples. However we were once again betrayed. They broke such pact, through the murder of an innocent dwarf, and when our benevolent Grand King sought their Prince Ruric out, he lied about such murder to his face, showing the true colours of Rurics and Norlanders alike... This grudge will not go unpaid.” After the previous point, Kerwyr, Kaazkazamar of the Frostbeard Clan, speaks up. “Mythdort Frostbeard, the dwed whose murder at the hands of Uther Grimlee, a loyal Norlandic barbarian, was the reason our pact was broken, yet Norland chose to defend his actions. But what reasons would someone have to kill a dwed travelling in Norland after our supposed ‘peace’, the taking of bread from a gifted food chest. Our innocent dwed was murdered in cold blood, shot through the back with a crossbow bolt, merely for taking the rations he needed for his long journey home to Urguan. Norland even had the audacity to accuse US of attempting to murder their prince, threatening US with war if we did not comply, even after all the kindness we had showed them... This grudge will not go unpaid.” The Kaazkazamar of Clan Starbreaker, Mafraedon, arises to speak. “After all these events, we gave Norland terms, terms of peace for war was inevitable. Ten thousand minas in reparations, a blood oath to never harm another dwarf again, and to make a public and formal apology, so to finally accept all responsibilities for the crimes committed against us. They denied these terms. As we ensued in a cold war of sorts, they once again returned to us, and we gave them the same terms, yet rose the demands to fifty thousand minas, of which they said they could easily pay, yet returned to us their answer not four stone days later, denying our terms, showing a lack of remorse nor want to reason with our people. We gave them kindness once more, for them to only throw it back in our face... This grudge will not go unpaid.” After all the senators speak, the Grand King arises from his throne to speak once more. “I believe it is clear what we must do then,” he says before turning to Morug Goldhand, the recently appointed High Prophet of the Kirkja Dverga. “Would the Brathmordakin favour this decision?” he says, as the old dwed closes his eyes, reciting the prayers of old before turning to the Grand King and muttering his beliefs. “Yemekar created this world in his vision... Norlanders are not what he envisioned, their dishonour a clear affront to their creation - their curse far beyond that of repair. Whilst Anbella weeps at the thought of the loss of dwarven lives, Dungrimm demands justice, his thirst for the blood of our enemies unquenched - Alas, the will of the Brathmordahkin is clear, Grand King, but the choice is yours; will we have peace, or war?” A brief silence pervades the room, as all eyes once more turn upon the Grand King. “We will have war.” “VELAK YOTH OTHOK KRAVIIL KRONUL!” roars Grand King Bastion as the dwarves arise from their seats, war axes high in the air. “NARVAK OZ URGUAN! KAVIIR OZ NORLAND! KAVIIR OZ RURICS” the dwarves shouted, as the Grand Marshal Oyvind Frostbeard began immediately to rally the dwarven Legion to its full force, preparing for war, long and terrible. Declaration of Regency Mandate from the Obsidian Throne, 7th of the Grand Harvest, 1606 By order of Grand King Bastion Ireheart, it is hereby decreed that Fimlin Grandaxe shall take regency over the throne of Urguan, until the Grand King has returned from his pilgrimage to Dungrimm’s shrine. The role of the Lord Regent, as defined in the Articles of Urguan is as follows: The Regent of the Grand King cannot rule for longer than two stone weeks. The Regent of the Grand King cannot appoint or demolish any new council positions. The Regent of the Grand King is absolutely disallowed from proclaiming himself as the Grand King of Urguan, and from committing the physical act of sitting on the Obsidian Throne. The Regent of the Grand King is subject to a removal by the Senate of Hammers with an 80% majority vote, in which case the Senate of Hammers shall appoint a Regent with a 80% majority vote. The Senate of Hammers must have probable cause to remove the Regent appointed by the Grand King.

We thank Gror for his many years of stoic service to the Grand Kingdom of Urguan, and invite him to discuss with the Grand King or his representatives about future employment within the nation. The role of the Grand Marshal, as defined in the Articles of Urguan is as follows: To maintain order and peace during times of peace in the Grand Kingdom. To appoint and maintain the Legion of Urguan. To advise the Grand King on the nature of war. To lead incursions into enemy territory. To govern and organize conquered territories until peace has been made. To create and maintain an active policing force in the Grand Kingdom. To carry out executions upon criminals. To incarcerate criminals. To deal with any militaristic functions otherwise not specified and attributed onto him by the Grand King.
