I really liked the idea of, if a execution was public, that villain would be permakilled. It just makes the villain be more(or less, who knows) cautious, and once said villain is executed, that person would move on to another character. I know people are like "Oh, but I love this char too much!", but I mean...it was your choice to play a villain. In real life, when a criminal, who's known, has been convicted for a serious crime, you don't see them walking around calmly most of the time. There will be people who want said person dead and people who will want to bring that person to the authorities for a prize or reward or because they don't feel safe. The same goes for in-game, I imagine. Criminals on the run are on the run for a reason, so it's best if villains who have "Death Watch" on them role-play as cautious people and realize what position they're in. Also, the reason people hunt others down after killing them, I imagine, is because those people don't trust the villain to do the right thing and instead keep coming back. They can never feel safe when the chance that a villain who has killed many may come back to do more harm. That's why it's best, in my opinion, to permakill you character the next time s/he's caught by authorities and killed/executed. In truth, if I were a villain, I'd do it.
