VA BIRODEO HERZENAV AG ELDERVIK, THE COURT EXISTS WHEREVER THE CROWN GOES. This was a sentiment penned by the hand of King Sigismund III, and one that is shared where the Royal Court shall serve as the personal attendants of the Crown, who are of only the most prestigious talents. Yet while these courtiers provide advice and services directly within the Court, they shall be further integrated with the people of Haense. As stated in the Amadean Edict, the Grand Lady is charged with overseeing this courtly structure on behalf of the Crown, with the Court Custodian and Court Chamberlain as primary advisors. Beneath them, courtiers shall belong not to a singular office, but to either of these advisors, or the Crown directly. Should any wish to hold a position, a crow may be sent to His or Her Majesty. Kustodi i ve Kort | “The Court Custodian.” Held by Princess Royal Emma Anastasya | @Moenah The Court Custodian is responsible for the upkeep and oversight of the royal grounds, and the organisation of events within them alongside the Court Chamberlain. It is also their duty to act as the administrator of servantry, coordinating attendants for important visits, diplomatic meetings, events held within the Prikaz, and wherever else needed. Kambelan i ve Kort | “The Court Chamberlain.” Held by Lady Alexandra Baruch | @liz The Court Chamberlain is tasked with the management of the realm's revelry, ensuring that it remains lively with the oversight of the Palace Custodian. Their foremost priority is the capital and crownlands, where they shall hold festivities beyond the premise of the Prikaz. Further, they shall liaise with the Grand Maer, themselves representing the Royal Court, and the latter representing the City of Valdev. Alkovik i ve Krawn | “The Royal Alchemist.” Held by [VACANT] As the foremost authority in the realm on potioncraft and herbology, the Royal Alchemist sits as head of the Crown’s alchemy guild. Its members are expected to fill the royal stores of alchemical weaponry, and seek knowledge to the benefit of the realm and her people. Additionally, the Royal Alchemist may be called upon to sit as advisor to the Crown on all matters alchemical. Esralik i ve Krawn | “The Royal Astronomer.” Held by Princess Mischa Florentina | @Melpomenne The Royal Astronomer’s duty is chiefly to study the stars, and to learn what messages the stars might in turn impart to the Astronomer. Through the study of the Haeseni Zodiac, and the natural philosophies that underpin God’s creation, the Astronomer may determine the procession of the seasons and the phenomena that accompanies them, cosmic or worldly, by mapping the placement of constellations. Vrach i ve Krawn | “The Royal Physician.” Held by Lady Marian Weiss | @CasChaos Charged with ensuring good health of the Royal Family foremost, alongside management of the clinic, the Court Physician need not only be the chief medic of the Hospital of St. Amyas, but also a medic trusted by the crown to serve the Royal Household. Alongside his place within the Haeseni clinic, the Royal Physician is tasked with observing illnesses of high ranking courtiers and the Royal Household alike. Khazya i ve Okjainez | “The Master of the Hunt.” Held by [VACANT] The Master of the Hunt is tasked with management of the royal hunting retinue alongside governance over the royal kennels and subsequently the hunting hounds. The Master of the Hunt must also remain up to date with the ongoings of the neighbouring forests of Valdev, and lead tracking parties through the aforementioned forests in search of game for the royal hunting retinue. Khonikler i ve Krawn | “The Royal Chronicler.” Held by [VACANT] Entrusted with upkeep of the Haeseni records of national famine, illness, deaths, marriage, etc., the Royal Chronicler must maintain the royal records and work alongside Their Majesties other courtiers with additions and omissions from public record. The Chronicler must also create work alongside the Royal Physician, Royal Astronomer, and Master of the Hunt to create an annual almanac. Khazya i ve Duniy | “The Master of the Horse.” Held by [VACANT] Managing the Crown’s stable, the Master of the Horse ensures that all horses of the royal retinue are finely bred and trained to extraordinary speeds and strength. They must maintain a stable brimming with horses capable of being utilised by the Crown, Knights, Brotherhood of Saint Karl, and tournaments. Khazya i ve Rzatiky | “Master of the Wardrobe.” Held by Firress Anastasia Ivanovich | @PerfectlyPeachy The Master of the Wardrobe is charged with maintaining the attire of the uppermost courtiers as the chief of the Queen’s ladies-in-wait. It is their duty to ensure those of the Kingdom dress appropriately to their status, as well as working alongside dressmakers from across the continent to ensure the Royal Family is equipped with the finest textiles and furs available. Jeazikna i ve Krawn | “The Royal Herald.” Held by Firr Ratibor Radovanic | @ContestedSnow The Royal Herald is tasked with making announcements on behalf of the Royal Household, and subsequently the Royal Court to the general Haeseni public. This position can be attributed to one of high secrecy, as the Royal Herald is entrusted with deliveries from the Crown to individuals as requested, and with publishing documents on the city’s noticeboard. Khazya i ve Klyuchi | “The Master of the Keys.” Held by Firress Deia | @ivery Tasked simply with the upkeep of key distribution and maintaining ledgers of key ownership for the Prikaz, the Master of the Keys shall ensure that those who reside within the castle receive access to the appropriate halls, or change locks if security is in question. These are the words written by King Sisigmund III ‘the Golden’ over a century ago. In this time we have driven back both Emperor and King. Now the eternal enemy lay crushed beneath twenty-thousand boots. The Haeseni have proven their strength by steel and blood. Our realm persists, as it shall for a thousand years. The Haurul was first written in 340 E.S., the year following the proclamation of the Edict of Separation and the independence of the Kingdom of Hanseti-Ruska from Orenia. It was rewritten in its entirety throughout 400 E.S. by order of ‘the Golden’, and had persisted largely unchanged throughout the reigns of the three Kings to follow. We stand now 103 years since the signing of the Peace of Eastfleet and the de facto end of Heartlander Imperium. May this law be the only law to bind our people, from this day, until the last day. By the grace of the Crown shall the Aulic Government manage all affairs of the Kingdom, and it shall consist of the Aulic Council, the Brotherhood of Saint Karl, the Royal Jovenaars, the Royal Court, and the Royal Duma. Ch. VI. “The Aulic Council” (Ve Euylik Konkil) VI.I. The Aulic Council shall lead the Aulic Government, and the Palatine shall lead the Aulic Council as greatest advisor of the Crown. VI.II. Upon the Aulic Council shall sit: i. Ve Palatin (“the Palatine”), who shall wield the Golden Bulava as leader of the Aulic Council. ii. Ve Herzen i ve Duma (“The Speaker of the Duma”), who shall wield the Black Bulava as overseer of the Royal Duma. iii. Ve Hauchkommandant (“The Marshal”), who shall wield the Iron Bulava as commander of the Brotherhood of Saint Karl. iv. Ve Kossarowain (“The Knight Paramount”), who shall wield the Steel Bulava as First Knight of the Knight's Table. v. Ve Aranyiaz (“The Treasurer”), who shall wield the Silver Bulava and cultivate the wealth of the Kingdom. vi. Ve Szara (“The Emissar”), who shall wield the Ivory Bulava and represent the Crown diplomatically. vii. Ve Hauchherzenas (“The Grand Lady”), who shall wield the Rose Bulava as representative of the Queen's Council. VI.III. The Consort and Heir shall have the right to attend meetings of the Aulic Council. Ch. VII. “The Brotherhood of Saint Karl” (Ve Oreonir Svankt Karleo) VII.I. The Brotherhood of Saint Karl shall be the army of the Kingdom and keeper of its peace, and the Marshal shall command it. VII.II. No other army shall stand nor recruit without the assent of the Crown. Ch. VIII. “The Aulic Court” (Ve Euylik Kort) VIII.I. The Aulic Court shall be the judges of law of the Kingdom, and it shall consist of the Aulic Council as the foremost judges in the realm, and the other crown-appointed Jovenaar. VIII.II. The Crown may convene the Aulic Court whenever a dispute of law is brought before them to trial the matter and pass down judgement VIII.III. Those who come before the Aulic Court may resolve their issue by: i. Trial by Plea, wherein all parties shall present their case to the Court by word of mouth and evidence, and this shall be the default form of trial where parties cannot agree on another form, ii. Trial by Combat, wherein the parties shall duel to yield to determine the wrongdoer, and is reserved only to those of Haeseni blood. VIII.IV. The Aulic Court shall punish the guilty in proportion to their age, capability, and wrong they have done. VIII.V. Let they who believe the Court to have wronged them profess their innocence before the Crown. Ch. IX. “The Royal Duma” (Ve Krawneo Duma) IX.I. The Royal Duma shall sit as representatives of the Haeseni people by the grace of the Crown to advise on matters of law and action, and the Speaker shall oversee the assembly to ensure its sittings are peaceful and productive. IX.II. The Speaker shall be recommended to the Crown through a vote in the Royal Duma, of which those eligible for recommendation are: i. Every Haeseni Lord of landed title, ii. The Royal Aldermen. IX.III. The Royal Duma shall consist of two assemblies: i. The Upper Assembly. ii. The Lower Assembly, whose number shall not exceed half the seats of the Upper Assembly. IX.IV. Upon the Royal Duma shall sit: i. Every Haeseni Lord of landed title or their appointed representative, of which shall be a member of their family, who shall sit upon the Upper Assembly. ii. The Royal Aldermen, who shall sit upon the Lower Assembly. iii. The Grand Maer, who shall sit upon the Lower Assembly. iv. The Palatine, only as an arbitrator if a vote is tied. IX.V. The Grand Maer shall be elected to the Royal Duma through public elections held every six years, in which any Haeseni adult may run. The Maer shall be responsible for, and entitled to: i. Collect tax on behalf of the Treasurer. ii. Manage the Royal Capital’s tavern, or employ someone to do so. iii. Maintain the appearance of the Crownlands and Capital, and aid the Crown with improvements to infrastructure. iv. Hold festivities within the Crownlands and Capital, and liaise with the Royal Court. v. Publish Writs of Banishment and direct soldiers of the Brotherhood of Saint Karl if their commands are not contrary to that of the Officers, the Aulic Council, or the Crown. vi. Reside within the Maer’s Chamber of the Royal Duma Hall for the duration of their term. IX.VI. The Royal Aldermen shall be nominated to the Royal Duma by way of Royal Decree or majority vote in the Duma, and may remain in office until their forfeiture or removal, in which any Haeseni adult may run if they do not currently sit upon the Duma. IX.VII. On the first sitting of every session following an election cycle, there shall be elected from among the members of the Royal Duma: i. The Lord Handler, who shall aid in all apparent duties of the Speaker, stands responsible for marking attendance and voting tallies, and assumes the role as overseer of the Royal Duma in absence of the Speaker. ii. By Crown decree in time of need; the Royal Auditor, who shall upon their own volition seek to root out idleness and corruption amongst such high office as the Aulic Government and Noble Peerage. IX.VIII. As representatives of all Haeseni people, the Royal Duma shall: i. Petition the Crown to sign bills passed by three-fourths majority vote into law, ii. Advise the Crown by three-fourths majority vote, iii. Introduce or remove members of the Lower Assembly by three-fourths majority vote, iv. Establish and mandate both civil and martial infrastructural works, v. Create organised political institutions within the Royal Duma, vi. Receive petitions from the citizenry, vii. Mandate national holidays, viii. Elect Haeseni citizens to the Royal Orders of Merit. ix. Summon and investigate members of the Aulic Government and Noble Peerage, x. Ensure the regulation of law and domestic policies of the Royal State, xi. Ratify international treaties. IX.IX. The Royal Duma shall sit once called by the Speaker, and those who neglect to attend regularly shall have their privilege suspended by the Crown. IX.X. A sitting of the Royal Duma that lacks at least half of its members and the Black Bulava shall be unlawful. Ch. X. “The Royal Court” (Ve Krawneo Kort) X.I. The Royal Court shall be responsible for the maintenance of the Royal Grounds, and social, cultural, marital, and educational aspects of the Kingdom, and the Grand Lady shall lead the Royal Court on behalf of the Crown. X.II. The spouse of the Heir shall oversee the Royal Court with the Crown’s guidance, and shall be permitted to make appointments, and write reforms to the structure of the Royal Court if granted Crown assent. Ch. XI. “The Hospital of St. Amyas” (Ve Szpital Svankt Amyaseo) XI.I. Led by the Royal Physician, the Hospital of St. Amyas is a body of certified medical practitioners with the purpose of treating the injured and the ill. Ch. XII. “Haeseni Language” (Haenzi Jeazik) XII.I. The language of the Kingdom shall be New Marian (Naumariav). Ch. XIII. “Sigmundic Calendar” (Sigmundik Kalendar) XIII.I. The dates of the Kingdom shall follow the Sigmundic Calendar, whose months are: i. Wzuvar ag Byvca, known in common as Snow’s Maiden, ii. Jula ag Piov, known in common as Malin’s Welcome, iii. Vzmey ag Hyff, known in common as the First Seed, iv. Gronna ag Droba, known in common as the Grand Harvest, v. Tov ag Yermey, known in common as the Sun’s Smile, vi. Msitza ag Dargund, known in common as the Amber Cold, vii. Joma ag Umund, known in common as the Deep Cold. XIII.II. The year of the Sigmundic Calendar shall be 349 years more than the Common Calendar and suffixed with E.S., or Ehr Sigmunda. Ch. XIV. “Faith” (Lendyya) XIV.I. The faith of the Kingdom shall be Canonism, and no other faith shall be practised. JURA I KRIMA LAW OF CRIME “These words shall proclaim the law of order of the Kingdom.” Ch. I. “Regarding the rule of law” I.I. No man shall be punished for a crime not within this code of honour. I.II. Let he who attempts or conspires to commit a crime be guilty of Attempt, to be punished as if they had committed the crime itself. I.III. Let he who aids or conspires with another to commit a crime be guilty of Contribution, to be punished as if they had committed the crime itself. I.IV. Let he who commits a crime through carelessness or recklessness be guilty of Negligence, to be punished as if they had committed the crime itself. I.V. Let he who aids criminals and frustrates justice be guilty of Obstruction. I.VI. Let he who abuses their rank or office for improper gain be guilty of Corruption. Ch. II. “Regarding blasphemy and heinous acts against GOD” II.I. Let he who flouts the teachings of the Church of the Canon be guilty of Heresy, and let he who undermines or challenges the teachings of GOD, his prophets, saints, and scriptures be guilty of Sacrilege. II.II. Let he who soils a place of Godani, be it church or graveyard, through drunkenness, dress, tongue, or exhumation be guilty of Desecration. II.III. Let he who lies with another outside of matrimony be guilty of Fornication. II.IV. Let he who lies with his parent, child, niece, nephew, aunt, uncle, brother, or sister of the other, either by marriage or by blood be guilty of Incest. II.V. Let he who lies with a Descendant of another race be guilty of Miscegenation. II.VI. Let he who consumes the flesh of another be guilty of Cannibalism. Ch. III. “Regarding the usage of magic, sorcery and witchcraft” III.I. Let he who uses or practices dark magic be guilty of Dark Witchcraft. III.II. Let he who is of demonic, necrotic, or otherwise unholy origin be guilty of Abomination. Ch. IV. “Regarding acts of treason and invasion” IV.I. Let he who conspires to bring harm against or breaks an oath to the Crown, the Royal Household, or the Kingdom be branded a traitor to the realm and be guilty of Treason. IV.II. Let he who partakes in the conspiracy to bring harm against the Crown, the Royal Household, or the Kingdom either by assisting, supplying, hiding, or deliberately not sharing knowledge of the suspected traitor be branded a traitor to the realm and be guilty of Aiding and Abetting Treason. IV.III. Let he who shares information that the Crown has deemed to be of classified nature be branded a traitor to the realm and be guilty of Espionage. IV.IV. Let he who speaks foul or ill to that of the Crown, the Royal Household, or the Kingdom be branded a traitor to the realm and be guilty of Sedition. IV.V. Let he who organises or partakes in an armed group against the Crown, the Royal Household, or the Kingdom be branded a traitor to the realm and be guilty of Insurrection. IV.VI. Let he who organises or partakes in an armed group within that of the ranks of soldiery against their superiors be branded a traitor to the realm and be guilty of Mutiny. IV.VII. Let he who abandons his duties as a soldier be branded a traitor to the realm and be guilty of Desertion. IV.VIII. Let he who belongs to a foreign military or organisation enacting law or will on Haeseni land be guilty of Invasion. Ch. V. “Regarding counterfeiters, forgery and fraud” V.I. Let he who forges the seal or signature, writes false records, legal documents, or other documents regarding the realm be guilty of Forgery. V.II. Let he who sells misrepresented or stolen wares, mints currencies within the realm on his own accord, or knowingly spreads it be guilty of Forgery by Counterfeiting. V.III. Let he who presents himself as another be guilty of Impersonation. V.IV. Let he who flouts his debts be guilty of Racketeering. V.V. VII. “Regarding theft, trespass, and general menace” VII.I. Let he who steals any belonging or coin of another be guilty of Theft. VII.II. Let he who extorts tolls under threat of arms be guilty of Banditry. VII.III. Let he who intrudes on the land of another, be it fief or building, be guilty of Trespass. VII.IV. Let he who defaces the property of another or does damage to that of farmlands or forestry be guilty of Vandalism. VII.V. Let he who wrongly slanders the name and honour of another be guilty of Defamation. VII.VI. Let he who persists as a nuisance to others be guilty of Harassment. JURA I SZLATA LAW OF NOBILITY “These words shall proclaim the standards, privileges, and responsibilities of the Noble class.” Ch. I. “Regarding the Noble Class” I.I. The Noble Class shall include he who holds a landed title and their lawful kin. I.II. Landed titles shall be titles granted by the Crown to a Haeseni citizen, and that title shall pass unto his heir. I.III. Let he who carries a title of nobility without land be deemed a titular Noble. I.IV. Titles without land shall be titular titles, granted to an individual by the Crown, and shall return to the Crown upon the death of that individual. I.V. Titles of Nobility within the Kingdom shall include: i. The charge? ‘Conspiracy against the Crown’ - it is, I cannot deny, a most intriguing headline, though ‘leaving Whitespire’ does not quite live up to that title. Krawns allows for all patrons, Haeseni or not, to safely deposit their mina at no fee by investing their mina in either Bronze, Silver or Gold Krawns. But now that the settlers of Almaris have been long established, the mina price has inflated so much that the need for Bronze Krawns is no longer present. This leaves the Golden Crow Bank with only Silver or Gold Krawns being a viable option for their patrons to invest in. With the extended period between the last exchange, takeover of a new Treasurer, the inflation of mina, and the upset that war brought, it is decreed that a new series of Krawns to be minted in the following forms: Gold Krawn - (1st-10th) Edition: Haeseni currency that can be exchanged at the Golden Crow Bank in Haense for 100 Mina. This solid gold coin has the crest of the City of Siegrad imprinted on one side, and the face of Saint Karl, founder and patron Saint of Haense, on the other. I. Necessary Definitions Dark Magic: Sorceries bestowed or granted by unsavory powers and entities, or practices which necessitate the need to take a life to function. Dark Beings: Creatures created by Iblees or Daemons that often use unsavory powers. II. Yet, in the process a major crime was left out of the Jura i Krima, the Law of Crime. While kidnapping usually involves more crimes, it is also a serious offense of its own and should be regarded as such given the status of a crime. I. INTRODUCTION Ever since the introduction of the new Haurul Caezk, there have been provisions against imposing punishment upon those under the age of sixteen (as of recently), and those of unsound or simple mind. However, the Haurul Caezk offered no definition of what is a punishment and what isn’t, and this law simplifies so by introducing the four standard punishments to the Haurul Caezk. Chapter I, Section XIV shall read:* XIV Punishments are defined to be fines, banishment, imprisonment, and execution. Chapter I, Section XIV-XXVII shall be shifted in numer in accordance with the above addition. *While other consequences of crimes, such as branding, are commonplace in the Kingdom, these shall not be defined as punishments. It is additionally noted that the Aulic Court may issue any consequence outside of these listed punishments after a trial, and that they are not restricted purely to the aforementioned.   23. THE KARENINA LAW BAR MAAN OVARE SYR Introduced by THE PALATINE On this 9th of Tov and Yermey of 414 E.S. INTRODUCTION Since its inception in the year 409 E.S., the Karenina Accord has been the forefront of the political debate in the Kingdom. Its primary goal has always been a change in the succession laws of the Kingdom among the peerage* to that of absolute primogeniture, rather than the male-preference primogeniture that has been adhered to for the past centuries. Chapter III, Section XV shall now read:** XV Landed titles and their land shall be inherited, whether after death or abdication: Firstly by the eldest child and their line, Secondly by the next eldest child and their line, and so on and so forth, Thirdly by the eldest sibling and their line, Fourthly by the next eldest sibling and their line, and so on and so forth, Fifthly by the eldest relative in adherence to lineal ascent, Sixthly by resolution of the Crown or the Royal Duma. Chapter III, Section XVIII shall now read:*** XVIII Nobles who behave as follows shall be automatically disinherited: Join the priesthood, Take a spouse who is not of a Noble House in the Kongzem or abroad, Marry out of their Noble House, Assume rank or office in a foreign nation. *It has, and will always be, the prerogative of the Crown to decide upon its own succession law, and therefore this bill has no intention nor desire to suggest or advise the Crown to change these, instead only seeking to change that of the landed titles. **This change shall not take effect on the current born generation of heirs, and shall therefore not displace any of the current living heirs, unless the landed peer decides so (which must be expressed directly to the Crown). These heirs are, as far as the Crown is aware (in order of rank and seniority): Isabel Baruch, heir to Valwyck. Mikhail Ruthern, heir to Vidaus. Konstanz Barclay, heir to Reinmar.
