  1. THE PACT OF CROW AND KRAKEN Agreed on the 10th of this Joma and Umund, 372 ES. Between the Kongzem of Hanseti-Ruska and the Sovereign State of Talon’s Port ARTICLE: SOVEREIGNTY The Kongzem of Hanseti-Ruska and the Sovereign State Talon’s Port, hereafter "the signatories", do pledge mutual recognition of sovereignty and agree: I: THAT the power of rule of each signatory in their respective territories shall be fully respected by the other; II: THAT the signatories accept the authority of the Koeng or Koenas of Hanseti-Ruska and the Sovereign of Talon’s Port as representative of the will of their peoples and thus the signatories shall recognize no other position claiming such. ARTICLE II: NON-AGGRESSION The signatories enumerated do mutually agree that any forces affiliated with their banner, nation, reigning bloodline, etc., shall not engage in military action against the other signatory. If such were to occur, the signatories shall endeavor to resolve the issue diplomatically. I. Signing parties formally enter a pact of non-aggression. The pact will last for a duration of ten years. II. Signing parties refrain from participating in any conflicts that put them at odds with one another. III. Residents of Talon's Port are protected while in Haeseni territories, and residents of the Kongzem of Haense are protected while in Talon's territories so long as they act within the laws of the respective realms. IV. Attacks from third parties residing in Talon's Port or the Kongzem of Haense will not be considered acts of aggression, but must be dealt with by the government of the offending party's residence. V. Guilds or mercenary contracts stationed within Talon's Port or the Kongzem of Haense will be subject to legal prosecution if offending the pact in city limits or on citizens of either city. ARTICLE III: FREE TRADE The signatories enumerated do mutually agree to afford merchants from each nation the ability to trade in the lands of the other signatory free of tax, tariff, harassment or other economic burden. The signatories do mutually agree to grant the other signatories a tax-free stall within the borders of their respective capitals, which shall not sell trade goods that are illegal or offensive in light of the relevant nation's laws and customs. The signatories do mutually agree that large-scale trading agreements between each other can be purchasing (the exchange of goods for mina) or bartering (the exchange of different wares on rates agreed upon or established by custom or precedent). The signatories have agreed to the following terms regarding trade between their respective realms: I. Reduced tax fees on stalls and docks spaces and a single stall reserved for Haeseni goods in Talon’s Port, once said stall has been constructed. II. Docks will be open to Haeseni vessels, but still subject to port regulations. III. Stable space will be made available for safe keeping of llamas and horses. ARTICLE V: DURATION The signatories enumerated do mutually agree that this Pact shall last a period of ten years, with the option to renew or abrogate upon the expiration of that period. Between the Kongzem of Hanseti-Ruska and the Silver State of Haelun’or ARTICLE I: ON SOVEREIGNTY The Silver State of Haelun’or and The Dual Monarchy of Hanseti-Ruska, hereon referred to as “the signatories”, do pledge to mutually recognize each other’s status as sovereign powers over their peoples, meaning: 1. THAT the power of rule of each signatory in their respective territories be fully respected by the other. 2. THAT the signatories agree to engage in diplomatic functions as two states. 3. THAT the signatories accept the authorities of the heads of state of each party. ARTICLE II: ON ASYLUM The signatories enumerated do mutually agree to respect the sanctity of their respective races, recognizing all fair-skinned Elvenkind as the High Elven race born of Haelun’or and Larihei, and all humans born within the borders of Haense or belonging to Hanseti citizenry as constituting the race of the Hanseti. The signatories do mutually agree to refuse asylum, residence, protection, and protectorate status; and not to assist in the purchase, maintenance or defense of settlements constituting individuals or communities recognized as belonging to or constituting any significant minority or majority of the race of the High Elves or Hanseti without written permission from the sitting ruler of Haelun’or or Haense respectively. The signatories mutually agree to recognize members of the High Elven or Hanseti race within the confines of one another's borders before the 9th of Sun's Smile, Year 22 of Second Age as being exempt from this article until such a time that said parties no longer reside within their respective borders. ARTICLE II: FREE TRADE The signatories enumerated do mutually agree to allow merchants from each respective party to trade in each other's lands free of tax, tariff, harassment, or other imposed burden. The signatories do mutually agree to grant the other signatories a tax-free stall within the borders of their respective capitals. The signatories do mutually agree that large scale trading agreements between each party can be of either the purchasing kind (meaning that wares are purchased for minae) or of the bartering kind (meaning that different wares are traded on rates mutually agreed upon or previously set by precedent). ARTICLE III: DEFENSIVE ALLIANCE The signatories enumerated do mutually agree to a defensive military alliance, promising the whole of their forces in the instance of aggression towards either nation. ARTICLE IV: DIPLOMATIC CORRESPONDENCE The signatories enumerated do mutually agree to establish formal embassies and convene once every four years to promote closer diplomatic relations and cooperation with one another. ARTICLE V: DURATION The signatories enumerated do mutually agree that the pact is to last the period of 10 years with the option of renewal or abrogation once the duration has expired. THE TREATY OF KAROSGRAD Agreed on the 11th of Joma and Umund, 372 / 11th of Sigismund’s End, 1819 Between the Kongzem of Hanseti-Ruska and the Holy Orenian Empire ARTICLE I: SOVERIGNTY The Holy Orenian Empire, and the Kingdom of Hanseti-Ruska do duly seek to respect the succession and nomenclature of the Imperial and Royal Households, as defined in the respective law codes. ARTICLE II: NEUTRALITY The Kingdom of Hanseti-Ruska in pursuing to uphold both the Treaty of Helena, as well as the Iron Accords, shall continue to uphold its neutrality in all conflicts between the Holy Orenian Empire and the co-signatories of the Iron Accords. This neutrality shall prohibit economic and military aid to the Iron Accords and the Holy Orenian Empire, and the movement of armies through Haeseni borders. ARTICLE III: TITULAR RECOGNITION The Holy Orenian Emperor shall amend his titles to read Protector of the Orenian Highlanders, recognizing the crown of Hanseti-Ruska as the only Protector of the Highlanders. ARTICLE IV: TERRITORIAL DISPUTES The territory to the northwest of the Holy Orenian Empire, and to the South of Karosgrad shall be considered property of the kingdom of Hanseti-Ruska, according to the borders displayed in the map. INTRODUCTION This bill proposes to ensure that those who have either absconded from society in general with no legal proof of their living or have in-fact disappeared are considered dead by society so that life might continue on without them. Once declared legally dead, all other processes which would normally occur can begin, such as inheritance. I. Necessary Definitions Disappearance: The person in question has disappeared from society entirely neither writing letters or being seen generally. II. Amendments 508: Legal Death 508.01: After a period of five years or more, a subject may have the right to appeal to the Jovenaars to have a person declared dead on account of their disappearance. 508.011: If a person has been falsely declared dead, they may appeal to the Jovenaars for the return of their lost assets. An act to criminalize the cultivation and manufacturing of drugs INTRODUCTION The Purpose of this bill is to illegalize the manufacturing and cultivation of illegal drugs and any addictive and intoxicating substance besides alcohol or tobacco. I.   7. JURASZ VE KOENGZ DUMA Grave Robbing Bill of 371ES Introduced in the Duma. An act to amend a part of section 421 of the Haurul Caezk to better describe the act of exhuming a grave. INTRODUCTION As it stands, section 421.04 states that exhuming a grave is punishable under law, though this currently leaves much room for interpretation due to the vagueness of the wording. With this amendment, the section will include the act of grave robbing to be punishable under law. I. Necessary Definitions Grave Robbing - A person who steals corpses or their valuables from tombs or graves. Valuables - Items of great worth or significance. II. Amendments Section 421: Sanctity of the Faith shall be amended from: Sanctity of the Faith 421.04: The crime of exhuming a grave without express consent from the Pontiff, local Archbishop or local Bishop shall constitute a middling offence. To be amended to: Sanctity of the Faith 421.04: The crime of stealing a corpse(s) or valuable(s) from a grave or tomb without express consent from the Pontiff, local Archbishop, local Bishop, or The Crown shall constitute a middling offence. INTRODUCTION The purpose of this bill is to illegalize the usage of masks and other coverings in an attempt to shield and make ones face indiscernible, thus preventing a potential criminal from being identified. I. Necessary Definitions Face Shielding: Using any form of clothing to make the wearer’s face indiscernible. II.   9. JURASZ VE KOENGZ DUMA Aldrikian Judicial Reform Bill of 369 ES Introduced in the Duma. An act to establish a pre-trial motion to dismiss charges against a defendant and the procedure to follow when issuing a motion, as well as pre-trial settlements, and warrants for Royal Detectives. INTRODUCTION Should a subject of Haense feel that the charges against them are illegitimate and do not warrant the time and energy associated with a trial, they may seek to have the charges dropped before going to trial. This bill establishes the motion to dismiss and the procedure that one must follow when submitting one to the Aulic Court. In addition, this bill establishes the procedure of settlements, where a case may be negotiated to a close before the trial, and warrants, where a Royal Detective may compel someone to allow a search of their property. I. Necessary Definitions Dismissal: when all the charges laid against a defendant are dropped before a trial. Defendant: a subject that has been accused of committing crimes in the Kingdom of Hanseti-Ruska. Plaintiff: a subject that has been summoned to a civil trial for alleged damages. Settlement: an agreement between two parties to resolve a case before going to trial. Warrant: a temporary license issued by the Aulic Court to perform a specific act II. Amendments The Haurul Caezk shall be amended to create the following new subsection: 303.04: Motion to Dismiss: 303.041: If a defendant in a criminal trial or plaintiff in a civil trial seeks to have the summons against them dismissed, they may issue a motion to dismiss to the Aulic Court. 303.042: Motions to dismiss must clearly state why the defendant or plaintiff believes the summons should be dismissed. 303.043: Motions to dismiss must be made available to opposing counsel. In a civil trial, this means the other plaintiffs in the case. In a criminal trial, this means the Lord Justiciar and/or the Royal Jurist prosecuting the case. 303.044: The three Jovenaar that shall handle the trial will then either approve or reject the motion to dismiss. If the motion is granted, the summons will be dismissed and there will be no trial. Otherwise, the trial will continue as planned. 304.05: Settlements: 304.051: To avoid a trial, the two plaintiffs in a civil trial OR the prosecution and defense in a criminal trial may negotiate an agreed settlement. 304.052: The settlement will be legally binding and must be fulfilled. If either party fails to uphold the settlement, the original charges will be re-established and the offender will be automatically found guilty. 313: Warrants 313.01: Warrant to Search Property: 313.011: If an agent of the Crown deems it necessary to enter a private or government owned property to investigate a crime, they may petition any Jovenaar for a warrant. 313.012: The High Justiciar and/or Royal Jurist must provide their reasons for the warrant when they apply for one. The Jovenaar will then decide whether the given reasons justify the issuing of a warrant. 313.013: A warrant to search property will be reinforced by the law and cannot be refused. Refusing to allow an agent of the Crown to search a property with a warrant shall be the crime of obstruction of justice. 313.014: A Royal Detective or soldier of the HRA may enter a property without a warrant if they feel there is probable cause to do so. 313.015: Probable cause shall be defined as hearing shouting, screaming, any signs of a struggle, or any sign that the lives of any Haeseni subject may be at risk. 419.07: The crime of refusing the execution of a warrant shall be a middling offence. INTRODUCTION This bill aims to ensure that Jovenaars have the right within the law for the return of property stolen by criminals to the rightful owner. Additionally, the classification of offences needs updating. I. Necessary Definitions Property is defined as personal effects, goods or otherwise owned property belonging to the aggrieved party II. Amendments Section 506: Court Orders of the Haurul Caezk shall be amended to include the following: 506.06: Order to Return 506.061: Where the Aulic Court finds that one party is guilty of theft, the Aulic Court may order the return of the stolen items, if the items are viewed to still be within reasonable condition; 506.07: Order to Replace 507.01: Where the Aulic Court finds that one party is guilty of theft, the Aulic Court may order the replacement of the stolen items, if the items are viewed to no longer be within reasonable condition; 506.08: Breach of a Court Order shall constitute a minor offence.   11. JURASZ VE KOENGZ DUMA Nobility Personal Guard Reform of 368 ES Introduced in the Duma. An act to reform the system of the nobility’s personal guards. INTRODUCTION This bill seeks to amend the law regarding the right of the nobility to retain two personal guards, and create its own section dealing particularly with the personal guards of the nobility, such as increasing the amount of personal guards that certain peerages may retain, and clarifying that the Peers may construct a residence for their personal guards. I. Necessary Definitions Personal Guard: Someone in the hire of a Haeseni Peer and their Noble Kin, tasked with their protection. II. Amendments Section 603.07 shall be amended to the following: 603.07: A Haeseni Peer and their noble kin shall be entitled to retain personal guards, in accordance with Section 605; Section 605 shall be added to the Haurul Caezk: 605: Personal Guards 605.01: A Haeseni Peer may hire and retain personal guards for the protection of themselves and their noble kin; 605.02: The amount of personal guards a Haeseni Peer may hire and retain shall depend on the rank of their peerage; 605.021: A Baron or Baroness may hire and retain one personal guard. 605.022: A Viscount or Viscountess may hire and retain two personal guards. 605.023: A Count or Countess may hire and retain two personal guards. 605.024: A Margrave or Margravine may hire and retain three personal guards. 605.025: A Duke or Duchess may hire and retain four personal guards. 605.03: A Haeseni Peer shall be allowed to construct a residence for their personal guards upon their land. She worked alongside her assistant Dele Seregon by trying to push for more military medics and improving the structure of licensure in the city. Mayan also tried to encourage the building of a larger clinic and more money for supplies and herbs. When interviewed during her tenure, Doctor Mayan claimed that both she and her medics were often mistreated by the Haeseni people due to being Elves, which almost led to the cutting of her ears. This racism, coupled with a turbulent period following the Burning of Old Reza where the Hospital found itself unable to cope with the volume of patients, eventually led to Doctor Mayan's resignation. --- II HAUCHMEDZA Cheysna Kovachev Chesna Kovachev 300 E.S. - 306 E.S. | 1747 A.H. - 1753 A.H. @UnBaed Monarch(s): Andrik IV, Sigmund II During Doctor Chesna Kovachev’s tenure as Surgeon general, she renovated the whole clinic to try and improve the hospital along with replenishing the stocks on medicine and herbs. Her renovations were considered quite lovely due to the architecture skills the Kovachevs were so famed for. However it was said that Chesna was not very popular and received criticism for her efforts in the production of medicine and her push for more support to the hospital. This caused her to eventually retire as the Surgeon General. --- POSITION VACANT, 306 - 313 E.S. | 1753 - 1760 A.H. --- III HAUCHMEDZA Cynder Cinder 313 E.S. - 323 E.S. | 1760 A.H. - 1770 A.H. @Missa_Demaris Monarch(s): Sigmund II Doctor Cinder was thrust into the position of Surgeon General upon the attempted assassination of the young Koeng, Sigismund II, from a near-fatal crossbow bolt that pierced the Koeng’s neck whilst young. Whilst he was saved, his voice would remain gravelly and quiet. Many conclude that Doctor Cinder's tenure was plagued by personal malpractice; often, other medics would have to reset patients' bones after Doctor Cinder had done it incorrectly, and she also became infamous for botched amputations. The Surgeon General later became more lax in her approach to her work, after the construction of a new hospital she was replaced. --- IV HAUCHMEDZA Tatyana Ruthern Tatiana Ruthern 323 E.S. - 333 E.S. | 1770 A.H. - 1780 A.H. @Disheartened Monarch(s): Sigmund II Doctor Ruthern's tenure as Surgeon General saw the onset of the Scyfling Invasion, which brought with it hordes of wounded soldiers and civilians alike. The hospital was regularly filled with new bodies and victims suffering all sorts of calamities from lost limbs to burns. During the moments Tatyana was not saving the wounded, she was overseeing the tutelage of new combat medics to replace others in the field. During one of the many battles of the conflict, Tatyana was tasked with saving and amputating the Koeng Sigismund II after mangling his arm during the fighting. As the dust began to settle and the Scyfling numbers thinned until the eventual death of Bralt the Boar and surrender of the Scyfling invaders, Tatyana resigned having, without doubt, saved a number of lives. --- V HAUCHMEDZA Darinndrabor Blackroot Darinndrabor Blackroot 333 E.S. - 338 E.S. | 1780 A.H. - 1785 A.H. @Datweirdguy Monarch(s): Josef I After medical affairs quietened following the end of the Scyfling Invasion, Doctor Darinndrabor Blackroot was appointed Surgeon-General after Doctor Ruthern's resignation. Darinndrabor had been a medic and combatant during much of the Scyfling Conflict, running head-first into conflict and even becoming injured himself on occasion. As the clinic was in dire need of a new Surgeon General, Darinndrabor stepped up to the mark with an apprehensive welcome by his patients. This apprehension was aroused by the Dwarf’s unwillingness to heal soldiers, but rather move to immediately amputate limbs. As he stepped into his position, concern would only continue to grow. During one such attack on a hold-out left over from the Scyfling War, in an attempt to bring the Marshal, Manfred Barclay, to the medical tent he attacked him from behind to knock him out. Thankfully, soldiers stepped in to halt the Dwarf and he was sent scurrying away, though it was not the last of his troubles. Darinndrabor eventually resigned after threatening an elf with his axe, with some stating that he did more harm than good. --- VI HAUCHMEDZA Elyanor Amador (vas Barclay) Eleanor Amador (née Barclay) 338 E.S. - 352 E.S. | 1785 A.H. - 1799 A.H. @Mady Monarch(s): Josef I Doctor Eleanor Amador took over management of the Hospital during the onset of the Inferi Invasion, which brought with it battles and masses of injuries, and resumed a rigorous training scheme to raise a new generation of medics both within and outside of the HRA. When researching her tenure, Prinzenas Katerina learnt - primarily from Doctor Aestenia and Lady Rosalind Amador - that Doctor Eleanor had often suffered from mistreatment and was often in conflict with patients and soldiers who refused to follow instructions. After the war and migration to Almaris, Doctor Eleanor resigned due to stress on her body caused by such events. --- VII HAUCHMEDZA Renae Athri’onn Renae Athri’onn 352 E.S. - 361 E.S. | 1799 A.H. - 1808 A.H. @HeftyDonut Monarch(s): Josef I, Heinrik II Doctor Renae Athri’onn’s tenure as Surgeon General was thankfully considered uneventful with few conflicts occurring during the period. She would leave much of the medical work to her assistant, Aestenia Aevaris. Renae was not idle in her position however, and worked with Tribunes in the Royal Duma to push for medics to be paid for their service. This would later come to fruition with the Medical Commission Initiative in 358ES.
