    Third Decree.

    The Caelian Senate has established the order for which it's assemblies are to be held, which includes the election and subsequent appointment of new senators. To accomplish this the old Cursus Honorum has been re-established in this new Senate including its old Magistrate positions; this includes the Consulate, the Praetorship, the Aedileship, the Quaestorship, and the Censors. Each position shall have two members at maximum and they shall be chosen during the election from among the currently sitting senators. The Quaestorship is how new members shall be inducted into the Senate. 

     

    1. The Consulate shall have the powers of Imperium; which includes taking control of the Legion when necessary, Executing the decrees of the Senate and running the Senate Processes during session. 

    2. The Praetorship shall have the power of overseeing legal proceedings within Caelia,, and holding Imperium if both Consuls arent able to express that power; in the event diplomacy is needed they are also charged with overseeing that. 

    3. The Aedileship shall have the power to organize Caelian events and festivities; as well as acting as the official stewards of Caelia. 

    4. The Quaestorship are tasked with organizing the Caelian Treasury as well as being the official advisors to each Consul being able to act in their stead outside the Senate with their permission.

    5.  The Censor is a solely appointed magistrate, officially responsible for allocating funds from the Caelian Treasury as well as conducting the Centuriate Assembly which is responsible for Elections

     

     The Senate has agreed to absorb the responsibilities of the Aedileship and Censorate into the Consulate for a total of 8 years which is the agreed-upon time to fill the Senate with new Senators to hold these Magistrates. Along with this, TVL. Vlastos Proteus and M. Ramneseius Scipio are appointed Consuls for the first Senate Leo. Vlastos Lepidus is also appointed Praetor for the first Senate.

    The Caelian Senate has amply decided to officiate the Legion in law; and allow for its establishment in Caelia. A Legion shall consist of three Cohorts, A Cohort is commanded by a Centurion which is appointed by the Legatus. Each Cohort shall consist of five Conntubernia which holds five legionaries; each Contubernia is commanded by a Decanus elected by their Contubernia. The Senate is to decide each Legatus, a Legatus is the commander of a Legion. The Senate has decided to appoint Tullius Vlastos as the Legatus of First Legion.

    Within the last few saints days the ancestral enemies of our people located in Lvrinicvm have decided yet again our people are the enemy; They lie and claim that ourselves and the sons of Crug have attacked their voidal settlement.

    The first 5 years of our settlement in your ‘royal’ capital has shown to us that no king is worth following. Dark spawn and Voidal Magii freely traverse the insides of your ‘holy’ capital.

    On one expedition brave Caelians came across a poster to one “Boon & Bane’s” in an apparently evil place, when confronted the two rallied the support of the entire kingdom to try and attack us and anyone who showed any sympathy. In said incident they banished Gofdazz an Orc who had been training the children of Aaun particularly the Haverlock youth and our own Lucius.

    The targeting of our people has not stopped and has gone as far as driving us from the land and expressing the wish to lead expeditions in attempts of wiping out our women and children. The Aavnic ‘Legion’ will claim that the Caelian youth Lucius attacked a guard in their city, when he and the Orc Gofdazz was attacked in the city center. They target our children and want the blood of our people.

     

    If you wish to wipe our people from the face of this plane then so be it, I hope to see you all personally on the fields of Belldevm.

    Explanation

    Hello, during crp last night with our personas we were amidst tensions with a group of people (a whole crowd of people not online showed up but that's irrelevant) During the altercation 

    Ratlordmagic_ and Trxvisty's personas were confronting DIODIO666's persona. CRP was starting, and Pegleg_Bob's persona aimed a bow at ratlordmagic_'s back. When it was ratlordmagic's next emote turn he mechanically ran in the middle of crp. I then dm'd him to come back since we were in the middle of CRP and he told us we weren't and told me to "cope and seethe ig" We carried on with our crp but had to change the roleplay since the initial crp was directed at Ratlordmagic's persona.

    Caelian Word List

     

    The Caelians follow the Iusreligio religion, a pagan pantheon of deities forming triads of worship.

    The Three main triads are 

    • Ivlioia; God of the Seven Skies and ruler of the Gods, Ilia; Goddess of Marriage and Wisdom, Aelivs; God of the sun’

    • Marevs; God of the Seas, Water and Harvest, Amordea; Goddess of Fertility and love, Vervsa; Goddess of the Hearth’

    • ‘Belldevm; God of Conquest, War and Strategy, Soledevm; God of Peace, Justice and Fire, Faberanvs; God of Crafts and the Forge

    The Major Gods that arent part of a triads are

    Caelian mythos starts in Atlas from Colonia Aequium under Velia. The founder Caelianus Ramnesius is said to have been the son of the Caelian god Belldevm; he led his people out of the Colonia due to disagreements with the government. Descendants of the Contubernii Caelianae became the known Patricii gentes/families in later Caelia. Caelianus was proclaimed Praefectus of the Caelians

     

    The son of Caelianus Ramneseius was murdered by his son Filione, which was avenged by his other son Iulianus who was proclaimed the second Praefectus. Praefectus Iulianus led the Caelian people across the frozen wastes of Atlas into the land of Arcas where the gentes settled on the fields of the southern Korvassa. Iulianus would die defending the gentes of Caelia when Barbarians overwhelmed the defenses of the city. The Caelians would scatter across the wastes of Arcas.

     

    The main lines of the Vlastos gentes would reunite in the Norlander city of Morsgrad where the dream of returning to Caelia reigned in their minds. At the dawn of a Norlander war with Oren the Vlastos gentes took a boat across the south sea in hopes of returning to Iulianus’ settlement.

     

    After bearing harsh weather and storms, the Vlastos eventually arrived back to the site of Iulianus’ settlement where auvergne influenced forest dwarves had taken refuge in the ruins. The dwarves were originally friendly with the Caelian arrivals, overtime word of Caelian resettlement reached the ears of the other gentes of Caelia. In time the Caelians were severely out-numbering the dwarves.

     

    The dwarves were swiftly routed as tensions rose; Latinius Vlastos was hailed as the third Praefectus as his leadership led them back to Caelia and in victory against the dwarves.

     

    Latinius Vlastos led Caelia for 67 years, during his reign he appointed a senate based on the Velian system to oversee the settlement. 

     

    Near the end of the Caelian’s time on Arcas the Inferii invaded the Korvassa. The Caelian legion was worked to the bone defending against Inferii attacks as support from Oren and Sutica was separated by a vast hellscape.

     

    The Inferii were defeated by the firewatch and its alliance; the Caelian legion was able to rest on their laurels for 4 years before catastrophic flooding engulfed the southern lands of Arcas, the Praefectus drowned in the chaos.

     


    During the Inferii war Caelius Ramneseius the adopted son of Latinius Vlastos was proclaimed the fourth Praefectus for the titles he received during his service in the legion.

    The gentes of Caelia were able to stay united as they moved in with the Hyspians under Osanora after Caelius reunited with his cousin Herman Vlastos who resided in Tierre Natal on Arcas.

     

    Tensions in Osanora would rise between the Caelians and Hyspians as Caelian culture was being replaced by the Hyspian half of the city. This conflict all came to head as the Caelian Legion who made up the military of the city led a coup d’état against Baron Antonio de Medina.

     

    In what came to be known as the tragedy of the taberna the Caelians lost their Praefectus. Antonio de Medina slit the throat of Caelius as Leo of Phokas retrieved his corpse after chasing out the Mendez brothers.

     

    Leo Phokas was proclaimed as the fifth and last Praefectus of the Caelians, his reign was short lived as the day following the tragedy of the taberna Sutican guards rallied in Osanora to behead the Caelian aristocracy

     

    Forced into exile the Gentes of the Caelians fled into the desert where they would fight off the desert tribes and live as nomads for the next 106 years. The Gentes of Ramnesius, Vlastos, Phokas, Velina, Collina, Palatina, Suburana, Aemillia, Horlenia, Bringas, and Doukas were able to survive the harsh sands.

     

    Four Caelians were sent off from the Southern Desert to establish connections with other powers and find a place for the Caelian people to settle. Flavia Ramneseii Primus, Marcus Ramneseii Scipio, Tullius Vlastoi Proteus, Leonardo Vlastoi Lepidus. They traveled the human kingdoms before settling inside the Duchy of Minitz.

     

    The four would fight and give their all for the kingdom of Aaun for nearly 20 years before getting fed up with the bureaucracy, they came for a fresh start for their people but found prejudice and hate. They were driven out of Minitz and were ridiculed in the city of Whitespire.

     

    With this drive the four returned to the Caelian Gentes and told them of their travels; they would lead the Caelians to a new place of settlement.  

     

    Settlement Government Structure Explanation:

    The city of Caelia will follow a Classical Republic style of Government, with elections held for Magistrate positions. Those Magistrate positions would have four positions being Consul, Praetor, Aedile, Quaestor. Those outside of the senate can only run for the Quaestor position, and once you are elected as a Quaestor you are a senator for life or until you resign. Each term there will be 2 of each magistrate position elected from within the senate.

    -Consul;

    The Consuls lead the senate in sessions and have the power to lead the army, introduce/veto legislation.

    -Praetor;

    The Praetor's role are to oversee legal proceedings in Caelia and act as head diplomats for the senate, in the case the Consuls arent around or delegate the role down the ladder they can also act as leaders of the army..

    -Aedile;

    Aediles are Responsible for planning city events, stewarding the city and organizing festivities.

    -Quaestor;

    The Quaestor are to act as advisers to the Consuls, and Proconsuls, for every Consul and Proconsul in term there are to be an equal number of Quaestors elected.

     

    The two non Magistrate positions are Proconsuls and Censors, each of these positions will be appointed by the senate for a time of two election terms.

    Leads a Caelian province in the event the senate organizes territory outside the main region of Caelia

    -Censor;

    Is in charge of conducting a Census every 4 years, keeps the official records of the Res publica, Holds the elections and manages the state’s treasury.

    How does this settlement offer a unique niche not already found in an existing polity on the server?:

    Caelia offers a unique experience that's been lost on the server for some time. And, with changes in human nations yet again the niche is greater than ever. Classical/Mediterranean style rp is wanted on lotc and has been wanted for a long time. Our system of government and culture is different from all other cultures and settlements on lotc, republics are rare on lotc; especially classically styled republics.

     

    How does your settlement tie to the greater lore and narrative set by the community on LotC?:

    Caelia has been a group of players since mid Arcas and has changed hands a couple of times throughout that timeline. Caelia has connections to Velia from Atlas through rp ancestry (Which was passed down through Zarsies in dms)

    I ran a small settlement on Arcas, and I have experience with Worldguard and running settlements/groups; we have others in our group who are also experienced with leading outside LOTC.

    You could require nations to submit their main nation build on top of an encampment as well. For the first month of the new map nations would have their encampment pasted into a starting tile. In this time they would be unable to do their main/actual paste however they would be able to establish more territories (claiming other tiles). They would be able to do this by establishing more encampment and after the 1 month passes and these encampment had sustainable activity they would be able to begin pasting onto them. This would make good dispute roleplay between the other nations as realistically whenever you move to new lands nations aren't given 10+ tiles worth of territory by minecraft skygod admins. At the end of the one month the nations would be able to begin their main pastes after sustaining their encampment rp and would be able to get the paste in free of charge. 

    Merely an idea, hope it can inspire more!

    Roads
    As per roads and travel hubs I would love to see players being spawned at their racial hub when they begin, however they would be able to /cex and set their nationality to respawn at whichever nation they choose. Once this is done we could simply establish roads in a semi-straight line between each of the settlements. For the start of course I would just add roads to the starting encampments (going off of my idea above here) allowing players to know which way to get to the others. As more tiles are captured and towns established obviously we could add more. Think of this as a free-world map such as in Red Dead Redemption. Every town has a road going to it there is no spawning hub! I also saw the mention of zones, if the staff chose something similar to this it would be cool to see startup towns or even taverns that ST and staff can utilize for staff shops, bounty board events, or just general event roleplay interactions. Example, NPC towns!

     

    This sounds like a Soft Reboot for Charters which I enjoyed (If it was on permanently after the first month it'd be a good way to get new settlements without the "Prove your worth" Method that's currently in place)

    A - Map End: Like I said above, we really shouldn't perpetuate the whole calamity stuff. As Almaris drags on, through the course of some eventline, various nations and factions learn about this new land overseas; a land rich in resources, a land of fertile soil, or maybe cultural significance, that serves as a beacon for the Descendant races to send expeditions that eventually come to colonize it, building up new cities and civilizations that eclipse Almaris and prompt the relocation of royal courts and capitals. Obviously, even as a preliminary concept, there are a lot of creases to iron out with something like this - i.e., why nations might fully relocate to this new colony - but nothing that can't be worked out with a bit of brain-power.

     

    B - Colonization RP: It's definitely true that it's a bit jarring when you step onto the new land and all the cities or whatever are built, but also because you know nothing about this new land except it looks a bit different in the sense that the plain, bland biomes are in a different pattern. We should have a narrative connection to the map, even just as a very broad, simple overarching concept, from the get-go, which goes hand-in-hand with a colonization event-line, which should ideally take the form of Descendant expeditions finding the new continent, exploring it, and setting it up for it becoming the main Descendant colony in the future. The process of this colonization RP - which should, as a base concept, take the form of the Athera eventline done right - would provide this narrative and immersive basis for when the Descendants move over to the new colony in full.

    If you take this approach, you could have a disaster event fire a month or so after colonization starts; giving a reason for nations to relocate, and the new settlements to feel natural and fit in.

  9. I don't know if it's just my scenario; but it would be nice if the staff told you what was wrong with your lore or your application atleast,

    when my application was denied at the start of Almaris after sufficient population and lore on multiple maps; all that was said is that the staff voted against it
    and didn't say the points as to why.
