On assuming the post of elOkarir’sil

“Pure sons and daughters of the Land of Silver,
In these recent decades, our Blessed Bastion has grown quieter in the tread of her guardians. The marble corridors that once echoed with the step of disciplined patrols now rest too still. This calm, though serene to the inattentive eye, is not borne out of vigilance, but of absence.
For too long have we fallen into complacency. For too long have the sacred streets of elCihi’Thilln been deserted of soldiery. For too long have our walls, their ramparts and their high towers, been manned by ghosts. For too long have we allowed the rot of contentedness drive the Weeping Blades away from their oaths. For too long has weakness gone unseen, cowardice gone unpunished, mediocrity gone unaddressed. For too long has the very shield, sword and pike of the sacred way of elMaehr’sae Hiylun’ehya been left to rot and dissolve from within.
Blessed citizens, living and toiling under the Silver Bough, it is with heavy heart that I address nae all, that I allow myself to so blatantly put in wording our failure as Mali’aheral. We have, jointly, destroyed elSillumiran, and still cling to their memory as if it was a living fact.
ElSillumiran, once the living symbol of our unity, our merit and our grace in arms, stand diminished in number. Too few now don the argent cuirass, too few uphold the ancient oath that binds us to the defense of our people, our way of life, elMaehr’sae Hiylun’ehya itself.
Therefore, I proclaim that elSillumiran shall undergo a comprehensive reform, guided by the twin tenets of efficiency and excellence. Let it be known that the age of stagnation, the age of our quiet death, is ended. As elCihi’Thilln sees its revival under the caring hand of elSohaer and elMaheral, so too shall its blade and shield, The Weeping Blades, see their restoration under my guide.
Henceforth, the following shall be enacted:
I. First and foremost, we are to rid ourselves of the shameful rank of “Auxiliary”, for which we use a Valah word. From now on, those citizens of elCihi who wish to take up arms in the defence of the Motherland, and are yet not of the Blessed Blood of elMali’aheral, shall don our armour and toil under our crimson flags under the name and structure of elSilthuliran - a new unit that shall be commanded and led by oem Sillumir of the rank of Div’kinael, to be appointed by myself in due time;
II. Secondly, I hereby declare that elEvarir’Thilln shall be disbanded. Whilst it is true that elMaheral must always stand protected, and that the very person that ensures our Eternal Purity shall always be accompanied by armed and armoured soldiery, it is also factual that for many decades this unit has existed in name only. The unit shall be restored when elSillumiran are brought back to their former glory, and are able to take on duties additional to the protection of the general citizenry;
III. Complacency and contentedness is a rot, one which breeds insubordination, fragility and weakness of will. It is to be exterminated without mercy and with no compromise afforded. It is because of this that as my third act as elOkarir’sil, in conjointment with elTilruir’sil, I declare that in due time a law shall be introduced to bring about a state of general conscription for the Blessed Citizenry. All those below the stature of elLauriran, elMalauriran, elTilruiran and elOkariran shall be required to take up arms in defense of their people for an amount of time to be specified at a further time;
IV. For too long have our blessed blades and shields been led by a single person and for too long have their numbers been too diminished, so as to not allow for any further subdivision. It is to remedy this situation that I announce that the main priority for the restoration of elSillumiran to their former glory shall be the introduction of more officers into its ranks - Mali’aheral capable to both fight and lead, men and women of sound mind, impeccable discipline and proven valour. Thus, I declare open the recruitment for people to fill the ranks of Tahorran and Div’kinael, those that shall form the backbone of elSillumiran. Let those of discipline, intellect, and resolve step forward to guide our guardians anew.
V. Finally, trainings and patrols shall be reinstated, their organization entrusted to the officers under the watch of elOkarir’sil and elTilruir’sil, and participation therein strictly enforced. Emphasis shall be put upon coordination, martial skill, mental acuity, decorum and knowledge and application of the Silver Law.

Know that these reforms, the enactment of which shall unscrupulously be enforced, are ne borne out of malice or disdain, but out of conviction - conviction that the Motherland deserves evariran worthy of her marble towers and her shining minds, of her history and her sacred tradition.
