    Lo and behold for elections for the Imperial Senate, as prescribed by the Edict of Establishment (1736) and the Edict of Election (1736), have come upon us for the year 1746. This gazette shall serve as a formal application of candidacy with the Ministry of Civil Affairs, which shall open presently. Candidates for the Senate are required to complete the following application by the deadline of the first day of 1746 in order to appear on the ballot. If these candidacies are accepted, the Ministry shall issue a short letter of confirmation. 

     

    This gazette is pertinent to the first seat of Helena, where the incumbent, Senator Charles Napier, has a term expiring in 1746. He may elect to re-nominate his candidacy.

    THE FRANCISCAN ARTICLES

    Upon the assumption of the Ducal Coronet, each Duke is required to sign the Franciscan Articles, named after the first Duke of Adria, Franz Vladov. These articles act as an agreement between the Duchy (i.e the electors) and the Duke.

    • The Duke of Adria is to be chosen by the Carrion cadet patriarchs and the Lord Electors of Adria in a just and fair election, and his children have no right of inheritance to the Ducal Coronet of Adria.
    • The Duke of Adria is required to convene a Duma in order to determine important legislation of the Duchy.
    • The Duke has no right to ratify domestic treaties, alliances and agreements without the approval of the Duma.
    • The Duke has no right to create new feudal or municipal taxes without the approval of the Duma.
    • The Duke can only veto legislation passed by the Duma provided it doesn’t receive a two-thirds majority.
    • The Duke is required to provide for the standing ducal army.
    • If the Duke was to transgress on the law or privileges of the nobility, the Articles authorized the nobility to refuse the Duke’s orders and act against him.

     

     

    PROTOCOL FOR THE PASSING OF THE DUCAL CORONET

    Upon the passing of the Duke, the Ducal Coronet of Adria is handed over to the Metropolitan of Helena. The Metropolitan is required to call for an election in a period of no less than one year and shall serve as interdux for that period. Upon the lawful election of one of the candidates for Duke, he is crowned with the Ducal Coronet by the Emperor of Man.

     

     

    BYLAWS OF THE DUCAL ELECTION

    The Electors of the Duchy of Adria are hereby defined as those Lords and Carrion Cadet Patriarchs sworn directly to the current Duke of Adria. In the case of an interregnum, they are defined as those sworn directly to the previous Duke.

     

    There must be a minimum of three ducal electors present for an election to be deemed legitimate. Whence an elector’s lineage becomes extinct and his lands and titles default to the Duke, if there are less than three electors the Duke must appoint a new elector by recommending the Emperor to bestow them lands and titles.

     

    Whence an election for the Duke of Adria is called, the electors are summoned at the Metropolitan’s behest without arms or soldiers. In the case of an elector being too ill to travel, a kinsman of their dynasty may serve at their behest.

     

    During the election, the gates must be shut closed and no person may enter the assembled place other than the presiding Metropolitan and electors.

     

    In order for an election to be deemed legitimate and conclude, the electors must achieve a majority amongst themselves. In the case of failure to reach majority, it is required that another election to be called within a years time. The Interdux shall stay in power until a Duke is elected.

     

     

    DEFINING THE DUMA

    The Duma shall henceforth be defined as the assembly of the estates within the Duchy of Adria. The Duma is tasked with carrying out judgement on matters pertaining the Duchy and shall have the final say on matters pertaining to domestic laws, alliances, and treaties.

     

    • The Duma is assembled upon the request of the Duke, and as due by the Franciscan Articles is required to be assembled once every two years.
    • The estates and their representatives are henceforth defined as thus.
      • From the Duke, the Chancellor acts as the Duke’s representative and heads the Duma itself.
      • From the nobility, one representative from every demesne within the Duchy are called forth.
      • From the burghers, five representatives from the City of Renzfeld are called forth.
      • From the clergy, one representative from the Metropolitanate of Helena are called forth.
    • The executive of any of the estates may announce a single representative to carry the votes of all other representatives of the aforementioned estate. The exception is the City of Renzfeld in which the present Aldermen must vote on the topics discussed per Duma.
    • One of the Aldermen shall be the Tavern Lord is perpetuity.
    • In order for a motion to pass, it must have a clear majority, or half plus one.


     

    PRIVILEGES OF THE NOBILITY

    The Nobility of the Duchy of Adria are hereby denoted as the individuals maintaining a noble title and their progeny to the third degree. Those being, the great-grandchildren of a titled noble. Those of noble families with less than fifty-percent noble blood may not be styled as nobles. With this denotation, the nobles of Adria and its entities are hereby granted the following privileges, affirmed by the Crown of Oren.

     

    • Any man of noble stock has the right to hold land in his name in which it will stay for the coming generations.
    • Any man of noble stock has the right to be trialed by his peers.
      • May no one lay judgement onto a noble unless of the same rank and privilege.
      • May no one claim the life of a noble unless of the same rank and privilege.
    • Any man of noble stock has the right to duel.
      • May no man of lower blood challenge another of noble stock.
    • Any man of noble stock has the right to settle his trial by combat.
      • May the opponent of the trial be of the same rank and privilege as the accused, lest the accused waive his right.
    • Any man of noble stock has the right to hunt within the Ducal Forest and Properties.
      • May no one hunt the Duke’s game unlawfully, lest the be denotaded a poacher.

    Upon the passing of the City Charter of Renzfeld and the Gradic Rights in the Year Seventeen Forty-Five by the Duke Joseph, the City was granted law in the form of privileges.     The assembled Electors were called upon to swear an oath of fealty to the Duchy of Adria and the principles of Adrian Tradition. These Electors, duly assembled by Ratibor Ratispora, having come together with the intention of re-establishing the Duchy of Adria, set to choosing for themselves a new Duke who might lead them.

    I thank Mister Ratispora for his considerate invitation.

     

    The accomplishments of my lord father shall forever paint their own niche upon the tapestry of man. Adrian Leopold, being Duke of our restored realm, was called by Providence to assume a far greater responsibility of state. At the demise of the late Alexander II, he was declared Lord Protector of the Realm, and charged with the most supreme of responsibilities; the restoration of a fallen Empire.

     

    In time, my lord father would fulfill his duty. Taking up our people from their country estates, he found Helena a ruin, and left it a ruby; honoring the fair lady’s graces, and also her profound reputation as the gem of all humankind. Together with the Count of Harlingen, he established the Imperial State Army, the remains of which had been splintered years earlier by the Dissolution of the Legions. Tending towards his reforming spirit, he fostered over the first session of the Imperial Senate, and in his most profoundly lasting of edicts, declared that the separation of judiciary and government be codified in law.

     

    My lord father’s subservience to the good of his countrymen was cut short only by the mortal wounds which he received while scaling the walls of Moch-Orc, delivering righteous vengeance for the humiliation which the arrogant orcish tribesmen had delivered just years prior upon one of his subject lords.

     

    Truly, my lord father had a vision for our people. With the collapse and demise of the Pax Orenia, the death and exodus of a great many statesmen and soldiers, ever-benevolent Motherland called for eminently capable men to service Her Holy Orenian Empire.     The very fact that the server is as you say it is speaks the nature of the problem, and why this may be used to address it. It is a problem of entitlement. Mods should not have to be called at the very first instant because of total obstinacy. 
     

    If a player has flagrantly broke the rules, and refuses to compromise or makeup for this, inform them they’ll be reported. Finish the RP/PvP and do it if you find it necessary.

     

    Narthok brought up a culture of self-policing; that’s what we should be working towards. It’s idealistic, but it’s better than what we have now.

    Situations of large scale, like massive rallies and battles, are exactly the types of conflict that I’ve been talking about. Stalling 70 players from action while one GM figures out whether or not the other side meta-rallied does nothing but incense both sides (in practice) and cause them both to simply try and win over the Mod’s opinion in messages. It’s not a good thing to send a Mod into a massive conflict midway through to pause everything while it’s happening. Just let it happen, and deal with the facts afterwards. It’s a game, and it shouldn’t crutch on your ability to lawyer.

     

    If it’s later discovered the other side meta-rallied (via player provided proof) bans are delivered and the RP voided. But when presented with all the facts and information in a cooler environment, with both sides readily able to provide detailed proof of their accusations or defenses, the Mod is able to make a better decision.

     

    It’s idealistic, but once again, the culture couldn’t get any worse. I still believe it’s worth a shot.

    That is not what the post is saying in essence. What the Administration sees is that the system of /modreq reporting was unsustainable. We’re not saying be nice, we’re saying that you need to try and solve things without immediately calling Mods to do it for you. That is fundamentally different from what you’re arguing.

     

    It is naive to assume this will solve every problem of conflict on the server, but that is not the intention. The intention is to slow down the process, and make players contemplate the necessity of using Mods to broker conflict, and whether obstinacy is the right solution after all. Go through with the RP/PvP, settle down, and make a report afterwards if you deem it necessary. The demographic problem is a new one; it has not always been this way, and the intention is to eliminate the culture of lawyering as it stands.

    It’s a cultural problem, and most of these situations are not resolved quickly. What happens in reality is a barrage of half-baked information as conflicting players perform theatrics to get their point to prevail over the other side’s own.

     

    Mods do sign up to solve conflict, but they are not signing up to be the first solution to broker deals between players. This culture has done nothing but breed rule lawyering. The policy shift is taking a stab at eliminating that culture of an insta /modreq as the first solution to any problem.

Players were refusing to cooperate with one another as is. We should not cater to that type of culture; you should not require a Mod to broker a deal between groups every time a conflict arises.

     

    This is the culture that the previous system had fostered. The first reaction at a perceived slight was to call a Mod, wait for one to answer, and then wait even longer for a decision made without all the information available.

     

    What I hope for is a change in culture. Do you really need to call a Mod when somebody joins PvP late? Is it that big of a deal to you? Is it worth stalling out RP for 15-30 minutes, while waiting for a resolution? It’s my hope that the new system leads players to contemplate these questions. This might be boomer talking, but there was another culture surrounding conflict before this one become dominant. This culture cannot get any worse, so this is worth a try.

    Seriously though, now what’s going to happen is conflicts will boil over for hours with no resolution. They’ll end in reports that stew for weeks longer where players get banned over issues that could have been resolved by a 30 minute moderator decision.     Just because something is hard doesn’t mean it’s not worth doing.

     

    This criticism is leveled more at response times, and I hope that we’re up to the task. There’s no way players could stew longer than they currently do.

    i have been saying this for months, but systematically removing the GM team’s responsibilites until they do nothing at all on the server is such an awful idea

     

    The primary way players stall in the first place is by using the excuse that they are waiting for a mod. Throwing up a /modreq when something isn’t going your way is the easiest way to lawyer the rules on the server, and has bred the worst possible culture for conflict to date. In this system, you are expected to wrap things up on your own, deal with the consequences after.

     

    It is unfair, and I think downright inefficient, to throw a Mod into a situation half way through and demand they solve it on a whim. How these things usually play out is detailed in the OP; each side immediately launches a barrage of information, the Mod has to scan through pages of logs, and ultimately conflict boils over for 30 minutes waiting for a result. It’s a bad culture, and I think one that depends on Mods to nanny situations that otherwise can be solved after the fact, when people have cooler heads and all the evidence is collected.

    An act to promote employment by increasing the visibility of labor opportunities and job listings throughout the Holy Orenian Empire. 

     

    INTRODUCTION

    The purpose of this legislation is to ensure that employment listings are visibly recorded, updated, and displayed for public view. Such records and listings will enable job-seekers to readily find work by giving details on the listing. This act shall also provide guidelines to ensure that employment is equally available and not prohibited through any means of discrimination. 


     

    SECTION I:

    The Imperial Employment Registry

     

    1.  The Imperial Employment Registry shall be established to list all job postings and opportunities of work throughout the entire Holy Orenian Empire.
    2. The stewards of the several provinces and in the Crownlands shall submit a list of employment opportunities available in their respective lands. The stewards are to update any changes in the job availabilities and must notify the Department of Internal Affairs between every two saint’s week and no less than one saint’s month. 
    3. The Imperial Employment Registry must list all of the following articles of information to be published: Title of job, location, name of employer, wage ranges, and duration of the labor. 
    4. The job listing must designate if it is from a provincial-state institution or a privately contracted employment.

     

    SECTION II:

    The Authority and Institution of the Imperial Office of Employment Opportunities 

     

    1.  The Imperial Employment Registry shall be regulated by the Department of Internal Affairs. The aforementioned entity shall establish and supervise a secretariat to scrutinize on the organization of the registry to be called The Imperial Office of Employment Opportunities.
    2. The following are prohibited from being posted to the Imperial Registry of Employment: Forms of slavery, promiscuous and deviant labor, bounties for capture/execution, labor and industries not within the Holy Orenian Empire that do not have writs of permit 
    3. The Imperial Office of Employment Opportunities shall have final discretion on the approval or denial of job posting petitions. However, appeals to their decisions may be made to the Imperial Senate with the sponsorship of two senators. 

     

    SECTION III:

    Defining Imperial Employment Opportunities

     

    1.  Jobs qualified to be listed in the registry must follow provisions that are suitable to providing transparent information on the labor and equal wage for work.
    2. Employers who elect to post jobs on the register cannot discriminate against employees based on race and ethnic identity. 
    3. Employers cannot employ those who have not reached the Imperial age of majority. 
    4. Employers who require training for prospective employees must adequately provide training to prospective employees and or provide the necessary resources to obtain such. 

     

    SECTION IV:

     

    Senator Vivaca Rutledge Provision

    The Department of Internal Affairs and the provincial vassals shall provide recommendations and jobs to be listed on the Imperial Job Registry.
