  3. The United States of America Agricultural Council After the immediate failure of the new taxes, President Long sought further reform. Tariff prices were to be lowered, except on grain. American agricultural workers could apply for subsidies if their farms begin to fail. Long’s America President Long following his election, stated that this country moved backwards in the last election. They must be united against the Communist threat which has even reached the lands they once called free. Brazil’s supposed “democratic socialism” was just another corrupt example of the way communism takes over. “Make no mistake. Brazil has fallen to the red menace, and they would see us as next! We must unite and stand up to this threat, as one country, one people, one America!” A number of radio personalities and pro-Long supporters would begin to make speeches around the country toting and supporting the same rhetoric. Charles Coughlin went live on radio, Vice President MacArthur spoke to civilians and soldiers alike. President Long himself would begin to make weekly radio addresses, in which he informed the people on the vile news of the ongoings in Brazil and the world of communism. He continued to promise unity and safety to America, as well as going as far as to offer insights to his plans involving the increased taxation. [Mod Plz] The WPA would be allocated funds to improve infrastructure throughout the rural south, funded entirely by what is made from the new taxes. Those put out of work by the new taxes would be hired first by the WPA. [Mod Plz] Tax breaks would be offered to all those who complied with new employment regulations, guaranteeing equal employment and treatment regardless of color, as well as maximum working hours, three weeks vacation, and even increased tax breaks for those who would offer a pension program. The tax breaks would never exceed 40% of the original tax though. The highest tax bracket would also be lowered to an 80% tax. [Mod Plz] Political machines throughout the United States would slowly begin running again, and would be secretly approved by President Long. Tammany Hall would soon be running at full capacity, and rather than on just immigrants, it would begin to set its sights on African Americans, and the poor. Political machines would offer work and a new life for these people, and in return they would receive votes for their selected candidate. The tax breaks were further incentive for business men in these big cities to become involved with their party. [Mod Plz] The Southern Issue Following the rise of socialism in Brazil, and the increasing issue Mexico had been in years past, President Long calls for the army to draw up plans providing for a defensive and offensive solution to a war against Mexico. To combat Brazil, a plan to annex Panama and fortify the connection to South America, protecting the vital canal. Propaganda demonizing Mexico, and supporting peaceful integration of Panama begin to be published by the army. [Mod Plz] Cheap Firearms President Long would meet with arms dealers following the failure of the last semi-automatic rifle. He called for them to take their time and provide better designs, or perhaps even for an assault rifle. The weapon needed to be mass producible, and the company to produce it would be provided a 10 year contract to supply the army with the weapon, including periodic upgrades. [Mod Plz] The Oppenheimer Bomb With the failure of the American scientists to formulate a true plan, Oppenheimer would adopt the British schematics and research as the American foundation for a nuclear bomb. They would continue to research nuclear energy on the side as well, but the focus would be on the atomic bomb. [Mod Plz] The American Dream Money received from the increased taxes would be provided for American students to enroll in the STEM fields. The tuition of students who maintained high GPAs, and agreed to serve in a government or military role for a set number of years after school dependent on the cost would be paid for entirely by the taxation. President Long calls for companies to train engineers and scientists from within the ranks of their own when a promising individual is found. [Mod Plz]
  4. The United States of America The Long Doctrine In mid-July, a new bill was introduced to Congress, stated to be the pinnacle of the Share Our Wealth plan. The bill would introduce a fairer graduated income tax, with the rich being taxed proportionally for the unnecessary amount of wealth they often amassed. The increased government income from the taxes would be used to provide better education, build infrastructure, and improve the lives of the average American citizen. President Long championed the bill, promoting the bill along the campaign trail. Charles Coughlin was requested to support the bill on his radio channel, and Vice President MacArthur would tour the country promoting the bill and campaigning for the President as well. They aimed to have the bill passed through Congress by the end of the summer. President Long was known to say “If Congress would not support such a bill, then they would not support the prosperity of the backbone of America, the working class. With the new taxes the government would be able to provide education for all Americans, infrastructure improvement throughout the country, and more funding for the underdeveloped parts of the nation. These reforms would only be the beginning of the true expanse of the Share Our Wealth Program. [Mod Plz] Tax Brackets: Rate Taxable Income Bracket 1% Over $0 2.5% Over $10,000 4% Over $50,000 7.5% Over $100,000 10% Over $1,000,000 30% Over $3,000,000 50% Over $5,000,000 70% Over $7,500,000 90% Over $10,000,000 Executive Order 8810 During the summer of 1940, while campaigning and promoting the new income tax bill, signed a new executive order establishing the Committee on Fair Employment Practices (CFEP) which would investigate federal reports of discrimination in the hiring process, as well as on the job. The Committee would be led by civil rights reformers, as well as requiring it be up partially of colored Americans. [Mod Plz] The Election of 1940 Campaigning began early for President Long, actively going to key primary states and campaigning, though it was assumed the DNC would renominate their incumbent candidate, and with James Joseph Hines as the current Head, the Committee leaned strongly in Long’s favor. Hines had been a longtime leader of Tammany Hall in New York City, and upon Long’s election, the man found himself at the top of the DNC, affecting political change and reform for New York’s poor on a higher level than ever before. After the nomination, Long would continue the campaign and put more effort into his speeches and visiting various key states. [Mod Plz] The Judicial Branch Between 1936 and 1940, five United States Supreme Court justices would retire or die in office. President Long spent no time setting up Democratic and pro Share Our Wealth judges. Four judges from Louisiana and other southern states were appointed during his term, and one northern Democratic judge. Howard Bright, member of the Share Our Wealth Society and Democrat, appointed in 1937 following the retirement of Judge Van Devanter John Guard, member of the Share Our Wealth Society and a Democrat, appointed in 1938 following the retirement of Judge Sutherland William Lemke, former Republican, supporter of the Share Our Wealth Society and a key member of the campaign that helped elect Long, appointed following the death of Judge Cardozo William O. Douglas, Democrat, civil libertarian, appointed following the retirement of Judge Brandeis Gerald Hughes, Democrat, supporter of the Share Our Wealth Society, appointed following the death of Judge Butler The University of California, Berkeley Following the discussions of the S-1 Committee, Robert Oppenheimer was selected to lead the nuclear project. In July President Long signed off on the budget, which would provide $89 million for various aspects of the bomb’s development. A large number of scientists would become involved in the project, as well as development into whether plutonium could be used as a substitute for uranium. Nuclear reactor research would come alongside this. Facilities for research and testing were opened up across the United States, with the key being in Manhattan. It was named the “Manhattan Project”. [Mod Plz] British and French envoys would be invited to the University of California, Berkeley to discuss with Oppenheimer and the top officials involved in the project to discuss joint research operations. The Arms Industry The Army calls for arms makers to develop a cheap, but effective semi-automatic rifle to be used as a standard issue weapon in the army. The design which is most effective at its cost would be chosen. [Mod Plz] The Escape of Adolf Hitler Following the rumors of American involvement in Hitler’s release, President Long spoke on the radio addressing the claims. He stated that the United States had no quarrel with the Holy Roman Empire, nor would the country support the ideas of the man known as Adolf Hitler. Moving on, he addressed American isolationism, American men would not go off to Europe to die in a war they had no cause to be in, not again. But the guns made by their hands are a different story, and the industry of America is strong. American men could fight communism from the safety of American soil, supplying the democracies of the world with the guns to protect their freedoms. He briefly mentioned the idea of opening up America’s economy but stated if the people do not wish for it, then the economy would remain closed. [Mod Plz] After hearing of the closing of the American embassy in Rome President Long was surprised, but stated publicly, "One less consulate in the world allows us to further isolate ourselves. Now we have no reason to worry about the quarrels of the Holy Roman Empire, and the United States of America will continue to thrive. Let them remove us from their country, and now they can face the wrath of communism without even the hope of our industry." Remarkably short, the President also calls for proof on the matter, stating all that has come from this is accusations from a faith which has long been opposed to American ideals.
  5. The United States of America The Gilded and Broken Ages Following the end of World War I, the United States entered a period of seeming prosperity. The 1920s was a time of frivolous spending and false security for the country. Three Presidents came and went, doing nothing to prevent the coming depression, even though the signs were there. October 29, 1929, would come to be known as Black Tuesday throughout the country, and the day the Republican Party died. Herbert Hoover’s Presidency was consistently plagued with problems, and after the Bonus Massacre, Republican support well below 40%. In the election of 1932, Hoover received 32.4% of the votes. Congress was quickly filled with Democrats, with Republicans winning only 103 seats, and the Democrats winning 327 seats. In the Senate, the Democrats controlled 61 seats. In the next 8 years, the Democrats amassed even more support and were waiting to solidify their hold in 1940 so that the successful changes of the Share Our Wealth Program could be continued. The American Oligarchy Within ten weeks of his inauguration, President Long announced the War on the Oligarchies. He called on the American people to protest and show their support. Legislation was passed requiring a maximum of 40 hour work weeks in 1937. In 1938, he ensured all government workers three weeks vacation and in 1939 he announced his plans to regulate much of the new technologies, beginning with phone lines and more specifically AT&T. It was ensured that fair and stable prices would be available. The Share Our Wealth Program is now centered around protecting the workers. Reforms are called for within Congress by the President, who is continuously laying down his own plans as well. In 1940 during the State of the Union address, and nearing the end of his term, President Long announced the next phase of his the updated Share Our Wealth plan. Upon his reelection, he would go after the big corporations. Instead of taking the money from the hands of the oligarchs themselves he wished to use their companies to put more hands into the hands of workers. He would continue to improve working conditions while also ensuring fair trade practices and prices, as seen with the AT&T reforms. Military Reforms Vice President MacArthur had long been early planned to increase the size of the military, but with the Great Depression, it was near impossible. Now, in 1940 President Long authorizes him to begin a plan to redefine the American military doctrines, as well as enlarge the size of the military itself. Patton is put in charge of developing a new army doctrine centered around armored and motorized units, and capitalizing on the large number of these vehicles that the US could produce. [Mod Plz] The size of the standing army is increased to 300,000, in order to better keep the peace and to be prepared for any foreign threat on the country. The expansion is mainly focusing on infantry and pilots, as well as new naval men. No new tanks are to be produced for the new units. With Communism on the rise, much of the Long Administration believed it best to be prepared for a potential internal struggle, claiming that Germany likely fell to Communism through Russian interference and that the very same could happen here. [Mod Plz] The S-1 Committee A committee of scientists convenes to meet to discuss nuclear weapons and energy in June of 1940, to discuss their work. Top scientists who were researching isotope separation were called from the University of California, Berkeley, Columbia University, and the Carnegie Institution of Washington. The researchers of nuclear energy and reactors were called also called from Columbia and the University of Chicago. This meeting would begin the foundations of the American nuclear weapon project. The Office of Research and Scientific Development is created by President Long through Executive Order 8807. Vannevar Bush is assigned as director. Discussion into how best to begin nuclear research begins and the Top Policy Group was to make a decision on the budget proposal. Foreign Policy Since the end of World War I the United States has followed an isolationist policy, and President Long sought fit to continue that economically for the time being, but now that the Great Depression was coming to a close ideas had been rolling around about increasing the arms industry trade and opening it up within Congress and the Executive Branch. While keeping grain tariffs high and protecting American producers, they would export arms to countries in need of them. Though slight openings are being attempted, not much has been done to attempt a resolution into the isolation. President Long would allow the country to sit contently for as long as need be. The British offer to meet is accepted. The Intelligence Agencies Following the 1935 assassination attempt on his life, President Long was a changed man. An increased enforcement of security was required for him to continue his operations, and upon entering the White House he sought to increase funding and create mass reform within the Secret Service, as well as forming an agency which would specialize in intelligence and discovering threats to the nation and the Presidency. The Secret Service receives additional funding which would be allocated towards hiring more officers, building more protective Presidential cars, as well as higher trained men in the Presidential detail. New security measures were put in place, and during any public event, a large area surrounding the event is secured, as well as a number of measures to ensure windows facing the event are covered and watched. Enough funds are provided to ensure the protection of the President. The Office of Strategic Services is formed, providing information and intelligence through agents from abroad for the President of the United States. The Office was allotted $20 million initially in funding, as well as provisions to hire 1,000 employees of various tasks. The Office is intended to be operating within 2 months and is largely converted and adapted from active FBI and US Military intelligence operations. Operation Golden Eagle would begin soon after. A small militia organization tasked with protecting the President is formed. The Minute Men are a group of top military and Secret Service troops who are selected by the President to protect him and his top aides. They are not given a set funding, and the amount of people hired into the group is unknown.
