  1. The Empyrion of Llyria glances over the warning with a piqued brow. “Ok.” was the only word he could bother to muster before sliding the paper into the drawer specifically designed to house all the false claims the Golden City of Haelun’or have made over the two centuries he’s lived. 

  2. The elf moved in choreographed silence, drawing papers and files from shelves to transfer to others. As he moved, various parts of the study he spent his time within were ignited with life, as if the man beckoned with him the very light which spewed from the flames. There was a warmth about him, and in his local vicinity a gentle, soft, and rhythmic hum seemed to match the melodic tune he sang. His tune was interrupted soon after, however, as his gaze finally settled across the declaration the Silver Council put forth. Ithrendas gazed across each word, carefully examining the paper for a prolonged moment of silence.

     

    The spear-eared figure paced back and forth, the lights in the room illuminating his path as he walked like twinkling lights in the night sky. Eventually, he procured a sheet of parchment and a quill from the ink tray to begin to draft a response.

    This pact hereby entails the principles to an accord agreed upon by the Holy Orenian Empire and the Concord of Llyria, to be adhered to by both their respective civilians and military alike.     The Way of the Sun Chi path specialises on the form of stamina and strength. It is based on anger and hatred, and is the most combative form of Chi Manipulation. It’s volatile and dangerous, and should a Monk misuse or be uninstructed on how best to utilise the Way of Sun once their Chi had been awakened, they could very easily harm themselves. It is a prideful Path of Chi Manipulation, and the Way of the Sun Monks are practically a fraternity of brothers.     It is the true word of our Concord that forms the basis of all law. The words of our Lexicon of Harmony forms the essence of order.

    There is, and forever shall be, one essential justice which cements our society, and one set of edicts which establishes its command. This law is right and reason, the true word of the Concord which binds all edicts and commandments of the reigning Empyrion. Whoever neglects this law, be they written or unwritten, shall be considered wicked and unjust, and as such will suffer the consequences of their actions.

     

    Law, as a staple, is what brings and keeps a society together. It is the glue that cements the foundations of a people together in such a way that keeps the people of it’s confines safe and secure. This expectancy is a line that should never be crossed, a wall never to be torn down. As problems arise and morality is questioned, these edicts stand resolute as a distinct and noted path that we must all follow. These are our directions, our bound oath. Consequences are interpreted uniquely by those who experience it, the subjective thought that derails the true sense of justice and right.     Class A

    When a crime is so abhorrent that one dare not even speak of it, it is considered a Class A crime. Class A crimes are punishable by means of Exile, Dismemberment, or in certain cases, Death. These crimes are so heinous that punishments for them are regularly handed out by the reigning Empyrion themself.

    High Treason

    • Attempted murder of the Empyrion, the Regis Bloodline, or any member of the Lordly Consul.

    • Betrayal, leaking of information on projects or otherwise is considered an affront to the privacy and sanctity of Llyrian affairs.

    • Infiltration of any form of Government for personal, or professional benefits.

    • Attempts to coup the reigning Empyrion through any means is an act of open revolt.

    • Instigating war against the state, offering aid to enemies of the state, or attempting to undermine the established state’s Line of Succession.

    Mass and Serial Murder

    • While the act of Murder is considered a Class B crime, repeated instances of Murder will result in a harsher punishment.

    • The higher the kill count, the harsher the punishment.

     

    Class B

    Breach of a Class B law is considered to be among the worst actions one can make against the Concord. Actions such as these stand against the very core of Llyrian society and her Concord. Such crimes as these incur the loss of a limb appropriate to the perpetration of the crime.

    Major Theft

    • Theft as a result of Burglary, Handling, or Robbery.

    • Burglary is described as theft, or attempted theft, from a premises where access is not authorised. Damage to a premises that appears to have been caused by a person attempting to enter to commit a Burglary is also counted as Burglary.

    • Robbery is described as theft as a result of force or threat of force. Both personal and commercial robbery are included.

    • Handling is described as the handling of stolen property and goods; the sale of contraband and illegally obtained items.

    Homicide

    • Homicide is defined as the act of one person killing another. A homicide requires only a volitional act by another person that results in death, and thus a homicide may result from accidental, reckless, or negligent acts even if there is no intent to cause harm. Homicide is split into four categories; First Degree Murder, Second Degree Murder,  Voluntary Manslaughter, and Involuntary Manslaughter.

    • First Degree Murder; The premeditated, unlawful, intentional killing of another person.

    • Second Degree Murder: The intentional, unlawful killing of another person, but without any premeditation.

    • Voluntary Manslaughter: The intentional, unpremeditated killing of another person as the result of a disturbed state of mind, or heat of passion.

    • Involuntary Manslaughter: The unintentional killing of another person through an act of recklessness that shows indifference to the lives and safety of others, or an act of negligence that could reasonably be foreseen to result in death.

    Rebellion

    • Attempts to undermine, ignore, or otherwise rebel against the Echelons, or the authority of the Maelstrom.

    • Any attempt to seek out others to join a cause against the state will be treated as an act of Rebellion and as such will be punished appropriately.

    Abduction

    • Any attempts, successful or otherwise, to abduct a denizen of Llyria.

    • Any attempts, successful or otherwise, to hide abducted individuals within the Concord of Llyria.

    • Any attempts, successful or otherwise, to abduct a child of Llyria, or of any other location, will result in particularly harsh punishment.

    Cannibalism

    • Any attempt to cannibalise a descendent, or transcendent.

    • Any consumption of descendent, or transcendent, flesh within the Llyrian border.

    • Any attempt to force, persuade or convince others to cannibalise will be treated with equal level of severity as doing it yourself

     

    Class C-

    The ‘middle’ rung of our Law system, Class C laws detail crimes which are worse than petty crimes, however not grave enough to dictate Seizure of Property, Imprisonment, or a sizable Fine.

    Minor Theft

    • Minor Theft, unlike its Class B equivalent, is ascribed to acts of thievery that do not exceed the monetary value of 200 mina.

    • Theft under the monetary value of 50 mina is considered ‘Petty Theft’.

    • Minor Theft is described as the theft of small trinkets and items from an individual without malicious or violent in tent; such as pickpocketing.

    Resisting Arrest

    • Any attempt to resist the order of a member of the Traceless Order, Empyrshield, or Lordly Consul, when being apprehended for another breach of Law.

    • Any attempt to assault the individual apprehending you will count as a breach of law for Resisting Arrest, and also Assault.

    • Resisting Arrest is an ‘additional’ crime that is stacked on top of another law breach, and may continue to stack depending on the manner of the resistance. 

    Assault

    • Harm as a result of Battery, or Aggravated Assault.

    • Battery is described as the assailant threatening to assault the victim, and/or proceeding to assault the victim without the use of a weapon.

    • Aggravated Assault is described as assault with a weapon. Transcendent beings with claws, fangs, or any other form of bodily alteration that is designed specifically to be used as a weapon, also fulfill the requirements for Aggravated Assault.

    Vigilantism

    • Any attempt to convict, punish, or apprehend another individual for a crime by one who is not an agent of the law, or in a situation where the below caveat’s apply, will be charged with the crime of Vigilantism.

    • We allow all to openly carry weapons and armour in the city. That said, it is a minor offense to draw said weapon with intent to make use of it.

      • Citizens Arrest is a caveat in the laws that allows regular denizens of Llyria to intervene in a complex scenario if a member of the Traceless Order is absent without breaching the law of Vigilantism. This area of law follows a very basic guideline - this law states that:

        • Any person can apprehend, or incapacitate, a person who is in the act of committing an indictable offence.

          • Indictable offences include; Theft, Criminal Damage, Assault, Murder

        • Anyone whom can be reasonably suspected to be committing a crime, if it is not reasonable for a member of the Traceless Order to arrest the individual instead due to urgency.

        • It is necessary to incapacitate the individual for one of the following reasons:

          • To prevent the person in question from causing physical injury to themselves or any other person.

          • To prevent the loss or damage of property.

          • To prevent the criminal from escaping before a member of the Traceless Order can assume responsibility for them.

      • Defense of the City is an expectation of all denizens of Llyria to raise their arms in times of crisis and need. In the event of a citywide assault, raid, or creature/beastial attack, it is the duty of all denizens of Llyria to defend their home.

          • Any denizen of Llyria can, and should, raise their blade in defense of their home.

          • For smaller assaults for which it is reasonably assumed that the Traceless Order can handle, the denizens must defer to the Vigilantism law.

          • In smaller scale assaults, a Traceless Order member may allow denizens to involve themselves in the confrontation.

      • Self Defense is a clause in the Vigilantism law that affords denizens the right to defend themselves in times of great need. It is applied in such a way that employs ‘reasonable force’ in trying situations.

        • Defendants are entitled to employ reasonable force to defend the lives of themselves. Reasonable Force calculated in common sense:

          • Was the force necessary in the circumstances? Was there a need for any force at all?

     

    Class D-

    The lowest class of crime, Class D Laws are reserved for petty crimes committed by the populace. Crimes that, whilst disturbing the peace, do not violate or endanger other individuals. Breaches of these laws will incur fines and a night in a cell. 

    Inciting Discord

    • To incite discord within the city in the form of refusal of instruction from the Traceless Order, or otherwise breaking the peace will result in punishments ranging between a small fine, to a night in a cell.

    • Discord is considered a sense of disturbing the peace as defined as the unsettling of proper order in a public space through one’s actions. This can be creating loud noise by fighting or challenging to fight, to disturbing others by loud and unreasonable profanity.

    Obfuscation

    • While armour may be permitted, helmets, masks, or any article of clothing, enchantment, etc, that attempts to obfuscate your appearance is considered a violation of the Edicts. The Concord of Llyria is a home for any who are happy to follow its laws,  and as such no individual will be discriminated against due to their background, race, gender, creed, nationality, sexuality, or otherwise. There is no need to hide your identity, and as such we do not permit it.

    Brawling

    • Spars, for instance, can only be done if approved by a member of the Traceless Order, or the Concord Consul. The area shall be marked out and there will be an officiant. The official laws of a Spar are such that a victor shall be declared once the opponent falls prone, or taps out of the fight. A spar must have an officiant to ensure the fight does not go too far and that it is within line with the laws.

    Vandalism

    • Any attempt to disfigure, break, or otherwise violate a piece of public or private property is considered an offense.

    • Vandalism criminalises a number of acts done in public and private property such as stealing, destroying, or damaging property without the property owner’s written consent.

    • Marking, inscribling, affixing posters and placards to property, along with suspending or displaying banners and flags etc is also included in this law.

    Destruction

    • Any attempt to, without lawful excuse, destroy or damage any property belonging to another with intent to destroy or damage any such property.

    • Any attempt to, in recklessness, destroy or damage property.

    • Any attempt to, without lawful excuse, damage or destroy any property, whether belonging to the perpetrator or another, with attempt to endanger the life of another, or being reckless as to whether the life of another would be thereby endangered.

    • An offence committed under this section by destroying or damaging property with fire shall be charged as Arson.

    • Threats to destroy or damage property fall in line with this as well.

    Construction

    • Expansion and construction of unapproved extensions to ones property is a criminal offense.

    • Any individual who attempts to construct or expand property that is not their own will be in violation of this law.

    Use of Magic

    • Magic that affects the mind of those other than the caster is strictly prohibited.

      • Exceptions may be made through the gaining of a permit from the Lord Sage or Empyrion.

    • Magic that corrupts or damages the soul is strictly prohibited in any situation.

    • All other forms of magic are allowed to be used in a purely creative or artful capacity.

      • Magic, whilst able to be cast in self-defense, is strictly prohibited from being cast to incite violence or assault another’s person.

    • Any law that is broken with the aid of magical means will increase the Class of the crime by one step. D becomes C, etc.

     

    Misuse of Magic

    • The practice of any magic with the intention to harm is strictly prohibited and may only be used in self defense. This law applies to all who walk within the borders of the Concord of Llyria.

    • Magic cannot be used to provoke or instigate violence.

    • Magic cast in excessive, reckless, or careless amounts, will result in punishable consequences.

    • Any magical research that is deemed too dangerous, reckless, or uncontrolled will be seized by the Concord.

    • Any creation of a form of alchemical creature such as Homunculi must be documented, and the creator will be held responsible for its actions.

    Whilst the Maelstrom is not obligated to follow any particular set of rules, there are some generally accepted guidelines that they are expected to conform to. To break these conventions is to ignore the will of one’s peers and tarnish the authority one has been gifted.

     

    Insubordination

    The Maelstrom is only calmed when all winds work in tandem with one another to blow the Llyrian ship through stormy seas to a final, safe harbour. Disregarding the will of one’s betters is sure to wreck our ship upon unknown rocks. As a member of the Maelstrom or Concord, any attempt to go against the orders of one’s superior is considered a violation of the convention of insubordination. Being insubordinate carries a punishment equivalent to the severity of the disobedience.

     

    Harming Denizens

    To levy one’s power against the denizens that one has sworn to protect is akin to turning one’s wrath upon one’s own child. There are few crimes more heinous as using one’s power for tyrannous control. Should a member of the Maelstrom harm a Denizen in any form, a formal investigation will be taken to establish the cause and reason for this occurrence. To harm a denizen whilst in a position of power is a breach of one’s oath to the state.

     

    Abuse of Power

    A member of the Maelstrom has immense influence over Llyria. Their word informs the minds of their peers and instruct the actions of the denizens of their fair home. It is all too easy to use this power to selfishly better oneself, denying denizens their rights based on a grudge or willingly bending the laws of the land to protect oneself from the consequences. Members of the Maelstrom are first amongst equals, and should remember this equality always.

    Going forward, the Concord of Llyria has set up a Calendar for events and culture that spread throughout the city of Omeryn. Each stone month is considered to be a ‘Passing’, and there are 12 Passings. With every passing, there will be a Festival, and a Dance of some variety dependent on the elements and domains of each of these Passings.     • Unoathed;- The first and lowest rank within the Traceless Order, the Unoathed cannot truly be said to have joined the wider family that their soon-to-be brothers and sisters comprise. Before being given the opportunity to take their oath one must first prove themselves over a year long training period, during which the Unoathed is assigned to a currently serving Keeper, shadowing them and their work. It is also during this training period that the Unoathed will study Llyrian law, familiarizing themselves with crimes and their various punishments.

     

    • Keeper;- Once an Unoathed has taken their oath, they are awarded their Keeper’s armour, and are deemed fully fledged members of the order. Keeper’s comprise the bulk of the Traceless Order and are tasked with regularly patrolling the streets, maintaining contact with the citizenry, and continuously rooting out the seeds of disorders, wherever they may begin to bloom. It is the Keeper’s shield that keeps Llyria safe from the chaos that roils beyond her borders.

     

    • Sentinel;- More experienced than the Keepers, the Sentinels take on similar duties, but are also tasked with overseeing the training of new recruits and Keepers, and generally organizing their less experienced brethren. The Sentinels are the strategizing mind of the Order, working closely with the Lord Protector to make efficient use of the Order’s members.

     

    • Quartermaster;- The armaments of the Traceless Order are many and varied, requiring that a Quartermaster oversee their acquisition and maintenance. It is the Quartermaster’s duty to properly equip the Order, working with the Sentinels and the Lord Protector to consider what should be provided for the force as a whole. It is also the duty of the Quartermaster to liaise with the various mages of Llyria to properly maintain enchantments that might be handed out to the Order’s members.

     

    • Traceless Knight;- A Traceless Knight is handpicked to stand as the Consul’s everlasting shield, and to carry out their will however they might. Guided by their Grandmaster, the Lord Protector and the Consul at large, the Traceless Knights carry out undercover assignments, and are each assigned to watch over a particular member of the Consul. The Traceless Knights are expected to maintain complete anonymity when on duty. None may see their face or know their voice, lest they become the target of malicious schemes.

     

    • Grandmaster;- Tasked with overseeing the operations of the Traceless Knights, the Grandmaster acts as a point of communication for the Knights, whose need to maintain their anonymity prevents them from most interaction. The Grandmaster’s identity is known to much of the government, and some members of the lower echelons, allowing them to acquire equipment and relay strategies to the Lordly Consul. Should the Lord Protector be indisposed for any particularly lengthy period of time, it is the Grandmaster who assumes control of the Traceless Order as a whole whilst they are away.

    The law is immaterial and forever just. It is free from all prejudice and inspects the citizenry of Llyria with an eye unclouded by emotion. A member of the Traceless Order must first separate themselves from their own biases if they are to become a conduit through which the law can flow.     Thread of the Concord

    The colours of this Thread are chosen by the recipient, normally mirroring their family colours. The recipient can also ask for a small patch woven with the insignia of their family to be added to the Thread. This Thread is offered to potential Traceless Knights, and is received from the presiding Grandmaster of the Order. During the ceremony, the newly minted Knight is asked to where their armour for the first time, hiding their identity from the observing crowds.

     

    Thread of Harmony

    The Thread of Harmony is received from the Empyrion themselves, and represents a true and total commitment to the core values of Llyrian society and of Traceless chivalry. It is most regularly offered to loyal veterans of the Order who have demonstrated their ‘harmony’ with their brothers through many years of dutiful service, though it can be offered to any member of the Order, regardless of rank or experience.

     

    Thread of Perfection

    Offered by the Lord Consult, this Thread acknowledges the recipients mastery over one of the core values of Llyrian society. This is most often viewed as a general commendation handed out by the government for valiant service due to the vague nature of the award.

     

    Thread of Brotherhood

    This Thread is offered to members of the Order by a currently serving Sentinel, during a ceremony in which all serving Sentinels are brought together to bow to and shake the hand of the recipient. It is offered to those members of the Order who risk their own lives to preserve the lives of their fellows.

     

    Thread of Eternity

    Awarded by the Empyria to the family of the deceased, the Thread of Eternity symbolizes not only the state’s eternal gratitude for the sacrifice made by the departed. The name of the deceased is inscribed upon the Lexicon within the halls of the Maelstrom to ensure that their memory shall not fade from the minds of the living.

    Empyrion

    The sanctum’s rightful leader, it is the Empyrion who wears the crown of rule within Llyria. They are the shield of the people, the guiding light to see them through the darkness, and the visionary whose solemn duty it is to peer into the future and guide the people through rough seas to a calm harbour. In practice, the Empyrion has many duties, from overseeing the development and implementation of new laws, to working with the Consul and Representatives to better understand the many and varied folk who live so closely together.

     

    Empyria

    The Maelstrom swirls infinitely. This land of concord between fire, ice, aether, root and evermore kinds and forms of blood from across the length and breadth of the land, it is never still. Alone, the Empyrion would surely fail to uphold such a great weight. No one pillar could ever stand at the centre of such furious change for long. And so it is that one pillar can lean upon another, and so it is that the Empyria stands beside their Empyrion, cleaning their wounded soul from blackest fatigue, opening their eyes to brightest truth with love and always standing as their guiding star, a beloved soul to craft a paradise for.

     

    The Consul

    • Lord Consult acts as the voice of the Empyrion should they be unable to fulfill their duties. Otherwise, the Lord Consult is a position that is usually sat by the Heir Assumptive, allowing them to learn the inner workings of government.

    • Lord Protector, the shield of the people,  safeguards the citizenry and the government from whatever threats may manifest themselves. Beast or sorcerer, army or horde, raiding party or monster, the Lord Protector educates and leads their echelon in the defense of the Llyrian people.

    • Lord Overseer sees to the social needs of Llyria. They are at the core of Llyrian culture, and see to everything from the integration of outsiders into the citizenry, to the regulation of architecture. The Lord Overseer and their echelon also see to managing public events, ensuring that adequate space and resources are provided for festivals or games.

    • Lord Sage is the foremost spellweaver within Llyria, empowered by the Empyrion to use their knowledge for the protection of the citizenry from supernatural threats, and to guide the advancement of magical invention and discovery. The Lord Enchanter regularly works alongside the Empyrion to enforce magical law within the city, deciding how best to address new phenomena.

    • Lord Curator acts as the head scholar of Llyria, overseeing the internal workings of the Atheneum and safeguarding the many tomes of knowledge kept within. The Curator also acts as an ambassador of sorts, maintaining contact with other libraries across the land, making trades and agreements to further grow the breadth of Llyria’s wisdom.

    • The Scions act as the heads of their respective orders or guilds. Whilst they do not have formalised power within the Consul, and do not hold a seat and therefore cannot vote, they are kept informed of the goings on within the government, being allowed to sit in on most government meetings and voice the thoughts of their guild members.

    • The Echelon of Sagacity is comprised by the Alabaster Academy.

    • Being so steeped in arcane wisdom, students of the Alabaster Academy often take up positions within the Traceless Order upon completing their education.

    • An Assistant Curator is regularly employed to help organize the documents, appointments and general infrastructure of not only the Atheneum, but all collections of knowledge within the domain of Llyrian leadership.

    • It is the duty of the Librarians to manage the collection and arrangement of knowledge of all kinds throughout the halls of the Atheneum. The curse continued to grow and change, shifting and shaping as did the minds and the abilities of those it came to possess. From Iblees to Arun’Asna, the parasitic infestation has only grown stronger and stronger. Making use of a corrupted state of mana called ‘Amber’, shades are able to make great use of this tenebrific and accursed substance. This substance can be manipulated to make freeform structures, or to cast and imbue certain abilities with a greater sense of strength. Key examples of this fall from the Strength of Night, where shades imbue and funnel amber back into their body to bolster their strength, and Blanket of Darkness which erupts the amber in a mist-like fog which obscured the vision of all those bar those affected by the parasite. These strengths, however, come with a price; The cost of one’s tormented soul and a schismed and fractured mind are not one to take lightly. Mania, insanity, and the weakening of the mind causes the mental state of an accursed host to deteriorate slowly, forcing the wielder of this caliginous art to suffer greatly. 

     

    As for the expansion and growth of this festering parasite, the ability of he who mastered the Shade as a Father is one greatly considered an act of ‘gifting’. A Father may pass on a slither of this parasite, splitting apart their soul to grow a parasite within the new host. While their abilities will be stunted at first, connection to the physical vessel of chaos incarnate through the form of a Shade Gem will enable them to expand and grow in ways their untempered minds can hardly imagine. In contrast, the Will of Arun’Asna dictates that there are ways that Shades must act and behave to represent and enact the wish and drive of the darkness. Should the Will of Arun’Asna be broken, it gives cause and way for the infestation to be torn asunder by a devout Father leaving the host stripped of it’s parasite.
