    Processing with Vice Chancellor Hugo Wright, President Pro Tempore Terrence May arrived at the desk to begin the ceremony of inaugurating the new session of the Senate. The latter then began to address the chamber after calling it to order: 

     

    “Mister Vice Chancellor and honorable colleagues of the Ninth Session of the Imperial Senate, 

     

    Today, we inaugurate, with sentiments of solemnity and mirth, another convocation of this great body. With the elections having concluded, we are reminded of our place and our role as representatives of our constituents who must fall nothing short of the task in defining the policies of our nation. We must work in the spirit of the Imperial domain’s prosperity, finding common ground for the sake of our people, and safeguarding our values for the generations who will succeed us. We are stewards of these Orenian liberties. We are the guardians of this sacred constitutional framework, a system built on precedent, respect for the Rule of Law, and founded on unyielding principles.

    The discourse we have in this chamber is such that resonates to the most distant swaths of our Empire. That is why we are charged to speak with great eloquence and volume, proclaiming our resolve to live and govern rightly. May we always strive to do the good work that the people have elected us to do.     As the election reaches its last hours, I rise today to initiate the process of prorogation, concluding one of the most productive sessions of this Imperial Senate. Together, we swiftly convened to confirm the new Secretary of Intelligence, Sir Frederick Armas KHE. We commend his great accomplishment and wish him well in his endeavors to serve and protect the Imperium. In our legislative agenda, this session passed an insurmountable number of legislation from the Public Records Act which enshrines the work we do as transparent and accountable to public view to the Treason and Sedition Act which safeguards and toughens our response to crime in the wake of the Chelovek bombing of Varoche Hall. We also passed comprehensive protectionist legislation against foreign drug commodities and created positions for a growing senatorial staff.

    I address my colleagues to commend the men of the Barayan company. Under the initiatives of General Tiberius Barrow, the success of Haense forces, though outnumbered two to one, bested more Morsgradi brigands and their resolve was realized. This victory attests to the power and might of the Kingdom of Haense against these Nordlings. Our men, who independently fought against Morsgradi forces showed the capacity of their intent to fight. Indeed, we affirm our commitment in fighting for this great Empire and subduing all those who seek to put our collective peace and liberty asunder. 

     

    Just a day ago, a report was published by General Tiberius detailing the incident in which Haensemen managed to emerge victorious against damning odds. The Barayan Company was effective and resolute in taking on he Nordlings in their feeble advance. I am proud to state to my colleagues of the greatness of our Haensemen. As the report starts, I also truly laud the accomplish of our Marshal, Vice Marshal, Kapitan of the Barayan Company, and our officers who have contributed to the might and success of this operation. The brave and noble soldiers who don their uniform, as all those across this Empire, should be owed nothing short of our gratitude. Yet, it is more than just mere words, but our policies, too. It is our collective responsiblity as lawmakers and statesmen to commit our entire effort to the defense and success of the soldiers who sacrifice their lives everyday for our prosperity.     Statement from the Office of the President pro tempore


     

    To His Holiness Pontian III and the Holy Mother Church,

     

         The Imperial Senate conveys its profound regards to the sentiments and admonition concerning the state of governance in our current affairs in the recently published in the Septimus Aurea Bulla. Indeed, it is an important focal point of reflection as we continue to uphold our oath to protect the cultural integrity of our society. In the spirit of our debates, I assert our conscientiousness about the fate of the legislature and the role of the Church in the Affairs of State. As we debate and craft legislation for the entirety of the Empire, I echo the virtues of Exalted Horen as the fundamental basis of our collective conscience. Indeed, it is no vacuous accident that the chamber within Varoche Hall, the heart of Imperial federalism, displays above the dais the prominent saints of Adrian of Leuvaarden, Saint Henry Otto of Alban, and Saint Johannes of Aesculus. Under the patronage of these pious examples in the tradition of our holy Church, the Senate responsibly and virtuously wields its legislative authority under the models of the holy men who have illuminated a path before us.

         In my opening addresses to each session of the Senate since I took the Chair, I have echoed my wish that the Senate be a virtuous institution that heeds the call of our faith and the universal vocation that all Canonists be temperate and morally upright. Moreover, we are greatly aware that our actions and our decisions hold the gravitas of law that impacts the entirety of the faithful. We affirm our commitment to uphold the duty of the Imperial government where we swear by the Holy Scrolls, to legislate and represent our respective provinces. As such, I seek to impart the following actions with the authority vested in me as President pro tempore of the Imperial Senate to be imposed with immediacy:

     

    1.  I shall issue a mandate that the Imperial Senate swiftly designate, at the discretion of His Holiness and the Curia thereof, a Chaplain of the Imperial Senate, whose role shall be to advise colleagues on matters of faith and to lead the chamber to prayer prior to the sittings of the House.
    2. A reading of a bill pertaining to injuries against the faith to further discuss the gravity of actions contrary to the Holy Canonist Church. 

     

    I pray this statement is met with your concurrence as a first step in the right path. In the spirit of collegiality and goodwill of this correspondence, and in faithful obedience to the Testaments of the Exalted, I commend this missive to the Holy See.

    Honorable colleagues, I am quite astonished by the nomination before us. It seems after the ridiculous appointment of Mister Alfius Elpyne and an attempt to jam the judiciary with judges, irregardless of whatever qualification, this Ministry has proceeded with another questionable individual who will preside over the Western Circuit. Indeed, I speak of no ill-will to the personal integrity and character of Mister Valandos Elverhilin, whose storied experience in the past half-century has equaled a great contribution to this Empire. He has served well for the people of my constituency and has held, by virtue of his kin, a great fraction of his life in our midst as his father protected the King of Haense’s predecessors. I am glad he has invested his time and talent into our capital, creating and supporting us with his men, and harboring a sense of duty to those who live in this country.

    However, when asked about the classification of crime, the nominee in question could not even say he had remote exposure or familiarity. A judge is charged with weighing the crime, but if he who is presiding knows not of the crime, how will he be judicious? I am happy he has said he will be studious and learn the proceedings and the laws. I was there, however, when we voted to pass the Judiciary Act back in 1740! The Senate invests a great deal of confidence and trust that the laws be faithfully interpreted by an independent court. As I stated previously in my remarks about the last judiciary nominee, I said that a senator must not vote in the affirmative lest he or she is absolutely inclined by the credentials and insight of the nominee. 

    In this sentiment, I vote PRESENT on this nomination. While not lacking faith in his good will as he has served my constituency faithfully in the past, I cannot be for certain my confidence in his ability to be a judge of the courts.”

I now invite you to give an opening statement about your worthiness to such a role before we proceed to questions.

    May: Order.

     

    Elverhilin: Indeed, thank you. I am Valandos Elverhilin, a mali. However, for the past eighteen years, I have resided in the human lands, namely in Helena and Haense. My father was a kingsguard in Haense. I have studied under [Vice Chancellor] Joachim, studying law and the judiciary in hope of one day spreading such concepts to my own people. It is because of this that I believe myself fit for this position. 

     

    May: Thank you, Mister Elverhilin for your opening statement. I now recognize myself for questions. 

     

    May: Mister Elverhilin, do you have a broad familiarity with the five infractions of Imperial Law?

    Elverhilin: I am not as well-versed as I should be, no. 

     

    May: Very well then. Given the nature of this role, it will require some familiarity with the law. As a judge, do you believe that you will become accustomed to this code so that you might be able to render judgment with an informed mind?

    Elverhilin: Aye, I shall.

    May: I now recognize the senior senator from Helena for questions.

    Basrid: Thank you, Mister President. My question has to do with your participation. I know that you were apart of the Elven Office and had a residency within the Imperial Palace. How do I know that you won’t disappear once you get the job? And disappear for God knows how many years? How will you alleviate my fears that you won’t fail to be a participating member of our judiciary? 

     

    Elverhilin: My llir, because I shall give an oath.

    Basrid: Well you gave your oath to Irrinor then, no? How many more times must you give an oath to commit to something?

     

    Elverhilin: No oath was given for me to remain in Helena for the war effort. Upon the commencing of the war effort, I had moved my mali towards a frontal position for guerilla attacks upon Irrinor. Such is why I maintain a significant number of the same forces here.

     

    Basrid: I would like to ask- How long were you away from the capital?

    Elverhilin: Nine years to my knowledge.

    Basrid: What makes you qualified if you’ve been gone for nine years? You even said that you’re unfamiliar with the law code, so how can we adequately trust you to perform this job? 

     

    Elverhilin: I believe Joachim can vouch that I am very capable of learning. And, since my return one and a half years ago today, I have become very acquainted with the great city of Helena once again. I’ve purchased two local enterprises including the local smithy and I currently reside here.
     

    Basrid: When I speak of the city, I mean the people, the very same people you will be serving in the western circuit. 

     

    Elverhilin: Indeed, the same people I say I am familiar, with whom I live amongst and to whose daily lives that I contribute towards. 

     

    Basrid: Do you know as judge of the western circuit court what you will be representing and the duties you are to fulfill? 

     

    Elverhilin: I do.

    Basrid: Explain.

     

    Elverhilin: Indeed, I do. I am he who delivers the due process of law to those peoples of Helena and that of Reza, both cities where I and my father had resided for many years. I am to apply the due process of law from the Imperial codex, in any case presented to me.

    Basrid: Mister Valandos, elves have a different perception of time, and they’re known to live for hundreds of human years. How do I know that this difference of perception will not affect your ability to make judgments on cases, and how do I know that since you live for hundreds of years, you won’t improperly sentence a man, say half of his life? 

     

    Elverhilin: I am but forty-eight, friend Cyrus. I have only lived half of that lifetime, among Man. I have many friends and have grown up with them in human lands. I am still within a fraction of my life but make no mistake, I am very conscious of every day, week, month, and year that has passed. I am very lucid in regards with time. 

     

    Basrid: Two more questions, Mister President.

    May: Without objection. The gentleman may continue. 

     

    Basrid: I have a question about your garb. You must know that once one becomes a prestigious judge, one must wear something more appropriate for the position you’ve for which been nominated. Will you throw off that elven garb in favor of the style of the Crownlands?

    Elverhilin: I am more than capable of donning on clothes fitting for the position.

    Basrid: Yes, that headband must go.

    Basrid: My final question has to do with your sentencing. Would you prefer to use a jury or your personal judgment as a judge? Also as an example, say a human was caught stealing secret documents that were of utmost importance to the Empire. What crime classification would you give it?

    Elverhilin: Treason. If I am not a man, how could I sentence a man without a jury? Yet in other cases, a jury would be a waste of precious time for the people of Haense and Helena. It matters heavily on a case by case, it my opinion.

    Basrid: I yield back.

    Callahan: To respond-The Surgeon-Sergeant of the Senate is not enforced to attend every meeting, nor is it a paid position that takes resources from the state. However, last saint’s month, two senators laid dying by wounds inflicted. While both were saved, if there was a doctor-designate to handle these issues which may arise, we may not have scares.

    May: To the chair, I address my colleagues on the importance of this bill. I have served in the Imperial Senate for fifteen years now and it is vital that we have the support and care for this job is vital in the Empire. In the case of health and issues pertinent to our well-being, the Senate is an instrument of the State which requires more attention that we do our jobs with regard to our welfare. It would also do a great service to Doctor Napier and Rutledge, the latter whose act I voted AYE for in 1738! I yield.

    Callahan: This bill shall establish legislative oversight on the selection of governor-generals and viceroys in the provinces as well as the declaration of the states of emergency as per the d’Alba Act and Emergency Resolution of 1741. I now yield for questions.

    May: I recognize myself.

    May: To the chair, I rise today in opposition to this bill as it clearly and definitively puts at risk immediate emergency powers from the Crown in times when it is needed most. The Senate cannot always be present with the necessary quorum to oversee the appointment of provisional governments when the vassal states are unstable. Senator Rutledge and myself are the only two senators from the session when the d’Alba Act and the Emergency Powers Resolution was passed.

    De Antunyes: Objection.

    May: I give way to the honorable gentleman.

    De Antunyes: The aforementioned bill does not take away the power of levying states of emergency from the Crown. It merely allows the same power to the Senate. It does not prohibit our Emperor from his right, but if the common instance where he is unavailable, we would be allowed the power to vote on such. I yield.

    May: The gentleman yields back. I will continue.

    May: I say to my honorable colleagues from Kaedrin- It is not right for a senator from Curon to appoint a governor for the people of Haense!

    Callahan: As the chamber knows, I myself come from a province from the Empire where the governor-generals are chosen by the whim of the Crown. And what did it bring us? Ves, the Golden City… It was once the glorious of cities, where even the beggars danced in golden shoes and truly was a paradise upon us.

    Callahan: You call this as taking power, as allowing others to dictate the whims of foreigners, but nay! I say this as a measure to have crucial oversight in the selection and maintenance of provinces which maintain a non-royal government. 


    Basrid: Objection!

    May: Does the senior senator from Kaedrin yield?

    Callahan: I yield.

    Basrid: I would have it known that Ves was brought down when the Kaedreni came into power in the province, not after the appointment of the governor-general. I used to be a citizen of Ves until I was run out by the Kaedreni. They ejected me from my home and made me shamefully walk to Helena with all my possessions in tow. One hears stories of the Golden City being the most populated of the provinces, but that changed after the Monarchy came into power.

    Callahan: To the chair, if I may respond.

    May: Does the gentleman give way?

    Basrid: I give way.

    Callahan: You speak of the ills of the monarch and I concede, but this act tackles the very evil of such monarchy. Before, there was no method for which a government could be inspected by a legislative body of peers. Why should my province be held ransom by the Crown to whoever he deems fit? Nay, I say for it should fall to a nomination process by an elected body such as ourselves.

    Basrid: To the chair, if I may respond.

    May: Does the gentleman give way?

    Callahan: If you want any progress to be made, we must have legislative oversight. I give way.

    Basrid: During Richard de Reden’s appointment as governor, I saw a resurgence of activity within the city, despite it being in a military fashion, they were making a come back. How do you think allowing the Senate will change what the Crown cannot do themselves?

    Callahan: To the chair, if I may respond.
    May: Without objection.

    Basrid: I yield.

    Callahan: The tenure of the Count of Reden was resurgent in military affairs, yes, but it slagged behind in all other aspects. Without any civilian base, the province has suffered and villages lay bare, cousin after cousin of mine taken in this dreadful war. I do not believe that the Senate is a perfect solution, however I believe that the very important positions of the viceregal offices should have the same oversight as say, the Minister of War.

    Callahan: Also, as my co-sponsor and I believe, it is through the respective legislative members, who are commoners themselves and live amongst the people, and are more involved in the affairs of the provincial state than the Emperor who has an entire empire to handle!

    Callahan: Lords may whisper in his ear for one matter when it is not the will of the people it shall affect. Also on the matter of infringement on military command, this does not prohibit the selection of generals and the like, but rather purely the nomination of the viceregal.

    Napier: It classifies three levels of crime- High Treason, Petty Treason, and Sedition. 

     

    Napier: High Treason are crimes, planned or engaged against the Monarchy and this House. Petty treason are crimes, planned or engaged against the State, its office and officials. 

     

    Napier: Sedition, lastly, are crimes targeted towards the whole, insofar as not acting on violence, but espousing thoughts or philosophies in contrivance to the Josephine principles.

    Napier: Unions- would they be State-sanctioned and created of left to the devices of the workers to form?

     

    De Antunyes: Unions would be state sanctioned, but the hierarchy would be established by the relevant reader. However, this would call for some government backing in monetary means mainly. 

     

    Napier: What prevents groups, such as the Cheloveks from forming Unions to actively recruit and garner more members under a legal system of organization? 

     

    De Antunyes: It would be at the direction of the state to manage that. Do you truly believe they would use an employment union to spark rebellion? The vast majority of our workers are rather pleased with the state of the Enpire. It is the one percent you speak of. Any further questions?

    Napier: I concur with Senator de Antunyes. Orcs, if properly culturally attuned, May serve as any other.

    De Antunyes: You do understand that it is at the discretion of the corporation to hire these orcs, sim?

    Napier: This is not just, the Empire of Man, Mr Cyrus. We are a human nation, yes, but through the trials of history, we know that our systems are in the right, across the board.

    The nominee, Joseph, noted, “As is often, Senator May. You know, you really do wonder where these other louts are.”

     

    Mister May calls the Senate to order. “I welcome His Grace, Joseph Clement de Sarkozy of Adria, nominee for the Secretariat of the Interior. Your Grace, will you please raise your right hand?”

     

    Joseph Clement raises his right hand as requested.

     

    Terrence May recites, “Do you solemnly swear and affirm that the testimony you are about to give is the truth and nothing but the truth with God as your witness?”

     

    Joseph responds, “I do, so help me God.”

     

    Terrence thanks him and takes a seat. “I now recognize myself for an opening statement. Your Grace, you have been summoned to fulfill the nomination process as Secretary of the Interior. This position is of utmost importance for the life of the Empire and the development of our future

     

    In this post, you are given a broad range of powers and must exercise prudence, fairness, diligence, and forthrightness for the benefit of the entire domain. As such, we are here today to ascertain your credentials and exercise our role as the conscience of the nation in considering you to this role.

     

    I now recognize the Senior Senator from Helena.”

     

    Cyrus notes, “Mister Sarkozic, you are filling the shoes of another man from Adria, I believe. His name was Mister Ratispora, he who held the position before. How will you be different from Mister Ratispora who came in with big promises and no delivery?”

     

    Terrence thanks him for the good question, and Joseph responds, “To put my answer frankly, I have already been working in the city, night and day. I most recently ran the election for Lord Mayor in 1748, as well as the lottery for the Helena Livery Board. You may note those instances as evidence.”

     

    The Senator from Haense, Mister Cyrus Basrid, responds, “Yes, those are instances of you showing competence… but on to your additional title of Duke Adria. You were elected Duke Adria 4 years ago and construction has only just started, as I passed the land on the road I saw one lone man building. Now in the last hearing, Mister Ratispora falsely claimed he will rouse the workers and there will be no laziness -- he was a liar. And when I saw the lone man building in Adria… I wonder if you are fit for this job, considering your own land and titles should’ve been put before anything else.”

     

    The nominee, Joseph, responds, “If we are speaking in opinion - which, I gather, that is an opinion - then I do not take it that one’s own land and titles should be placed above service to country. While it is true by fact that construction has only just begun on the lands which I own, I do not believe such speaks to my ability to serve as Secretary.”

     

    Joseph continues, “I have, quite frankly, been concerned with higher matters. As such, I have left construction and other administrative matters to the business of my delegates within Adria, while I serve in Helena.”

     

    Cyrus, standing in wait at his podium, responds. “Now on that. One’s own land and titles should not be above service to the country -- with that I wholeheartedly agree. But I have some qualms with it… You were elected to lead the Duchy of Adria by their Duma, and you will be appointed to the position of Secretary once this is over. “

     

    “This is a higher office, “ Joseph responds, “and I shall give this office the respect it deserves. I have thus far accomplished the work of the Ministry for several years now without officially holding the title myself. I will continue as I have been.”

     

    Cyrus continues his investigation. “Now as for you doing the job of Secretary of the Interior unofficially, I would have to ask what do you list under the accomplishments you so proudly claim?”

     

    “I have organized all elections to municipal offices for several elections now, “ Joseph sighed. “Additionally, I have worked with the Lord Mayor to better his position in matters legally, as stipulated by the Council of State Establishment Edict. I will claim these as duties I have fulfilled.”

     

    “Do you not feel it was unethical to take the position in an unofficial capacity that you did, from Joseph Nicephore and Peter Sarkozic? The State Establishment Edict clearly states that those are their duties, not that of the Duke Helena or Duke Adria, “ Cyrus points out. “If you were so instrumental why pursue the position after two Secretaries have passed? You could have easily applied to the position when you came of age.”

     

    “I did not apply to the position, “ Joseph notes. “Honorable sir, I was appointed by the Basrid Ministry’s order.” He cedes the floor once more to Cyrus.

     

    “Yes…” Cyrus sighs. “You did not apply. My apologies. But my question still stands. Do you feel it was appropriate for you to use your position with the Emperor to do the job in place of Mister Ratispora who was incompetent and Joseph Nicephore who God rest his soul passed away after being murdered by the AIS? Because if I recall correctly, we went some time without a Secretary, as no one was appointed.”

     

    Joseph responds in kind. “I was 15 during Nicephore’s tenure. I could not replace him at the time of his death -- may he rest in peace. While I understand Mister Ratispora did not execute his office faithfully, it was not my duty to discharge him. Such power lies with the Basrid Ministry itself.”

     

    Cyrus utters his final question. “Mister Sarkozic, what do you believe would benefit Helena the most? Perhaps a new position in the municipal government, or a new building that could attract the attention of the populace?”

     

    “From what I understand, the Office of the City Clerk has been the object of much contention between the City of Helena and the Basrid Ministry. As my first edict of office, I should like to work with the Lord Mayor and the Ministry in reforming the city’s charter so as to end these issues.” Joseph continues, “Additionally, I would like to bestow more power to the Office of the Mayor, and to create an Office of the District Attorney within the municipal government.”

     

    Cyrus yields his time. “Thank you for your time, Mister Sarkozic. I yield the floor, Mister President.”

     

    Terrence recognizes himself for questions. “Mister Sarkozy, I have a very brittle relationship with Internal Affairs. From the canal deal I brokered as Lord Palatine of Haense, to the issues with taxation in the wake of vacancies, to the inaction by this department… Let me give you an example of what I mean to specifically outline my frustration, hoping you as the potential candidate will provide a remedy. In 1743, the Senate passed the Imperial Employment Opportunities Act mandating the department you are expected to lead to coordinate a labor registry. If confirmed will this be part of your agenda?”

     

    Joseph notes it will be one of his first priorities, and Terrence thanks him before moving on. 

     

    Terrence proceeds with, “Infrastructure and growth in the heart of the Empire are critical to our advancement. As you know, these are some goals of your position. Being the Duke Adria, how do you expect to fairly apply these efforts to the whole Empire?”

     

    Joseph notes that he touched on that issue while answering questions from Senator Cyrus before adjourning the meeting. President Terrence allows Joseph closing remarks. Before Joseph can speak, Senator Cyrus comments, “I believe that Joseph will not be able to compete with Mister Sprinkles.”

     

    The President calls for order, before Joseph offers his closing remarks. “I would like to thank this honorable chamber for its consideration of my appointment, and commend it on its decennial anniversary some couple years ago. I do look forward eagerly to working with this chamber on what legislation is pertinent to the Ministry.” 

     

    Finally, President May notes, “Without objection, let the record show that Mister Joseph de Sarkozy, nominee to the Secretariat of the Interior, has attended this hearing. The Chair shall commend his statement in full to the Senate floor at their earliest convenience.”

Furthermore, I will now move to the executive schedule upon which the Archchancellor has made an official indication to nominate Mister Joseph de Sarkozy to serve as Secretary of the Interior upon the resignation of Ratibor Ratispora as of 15th of Harren’s Folly, 1749.     “My colleagues, this nomination is indeed a critical moment in the epoch of our great and fledgling judiciary. I am the only member of the Senate of this session that has worked with and witnessed the ethics of Sir John d’Arkent. For five years I was a minister on the council of Alexander II where it was during this period that Sir John d’Arkent chaired the ministry as Archchancellor. Let there be no doubt that Sir John is a man of insurmountable vigor and resolve. His diligence to our Empire is undisputed as he has worked and devoted his efforts to the betterment of his vision for our people. 

    I rise today to address the Senate with some of my key concerns regarding the nomination that is before us: 

    First, let me just say it is with no great ease that I speak on this consideration. I took much time to deliberate on this important position and the man whom we have been tasked to give our advice and consent. On the issue of appeals, it is a nascent process and the only avenue that the Supreme Court has in its assertion as a structure in the government. Much unlike the response I was given, I for one believe that appeal times are vitally consequential as they serve for the point of redress and remediation for an accused and convicted individual to ascertain his legal counsel and exercise his right to to seek due process. Not everyone in this Empire has the steady means or resources to obtain an attorney, and therefore it is my view that we must set a standard duration of appeal as an important precedent in the courts. 

    On another issue that raises alarm is Sir John’s sobriety. His intellect, jurisprudence, and vigor is by no means a cause for my doubts. Rather, I would even go as far to say that I stand with his credentials as an official with respectability and standing in the creation of a greater Orenian future. While not seeking to impugn on the integrity of Sir John and his lifetime of public service, my own reservations compel me to voice my opposition to his nomination. When questioned about his alcoholic vices, his answer was quite terse. I admire the admission of his own vice, but he did not address any resolve to curtail his personal indulgence with the critical role of his nomination to the court. When he is sober in mind, his great actions speak for themselves. His love for Oren and its people are uncontested, but when he succumbs to this temptation, it is certainly a cause for reservation. 

    While I find him to be a capable and diligent servant of our Imperial banner, I also find my doubts as a potent factor. It is important that support for a Justice to this great Court of law requires the full and complete endorsement of any senator to cast in favor. In this regard, I have concluded that I do not possess such.

    I cannot support this nomination with my entire confidence.”

This responsibility is of the utmost importance, a duty taken with sobriety, good judgement, and careful heed to the laws of this land. In recent times, the Judiciary has become a vital institution for protecting our values, upholding our laws, and the welfare of our people. You sir, if confirmed, will be a steward of that mission. What qualifications do you bring for the judiciary should the Senate confirm you to the Supreme court?

     

    Sir* John: I challenge you to find another man whose service has been as long and arduous as mine, as mine. In my youth, I was a commander in Joseph the Pretender’s forces. Soon afterwards, it was Alexander II who appointed me his Archchancellor. I served there dutifully, navigating the legal ramifications of countless internal and external instances. During my tenure here, both Frederick Armas and I drafted the Edict of Establishment. Afterwards, I was the Emperor’s first Vice-Chancellor, and served there in various legal and diplomatic endeavors. After this, I drafted the reformed government of Curon, and dissuaded Curon’s love for the idea of succession from the Empire. All this I have done in the image of an Empire built on the foundation of law and order. One where men do not die in the street when accused of a crime. A civilization, not a wild anarchy. 

     

    Terrence May: Thank you. Now, turning to some specifics of the courts. What guides your sense of justice and how do you interpret the law? 

     

    Sir* John: I believe it is the duty of the position I am nominated for to interpret the law while keeping in mind all particular possible interpretations the law may have.

     

    Joachim Haas: Legalist activism is perhaps a nuance of the supreme court that hasn’t been explored yet. [It] Would be interesting to see proactive interpretation in conjunction with this honourable senate.

     

    Terrence May: Let me move towards the issue of appeals, Sir* John. Conventional practice from the circuit court has given people 48 saints hours to appeal their verdict. Do you think it is ample time, and should there be a standard or should all appeal times differ?

     

    Sir* John: I think that is fine. Another 24 saint’s hours might be nice, but ultimately it would be inconsequential. If a person is upset with their verdict, they will likely go home and write a letter right away. If they do not, then they must be guilty. 

     

    Terrence May: I do think the appeal time is an essential point, Sir* John. A constituent of mine, if you recall, was Lord Vyronov, whose case was a major focal point for the judiciary.

     

    Sir* John: I did not agree with that ruling, in general.

     

    Terrence May: Explain what you mean by that.

     

    Sir* John: I do not have the stipulated evidence before me, so I may misremember. However, a man was accused of murder, and no proof was found that he did it. Yet, because no proof was found that he didn’t do it, he was convicted. Such things require better precedent to be set, especially in a fledgling system as ours.

     

    Terrence May: Is it safe to say that you would have voted to take up the appeal?

     

    Sir* John: Aye, it is.

     

    Terrence May: Sir* John, as you know the Supreme Court is the place of final appeal. What do you think is an important factor in taking up appeals? I know there are not many, but do you have a personal rubric? 

     

    Sir* John: I think if the judge who ruled was incompetent, I would find this a sensible box to check. I would consider the evidence of the case before voting, though. 

     

    Terrence May: Mister Speaker --- I would ask unanimous consent if I could indulge the gentleman with one last inquiry before I yield back. Do you believe cases of treason are open to appeal if you are the only and final court that decides? 

     

    Sir* John: Appeal? Are you asking me if there is a law written that says Supreme court rulings can be appealed? 

     

    Terrence May: Well, there is no written law, Sir* John, but I ask from your view as an experienced minister and official of the law if cases of treason(s) can be appealed if the Supreme Court already ruled it. 

     

    Sir* John: If such a thing were true, it would devalue the role of the Supreme Court. 

     

    Terrence May: So, you do not believe in a second review, in theory?

     

    Sir* John: We must treat this arm of our government as final, a body by which the machinations of justice are absolute. Otherwise, it is, as they say, chopped liver. So no, not in theory or reality. 

     

    Terrence May: Thank you, Sir* John --- Sir* John, there is actually one more thing I must ask.

     

    Sir* John: Speak, Senator. 

     

    Terrence May: Alcoholism. I’ve known you to be a capable man, but also as one who enjoys his drink. As a justice of our final court, as you say is absolute, how will you reconcile sobriety and judgement?

     

    Sir* John: My judgment will remain unimpaired in my office, regardless of my vice. I promise not to hide my flask under my wig.

     

    Terrence May: Well, I do hope you keep this to be your word, for this position is indefinite and in faithful stewardship to the Rule of Law and the Crown’s decrees. Sir* John, I have known you for the better part of twenty years, from my time as a junior minister in (the) Alexander II’s council and I(n) your brief tenure as Vice Chancellor. As I conclude my questions, I do think there is much at stake, and this Court will require good and honest men to fill this seat.

     

    Sir* John: I am a jester, dear Senator, but I can say with confidence my service with you has been an honour.
