  1. THE EDICT OF SAN ADRIANO In the year of our Lord, 105. B.A Esteemed Citizens and Dignitaries, For years the Honourable John Galbraith, the Baron of Cascanova worked as the Legate for our beloved Kingdom. During which we saw an advancement of Balian’s diplomatic alliances. Yet due to health and a wish to spend more time with his own family Don John announced his retirement from the office in a missive. As such we have sought to conduct interviews with several candidates, posing difficult questions to find a suitable replacement for the position of Legate. It is with these interviews that the Royal Duana of Balian has aided the Crown to decide upon the Legate: Don August Temesch of San Adriano. They’ve sought a new home, to swear fealty and become loyal subjects of the Crown. The Crown has determined because of House Temesch's heritage, station, and numerous members it shall bequeath upon Don Adrian Godrey Temesch, the Viscounty of San Adriano. As peer of the Kingdom of Balian, they shall hold in trust Our Royal Throne for the duration of their service. They are compelled to maintain the law of Our realm, to peacefully abide Our rule, and to rise in Our defence when necessary. We do establish that the succession of this Viscounty of San Adriano will be hereditary; upon their death, this title shall be inherited by their eldest heir and successor unless otherwise promulgated by Our command.   3. The Marsana Appointment 13th of Sun’s Smile, 103 B.A With the recent resignation of Amiratus Sir Percy de Lyons, we hereby declare a new administration of the Kingdom of Balian. We are pleased to announce that Don Kristoff Alexios Ruthern will serve as Balian’s seventh Amiratus. The Crown of Balian thanks Sir Percy for his unwavering commitment to the prosperity of Balian as a whole and now looks to the future with proud eyes for our new Amiratus. May we continue to prosper. On The Amiratus _______________________________________________________ Issued by the Crown of Balian, 103 B.A. _______________________________________________________ It saddens the Crown to announce the resignation of our current Amiratus, Lord Percy de Lyons. Lord de Lyons has unfortunately been bedridden within the confines of Enderoca for many weeks now as a result of an illness he took during the campaign in Veletz. It is for this reason and his inability to fulfill the duties as required for his position that he tenders his resignation as Amiratus effective immediately. The Crown thanks Lord de Lyons for his service to the Crown throughout the duration of the war and in the wake of its’ shadow and wishes him the best in his recovery. May we continue to prosper. We are pleased to announce that Lord Percival de Lyons ‘al Lionhearted’ will serve as Balian’s sixth Amiratus. The Princess Royal, Elena Casimira served the Crown since her birth with an unwavering determination to see Balian left better than she found it. We can say with the utmost surety that she accomplished her goal, and will observe a period of mourning over the next Saint’s days. We likewise believe Percival de Lyons shall follow diligently in his Mother’s footsteps, showing already promise in his assistance during the War for the Midlands. We believe he is the best candidate to succeed her and hope that he shares the same determination and knack for governance that she did. May the Princess Royal rest peacefully with her ancestors in the Seven Skies. The Kingdom of Balian shall march ever on, looking to the past fondly on the work that the Princess did- and the feats that she achieved. May we continue to prosper. The Grand Pier of Adrian 14th of Peter's Glory of 90 B.A Near what turned out to be the twilight of his reign over the Kingdom of Balian, His Royal Majesty King Adrian I drove the effort to plan, fund, and construct the first expansion to the great city he laid down upon this new land of Aevos- a new, larger district around the city docks. Through the aid and effort of Grand Admiral Dante DeNurem and many Balianese architects, laborers, craftsmen, and citizens, this grand project is finished and opened to the public now, at the beginning of the reign of the late King’s daughter, Her Royal Majesty Queen Sybille I. The expansion contains a new apartment complex on Rev’s View containing 12 large apartments, along with two new streets, named after two late Balianese legends, to whom much honor is due - His Royal Excellency Don Ledicort Vuiller, our first Amiratus, honored with Ledicort Lane, and, fittingly considering the effort he put into its design and construction, His Royal Majesty King Adrian I “The Unwavering” Novellen, with Adrian Avenue. There are 6 new buildings for purchase on Adrian Avenue, and 7 on Ledicort Lane - some houses, some shops. Additionally, for our more commercially-minded citizens, there are 3 new warehouses - one on Anne’s Avenue and two on Adrian Avenue - which are open to rent as space for any aspiring guilds, merchants, or manufacturers. Finally, some of the buildings in the district were left unfurnished at the time of the district’s opening, and from now until they are furnished by Crown Architects, any unfurnished buildings are being offered for 15 minas less than the listed upfront charge. May this great construction forever stand as a monument to the resolve and grit of its constructors, and to the efforts of our late King Adrian, and as a beacon of the prosperity of the Kingdom of Balian going into future times and reigns. The Royal Codex of the Kingdom of Balian Addendum VI: TRACTATUS DE IUSTITIA UNIVERSALIS Table of Contents: TRACTATUS DE IUSTITIA UNIVERSALIS Principle Article I - On Criminals Wanted in Two Allied Jurisdictions Article II - On Criminals Wanted in One Allied Jurisdiction TRACTATUS DE IUSTITIA UNIVERSALIS Principle: For the furtherance of justice and cooperation for us in Balian, and for our allies, we seek to lay down principles which should allow us to assure that criminals apprehended by us or our allies may be processed fully across jurisdictions to allow them to be fully tried and punished for their crimes, and not simply tried by one ally and allowed to go free so that they must be found and apprehended again for the second trial in the other jurisdiction after further damage and trouble. We propose the following procedures, each based on the circumstances of the apprehension and the category of crime committed, with Capital Crimes being defined as a crime deemed worthy of execution, such as treason, manslaughter, murder, mayhem, kidnapping, practicing dark magics, and other serious felonies. Article I - On Criminals Wanted in Two Allied Jurisdictions Art. I.01 - Where the Criminal is Wanted for a Capital Crime: I.01A - If the criminal is apprehended in the country where they have committed a non-capital crime, but have committed a capital crime in the other, the party who arrested them may try them and punish them first for the less serious crimes, then shall extradite the criminal to the other for the more serious trial there. I.01B - If the criminal is apprehended in the country where they have committed a capital crime, and they are wanted for a non-capital crime in the other, the apprehending country informs the other that they have caught the criminal, and may carry out the trial and execution themselves. I.01C - If the criminal committed capital crimes in both nations, then the apprehending country should inform the other nation, and both nations may perform a joint trial and execution with their respective legal systems involved, or the apprehending nation may execute if given permission by the other nation or if a joint trial may not be carried out in a timely manner. Art. I.02 - Where the Criminal has only Committed Less Serious Crimes Art. I.02A - In cases where only non-capital crimes are involved, then the apprehending country may try the criminal first, then extradite to the other allied country for trial there. Art. I.03 - Where the Act is not Considered Illegal in the Arresting Jurisdiction: Art. I.03A - In cases where the act the criminal is wanted for in the allied jurisdiction is not considered a crime in the arresting jurisdiction, then the decision as to whether the criminal will be extradited or set free shall be decided by the Courts and Diplomats on a case by case basis. Article II - On Criminals Wanted in One Allied Jurisdiction Art. II.01A - In cases where a criminal is wanted in a foreign, allied jurisdiction, that nation may petition the Office of the Legate, the Magisterium, the Amitratus, or the King to request Balianese aid in apprehending the criminal. Whether or not this petition is accepted is purely up to the discretion of the aforementioned offices based on the severity of the crime, the location of the accused, the quality and quantity of evidence presented, the feasibility of providing such aid, and the ramifications of providing such aid. Art. II.01B - In cases where a Balianese Citizen (as defined in Lex Civilis) is wanted in a foreign, allied jurisdiction, that nation may petition the Office of the Legate, the Magisterium, the Amiratus, or the King to request the extradition of that citizen for Trial. Whether or not this petition is accepted is purely up to the discretion of the aforementioned offices based on the severity of the crime and the quality and quantity of evidence presented.   9. EDICT OF COMMUNUS CIVIS A Decree from the Crown 14th of Lothar’s Gift, 72 B.A. IT IS SO DECREED, the Supreme Assembly of Portoregne shall be abolished. This Edict shall replace The Royal Charter of Portoregne. The Legislative Powers of the Kingdom of Balian contained herein shall be extended to the citizenry of Balian as enumerated within this edict. The established body for the practice of this legislative right shall be vested in a Commune, run by, and for the citizens of Balian. The Commune shall consist of all living citizens of Balian, provided they have a primary liveable address within the Kingdom. Definitions: A Citizen of Balian is defined as a resident within the Kingdom who legally and primarily resides in any property within the jurisdiction of the Kingdom, including the Royal Family. A Commune shall henceforth be referred to the Citizens Commune, the legislative body of the Kingdom of Balian. Proposal or to Propose in this edict shall henceforth be defined as requests, drafts or petitions to the Crown which the Crown reserves the right to approve or veto. The use of the term Petition shall be used interchangeably with the former terms in this paragraph. Discretion in this edict shall henceforth be defined as the administrative freedom one shall have when conducting meetings, procedures and sessions. Article I - The Citizens Commune Art. I.01 - The Commune shall hereinafter be named the Citizens Commune. Art. I.02 - The Commune shall consist of all citizens of the Kingdom of Balian. Art. I.03 - The Commune shall meet, alternatively known as to be called into session, at least once every Saint’s Month in Ledicort’s Hall. Art. I.04 - The Commune shall reserve the right to propose, vote on, and draft legislation. Art. I.05 - The Commune shall reserve the right to propose cultural initiatives, either through a session or through the Royal Balianese Academy. Art. I.06 - The Commune shall reserve the right, in collaboration with the Royal Court, to host cultural, academic, and recreational events within Balian. Art. I.07 - The Commune shall reserve the right to propose the formation of guilds. Art. I.08 - The Commune shall reserve the right to petition the Crown and Duana at any time on matters and grievances pertaining to the governance of the Kingdom, including diplomatic relations. Art. I.09 - The Commune, with the Crown’s approval, shall reserve the right to appropriate money for matters pertaining to the city of Portoregne, including the surrounding farmhouses and farmland of the city. This fiscal right shall extend to Rosemoor’s rest but not beyond that which is enumerated in this section. Vassal lands are exempt and immune to this section. Art. I.10 - The Commune shall reserve the right to trade and organize business freely within the city of Portoregne and its surrounding rural area, extending to Rosemoor’s rest but not beyond that which is enumerated in this section. Vassal lands are exempt and immune to this section. Art. I.11 - Only the citizens present when the Commune is called into session may vote. If a citizen is not present, they cannot vote and will not be called to vote. Art. I.12 - If a citizen, when the Commune is called into session, is discovered to be a felon or traitor in breach of the statutes laid down within the Lex Criminalis, or is disruptive during the session they are to be removed from the meeting and revoked of their rights and privileges to speak or vote by authority of the Syndic, with due diligence. Art. I.13 - Any right or power that has not been defined or enumerated in this section is reserved only for the Crown and Duana. Article II - On the Powers of the Syndic Art. II.01 - The Syndic of the Commune shall be elected for a term of 8 Saint’s Weeks. The Syndic may run for re-election for a maximum of two terms, totalling 16 Saint’s Weeks. The Syndic may step down at any time, if done so, an emergency election or appointment may be held at the behest of the Crown, through delegation to the Censor. Art. II.02 - The Syndic shall act as the chief representative and speaker of the Commune. Art. II.03 - The Syndic shall act as a servant of the Commune and must answer to the Commune and to the Crown. Art. II.04 - The Syndic shall reserve the right to call the Commune into meeting and lead the meeting in how they see fit. Withstanding Art. 1.10, the Syndic must use due diligence to act on these matters. Art. II.05 - If the Syndic is found incompetent in their duties, or presumed to be abusive of their discretionary powers, they may be impeached by the Commune through petition of at least 10 signatures and via the Amiratus of Balian through their own discretion. If found guilty of incompetence in the impeachment proceedings, the Syndic shall be voted out of office by a two thirds majority of the Commune. Art. II.06 - The Syndic reserves the right to request and receive an audience with the Duana and the Crown at any time. Art. II.07 - The Syndic shall be legally considered a senior government official and thus shall receive the same protection as the members of the Duana pertaining to the Lex Nobilis. Art. II.08 - Any right or power that has not been defined or enumerated in this section is reserved only for the Crown and Duana. Article III - The Commune and the Duana Art. III.01 - All legislation that has been approved by the Crown must be delegated to their respective departments within the Duana. Art. III.02 - The approved legislation shall be interpreted and implemented by the Duana in respect to the department the legislation falls under. Art. III.03 - The Amiratus, as chief agent of the Crown, may interpret and implement the legislation through delegation to the respective department of the Duana if they see it is best to do so in a certain way. Art. III.04 - Any right or power that has not been defined or enumerated in this section is reserved only for the Crown. Article IV - The Commune and the Crown Art. IV.01 - By Divine Right from GOD, all powers flow through the Crown. The Crown may approve or veto any legislation, proposals or petitions brought forth to them. Art. IV.02 - The Crown may dissolve the Commune, fire the Syndic, or remove citizens when the Commune is called into session at any time. The Crown shall act in Bona Fide in this matter under the watchful gaze of the Almighty. Art. IV.02 - The Crown may, through delegation to the Duana, amend any part of this edict. Art. IV.03 - The Crown may call special meetings of the Commune if needed. Art. IV.04 - The Crown must respond to each proposal within a span of 1 Saint’s Week. Art. IV.05 - If the Crown is unable to fulfill any of the above mentioned powers enumerated within this edict; the Amiratus, through the Crown’s blessing may carry out these duties at their behest.   10. EDICT DE REFORMA AGRÁRIA Edict on Land Reform 70 B.A. | 1937 I.T. Table of Contents: Article I - Allocation of Vassal Lands Article II - Acceptable Usage of Vassal Lands Article III - Taxation of Vassal Lands Article I: Allocation of Vassal Lands Art. I.01: On Peer Lands I.01A - Peers shall bear the right to construct estates or holdfasts within plots granted to them by the Crown, up to the following sizes, based on their Rank: a. Baronies 75x75 (5625) b. Viscounties 100x100 (10000) c. Counties 125x125 (15625) d. Duchies 150x150 (22500) I.01B - Peers may have other shapes of plot, so long as their total area falls within the size class for their rank. I.01C - Exceptions regarding land shapes may be granted if there is unusable land within the plot granted to the peers. These exceptions however must be given consent to by the Crown. I.01D - Peers may request expansions to their land grants in proportion to their minas contribution for the land. However, this request may not exceed the size of the capital city of Portoregne. The total percentage of the requested expansion may not exceed 40 percent for baronies, 30 percent for Viscounties, 20 percent for counties and duchies. Art. I.02: On Armada and Commoner Land Grants I.02A - Soldiers of the Armada may be awarded small rural estates by the Admiralty and Crown for years of good service, falling into the following sizes based upon their rank: a. Master Gunners and Lieutenants: 20x20 (400) b. Commodores: 30x30 (900) c. Knights, Knight Commodores, and Admirals: 40x40 (1600) I.02B - Commoner families of good standing and size may appeal to the Crown for a small rural estate as well, not exceeding the size of 30x30 (900). Art. I.03: On Farmland and Beautification I.03A - Vassals are free to have farmlands, mills, orchards, gardens, and forests that extend outside of their claim, so long as they are approved by the Crown and Domus Ministri. I.03B - If these lands extend outside their claim, then they are considered free to use by citizens of the Kingdom. Article II: Acceptable Use of Vassal Lands Art. II.01: On Building Standards II.01A - The Crown and its Domus Ministri retain the responsibility to review and approve or deny building plans at their discretion, to assure a consistent standard of quality among Vassal builds. II.01B - The Domus Ministri may provide aid to Vassals to assure builds meet the standards they set out. II.01C - Vassals must present build plans to the Domus Ministri for final thoughts, approval of the build plan and location, and for the final taxation rate (as outlined in Art. III.02) Art. II.02: On Defense II.02A - All lands of the Kingdom of Balian must be kept secure via proper fortifications. These fortifications must be either built by the Peer or worked out with the Armada during settlement. II.02B - If deemed defensible enough by the Armada, the Grand Admiral may be granted access to the defensive parts of a Vassal keep. Others in the Armada may be granted access as deemed necessary by the Admiralty. II.02C - If defenses are provided by the Armada, the location of the Fort must be agreed upon ahead of time by the Peer and Armada leadership, and may not encroach upon the Peer’s claim without express permission from the Peer. II.02D - The Armada retains the right to build additional fortifications instead of using Peer holdings for defense, but cannot encroach on Peer plots without the express permission of the Peer while building additional forts. Art. II.03: On Hamlets and Outbuildings Article II.03A - Definitions A. Hamlets are defined as additional residential buildings outside of the main keep or estate, for the keeping of a Peer’s family, wards, or people to whom they provide patronage. B. Outbuildings are defined as non-residential buildings, such as smithies, stables, docks, boathouses, fisheries, workshops, chapels, mills, barns, etc. for the use of the Vassal and his people. Art II.03B - Constructions of Hamlets are reserved for Peers. Constructions of Outbuildings are reserved for Peers and Armada grants; however, permissions for outbuildings may be given to commoners through Royal assent. Art II.03C - Along with the rest of the structure per Art. II.01, Hamlets and Outbuildings must be reviewed and approved by the Domus Ministri and Crown prior to construction, and the number of residences should generally not exceed five. Art II.03D - Outbuildings cannot contain or be used as brick-and-mortar shops plot stalls. Article III: Taxation of Vassal Lands Art. III.01: On Down Payments III.01A - Peers are required to pay a downpayment of at least 1500 minas for the land upon which they plan to settle, to help cover the initial settlement costs III.01B - Donations to the Royal Coffers prior to their gaining land count towards this downpayment, and if they donated that amount or more to the Coffers, their downpayment is counted as already paid. III.01C - A greater downpayment for the land may be paid, but offers the Vassal no extra claim to the land, nor any benefit at all outside of expediting the purchase of the land upon which they hope to live. III.01D - The Down Payments for Armada Land Grants and Commoner plots are lower to mark their smaller size, and are to be worked out between the Admiralty, Procurator, and/or Crown and the Purchaser as appropriate to cover any remaining upkeep costs for the land around them. Art. III.02: On Taxation III.02A - The basic rate of the taxes are directly proportional to the square root of the area granted (e.g. a 75x75 meter plot would be 75 minas per week base tax), though all base taxes must be at least 60 minas, regardless of plot size. III.02B - Any plot expansions shall increase this rate based on the new area (e.g. a fully expanded Barony (expanded by 40%) would be 88x88 meters, and thus 88 minas per week base tax). III.02C - Any Outbuilding as defined in II.03A, with the exception of chapels, stables, animal pens, warehouses, and mills, shall incur an additional 5 minas per week in taxes per building. III.02D - Any Hamlet as defined in II.03A shall incur an additional 15 minas per week in taxes per residence. III.02E - Vassals may choose to levy taxes upon outbuildings or residences at their discretion. A proposal sent to King Alexander by Amiratus Gaius var Ruthern after the retirement of Amiratus Ledicort Vuiller, the Ruthern Framework is a document that highlights proposals to continue reform and advancement in Balianese society. It contains a list of national aspirations that made up many of Amiratus Ruthern's ambitions and policy goals at the start of his chancellorship, with some items addressed, and others still withstanding. The missive also notes the Amiratus intent to have the document refined and published post-haste, pending the King's approval. However, given King Alexander's ailing health at the end of his reign and the anarchies of the Mori Invasion, such refinement and official assent could not be reached. The framework was kept in government stasis for a considerable period of time, before the original draft was finally published under the purview of the Principal Secretary as a declassified item. We will begin a recruitment drive for lawyers and Kritai (Judges). Make sure the people have a voice every year at the assembly, make sure the body is held at a constant interval. Start having our lawyers and Kritai enforce the laws legislated by the assembly such as tariffs or property rights. Write up a lawsuit format and guide so citizens can easily negotiate their disputes in court. The Royal Codex of the Kingdom of Balian Addendum V: Lex Maritima Table of Contents: LEX MARITIMA Article I - On Docking Article II - On Trade Article III - On Maritime Crimes LEX MARITIMA Article I - On Docking Art. I.01 - Definitions of Docks and Waters I.01A - All Docks and Mooring points within the lands of Balian fall under the National Laws of Balian, and are subject to any rules, inspections, and regulations laid out in this codex. I.01B - Docks within Vassal Lands may have additional restrictions placed upon them by the Vassals, and Docks within the City of Portoregne may have additional restrictions placed upon them by the City Government of Portoregne. I.01C - Balianese Waters are defined as any body of water lying within or adjacent to Balianese clay and all those to which Balian bears territorial claim. These waters, and all ships, cargo, and people within them, shall be subject to the entirety of Balianese Law. Art. I.02 - On the Docking Process I.02A - All ships not directly owned by the Balianese Government or Military must receive approval to dock, in the form of an edict from the Crown or his Duana, a clause in a treaty approved by the Legate and Duana to allow docking rights, an approved docking permit from the Magisterium, or an approved legal Charter from the Balianese government to operate the ship from Balianese waters. I.02B - The Monarch may at any time unilaterally provide permission for a specific ship or the ships of a nation or group to dock in Balianese ports, on one occasion through an order, and for a set period of time or indefinitely through an edict. I.02C - The Duana, with approval from the Crown, may also provide docking rights, with treaty-based rights for other nations being handled primarily through the Office of the Legate, and short-term permits and private charters being handled primarily through the Magisterium, though both should cooperate in such measures. I.02D - Requests for a Docking Permit through the Magisterium must utilize the following format. If they do not, the Magister has the right to throw them out without consideration. Docking Permits must be approved by the Magisterium to be considered valid, and must be refiled and reapproved once the period of the permit is passed. Ships with a docking permit must be subjected to and pass a full inspection of crew and cargo by the Magisterium or Company upon docking and upon departure. I.03B - Charters are to be granted primarily to citizens of Balian, and to independent shipping or trading companies seeking to operate out of the city; as if a ship is chartered under Balian, it is marked as a Balianese-affiliated ship. I.03C - Chartered ships are expected to abide by Balianese foreign policy, as noted in the Travel Guide and elsewhere, and charters shall be revoked if Balianese ships are found operating in hostile foreign waters without prior permission. I.03D - As they are charted by Balian, these ships are to be protected by the Balianese Admiralty, and actions against them could, depending on the circumstances, be considered a crime against Balian or an act of war. I.03E - Ships chartered by Balian are expected to primarily be based in Balianese ports, serve Balian with trade (imports or exports), and be staffed by Balianese sailors, unless specific exceptions are made within the charter. I.03F - Captains or Companies who charter under the Balianese Government are allowed (and expected) to work with the Office of the Interior Minister on matters of trade. I.03G - Ships chartered under Balian are expected to be able to provide aid to the Balianese Admiralty in combat or non-combat roles if called upon during times of war. I.03H - Charters may be amended with the consultation and approval of the Crown and his Duana, and shall be reviewed every 10 years regardless of any changes, to be renewed or revoked. Article II - On Trade Art. II.01 - On Company Charters and Permits II.01A - In order to legally export Balianese goods to foreign lands, or to operate a permanent or semi-permanent shop within Balian, one must obtain a permit or charter to do so. II.01B - Trade Permits may be acquired by Edict from the Crown, by a clause in a treaty approved by the Crown and Legate, or by filing for permit through the Magisterium. Trade Charters may be acquired through the Crown and his Magisterium, and must be approved by the Duana. II.01C - Trade Permits are meant for foreign nations as a whole, private citizens of foreign nations, and independent trade companies seeking to set up a shop or regularly buy and sell goods within Balian. For foreign nations, they may be acquired via a clause in a treaty. III.01 - On Breaches of Balianese Waters III.01A - Where a ship is found to be sailing or operating within Balianese Waters without proper permission, this shall be Trespassing on Balianese Waters, an Infraction. III.01B - Where a ship is found to be performing Military Operations within Balianese Waters without permits, this shall be Violent Trespassing on Balianese Waters, a Misdemeanor. III.01C - Where a ship affiliated with a hostile foreign power is found operating in Balianese Waters, this shall be Breach of Balianese Waters by a Hostile Power, a Felony. III.01D - In addition to any punishments associated with their category, ships found in breach of Balianese Waters will be asked to leave. If they have not done so within 3 Saint’s Days, or are acting in a hostile manner, the Admiralty of Balian is free to capture or sink the vessel, and the ship may be impounded, auctioned, or appropriated by the Balianese Government as deemed appropriate. Art. III.01 - On Illegal Docking III.01A - Where a ship is found to be docking with an expired Docking Permit, this shall be Docking with an Expired Permit, an Infraction. III.01B - Where a ship is found to be docking without ever having applied for a permit, or after having been denied a permit, or failing an inspection, this shall be Docking without a Permit, a Misdemeanor. III.01C - Where a ship affiliated with a hostile foreign power is found docking in Balianese Ports, this shall be Docking by a Hostile Power, a Felony. III.01D - If a ship docking in breach of permits is considered a threat or has been sitting derelict despite the owner being notified to move it, the ship may be impounded by the Balianese Government, and if not claimed legally within one Saint’s Week of impoundment, it and its cargo may be appropriated by the Balianese Government to be used or auctioned as seen fit. Art. III.02 - On Smuggling III.02A - Where a ship permitted to dock in Balian, by Permit or Charter, or an individual or company permitted to trade in Balian, by Permit or Charter is found to be carrying or trading Contraband in or out of Balian without the proper permits as laid out in Addendum IV, this shall be Smuggling, which shall be a Crime of Contraband as defined in Lex Criminalis Art. IV.02. III.02A - Where an individual or company is found trading goods within Balian without prior permit, or a ship without permissions to dock or operate is found trading within Balian or carrying goods in or out of Balian, this shall be Smuggling, a Misdemeanor. III.02B - In addition to the standard punishments for Contraband as defined in Lex Criminalis Art. IV.02, in cases of smuggling the permit or charter of the individual or company in question shall be put under review and may be revoked unilaterally as part of the sentencing, and they may be put on probation and denied future permit requests. Art. III.03 - On Piracy III.03A - Where an individual or group of individuals is found to be performing any crime as defined in Lex Criminalis within Balianese Waters against any Balianese, Allied, or Neutral ship, or against a Balianese Ship (government or chartered) regardless of location, this shall be the crime of Piracy, a Felony. III.03B - Where Piracy is performed against ships of the Admiralty or ships directly owned by the Balianese Government, the Royal Family, a Peer, the City Government of Portoregne, or a sitting member of the Duana, this shall be the crime of Piracy Against the Crown, and shall be a crime of Treason. Art. III.04 - On Harming Oceanic Wildlife or the Harbor III.04A - Where an individual is found doing accidental or negligent harm against the dolphins, turtles, and/or corals in Balianese Waters, this shall be Negligent Harm of Oceanic Wildlife, an infraction. III.04B - Where an individual is found intentionally and deliberately killing or destroying dolphins, turtles, and/or corals in Balianese Waters, this shall be Deliberate Harm of Oceanic Wildlife, a misdemeanor. III.04C - Where an individual causes damage to the docks, jetties, lighthouses, or any other man-made or natural part of Balianese Harbors or Ports, this shall be Damage to the Harbour, a misdemeanor. Hence we have, as humanity has many times before, back to time immemorial, laid down for ourselves a new home, a new city, for our people. And as in the past, this new City, henceforth named Portoregne - ‘The Royal Port’ - must have protections for its citizenry, and powers defined for those to whom the Citizenry, Crown, and GOD himself entrust its governance. Thus, we, the Crown and his Royal Duana, in order to form a stable and efficient City Government, to establish justice and ensure domestic tranquility, and to preserve and promote the general welfare, liberty, and self-governance of the people of Portoregne, do ordain and establish this Royal Charter for the City of Portoregne. CARTA REGIA PORTOREGNE Article I - On the Rights of the People Art. I.01 - Definition of Citizenship within Portoregne I.01A - Citizens of Portoregne shall be defined as those people of any class whose primary residence or that of their family resides within the City of Porotregne. I.01B - Citizens of Portoregne are also citizens of the Kingdom of Balian, and thus are granted all the rights, duties, and privileges pertaining thereto. I.01C - Thus, Citizens of the City of Portoregne are granted these rights and privileges in addition to their rights and privileges as Balianese Citizens, and are subject to and may participate in the City Government in addition to the National Government. Art. I.02 - On the Rights and Privileges of Citizens of Portoregne I.02A - Citizens of Portoregne maintain the sole right to run for City Office and vote in city elections, so that city leaders are selected by the citizens of the city alone, and only from among their number. I.02B - Citizens of Portoregne maintain the right to speak in General Assemblies and vote in General Votes called by the Syndic or the Concio on matters and laws pertaining to the governance of the City of Portoregne. I.02C - The Citizens of Portoregne maintain the right to levy taxes, tolls, or fees separate from Royal Taxes, and otherwise raise and store money for city projects. I.02D - The Citizens of Portoregne maintain the right to trade and organize businesses freely within the city, and to charter and govern businesses that operate solely within the city under city oversight. I.02E - The Citizens of Portoregne maintain the right to petition the Syndic and Concios at any time on matters and grievances pertaining to the governance of the City of Portoregne. Article II - On the Powers of the Syndic Art. II.01 - The Syndic shall be a single Citizen of Portoregne, over the age of 16 and of any social class or standing, excluding Peers of the realm or the Heirs of Peers, elected from amongst his or her peers to preside over the Concio of the City of Portoregne and to serve as the primary voice for and mediator between the Citizens of Portoregne and the Duana and the Crown. Art. II.02 - The Syndic shall be elected every 8 years in a general election among the citizens of Portoregne, with each citizen granted a single vote. These elections shall be overseen by the Censory. A single citizen may serve as Syndic for at most 2 terms, for a total of 16 years. These terms may be consecutive or non-consecutive. Art. II.03 - The Syndic shall have a seat on the Segnoria to be a voice for the city and its residents on National Matters. Art. II.04 - The Syndic shall be permitted to call the Concio into session and shall preside over their sessions - mediating arguments, assuring order, moving through the agenda, and breaking ties. In the event that the Syndic cannot be present at a Concio meeting, then the Crown or a member of the Duana may preside over the meeting in their stead. Art. II.05 - The Syndic shall be permitted to call a General Assembly of the Citizens of Portoregne to discuss proposed City matters, laws, and projects. Art. II.06 - The Syndic may call for a General Vote, in person or by secret paper ballot, of the citizenry on proposals of the Concio, in order to pass them into city law. Art. II.07 - The Syndic reserves the right to veto proposals passed by the Concio before they reach the general vote. Art. II.08 - The Syndic may, with the approval of the Concio, Crown, or Duana, instate and withdraw edicts governing the City of Portoregne. Art. II.09 - The Syndic may meet freely with the Monarch and the members of the Duana to advise or petition them on city matters. Art. II.010 - The Syndic may be impeached and removed from office via a vote of no confidence among the Citizens of Portoregne which must be called for by majority vote of the Concio, or may be removed from office directly by vote of the Duana and Crown. Art. II.011 - The Syndic is considered sacrosanct along with members of the Duana and Royal House, and thus any harm against them shall be considered a greater category of crime, as defined in the Royal Codex. Article III - On the Powers of the Concio Art. III.01 - The Concio shall be a body made up of 4 Citizens of Portoregne, over the age of 14 and of any social class or standing, elected from among their peers to work with the Syndic to discuss, develop, and write legislation and projects pertaining to the City of Portoregne. Art. III.02 - The Concios shall be elected every 4 years in a general election among the citizens of Portoregne, with each citizen granted two votes, which must be given to two different candidates. These elections shall be overseen by the Censory. A single citizen may serve as a Concio for at most 6 terms, for a total of 24 years. These terms may be consecutive or non-consecutive. Art. III.03 - The Concio shall be permitted to pen proposals and legislation to be presented to and discussed at their own sessions and at sessions of the General Assembly of the Citizens of Protoregne, and to collaborate in their development and amendment. Art. III.04 - The Concio shall, by a majority vote, be permitted to call a General Assembly of the Citizens of Portoregne independent of the Syndic to discuss proposed City matters, laws, and projects. Art. III.05 - The Concio may, by a majority vote, call for a general vote, in person or by secret paper ballot, of the citizenry on the proposals and legislation they pen, in order to pass them into city law. Art. III.06 - The Concio may, by majority vote, veto edicts suggested by the Syndic. Art. III.07 - The Concio may, by unanimous vote, override a veto by the Syndic and force a general vote on a proposal they have drafted. Art. III.08 - The Concio may, by majority vote, call a general vote of no confidence in the Syndic of the City of Portoregne. Art. III.09 - A Concio may be removed from office by order of the Crown, a vote of the Duana, or by the majority of a general vote among the Citizens of Portoregne. Art. III.010 - The members of the Concio are considered sacrosanct along with members of the Duana and Royal House, and thus any harm against them shall be considered a greater category of crime, as defined in the Royal Codex. Article IV - On the Powers of the Duana Art. IV.01 - The Duana of the Crown have entrusted the Concio and Syndic with the right to determine city-level legislation, taxation, and construction projects, however they reserve the right to provide oversight and input into matters pertaining to their chamber. Art. IV.02 - The City Government may petition the Chambers of the Duana for help in executing or enforcing their provisions, which the heads of the Chambers may accept or deny at their discretion. Art. IV.03 - The City Government may petition the Procurator for funds from the Royal Treasury to fund their projects, which may be accepted or denied via a vote of the whole Duana. Art. IV.04 - The Magister shall have the right to unilaterally overturn City Legislation if it directly contradicts National Law or curtails the rights held by Citizens of Portoregne as Citizens of Balian. Art. IV.05 - The Minister of the Interior and Chief Architect maintain the right to edit or take over the construction and oversight of city building projects, to assure their quality is up to National Standards. Art.   17. THE ROYAL DUANA OF BALIAN THE GREAT ADMINISTRATIVE OFFICES OF THE BALIANESE The Royal Duana is the administrative council of the Crown. Each member of the Duana-besides the Amiratus-heads a specific office within the government. The members of the Duana are also considered the closest advisors to the Crown. Founded by King Alexander and his council, the Royal Duana is the petrine perversion of the eastern Diwan that was known to rule in states such as Ba’as. The Diwan and the Petrine council of the Holy Orenian Empire were considered one of the most advanced, efficient and effective systems of government known throughout the modern world. The Royal Duana is considered the spiritual successor to those great government systems. The Royal Duana’s success in efficiently governing the Kingdom’s realm, established the council as the final institution of authority within Balian. Under the blessing of His Majesty King Adrian, the Royal Duana continues to govern Balian on behalf of the Crown. Like the Petrine governments of old, the body is made up of various secretaries that head government offices. However, the Duana itself maintains some cultural distinction by utilizing eastern titles such as Duana, Amiratus, Procurator, Legate, and more, along with adding a ministry devoted to maintaining positive relationships with the clergy. AMIRATUS OF THE ROYAL DUANA The Mesa of the Crownlands, 109 SA Heading the Duana is Balian’s Amiratus, who serves as penultimate authority in the realm. They can appoint a Vice-Amiratus to serve as their deputy, and are in charge of staffing the Duana as well as leading the executive government of the country. The title of Amiratus is notably found in the east, filling the role of Chancellor often found in the Wilvenland human kingdoms. However, it is also tied to the history of the Balthalites, or the people of Old Balian. The first recorded Amiratus in history was Edgar of Jrent, a priest who served as chief minister to the mythic hero Balthier, founder of Old Balian. Their legend can be found in the Second Tablet of the Lothar Stones. The office of Amiratus is the most prestigious and influential political position in the Kingdom of Balian. They are responsible for the maintenance and governance of the realm, wielding penultimate authority and tasked with the preservation of the Balianese Crown, including in matters of succession. Colloquially, the Amiratus can be addressed as Chief Minister of Balian, and he or she also maintains the honorary title Seneschal of the Crown. The current Amiratus is Gaius var Ruthern, who presides over the 1st Ruthern Duana. THE FIRST RUTHERN DUANA —-Lord Amiratus Gaius var Ruthern—- "The shoes of the Amiratus are no small shoes to fill, yet we are certain Lord Gaius will fill them well." - King Alexander I on the appointment of Gaius var Ruthern as Amiratus. "Gaius is a trustworthy worker, who will involve himself in all necessary aspects of the King's government to work for a better Balian." - Ser Ledicort Vuiller Much akin to his mentor Ser Ledicort Vuiller, Lord Gaius Ruthern’s presence in the Duana was as constant and prominent as his predecessor. Gaius began his service to the Kingdom of Balian at the age of eleven, when he began his squireship under Lord Commander Peter of Arkent who inducted him into the Company of Balian, the standing military of the Kingdom. Whilst in the Company, Ledicort took him in as his ward in which the young Ruthern-under the guidance of both Ledicort and Peter-honed his political aptitude and his military prowess. Ledicort appointed Gaius Ruthern to the Secretary of the Interior at the age of sixteen, subsequently followed by his promotion to Corporal by Peter at the age of seventeen. As Corporal of the Company of Balian, Gaius followed in the footsteps of his Ruthern ancestors, where he continues to serve diligently in the defense of the Kingdom. His stalwart defense of the city of Atrus during the siege of Cloudbreaker and the undead, and his commitment to battling the Mori’Quessir in Norland and throughout Almaris displayed his bravery and loyalty to Balian, and his comradery to his fellow descendant-kind. As Minister of the Interior, Gaius oversaw an influx of new immigrants into Balian soil whilst also overseeing and contributing to the beautification of the Balianese Crownlands. Gaius was also known as the right hand to his predecessor Ledicort Vuiller, assisting him in his duties as Amiratus. As the youngest Amiratus in the history of Balian, Gaius has dedicated himself to the betterment and expansion of Balian’s culture, education, economy, and military whilst using wisdom from the empire of old and through expanding the ideas of the new age . They ensure any debts paid, taxes collected and that all ministries are funded accordingly, along with organizing civil servants known as clerks that help them in these endeavors. They maintain the title of ‘Procurator of the Crown’ in their styling from the old chamber. His office is one of great importance, the one in charge of the economic well-being of the Kingdom and the proper taxating and use of said money. Sir Ephrem’s office is one of mixes, introducing new ways of generating income while established on the base built by the previous Procurator, the Kingdom is eager to flourish once more like a flower on Spring.” “I was tasked with one of the most important jobs in the Kingdom; Balian’s economy was left at a good state by the former Procurator yet I am a firm believer that things can always be better. They shall administer and help oversee any legal cases and investigations that may come up, oversee and judge trials, cooperate with and advise the other Chambers of the Duana on legal adjacent affairs, and advise the Crown on the appointment of judges and on legal matters. Through the office with which I was entrusted, I seek to foster vigilance against crime within our Kingdom, to assure it is tried and punished swiftly and properly when it occurs, with a firm but thoughtful hand.   19. Company of Balian Report: 15th of Horen's Calling BA. 55 Penned by Magister Robert Joseph de Lyons I. Parties Involved Attackers: Two Constructs, appearing to be made of Stone. One was 8’ tall and roughly wolf-shaped, though still humanoid, the other was 7’ tall and Orc-like. Likely Paleknights or Golems. Balianese Forces: Don Demetrius var Ruthern, Princess Augustina Novellen, Magister Robyn de Lyons, Amiratus Gaius de Rosius var Ruthern, Lord Commander Peter d’Arkent, Don John d’Arkent, and Private Ren Yu. II. Timeline of Incident Don Demetrius var Ruthern, age 7, was caught outside the city by two constructs. Princess Augustina Novellen observed the situation and reported back to Magister Robyn de Lyons by the gates. They both armored up and approached the scene, asking for the child to be let go. Don Demetrius fell unconscious, with mists coming from his body, like some sort of ritual. The constructs handed him back to Princess Augustina saying they had taken what they needed, and acting as if they would simply leave. Princess Augustina held him and got him behind her, and Magister Robyn worked to try and go in between them and the constructs. The constructs then suddenly attacked Princess Augustina after making it seem like she would be let go, one hitting her over the head with the maul-side of his war axe, while the other stabbed her in the chest with his spear. Magister Robyn reacted, slamming the warhammer into the chest of the construct and cracking it, before being hit over the head by the construct’s war axe’s maul end, having softened the blow slightly with his warhammer. At this point, the City Bell was rung, and a rally consisting of Lord Commander Don Peter d’Arkent, Don John Lothar d’Arkent, Amiratus Don Gaius de Rosius var Ruthern, and Private Ren Yu came down the stairs to reinforce. Magister Robyn regained his senses as he’d standoff with one though not actively fight, while the taller, wolf-like golem moved away with the Princess, while seeming to perform the same ritual he had on Demetrius on her. Eventually, the Princess was dropped, the taller, wolf-like construct started to flee while his compatriot accepted a “klomp” (or duel) with Private Ren Yu, initially for the Princess’ safety, but eventually simply for the sake of it, and the hope that the construct could “steal his (Ren Yu’s) soul.”. Don Peter d’Arkent, Magister Robyn de Lyons, Don John d’Arkent, and Don Gaius de Rosius var Ruthern made chase after the larger construct, who went all the way to the coast and escaped via boat. On their return, Magister Robyn and some others brought Princess Augustina to the clinic for medical attention while the honor duel went on on the stairs. During the duel, due to the lack of honor shown by the construct earlier in the fight by attacking under a truce, Ren Yu wrestled down the construct while Don Gaius shattered it’s knee, back, and head, and Don Peter shattered its chest, at which point it crumbled. Don Peter, Princess Augustina, and Don Demetrius all received medical attention afterwards from various people, including Sir Aer’dir of the Paladins. III. Comments on Incident Due to the comments on stealing souls and their general look and demeanor, and based on my research, I believe these constructs to have been Paleknights. If not Paleknights, they are most likely some form of rouge golems. Princess Lydia informed me afterwards that these same constructs have attacked Minitz. We decided it wise to inquire around the nations to see if they have bothered others, and if so, which nations, to look for patterns. I will work with the Legate’s Office on this initiative. We should likely keep the injured, especially Princess Augustina and Don Demetrius, under supervision due to this “soul draining”. I.01B - The Appellee may oppose the appeal and may submit a Brief in opposition - hereinafter known as an Opposition Brief - to the appeal. I.01C - A trial may be appealed within a time frame of three Saint’s Days for a non-capital crime, and one Saint’s Day for a capital crime, in which the execution may be held at the discretion of the Kritai. The Royal Codex of the Kingdom of Balian Addendum II: Lex Militaris Table of Contents: LEX MILITARIS Article I - On Court Martials Article II - On Military Offences LEX MILITARIS Article I - On Court Martials Art. I.01 - On Calling Court Martials I.01A - When a Soldier of the Regiment of St. Lothar commits a crime as listed in Lex Criminalis or Article II of this Addendum, then they have the right to be tried via a Court Martial by the Regiment. I.01B - The Court Martial may be called for by the Regiment of St. Lothar or by the Accused. In the case of the latter, the Regiment may confirm or deny the request, and if the request is denied or a Court Martial cannot be set up within three Saint’s days, then the case shall fall upon the Magisterium. I.01C - To hold a Court Martial, the Marshal of the Regiment of St. Lothar, along with officers of rank Banneret or Higher, are required. If the Accused is an officer, then they must have officers of higher rank than the Accused on the Tribunal. I.01D - If the Accused is directly under the Marshall in rank, or is the Marshal himself, then the case must be handled as a trial under the Magisterium. I.01E - If the Crime in question is, by its circumstances or general category, likely Treason, then the Tribunal must also include the Magister, Amiratus, and/or Monarch in addition to the three standard members, so that it may be seen as a joint effort between the Royal Office and Regiment of St. Lothar. As with all crimes of Treason, if the accused is caught in the act, or sentenced by the joint panel or Magisterium, the only allowable punishment is execution. Art. I.02 - On Procedure I.02A - Upon the start of the Court Martial, the Tribunal shall walk in and be seated on the Podium. I.02B - The Prosecution shall then make the case against the Accused, calling in their witnesses and evidence. After each witness, the Accused or his representative has the opportunity to briefly and respectfully cross-examine them. I.02C - Once the case is made against the Accused, he or his representative shall have the right to bring in witnesses and evidence to defend himself. After each witness, Prosecution may respectfully cross-examine them. I.02D - The Tribunal bears the right to interject with their own questions of the Accused, the Prosecution, or the Witnesses throughout the trial. After the evidence is presented, the Tribunal may ask their final questions of the Accused and Prosecution, and may call back any witnesses or evidence as they deem necessary. I.02E - After the Tribunal’s final questions, the Prosecution and Accused may make brief closing statements. At this point the Tribunal will convene for their deliberation, and return with the verdict and sentence. Art. I.03 - On Categories and Punishments I.03A - As with the Magister or Kritai in a standard Magisterium trial, the Tribunal shall bear the discretion to increase or decrease the category of the crime or the allotted punishment within the category based on the circumstances and severity of the particular crime and the number of crimes committed. I.03B - Certain crimes, including but not limited to the ones mentioned again here in Lex Militaris Article II, especially ones in Crimes Against Order or Crimes Against the State in Lex Criminalis (Articles IV and VI), may have their base category increased to Felony or Treason for soldiers and government officials, due to the higher standards to which they are held by our Kingdom. I.03C - Punishments allotted by the Tribunal are to be executed by the Members of the Tribunal or other soldiers of the Regiment of St. Lothar, under their direct administration and observance, at their discretion. These punishments should, in the case of non-joint Tribunals, be chosen from the list of punishments in this section. I.03D - Fines allotted by the Tribunal are to be paid by the Accused to his Commanding Officer or the Marshal of the Regiment of St. Lothar. I.03E - The List of Punishments to be allotted by Tribunals are as follows: fines, forfeiture of pay without leave, demotion, dishonorable discharge, lashings, pillory, stoning, branding, amputation, and execution via hanging, beheading, or crossbow squad. I.03F - For Crimes where a duel is allowable according to Lex Criminalis, and additionally in cases of the Military Crimes of Malingering, Fraternization, Minor Disobedience, Cowardice, and Undue Restraint may, at the Marshal’s discretion, be handled via a Trial by Combat, where the Accused faces the Marshal in fair combat to first blood, where the outcome of the combat determines the Accused’s guilt. If the Accused fails in the duel, then they are allotted punishments from the list above by the Marshal after the conclusion of the duel. Art. I.04 - On the Use of Magisterium Resources I.04A - While the Regiment of St. Lothar may handle the entire matter of the trial and investigation internally (with the exception of Joint Court Martials as described in Lex Militaris Art. I.01E), the Regiment of St. Lothar is allowed to call upon Magisterium Lawyers, Court Scribes, and Quaestors to aid in the Prosecution, Defense, Investigation, or Recording of a Court Martial at their discretion. Article II - On Military Offenses Art. II.01 - On Malingering II.01A - Where a soldier feigns illness, physical disablement, mental lapse, or mental derangement; or intentionally inflicts self-injury in order to avoid assigned duties or shirk important service for the Regiment of St. Lothar, this shall be the crime of Malingering, an Infraction. Art. II.02 - On Absence without Leave (AWOL) II.02A - Where an individual is in dereliction of duty from an assigned duty location, or fails to appear at an assigned duty location at the prescribed time, or intentionally misses Regiment of St. Lothar movements to preclude themselves from a particular duty, this shall be Absence without Leave, an Infraction. Art. II.03 - On Desertion II.03A - Desertion, defined as the unauthorized exit from a Regiment of St. Lothar unit or place of Regiment of St. Lothar activity with the intent of evading service to the Regiment of St. Lothar indefinitely. When an individual quits their unit, organization, or place of duty with intent to avoid hazardous duty or to shirk important service. Or when they join another military organization without proper separation or disclosure with their original service, this shall be Desertion, a Felony. Art. II.04 - On Fraternization II.04A - Where an individual engages in an unprofessional relationship with a subordinate, whether pursued on or off duty. When the relationship detracts from the authority of the superior or disrupts the good order of the Regiment of St. Lothar. The appearance of an unprofessional relationship can occur between officers, enlisted, or a mix of the two. An unprofessional relationship is one that creates the perception of favoritism, misuse of position, or abandonment of organizational doctrine or goals for personal interests, this shall be Fraternization. II.04B - Where an individual of superior rank engages in a romantic relationship with a subordinate that is within their direct chain of command, this shall be Fraternization, a Misdemeanor. II.04C - Where an individual of superior rank engages in an unprofessional relationship of any kind with a subordinate of Levyman. Individuals while serving as a Levymen are prohibited from engaging in any form of romantic activity or interests with other members of the Regiment of St. Lothar, this shall be Fraternization, a Misdemeanor. II.04D - When the relationship between two individuals can be determined to have been formed, officiated, and legitimized prior to violating the preceding mandates, the persons may not be charged with Fraternization. Art. II.05 - On Disrespect II.05A - Where an individual uses contemptuous language or displays profound disrespect against someone of senior rank or towards the Regiment of St. Lothar, this shall be Disrespect, a Misdemeanor. II.05A - Where an individual uses contemptuous language or displays profound disrespect against a member of the Duana or the Royal House, this shall be Royal Disrespect, a Felony. II.05B - Where an individual makes disloyal statements against the Regiment of St. Lothar or the Kingdom of Balian, this shall be Seditious Rhetoric, a Felony. Art. II.06 - On Insubordination and Disobedience II.06A - Where an individual violates or fails to obey a general order from a Superior Officer or regulation or is derelict in the performance of his duties, this shall be Disobedience, a Misdemeanor. II.06B - Where an individual violates or fails to obey a general order or advisory from the Duana or Royal Family, this shall be Disobedience, a Felony. II.06C - Where an individual willfully disobeys a direct order from someone of senior rank and authority, this shall be Insubordination, a Felony. II.06C - Any form of Disobedience or Insubordination where the Order or Directive disobeyed involves a hostile foreign power or where the action taken blurs the line of a treasonous act, this shall be the crime of Treason. Art. II.07 - On Mutiny and Sedition II.07A - Where an individual usurps or overrides lawful military authority and compels others to obey. This shall be Mutiny, which is the crime of Treason. II.07B - Where an individual commits acts with the intent to compromise the integrity of the Crown and its constituent institutions by waging insurrection and seeking the destruction of the Kingdom of Balian by impugning the character and person of the Crown through subversive means such as collusion with enemy entities and actors against the Kingdom. This shall be Sedition, which is the crime of Treason. II.07C - Where an individual fails to prevent/suppress mutinous or seditious activity to their utmost ability, or fails to inform on mutinous/seditious activity. This shall be Aiding Sedition or Mutiny, a Felony. Art. II.08 - On Undue Surrender and Misbehavior Before the Enemy II.08A - Where an individual displays cowardice in the line of duty, casts away their weapons, sows terror and dissent, or endangers their comrades through inaction, this shall be Cowardice, a Misdemeanor. II.08B - Where an individual intentionally fails to seek, engage, capture, or kill the enemy to their utmost ability, this shall be Undue Restraint, a Misdemeanor. II.08C - Where an individual intentionally and shamefully abandons, surrenders, or gives up to the enemy their post, command, comrades, or resources they are assigned to defend, this shall be Undue Surrender, a Felony. II.08D - Where an individual intentionally fails to relieve or assist their comrades or allies engaged in combat when commanded, this shall be Refusal to Aid an Ally, a Felony. II.08E - Where an individual performs uncommanded actions against enemy civilians, this shall be a War Crime, a Felony. Art. II.09 - On Espionage, Sabotage, and Aiding the Enemy II.09A - Where an individual conducts surveillance, counter-surveillance, reconnaissance, information aggregation, propaganda, or implantation for the enemy against the Regiment of St. Lothar. This shall be Espionage, which is the crime of Treason. II.09B - Where an individual damages, alters, obscures, hinders, or destroys documents, evidence, resources, weapons, or structures for the enemy against the Regiment of St. Lothar. This shall be Sabotage, which is the crime of Treason. II.09C - Where an individual procures, steals, or sells Regiment of St. Lothar or Government documents, resources, or weapons for the enemy, or conceals, harbors, or protects the enemy in any form. This shall be Aiding the Enemy, which is the crime of Treason.   24. The Royal Codex of the Kingdom of Balian Addendum I: Lex Nobilis Table of Contents: LEX NOBILIS Article I - On Peerage and Nobility LEX NOBILIS Article I - On Peerage and Nobility Art. I.01 - On Establishment and Letters I.01A - A Peerage is established when the Reigning Monarch grants a Letter of Establishment to a Citizen of Balian as defined in Lex Civilis Art. I.01, who is henceforth known as the ‘Peer’. I.01B - Each Letter of Establishment is only granted to one person, and the title of Peer may only be held by one person at a time for that Letter. I.01C - Upon receiving the Letter, and for as long as it is held by the Peer and his Heirs, his family will be considered part of the Nobility within the Kingdom of Balian, and shall bear all the duties and privileges of such. I.01D - Peerages shall pass from the current Peer to his appointed Heir. The Heir must be a legitimate or legitimized member of the Peer’s House. a: By intestate inheritance, the Peerage shall pass to the eldest filiate child of the Peer, be they male or female, or to the Peer’s closest legitimate living blood relative should the Peer die childless. b: The Peer may specify an heir among their legitimate or legitimized family through their Will and Testament, so long as that Will and Testament is fully approved by the Monarch and his Magisterium prior to the Peer’s death. c: Should the Peer have no living legitimate heirs, the Peerage shall pass back to the Crown. I.01E - Letters may be demoted or revoked by the Crown should the Peer fail to meet their obligations to the Crown and the Kingdom. I.01F - In cases of serious criminal offenses by a Peer, that Peer may be forced to pass down their titles to their Heir, or the Letters may be revoked by the Crown entirely if the crime is serious enough or involves the whole of their House. I.01G - The Crown has the right to promote or demote the status of Peers based on their merit. Art. I.02 - On Obligations and Duties I.02A - Families that own a peerage must assure that they have at least two members in the government at all times, be this in the Royal Balianese Armada, Stewardry, Magisterium, Censory, Diplomatic Corps, Concio, Duana, or some other body. I.02B - Noble Families must host at least one Event for the people of Balian every three Saint’s weeks. These events may be anything, so long as they are open and seek to provide some sort of break from people’s daily lives and worries such as work. I.02C - All members of a Noble Family, whether members of the Royal Balianese Armada or not, are expected to be ready, willing, and able to fight for the Kingdom if called upon during times of war or crisis. I.02D - In addition to being willing to fight themselves, Nobles should be prepared to provide weapons, materials, coinage, and men to the Royal Balianese Armada and Kingdom if called upon by the Crown. I.02E - Noble families must endeavor to use their positions and lands to create new jobs and positions within their peerages and the nation as a whole, for the benefit of commoners, gentrymen, themselves, and the Kingdom as a whole. I.02F - Peers must regularly pay a tax to the Crown proportional to the size of their title. Art. I.03 - On Rights and Privileges I.03A - Peers gain the right to be referred to by their title and rank, and their children and mainline descendants gain the right to be called Lord and Lady, and all their family gain noble status regardless of this distinction. I.03B - Peers gain the right to a parcel of land, the size of which is based on their rank, upon which they can build a Castle or Villa, so long as the blueprints are approved by the Ministry of the Interior. If land is unavailable, the granting of this right may be delayed until land is available. If the building upon the land is a fort or castle, then a master key to all the defenses should be handed to the Lord Commander of the Royal Balianese Armada so that he may help organize an effective defense. I.03C - The Royal Balianese Armada shall rally to swiftly defend the lands of any noble house within the Kingdom. I.03D - Nobles gain the right to call a champion into an honor duel to fight in their place, though any punishments decided by the duel are still doled onto them, not their Champion. I.03E - A Peer gains the right and duty to sit on the Segnoria of the Kingdom of Balian, and through it help with the governance of the Kingdom. The peer may sit themselves, or send a representative from their House. I.03F - Nobles may call upon a member of the Royal House or the Duana for counsel at any time they have need. I.03G - Nobles may take on Wards as described in Lex Civilis Art. I, who may be adopted into their house per the proper legal channels or simply serve to work for the house and learn from that work. I.03H - Nobles have the privilege of having up to two Royal Balianese Armada soldiers as a guard detail if deemed necessary.
