THE UNITED KINGDOM OF AAUN THE ORDINANCE OF CHARTERS AND GUILDS LAW Issued and Confirmed by the 1st Government of Wards on the 20th of Godfrey's Triumph, 1933 PREAMBLE: The Law assists in the growth of guilds, trademasters, and charters within the fair city of Whitespire. The law allows & provides for a system that will allow the Gov’t of Wards to cooperate with organizations to provide elevated rights, incentives, and the fulfillment of specific requests made by a given organization. For this first ordinance, the administrative responsibility limits these activities to those associated within Whitespire proper until a resolution can be established to determine the scope of the administration’s power outside of the city’s walls. All details within this ordinance shall be ultimately subject to GOD’s natural law & the LEX AAUNICA. SECTION. I. Definitions of Terms (a) Guild - An association or organization of individuals who come together for a common purpose typically related to that of specific trade, profession, or craft. All guilds are subject to some level of financial transactions & trade. (b) Charter - An institution set within a specific set of guidelines, rights, and a framework to allow a group of individuals to pursue a shared purpose. (c) Rights - A set of entitlements established by GOD’s natural laws, the laws of the Land & Kingdom, and or those established by a governing body for a specific entity. (d) Common Guilds - Guilds that are without the exclusive Royal Order status outlined by the Clementine Court. (e) Royal Orders - Guilds established by the Clementine Court’s standards as a guild recognized by the royal court along with its extended privileges. SECTION. II. Establishment of Program - The Gov’t. Of Wards will create a program that establishes a set of procedures that guilds & charters may use to receive assistance, rights, and other benefits through. (a) Types of assistance may or may not include and are not limited to: tax exemptions on inner-city properties, financial aid for projects, access to government buildings & spaces for events. (b) Rights that may or may not be applied, but not limited to: the right to maintain & regulate a specific business type in the city, negotiate exclusive trade deals with the city, (c) The types of assistance, rights, and so forth are not exclusive to this document. A given charter, guild, or institution may apply for what seems relevant to their pursuits. From there, the Gov’t. of Wards will dictate if these benefits are applicable within the laws of the Crownland & City. SECTION. III. Guild & Charter Eligibility - Institutions that seek exclusive benefits through this program are required to fulfill requirements before they may receive them. These benefits may be specific to the type of organization applying, but there will be an overall set of guidelines outlined for ALL institutions. (a) ALL institutions will fulfill these obligations: i. Show loyalty and or respect to the city of Whitespire, the Clementine Court, and the Holy Mother Church of Canon. This would include also following the laws, guidelines, and so forth outlined by these three institutions. ii. Show evidence of one’s contributions to the city to warrant the aforementioned benefits. iii. Provide a representative who will speak for said institution during Gov’t. of Ward assemblies. iv. When applying for Common Guild status, and upon acceptance, guilds will be ordered to pay an agreed upon acceptance fee by the Gov’t. of Wards. On top of this, Common Guilds will be required to pay a 10% tithe on a Saint’s Week basis. This tithe will be collected by the associated representative within the Gov’t. of Wards. SECTION. IV. On the subject of Royal Orders - Given the existence of the Royal Orders, it is recommended that clarification is declared in this bill between guilds & charters recognized by the Gov’t. of Wards and the Clementine Court. (a) Current Royal Orders will be grandfathered into the finalized program with less restrictions and expectations given their essential place within Whitespire society. A final, detailed list will be established between the Clementine Court’s representatives and that of the Gov’t. of Wards once the program is established. This list will provide specific details regarding the privileges of these four, grandfathered Royal Orders. (b) Common Guilds will be held within the basic system of rights, privileges, and so forth offered by this assistance program. A favored status will be applied to orders listed as ‘Royal Orders.’ These orders will find themselves eligible for more benefits outside of the Gov’t. of Wards capacity. These orders will also not be bound by specific clauses found within this bill. THE UNITED KINGDOM OF AAUN THE TAX CONCESSIONS LAW Issued and Confirmed by the 1st Government of Wards on the 20th of Godfrey's Triumph, 1933 PREAMBLE: The Ward Representatives dedicate their time, effort, and expertise to address the concerns and needs of their respective wards, contributing significantly to the overall well-being and development of their communities. Providing tax deductions to a Ward Representative whilst in office is vital in acknowledging their invaluable contributions and ensuring their financial security after years of dedicated public service. SECTION. I. Definitions of Terms (a) Ward Representative - Representatives of the people of Whitespire, specifically the ward in which they reside. (b) Concession - A reduction granted to a certain individual or group on a product, service, or property. (c) Municipality - an administrative entity responsible for governing a town or geographic area and providing various public services and facilities to its residents. SECTION. II. Establishment of the Tax Concessions Program (a) Solely intended for ward representatives who actively serve in the City Assembly, as determined by the Edict of the Municipal Government of Paradisius. (b) Determined by the length of service, allowing for concessions strictly when actively serving in the City Council. (c) The Program ensures that tax concessions are provided efficiently, transparently, and in compliance with all applicable laws and regulations through cooperation with the Steward Representative. (d) Adequate safeguards shall be set in order to prevent any misuse or abuse of the pension system, ensuring that only eligible ward representatives receive the benefits. These include the following: i. The Ward Representative is and remains a citizen of Whitespire throughout the duration of their term ii. The Ward Representative is and remains Canonist throughout the duration of their term iii. The Ward Representative is and remains not part of the Inner Council of Aaun throughout the duration of their term iv. The Ward Representative is and remains not a peer of the realm, unless situated and living within the royal capital throughout the duration of their term v. The Ward Representative attends and participates in all council meetings throughout the duration of their term SECTION. III. Payment - By fulfilling the aforementioned criteria, a Ward Representative shall be entitled to a discount of (x) mina on one property whilst actively on the City Council until their leave of office. The specified discount may be subject to amendments, which require a vote by the Ward Representatives and subsequent approval from the Lord Mayor and the Treasurer. For that reason, We invite Our esteemed patricians, and the author of the bill, to a private meeting in Our offices regarding the matter, at a date mutually agreed upon.” James Leopold: “Does this arrangement suit the esteemed assembly?” Father Mikhael: “If I might be permitted a guest from our Holy Mother Church,” He requested. In accordance with the edict detailing the Government of Wards, we do call for nominations of a Magistrate of Whitespire. The Magistrate is of paramount importance in the City of Whitespire, carrying out various crucial duties in the administration of justice. As a judge, the Magistrate presides over cases presented by common citizens, ensuring a fair and impartial trial process. Additionally, the Magistrate is entrusted with the responsibility of addressing the grievances of the people, providing a platform for their concerns and striving to seek equitable resolutions. Adhering to Canon, Royal, and City Law, the Magistrate upholds and enforces the legal framework encompassing noble, common, and natural law. Moreover, the Magistrate possesses the authority to enact, revoke, and revise City Laws as deemed necessary, thereby shaping the legislative landscape. To aid in the judicial process, the Magistrate can appoint deputy judges who act as overseers when circumstances prevent the Magistrate from presiding. The election of the Magistrate necessitates certification by the esteemed Justicar of Aaun, ensuring the candidate's qualification and competence to fulfill this esteemed position of trust and responsibility. THE UNITED KINGDOM OF AAUN THE ASSEMBLY PROCEDURE LAW Issued and Confirmed by the 1st Government of Wards on the 15th of Harren’s Folly, 1931 PREAMBLE: Each and every organ of state requires an established procedure that guides said institution and dismisses chaos. This body of state as one granted the power of legislation requires order through its sittings. Therefore this law shall dictate procedure and order from the moment of its passing. SECTION. I. Definitions of Terms (a) Organ of State - Refers to any branch, department, agency, or institution of the government that holds specific responsibilities and functions within the legislative, executive, or judicial branches. (b) Procedure - The prescribed set of rules, steps, and guidelines that govern the conduct and operations of an institution or body. (c) Sittings - Formal meetings or sessions conducted by the Assembly, during which discussions, debates, and voting on proposed legislation and other matters take place. (d) Chaos - The state of disorder, confusion, or lack of organization within an institution or body, hindering its ability to function effectively. (e) Legislation - The process of making or enacting laws through the adoption, amendment, or repeal of legal provisions. SECTION. II. Order and Conduct (a) The Lord Mayor shall establish and announce the order of business for each sitting, outlining the sequence of items to be discussed and voted upon. (i) The Lord Mayor shall appoint a clerk who shall be responsible for transcribing the proceedings of the Assembly. (b) Specific phrases shall serve as a formal protocol to indicate when a Ward Representative is granted permission to speak and when they have concluded their remarks, ensuring a structured and orderly discourse within the Assembly. (i) When a Ward Representative wishes to comment, question, present a bill proposal, or engage in any form of verbal contribution, they must request to "Take the Floor." (ii) Once they have finished speaking, they must then "Yield the Floor. (iii) The Lord Mayor will then “Open the Floor to questions.” (iv) If no verbal contribution must be made then the Lord Mayor or a Ward Representative may make a Motion by stating, for example, “I motion to dismiss.” (v) Before voting upon the matter of the motion a majority of the Ward Representatives must state “I second the motion.” in order to show agreement. (c) All members of the Assembly shall adhere to the principles of respectful and professional conduct during sittings, refraining from personal attacks or disruptive behavior that hinders the proceedings. SECTION. III. Voting Method - The Assembly has adopted a clear and consistent method for conducting votes, although this can be changed at any time, the standard procedure is by vocalizing “Aye”, “Nay”, or “Abstain” when the Ward Representatives' name is called. (a) Quorum - A minimum number of three members is required to be present for a vote to be valid, ensuring the legitimacy of decisions made. (b) Majority Rule - Decisions shall be determined by a majority vote, with provisions for special majorities in specific circumstances as deemed necessary. SECTION. IV. Committees - Committees shall be established to facilitate in-depth examination and consideration of specific matters. Their formation, composition, and terms of reference shall be determined by the Assembly. (a) Each committee shall follow established procedures for conducting meetings, gathering evidence, and producing reports for the consideration of the Assembly. SECTION. V. Dismissal - Upon the attainment of a majority vote for a recess or the conclusion of a sitting, the Lord Mayor is obliged to ensure that the transcribed Assembly Minutes are promptly forwarded to the publisher. (a) The Lord Mayor is strictly prohibited from tampering with or making any alterations to the transcribed Assembly Minutes. They must ensure that the recorded proceedings remain accurate and unmodified during the transmission process. By adhering to these provisions, the Assembly maintains transparency and accountability in its documentation, preserving the integrity of the recorded discussions and decisions made during sittings. Julietta Laurelai: elbowed her brother. Father Mikhael’s: gaze flicked about the bill, an expression displaying his displeasure - he had not softened up to it, in those few Saint's Days. Leopold Alexander: coughed before speaking in a low mutter to her, “I know! I know.. I already thought about it.” He'd clear his throat and proceed to quietly give her the details of the bill. Fernand de Lewes: “Sponsored by the Ward Representative Leufroy and Co-Sponsored by Ward Representative Leopold, it would grant the assemblymen an optional payment upon leave of office.” He swiftly scanned the bill. “We must decide upon the amount in payment.” Father Mikhael: “I request to take the floor, Lord Mayor.” The priest called out. Fernand de Lewes: “Father Mikhael, you have the floor.” Father Mikhael: stood from his seat, then, and moved to the centre of the chamber. Father Mikhael: “Though I understand that my peers in this chamber have already agreed to the notion of this bill, I shall once more question its efficacy. Given that those details of my peers' plan have been written explicitly, I shall feel it appropriate to comment on such, and request that they, at the very least, reconsider this bill. Though its aim is noble - to provide those of all economic strata an ability to serve in the city's government - it fails entirely in this goal. I can agree with the premise that those who rely on craft or labour are inhibited in their regular generation of funds due to the time necessary to serve, this bill simply... Well, it simply does not aid in rectifying this. If remuneration is only to be provided in the aftermath, then those good folk of Whitespire who are limited, are still limited. If they do not have means to live on during their term, then they still cannot serve. This shall only serve to enrich those who can already afford to become part of this council.” Father Mikhael: “Now, on a second note, I must question the post-term remuneration on another level. While there certainly exists some funding from the city, I cannot see this being sufficient in, say, sixty-years, to provide for those dozens of former statesmen.” Julietta Laurelai: drums her fingers on the table, pondering her own thoughts on the matter. Leufroy Alexandre: rose a hand. Father Mikhael: “If every individual who sits on this council does so for years, at minimum, to ensure their payment, then, in merely thirty-years, at most, will require regular payment.” Father Mikhael: “An impossibility, in my mind.” Father Mikhael: “With such two points enumerated, I yield the floor.” Julietta Laurelai: raised a palm from the table, the drumming of her fingers silencing. Arnaud Cardinal Albarosa: muttered a soft 'hear hear' Olivier: clapped loudly, and then quieter, and then quieter still until his hands fell silent. Fernand de Lewes: “Representative Leufroy, you have the floor.” Leopold Alexander: leaned back into his seat, crossing one ankle over the other knee. He remained silent. Leufroy Alexandre: rose up from his seat. Leufroy Alexandre: “The Remuneration Bill is meant to fulfill a one-time payment after a six-year term as an assemblyman, for their service to the city. I am sorry of the bill was not clear in its wording, though your point about the less fortunate not receiving any true benefit from this bill is completely valid, Father Mikhael, perhaps we should make the payment in installments after each meeting or year.” Leufroy Alexandre: “I yield the floor.” Fernand de Lewes: “Representative Haverlock, Julietta. You have the floor.” Julietta Laurelai: “The issue we are trying to address is payment so those less fortunate can still be a ward on the council without worry. This whole idea of payment just seems very.. Muddy. Over complicated. If we want to give people an easier way of living, why not just cut their taxes in half? No payments needed and they get to live easier with less worry.” Father Mikhael: knocked his fist thrice upon the tabletop - an agreement with the Haverlock's words. Julietta Laurelai: “I yield the floor to the next ward.” Leopold Alexander: looked up to the Lord Mayor, giving him a gentle shake of his head. It seemed as though he had no additional comments. Fernand de Lewes: “Would a Ward Representative like to take the floor?” Leufroy Alexandre: “I'd like to motion for an amendment to the bill.” Leopold Alexander: “I second this motion!” Julietta Laurelai: “As do I.” Fernand de Lewes: “The motion passes, Ward Representative Lewes, Leufroy?” Leufroy Alexandre: “I vote aye on amending the bill.” Fernand de Lewes: “Ward Representative Haverlock, Leopold.” Leopold Alexander: “I vote ai on amending the bill as well.” Fernand de Lewes: “Ward Representative Father Mikhael.” Father Mikhael: “I vote nay toward the bill in its entirety; I concur with the Lady Haverlock.” Julietta Laurelai: “Ai as well.” Fernand de Lewes: “And Steward Representative Haverlock, Julietta. Oui.” He nodded once, scribbling the votes down. “The vote passes, we shall review the amended bill next session. Now we move onto the next bill proposed.” He flipped the paper before him over. Fernand de Lewes: “Before you all is the Assembly Procedure Bill I drafted just a Saint's Day ago. It explains the proper order, conduct, and voting methods along with other things regarding the City Assembly.” Father Mikhael: “I motion to vote.” The clergyman called out, upon the conclusion of his readings. Fernand de Lewes: “I open the floor for questions and comments.” Leufroy Alexandre: “I second the motion!” Julietta Laurelai: “I second the motion.” Fernand de Lewes: “The motion passes. Ward Representative Lewes, Leufroy. Your vote?” Leufroy Alexandre: “I abstain.” Fernand de Lewes’: eyebrows creased, nonetheless he turned to the other side of the room “Ward Representative, Haverlock Leopold.” Leopold Alexander: “I vote ai to the bill.” Fernand de Lewes: “Ward Representative Father Mikhael.” Father Mikhael: “I vote aye to the bill.” Fernand de Lewes: “And Steward Representative Haverlock, Julietta.” Julietta Laurelai: “I vote ai.” Fernand de Lewes: “The Assembly Procedure Bill passes with three Ayes, one Nay.” He applauded. “Next, the Ordinance of Charters and Guilds Bill on the next parchment.” Fernand de Lewes: “Sponsored by Ward Representative Haverlock, Leopold. The Bill grants elevated rights, incentives, and the fulfillment of specific requests made by a given organization with approval from the City Council.” He explained, looking upwards from the Bill. “I open the floor to questions and comments.” Father Mikhael: “I wish to take the floor, Lord Mayor.” Leopold Alexander: peered down the two tables to see if anyone else would go first. Hook, line, and sinker.. Fernand de Lewes: “Ward Representative Father Mikhael, you have the floor.” He bobbed his head. Father Mikhael: “I request only a single addition to this bill, under Section III.” Leopold Alexander: flicked through the few pages and mumbled a summary of the contents of Section III to Julietta. Father Mikhael: “I should think it vital that any businesses or organizations considered for this privilege be those of good standing with the Holy Mother Church; that they follow its Canon Laws, and pay credence to its authority.” Father Mikhael: “Much alike to the stipulations regarding the Clementine Court, I shall request that an addition be made of the like for the Church. I yield the floor.” Leufroy Alexandre: rose a hand. Fernand de Lewes: nodded once. “Ward Representative Lewes, Leufroy.” Fernand de Lewes: “You have the floor.” Leufroy Alexandre: took the floor. Leufroy Alexandre: “Perhaps these organizations should also pay a tithe to the Holy Mother Church, as any good Canonist organization would.” Leufroy Alexandre: “Say, a tenth of all profits.” Fernand de Lewes: lofted a brow, though remained silent and impartial on the matter. Leufroy Alexandre: “I yield the floor.” Leopold Alexander: raised his hand. Fernand de Lewes: “Ward Representative Haverlock, Leopold.” Leopold Alexander: brought himself forward. Leopold Alexander: “In agreement and attachment to both provisions suggested by my fellow Representatives, I believe the Council should charge a small fee for admittance. This fee will not go directly to our pockets, but to a fund the council can use at its united discretion. I also wish to add that I believe we could pass this bill today with those amendments if my fellow Representatives find grace for this bill. I yield the floor.” Julietta Laurelai: raised her hand. Fernand de Lewes: “Steward Representative Haverlock, Julietta. You have the floor.” Julietta Laurelai: “Clementine Court has been working on a document that isn't yet out but it details the establishment of Royal Orders. These Orders are guilds, to put it bluntly. Just under another term. I feel as the only guilds allowed these benefits should be of Royal Order status.” Fernand de Lewes: “Have you a draft of this document that you are able to share, Steward Representative?” Julietta Laurelai: “Hmm..” Leopold Alexander: sighed as he was likely the one to have to grab it from her stack of papers.. Julietta Laurelai: motions for her brother to pull it from her sack of documents. Leopold Alexander: grimaced as the paper likely made its rounds by this point. Fernand de Lewes: “Does the Royal Order provide anything for its groups? Or is it just a title?” Julietta Laurelai: “It is basically just recognized as an official organization by the crown and they may ask for any benefits. I think with their inclusion it could slide in quite nicely with this bill.” Leufroy Alexandre: “I motion to vote on the inclusion of all four provisions in the Bill before voting on its passage.” Leopold Alexander: “I second this motion, Lord Mayor.” Olivier: “I have something to add!” Rang a deepened voice from the back of the room, something of an interruption. Olivier’s: hand was hoisted skyward. Fernand de Lewes: “If the Steward Representative yields the floor and the motion is seconded we may proceed to vote, unless someone else would like to take the floor?” Julietta Laurelai: “I yield the floor.” Fernand de Lewes: raised his head, looking to the back of the room. “Who has something to add?” Fernand de Lewes: “Speak, Your Lordship.” Adela: “Have you something to add, Lord Rosius?” She spoke, her brows furrowed as she witnessed her brother's hand lifted skyward. Leufroy Alexandre: “Yes, do you?” Leufroy Alexandre: checked his pocket watch…. Olivier: violently shook from his nap, arm involuntarily ripped up to attention. “Argh, la vache!” He curses angrily, rising. “No, non.” Crimson faced, he sat back down with the two. Olivier: “A thousand apologies.” Olivier: “It was my sister, the Lady Alba, who wished to say something.” Olivier: directed his attention to Adela. Fernand de Lewes: “Your Highness.” He turned his attention to Adela. “You have something to add?” Leopold Alexander: fingers began to lightly dig into the soft fabric laid on the table before him. Leufroy Alexandre: checked his pocket watch again! Adela: erupted in a cloud of laughter, though such laughter was soon cut short as her eyes grew wide. “The court is quite excited to implement the Royal Patronages and Orders and is willing to work alongside the city government if you wish to issue publishings regarding the matter, Lord Mayor.” She spoke calmly, her head bobbing as she concluded. Julietta Laurelai: nodded her head in agreement to Adela. Olivier: narrowed his eyes, and then turned his head in frustration. Fernand de Lewes: nodded at the Lady Alba, turning his attention to Leopold. “You may work with the Ward Representative Haverlock, Leopold who sponsored the Bill to achieve an adequate outcome.” Adela’s: head bobbed as she returned to her seat. Leopold Alexander: nodded right along with the Lord Mayor's statement as he found it satisfactory. Fernand de Lewes: “One that is deemed desirable by both the Clementine Court and the Municipal Government.” He added. “We require the motion to be seconded by one more Representative before moving onto voting.” Father Mikhael: “Ah... I second the motion to vote.” Fernand de Lewes: “Thank you, Father Mikhael. We vote on the four provisions to be made on the Bill discussed.” - “Ward Representative Lewes, Leufroy. Your vote?” Leufroy Alexandre: “Aye.” Fernand de Lewes: “Ward Representative Haverlock, Leopold.” Leopold Alexander: “I vote ai.” Fernand de Lewes: “Ward Representative Father Mikhael.” Father Mikhael: “Aye.” Fernand de Lewes: “And Steward Representative Haverlock, Julietta.” Julietta Laurelai: “Ai.” Fernand de Lewes: “The vote passes with four Ayes and zero Nays, we expect a revised proposal by next session. Has anyone anything to propose?” Leufroy Alexandre: “I propose an ending to this meeting.” Father Mikhael: “I second this.” Leopold Alexander: raised his hand, “Only for a reminder, your Lord Mayor.” Fernand de Lewes: “You have the floor, Representative.” Leopold Alexander: looked to the others, “We will need to establish a magistrate soon enough. I do believe we should have an idea as to how we'll vote for such a position. Ai.” Leopold Alexander: “I yield the floor, Lord Mayor.” Fernand de Lewes: “The Edict of the Government of Wards states that the Magistrate must be elected by the people of Whitespire.” He added. “I will speak to a member of the Inner Council regarding nominations.” Fernand de Lewes: “If there are no further matters to discuss, I declare the second sitting of the Whitespire City Council adjourned. Lady Myrilla thank you for volunteering.” He dipped his head once at her. “Now, seeing as this is the first sitting I’d like to motion a vote on if we should release the minutes to the public.” Fernand de Lewes: “Representative Leufroy?” Leufroy Alexandre: “Aye, I vote in favor!” Fernand de Lewes: “Representative Leopold.” He raised a hand slightly. “And I’d like to remind our Representatives that if you have something to argue or comment on before we move to voting you are free to ask to take the floor.” Leopold Alexander Haverlock pursed his lips for a moment before answering, “I vote in favor as well.” He nodded to both his answer and Fernand’s remake. Fernand de Lewes: “And Representative Mikhael?” Father Mikhael: “Aye.” He called out. Fernand de Lewes: “The City Assembly Minutes will now be made available to the public.” - “Any matters we should settle surrounding the proceedings of the assembly?” Leufroy Alexandre: “I have something to suggest, Lord Mayor, if I may take the floor?” Fernand de Lewes: “The floor is yours, Representative Leufroy.” He nod his head once at him. Leufroy Alexandre: stood from his seat, moving to the floor before turning to his fellow assemblymen and the crowd. Leufroy Alexandre: “I would like to argue that we as assemblymen, dedicated to our city of Whitespire, deserve to receive a modest pension for our service as civil servants upon our leave of office.” Leufroy Alexandre: “The amount of payment due can we discussed with the steward at a later date, if this vote goes through.” Fernand de Lewes raised a brow, looking to the assemblymen. “Has anyone any questions or comments for the Representative Leufroy?” Father Mikhael raised his palm skyward, brows furrowing some. Leufroy Alexandre turned to the priest, nodding his head, allowing him to speak. Leopold Alexander Haverlock brought a hand to his face, hiding the pleasant change in his countenance at Leufroy’s request. His hands would clasp one another afterward. With a glance over towards Mikhael he’d hold himself silent for a moment. Father Mikhael: “I shall find contention with this notion; as a priest of our Holy Mother Church, I eschew payment. It is contrary to our service; that of devotion to the people, wherein all our efforts are reserved for them.” He began. Father Mikhael: “Payment, whether great or small, removes funding from the state; funding which should be reserved for the improvement of Whitespire.” Father Mikhael: “Just as the farmer does not receive pension nor payment from the state, nor, too, should their representatives be given payment. It lies contrary to our purpose. If we are to raise the issues of the people, then we must be like them, in all capacities.” Father Mikhael: “That is all.” With such a conclusion, the priest’s head lowered momentarily. Leopold Alexander Haverlock: raised up a single hand, or at least his index finger, as he waited for his moment to comment. Fernand de Lewes: “Allow the Representative Leufroy to respond.” Leufroy Alexandre: “Serving as a representative is a demanding role that requires time, effort, and dedication. Offering compensation can help ensure that individuals can participate in the city governance without facing financial constraints.” Leufroy Alexandre: “Possible candidates may be facing financial troubles that hinder them from fully committing to their role as a civil servant.” Leufroy Alexandre: “By providing compensation to our assemblyman, we are tearing down a potential barrier to those candidates.” Leufroy Alexandre: “I am finished.” He’d say before turning to Leopold. Leopold Alexander Haverlock proposed his elbow along the table as he made his remark, “I’ll go ahead by stating that I am in agreeance with Representative Leufroy. Let’s just speak of the laborer of the field! Does he not deserve reward for his toil under the sun? Does the word of GOD not state that a man is worth his pay? If we’re to remain vigilant in this position some sort of compensation is required. If it is an issue of its source, we may speak to the High Seneschal or include new sources of income to fund such an ordinance.” Leufroy Alexandre turned to look betwist the two men. Leopold Alexander Haverlock: “In time we may discuss these new sources of income, but should at least set the precedence that we’re to be rewarded for our hard, diligent labor in the name of this city. This faithful government.” Leopold Alexander Haverlock: “I conclude.” Leufroy Alexandre: “I yield the floor, and motion to vote.” Fernand de Lewes: “Would anyone else like to take the floor?” Fernand de Lewes: “If not you may all second Representative Leufroy’s motion.” Leopold Alexander Haverlock stood from his seat for a moment, “I second his motion, Lord Mayor.” He’d take his seat once more. Fernand de Lewes turned to Father Mikhael, waiting patiently. Father Mikhael remained silent, for a fair while - the priest’s displeasure was immense - but, eventually, relented. “I second the motion.” Fernand de Lewes nodded once. “The motion passes, we begin voting on providing pension for representatives upon leaving office.” - “Representative Leufroy?” Leufroy Alexandre: “Aye.” Fernand de Lewes: “Representative Leopold.” Leopold Alexander Haverlock: “Ai.” Fernand de Lewes: “And Representative Mikhael?” Father Mikhael: “Nay.” Leopold Alexander Haverlock returned from oblivion. Fernand de Lewes: “The proposal passes. We shall hear from the steward regarding the matter next session.” He cleared his throat. “Have the Representatives any other proposals they’d like to present?” Julietta Laurelai Haverlock raised a shaky hand, the woman huddled in her wooly blanket. Leufroy Alexandre: “Nothing else from me.” Leopold Alexander Haverlock raised a hand above himself after his sister did, so it was up to the Lord Mayor as to whoever went first. Fernand de Lewes looked to Julietta with a furrowed brow. “We will take questions after the assembly meeting has concluded.” He then bobbed his head at the Haverlock. “Representative Leopold, you may take the floor.” Leopold Alexander Haverlock brought himself up to the floor to begin… Julietta Laurelai Haverlock: “I am the steward representative, in case you weren’t aware.” Fernand de Lewes: “I was not made aware of this and I’m not sure what that is, apologies Representative Leopold, continue.” Leopold Alexander Haverlock: “If I may…” He’d go to clear his throat before continuing, “Guilds, traders, and organizations hold an important place in the proper functioning of the society. It is through our cooperative work that we were able to develop and assist our people. That is why I believe this Assembly should focus on the implementation of an official charter system. One revised for our current age. We, along with the Stewards & High Seneschal, can offer land grants to deserving guilds along with rights that benefit our society.” Leopold Alexander Haverlock: “As an assembly, we’d vote on which guilds & organizations are deserving of such a special place along with the criteria behind it. We could also implement a special tax specifically to fund city initiatives.” Leufroy Alexandre rose a hand. Leopold Alexander Haverlock clasped his hands together, looking to the other representatives. “I open the floor for comments and questions. Ai.” Leufroy Alexandre: “Are we not an assembly for Whitespire? The land we were give these guilds would be outside of the city and therefore outside of our jurisdiction would they not?” Father Mikhael raised his palm, then, as well. Leufroy Alexandre: “That is all.” Leopold Alexander Haverlock offered a gentle hum before his response, “It would be a fair assumption that the land proper, that surrounding the city immediate, is a piece of Whitespire. If this is not the case then such things as the Mines and Docks are not included.” Leopold Alexander Haverlock: “That’d would be rather inconsistent.” Leufroy Alexandre: “I have no disagreements with those pieces you mentioned being part of the city proper.” Leufroy Alexandre: “I just imagined we wouldn’t blight our city’s natural beauty with guild halls stationed all about.” Leufroy Alexandre: “That is all.” Leopold Alexander Haverlock did nod towards Mikhael to make sure he knew he wasn’t forgotten. He’d continue, “We have ruins outside of our city. We’re to leave them desolate? I wish to also comment that we’re currently… Out of shops… That will surely subdue the growth of guilds in this city.” Father Mikhael’s hand remained held aloft. Leopold Alexander Haverlock: “Anyhow, do speak Representative Mikhael.” He’d silence himself for the moment. Leufroy Alexandre remained silent, allowing Mikhael to speak. Father Mikhael: “I should concur with Representative Leufroy; when many buildings within the city remain unoccupied. I find issue that we grant land outside of its bounds; guilds needn’t merely occupy those buildings along the main avenue.” Father Mikhael: “I do not find issue with the principle of granting aid toward the growth of guilds, merely that it needn’t culminate in distribution of additional land, when the capital itself has many a buildings absent of occupants.” Father Mikhael: “That is all, then.” Leopold Alexander Haverlock nodded along with his words, “I see… If the primary issue presented is that of land grants then it may be readdressed in the future when availability becomes a further issue. I instead…” He’d go to continue. Leopold Alexander Haverlock: “Wish to scratch that from this proposal and remain focused on creating a system to help deliver aid, rights, and development to these guilds. If that so pleases my fellow representatives.” Leopold Alexander Haverlock: “I conclude my proposal,” he’d simply state whilst going back to his seat unless something else were to come up. Father Mikhael: “I shall present a motion to proceed to the vote, then.” Leufroy Alexandre: “I second the motion.” Fernand de Lewes: “If no comments are to be made we may motion to voting on the proposal, I’d like to remind representatives that a bill outlining the specifics of each proposal is required before being put into effect.” Fernand de Lewes: “Representative Leopold, do you second the motion?” Leopold Alexander Haverlock: “Ai! That I do…” Fernand de Lewes: “We move onto voting on the proposal to create a system to develop guilds within Whitespire.” - “Representative Leufroy?” Leufroy Alexandre: “Aye.” Fernand de Lewes: “Representative Leopold?” Leopold Alexander Haverlock: “Ai.” Fernand de Lewes: “And Representative Mikhael?” Father Mikhael: “Ai.” Fernand de Lewes: “The proposal passes, we expect a written bill by next session. Any other proposals before we move onto the next item on the agenda?” Leufroy Alexandre: “I motion that we conclude this assembly meeting.” Fernand de Lewes shrugged at Leufroy. “I suppose this sitting has gone on for a while.” He scanned the empty benches. “Does anyone second this motion?” Father Mikhael: “I second this motion - though, I ask that we arrange a second session sooner than the conclusion of the next Saint’s Week; that the proposals presented might have their bills looked over and concluded, with some haste.” Leopold Alexander Haverlock: “I second the motion as well,” He’d remark before going back to benign quiet, listening to Mikhael’s words. Leufroy Alexandre remained silent, allowing the priest to speak. Father Mikhael: “Ah… that is all.” Fernand de Lewes nodded once at the Father. “Representative Leufroy?” Leufroy Alexandre: “Aye.” Fernand de Lewes: “Representative Leopold.” Leopold Alexander Haverlock: “Ai.” Fernand de Lewes: “Representative Mikhael?” Father Mikhael: “Aye.” Fernand de Lewes: “I declare the first sitting of the Whitespire City Council Meeting adjourned.
