Will the combat system have a bunch of random percentages while hitting someone or will it be a level to damage type thing.

Four quick questions: 1)Will the combat skills have very many random percentages involved in the PvP or will it be more of a "this level does this much damage ect 2) with the addition of this will PvP become default? It doesn't make much since to me to create an entire part of the plugin if it would only be used during wars. 3) Is there an ETA on this? Will parts of it come separately such as roosting in one and the scribes in another? 4) How many skills could you master at once?
