    THIS DOCUMENT, be it enacted in the Court of the Grand King of Urguan with the assent of the Senate of Hammers, does supersede and render void and previous documents of state, acting as sole and supreme governing constitution of the Grand Kingdom of Urguan.

    ARTICLE I

    Supreme instruments of government

     

    THE GOVERNMENT OF URGUAN, alias “the Government,” “the Royal Government,” etc., comprises three supreme bodies of government with divided areas of responsibility and competency: the Crown, the Senate of Hammers, and the Court of Mountains.

     

    THE CROWN, held by the Grand King of Urguan, shall act as the focal point of national unity and leadership, with paramount and unchecked executive power.

     

    THE SENATE OF HAMMERS, ORD’UMAR, comprising of Senators appointed by the Clan Fathers of the respective dwarven clans, shall act as supreme legislative authority of the Grand Kingdom of Urguan, whose laws shall be enforced in full by the executive power of the Crown of Urguan.

     

    THE COURT OF MOUNTAINS, comprising of the Grand King and two courtiers of the Grand King’s choice, shall act as supreme judicial authority in the Grand Kingdom of Urguan, dispensing justice to those brought to charge by the Crown of Urguan.

     

    ARTICLE II

    Competencies and succession of the Crown of Urguan

     

    THE CROWN OF URGUAN, whose holder is titled the Grand King of Urguan, shall be held by a trueborn son of Urguan duly elected publicly by dwarven-born citizenry and those with the title of Honorary Dwarf, upon the death or abdication of the previous Grand King. Each Clan represented in the Ord'Umar nominates their preferred candidate for kingship.

     

    THE GRAND KING OF URGUAN, as inheritor of the executive authorities of the defunct Lord’s Council, is vested with the following authorities, to be used in pursuit of the good of the dwarven people:

     

    • The authority to direct the foreign policy of the Grand Kingdom of Urguan, to declare war and peace, and to initiate or terminate defensive alliances.

    • The authority to direct the military of the Grand Kingdom of Urguan, appointing its officers and establishing its strategic goals.

    • The authority, to declare a solely defensive or retributive state of war, or to negotiate peace.

    • The authority to administer the mines and colonies of the nations, and establish regulations managing the same.

    • The authority to administer the Homeland and its territories.

    • The authority to purchase and sell land for the Grand Kingdom

    • The authority to unilaterally pardon any person convicted or sentenced by the Courts.

    • The authority to enforce the laws of the King by detaining residents where necessary to refer them to the Courts for conviction.

    • The authority to grant or revoke the status of Hold or Homeland territory.

    • The authority to enact and maintain a system of criteria used to judge and record the prestige of the official Clans of the Grand Kingdom.

    • The authority to appoint Courtiers, to serve dutifully in maintaining the institutions and elements of the nation.

    • The authority to nominate individuals of non-dwarven descent for the title of Honorary Dwarf, to be verified and approved by the Ord'Umar with a majority vote.

     

    UNAUTHORIZED USE of these powers by another dwarf is considered Treason which is a crime of the first-degree.

     

     

    ARTICLE III

    Competencies and composition of the Ord’Umar, Senate of Hammers

     

    THE SENATE OF HAMMERS, whose members shall be titled Senators, shall comprise of representatives appointed by their respective Clan Father.

     

    Every clan with more than two recognized and officialized Dwarven Citizens is entitled to have one seat in the Senate.If a clan can prove legally and formally that it possesses more than eight dwarves actively in duty, a second seat in the Senate is in order.

     

    THE SENATE OF HAMMERS, as inheritor of the legislative authorities of the defunct Lord’s Council, is vested with the following authorities to be utilized with a  majority vote for the good of the dwarven people:

    • The authority to declare a Courtier as appointed by the Grand King to be unfit for office, and summarily depose and ban him from further positions as Courtier.

    • The authority, in the absence or incapacitation of the Grand King, to declare a Lord Regent who shall assume all royal authorities.

    • The authority to declare a family of dwarves as an official Clan of the Kingdom of Urguan, with all pursuant rights and authorities.

     

    FURTHERMORE, the Senate of Hammers is vested with the following authorities to be utilized with a 80 percent majority for the good of the dwarven people:

     

    • The authority to depose the Grand King of Urguan.

    • The authority to prevent the use of any of the royal authorities as enumerated in Article II in the intervening period of one stone day between their proclamation and actual enforcement.

     

    ALL MOTIONS BY THE SENATE OF HAMMERS, and the votes of its individual Senators, are a matter of public record and must be registered in the Royal Archive in full in order to be considered official and binding.

     

    UNAUTHORIZED USE of these powers by another dwarf is considered Treason which is a crime of the first-degree.

     

    ARTICLE IV

    Competencies and composition of the Court of Mountains

     

    THE COURT OF MOUNTAINS, whose members shall be titled Justices, shall comprise of the Grand King and two Courtiers.

    THE COURTS OF MOUNTAINS, as supreme judicial authority of the Kingdom of Urguan, is vested with the following authorities to be used with the assent of at least 2/3 of its members, for the good of the dwarven people.

     

    • The authority to try and convict those guilty of breaking the Grand King’s Peace, the laws of the Ord’Umar, or the Code of Laws of the Grand Kingdom of Urguan as established by Article V.

    • The authority to sentence those convicted to punishments within the regulations as established by Article V.

    • The authority to establish subsidiary courts with particular and enumerated jurisdiction over certain regions or crimes.

     

    UNAUTHORIZED USE of these powers by another dwarf is considered Treason which is a crime of the first-degree.

     

    ARTICLE V

    The Code of Laws of the Grand Kingdom of Urguan

     

    THE CODE OF LAWS OF THE GRAND KINGDOM OF URGUAN, as established in full by these articles, shall be the chiefmost legal system of the Grand Kingdom excepting this very document.

     

    THE CODE OF LAWS OF THE GRAND KINGDOM OF URGUAN are a matter of public record and available for inspection by any citizen of the Grand Kingdom.

     

    ARTICLE VI

    The Rights and Clans and Dwarves

     

    THE CLANS OF URGUAN, as chief representatives of the dwarven people and the interests of the Grand Kingdom, are vested with the following rights to be used in defense of their ancient traditions.

     

    • The right to meet publicly or privately at any time, provided the substance of such meetings is not inherently treasonous.

    • The right to claim and operate a clan hall of reasonable size and value proportionate to the prestige and history of the clan.

    • The right to keep and hold an armory and treasury of a size appropriate to the armament of the clan in times of war.

    • The right to rule their members as a subsidiary entity of the Grand Kingdom of Urguan with minimal and only justifiable interference from the Government of the Grand Kingdom.

     

    THE DWARVES OF URGUAN, as the chosen children of Urguan and most ancient and beloved race upon the face of creation, are vested with the following rights to be used in defense of their ancient traditions.

     

    • The right to purchase ale at a public establishment for a reasonable price.

    • The right to work in a role productive to the Crown and greater dwarven society.

    • The right to speak or publish publicly and unhindered, provided the content of such speech does not encourage open revolution or treason.

    • The right to market their wares and services at a price that is reasonable to the expectations of the King’s Peace and the rights of dwarves.

    • The right to a maintenance of dignity and honor that is appropriate to their station as a child of Urguan and chiefmost race upon creation.

     

    NO RIGHT HEREIN ENUMERATED, regardless of cause or purpose, shall be infringed upon by any person or governmental body of the Grand Kingdom of Urguan.

     

    ARTICLE VII

    The Establishment and Maintenance of Corporate Bodies

     

    THE GOVERNMENT OF THE GRAND KINGDOM OF URGUAN, as director of the financial health of the dwarven nation, reserves the right to establish and maintain corporate bodies.

     

    GUILDS, whose leaders shall be appointed by the Grand King and its predecessor, and may be granted titles in recognition of their services, are established by the Grand King with the assent of the majority of the Ord’Umar. In return for training residents of the Grand Kingdom in their particular vocation, a Guild is granted a limited or exclusive right to practice their trade in the Grand Kingdom, as defined by the will of the Grand King and the Ord’Umar.

     

    MAJOR ALTERATIONS, including alterations of organization, policy, or purpose, to a corporate body of the Grand Kingdom must be approved by the Grand King.

     

    ARTICLE VIII

    Administrative divisions of the Grand Kingdom of Urguan

     

    THE GRAND KINGDOM OF URGUAN, as a large and diverse nation, is divided into several types of administrative divisions in order to more fully express the unique traditions of each region.

     

    HOLDS, which are territories of chiefly dwarven composition with a recognizable uniqueness of culture that separates them from the homeland, are governed by Jarls appointed by the Grand King of Urguan with the approval of the majority of Ord’Umar. In return for meeting a quota of fighting men, they receive the ability to establish their own legislative bodies and taxes, which may not supersede or replace those established by the Ord’Umar or the Crown. Holds under the Grand Kingdom may not create their own military, but may raise a militia. Holds are not allowed to direct foreign diplomacy, one who attempts such will be tried for treason, being a crime of the first-degree. Holds are also granted the right to free trade.

     

    THE HOMELAND, which extends over all territories of the Grand Kingdom which are not Holds, is governed and policed directly by the Grand King, the Senate of Hammers, and the Court of Mountains.

     

     

    ARTICLE IX

    Alterations to the Articles of Urguan

     

    THE ARTICLES OF URGUAN, representing the foremost concerns and structure of the dwarven government, shall not be altered by any method except the unanimous agreement of the Senate of Hammers and the assent of the reigning Grand King.

     

    ARTICLE X

    Terms of declaration of war & restriction of vassalization

     

    THE GRAND KINGDOM OF URGUAN as per Treaty of 14th First Seed 1505, may not declare war on any sovereign nation for any reason, unless subjection of direct militaristic invasion or assault of respective citizens is formally documented.

     

    HORENI FACTIONS as per Treaty of 14th First Seed 1505, may not be vassalized under the Grand Kingdom of Urguan.

  5. Repelling the Beast

     

    With the Grand Kingdom of Urguan producing successive stone days of victory on the field, forcing Krugmar from any footing on the mountains, the Dwedmar forces station themselves with patrols across the stone road to prevent Uruk intrusion into the lands of the free.

     

    The unjust direct Invasion of the Rex is repelled. From his city he can hear the drums of battle and the mountains alight with able bodied men defending their lands.

     

    Successfully.

     

    All who would claim tribute from the innocent are cut in their tracks. Legionnaires station themselves a short distance from the trog ready to repel all invaders.

     

    In his obligation to commit to exclusively to defensive war the Grand King offers a peace treaty for all in Athera to see.

    The contents of this passage shall serve as a standing diplomatic treaty between the Grand Kingdom of  Urguan and The Rexdom of Krugmar. It comes in light of the undeclared act of war by the Rexdom of Krugmar in which they attempted to lay claim to the Grand Kingdom of Urguan’s land and followed by committing to armed conflict from their party.

     

    It should be noted for all that this offer stands as the Grand Kingdom of Urguan’s official offer for peace before committing to a defensive war against unwarranted aggression to its citizens and sovereignty.

     

    The nations participating in this document as signed participants will henceforth declare complete adherence to the terms, under oath of blood, soul and sentience.

     

    As such, the details of the treaty will be written in the following statutes.

    Statute One

    That all who sign this treaty will not place military units, or any participating members of each others government or military into each others territory, and that they shall convene between each other through proper diplomatic conduct and not force of arms.

    Statute Three

    That all who sign this treaty will not convict those citizens of each others nations, and shall henceforth form a extradition treaty relating to those who commit crimes and flee across borders. As such, both nations shall convene and respectfully choose discourse on offending parties, in sight of each others sovereignty.

    Stop trying to hide behind ooc barriers, lets say for a second that it is a manor and only 2-3 people are using it. It still doesnt change the fact that we're attacking outer dwarven settlements since the skygods decided that we're not allowed to attack the capital. Expect us to WC every single place you guys have thats not protected by bullshit rules.

    Since when did the skygods decide you could not warclaim our capital? Sure, we gave you rather bad terms, but regardless we were ready for meet you on the battlefield. Oren pulled back the warclaim, not the GMs. 

     

    As for casus belli, it died with the war in the north. The Dwarves lost all their land in the north (including tons of material wealth in Hiebenhall, mind you), and yet somehow, casus belli persisted, letting you go ahead and engage in yet another, new war, now with the ultimate goal of destroying the Grand Kingdom in its entirety, of which we've argued for a long time still has no casus belli. Regardless, the staff was unwilling to enforce their own war rules, so we went ahead and prepared for the worst, presenting our terms, of which you chose to deny.

     

    Whatever "conflict" it is you are trying to project, the dwarves want no part in it. Obviously, the other half does.

    Fire evocation - Being able to piece together particles in the void in the manner of fire, and spending mana to draw said particles into the real world, molding the fire into different shapes and forms, for whatever purposes, including but not limited to big balls o' fire, heating of various objects in the real world, or simply starting a cooking fire (worth noting said flames do not actually exist in the real dimension, they only simulate the effects of properties of fire. What comes from the void, returns to the void, but the effect from the properties of evoked material is still interacting with the world.

    Jokes aside, I actually support the return of VAs, not only because said application forces a player into fleshing out something unique and not only "die heathen scum, gimme pix", but it will also most likely bring back proper bandit RP once more, like the good ol times. And hey, if you can't be arsed to write a few sentences as to why your character commit the crimes he or she does, you should not be doing said crimes in the firstvplace.

    As for MA, idc. Whatever floats ya boat.

    No TnT - This request is denied. TnT is not disallowed by any war rules, (and, rather, actually allowed with GM coverage) and it is not within the rights of the defender to deny it. TnT will be enabled if used by attackers, as per the standard. 

     

     

    I believe this is already a thing regardless, considering 501's response.

     

    No Climbing up the mountain - This request is denied. It is not within the defenders right to make such a claim as "not climbing up a mountain." Along side of this, The use of "RP sensibility" to prevent such is crippled by the fact that not only can human beings climb, but RP sensibility would also call into question most if not all of dwarvish architecture and will almost certainly call into question many defenses that will presumably be built before the warclaim. 

     

    Allow me to re-iterate, if not clarify what we request, as I believe I worded said term poorly: laddering up said mountain is something we will argue is not sound in RP, considering the mountains in question (tall, snowy peaks behind the capital etc), cannot be climbed by iron-cladded legions with a few rickety, wooden ladders (of which would have to be ridiculously large, and clunky to transport up a massive mountain ridge anyway). Climbing up without the usage of ladders however, is of course acceptable.As for small hills and walls, where using ladders would RPly be a sound solution in overcoming said obstacle is okay as well.

Well, this has been quite a confusing process, with little to no communication between the two nations, even less from the staff and their reasoning as to first denying the warclaim in question, only to see it revived out of the blue a week later. I'm hoping such can be avoided in the future.

     

    Regardless, the Dwarves have reached a conclusion and will accept the warclaim as a pillage, presenting the following terms for the battle:

     

    - No TNT

    - No climbing the snowy mountains (makes no sense in RP, and we'd rather not have to landscar said area in order to prevent this)

    - Items in the region can be moved

    - If Urguan & Allies are successful in defending Kazradin, said region cannot be warclaimed again for 2 months

  14. Decree of Banishment

    (Published & enacted at the will of the Grand King)

     

    On the 10th of the Amber Cold 1501, it is so ordered that the dwed known as Zahrer Irongrinder is formally banished from the Grand Kingdom of Urguan, for the following breaches on the Code of Laws of Urguan:

     

    1. Theft - Zahrer Irongrinder has been found guilty in stealing the Armour of Urguan from the dwarven treasury, and upon his disclosure, refuses to return said property to its rightful owners. 

     

    2. Disrespect of a relic - Zahrer Irongrinder has been found guilty in disrespecting a kingdom relic through unlawful possession and keeping of the Armour of Urguan after his removal from Grand King.

     

    The Banishment is set to go into effect immediately. Should the subject wish to appeal his punishment, the following terms must be met:

     

    1. The Armour of Urguan returned to the state intact.

    2. A formal apology issued to the people of Urguan & the Grand King.
