I think it was more alongs of people spawning them in during the building phase. I can't be certain though.

Because they didn't, that's how, seems as though some people on the voxel perms during build did a little more than just "land scaping". Hopfully this will solve that issue. At least it isn't as bad as the Salvus inccident of 2.0 where there was a massed load of chests deep underground in salvus filled with diamonds and all that.
