When filling out a census form, mail it to an official. Even if you were a member of the militia, already own land, or were previously registered as a serf, fill out a form again. After an Elven week, those who own property that are not registered may have property seized.

Titles
The Count, Olivier de Savoie - The Count is the sole leader of the county. He is a noble of Oren, and answers to the Emperor. His word is law within the county. While the Advisory is able to suggest changes or other things to him, he has full right to veto anything they suggest. On top of this, he is the Master at Arms of the Militia, and all Officers answer to him.
The Advisory - These men are, under the Count, the leaders of Aldersberg. They are tasked with the management of domestic affairs within the county, and are meant to govern the county for the Count. Their duties may vary, and are largely small. They may handle anything from the upkeep of the Count’s physical household - his keep - to the maintenance of roads or other things within the county.
The Officers - Grizzled veterans of war, these people lead the Militia. While the official rank is Officer, each Officer has a specific title, and is tasked with the management of a specific force. As a result, some Officers are of a higher prestige than others. However, within Militia meetings, all Officers hold equal power. Sergeants or other second in commands of different forces formally have a third as much power as an Officer.
The Grandmasters - While these leaders of the guilds do not hold official power, they have the potential to influence common dictation of the county. Grandmasters are meant to upkeep specific, niche guilds that promote economic activity within the county. A guild could be for anything from general craftsmen - stonemasons or blacksmiths, for example - to gatherers - farmers or lumberjacks. Guilds are able to negotiate various benefits for being registered within the county with the officials.
Events
Festivals - These are various celebrations held often in Aldersberg.
Meetings - The Advisory or the Officers’ discussion and decision on important topics. Mostly, they are public.
