I appreciate wait times, I just don't see how they can get credit for filling a modreq that requires no work.

I pretty sure they have to try and complete modreqs even if the said person is offline.

We actually try to wait till the player comes back online, however if we get an influx of modreq's we need to clear the list, so we will complete modreqs where the player is offline.
