Candidates for the Imperial Diet are required to complete the following application within the following two months in order to appear on the ballot. If these candidacies are accepted, the Ministry shall issue a short letter of confirmation.

 

This gazette is pertinent to the seven representative seats of the Right Honorable Imperial Senators of common birth, gentry, or are non-title holding members of nobility, They shall be selected and raised to the Imperial diet by the masses.

The 11th of Tobias’ Bounty, 1853

ARTICLE XIII

 

 

 

One calls it “The Return of The Aster Prince”, a prophecy created upon the return of His Imperial Majesty Philip III and his noble consort, Empress Anastasia. Their Imperial Majesties first descended upon the Principality of Savoy, and so the Prince of Savoy  acknowledged Their Imperial Majesties as the true rulers of the Holy Orenian Empire, declaring his aid for them to cement their righteous rebellion. The House of Sarkozic welcomed their kinsman, Philip III with open arms and many other Houses bent the knee in support of his throne. Her Imperial Majesty called the following motto “RALLY THE FAITHFUL”; a motto we still stand by, from this day forward and for the years to come.

 

 

 

The Michaelite Schism began as something that we all believed to be true, but it was not. This schism was something that became the ultimate downfall of our relationship with the Church of the Canon and it had caused more than just an excommunication. The Pontiff created a response to what the Emperor and Empress had declared, and so declared them as EXCOMMUNICATED.

 

 After the Pontiff had declared their excommunication, the Emperor and Empress sent out letters to the new Holy See of the High Pontiff, which became the Basilica of St Henrik in Karosgrad. The High Pontiff would only accept them upon his property if Their Imperial Majesties had done a walk of Penance; walking past the ones who are continuously throwing tomatoes at them as they do it. 

 

And so Their Imperial Majesties did it, they did the walk of Penance - but what was to follow was not as one would expect. Her Imperial Majesty got accused of assassinating her own father in law, Prince Philip Aurelian. But us loyal citizens of the Empire know that this can not be true, for we know that the Northerners always held something against us as an Empire. There was chaos when such happened, and so the man who was supposed to be seen as “Holy” became known as Yaromir ‘The Lustful’. A stain for our Imperial lands for he has set foot upon them for far too long in his miserable life of being a false pontiff.

 

 

The Urguani-Orenian war, a war that has been declared since the reign of Philip II, nicknamed “The Fiddler”. The war is said to be started as a collection of Holy Knights, in the company of the then Cardinal Allobrogum Johan Vuiller and Duncan Vuiller began to chase Ireheart heathens off the land of House Vuiller. This was with the intent to kill the heathens for they had threatened to kill clergymen and any bystanders as they stood near the abbey of St Harald.

 

This matter was brought to Philip II and by then a war was declared between the Holy Orenian Empire and the heathens of the Grand Kingdom of Urguan. This sparked the war which was named the Urguani-Orenian conflict, with many raids of the Urguani alliances and their many attempts to breach into the walls of New Providence under the rule of Philip III. Surely our brave soldiers of the Imperial State Army have taught them a lesson and have slain the enemy to the last.

 

The Imperial State Army is doing everything that is necessary to defeat the heathen tripartite coalition of the wee dwarves, the disgusting ferrymen and the traitorous northerners of Hanseti-Ruska. Us Imperials are sure to win this war against this coalition that has been “blessed” by the false pontiff.

The tradition of Social Season has officially been removed; abandoning our former tradition of using this week of festivities to find future suitors. But instead we now use this week to show the status of the Houses of the participants. Us Imperials surely look forward to the new changes of the Astercalia and can not wait to experience it for ourselves. 

 

The Reform of New Providence and our New Mayoral Government.

 

With not only the Imperial capital having a new look, we also have new reforms of Providence when we speak of trade, political affairs, and festivities! New Providence has become the capital that we hoped for it to be; a new beginning for humanity and beyond. Trade has expanded enormously, people dedicate themselves to keeping  the Imperial capital safe, What else could one wish for? GOD has truly blessed the citizens of the Empire with the city of New Providence. Ave Orenia!

TRANSCRIPT OF THE FIRST MAYORAL DEBATE OF NEW PROVIDENCE

 

On the 10th of Harren’s Folley, 1851

 

Valentino Gradic: 

“Alright. Welcome to the first Mayoral debate of New Providence, we have our candidates Judge Henrik Komnenos and former Alderman Edith Hope.” 

 

Valentino:

“To begin we'll be starting off with each candidate providing an introductory statement, starting with Judge Komnenos.”

 

An ogre walks up to moderators Valentino Gradic and Aubergine de la Baltas. He makes clear his intent to run as a third mayoral candidate!

 

Henrik Komnenos:

“Greeting people of Providence. Many of you may already know who I am or at least know of me…”

 

There is a minor interruption as Valentino’s voice cracks while asking the ogre, Bub, his address of residence. Henrik answers. A crossbowman seated in the audience draws a bead on Bub’s head!

 

Nevertheless, Henrik continues,

“I was Lord Mayor once in Providence, where the city saw growth and many of its issues were put into the grave under my leadership…”

 

“I wish to run,” the crossbowman raucously stands, announcing his own campaign for mayor. Bub takes a stand between the two other candidates, fidgeting in anticipation of his turn.

 

Valentino Gradic interjects: 

“Please let Mister Komnenos finish his introduction, thank you.”

 

Henrik, undeterred, continues,

“... And I wish to help our newly reformed capital see even more growth, and its people feel they are listened to. I'm a family man. A business man.” He gives a second’s pause, “but what matters the most I'm a man of the people.”

Henrik:

“I will yield my turn for now.”

 

Aubergine de la Baltas:

“Next! Edith Hope will address the constituency!”

 

Edith Hope:

“I've served Oren for forty years in the ISA, and twenty-four years as a City Alderwoman. I constructed the reformed municpal codex for Providence before the new City was built …”

 

The crossbowman interjects yet again - “You're a terrorist!” He screams at Edith, “Haense supporter!”

 

Aubergine, Valentino:

“ORDER! ORDER, ORDER.”

 

Edith Hope:

“I've spent years working for the people in the City Government to better Providence, and with the new Government.  I will seek to give universal income to those who cannot work, add increased benefits if you own a business and a house.”

 

Edith:

“God Bless Providence and God Bless the Holy Oren Empire. I yield the floor.”

 

There is momentary confusion over whether the third candidate, Bub, had abandoned the hall entirely. After a moment of tense deliberation, the ogre bursts into the hall again: 

 

Bub:

“UGUUGG.”

 

Valentino:

“Bub may introduce themselves, upon providing the address of their residence.”

 

Bub:

“Me Addrezz bi Mane's Lane AZH.” He'd take a pause before speaking confidently once more, “Mi EZ BUB agh mi Ez Runnin Fo Mayor. Be ez HOZh IZA love, HOZH.”

 

The Obedia family interjects from the stands,

Kenny:

“Whoa! Hey! Hold on!”
Solomon:
“That’s my home…”

 

Valentino:

“Is this true?”

 

The ogre makes no comment.

 

Valentino:

“I'm afraid I'm going to have to disqualify you then, Bub, for using another's address fraudulently.”

In the ensuing confusion over Bub’s disqualification, the crossbowman rises again, re-stating his wish to run for mayor. 

Valentino:

“I'm officially closing off candidacies. The debates have already started, it's too late.”

 

Bub looks around, confused. The crossbowman returns to the stands. Another citizen enters the hall, asking after the guards for an unstated reason. Bub takes a pause once more, looking around the hall,

Bub:

“UkKE zu MI ez OLOG agh our citeh bi at KRUG. Mi az OLOG zhall teach all Women agh Men Pinkehz tu KLOMP HOZH. Thank lad.”

 

Valentino escorts Bub to the stands, or attempts to. Bub declares, at Valentino “lat haz no right tu remove BUB.” Valentino re-states his position, firmly, to which Bub interjects that he submitted his candidacy on time, to which Valentino re-states his disqualification for using the Obedia family address. The crossbowman takes aim at Bub once again.

 

Crossbowman:

“Get on your knees. You are under arrest.”

 

Bub protests:

“Mi share blarg, lat nub disqualify me.”

 

Bub’s lawyer enters the chamber to no avail. The crossbowman has his bead trained right between Bub’s eyes.

Crossbowman:

“Get on your knees or be executed.”

 

The ISA in the room make haste to disarm the crossbowman, or at least talk him down from attempted assassination. Meanwhile, Valentino continues, red as a beet with exasperation:

 

Valentino: 

“Edith Hope. What would you do as Mayor to steer this city in the right direction?”

 

Edith:

“I would start by expanding the clinic as it is too small to handle the wounded soldiers that every battle inevitably has. I would then work with the City Clerk on a way to lower taxes for everyone in Providence and I'd start construction on more shopping plazas as it seems we do not have enough storefronts for the city. I'd also like to restart theatre plays and maybe even advocate for an Orenian Band to play there.”

 

There is a lull in the fracas and then quiet applause. The Surgeon-General smiles at the mention of her clinic. Aubergine and Valentino both raise eyebrows at the prospect of a renewed theatre. 

 

Valentino:

“Very good Miss Hope, you may now go ahead Mister Komnenos.”

 

Henrik Komnenos:

“My plan is simple Trade must grow, were currently in a war fighting on two fronts. If our trade dies, our city rots from within.”

 

The crossbowman, still in possession of his weapon, cheers for the mention of trade. 

 

Henrik:

“I plan to work with the state and the clerks to issue packages for our merchants to ensure they can operate without the fear of shutting down. Furthermore, I will do my best to work with the army to ensure our city is safe. So we can have our plays! Our music! And events!”

 

There is a laudatory whistle from the crowd:

Henrik:

“Without fearing the small bearded men or damn Haense! A safe people is a happy people! I won't issue tax cuts left and right like Miss Hope, we can’t afford such ordeals. Every dime helps the war effort and keeps our people safe!”

 

Valentino:

“Thank you Mister Komnenos. Now for the final question, we shall be fielding one from the audience.”

 

A flurry of hands raise, each eager to pose a question. A young ISA recruit is singled out from the audience, and in precocious eloquence asks both candidates:

 

Recruit:

“The new city charter lets the city government, including the mayor, to exert a lot more authority on the city. Without the House of Commons being an obstacle, what new policies will you push forward as mayor that you couldn't previously?”

 

Edith Hope:

“As I read in the new city charter the Lord Mayor may grant alms to those who need it. I would set up a program to grant that money to those who need it. It would enable them to buy Oren and build Oren more so than they ever could before.”

 

There is a jeer from the crowd, unsurprisingly from the fiscally responsible crossbowman. He raises his weapon once again, though this time at Miss Hope. The ISA immediately jump up to disarm him.

 

Henrik Komnenos:

“Back on topic, I will also look into every single law currently active within our capital to see which ones can either be removed or eased up to provide a better state of living for our people.”

 

There is a loud and chaotic scramble in the stands to relieve the crossbowman of his crossbow. Through the din, Valentino dismisses the debate, and attendees begin to flee the assembly hall...

Valentino:

“Debate’s over! Thank you all for attending!”

What is the Ministry of Civil Affairs?

            Simply put, the Ministry of Civil Affairs assists the Imperial Crown in a number of different topics. They govern the archiving of information as well as immigration to the Holy Orenian Empire and the production of the Providence Post.

 

The Office of the Archives

 

            The archiving section of Civil Affairs commits to a lot of different duties, arguably one of the largest branches of the Ministry. The workers of the Archives are typically the ones designated with record-keeping. This includes: Knighthood within the Empire; the issuing, authoring and editing of scholarly letters; the confirmation of peers via letters patent; the confirmation of peerage succession; the management of Imperial directories (e.g. Government, Peerage, etc.) and etc.

 

The Scriveners

 > Any official within Civil Affairs can also be a scrivener, tasked with composing compendiums of cultural, historical and urban importance. One example is a prospective Peers of the Empire Compendium (which lists peer houses and a summary of their history and culture), and relevant works include the Epochs of the Empire Parts I & II.

 

The Office of Immigration

 

            The Office of Immigration handles the movement of foreigners into the Empire. Their job entails many different things, including: immigrating people into the Empire; the teaching of Orenian culture and customs through classes; the assistance in procurement of a job as well as place to live; encouragement of movement to the various Orenian municipalities (e.g. Dobrov, Redenford) and etc.

 

The Office of Information

 

            The Office of Information’s main job is the publishing, editing and writing of the Providence Post. They discuss and bring to light recent events within the Holy Orenian Empire in a paper that is published according to the ongoing proceedings.

It is by the grace of God and the counsel of our court that we do invest The Hon. Rev Vuiller as Baron of Vuillermoz. THE IMPERIAL CENSUS, 1850 - 1860

 

 

The census records have been scattered, torched and lost to the whirlwind of the Aster Revolution. Thus, His Imperial Majesty has ordered the administration of a new census to ascertain the population of His Imperial Majesty's subjects for purposes demographic and electoral.

 

This being so, the Department of Civil Affairs now clears the rolls and reissues the census. This census shall last from the years 1850 - 1860.

 

SECTION I: THE IMPERIAL CENSUS

 

The following matters shall define the purpose and extent of the Imperial Census.

 

• The Imperial Census shall be administered throughout the Empire for a duration of ten years.
• Upon the completion of a census period, the rolls of citizenship shall be cleared, and a new census administered to which subjects are obligated to take.
• All subjects of the Imperial Crown are obligated by law to take the census, and sworn under oath to the truth of their responses.
• All magistrates are duty-bound to further the administration of the census within their jurisdictions.
• All vassal-states are duty-bound to further the administration of the census within their jurisdictions.

 

SECTION II: NATIONAL ELECTIONS

 

The following matters particularly pertain to elections.

 

• If the Imperial subject so chooses, he may be registered to vote in the region of his residential address.
• The Imperial subject may not be hindered from registering to vote in the district of his residential address.
• If fraud is to be discovered in the registration of voting addresses, the accused may be prosecuted by the full extent of the law, up to and including felony impersonation.

“We will officially begin then. Allow me to set out the agenda for today. 

Firstly, with the work the Vice-Chancellor, Mister Komnenos, and myself did at the last meeting, alongside revisions I made independently, the Lex Criminalis has been worked on quite a bit. And yet, it is not done. As we devised many months ago, the ORC should be proposed separately-each section-so as to avoid troubles if certain members of the Diet dislike only small portions of the revised ORC. Therefore, I want the Lex Criminalis or at least a good portion of it done today. If there is more left over, I can revise the rest on my own.”

So, let's begin. My revisions and the revisions of the members aforementioned are on your documents. Please, look them over. Comment on them, debate them, and so on. Also, if you have additions you want made, say so. But our main goal here is to simplify and streamline. So please, as I said, look it over now. Mind you, I am no legal expert by the by, so-Mister Komnenos-I would appreciate your critical eye on my own work.”

 

Henrik Komnenos: “Aye, I will issue comments or statements when its needed.”

 

James Francis took a seat on the bench behind him thereafter, taking up the copy in his hand.

 

Minuvas Melphestaus: “I still see some business about degrees… Just going to note on my copy where that is and to remove them.”

 

Henrik Komnenos: “We killed it off, and let it as bare felony, infraction and misdemeanor.”

 

James Francis: “Ah, good. Thank you.”

 

Henrik Komnenos: “It has worked wonders.”

 

James Francis: “Yes, it might have been missed. Those are to be removed entirely.”

 

Josephine Aleksandra: “I might note that this makes Title I, the classifications of crimes, irrelevant, meaning that the Lex Criminalis will now be Title I.”

 

Henrik Komnenos: “That is basic formatting. We can't be fully sure if its moved down or up yet.”

 

Minuvas Melphestaus: “Komnenos, how many charges have appeared before the courts on gambling?”

 

James Francis: “Yes, much needs to be done in the case of organization, the numbering of laws included. But I can handle that on my own.”

 

Henrik Komnenos: “Offically?”

 

James Francis: “Ah, yes. I was wondering the same.”

 

Henrik Komnenos: “None, mostly due just about everyone turns a blind eye to it.”

 

Minuvas Melphestaus: “Is there some historical reference as to why gambling is illegal? I'm not a Canonist Legal scholar either, is it forbidden by Canon law?”

 

James Francis: “I certainly wouldn't see His Holiness gambling.”

 

James Francis: “But I believe I've heard it alluded to the Canonist Church looks at the intent of gambling, persay?  For instance, gambling for charity?  A fundraiser.”

 

Minuvas Melphestaus: “That doesn't neccesarily mean it is illegal, perhaps just good professionalism.”

 

Dante Falcone spoke up “I can't speak for the larger history of the Empire, but from what I've been told by elder members of my family- Helena had quite the gambling culture, which wasn't frowned upon then.”

 

Minuvas Melphestaus: “I believe the blanket ban of gambling then, must change. For simply to wage ones odds in a competition is sportsman like, and in line with the competitive spirit of Orenia.”

 

Henrik Komnenos: “Its not a ban persay. You just need a permit.”

 

Minuvas Melphestaus: “Mmph, this is precisely the heavy-handedness of Government that our Archchancellor wishes me to dispose of.”

 

Henrik Komnenos: “Its local law here in Providence. “That you ask for a permit from the head clerk.”

 

Minuvas Melphestaus: “Permission to be competitive? I shall be recommending this committee strike the provision on banned gambling across Oren. If the City officials wish to add restrictions let them have to deal with their residents.”

 

Henrik Komnenos: “Not how it works… Local law may never combat national law. National law always wins.”

 

Dante Falcone: “Perhaps only a permit for a gambling establishment then? And perhaps something can'a be done about personal gambling between comrades.”

 

Henrik Komnenos: “If I recall right, the local say states that you pay for a permit to be seen as a place of gambling with a small incase in rate.”

 

Minuvas Melphestaus: “If we remove the restriction at the national level.”

 

Henrik Komnenos: “By rate I mean tax, as gamlbing is rather profitable.”

 

Minuvas Melphestaus: “Then the local city can decide to come up with what they want. Just strike the whole section out.”

 

Henrik Komnenos: “I don't see a reason for why not. Let the locals deal with it.”

 

James Francis: “Then let it be done. What about deviancy? Seems quite vague.”

 

Henrik Komnenos: “If they deem it as massive issue, they can write their own rules and laws on the topic.”

 

Henrik Komnenos: “Its because it covers a large (emphasized) area.”

 

Minuvas Melphestaus: “Deviancy is vague, but that is probably a good thing Representative Temesch.”

 

Henrik Komnenos: “A man dressed like a woman, dancing risky in the streets would be seen as Deviancy.”

 

Minuvas Melphestaus: “I was going to say Indecency could be struck out as well. Since it is covered under the umbrella Deviancy provision.”

 

Henrik Komnenos: “Seems fitting.”

 

Minuvas Melphestaus:  “Witchcraft is also unneccesary. It is covered under False Faiths, Heresies, and Devil Worship. Or if someone is going to make a distinction of it, Witchcraft can be inserted into one of those crimes. Devil Worship & Witchcraft.”

 

Henrik Komnenos: “Relabel it as Heritic worship as witchcraft is a craft of the heritics.”

 

James Francis: “Not necessarily.”

 

Dante Falcone: “That seems reasonable, however there is a distinction between worship and open practice.”

 

Henrik Komnenos: “Its short and gets the message across the board.”

 

James Francis: “Heresy is traditionally much different.”

 

Minuvas Melphestaus: “I'm not quite sure the distinction of Witchcraft versus Devilry, they're both sacrilegious. Heresy I understand, it is a perversion of the true faith. But Witchcraft is just a form of Devilry is it not? Or close enough.”

 

Henrik Komnenos: “It is not the female version of wizardy.”

 

James Francis: “I'd say someone who worships Iblees likely participates in witchcraft.”

 

Dante Falcone: “Very true, Excellency- However from my studies I've discerned Witchcraft to be wholly different in some fundamental ways. It pertains to rituals and dark worship in some cases, but in others it is no different to persay, drawing on the void.”

 

James Francis: “But yes. Heresy is like saying God is not one or Exalted Horen was divine.”

 

Henrik Komnenos: “Would the common man know the diffece.”

 

Minuvas Melphestaus: “And more importantly, we can probably combine the two into one law.”

 

Henrik Komnenos: “Devil worship or witchcraft, the common man will strike the same way at it.”

 

Dante Falcone: “Mhm- and with that in mind perhaps I'd offer that they stay seperate, and further clarification be given to Witchcraft if needed- or perhaps combine the two, like you said.”

 

James Francis: “I think the way it's worded, devilry and witchcraft are already different offenses. Merely combined under one law. It should be fine. The worship of demons or devils, or witchcraft.”

 

Henrik Komnenos: “We could send a letter to a bishop to ask for his views on the two topics. I'm a man of the law and justice, I would strike both of them down the same. However a church view would do us good here.”

 

James Francis: “I'll speak to His Eminence, the Metropolitan about it at the next meeting of the Diet.”

 

Minuvas Melphestaus: “We might need to consult the Church on a host of laws, and if they are in alignment with the severity of their crimes - but we might do this at the end for their opinion, mm?”

 

Dante Falcone: “That's a good idea, perhaps they could provide some further clarity on the subject.”

 

Minuvas Melphestaus: “A wise idea.” (Said to James Novellen).

 

James Francis: “I believe combining them for now will be fine. Let's move on to other laws.”

 

ON DEFAMATION

 

Mr. Falcone raises his hand at this point.

 “I've a querie. May I call attention on something?”

 

James Francis: “Please do.”

 

Dante Falcone: “Alright, may I call your attention to On Defamation.”

 

James Francis: “I am… there.”

 

Minuvas Melphestaus: “Yes.”

 

Dante Falcone: “Might we consider changing it from a misdemeanor to that of an infraction? I only ask because of how common this can become, especially during both local and national elections.”

 

Henrik Komnenos: “No. People need to learn. If you wish to aim that loaded cannon at someone, you best be right, a slap on the wrist and a small fine, will do nothing.”

 

Dante Falcone: “Up to two thousand mina, is hardly nothing- why I'd wager that could bankrupt someone.”

 

Minuvas Melphestaus: “Hm. I say make it an infraction, we can empower judges to enhance the 

punishment for repeat or grievious offenses.”

 

Henrik Komnenos: “The fine table is currently out of date.”

 

Minuvas Melphestaus: “When we discuss the courts….”

 

Dante Falcone: “Ah, I see.”

Henrik Komnenos: “I have seen tons of cases on this topic, and trust me it gets nasty. A fine, does nothing.”

 

Minuvas Melphestaus: “Perhaps to one of Oren's wealthiest!”

 

Henrik Komnenos: “Even before that. But when people stand to get hit hard, they think extra about it.”

 

James Francis: “I'd say I'd concur more with Mister Komnenos. I'd always think to aim high to give the Justices more of a scope of punishment. To deal with severity on a case by case basis.”

 

Minuvas Melphestaus: “Perhaps we move to take a voice vote on it, Representative Temesch? Its a decent topic, but perhaps not one to spend too much time on and note the opinion of those present in the minutes. As we have a great deal more to cover.``

 

Dante Falcone: “I do think that Defamation does have a lot of potential for variation- but Si, I'm happy to take a vote upon it.”

 

James Francis: “Agreed, Vice Chancellor. Listen here. If you wish for the crime of defamation to be struck down from a misdemeanor to an infraction, say aye.”

 

Minuvas Melphestaus: “Aye.”

 

Dante Falcone: “Aye.”

 

James Francis: “And if not? Say nay.”

 

Henrik Komnenos: “Nay.”

Minuvas Melphestaus: “A 50-50 split? I call that the Duke of Cathalon Flush.”

 

James Francis: “Mmph. I'll mull it over. Though, we must keep in mind that Mister Komnenos has firsthand accounts of how defamation is dealt with in the court room.”

Minuvas Melphestaus: “I would like to recommend we also remove petty Treason. It is defined in the beginning of the Section.”

 

Henrik Komnenos: “Didn't we remove that?”

 

Minuvas Melphestaus But then not a single crime amounting to treason is stated as “petty treason. But then not a single crime amounting to treason is stated as 'petty treason'.”

 

Henrik Komnenos: “Must have been an oversight, we merged them all to treason as they are all punished the same.”

 

James Francis: “Indeed. It can be removed. And all of you. Please look to On Vagrancy and On Loitering. I wanted to ask Mister Komnenos how many times those have shown up in court.”

Minuvas Melphestaus: “Beggars is one thing.”

 

Dante Falcone: “Even if they are deemed necessary, I should think that they should both be made infractions as it stands.”

 

Henrik Komnenos: “I'm talking hooligans and the like.”

 

James Francis: “I'd say it'd be best to empower the business owner in his property.”

 

Henrik Komnenos: “It also helps local law enforment to clear areas. For traffic and the likes.”

 

Minuvas Melphestaus: “Mm.”

 

Henrik Komnenos: “The threat of a fine if you don't move works.”

 

Dante Falcone: “That's fair.”

 

Henrik Komnenos: “Seen it in action many times.”

 

James Francis: “Loitering then, I suppose. What about vagrancy however?”

Dante Falcone: “Vagrancy also, struck to an infraction. There's nothing that can be done about that, unless we've plans to build a homeless shelter.”

 

James Francis: “I'd concur then that if it is to say, it should be struck down to an infraction.”

 

Dante Falcone: “Unless they are intentionally lingering or causing trouble, in which case that would go back to loitering, no?”

 

Henrik Komnenos: “Most poor houses has a history of being unused and should be done on a local platform.”

 

James Francis: “Or trespassing, I'd say.”

 

Henrik Komnenos: “Its not trespassing as they not passing. They are infact staying. That's the fine line between the two. One means they are passing along and one well they plan to stay put. Two different things.”

 

Minuvas Melphestaus: “I think trespassing simply means the individual is where they are not authorized to be.”

 

Minuvas Melphestaus: “Whether permanent or short-term.”

 

Henrik Komnenos: “Trespassing has always been seen as short term.”

 

Minuvas Melphestaus: “It is possible to just declare a vagrant a trespasser.”

 

Henrik Komnenos: “Even in the eyes of law and the court.”

 

Dante Falcone: “What has long-term been deemed then? Illegal residency, or squatting?”

 

Henrik Komnenos: “Both.”

 

Dante Falcone: “Speaking of which, do we have a section for squatting? Or is that unecessary?”

Minuvas Melphestaus: “Here…section 203.08. Where an individual refuses to leave another’s property, public or private, for a short or extended duration, or returns to a property they ha’ve been barred from, this shall be trespassing, an infraction.”

 

James Francis: “That seems acceptable. Thoughts, Mister Komnenos?”

 

Henrik Komnenos: “And what if its a military area?”

 

Minuvas Melphestaus: “Public property.”

 

Henrik Komnenos: “Which has been and still is.”

 

Minuvas Melphestaus: “Its trespassing.”

I notice that we are still in keeping with degrees in labelling trespass an infraction. Is this a clerical error, or shall we be continuing with the degrees system? Aside from that, the new proposed wording seems very comprehensive.”

 

Henrik Komnenos: “Were using the system I suggested. As it works best for the court.”

 

Minuvas Melphestaus: “I believe we got rid of degrees, first second third etc.”

 

James Francis: “We removed degrees while retaining the infractions, misdemeanors, felonies, so on.”

 

Henrik Komnenos: “We removed first 2rd and 3rd but kept the base form.”

 

Minuvas Melphestaus: “The new system is essentially a minor, middling and major offense.”

 

Josephine Aleksandra: “Infractions, misdemeanours, and felonies are informed by the matters of degrees. Continuing to label crimes with a level of severity means that the degrees system is still wholly in place, but no longer called such.”

 

Henrik Komnenos: “Its not. Trust me.”

 

Josephine Aleksandra: “Essentially, first degree crimes are now relabelled as major offences.”

 

Henrik Komnenos: “A felony is now plain and simple a folony and you will get punished as such.”

 

Josephine Aleksandra: “Continuing to label crimes with a level of severity continues to complicate. See arson, which can be either major or minor depending on the level of fault. Surely arson is arson, and the judge should have discretion based on the material facts rather that a meaningless delineation?”

 

Henrik Komnenos: “No sitting fire to the bank instead of a cart. That's where it is at.”

 

Josephine Aleksandra: “And those facts may be determined in court and the sentence levelled appropriately. I see no need for there to be two separate offences for arson committed negligently or intentionally.”

 

Henrik Komnenos: “Miss have you ever done an lawsuit.”

 

Minuvas Melphestaus: “I'm not opposed to what the good woman says.”

 

Henrik Komnenos: “Have you been in court having to deal with the degrees.”

 

Minuvas Melphestaus: “The Judge should be able to decide the punishment based on the facts of the case.”

 

Henrik Komnenos: “A felony should be treated as a felony.”

 

Josephine Aleksandra: “I have sat in sessions of our most professional court. Very long, very complicated sessions I might add, where countless Saint's hours are spent quibbling over whether the charge is correct.”

 

Henrik Komnenos: “A fine is a fine.”

 

James Francis: “In the case of something like arson, could we not combine them into a felony or a misdemeanor? There should still be guides for what punishments are acceptable-.”

 

Josephine Aleksandra: “So, you are in favour of retaining the degrees system, my lord. I respect your opinion, but please, so us the honour of calling a horse a horse.”

 

James Francis: “However, I'd concur with you, Lady Josephine, that separating arson is a bit needless.”

 

Henrik Komnenos: “Miss, when a felony is brought up we don't need to know if its a first degree or not a felony.”

 

Minuvas Melphestaus: “It is easy to remove the language when the full diet votes on it.”

 

Henrik Komnenos: “That's what were going for.”

 

Minuvas Melphestaus: “Or keep it.”

 

James Francis: “I have a feeling that the Diet will be in favor of degrees.”

James Francis: “I believe there is a specification for government property in some other section of the ORC. Perhaps we should merely make the addition to cover all our bases.”

 

Henrik Komnenos: “City hall is owned by the city of Providence, seen as public but local state owned as there private offices. A new class added called goverment or state would cover all three bases.”

 

Minuvas Melphestaus: “There's nothing private about City Hall. All those Offices belong to the Orenian Government.”

 

Henrik Komnenos: “My office sure was when I was mayor. So was the head clerk office.”

 

Minuvas Melphestaus: “When you say private do you mean you locked it? Locked up. Ah yes but no..”

 

James Francis: “It wasn't owned by you, though.”

 

Minuvas Melphestaus: “You didn't own it.”

 

Henrik Komnenos: “There's papers in there the public shouldn't touch.”

 

Minuvas Melphestaus: “You just locked it.”

 

James Francis: “The Vice Chancellor is correct in that public and private merely indicates ownership. We could say government property to clarify best, but yes. Public merely means not owned by private citizens.”

 

James Francis: “What do we say then?”

 

Henrik Komnenos: “We should just add it just in case.”

 

Minuvas Melphestaus: “I think we just keep Public and Private. Adding Government might confuse people. How would you classify…the Novellen, Master Komnenos?”

 

Henrik Komnenos: “The pub or the palace?”

 

Minuvas Melphestaus: “The Pub.”

 

Henrik Komnenos: “Well its locally owned by the local state. Sub contracted out. The state holds all papers on the place. Its even covered by local law.”

 

Minuvas Melphestaus: “Yes, so under the new system it is Government Property than - yes?”

 

Henrik Komnenos: “It would. So would the diet, the court house, house of loads city hall.”

 

Minuvas Melphestaus: “So what is public property than?”

 

Henrik Komnenos: “What's left of the bank. The parks. Street.”

 

James Francis: “Which are stated owned.”

 

Minuvas Melphestaus: “But the parks and streets are also owned gy the government.”

 

Henrik Komnenos: “They are mainly maintained.”

 

Minuvas Melphestaus: “We could use Private and Government property. And remove the phrase public to avoid confusion.”

 

Henrik Komnenos: “That would do fine.”

 

James Francis: “I suppose so. But we will have to make sure public property is removed from the ORC wherever it shows up.”

 

James Francis: “Is that the consensus? I can do that quite easily.”

 

Henrik Komnenos: “Its fairly easy lets do that.”

 

Minuvas Melphestaus nods “Aye. I think that is fair.”

 

James Francis: “Very well. Public property is to be changed to government property.”

 

Henrik Komnenos: “Alot of the ORC is outdated and haven't been altered to fit our time.”

 

Minuvas Melphestaus: “And with that I think I must request a recess, comrades.”

His Imperial Majesty opens this session of Imperial Court with a contest of arms before moving on to other orders of business.

 

Lady Anna ‘Moliana’ Elizaveta Tuvyic, the Baroness of Woldzmir, is called forth to discuss her findings in relation to the voidal tear, which is a result of the destruction of Ando Alur. Baroness Woldzmir states that she is conducting research with scholars both within and without the Empire, including the Northern Geographical Society. In collaboration with Dame Eliza Brae-Wittenbach, Baroness Woldzmir believes that the voidal tear may be able to be mended, citing the ability of wizards to tamper with folds in the veil for means of quick transportation, and theorising that with that ability, those same wizards should be able to also close the folds. She also states that Druids possess the power to purge the natural land of otherworldly sickness, so she shall be consulting with them in the future as well as the Lectors of Owyn. His Imperial Majesty asks if the sickness will spread further into the Empire, and Baroness Woldzmir responds that it likely shall, if not left untreated.

 

His Imperial Majesty then calls forth representatives of the Supreme Order of Exalted Owyn. His Imperial Majesty states that the lizardkin known as Antonius Vilac has been given a title by the Prince of Savoy, and the lizardkin Simon Pruvia also exists in that same Principality. He questions the order why no proclamation has been made about the harbouring of Azdrazi, to which Holy Dame Faux Amati responds that she follows the will of His Holiness, the High Pontiff, and it is not her place to speak where he does not will it. At the inquiry from His Imperial Majesty if she is alleging that the High Pontiff has ordered her not to investigate Azdrazi sightings, the Holy Dame confirms this, to the Emperor’s firm disbelief. Holy Sir Philip de Rosius interjects with two initiatives the Order has taken up: travelling to various dioceses to negotiate a network of intelligence should danger arise, and seeking to apprehend a dwarf named Keorn who has been desecrating shrines. His Imperial Majesty responds that the Azdrazi are far worse heretics, and questions why the Order has not been hunting Azdrazi in Savoyard lands—are they not also worthy of the Order’s protection? To which Holy Sir Philip responds that the Savoyards rely on themselves and would not accept help. His Imperial Majesty praises the good work that the Order has done thus far and bids them to go and spread the word of GOD.

 

With no petitioners, His Imperial Majesty calls the session of Imperial Court to a close, leading his courtiers to the chapel to join in prayer, led by Father August.

In congruence with our function and in order to foster even more growth of the Holy Orenian Empire, the Ministry of Civil Affairs’ Office of Immigration has once again made available citizen registration forms. They can be found on the noticeboards of all Imperial settlements as well as the southern port of entry to the Empire. These forms are intended for those who are new to Almaris or are simply wayward souls looking for a greater purpose in their life. 

 

The Office of Immigration’s purpose is to help those who wish to join the Empire assimilate into imperial society by providing direction to, and by acting as advocates for, new citizens. By filling out these forms, the Office of Immigration can gauge the interests and fit of the prospective citizen and act as a liaison between State or private employers and the prospective citizen.

 

 

New Citizen Registration Forms

 

Once your application has been reviewed by an immigration officer, you will be contacted. Upon acceptance, the immigration officer will help the new citizen gain employment and direct them to resources for housing within Providence or other imperial settlements if desired. Additionally, new citizens that have gained a permanent address will be provided with the current imperial census.

The Procession of Furnestock

Oren Mourns for the Loss of Its Prince

On the 6th of Tobias’ Bounty, Oren was rocked by news of the death of Prince Philip Amadeus, who on the eve of 1836 had sailed for foreign lands beside his young new wife, Anastasya of Kositz, claiming them under his title as Duke of Furnestock. HIH was the firstborn son of Prince Philip Aurelian, the heir apparent, and was expected to inherit the throne upon his father’s death. A beloved jokester and comrade of the red men of the Imperial State Army, he was mourned by the city proper and adjacent peerages in a month of grief.

 

The Princes’ coffin was transported to the capital via The Amadeus alongside his and Anastasya’s first five children. Our celebrated new princes and princesses, they are in order of birth: Princess Catherine Anastasia, Princess Julia Amadea, Prince Peter Augustus, Princess Victoria Augusta and Prince James Maximillian. Duchess Anastasya was then pregnant with Philip’s posthumous child, rendered unable to make the voyage alongside her husband and brood; since the event, the Duchess has written word that she’s delivered a healthy baby girl by the name of Anna Ulyssa, who will be surrendered to Providence when she reaches the age of five.

 

The Princes’ cause of death was not announced, but Orenians have begun speculation about it being the result of unknown dangers beyond Almaris. Prayer is being held in the Basilica for the safety of Duchess Anastasya and little Princess Anna, as well as for the Crown in this time of great sadness.

 

Judicial Reform

The New Ministry of Justice

The Ministry of Justice has received a rebranding via the hand of the Solicitor-General, Rev Vuiller, welcoming the Era of Vuiller.

 

Most notable and perhaps most incredulous was the transfer of the Constabulary to the Imperial State Army, no longer dealing in the direct pursuit of trial and law but instead in the investigation of trials themselves. The reason behind such was the constant arguments occurring between ISA and MOJ Officers who found themselves not agreeing with each other’s methods and allotted powers, including the power to arrest. Also changed was the hierarchy of the ministry, made more compact and concise!

 

More recently have been the reforms to the Judicial system. These re-outlined the process by which trials and appeals are conducted as well as the system of Justices whether Supreme, Circuit or Municipal. 

 

The Orenian administration, in re-inventing itself to succinctness in agreement with the Edict of Furnestock, is doing a fine job to reassert its functions as deliberate towards the improvement of the government, and not solely of the people in the government. Huzzah for a concise chain of action!

PRINCESS JOSEPHINE,

THE FIRST FEMALE ARCHCHANCELLOR

Princess Josephine Augusta is the eldest daughter of His Imperial Majesty Philip II and his late wife Judith of Rochefort, and has thus been in service to Oren since her birth nearly 60 years ago. 

 

Born an Imperial Princess, she ascended through the ranks of the Ministry of Civil Affairs to become Director in 1809, later becoming Vice Chancellor and in under a year being elevated to the leadership of the Chancellery- the first woman to ever hold the office in the 466 years of Oren’s existence.

 

The Princess holds various scholarly letters, including a Masters in History and a Masters in Canon Law. She achieved both through her work on the continuation of High Pontiff James II’s “Epochs of the Empire” [here], as well as through her writing of various theses on the Canon Faith and topics of contemporary importance, including a cornerstone essay on Equality [here] in support of the Rosemoor Convention for Equal Inheritance.

 

A premier woman in the Orenian Government, she is a person you can not go without encountering if you wish to be a participating member of Orenian society, and Oren as a whole would not be the same without her wise guidance.

 

We celebrate the intelligence of the Archchancellor today, and wish her the greatest of success in the future!

The Disappearance of the Patriarch of Jorenus

 

It was announced last year that a prominent member of the clergy, Anders Cardinal Jorenus, the priest designated to the Haeseni, had altogether disappeared, and a year later, no update has been made towards his recovery.

 

The Providence Post has collected the following information about the Cardinal from various testimonials: 

Born Anders Kortrevich, the priest lived a life of prophetic mysticism and love of the faith and its people, believing himself to be born for a mission declared by the almighty to raise the people of the canon into a better life of moral clarity. He was dedicated to the communion of the canon between nations, taking an interest in the salvation of the Principality of Savoy due to their pyre-burning and connection to the Azdrazi. Additionally, the Cardinal was once attacked by a vampire, his fervor for the eradication of the unholy growing in result, but his heart was ever generous and stalwart in the lord’s prayer.

 

He is dearly missed by all, whether Haeseni or otherwise, for he was a true man of the faith; a dedicant of the canon. We continue to pray for his return.

 

Baron Darkwood Deceased,

Darkwood Brother Attempts Murder against Heir!

At the peak of 1842, a recap of the life of William Darkwood, 1st Baron Darkwood, was published openly for the consumption of the Orenian populace, the end of which declared his death in perpetuity. 

 

Serving a life of military excellence and ambition, William Darkwood- then known as ‘Velhrun’ -began his attention to Oren nearly a decade ago in 1760 when he joined the Imperial State Army as a mere recruit. From then on, he participated actively in the Battle of Boomhill, the Sutican War, the Inferi War, and other minor skirmishes, being promoted to Captain of the Third Brigade in early 1770, and later being made General and Knight Commander. His commitment would grant him the title of ‘Baron Darkwood’ in 1808, and he’d welcome various grandchildren into the family as soldiers themselves.

 

However, Lord Darkwood’s service was immediately given a slap in the face when it was discovered that the House of Darkwood was involved in a scandal of criminal terror against its own members. William Darkwood- named for the 1st Baron, attempted to stab Charles Darkwood to death this year in 1845. No one can know for certain the motivations behind such a heinous act, but it has certainly disgraced the name of the beloved late General.

 

Lord George is now 2nd Baron Darkwood. With a promising ability for upwards movement, the whole of Oren awaits George’s introduction as a peer and feal bannerman of our Emperor Philip II, and wonders if he should make a statement on the actions of his countrymen.

 

Viscount Provins Takes to the Cloth, 

Leaving 8 Year Old Heiress in His Place

In the beginning of 1844, an announcement was made from the Château de Preussens that realized the ordination of Viscount Philip Michael as a friar of the canon church, his titles transferred to his petite heiress, Amadie Marléne Pruvia- just 8 years old -due to law disabling priests for the potentiality of wielding titles themselves. 

 

Lady Amadie’s mother, Providence Post Editor-in-Chief Claude Élisabeth Pruvia, was placed in charge of the palace staff until her daughter’s maturity, and commented that “She is a prodigy, she is doubtless ready for any challenge that comes her way. I don’t believe I have to act on her behalf whatsoever.”

 

A shocking turn of events, many in the empire had questions regarding the ordination, one being Lord Matyas Basrid, heir of Susa, the maternal uncle-in-law of the new Viscountess. Upon spotting Friar Philip in attendance to Susa’s rhenyar party, Lord Matyas confronted the man, declaring him ‘dishonourable’ for his decision to prematurely disavow himself, and causing a row in the party in doing so.

 

Time will tell if the Viscount’s decision fares well for the House of Pruvia.

The Social Season of 1844

This year was host to the fourth Orenian Social Season, hosted by the Lady Governess of the Augustine, Mary Casimira of Carrington and the Duchess of Adria, Charlotte of Aldersberg. The Social Season was opened with a debut of those young women within the season, in which the Duchess Adria announced that her own daughter would be declared Ruby of the Season, Lady Josephine Aleksandra of Dobrov, a dedicated mother’s choice.

 

The next main event within the season would be one for those children of the season, a Cotillion at Aldersberg, hosted by the Lady Georgiana Maria of Aldersberg, and attended by many of the children, where they would practice the traditional Social Season dances. Mere months later would be the Kaedrini Rose ball, which the attendees were asked to dress in floral fashion, attended by many including the host, The Duke of Cathalon, HIH The Duchess of Adria, and The Princess George of Aldersberg. Soon after would be a meeting with the Ladies of Haense, followed by a tourney of the male participants. 

 

Later in the Season the Lady Laurene Henriette Basrid hosted a hookah party at the Basrid Estate of Susa, followed a month later with a joust that would be hosted at the Galbraith Estate, The Barony of Rivia, by Philip Rupert Galbraith. Finally the Season would come to a close with it’s tradition of an ending masquerade, as was started by Her Imperial Highness, The Princess Imperial, Countess of Rosemoor and Susa, Elizabeth Anne Novellen. Talks on the Ordination of Women

The Society of Saint James II met recently, the topic of import being the theological basis for including women into the toil of the Canonist Faith beyond that of the veil. 

 

Father August mentioned that “In the Scrolls, there is no fixed law to dictate that women should be barred from priesthood at all,” to which The Archchancellor- then Vice Chancellor -added her rationale that the crown of the ‘Holy Emperor’ being the “temporal complement to the High Pontiff,” thus legitimizes the crowning of a female High Pontiff due to the crowning of a female emperor.

 

In opposition, His Excellency Minuvas Melphestaus noted that “'women' or 'woman' is barely mentioned at all in the entirety of the scrolls” except when it praises their duties towards humility, preservation of the faith and protection of the people. Father Stor argued similarly, ending with thoughts that what the Holy Scrolls lack is not meant to be a challenge of filling in the lack, but should be understood as a tradition of lacking, thus the exclusion of women is legitimate.

 

After the meeting, many were left to scratch their heads in pondering the true way to uphold the faith for all, especially in this age of historical convention.
