This gazette shall serve as a formal application of candidacy with the Ministry of Civil Affairs, which shall open presently. Candidates for the Imperial Diet are required to complete the following application within the following two months in order to appear on the ballot. If these candidacies are accepted, the Ministry shall issue a short letter of confirmation.

    The Michaelite Schism began as something that we all believed to be true, but it was not.     Henrik, undeterred, continues,

    “... And I wish to help our newly reformed capital see even more growth, and its people feel they are listened to. I'm a family man. A business man.” He gives a second’s pause, “but what matters the most I'm a man of the people.”

    Henrik:

    “I will yield my turn for now.”

     

    Aubergine de la Baltas:

    “Next! Edith Hope will address the constituency!”

     

    Edith Hope:

    “I've served Oren for forty years in the ISA, and twenty-four years as a City Alderwoman. I constructed the reformed municpal codex for Providence before the new City was built …”

     

    The crossbowman interjects yet again - “You're a terrorist!” He screams at Edith, “Haense supporter!”

     

    Aubergine, Valentino:

    “I've spent years working for the people in the City Government to better Providence, and with the new Government.  I will seek to give universal income to those who cannot work, add increased benefits if you own a business and a house.”

    There is momentary confusion over whether the third candidate, Bub, had abandoned the hall entirely. After a moment of tense deliberation, the ogre bursts into the hall again:

    Valentino:

    “Is this true?”

    In the ensuing confusion over Bub’s disqualification, the crossbowman rises again, re-stating his wish to run for mayor. 

    Valentino:

    “I'm officially closing off candidacies. The debates have already started, it's too late.”

     

    Bub looks around, confused. The crossbowman returns to the stands. Another citizen enters the hall, asking after the guards for an unstated reason. Bub takes a pause once more, looking around the hall,

    Bub:

    “UkKE zu MI ez OLOG agh our citeh bi at KRUG. Mi az OLOG zhall teach all Women agh Men Pinkehz tu KLOMP HOZH. Thank lad.”

     

    Valentino escorts Bub to the stands, or attempts to. Bub declares, at Valentino “lat haz no right tu remove BUB.” Valentino re-states his position, firmly, to which Bub interjects that he submitted his candidacy on time, to which Valentino re-states his disqualification for using the Obedia family address. The crossbowman takes aim at Bub once again.

     

    Crossbowman:

    “Get on your knees. You are under arrest.”

     

    Bub protests:

    “Mi share blarg, lat nub disqualify me.”

     

    Bub’s lawyer enters the chamber to no avail. The crossbowman has his bead trained right between Bub’s eyes.

    Crossbowman:

    “Get on your knees or be executed.”

     

    The ISA in the room make haste to disarm the crossbowman, or at least talk him down from attempted assassination. Meanwhile, Valentino continues, red as a beet with exasperation:

     

    Valentino: 

    “Edith Hope. What would you do as Mayor to steer this city in the right direction?”

     

    Edith:

    “I would start by expanding the clinic as it is too small to handle the wounded soldiers that every battle inevitably has. I would then work with the City Clerk on a way to lower taxes for everyone in Providence and I'd start construction on more shopping plazas as it seems we do not have enough storefronts for the city. I'd also like to restart theatre plays and maybe even advocate for an Orenian Band to play there.”

     

    There is a lull in the fracas and then quiet applause. The Surgeon-General smiles at the mention of her clinic. Aubergine and Valentino both raise eyebrows at the prospect of a renewed theatre. 

     

    Valentino:

    “Very good Miss Hope, you may now go ahead Mister Komnenos.”

     

    Henrik Komnenos:

    “My plan is simple Trade must grow, were currently in a war fighting on two fronts. If our trade dies, our city rots from within.”

     

    The crossbowman, still in possession of his weapon, cheers for the mention of trade. 

     

    Henrik:

    “I plan to work with the state and the clerks to issue packages for our merchants to ensure they can operate without the fear of shutting down. Furthermore, I will do my best to work with the army to ensure our city is safe. So we can have our plays! Our music! And events!”

     

    There is a laudatory whistle from the crowd:

    Henrik:

    “Without fearing the small bearded men or damn Haense! A safe people is a happy people! I won't issue tax cuts left and right like Miss Hope, we can’t afford such ordeals. Every dime helps the war effort and keeps our people safe!”

     

    Valentino:

    “Thank you Mister Komnenos. Now for the final question, we shall be fielding one from the audience.”

     

    A flurry of hands raise, each eager to pose a question. A young ISA recruit is singled out from the audience, and in precocious eloquence asks both candidates:

     

    Recruit:

    “The new city charter lets the city government, including the mayor, to exert a lot more authority on the city. Without the House of Commons being an obstacle, what new policies will you push forward as mayor that you couldn't previously?”

     

    Edith Hope:

    “As I read in the new city charter the Lord Mayor may grant alms to those who need it. I would set up a program to grant that money to those who need it. It would enable them to buy Oren and build Oren more so than they ever could before.”

     

    There is a jeer from the crowd, unsurprisingly from the fiscally responsible crossbowman. He raises his weapon once again, though this time at Miss Hope. The ISA immediately jump up to disarm him.

    “Back on topic, I will also look into every single law currently active within our capital to see which ones can either be removed or eased up to provide a better state of living for our people.”

     

    There is a loud and chaotic scramble in the stands to relieve the crossbowman of his crossbow. Through the din, Valentino dismisses the debate, and attendees begin to flee the assembly hall...

                The archiving section of Civil Affairs commits to a lot of different duties, arguably one of the largest branches of the Ministry.     THE IMPERIAL CENSUS, 1850 - 1860

     


     

    The census records have been scattered, torched and lost to the whirlwind of the Aster Revolution. Thus, His Imperial Majesty has ordered the administration of a new census to ascertain the population of His Imperial Majesty's subjects for purposes demographic and electoral.

     

    This being so, the Department of Civil Affairs now clears the rolls and reissues the census. This census shall last from the years 1850 - 1860.

     

    SECTION I: THE IMPERIAL CENSUS

     

    The following matters shall define the purpose and extent of the Imperial Census.

     

    • The Imperial Census shall be administered throughout the Empire for a duration of ten years.
    • Upon the completion of a census period, the rolls of citizenship shall be cleared, and a new census administered to which subjects are obligated to take.
    • All subjects of the Imperial Crown are obligated by law to take the census, and sworn under oath to the truth of their responses.
    • All magistrates are duty-bound to further the administration of the census within their jurisdictions.
    • All vassal-states are duty-bound to further the administration of the census within their jurisdictions.

     

    SECTION II: NATIONAL ELECTIONS

     

    The following matters particularly pertain to elections.

     

    • If the Imperial subject so chooses, he may be registered to vote in the region of his residential address.
    • The Imperial subject may not be hindered from registering to vote in the district of his residential address.
    • If fraud is to be discovered in the registration of voting addresses, the accused may be prosecuted by the full extent of the law, up to and including felony impersonation.

Therefore, I want the Lex Criminalis or at least a good portion of it done today. If there is more left over, I can revise the rest on my own.”

    So, let's begin. My revisions and the revisions of the members aforementioned are on your documents. Please, look them over. Comment on them, debate them, and so on. Also, if you have additions you want made, say so. But our main goal here is to simplify and streamline. So please, as I said, look it over now. Mind you, I am no legal expert by the by, so-Mister Komnenos-I would appreciate your critical eye on my own work.”

    Josephine Aleksandra: “Essentially, first degree crimes are now relabelled as major offences.”

     

    Henrik Komnenos: “A felony is now plain and simple a folony and you will get punished as such.”

     

    Josephine Aleksandra: “Continuing to label crimes with a level of severity continues to complicate. See arson, which can be either major or minor depending on the level of fault. Surely arson is arson, and the judge should have discretion based on the material facts rather that a meaningless delineation?”

     

    Henrik Komnenos: “No sitting fire to the bank instead of a cart. That's where it is at.”

     

    Josephine Aleksandra: “And those facts may be determined in court and the sentence levelled appropriately. I see no need for there to be two separate offences for arson committed negligently or intentionally.”

    James Francis: “However, I'd concur with you, Lady Josephine, that separating arson is a bit needless.”

    His Imperial Majesty opens this session of Imperial Court with a contest of arms before moving on to other orders of business.

     

    Lady Anna ‘Moliana’ Elizaveta Tuvyic, the Baroness of Woldzmir, is called forth to discuss her findings in relation to the voidal tear, which is a result of the destruction of Ando Alur. Baroness Woldzmir states that she is conducting research with scholars both within and without the Empire, including the Northern Geographical Society. In collaboration with Dame Eliza Brae-Wittenbach, Baroness Woldzmir believes that the voidal tear may be able to be mended, citing the ability of wizards to tamper with folds in the veil for means of quick transportation, and theorising that with that ability, those same wizards should be able to also close the folds. She also states that Druids possess the power to purge the natural land of otherworldly sickness, so she shall be consulting with them in the future as well as the Lectors of Owyn. His Imperial Majesty states that the lizardkin known as Antonius Vilac has been given a title by the Prince of Savoy, and the lizardkin Simon Pruvia also exists in that same Principality.     The Office of Immigration’s purpose is to help those who wish to join the Empire assimilate into imperial society by providing direction to, and by acting as advocates for, new citizens.     Once your application has been reviewed by an immigration officer, you will be contacted. Upon acceptance, the immigration officer will help the new citizen gain employment and direct them to resources for housing within Providence or other imperial settlements if desired.     Oren Mourns for the Loss of Its Prince

    On the 6th of Tobias’ Bounty, Oren was rocked by news of the death of Prince Philip Amadeus, who on the eve of 1836 had sailed for foreign lands beside his young new wife, Anastasya of Kositz, claiming them under his title as Duke of Furnestock. HIH was the firstborn son of Prince Philip Aurelian, the heir apparent, and was expected to inherit the throne upon his father’s death. A beloved jokester and comrade of the red men of the Imperial State Army, he was mourned by the city proper and adjacent peerages in a month of grief.

     

    The Princes’ coffin was transported to the capital via The Amadeus alongside his and Anastasya’s first five children. Our celebrated new princes and princesses, they are in order of birth: Princess Catherine Anastasia, Princess Julia Amadea, Prince Peter Augustus, Princess Victoria Augusta and Prince James Maximillian. Duchess Anastasya was then pregnant with Philip’s posthumous child, rendered unable to make the voyage alongside her husband and brood; since the event, the Duchess has written word that she’s delivered a healthy baby girl by the name of Anna Ulyssa, who will be surrendered to Providence when she reaches the age of five.

     

    The Princes’ cause of death was not announced, but Orenians have begun speculation about it being the result of unknown dangers beyond Almaris. Prayer is being held in the Basilica for the safety of Duchess Anastasya and little Princess Anna, as well as for the Crown in this time of great sadness.

    The Ministry of Justice has received a rebranding via the hand of the Solicitor-General, Rev Vuiller, welcoming the Era of Vuiller.

     

    Most notable and perhaps most incredulous was the transfer of the Constabulary to the Imperial State Army, no longer dealing in the direct pursuit of trial and law but instead in the investigation of trials themselves. The reason behind such was the constant arguments occurring between ISA and MOJ Officers who found themselves not agreeing with each other’s methods and allotted powers, including the power to arrest. Also changed was the hierarchy of the ministry, made more compact and concise!

     

    More recently have been the reforms to the Judicial system. These re-outlined the process by which trials and appeals are conducted as well as the system of Justices whether Supreme, Circuit or Municipal. 

     

    The Orenian administration, in re-inventing itself to succinctness in agreement with the Edict of Furnestock, is doing a fine job to reassert its functions as deliberate towards the improvement of the government, and not solely of the people in the government. Huzzah for a concise chain of action!

    Princess Josephine Augusta is the eldest daughter of His Imperial Majesty Philip II and his late wife Judith of Rochefort, and has thus been in service to Oren since her birth nearly 60 years ago. 

     

    Born an Imperial Princess, she ascended through the ranks of the Ministry of Civil Affairs to become Director in 1809, later becoming Vice Chancellor and in under a year being elevated to the leadership of the Chancellery- the first woman to ever hold the office in the 466 years of Oren’s existence.

     

    The Princess holds various scholarly letters, including a Masters in History and a Masters in Canon Law. She achieved both through her work on the continuation of High Pontiff James II’s “Epochs of the Empire” [here], as well as through her writing of various theses on the Canon Faith and topics of contemporary importance, including a cornerstone essay on Equality [here] in support of the Rosemoor Convention for Equal Inheritance.

     

    A premier woman in the Orenian Government, she is a person you can not go without encountering if you wish to be a participating member of Orenian society, and Oren as a whole would not be the same without her wise guidance.

    The Disappearance of the Patriarch of Jorenus

     

    It was announced last year that a prominent member of the clergy, Anders Cardinal Jorenus, the priest designated to the Haeseni, had altogether disappeared, and a year later, no update has been made towards his recovery.

     

    The Providence Post has collected the following information about the Cardinal from various testimonials: 

    Born Anders Kortrevich, the priest lived a life of prophetic mysticism and love of the faith and its people, believing himself to be born for a mission declared by the almighty to raise the people of the canon into a better life of moral clarity. He was dedicated to the communion of the canon between nations, taking an interest in the salvation of the Principality of Savoy due to their pyre-burning and connection to the Azdrazi. Additionally, the Cardinal was once attacked by a vampire, his fervor for the eradication of the unholy growing in result, but his heart was ever generous and stalwart in the lord’s prayer.

     

    He is dearly missed by all, whether Haeseni or otherwise, for he was a true man of the faith; a dedicant of the canon. We continue to pray for his return.

     

    Baron Darkwood Deceased,

    Darkwood Brother Attempts Murder against Heir!

    At the peak of 1842, a recap of the life of William Darkwood, 1st Baron Darkwood, was published openly for the consumption of the Orenian populace, the end of which declared his death in perpetuity. 

     

    Serving a life of military excellence and ambition, William Darkwood- then known as ‘Velhrun’ -began his attention to Oren nearly a decade ago in 1760 when he joined the Imperial State Army as a mere recruit. From then on, he participated actively in the Battle of Boomhill, the Sutican War, the Inferi War, and other minor skirmishes, being promoted to Captain of the Third Brigade in early 1770, and later being made General and Knight Commander. His commitment would grant him the title of ‘Baron Darkwood’ in 1808, and he’d welcome various grandchildren into the family as soldiers themselves.

     

    However, Lord Darkwood’s service was immediately given a slap in the face when it was discovered that the House of Darkwood was involved in a scandal of criminal terror against its own members. William Darkwood- named for the 1st Baron, attempted to stab Charles Darkwood to death this year in 1845. No one can know for certain the motivations behind such a heinous act, but it has certainly disgraced the name of the beloved late General.

     

    Lord George is now 2nd Baron Darkwood. With a promising ability for upwards movement, the whole of Oren awaits George’s introduction as a peer and feal bannerman of our Emperor Philip II, and wonders if he should make a statement on the actions of his countrymen.

     

    Viscount Provins Takes to the Cloth, 

    Leaving 8 Year Old Heiress in His Place

    In the beginning of 1844, an announcement was made from the Château de Preussens that realized the ordination of Viscount Philip Michael as a friar of the canon church, his titles transferred to his petite heiress, Amadie Marléne Pruvia- just 8 years old -due to law disabling priests for the potentiality of wielding titles themselves. 

     

    Lady Amadie’s mother, Providence Post Editor-in-Chief Claude Élisabeth Pruvia, was placed in charge of the palace staff until her daughter’s maturity, and commented that “She is a prodigy, she is doubtless ready for any challenge that comes her way. I don’t believe I have to act on her behalf whatsoever.”

     

    A shocking turn of events, many in the empire had questions regarding the ordination, one being Lord Matyas Basrid, heir of Susa, the maternal uncle-in-law of the new Viscountess. Upon spotting Friar Philip in attendance to Susa’s rhenyar party, Lord Matyas confronted the man, declaring him ‘dishonourable’ for his decision to prematurely disavow himself, and causing a row in the party in doing so.

     

    Time will tell if the Viscount’s decision fares well for the House of Pruvia.

    The Social Season of 1844

    This year was host to the fourth Orenian Social Season, hosted by the Lady Governess of the Augustine, Mary Casimira of Carrington and the Duchess of Adria, Charlotte of Aldersberg. The Social Season was opened with a debut of those young women within the season, in which the Duchess Adria announced that her own daughter would be declared Ruby of the Season, Lady Josephine Aleksandra of Dobrov, a dedicated mother’s choice.

     

    The next main event within the season would be one for those children of the season, a Cotillion at Aldersberg, hosted by the Lady Georgiana Maria of Aldersberg, and attended by many of the children, where they would practice the traditional Social Season dances. Mere months later would be the Kaedrini Rose ball, which the attendees were asked to dress in floral fashion, attended by many including the host, The Duke of Cathalon, HIH The Duchess of Adria, and The Princess George of Aldersberg. Soon after would be a meeting with the Ladies of Haense, followed by a tourney of the male participants. 

     

    Later in the Season the Lady Laurene Henriette Basrid hosted a hookah party at the Basrid Estate of Susa, followed a month later with a joust that would be hosted at the Galbraith Estate, The Barony of Rivia, by Philip Rupert Galbraith. Finally the Season would come to a close with it’s tradition of an ending masquerade, as was started by Her Imperial Highness, The Princess Imperial, Countess of Rosemoor and Susa, Elizabeth Anne Novellen.     Talks on the Ordination of Women

    The Society of Saint James II met recently, the topic of import being the theological basis for including women into the toil of the Canonist Faith beyond that of the veil. 

     

    Father August mentioned that “In the Scrolls, there is no fixed law to dictate that women should be barred from priesthood at all,” to which The Archchancellor- then Vice Chancellor -added her rationale that the crown of the ‘Holy Emperor’ being the “temporal complement to the High Pontiff,” thus legitimizes the crowning of a female High Pontiff due to the crowning of a female emperor.

     

    In opposition, His Excellency Minuvas Melphestaus noted that “'women' or 'woman' is barely mentioned at all in the entirety of the scrolls” except when it praises their duties towards humility, preservation of the faith and protection of the people. Father Stor argued similarly, ending with thoughts that what the Holy Scrolls lack is not meant to be a challenge of filling in the lack, but should be understood as a tradition of lacking, thus the exclusion of women is legitimate.

     

    After the meeting, many were left to scratch their heads in pondering the true way to uphold the faith for all, especially in this age of historical convention.
