Dame Viktoriya Tsecsar Banished!
Massive Public Outcry Ensues! Justice Halcourt Speaks!
On the 5th of Owyn's Flame, 1826, the Supreme Court handed down a ruling in the case of the Crown vs. Tsecar. The Defendant - Dame Viktoriya Tsecsar (formerly DeNurem) - had purportedly given deadly explosives to an unnamed child. That child proceeded to throw the explosives at a visiting Haeseni tourist, who was severely maimed and crippled by the resulting blast.
Following the incident, Ministry of Justice officials court-martialed Dame Viktoriya and brought her in for questioning. The elderly dame was deemed mentally unstable and stood criminal trial mere hours later, where she was charged with crimes against the state by the sitting Solicitor-General. Supreme Court Justice Olivier Halcourt presided over the case. Haeseni dignitaries rushed south to attend the trial - calling for Dame Viktoriya to be executed for her grievous misconduct.
However, Supreme Court Justice Halcourt opted instead to issue a fine and a decree of banishment. The defendant, Dame Viktoriya, has been asked to pay a sum of two-thousand imperial marks to the state. She has also received a lifetime banishment from the Holy Orenian Empire and may never return, lest she face additional charges. The judgment was met with immense public outcry, with many of Dame Viktoriya's friends criticizing the MoJ and the Supreme Court for inadequate investigation and a hasty trial.
Justice Halcourt wrote the following statement, which he asked that we publish. --
The Chief Justice of the Supreme Court, Baron Olivier Halcourt J.D. SSE SCJ - the presiding Judge in the case “THE CROWN v. TCECSAR” would release a sole missive on the matter.
“Citizens of the Empire, I understand your frustration on the topic at hand. However, to say that military service makes one immune to the Law and Our systems of Justice, is refutable. Viktoriya Tcescar was, and still is, one of the brightest military minds of our time. She was awarded a Knightood, promoted to the rank of Captain in the Imperial State Army, and had a list of many more accomplishments. All of these things are wonderful, yes, though Our Courts are impartial to these honors. Our Law is the same for everyone. That is what makes Our Empire distinguishable from the rest of the global community. That a Lord or a Knight shall be tried and sentenced the same as someone born of Common blood.
Evidence provided by the Ministry of Justice lead to the conviction of Viktoriya Tcescar. We know that she committed a crime by association not only against the State, but against another Nation, by allowing an attack on their people. The Ministry of Justice explicitly asked for execution, and I can only be under the impression that the Kingdom of Haense wished for that sentence as well. As a Judge, I am impartial. Not to be blinded by emotions, titles, etcetera. During deliberations, I knew that I could not sentence the Dame to her execution- that sort of punishment is reserved for Traitors of the Empire, in my eyes.
I do not expect anyone to understand my ruling, but I will say this - His Imperial Majesty’s Justice has been served, and will continue to be served. The Law shows no mercy.”

The Story of Oren's First Orc-Blooded Representative
This most recent election of the 25th Diet saw a historic first for Oren. The people elected one John Napier to serve as a representative for Providence. At first glance, Mr. Napier might not seem all that unusual. He stands a little over six feet high with curls of fiery red hair and green eyes - clad in traditional Adunian plaid. He lives in a modest apartment which he shares with two roommates - his corgi, Monterey, and his best friend Supreme Court Justice Geoff Turgon. A typical Providence bachelor - John spends his evenings reading, writing, or going out on the town with his lady.
Yet there is something unusual about John Napier. He is a half-orc.
With his election to the House of Commons, John Napier has become the first orc-blooded representative to ever serve in the Diet. Providence has a miniscule orcish population - one that has long gone without any sort of political presence. Yet John is here to change the perception of orc-blooded individuals in Oren. He is clean, well-spoken, patriotic, intelligent, and polite - able to shake off prejudice and racism with a smile. It is precisely these qualities that make him so popular among the city's voters.
We sat down with John Napier and asked him about his historic election, his ideology, his ambitions, and his goals for the future.
Q. Mr. Napier, would you mind introducing yourself to the readers of the Post?
A: "My name is John Napier, one of the newly elected Representatives of Providence. I sit in the House of Commons and help craft legislation to change the nation."
Q: Is it true that you are a half-orc?
A: "Tuskily so! I make no secret of it - and I am proud of myself and my family."
Q: I believe that makes you the first orc-blooded representative to ever sit in the House of Commons?
A: “I believe I would not only be the first orc-blooded representative, but the first person of mixed race at all.”
Q: How would you say being mixed-race informs your policy positions?
A: “Not directly. My life has, of course, been different from say, a pure-blooded human. But I would say I'm not tremendously different from your average citizen. I am an Orenian Patriot who is well versed in our culture, traditions, history, and religion. My decisions are informed by those, foremost. I've been taught since my youngest days that - while private life and pleasure should be indulged within reason - we live a wonderous life because of this country, and there's few sacrifices any of us should be unwilling to make to defend it and keep it in good health. The society and legacy of the Empire are more important than one's origins, whatever they may be."
Q: What was it like growing up as a mixed-race youth in Oren?
A: “Not as bad as it could have been. I have a skin-tone similar to Heartlander humans - pink, not green - and my tusks are… small. While I faced a degree of bigotry or bullying, institutional barricades did not affect me. I went to a normal school, received a good quality Imperial education, and had plenty of job opportunities."
Q: What inspired you to get into politics, Mr. Napier?
A: “Wroth at the system.” [laughter] "That might sound overdramatic, but it has a degree of truth to it. My Dad was a three-term Senator, and President of the Commons. As was my grandfather. You could say I was bred for politics and I feel very passionately about how they ought to be conducted. The last diet - the diet before this one - passed no legislation and was, by all reports, err… a very 'sleepy' affair. Many benchwarmers, absentee representatives, and little action. I'm a blunt personality. While I'm not a fan of imposed governance, people must act with decision when they're serving in office. Things must be debated, yes - but then things must be decided firmly. Debate is not decision. I hope to bring decision back into the House of Commons."
Q: You were an officer of the law before you transitioned into politics. What lessons did you bring with you from your service in the Ministry of Justice?
A: “That all branches of Government have the same overriding goal. While I was involved in law enforcement at the Ministry of Justice, the vast majority of my job was civil service. Very few people are violent psychopathic criminals, after all. Ninety percent of the time, people simply needed a helping hand. They needed directions, or someone that would listen to them, or help to feel safe and a part of this nation. The MoJ brought me in touch with the citizenry. So I developed the opinion that good government is personal government. No government can ever be successful isolated and shut away from the truth of its society."
Q: Is that a quality you're hoping to maintain as a representative in the Commons?
A:"It is. I'm always open to taking questions from anyone -- and I try to shape my legislation and voting habits around popular sentiment."
Q: Do you have any particular ideas of what you want to achieve in the Commons? What are your policy positions? Career goals?
A: "We've got a National Railroad bill in the works that's aiming to connect all the major urban centers of the Empire. I'm voting yes on that. I'm also working on an outreach program with the Dwarves of Urguan, as they too have a railroad that they want to connect with us. While the Commons mostly deals with internal policy - sometimes the goings-on outside our country can still affect our people and be of great interest to them. It's important for a representative to be able to widen or narrow his view as needed.
I've also got an eye toward our municipal housing laws. Nobles are buying whole apartment blocks and converting them to urban manors - pricing common folks like you and me out of the market. The Augustine explicitly has apartments for every noble house in the Empire, so there is no need for them to muscle in on the civilian housing market as they've been doing.
As for career goals, the past three generations of my family - the Napiers - have sat on the Imperial cabinet. My father, Edward Napier, served Peter III, Anne, and Joseph II as Minister of Civil Affairs. I hope to serve John VIII in whatever governmental capacity he will have me."
Q: Have you heard that certain individuals are trying to repeal the Napier Dignity Act?
A: "They're free to try and fail."
Q: What would you say to those who doubt your capability due to your orcish heritage?
A: “Nothing. I'm aware of my own capability - and those who voted for me are too. If they make judgements about me due to my heritage, then nothing I say will change their mind. I am a man of action, not words. My time and breath would be wasted debating with such individuals. I should rather be working toward bettering the Empire.”
Q: Would you consider yourself an opinionated man, Mr. Napier?
A: "I try to have at least one opinion a day."
Q: What is today's opinion?
A: “Egg sandwiches are good, but two is on the edge of too many. And an egg sunny-side up is simply the best way to cook an egg." [laughter]
LOCAL & INTERNATIONAL NEWS
Luciensburg in Flames!
Terrifying news from our allies to the south. Luciensburg has, for the last ten years, been struggling valiantly against an underground nation of rat folk. The rat folk, distinct from their peaceable counterparts the Musin, have been launching relentless assaults on the Canonist stronghold. For their part, the men and women of Luciensburg have resisted valiantly and managed to beat back the rodents on many occasions. However, their strength could not hold out forever.
Last night, amid a torrent of rain and a raging fire, Luciensburg fell to the rat folk's assault. The rat men rose up in unprecedented numbers and drove the remaining Luciensburg citizens out of the city. Our Canonist brothers fought long and hard to defend their home, but they soon realized they were fighting a war of attrition. The rat men would keep sending wave after wave until not one Canonist man or woman was left standing.
We weep for the suffering endured by our friends in Luciensburg and invite them to take refuge in Oren, should they choose to do so. With faith and effort, we may yet see Luciensburg retaken from the scurrilous vermin who now occupy it.
Alliance Established Between Holy Orenian Empire & Crown of Elvenesse
On the second of Harren's Folly, 1824, His Imperial Majesty John VIII signed a treaty with High Prince Evar'tir Oranor of Elvenesse. This treaty - entitled the Amathean Accord - cemented a pact of non-aggression between the Crown of Elvenesse and the Holy Orenian Empire. Citizens of Oren and Elvenesse will be allowed to travel freely between the two states, as well as trade without fear of tariffs or unfair tax burdens. The treaty will remain in effect for a period of ten years.
The Mali'ame have long had a peaceful and beneficial relationship with Oren, stretching back to the era of the Duke's War and the Johannian. We look forward to many more years of friendship and cooperation between our two states - proving once more that we can establish peace despite our cultural and religious differences.
Ferrymen Attack Beach Party!
Last Saint's Week, we reported on an upcoming party - hosted by Lady Diana d'Azor - on the beaches near Providence. During the month of Tobias's Bounty, imperial citizens gathered on the beach to enjoy the festivities as well as hear a brand new song released by famed songwriter Sir Henry Penton.
Unfortunately, the innocent beach party was interrupted by a raid from the mercenary bandit gang known as the Ferrymen. The raiders slaughtered many of the beachgoers in an act of heinous and unconscionable violence. Our reporters can find no impetus for the slayings except wanton cruelty and sadism on the part of the Ferrymen. From the beach, the Ferrymen raiders proceeded into Providence where their displays of viciousness and brutality continued.
We need not remind our faithful readers that the Ferrymen fought on the side of Norland in the recent war and also stand accused of murdering High Pontiff Jude II. We beg our ISA and MoJ to deal with these degenerates in the most severe way possible. They have been allowed to run rampant for far too long and must be dispatched post-haste before they spill any more Imperial blood.
The ISA Strikes Back! Victory Against the MRA in the Pale!
The MRA ("Mercatorii Republican Armies") - along with the Ferrymen - represent a clear and present danger to all Imperial citizens. They are responsible for many terrorist acts against the Holy Orenian Empire - including the horrific 1809 fire in the House of Commons. We are happy and relieved to report that the Imperial State Army have begun gaining ground against these cowardly extremists, however.
On the 3rd of Owyn's Flame, 1825, a detachment of fifty MoJ agents and 10 ISA soldiers (lead by one James Madron) ventured into the Pale after receiving reports of MRA activity in the area. They discovered a forest cabin which the MRA had been using as a staging ground for their terrorist activity. A pitched battle ensued, with the MRA utilizing their firebombs to burn large portions of the surrounding forest. Luckily, our boys in red and boys in blue were not deterred. They secured a handy victory against the MRA and managed to put out the forest fire before it did too much damage to the Pale's rich natural landscape.
We applaud our brave soldiers and officers for their victory and hope to hear more good news soon!
4th Brigade Expands its Services
The Imperial State Army 4th Brigade has traditionally been tasked with protecting the Emperor and his family from harm. However, recently, they have begun offering bodyguard services to citizens who may - for whatever reason - require protection. Citizens may submit applications to have the 4th Brigade provide security for their events. Considering the recent egregious loss of Imperial lives at the recent beach party thrown by Lady Diana d'Azor, we here at the Providence Post commend the 4th Brigade for their dedication to protecting the citizenry. With hope, this service will prevent further bandits and mercenaries such as the Ferrymen from spilling the blood of innocents again.

25th Diet Elected!
Election season has officially drawn to a close with the announcement of the winners. Her Imperial Highness, Princess Josephine Augusta, revealed the names of Oren's newest representatives on the steps of the Augustine Palace during the month of Sun's Smile, 1825.

Archchancellor Ledicort d'Azor published a statement addressed to the new 25th Diet, reminding them of their grave and solemn duty to the Empire. The 24th Diet was noted as an unusually inactive one - meeting very few times over the course of their term and passing no laws whatsoever. With peace now reigning in the Empire, it is time for the diet to take real action and lay the groundwork for Oren's future.
The National Party Publishes its Platform
Recent years have seen a sharp decline in party politics throughout Oren. Long gone are the days of the Everardines and the Josephites. However, new parties have risen up in an attempt to replace the old dynamic. The National Party is one such outfit.
Party Chairman Patrick "Ricky" O'Rourke recently released a pamphlet detailing the National Party's political positions and future goals. In their pamphlet, the National Party asserted its belief in the rights of the individual as well as its support for business owners and private industry. They expressed a desire to see further cultural development in Oren, as well as repairs to our current civil infrastructure.
While we at the Providence Post are committed to political neutrality, we encourage all Orenian citizens to take an active interest in their representation. It is a voter's duty to educate themselves on politics and make informed decisions. Therefore, we heartily recommend all voters pick up a copy of the National Party's pamphlet and familiarize themselves with the party's positions and future goals.

Renzfeld Imperial Tour
The Renzfeld Imperial House will be holding a series of tours and dinners for the purpose of debuting their many children - HIH Philip Amadeus (third in line for the throne of Oren), HIH Princess Amelia Margaret, HIH Prince George Maximillian, HIH Prince Joseph Casimir and HIH Princess Cristina Augusta.
The initial event - which was open to the public - occurred during the month of Owyn's Flame. The glamorous proceedings included a statement from HIH Prince Philip Aurelian, the Count of Renzfeld as well as a clothing auction featuring couture from some of Oren's most fashionable ateliers. We congratulate the Renzfeld children on their successful debut and hope they continue to show grace, wisdom, and dignity as Oren's future rulers.
La Fleur Masquerade & Auction to be Held at the Augustine Palace
The La Fleur Production Company will be hosting a masquerade ball during the upcoming month of Sun's Smile. Flyers advertising the event promise a great deal of fun and wholesome activity. Festivities will include a raffle to win one of the theater's most iconic costumes; an auction featuring several outfits from classic shows; an impersonation contest with a grand prize of 100 minas; as well as improvisation and storytelling games to stimulate the creative mind.
Providence Post reporters spoke with employees of the La Fleur Production Company to get the scoop on why they are raising funds. "Mr. Bentarus is working on a new play," one of the set designers told us. "It's called The Penitent Sarai and he believes it to be one of his greatest works yet. All the funds raised at the auction and the masquerade will go toward paying actors, costumers, things like that."
The La Fleur's last production - The Temptation of St. Julia - saw great success. We look forward to additional works of theatrical splendor. Citizens with an interest in theater ought to consider attending the masquerade and donating or volunteering for the La Fleur Production Company if they have the inclination or the interest.
New Melodies from Lady Helena Charlotte Helvets & Sir Henry Penton
The musicians of Providence have once again graced our ears with beautiful original songs. This year saw two new melodies debut from two of Providence's most beloved composers. Both pieces exhibit differing, yet wonderful and patriotic moods.
Lady Helena Charlotte Helvets of Rochefort released a song written in honor of those who lost their lives in the 10th Nordling War. Her title for the piece is evocative as it is tragic - The Story of Our Soldiers. The short, yet sweet melody entreats the listener to raise their glass and usher the fallen soldiers onward to peace in the Seven Skies.
Famed singer, poet, and songwriter Sir Henry Penton also debuted a new song entitled O' The Shoreline. This spritely and cheerful ditty celebrates peace and love in the summer following the conclusion of the war - soldiers returning to their beloved women from the front. Without a doubt, O' The Shoreline will be stuck in our reporters' heads for months to come.

REPORT TO THE CABINET & IMPERIAL DIET
The Ministry of Civil Affairs has prepared this report and assessment for the Imperial Ministries, the House of Lords, and members of the House of Commons. A public Archive of this report is kept on hand at the Ministry of Civil Affairs. The purpose of this report is to help Imperial Leaders allocate resources, and serve to inform decision making.
IIIrd Report of the New Citizen Induction Programme
Summary
After the introduction of the new citizen program, immigration and arrival of new citizens to the Empire has continued to grow though we have brought in 300 less citizens than we did for the last report. We fell just short of our previous two new citizen reports, however we have hired new immigration officers and brought in a new Assistant Director of Immigration to place new emphasis on immigration after the departure of Lord D'Arkent. Residents are finally interested in, and seeking, to live in the Municipalities outside of Providence.
Special Subject: Orphans, Refugees, Asylum Seekers
Assessment
The total number of orphans, refugees, and asylum seekers has reduced significantly, by 10% and these categories now only makeup less than 10% of new arrivals to the Empire. This is concurrent with our last assessment that at the conclusion of the Almaris-wide wars, refugee populations would stabilize.
Recommendations
Reduction in programs and efforts related to asylum seekers and refugees; Orphan programs should be handed off to the Augustine. This will be the last special subject on Orphans to be addressed in this report.
Employment Preference
Assessment
Private Employment remains the largest desirable job for New Orenians, and although less than the initial assessment has now returned to approximately 50%. The Ministry of Justice and The Home Office remain the two most popular requested locations to work for new citizens, having equal share of all new citizen requests. Tied behind these jobs is the Secret Service and Court Magery.
RecommendationsCritical Job Identification. The Ministry of Civil affairs has asked each Cabinet level member to identify to this office to identify what is the minimal critical threshold of new Citizens you require to fill your ministry obligations. Inevitably, each Minister may say 'As many as you can send me' - but must recognize that this is neither feasible, nor a decent use of critical analysis. We ask that you provide to the Deputy Director of Civil Affairs a total number of new citizens, per anum, you are asking this office to fulfill into your ranks.
Imperial Magus Academy. Imperial Magery remains popular, and we as an Empire are missing a tremendous talent pool to add Mages to ranks of our Armies, Investigative departments, and other civil society. It is highly recommended to our esteemed Court Mages that they formalize a way to identify apprentices, train them as appropriate, and help place them within the government and noble courts. There is no change to this recommendation.
Secret Service Screening. The secret service has offered this office no method for receiving and screening potential employees. We encourage Lord Anthony Basrid to contact this office directly so that we may offer him a pool of new recruits to which he may seek to hire from, or, to make us aware that he is not hiring and that we advise New Citizens that the Ministry has no job opportunities for them.
Residency
Assessment
No change to the desirability of Providence, Redenford is proving to be the next most popular destination and we are happy to report that Citizens are now opting to both view and and want to reside in Redenford, New Esbec, and Dobrov. The number one difference of whether a New Citizen desides to reside in a municipality is often whether someone is able to meet them in the town, and talk to them about living there. Travel is a major limiting factor as well- often the New Citizen will note the distance it takes to get to a municipality and the lack of clear ferry services, the construction of magic soul stones or other means of transporation. New Esbec is especially discouraging for new citizens to travel to, despite its beauty as a location.
Recommendations
This office has been directed to incentivize living in the Municipalities of the Empire so as to help grow our outer cities, and thus the recommendations that follow are made in this regard.
Ministry of Justice and Imperial State Army Forward Postings. This Office continues to recommend that the MoJ and the ISA should post detachments in the Municipalities of the Empire, both to enhance the populations of these cities and to provide them Imperial Services outside of the capital. As the two largest departments of the Empire, they are overly condensed in the Imperial Capital itself and the ratio of Citizen:Soldier and Citizen:Lawman is too large within Providence. We recommend their distribution for the better enjoyment of the community. There is no change to this recommendation.
Road & Logistic Development. This Office office strongly recommends the House of Commons to take up the expansion of the Port with ferry services to our municipalities. In addition, developing a cobblestone road with clear signage to each of the Municipalities would enhance their safety and ease of travel within the Empire.
Detailed statistics are available, upon request, by Cabinet level Ministers and Members of the Imperial Diet.

As readers may recall from our last edition, we promised the Imperial Government was hard at work securing a peace that included a commensurate cost on the Kingdom of Norland for their aggression - and the Imperial Government has once again delivered! Imperial coffers are expected to swell to the tune of 40,000 minas, which we expect the Council of State and the Imperial Diet will wisely budget for investment into our great Empire. What fascinating new projects can you expect in your area of the Empire? In addition, we can expect the Kingdom of Norland to shrink in size and territory in order to pay for their transgressions, further reducing the threat to our municipalities such as the beautiful and vibrant New Esbec.
The brilliant battlefield leadership of Major Iskander Basrid and the overall campaign strategy set by General Garrett Darkwood deserve special recognition; They gave the Imperial Government and his Imperial Majesty, forever August and Holy, Emperor John VIII the tools needed to secure this righteous peace at the table of negotiation. Was there ever a doubt that through our faith in GOD and the Emperor that this conflict could go any other way?
We thank the Church of Canon, and the Holy Father, for lending their prayers to Imperial success. The Ministry of Civil Affairs encourages all citizens to not ponder if or when the next conflict will come, but instead to do your part to ensure you remain resilient and ready to rapidly mobilize and serve your Emperor whenever he calls. Treaty of Vortice Signed!
On the 13th of Harren's Folly, 1824, His Imperial Majesty John VIII signed an official treaty with Vivian Maelstrom, Queen of the Unified Dominion of Vortice. The treaty recognizes the Unified Dominion of Vortice (formerly the nation of Talon's Port) as a sovereign entity entitled to its own self-governance. With the treaty's signing, the Holy Orenian Empire hereby promises not to interfere with the independent governing of Vortice. In exchange, the Unified Dominion of Vortice will promise not to provide military or financial aid to entities hostile toward the Holy Orenian Empire - such as Norland or the Warnation of Krugmar. Citizens of both states will be able to travel freely between them.
We at the Providence Post would like to offer our respects to Her Royal Majesty, Queen Vivian of Vortice, and wish her God's blessing in governing her state. We look forward to improved relations with our friends in West Almaris. With luck, Vortice's warm feelings toward Oren shall spread to their neighbors in Krugmar and Elvenesse.

A Chat in the Church
Interview with High Pontiff Tylos I
Five years ago, a horrific tragedy befell the Church of the Canon. High Pontiff Jude II was slain at the hands of unknown assailants. Investigation into the identity of his killers remains ongoing even to this day. The Church was forced to act quickly and regroup in the wake of Jude II's awful murder. The faithful could not go without a leader for long. So the cardinals gathered for their election and chose Cardinal Alfred Barclay, Bishop of Leumont, for the papal seat. Upon his crowning, the cardinal took the pontifical name of Tylos I.
But who is Tylos I? And what are his future plans for the Church? To outsiders, the Church of the Canon can sometimes seem like an inscrutable organization. Misunderstandings and misconceptions abound about the Church, its goals, and its mission. We here at the Providence Post see ourselves not only as journalists, but also educators. So it is our aim to demystify these subjects and help the public better understand the organizations and people that guide their lives.
Providence Post Reporter Anthony Bentarus had the opportunity to sit down with His Holiness, High Pontiff Tylos I, for an interview* in Providence's splendorous Basilica of the Ascent of the Exalted Godfrey.
Q: If you would be so kind, Your Holiness, would you introduce yourself to our readers and, perhaps, tell them a bit about yourself?
A: “My name is Alfred, coming from the house of Barclay. At the moment, I serve as the High Pontiff of the Canon Church, which is now well known information. I am also a veteran of several wars, fighting near the front lines of many battles in my youth. My clerical work has enlightened me in every way possible - which you might likely notice from my, well, quick advancements through the church ranks.”
Q: What made a military man decide to change careers and become a priest?
A: "You see, my grandfather - Venerated Anton Barclay - served as the Archbishop of Jorenus and as a member of the College of Cardinals. He made many achievements throughout his life, the most important being the removal of the Lendian (Sigismundic Canonism) heresy.
Throughout my teenage years, my family largely instructed me in martial combat - though in my free time, I loved to learn about Canonism from my grandfather. He and I would read the Holy Scrolls together and have deep liturgical discussions. When the Scyfling War occured in the Kingdom of Haense, he instructed me thoroughly on how I ought to deal with pagans.
Something told me inside of my head to give clerical garments a try. It turned out to be a good decision! You see where I am and who I am now. My grandfather used to say that GOD always found some way to bless me, even for my wrong doings. It was because of his work and guidance that I devoted my life to only our Lord.
Though, to be honest, I only started learning the Canon Law in depth after I was ordained."
Q: Tell us, if it's not too personal, Your Holiness, about your own relationship with GOD.
A: "Ah, I am glad that you asked me this. Yesterday, my kind family prepared a gathering, a party in Wilheburg Keep in Reinmar, to celebrate me becoming the new Holy Father. Though, something shocking happened near the end of the party...
We went to the chapel near the Keep, so that we could pray in peace. As I began the sermon, a hazy human figure appeared at the door - that figure being my son, Blessed Nicolas Barclay, who was slain in The Red Diet of Karosgrad. For me, it was a pure miracle to see my son again. I have thanked GOD numerous times for what He did yesterday...
For me, my relationship with GOD is a deeply personal one as I am privileged to regularly witness His miracles, both great and small. The connection between GOD and a person only becomes stronger with constant prayer and the devotion of our lives to Him. GOD may test us, but it is only for the betterment of ourselves."
Q: What are your plans for the future of the Church? Is there anything you would particularly like to do during your tenure?
A: "During my tenure, I want to remind all of our Canonist Princes that we should not harm or insult our Canonist brothers abroad in any way possible. Also, it is my plan to bring more faithful into the church ranks, rewrite some of the documents which need it, and also to try and condemn cooperation with infidels, pagans, etcetera."
Q: What would you say are the biggest obstacles standing in the way of the Church right now?
A: "The reckless decisions of our Canonist Princes, as well as low interest in the Church. But I have no doubt these obstacles will be removed in due time."
Q: How do you plan to remove them?
A: "Possibly in some of my upcoming Golden Bulls or through letters, but I always prefer one on one meetings to correspondence on paper."
Q: What would you say is the best way for a layperson to show their support for the Church?
A: “When I see the people, our faithful laity, in the big crowds inside the churches -- my heart becomes warmer, for they all do the right and pious deeds which every person should do.”
Q: What would you say to the people out there who are thinking of pursuing a career in the priesthood - but maybe aren't sold on it yet?
A: “Being a priest is wonderful work - GOD's work - and I recommend it if you feel the call in your heart as I did. If you feel that you are ready to leave behind all the luxurious things which life has to offer and devote yourself only to GOD, consider seeking your local bishop in order to start your first lessons. If your heart calls you toward service unto God - just go for it! GOD wants only the best for you."

The Temptation of St. Julia Set to Debut at the La Fleur Theater
The La Fleur Production Company will debut their new play, The Temptation of St. Julia, this coming month of Tobias's Bounty. Written and directed by Anthony Bentarus and based on the Holy Scroll of Gospel, the play follows the figure of St. Julia of Paradisus as she struggles against the machinations of the daemon Iblees. The show's debut coincides with the 53rd Anniversary of the La Fleur Production Company's founding in 1772.
The La Fleur Production Company has consistently staged shows of great historical, religious, and cultural merit. We at the Ministry of Civil Affairs praise their contributions to Oren's vibrant artistic culture and eagerly await the company's next production.
Trissingham Renovations - Ballet & Art Studios Opened!
The Trissingham Palace - a manorial estate situated adjacent to the Augustine Palace - has unfortunately stood empty and unused for many a year. Its closed shutters, locked doors, and overgrown gardens proved to be an eyesore for many palace guests. The question on everyone's mind - at least until recently - was what to do with the unused space.
Luckily, Lady Maisie d'Arkent and Lady Natalia Kovachev have devised a new and innovative use for the Trissingham. The two courtly ladies raised money to renovate the space, transforming it into studio for Providence's artists. The fifth tea room has been gutted and replaced with a ballet studio, which will offer classes to the young ladies of Providence who wish to pursue careers in dance. A second unused room has been altered to create a painting studio, full of light with a beautiful view of the expansive Augustine gardens.
We hope that all of Providence's up and coming artists will make good use of the new spaces.
Legendary Journalist Ebs Telrunya Publishes Statistical Analysis of Imperial History
The Elven journalist Ebs Telrunya began his career in the Anthosian Age, where he provided incisive reporting on the constantly-evolving international politics of the time. We here at the Providence Post are happy to report that Mr. Telrunya is back in form with his most recent publication - a thorough statistical analysis of Orenian history. He provides a refreshingly positive perspective on the Empire and its sociopolitical history, an attitude not often seen from non-citizens.
We thank Mr. Telrunya for his thorough and impartial analysis of Imperial History and hope to see him more active in Oren in the future. The Providence Post - as well as other news outlets throughout Almaris - owe Mr. Telrunya a debt for being one of the first pioneers in the realm of journalism. Many of Mr. Telrunya's early papers remain a part of the Imperial Archives and serve as critical historical documents for understanding the Anthosian era.

Frequent readers of the Providence Post will remember us reporting on the newly-updated fashion standards of the Imperial Court. This coming of Tobias's Bounty, 1824, Lady Mary of Carrington and Lady Milena of Dobrov will be holding a fashion contest to exhibit examples of the new courtly standard. The event is sure to draw a handsome showing from many of Oren's finest ateliers and clothiers. May their work serve as inspiration to fashionable dressers throughout Oren!
Summer Festivities at the Providence Docks
With the summer season well underway, many Imperial citizens are looking to enjoy warm-weather festivities on the waterfront. This coming month of Tobias's Bounty, Lady Diana d'Azor will be holding a seaside summer event for the enjoyment of Providence's teenagers and young adults.
Activities will include swimming, diving, a regatta, a drinking contest, and a beach limbo competition. Food and drinks of highest quality will be furnished by the supremely talented chefs of the Augustine. A nominal fee of 5 minas will be required to participate in the events and take part in the picnic.
We at the Ministry of Civil Affairs heartily encourage all of Oren's subjects to celebrate in the wake of the war and enjoy all the fun and festivities that peacetime has to offer.

The Imperial Chancellery Issues Statement on the MRA
On the 12th of Harren's Folly, 1824, Vice-Chancellor Sir Keaghan Armas published a statement regarding the terrorist organization known as the MRA (or "Mercatorii Republican Armies"). The Mercatorii Republican Armies have begun targeting the Unified Dominion of Vortice, a new ally of the Holy Orenian Empire. Sir Armas wrote that "the D’Azor Ministry condemns all actions performed by the terrorist group known as the MRA. They are to be branded outlaws, arrested on sight within His Imperial Majesty’s realm and brought to justice. There is no place for violent extremists in the Holy Orenian Empire."
The MRA has been responsible for many violent incidents in Oren and in the city of Providence - including several acts of arson. Their modus operandi involves parking suspicious vehicles loaded with explosives near important government buildings. They claimed responsibility for the devastating 1809 fire in the House of Commons, which caused the death of President George Galbraith.
We would like to remind all our readers to be safe and cautious when out and about in the city. Report all suspicious persons or vehicles to the Ministry of Justice. We will not allow these cowardly extremists to terrorize us into submission.
ISA Soldiers Receive Bonuses for Wartime Valor
On the 13th of Sun's Smile, 1824, the Azor Ministry authorized a monetary reward for the ISA soldiers who fought on the front lines of the Tenth Nordling War. Our faithful soldiers, who risked life and limb to defend Oren from the Norlandic horde, will receive five times their usual salary for the period of one year. We at the Ministry of Civil Affairs salute our valiant frontline warriors and welcome them back home to Oren with great enthusiasm. We hope that they'll use their well-earned bonuses to enjoy peacetime relaxation with their friends and families.
24th Diet Dismissed - Election Season Begins!
Election season has once again begun in the Holy Orenian Empire. His Imperial Majesty, John VIII, dismissed the 24th Imperial Diet - which means that the representative seats are once again open for worthy candidates. Six seats are up for grabs in the Providence District, three for the Right Bank District, two for the Northern District, and one for the Greater Alpine District. Competition is already fierce with no candidates in any district running unopposed.
We encourage the people of Oren to evaluate each candidate in their district thoroughly and make a wise, informed choice as to who ought to sit on the Diet. While we at the Providence Post cannot make specific recommendations for particular candidates, we will make this statement. The 24th Diet - recently dismissed - was an unusually inactive one. They met only a few times and passed no laws during their time in the House.
While this was likely due to uncertainty caused by the war, we are hoping to see greater enthusiasm and activity from the 25th Diet. Voters should take note of what candidates show real vigor in wanting to change Oren for the better. Our Diet should represent the will of the people and not play host to sleepy seat-warmers who express no real opinions on the future of our Empire.

Ministry of Civil Affairs Immigration Office Now Hiring!
Faithful readers of the Providence Post will recall us reporting on Deputy Director Minuvas Melphestaus's efforts to bolster immigration into Oren. The Deputy Director began a formal program to help new arrivals adjust to life in Oren - by placing them in adequate housing and finding reputable jobs. Mr. Melphestaus is now hiring Immigration Officers to further streamline this process. Salaries start at 10 minas per annum.
If you are a patriot who wants to aid new citizens, we highly encourage you to apply for these positions. We at the Providence Post believe that immigrants are a necessary and vital component of the Orenian populace. After all, immigrants such as Archchancellor Simon Basrid and other Rhenyari helped to shape our modern Empire demonstrably for the better. Our immigration officers could very well be the first point of contact for the next great Orenian patriot.
Missing! Coraline Irena D'Arkent
A Missing Persons flyer was recently posted throughout Oren, detailing the disappearance of Lady Coraline Irena d'Arkent. She was last seen on the 5th of Owyn's Flame, 1823, and has been missing for a period of two years at time of writing. Friends and family took notice of her absence when, for a period of several days, she was not witnessed at her usual daily activities in the palace gardens. (She was noted to have a great fondness for flowers and horticulture.) Lady Coraline was, by the flyer's description, a homebody who rarely left the Augustine, so her absence was pronounced and unusual. The flyer describes a young woman in deep mourning at the time of her disappearance - thin, wan, and clad in black to lament the loss of her lover.
Lady Coraline's friends and family are offering impressive sums for any information that might lead to her whereabouts. They will present a gift of 5000 Imperial Marks to anyone who brings Lady Coraline home alive and unharmed. We sincerely hope for the young lady's safe return. If anyone has recently seen Lady Coraline, please bring that information to the Ministry of Justice post haste.

Victory over Norland!
The Empire Triumphs over the Kingdom of Norland in Recent War
Reports received from the northern front indicate that the Nordling army has officially surrendered, bringing a conclusive end to the Tenth Nordling War. Treaty negotiations are still ongoing, however, with Norland refusing to make any concessions or reparations for their part in the conflict. Even in defeat the Kingdom of Norland struggles to accept the realities of their loss. Their Pagan Army has been driven back to their borders as the crushing weight of the Imperial Army proved too much. The Superior leadership, equipment, and training of the ISA proved the decisive factor. Canonist Soldiers who rallied to defend the Holy Faith with the Empire also proved crucial to blunt the aggressive ambitions of the Human Hinterlands. There can be no doubt that GOD blessed the Emperor and his Soldiers in this tenth Nordling war.
The Ministry assures it's citizens that the Imperial Government will seek just compensation for the suffering inflicted in this conflict, seeking proportional compensation for aggressive conflict. As Imperial negotiators do the arduous work of laying the groundwork for peace, our Soldiers remain vigilant to keep what they've earned - forever onward to 'Providence.' The Ministry of Civil Affairs hopes we will see a formal end to hostilities in the form of a treaty soon. For now, though, Orenian citizens may rest easy knowing that the repeated raids from the north are at an end and we might at last enjoy peace in our great Empire.
Lord Mayor Otis de Rosius's Restoration Centennial -
Providence Celebrates A Year of Festivities!
To commemorate the 100th year of the Orenian Restoration and also to celebrate the 10th year of His Imperial Majesty John VIII's reign, Lord Mayor Otis de Rosius of Providence held a Saint's Week of festivities throughout the city. Each month of the year played host to a different event.
For the month of Harren's Folly, Lord Mayor Otis de Rosius held a banquet at the Augustine Palace with entertainment from amateur comedians. The following month of Sigismund's End saw a war memorial dedication in honor of those who fell in the Tenth Nordling War. During the month of Horen's Calling, the Lord Mayor hosted a charity ball at the Augustine Palace. The main event of the evening was a lottery drawing which featured a prize of 100 minas. Owyn's Flame saw a majestic ISA parade throughout the city's downtown area. The most exciting event occurred during the month of Godfrey's Triumph, where the Lord Mayor hosted a carnival in front of the Augustine palace - complete with a working roller coaster.
Reporters from the Providence Post attended every event throughout the year. We can happily attest that the festivities were wholesome, exciting, and enjoyable for all attendees. After these long years of civil unrest and warfare, we find it refreshing to see Orenians - young and old, human and nonhuman - coming together to enjoy our hard-won peace and prosperity. Norland's Surrender - A Review

We all know of the Nordling's surrender to his Imperial Majesty’s crown. While all Orenians are united in celebration of their surrender, are we as Imperials united in agreement about what was done or what we will do in the future?
While GOD surely guides us in honorable ways, it is for men to decide which ways are the more honorable. To find out what our Empire thinks, I have interviewed many folk and jotted down their opinion on the matter.Firstly, should we simply accept their words of surrender? The truth is that the Nordlings may remain a threat to us in the future. Can we trust their word? Or should we have continued on to decimate their capital?
“Nay, I think the surrender is fair enough,” said young Ensign Philip Michael Pruvia.Lord Mayor Otis de Rosius elaborated further by stating that the Norlandic people did not actually want war. They were convinced by their unscrupulous leaders to march - adding also that the innocents should not be punished for the actions of their leaders.
General William Darkwood stated wisely that “there is no satisfaction in war. There is only war. The Norlanders showed fear of our troops in their surrender.”
Could this possibly mean that there is a chance for friendship between our two nations? Is it possible that with time the men of the North and South could form an alliance? Lord Mayor Otis de Rosius explained that during the duration of the war, he was approached by one Miss Inui Ba’ikana in the hopes of seeking peace between the Empire and the town of Elysium. “The emperor even wanted to make an alliance with Elysium, but it was the lack of dialogue that hindered our attempts.” The Lord Mayor further added that he believes with the right leadership, an alliance could be formed.
Still, there remain several factors that are a hindrance to our safety as an Empire. Near the end of the war, Rex Azhug’Gorkil declared Krugmar’s hostility to the Empire. With the recent Orc-Elvenesse conflict, I pondered if the Empire might aid the elven forces in vanquishing this threat. The young Ensign Philip Michael Pruvia was queried on the matter, and responded with a solid “Nay. I do not recall them helping us.” We could not reach the General William Darkwood for an answer, but the Lord-Mayor Otis de Rosius commented on the differences between Krugmar and the Silver State, stating “Their people [Elvenesse] are highly intellectual whilst the Orcs are warmongers seeking naught but bloodshed.” It was of his opinion that if the Empire did get involved, it should raise to aid Elvenesse.
Regardless of Orenian Opinion, only time can tell us what will happen. Will the Norlandic peace stand? Will we gain a new ally? Stay subscribed to the Providence Post to hear what happens.

New Knighthoods Bestowed!
At court during the month of Tobias's Bounty, His Imperial Majesty John VIII elevated a number of distinguished gentlemen to the rank of knight. Sir Tobias de Sarkozy was acknowledged as a knight of the Imperial Order of Merit, for his success in revitalizing the western regions of the Empire neglected by war. Sir Keaghen Armas was made a knight for his many years of service to the Crown, writing and passing laws that have altered the state of the Empire in positive ways. Several soldiers were made members of the Order of the Lion for their valor on the battlefield, including Captain Robert Archibald Galbraith and Antonyus Helane. In the same evening, His Imperial Majesty John VIII named Joseph d'Azor the Chief of the War Office.
Fashion Reforms in the Imperial Court
During the month of Sun's Smile, 1823, Lady Mary of Carrington and Lady Milena of Dobrov jointly published a document containing updated fashion standards for the Imperial Court of Oren. The modern Orenian courtier, they wrote, should endeavor to show piety and sophistication in their mode of dress.
Ladies should attire themselves with "extravagant modesty" - a term which may seem contradictory at first blush, but refers to the art of dressing in beautiful fabrics while maintaining a sense of propriety in the levels of skin on display. Women in Oren have often worn their hair long and loose, but the new standards encourage them to begin wearing their hair tied back.
Meanwhile, men are asked to dress "exuberantly" and express their service to the nation through their dress. Men are to style themselves in such a way that glorifies and embodies the values of Orenian society. Colorful coats, cravats, tri-cornered hats, and tall boots remain staples of Orenian men's fashion at court.
The La Fleur Production Company Celebrates its 50th Anniversary!
The La Fleur Production Company – the organization that manages and runs Providence's elegant La Fleur Theater - recently celebrated the 50th anniversary of their founding. The La Fleur Production Company was created in 1772 by Dame Yuliya Styrne and has been providing Oren with theatrical spectacles ever since. We here at the Ministry of Civil Affairs commend the La Fleur Production Company for their contributions to Oren's theatrical and literary tradition. We also encourage our readers to attend their upcoming production - entitled The Temptation of St. Julia - set to debut this coming month of Tobias's Bounty. ((Saturday, June 19th at 5pm EST))
Penton-Napier Publishing Releases the Scroll of Gospel!
Penton-Napier Publishing - Providence's most esteemed publishing house - released their beautifully illuminated print of the Holy Scroll of Gospel. The Scroll of Gospel is a critically important piece of Orenian history and Canonist faith. The aengul Eshtael appeared to Exalted Godfrey over 400 years ago and gave him the Scroll, which was originally in Flexio, the untranslatable language of Heaven. However, with great effort and time, figures such as High Pontiff Daniel I and James II were able to translate the Scrolls for common understanding. Now, this beautifully illuminated version of the Holy Scroll of Gospel is at last purchasable at market - so the people might read and understand it fully. We highly encourage all Orenians to find a place for this monumental publication on their bookshelves.
NGS Trivia Night
The Northern Geographical Society will be hosting a Trivia Night tonight at their Providence museum. Contestants will be invited to test their knowledge about Orenian History, International Events, and Natural Sciences. Prizes include custom-made medals and sums of up to 100 minas! It promises to be a fun and educational evening for all citizens who attend.

Who Killed High Pontiff Jude II?
Disreputable Ferrymen Mercenaries Continue to Deny Involvement in Papal Murder Case
During the month of Harren's Folly, the Ferrymen Mercenary Guild issued a statement once again denying their involvement in the murder of High Pontiff Jude II. They once again attested that the man in the uniform seen fleeing from the murder scene was a fraud - an impersonator who had stolen their colors. To conclude the letter, they provided a list of Canon Laws which they believed Johan Vuiller had broken during the course of the trial. They also requested a personal meeting with the High Pontiff to clear their guild's name.
The letter was highly derogatory and mocking in its tone, making light of the Pontiff's murder and using ungentlemanly epithets and descriptors ("Jesting Johan") for the clergypeople involved in the trial. We would like to remind our readers that the Ferrymen participated in the war on the side of Norland, shedding the blood of our ISA soldiers. It is also worth noting that, as a pagan kingdom, Norland has routinely shown nothing but disdain for the Church of the Canon. In some cases, that disdain has escalated even to violent oppression of Canonists and clergypeople.
While the case of High Pontiff Jude II's murder remains open, we would like to encourage the Ferrymen to conduct themselves in a manner befitting the innocent parties they claim to be. Their mockery of the Church does them no favors in the eyes of Oren's faithful.
The Imperial Census Begins Anew
The Ministry of Civil Affairs suspended their census-taking endeavors during the Tenth Nordling War. However, with the war's conclusion, it is once again time to take a headcount of the Empire's citizenry. The Imperial Census is a critical tool for measuring Oren's population and also for ensuring the sanctity and honesty of Oren's electoral politics. Please be reminded that you must fill out the census in order to participate in any upcoming elections - whether as a candidate or a voter. We encourage every citizen living in Oren to submit their census information with promptness and accuracy.
Othaman Family Conflict Raises Legal Questions About Dueling
During the month of Harren's Folly, 1823, Mr. Kelthus Othaman challenged his elder brother, Mr. Viathen Othaman, to a duel. The winner of the duel would become the rightful heir to the Othaman-owned County of Valles. Mr. Kelthus accused his elder sibling of incompetence, of not being "true Othaman blood", and of bringing shame onto their family name. The duel, as stated in Mr. Kelthus's letter, would not be to the death but rather to yield or to first blood.
Later that month, the Chief Justice of the Supreme Court Lord Olivier Halcourt issued a Cease-And-Desist letter to Mr. Kelthus Othaman. He ordered Mr. Kelthus to bring the matter before the House of Lords. If Mr. Kelthus persisted in going forth with the duel, he would be facing charges of arrest by the Imperial Constabulary. Mr. Viathen Othaman also published an open letter addressed to his brother, dressing him down for the challenge, threatening his brother with violent retaliation, and calling his sibling both "dishonorable" and "a wild boar."
The incident drew commentary from observers throughout Oren as to the ethical concerns and legality of duels. While Lord Halcourt wrote in his letter that "honor duels have no place in the Empire", dueling is not officially outlawed under the Oren Legal Reformed Code. A lawyer could make the case for duels being first-degree murder or assault. However, the matter is yet to be brought before a judge and signed into law. There are citizens throughout the Empire who support the idea of honor duels, while others think of such things as backwards and barbaric.
We here at the Ministry of Civil Affairs believe that interpersonal conflicts can and ought to be solved without the use of violence. The court system exists so that citizens will not be forced to indulge in vigilantism, family feuds, and endless cycles of pointless fraternal and civil bloodshed. We advocate for our representatives in government to thoroughly examine the issue of honor duels and make a final decision as to their legality so as to avoid incidents like this one in the future.
Refurbishment of New Esbec
Magistrate Tobias de Sarkozy has launched a project to revitalize the war-damaged town of New Esbec. New Esbec suffered during the Sedanite Rebellion of the early 1810's and continued to take a beating throughout the Tenth Nordling War. Now that peace reigns once more in Oren, the citizens of the war-torn town are making efforts to restore it to prominence. Mr. Tobias de Sarkozy is offering cheap housing in the Orenian countryside for families who would like to move in and take part in reinvigorating the town.

Controversy Over The Novellen Pub Auction
The Draskovic family - who have run the Novellen Pub in the Providence central square for several decades now - recently decided to place the iconic Orenian restaurant and bar up for auction.
Unbeknownst to those who bid on the location, however, this auction was in flagrant violation of the agreement the Draskovics had struck with His Imperial Majesty, John VIII. The Ministry of the Treasury was forced to intercede with a Notice of Interdiction, published last month of Godfrey's Triumph. Rather than selling the pub at auction, the Ministry of the Treasury will instead be accepting applications for new managers of the Novellen.
We encourage the intrepid business minds among Providence's population to submit their applications for review. The Novellen Pub is an iconic location unfortunately left to languish and it is long overdue for a new, enthusiastic owner to help restore it to life.
As for the previous owners - we would like to remind our readers that there are proper channels for the transfer of property when owners or managers no longer feel they are capable of handling it. Attempting to swindle the people of Oren by selling property that rightfully belongs to His Imperial Majesty is not at all befitting the status of the illustrious Draskovic family. We hope they express their repentance for the misstep forthwith.
Bastille Boutique Opens Its Doors on Providence's Main Thoroughfare
Readers will recall that, some months ago, we reported on the sale of the Ivy Emporium - Providence's biggest indoor shopping center, located conveniently next to the bank and the auction house. Mr. Simon Bastille d'Arkent purchased the location, intending to refurbish it into a fashionable department store to house his burgeoning cosmetics business. As of Godfrey's Triumph, 1824, the Bastille Boutique has finally completed its renovations and is welcoming guests to come and peruse its selection!
Mr. d'Arkent held a grand opening gala featuring luxurious cocktails and appetizers for his first customers. The gala included a fashion show displaying the latest trends from Oren's most popular ateliers. Mr. d'Arkent also advertised rental space on the boutique's second floor - which would be ideal for offices or other small curio shoppes.
Second Sarkozy Clothing Auction at the La Fleur Theater
The Sarkozy family will be hosting an upcoming auction at the La Fleur Theater in Providence. Attendees will be offered a vast selection of fine Orenian clothes on which they might bid. Mr. Tobias de Sarkozy is auctioning off casual wear for both men and women, as well as some suits of plate mail armor. The funds raised by the auction will go toward the ongoing refurbishment of New Esbec.

THE IMPERIAL CENSUS, 1823 - 1833
The census of 1809-1819 being expired, His Imperial Majesty has ordered the collection of a new census to ascertain the population of His Imperial Majesty's subjects for purposes demographic as well as electoral.
This being so, the Department of Civil Affairs follows in the edicts of the Crown, clearing the rolls, and reissuing the census. This census shall last from the years 1823 - 1833.
SECTION I: THE IMPERIAL CENSUS
The following matters shall define the purpose and extent of the Imperial Census.
- The Imperial Census shall be administered throughout the Empire for a duration of ten years.
- Upon the completion of a census period, the rolls of citizenship shall be cleared, and a new census administered to which subjects are obligated to take.
- All subjects of the Imperial Crown are obligated by law to take the census, and sworn under oath to the truth of their responses.
- All magistrates are duty-bound to further the administration of the census within their jurisdictions.
SECTION II: NATIONAL ELECTIONS
The following matters particularly pertain to elections.
- If the Imperial subject so chooses, he may be registered to vote in the district of his residential address.
- The Imperial subject may not be hindered from registering to vote in the district of his residential address.
- If fraud is to be discovered in the registration of voting addresses, the accused may be prosecuted by the full extent of the law, up to and including felony impersonation.

BREAKING! - End of the Tenth Nordling War?
Ministry of Civil Affairs reporters have heard statements from the northern front considering the imminent surrender of the Norlandic military forces. We have been informed that the upcoming battle - scheduled for today, the 5th of Sun's Smile, 1823 - has been cancelled. While these statements are as of now unconfirmed, we here at the Providence Post have great hope for a decisive end to all hostilities in the north. Please look forward to further details in upcoming editions of the Providence Post and may God bless our boys in red fighting on the front.
James II and King Otto II Canonized
His Holiness, the High Pontiff Tylos I, released the Eighth Golden Bull of Providence on the 1st of Harren’s Folly, 1822. In his Golden Bull, the High Pontiff made many minor and major alterations to the College of Cardinals and the Archdiocese of the Church. However, probably the most notable and important thing accomplished by this Golden Bull was the official canonization of High Pontiff St. James II of Reza and King Otto II of Haense. The Golden Bull outlined some of the miracles attributed to St. James II - including the appearance of the Archaengul Michael at the former High Pontiff's funeral and how the newly canonized Saint interceded on behalf of a wounded glazier to heal him. King Otto II of Haense was also canonized. His miracles involved saintly intercessions on the battlefield to protect the soldiers of Haense from Nordling and Ruberni enemies. We here at the Ministry of Civil Affairs offer up our prayers to the newly-canonized saints and hope they will continue to intercede on humanity's behalf in the future.
The Orcs Side with Norland - Rex Azhug’Gorkil Condemns Oren!
On the 5th of Tobias's Bounty, 1822, Rex Azhug'Gorkil declared his intent to join Norland in fighting against the Holy Orenian Empire. Reporters on the scene said that the Rex took offense to Oren's recent alliance with Haelun'or. The Warnation of Krugmar and the Silver State of Haelun'or have long been at odds. The Rex repeated a popular propaganda piece about an incident in Elysium that allegedly involved the murder of child soldiers, despite these theories being soundly debunked.
The ISA is Almaris' largest military force led by its best and most well trained commanders. During planning for operations excruciating effort is spent to reduce the potential for collateral damage, even at the expense of achieving military objectives, to preserve the honor and integrity of the Imperial Army. We therefore strongly condemn these baseless accusations once again, and extend our condolences to our friends in the Duchy of Elsyium who have suffered unjustly at the hands of the King of Nordland who cannot defend them and then forced them against their will into a war they did not want.

Rooting for Rutledge
An Interview with Oren's Oldest Stateswoman
Few statesmen in Oren have had a career as long as Vivaca Rutledge. Born in 1722, Ms. Rutledge recently celebrated her centennial birthday. She was first elected to the Imperial Diet in the year 1740 - and has been active in the Orenian political sphere ever since. Not even legendary politicians like Simon Basrid and Franz Sarkozy can match Ms. Rutledge's storied eighty-two-year career.
Even now, at age 100, Ms. Rutledge is still agitating for the rights of Orenian women and minorities. She recently published a pamphlet titled 'The Importance of Female Representation', which serves as both a retrospective on her lengthy career and a call-to-action for the young women of Oren.
We had the opportunity to sit down with Ms. Rutledge at her charming, bucolic home in Redenford, where we asked her to tell us about her ideas, her aspirations, and her hopes for the future of Oren's women.
Q: Would you mind introducing yourself for our readers and telling us a little bit about yourself, Ms. Rutledge?
"I'm a Southeron woman, and a proud feminist. Back in 1740, I was the first woman elected to the Imperial Diet, and I represented the now defunct Province of Curon for twenty-four years."
Q: How would you describe your political ideology?
"Unequivocally left-wing, pacifist, feminist and environmentalist. Leftists, such as myself, support social equality, egalitarianism and democracy. We critique the social hierarchy and believe radical change is necessary for the advancement of society. As a pacifist, I am fundamentally opposed to conflict and believe that peace and dialogue are the best courses of action for resolving conflict. As a feminist, I believe men and women should be treated equally under law. To achieve gender equality, I believe we must elect more women to national and local office as well as dispose of antiquated laws imposing unfair limitations on female bodies and female freedom. Finally, environmentalism - to me - is all about protecting the natural environment and conserving our green spaces."
Q: What was it that inspired you to get into politics as a young woman? As I understand it, it was an unusual career path for a woman back in the 1740's.
"I was inspired by my grandmother, Rivaini Rutledge. She was elected to the Pertinaxi Parliament back in the late 1600s."
Q: You have a reputation as one of the most politically principled politicians to ever serve in the Diet. Where do your principles come from? Is there a particular reason you decided to take up the cause of the Orenian woman?
"Because I am a woman. Many men do not understand our struggles, and often treat our concerns as trivial. It's not fair that we, fully one-half of the Orenian population, are so grossly underrepresented in the highest echelons of power. To win a fairer society, we must eliminate gender inequality."
Q: How would you say that Orenian society's views on womanhood have changed over the course of your career in politics? Have things improved in your estimation?
"Women's rights and representation have improved, but not nearly enough for us to achieve gender-equality. Anne Augusta was crowned as Holy Orenian Empress, the first time in history that Oren has had a female monarch, which was a monumental step forward for the cause of all Orenian women. A century ago, the idea that a woman could become head of state of any major human nation was unfathomable. But due to the change in social attitudes, women can now inherit noble titles. Although I'm not too keen on the nobility, it still represents a change in Oren's view of the so-called fairer sex.
But we have a ways to go before achieving true gender parity. Women, in order to marry, still need permission from a patriarchal figure. Be it their father, their brother, their uncle, et cetera. In order to achieve equality, that law must be scrapped - along with all other antiquated laws like it. We also need to elect more women to public office, particularly national office. If more women are involved in the day-to-day politicking of Oren, then we can give voice to women's concerns all over the Empire and change society for the better."
Q: What would you say are the highlights of your political career?
"I take great pride in the fact that I was the first woman to be elected to the Imperial Diet, and I helped draft the Worker's Right Act, a revolutionary piece of legislation that gave legal protections to Orenian workers."
Q: What advice would you give to our young female readers who have an interest in politics?
"Keep up the good fight."

Fashion Epochs of Oren
On the 4th of Harren's Folly, 1822, Miss. Apollina-Calypsa Drăghicescu - representing the Imperial Court Office of the Arts - published a work entitled Fashion Epochs of the Empire. This revolutionary document examines the evolution of Orenian fashion from the founding of the Empire up to the modern day. The publication contains beautiful, full-color illustrations and detailed descriptions, sure to delight any reader interested in Oren's fashion and art history. We commend Miss Drăghicescu for her excellent and comprehensive work - and we hope to see more from her in the future!
Future Plans for a Providence Zoo
Mr. Edwin de Sarkozy has recently announced his plans to open a zoo in the city of Providence. The zoo is not only intended to entertain, but also to educate the people of Providence about the endangered and rare creatures found throughout Almaris. Mr. de Sarkozy will be collaborating with the Northern Geographical Society to locate suitable animals for the zoo and prepare educational exhibits to accompany the creatures. Mr. de Sarkozy plans to open the zoo within the Saint's Week.
The Ministry of Civil Affairs Releases Their Second New Citizen Report
On the 5th of Tobias's Bounty, 1823, Mr. Minuvas Melphestaus released his Second New Citizen Report examining the efforts of Oren's new immigration program. Mr. Melphestaus reports that the Ministry of Civil Affairs has successfully doubled the number of new citizens who have arrived in the Empire. Providence remains the most popular city for new arrivals, but locations such as Redenford, New Esbec, and Dobrov are steadily gaining in popularity due to fun, local events and revitalization projects. The Ministry of Civil Affairs expresses its desire to collaborate with more of Providence's private employers to help new citizens settle into gainful employment. Mr. Melphestaus also recommends a greater focus on magic - as magery continues to be a popular career path sought after by new arrivals in Oren.
The Abbey of Blessed Pius & Seraphim
On the 5th of Sun's Smile, 1823, the Church of the Canon established a new monastic order situated within the Providence greater metropolitan area. The Abbey - dedicated to the blessed Canonist scholars and priests Father Pius and Father Seraphim - accepts both male and female postulates. We hope to see more men and women throughout Providence dedicating their life to the worship and glorification of God.

Alderman & Mayoral Election - Lord Mayor Otis de Rosius Re-Elected!
On the 23rd of Sun's Smile, 1822, Providence once again held its election for Lord Mayor and for members of the aldermen municipal council. Lord Mayor Otis de Rosius ran unopposed and was elected for a second term of office. He selected Mr. Anthony Bentarus to serve as his Deputy Mayor. The Lord Mayor has recently begun soliciting applications to join his Mayoral Merriment Team, who will assist with arranging events and festivals in the city of Providence. Congratulations to Lord Mayor Otis de Rosius on his second term!
Those elected to the Alderman municipal council include: Amie Halcourt-Ruthern, Amelia Clementine Darkwood, and Leopold Darkwood. We wish them luck in their new positions and may they guide the city well
Musin Declare War! - The MoJ Responds
On the 5th of Owyn's Flame, 1822, the Musin known as Needle issued terroristic threats against the Holy Orenian Empire. The flyer, published by Needle, admonishes Oren for the alleged poor treatment of Musin within the city of Providence. He warns that he will "summon upon Providence a rain of hellfire so powerful that the bricks that make up your walls will melt into the ocean. The very palace you love will be demolished and the Musin will establish burrows of a scale never before seen." The Ministry of Justice swiftly responded by issuing the Needle Ordinance - charging Needle with the crimes of Treason and of raising an Unlawful Military Organization. All Ministry of Justice Officers are thereby directed to arrest any individuals suspected of collaborating with Needle.
Hired Nordling Mercenaries on Trial for Stealing Corpse of the High Pontiff
On the 5th of Owyn's Flame, 1822, Johan Vuiller issued a call for an ecclesiatical trial. He accused the Ferrymen - a mercenary group allied with Norland - of murdering the late High Pontiff Jude II and then stealing his slain corpse. Multiple witnesses alleged seeing Ferrymen agents fleeing from the scene of the crime while holding bloodied swords. The Ferrymen published a response denying all involvement in the murder and all knowledge of where to find the High Pontiff's missing body. They insist that the Ferryman agent seen fleeing the scene of the crime was an imposter who had stolen one of their uniforms. They admit to aiding Norland in the war effort, but state they would have sided with Oren had Oren made a better offer. The trial, which was scheduled for the month of Godfrey's Triumph, 1823, has been postponed.
The Imperial Volunteer Fire Brigade Launches!
On the 27th of Tobias’ Bounty 1823, Edwin de Sarkozy began soliciting applications to join the newly-formed Imperial Volunteer Fire Brigade. Mr. de Sarkozy was inspired to found the Fire Brigade after witnessing the terrible fire that destroyed the O'Rourke shop. Their headquarters will be located at Barbara 9. The IVFB plans to hold common and public fire safety drills that any Imperial can partake in for free - at no cost to either the state or the citizens.

The Ministry of Civil Affairs has prepared this report and assessment for the Imperial Ministries, the House of Lords, and members of the House of Commons. A public Archive of this report is kept on hand at the Ministry of Civil Affairs. The purpose of this report is to help Imperial Leaders allocate resources, and serve to inform decision making.
IInd Report of the New Citizen Induction Programme
Summary
After the introduction of the new citizen program, immigration and arrival of new citizens to the Empire has continued to grow apace. Since our last report, we have again doubled the number of new citizens which have arrived to the Empire. Residency outside of Providence continues to be an issue due to the war, however with the revitalization of New Esbec, Redenford, and the culture events of Dobrov - we see are seeing returning interest in the municipalities. It is our hope by the next report that we will have assessed new citizens into the growing outer municipalities of the Empire. Private employment remains a significant thorn in ministry efforts to obtain employment; private employers are either ignorant or simply unwilling to participate in the program. The Ministry is seeking ways to incentivize private employer interest, either through tax incentive or other benefit that will be proposed through the Director.
Special Subject: Orphans, Refugees, Asylum Seekers
Assessment
Total number of Orphans arrivals to the Empire has decreased by 3%, though the overall arrival of Orphans remains 1/3rd of all New Citizens. Robust orphanage programs should remain in place for the foreseeable future to protect the nations children as they flee oppressive regimes abroad. Few of these Orphans are Orenian in origin, indicating that this atrocious rise in children without parents is occurring outside of our borders. The number of individuals fleeing from war/oppression/famine abroad has increased by 2%, this is in line with the increasing amount of conflict we have seen across Almaris as people seek the safety of the Imperial Armies and cities.
Recommendations
None - Orphanage and Refugee programs are operating as intended to integrate new citizens.
Employment Preference
Assessment
Private Employment remains the largest desirable job for New Orenians, but has dropped nearly 8 percent to 47%. The Ministry of Justice has gained ahead as the second most desirable job, followed by the Imperial State Army and the Court Magery. The MoJ and the ISA continue to retain the bulk of new citizens who arrive to the Empire and, as expected, this is due to excellent recruitment programs, adequate benefits and pay.
RecommendationsPrivate Employers Encouraged to Participate. We have numerous individual employment flyers, and the odd ‘looking for’ city posters, but private employers will find that their labor force is quickly taken by Government ministries. Given the popularity of private employment, we highly recommend they register their vacant positions with the Ministry of Civil Affairs so that we may direct interested citizens to private vacancies. No Change to this recommendation.
Imperial Magus Academy. Imperial Magery ranks as popular as the ISA and the MoJ, and we as an Empire are missing a tremendous talent pool to add Mages to ranks of our Armies, Investigative departments, and other civil society. It is highly recommended to our esteemed Court Mages that they formalize a way to identify apprentices, train them as appropriate, and help place them within the government and noble courts.
Residency
Assessment
Providence has lost popularity in residence choice by 1%, but still remains where 80% of all new citizens desire to live. Providence lacks the capacity to hold all these new Citizens, and incentives need to be further created by government to encourage living in our municipalities or to provide lively, productive cities.
Recommendations
This office has been directed to incentivize living in the Municipalities of the Empire so as to help grow our outer cities, and thus the recommendations that follow are made in this regard.
Ministry of Justice and Imperial State Army Forward Postings. This Office continues to recommend that the MoJ and the ISA should post detachments in the Municipalities of the Empire, both to enhance the populations of these cities and to provide them Imperial Services outside of the capital. As the two largest departments of the Empire, they are overly condensed in the Imperial Capital itself and the ratio of Citizen:Soldier and Citizen:Lawman is too large within Providence. We recommend their distribution for the better enjoyment of the community.
Municipality Representatives. We encourage the Municipality to ensure they have a designated representative who is willing to receive new citizens and integrate them. A common scenario is that we will have a willing individual who wishes to reside in a Municipality, to try for a few Saints Days without receiving even a greeting - this individual eventually defers to live in Providence, only cramping her living quarters further.
Expansion of the Home Office Providence Work & Living Initiative. We encourage the joint parternship between the Home Office and the Ministry of Civil Affairs to continue. The apartments and Farmland residences provided by the Home Office have served as major incentives for new citizens to conduct manual labor, for fair housing and pay. The Ministry of Civil Affairs had placed nearly 7 Citizens with the Home Office who provided them quality residence and work within Providence.
Do you have a priority position for employment and residency you need filled? Contact the Ministry of Civil Affairs. We shall prioritize employment based on the official. Priority from the Arch Chancellor shall trump all cabinet requests, cabinet ministers will trump deputies; etc.

Victory on the Northern Front
The first battle against the Nordling Horde ended in victory for the Imperial State Army! Field Marshal Iskander Basrid routed the Norlandic forces with minimal casualties on the side of the Empire.
All indication is that the Imperial State Army is preparing for another victory in the coming Saint's Days. Citizens across the Empire have rejoiced at a victory that resulted in little death or injury for Imperial patriots, while still inflicting a devastating blow against the Norlandic war machine. The results of this battle have reportedly caused great internal strife within the Kingdom of Norland, with wide-spread reports of a coup beginning to manifest.
We pray for further success for his Imperial Majesty's Soldiers, and know they serve as a shining example to Canonists everywhere!
Peace Between Nations
A monumental shift of power has occurred in the south of Almaris. The Holy Orenian Empire has officially signed a treaty with the newly established Cerulean Kingdom of Sutica. Sutica underwent a restructuring of power in the wake of the disappearance of their Trade Princess.
His Imperial Majesty Emperor John VIII has officially recognized the leaders of the new regime - King Georg I and Queen Johanna I - and signed a nonaggression pact with the Cerulean Kingdom. May this be the beginning of a beautiful and prosperous relationship with our Canonist cousins in the south!
Ruling on the D'Arkent Case
Earlier this Saint's Week, Dame Anna Henrietta of Provins attempted to disown her son, Simon Bastille d'Arkent, over what we believe to be a property dispute. Mr. d'Arkent sought to purchase the Ivy Emporium against his mother's wishes, which caused her to retaliate against him. It is alleged that Dame Anna Henrietta and her son Wilhelm Lucius d'Arkent forged a letter from the Dame's late husband, Baron Charles Augustus of Carrington, confessing to an affair which resulted in the birth of Simon Bastille.
The House of Lords issued its ruling on the case. They confirmed the legitimacy of Mr. Simon Bastille D'Arkent's birth and stripped Dame Anna Henrietta of both her job as the palace governess and her titles. After the incident, the former Dame Henrietta was reported to have fled from Oren in shame - her destination unclear. At this time, it is unknown if she will ever make an attempt to return to Oren.

A Discussion With Three Orenian Elves
The role of the elf in Imperial society has long been a hotly contested subject. In the days of our forefathers, elven citizens of Oren faced harsh mistreatment and discrimination based upon their Mali heritage. Yet, despite many years of suffering as second class citizens, elves have risen to prominence as respected and celebrated members of Orenian society. Today's Oren is more open and accepting of the elf than ever before. We sat down with three prominent citizens of elven descent and asked them to speak with us about their experiences as Orenians.*
Mr. Minuvas Melphestaus has distinguished himself with his faithful service to the Orenian Ministry of Civil Affairs. He currently works as the Ministry's Deputy Director under Her Imperial Highness Princess Josephine Augusta and has spearheaded a program to help new immigrants adjust to our Orenian way of life.
Mr. James Chapel serves as the lead director of the La Fleur Theater here in Providence. He boasts a long and storied 40-year career in Orenian theater, having played iconic roles such as Exalted Prophet Sigismund as well as the terrifying Augustus Flay. He recently directed and staged the historical drama Lorin + Siegmund and is working toward mounting a production of the Canonist play The Temptation of St. Julia.
Mr. Kairn Calithil is a 400-year-old war-veteran who currently serves as the Warden of the Pale. Formerly, he reigned as the High Prince of the Dominion of Malin. He has lived in the realms of man for over three centuries. As Warden, Mr. Calithil is responsible for overseeing the population of the Pale and fostering a safe community for elves to occupy within the Empire. He calls himself a "link between nonhumans and the Emperor."
Q: How did you come to reside in Oren?
SpoilerMr. Minuvas Melphestaus: "I am an Imperial by birth. My parents were residents of Helena. As a young child, they provided me all the benefits a young Imperial can expect; an education in arts, history, and languages, and an introduction to the Church of Canon. They escorted me safely to Almaris where I came to Providence to expand my education."
Mr. James Chapel: "That one I don't actually know. All I do know is that a priest found me as a newborn on his doorstep. I was baptized, given a name, and I've been Orenian ever since. I was adopted by a local family soon afterwards and grew up in that farming community throughout the Pertinaxi regime. It was a bit dicey at times for us elves but one can't help but have fond memories of one's childhood. I never suffered much racism when I lived out in the country."
Mr. Kairn Calithil: "The Dominion of Malin was once a province in the Empire, long ago. My father, High Prince Aenor Calithil, served as a vassal to Emperor John I, close to three centuries ago. I served in the Order of Sirame, so I was considered Imperial military personnel, and I answered to the Praetor. Eventually, I would come to political prominence within the Dominion and was elected High Prince, though some would call me King. In the end, though, I resigned. These days, I am the Warden of the Pale, and I dwell within Camlannen, within the gnarled woods of The Pale. My grandson formed The Pale and I ended up being appointed the Warden of the Pale after the resignation of Tristin Tresery - who succeeded my grandson. It was awarded to me when myself and Evar'tir Oranor coordinated with the Imperial State Army to put down an attempted insurrection within the city of Tor Eldar."
Q: What does being an Orenian Elf mean to you?
SpoilerMr. Melphestaus: "I would firstly say that I am foremost an Imperial. I consider being an Elf secondary to my identity. I was made an elf by a twist of fate, but I am an Imperial by my own choice. What being an elf means to me is that I shall live longer than my Imperial human kin. Thus I must use my extended life to preserve, by personal account, the lessons, cultural achievements, and failures of our Empire for human Imperials. By doing this, I shall support the Imperial government as it climbs toward a better tomorrow. It means a life of long service to our Emperor and the Imperial State."
Mr. Chapel: “That's something I'm still trying to figure out, myself. How two aspects of what I am fit together in the big picture. It's not merely an elven thing, either. I also have to figure out what it means to be an Orenian Canonist and a Canonist Elf, just as my fellow human citizens will have to figure out what it means to be an Orenian and Canonist Human. It's a tricky question with an infinite range of possible answers and I don't know how to articulate any of them. Elves have a place in Oren and in Canonism, though, one which we must self-determine as a people and as individuals. A nation and a religion both must have a place for everything. I believe the Scrolls say that we elves are meant to inherit the physical earth after the eschaton. Anyway, it seems clear to me that rejection of Canonism is what is holding the elves back as a people. I have deep respect for my fellow Elven Faithful and hope to see our numbers increase. Pius of Sutica is one of my heroes."
Mr. Calithil: "I'm afraid my answer to this question is going to be complicated. As you can see, I am not a human man, but I am Imperial. I am an Imperial subject, but - if asked - I would not identify myself as Orenian. I live within the lands of Oren without myself being an Orenian. Oren belongs to the humans, and I am not a human. As an Elf, I am a responsible citizen; but my native homeland was destroyed long ago. I am loyal to the Emperor. I have fought on the side of the Empire for close to three centuries, but Oren does not belong to me. I was long considered an Imperial-Elven dual-national. I've been called 'human-like' before and it's offensive to me. I'm proud of my heritage."
Q: What opportunities are open to you as an elven citizen of Oren?
SpoilerMr. Melphestaus: "It would be better to ask, 'what opportunities are closed?' For through the hard efforts of many Elves before me, there is no longer a need to cut our ears or hide our 'elfness'. An Imperial is judged by dedication, loyalty, and service to the state. The descendant races can live with equity as Imperial Citizens to our great nation. My parents once lived in an Empire where they suffered for their racial origin. That era has passed."
Mr. Chapel: "As an actor, I had the opportunity to work with Bianca La Fleur, one of the greatest Orenian literary minds of all time. As an elf, I have the opportunity to watch and facilitate the growth of her legacy through her troupe. As a volunteer, I had the opportunity to join the Northern Geographical Society and, as an elf, I had the opportunity to see it expand into Providence. As I live on, I'll have the opportunity to watch it expand beyond even that. That's the main opportunity of being an elf among humans - you get to watch things grow and help them along on a larger timescale. And you can ensure that things good and bad alike are not forgotten."
Mr. Calithil: "I believe the Empire has done well in offering a home to multinationals and refugees. I feel opportunities afforded to elves within Providence and The Pale are largely equal to those given to humans -- and even more so a source of opportunities than the numerous existent polities beyond the broader scope of our borders. In the Empire, you are treated humanely as a citizen. In the rest of the world, you can be killed if some despot doesn't like the cut of your jib."
Q: How do you feel elves contribute to Oren? In what ways have you, personally, contributed?
SpoilerMr. Melphestaus: "I would first encourage my fellow citizens to look not upon the race of your Kinsmen but instead on our shared heritage as Imperials. Canonist men and women who strive for a nation guided by laws, merit, and service to GOD and country. Each of us carries the sins and the blessings of our racial origins, but united by faith and duty to our nation, we seek to maximize our gifts and minimize our curses. An Imperial Elf, if such a distinction is required, contributes to the nation by service in her Government ministries, by raising arms on behalf of her state, and by taking the time to invest in the Imperial youth who will one day become the leaders of our esteemed nation.
I currently serve in His Imperial Majesty's Ministry of Civil Affairs, as the Undersecretary for the Ministry under Her Excellency Princess Josephine Augusta. As a former immigrant to the city of Providence, I have focused a significant amount of attention on new arrivals, and those refugees fleeing unjust laws, or conflict abroad. Roughly 300 new residents have been integrated successfully into the Empire under the new Citizens Induction program and placed into jobs and homes that bring with them the dignity of citizenship."
Mr. Chapel: "Well, as I've said. I've contributed both to the arts and education of Oren, both in Providence and back in Helena. We elves have a unique perspective, due to our long lifespans, that gives us a lot of insight to share to those who may be open to it. You always hear young people being told to listen to their elders because of the wisdom they've gained throughout their years. That's exactly right."
Mr. Calithil: "I believe that without the Elves, plainly said, there is no Empire. The Empire and Elves have fought side-by-side since the days of King Olivier de Savoie. Elves, like all other citizens and allies of the Empire, provide a bounty of alliances, treatises, philosophy, goods, services, culture - you name it.
There are figures such as Braxis Silverblade and Eze'kiel Tarus who were rumored to have Elven blood, as well as many Elven officials who have served in the Empire since its inception. Elves - like Leric Tresery and Tanith Vursur - even served in the radical and racialist knightly orders such as the Order of the White Rose. To ask how we've contributed is mildly absurd. We've been part of the Empire since before it existed.
I, myself, have contributed a great deal of my life to the Empire - well over three centuries of service now. I believe that excluding elves from the Empire creates a destabilized political sphere which can culminate in some of Oren's darkest historical chapters."
Q: What are the benefits of living as a non-human in Oren?
SpoilerMr. Melphestaus: "The Benefit of being a Non-Human is that I will never have to bear the burden of being a peered Noble. The weight of being from such a dignified Imperial line means I may focus instead on living a life of service. I may advise our esteemed peerage and guide them with knowledge gained through hard work and long life. While that is not to say that myself, or any Non-Human Imperial, should not have ambitions - but it does mean that you can dedicate your life to service. To serve our Empire is to serve GOD, and it brings me great joy each day to do it."
Mr. Chapel: "My social and cultural advantage is that I am an Orenian and I can hang my hat here in this great nation. There's nowhere else I'd rather be, both speaking as an elf and as simply a person. Quite frankly, I'm not all that impressed with what the other nations have to offer. Oren isn't perfect by any means - but it's neither puritanical nor hedonistic."
Mr. Calithil: "I would not say we elves receive any more benefit than the typical citizen of any race, ethnicity, or sex. I will say that you do not tend to experience much racialist policy or ideology within the capital. Personally, I do not feel mistreated or discriminated against. It is important, however, to recognize the distinction between myself, as Warden of the Pale, and a random elf on the street in the Empire. There do remain persistent biases within human society regarding elves, though they are less overtly influencing in the current iteration of the Empire."
Q: What are ways you believe Oren could improve in its treatment of non-human citizens?
SpoilerMr. Melphestaus: "I believe we Citizens must first recognize that no path to 'providence' is without bumps along the road. While great strides have been made to ensure we can maximize the talents of all Citizens regardless of racial background, we can do more to educate our youth to place service before self and to recognize our fellow citizens regardless of whether they are dwarf, elf, human, or orc.
Further, we should honor the accomplishments of Imperial Citizens of Elven heritage. There is one such elf whose service has been particularly influential to Imperial society - Tanith Vursur, whom our legal system has recently redeemed from accusations against her character. She is perhaps one of the eldest living citizens of the Empire and was a key leader in the formation of the Northern Geographic Society (NGS) - showing that the Imperial Spirit has brought one of the great intellectual institutions to humankind into being. Her open letters to the Imperial Citizens many decades ago were condemned in their time but have shown in hindsight to be sound Canonist thinking within the spirit of the Imperial way of life - as a society ruled by law, service to country, and GOD."
Mr. Chapel: "Oren needs to keep its promises. Not many are aware of this, but Tanith Vursur - the dark elven woman who was kidnapped and assaulted by Ostromir Carrion - is my adoptive mother and has been for the last fifty years. For all Oren's talk of 'equality and 'justice', my mother's kidnapper was not only left unpunished for thirty years, but given honor and a County. She was driven out of the place she had called home for centuries and the government did less than nothing to make her feel safe. It has done less than nothing to assure its non-human population that the same thing will not happen to them. All they have to do is promise to uphold the laws that are currently on the books and make good on that promise. They could start by making things right with Tanith Vursur."
Mr. Calithil: "This is a difficult question to answer. I would say that it is important that we all grow together, rather than emphasize special treatment for certain groups. Many elves in their own native homelands look down upon humans, for instance. We must all work together to grow and overcome our biases."

The NGS Providence Museum Opens Its Doors
The Northern Geographical Society (NGS) held an opening gala for its new Providence museum last Saint's Day. The museum took the place of the now-defunct Imperial University. The gala began with a speech by the Providence curator, Mr. Beryl Carrington, and an official ribbon-cutting ceremony. Guests were then invited into the museum to peruse its exhibits and enjoy a buffet. The museum featured three exhibits across two floors, with a new library on the third floor.
The festivities included an auction, which would fund future exhibits and research endeavors by the Northern Geographical Society. Among the items sold were an custom enchanted item by Miss Eliza Wittenbach; a set of authentic White Rose armor donated by Mrs. Tanith Vursur; two exhibits spotlighting a historical figure of the purchaser's choice; and platonic outings with prominent members of the NGS such as founder Dame Celestine Herbert.
The opening was well attended with an estimated 300 guests. We look forward to seeing more activity from the NGS in Providence in the future!
Cast List for The Temptation of St. Julia - Announced
Mr. Anthony Bentarus, a local theatrical director and playwright, recently finalized his cast list for the upcoming production of The Temptation of St. Julia.

The play, written by Mr. Bentarus, is an exploration into the story of St. Julia as described in the Holy Scroll of Gospel. The play has been praised as "a most excellent work of popular piety, edifying and well-written."
Theft in Providence - Priceless Books Stolen
Several priceless pieces of literature - the original, hand-written manuscripts of the late Dame Yuliya Styrne (also known as Bianca La Fleur) - were stolen from the home of Sir Henry Penton. Penton is offering 100 minas per book for their return. These tomes represent a cultural touchstone in Orenian theater and literature. With the death of Dame Yuliya Styrne in 1812, they have become irreplaceable pieces of Orenian art history.
This theft is but the latest in a string of robberies that have taken place in Providence in recent months. Citizens are advised to lock their doors and hide their valuables in secret places to avoid becoming the next target.
The Ministry of Justice is on the case, however. Currently, the MoJ suspects that the local Musin population - a group of mouse-like people who have been spotted around Providence in large numbers - may be behind the robberies.
The Festival of Crows
The Rt Hon. Count Sigismund Carrion-Tuvyic and his sister, The Hon. Lady Milena of Woldzmir will be holding a festival in Dobrov to celebrate Raevir culture. The festivities will include traditional Raevir dance, food, clothing, and worship - with prizes given to the individuals who display the best mastery over squat dancing and traditional attire (such as kokoshniks and sarafans). Flower wreaths will be given to the ladies in attendance and an effigy of a Nordling soldier will be burned to impart luck to our boys fighting on the front.
Anthosian Costume Ball of 1821
The subjects of the Orenian Empire were recently invited to show their appreciation for history at a themed costume ball organized by HIH Amadea Ulyssa, Countess of Renzfeld. The ball was themed around the Anthosian historical period - which spans from the late 1300s to the mid 1400s and includes the reigns of Exalted Godfrey, Exalted Sigismund, and the Era of Five Kingdoms when Oren was subjugated under unprecedented Dwarven rule. Prizes were given out for the best costumes. The event was described by all as a wholesome combination of merriment and historical appreciation for eras long past.

A fire of unknown origin broke out at the O'Rourke Shop situated in the Carrington Emporium. While the damage was unfortunately extensive and ruined the shop beyond repair, the intrepid O'Rourke family have taken firm advantage of the situation! They've refurbished the burnt out ruins into a new dining experience for Providence's citizenry! Paddy Pints, a new bar and grill, is now open for the enjoyment of all at Carrington Emporium 6.

The Ministry of Civil Affairs has prepared this report and assessment for the Imperial Ministries, the House of Lords, and members of the House of Commons. A public Archive of this report is kept on hand at the Ministry of Civil Affairs. The purpose of this report is to help Imperial Leaders allocate resources, and serve to inform decision making.
First Report of the New Citizen Induction Programme
Summary
In the last two years, the Ministry of Civil Affairs has seen a rapid increase of new arrivals, a 500% increase from the first two years in which we started the program. Since moving the Department of Immigration under Civil Affairs, the Ministry has been able to identify and orient most of the new arrivals to the Empire to satisfaction. All such individuals who have arrived through Immigration received housing, food, and a place to work within 1 month of their arrival. More importantly, these individuals have had an opportunity to examine all of the opportunities of the Empire and their talent has been spread accordingly not only to the needs of the Empire, but as to the individuals passions and desires. Residency outside of Providence remains a major concern due to the war, as the ability to travel to municipalities and find Stewards or city leaders willing to take in New Citizens is problematic and reflects in the data. Private employment remains the most predominant choice of all new Citizens, yet it is the least often that the Ministry links Citizens into this program - we assess this is due to either lack of information by private employers, or their unwillingness to participate in the program.
Orphans, Refugees, Asylum Seekers
Assessment
Nearly 1 in 3 new Citizens who arrive to Oren are either orphans and/or individuals who are escaping war, or abuses from their home nation. The Ministry has taken special action to reach out to refugees and thus the diversity of descendant races from across the continent who have come to live, work, and serve the Empire has grown drastically. The timely construction of the Providence Orphanage has greatly aided in ensuring orphans are receiving the care required by the law. In particular, follow-up discussions with refugees often finds that they are strongly willing to abandon their former national or racial ties, Dwarven, Elven, Farfolk, Highlander et al ; so long as they receive dignified treatment in the form of paid labor, a roof over their head, and the rights guaranteed to all descendants in the ORC - all such individuals are Canonists, or have converted to Canonism since their arrival. Citizens all, in service to our Emperor.

Preferred Place of Employment in percentage
Assessment
55% of All new arrivals list Private Employment within their top 3 choices for places to work; no individual has yet to be employed by a private employer. Lord Alexander d’Arkent, now head of Immigration, has put out a request for employers within Oren to identify their vacancies. There is a considerable missed opportunity as we must offer the new Citizen other areas of opportunity which may be their second or third choice. There is a sincere interest in Court Magery, yet a lack of interest in the Court Mages to make a concerted effort to take on potential students at this time despite it being the second most pursued option. The MoJ, ISA ranks as the third most popular choice. The Secret Service and the Treasury have not currently contacted this Ministry to make us aware if they intend to recruit any individuals, and thus we have deferred Citizens to other avenues of employment. The most important correlations are positions that are paid, offer work, and housing get the most new citizens. The MoJ, ISA, and the Home Office all fit this criteria and have received into their organizations the bulk of New Citizens.
RecommendationsPrivate Employers Encouraged to Participate. We have numerous individual employment flyers, and the odd ‘looking for’ city posters, but private employers will find that their labor force is quickly taken by Government ministries. Given the popularity of private employment, we highly recommend they register their vacant positions with the Ministry of Civil Affairs so that we may direct interested citizens to private vacancies.
Discourage Gate-to-Guard recruitment practices. Picking new Citizens right off the street and putting a uniform on them by the MoJ and ISA is not only unnecessary, it is counter-productive. This data shows that the MoJ and the ISA will get the bulk of Citizens, though they may be denying the Citizen the opportunity to work in other offices which the Empire has a need to staff - first. We recommend that the MoJ, who we believe is currently overstaffed in its constabulary, send new individuals to the Ministry of Civil Affairs first to be processed and afforded the opportunity to work at the place of their choice. Furthermore, these Citizens are rarely captured in the New Citizen surveys - and thus provide no data analysis that improves Imperial decision making. We do not discourage Citizens from joining any entity, we only offer them the opportunity to review each opportunity. If we are given instructions that certain positions are of particularly high importance to fill by the Empire, which some cabinet members have taken the time to emphasize with this office, we have informed the citizens of the incentives being offered for these positions.
Residency
Assessment
Providence remains the greatest choice for all New Citizens to the Empire, but the desire to reside in Redenford and Dobrov is significant. This office has been unsuccessful in actually get any individual housing in Dobrov or Redenford, despite those Citizens wishing to live there - this is likely a result of the ongoing war. We believe that residency will continue to spike in Providence, the Home Office has been especially generous in providing temporary lodging for those who work there until they can move out into the countryside of Oren.
Recommendations
This office has been directed to incentivize living in the Municipalities of the Empire so as to help grow our outter cities, and thus the recommendations that follow are made in this regard.
MoJ and ISA Postings. As the two largest entities within the Empire and also the two that attract the most new citizens, this Office recommends the ISA, MoJ, or both, post members within the municipalities that act as a forward garrison force and law enforcement agency. This serves not only to enhance security of the area, which is one of the main reasons we cannot travel to these towns now, but it will help reduce the number of Soldier & Constable ratio we have in excess within Providence itself - ensuring even the far reaches of the Empire feel safe and secure. They will be able to take their Imperial salaries and spend it on local goods, building the communities in which they are assigned.
Municipality Representatives. We encourage the Municipality to ensure they have a designated representative who is willing to receive new citizens and integrate them. A common scenario is that we will have a willing individual who wishes to reside in a Municipality, to try for a few Saints Days without receiving even a greeting - this individual eventually defers to live in Providence, only cramping her living quarters further.

SCHOLARLY LETTERS OF THE UNIVERSITAS MAGISTRORUM
As the Official Imperial wing of government tasked with the preservation of Imperial history and the promotion of Imperial Education the Ministry of Civil Affairs has established the Universitas Magistrorum, which shall serve as the degree issuing and certifying institution of education within the Empire. It is therefore authorized to issue Letters Scholastica on behalf of the Empire.
INITIAL IMPLEMENTATION of the UNIVERSITAS MAGISTRORUM
Overview
Individuals across the Empire may apply to be awarded scholarly letters of varying degrees based on prior education, private tutorship, or significant academic achievement. These individuals shall be considered ' ‘Scholared Letter Holders” and members of the collegiate body of the Imperial Universitas Magistrorum. The Ministry of Civil Affairs shall keep records of all Scholarly lettered individuals in its archives.
Citizens may pay a 5 minas processing fee at the Ministry of Civil Affairs, and include a written application with their credentials for an academic level of consideration. Scholarly letters awarded in the religious studies, the Scholae Monasticae, will be deferred to the Church of Canon before any such letters are awarded. The Assistant Director for Education, History, and Archives in conjunction with the Director of Civil Affairs shall serve as the certifying official for all other degree awards, and may consult as appropriate subject matter experts for the verification of credentials.
Lettered Scholars shall also be considered licensed professors, tutors, and teachers and may be consulted for matters regarding the scholarly lettering of future individuals. Those who have previous letters from defunct institutions need only pay the processing fee to have their letters updated and recognized within the Imperial Archives. Individuals who have been honored by the Emperor with the Petrine Order shall receive an honorary Scholarly Letter within the area of their expertise, if not already formally educated in this area. Those who have letters at the Doctorate level may stylize themselves as 'Doctor'.
The Collegiate Body of the Imperial Universitas Magistrorum shall recognize (previous) degrees and honors as of 1827 without further review from the following entities.

For those carrying these defunct instituional honoraria's, individuals have until Tobias' Bounty, 1840, to apply for recognition paid with a processing fee at the Ministry of Civil Affairs, with the exception of recipients of the Petrine Order/Petrine Laurel. After 1840, these individuals shall require the same review process as all applicants.
SCHOLARLY LETTERS
The Ministry shall maintain letters in the following curriculum, though the list is not finite and the Ministry may award letters based on where the persons education most prominently features or create new letters at the discretion of the Associate Director.

DEGREES OF SCHOLASTIC ACHIEVEMENT & REQUIREMENTS
Doctorate: Reserved for those individuals who have made a lifelong pursuit of knowledge and learning in a specific study. They have not only studied and been educated extensively in the field and have practiced their craft, but have contributed at least one unique project or work deemed to have sufficiently advanced their area of scholastic expertise. The Ministry shall award this level of degree only by extensive review with consultation by those of similar pedigree. May stylize themselves as 'Doctor' and use the initials PhD or JD as appropriate.
Master: For individuals who have specialized education totaling years of study and with practice in their field. These degrees shall be awarded to those individuals who show a dedicated pursuit of scholarly excellence in a given field, showing a ‘Mastery’ of the subject at hand. These applicants shall have to prove before an individual of the Ministry their ability to defend their knowledge on a subject related to the area of their mastery.
Bachelor: For individuals who have received specialized education in a particular subject; awarding of this degree will require at least one letter of recommendation from someone who also carries significant educational pedigree in this given field.
Honorary: For individuals who have contributed significantly to a scholastic field, but for any number of reasons have not been formally educated. Honorary scholarly letters may be awarded in the following circumstances.
The individual is a recipient of the Petrine Order Knighthood
By written declaration of the Imperial Family
By special dispensation of the Associate Director of Archives, Education and History with approval of the Director or Deputy Director or Civil Affairs
By written majority recommendation of the House of Commons or House of Lords
REVOCATION OF SCHOLARLY LETTERS
The revocation of scholarly letters is a serious affair and should be considered only on matters that are grave offenses to academia. A formal letter of recommendation must be drafted to the Assistant Director and Deputy or Director of Civil Affairs requesting consideration of revocation of an individual's Scholarly letters. The following are eligible grounds for revocation:
The individuals credentials were fabricated as a part of their initial application.
By recommendation of no less than 5 Doctorate level holders in the field requested for revocation based on academic malfeasance.
In conjunction with revocation of an individual's Petrine Order, and thus their Honorary scholarly letters.
By proven academic misconduct or intellectual harm to the community.
In all instances of revocation the Ministry will convene a review board of three individuals who shall at a minimum hold a degree superior to the holder being considered. In the event the person is a Doctorate holder, the board will consist of three Doctorate holding members.
