In accordance with the 'Petrine Laurel Reinstatement Act' of 1826, the Director of the Ministry of Civil Affairs was tasked to identify a three person committee and vote on nominations for recipients to receive the esteemed 'Petrine Laurel'. This committee was identified and appointed in 1835, began the voting and nomination process from 1840-1845 and decided on a recipient in 1845. The committee is currently receiving nominations for the awarding of the Laurel in 1845, for all worthy commendations between 1840 - 1845.

    NOMINATIONS

This shall serve as my last tour as the Chairman of the commission, as I am now the Director of Civil Affairs. One of our current voting members will be elevated to chair for the 1850 award of the Laurel. As a diverse field of individuals that cut across multiple rungs of Orenian society, the Commission chose to consider works from 1840 onward for consideration of nomination of the award of the laurel.

We continued not to limit nominations to a singular piece of work or contribution during the period. Rather, an individual shall be considered on a body of related work - as scholarly work often builds on itself. Therefore two of our nominations have contributed multiple works during the time period, but all related to the same vein of artisan or scholarly subject.

These nominations distinctly caught our eye for consideration during this time period.

    Nomination #1: Philip Pruvia
    @Valecius) for "The Orenian Coterie"
Philip Pruvia started what has led into a closer bonding of the Imperial Nobility through the creation of the Coterie. As the first Coterie he set a standard for our distinguished peers, and we are to understand that this has greatly enhanced peer relations and ability across the realm.

Nomination #2: Speaker Thucydides Melphestaus@Salvius ) for  "Canonist Fascism" and "Blessed Mauricio of Azog"
Thucydides is not a stranger to consideration on the Petrine Laurel for his previous works on Imperial Government, as both a political and theological writer Thucydides writing on Fascism and Azog cause the reader to examine 'faux' Canonism and when the faith is used to repress the peoples it is meant to enlighten. In addition, Melphestaus' work on Mauricio has highlighted the achievements of races outside of Humans in the realm of Canonism.

Nomination #3:  Cardinal Saint James II , A.K.A Johan Vuillier@Harald) for  "An Aged Man's Confessions"

Cardinal Saint James II beautiful confession is an outpouring on life and lessons from a long-lived and wizened Saint of the Church. This work is truly a gift to the Canonist flock and the people of Oren. From his times as a Knight, a Cardinal, Cardinal Saint James II illuminates his vision and sights across a long and devoted life.

Nomination #4:  Sir Hentry Penton@CharmingCavalier ) for  "The Life of Ms. Cynthia Downs" and "The Movement of Life"
Sir Henry Penton is another frequent consideration for the Commissions list. He is no stranger to contributions to the arts, his own Knighthood and Honorary degrees recognize his talented literary ability. The commission felt Sir Penton's work was 'highly visual' in its ability to engage the author, and his works are thrilling from start to finish - the committee even declared their shock at the ending of 'The Life of Ms. Cynthia Downs' and the modern setting of the works.

Nomination #5:  Joseph Clement De Sarkozy III @sashimichopped) for  "A Sarkozy Poem"
Young Joseph is certainly our youngest consideration for the Petrine Laurel in the commissions last 20 years under its current charter, however he follows in the footsteps of his mother Lady Helena who was once a prolific writer of literature and talented pianist. We imagine the young Sarkozy has inherited these talents, and to even be considered by the committee for his work shows a great deal of talent for such a young man. "A Sarkozy Poem" is concise, well written, and clearly has meaning to the author, the poem is an expression of the author's interest in the long Human house of Sarkozy.

Nomination #6:  Wilfred Proudfoot the IV @Anore) for  "Regions of the Empire"
What Imperial doesn't enjoy the cartographic work of a good map. 'Region of the Empire', map in 1842, is a beautifully detailed and colorful map of the Empire. The Empire of Oren remains the only nation in all of Almaris to have the talent and ability to portray its cartography and ensure shared understanding of its regions and borders across the globe. It should come than as no surprise that following the production of 'Regions of the Empire' , the Empire has seen a significant boost in economic activity, and traveler and pedestrian foot traffic - likely spurred by the ease in which individuals may now safely navigate the realm.

    Azdromoth’s Landing

Tragedy struck the Princedom of Elvenesse in the month of Sun’s Smile, 1843.  The once lush forests of the city of Amaethea were burnt to crisps by the invasion of the dragon Azdromoth and his heretical Azdrazi worshippers, despite the resistance of the entire continent as all the descendant races fought alongside each other to defeat a common enemy in a battle comparable to those of the Inferi War of the late 1790s.

As a prelude to this fateful arrival, the skies of Elvenesse had been swallowed by ash and neighboring minor states took refuge behind the walls of the Princedom, awaiting the arrival of the Archdrakaar.

However, what was first to come was the Dragon’s abominable creatures of darkness, which trampled through the colossal treeline without regard for life nor death. It was not long before waves of other nations’ soldiers crossed the threshold of the forests to lend their aid against this gruesome enemy, most notably the Druids, whose efforts towards defeating the creatures went a long way towards the final resolution despite its sorrowful outcome after a month of active confrontation. Oren’s own Prince Philip Aurelian led a squadron of Imperial State Army soldiers into the fray, representing the piety of Oren against the villainous dragonkin.

Azdromoth reared his face deep into the battle, a monstrosity of size and width, breathing fire upon the combatants without remorse. Animals fled in droves, yet the descendants continued on with fear in their eyes and determination in their hearts. As the tumult reached a final end, they glanced about to witness the scale of the destruction around them: the entire city lit in flame.

The whole of Almaris holds its breath as we await the impending return of the reprobate Azdrazi and their malevolent overlord in the years to come. Do not lose faith, dear readers, for the good shall always triumph over the wicked.

Throughout the last 4 years, the threat of the vile Azdrazi has united the Descendants against a common enemy: the worship of the Dragon Azdromoth. Emperor Philip II’s administration has tethered alliance treaties with various states to ensure this threat is globally recognized. The first of the treaties was with the Dwarves of the Grand Kingdom of Urguan, then following with the Duchy of Elysium, the Kingdom of Haense and the latest being the Jade State of Yong Ping.

No person could have theorized the diplomatic union between Oren and Urguan, but all aid is required to combat the alarming presence of this heresy as it buries its claws into the hearts of all descendant dissidents. Regarding Haense, there was little surprise that our Canonist brethren to the North are willing to join the Defensor Fidei in arms against the Azdrazi threat. The former Secretary of Foreign Affairs, Eliza Brae-Wittenbach, is responsible for the success of the Orenian-Haeseni alliance, titled ‘The Wittenbach Accords’, through which her name has now become immortalized.

These various treaties could not have been possible without the continued competency of the Office of Foreign Affairs and its directors. A few years following the signing of the Wittenbach accords, Mrs. Brae-Wittenbach resigned and in her place was recently appointed Mrs. Anna d’Arkent to preside over the office. We eagerly await the next steps to be conducted under Mrs. d’Arkent.

Pictured: The New Baroness, Anna Elizaveta Carrion-Tuvyic, aka Moliana

    [x]

The Providence Post sent a letter with questions directed towards the Lady of Woldzmir and her life story. Her responses are posted below.

Q: Do you believe your upbringing has in any way affected your ability to relate to the people of Dobrov, or has it alternately helped you distinguish yourself from previous lords?

A: I certainly feel as if my upbringing has made me feel different to most others that I have encountered in the Empire, rather than all of Dobrov.  As I’m sure most others are brought up in the Empire, I had a strict upbringing; however, etiquette and courtly manners and affairs had not been drilled into me.  Rather, I was given a set of chores to do, daily, to manage the castelul and sharpen my mind in my foster grandfather’s study; I learned the values of perseverance and developed my curiosity of the world and its wonders.  Such traits are what I clung to when I became my foster grandmother’s assistant at her library - which had been one of the finest in the land at the time, in Ando Alur.  This had been before the ambitions of the city’s rulers grew too ambitious; their wax wings had yet to melt.

I’ve heard how my grandfather was a scholarly man, though I’ve also heard of his many secrets and selfish desires; I would count us similar in our ambition, yet nothing more.

My return to Woldzmir felt odd.  I had stepped into the home I was born in, a home belonging to my family for approximately two generations, yet I felt as if I were a complete stranger.  It had been over twenty-two years since I had returned to Woldzmir since my abduction.  However, there was comfort when I noticed similarities between my upbringing in Izvoroshu to Woldzmir; the process has been slow, but I’ve warmed more up to my home.

Q: Do you see yourself more as the daughter of Charlotte Augusta, or of Sigismund Chekhov?

A: This is a difficult question to answer, given that I never had the opportunity to know my real father.  My time with my real mother has even been limited, given how many years I had lived being utterly unaware of our relation.  I’ve been told by many that knew my father Sigismund that I am his spitting image.  Given my complicated past, speaking of family and connection is nothing but a messy subject given how complex my foster and real families are.  I’ve had many people in my life that I’ve looked up to, each having affected me in their own way.

Q: What are your hopes for your people and land now that you have been tasked with their restoration?

A: In truth, I haven’t really had my mind set on any hopes.  I’ve come into a field I am unfamiliar with, with traditions and systems long set in place; both positive and negative.  Rather than hoping for something that could only exist as a dream, I’ve preferred to examine anything I encounter critically and with thought - Yet, you must keep in mind that I am only the Baroness of Woldzmir and not the Countess of all of Dobrov.  The townspeople are not under me, nor is it my business to meddle in their affairs; such a duty falls to the Lord Mayor.

Q: Who has been the most obliging to you in this time of transition?

A: In truth, I would have to say either myself or my mentor.  Coming into Woldzmir hasn’t felt as if it were an easy task; never would I have found it uncomfortable to come into a place meant to be my home.  I felt as if I were an outsider and that I ought to not pester my distant kin, nor order them around for change; the renovations made have been done with my charge and supervision of local workers and I intend to keep it that way - unless someone expresses their desires to join me.  Otherwise, I had felt fortunate to have had a friend and giver-of-advice from my mentor, who shall not be named.

Q: This must be asked on behalf of the bachelors of the Social Season: Are you in the market for marriage?

    Q: No.

Q: Would you like to say anything in particular to the Orenian population?

A: Do not close your eyes or turn your shoulders to the horrors inflicted in our world.  Elvenesse may seem to be a world away for most folk in the Empire; I have seen how sheltered a life can be here and how dangerous a life in ignorance is, despite whatever bliss it offers.  Keep your eyes open and your wits sharp.

    Wise words from the Baroness.

    The Denouncement of Simon Casimir

Provins - A Household in Turmoil

    [x]

The Household of Provins has suffered a great blow recently amidst the public revelation that Viscount Simon Pruvia, once a beloved member of the emperor’s council as Minister of Foreign Affairs, had been in service to Azdromoth, a Dragon able to grant the heraldry of the flame and convert people into Draconic creatures called Azdrazi.

The Viscount’s secret was exposed by his own wife, HIH Anne Caroline, in a tumultuous scene where the Viscount was cornered by various men of the ISA in his own estate as he was being introduced to his granddaughter, little Amadie Pruvia.

The practice of Azdromoth worship was once revered under the early renatian and pertinaxi empires as a testament of Horenic fidelity, typically isolated to members of the Dragon Knights (the Emperor’s protectors) and few select others who utilized their transformation in defense of their liege. However, the magic has always been in an antagonistic position against Canonism as a magic that deifies a being opposing GOD himself.

Thus, Princess Anne gave reason of his lizardry to divorce Simon, which led also to the denouncement of his right of titulage (peers can not wield magic), the rule of Provins being inherited by their firstborn son Philip Michael and his consort Claude.

HIH then returned to live in the Augustine Palace under the protection of her father, His Majesty the Emperor, in the case that the foul lizard Simon Pruvia sought to harm the mature Princess-turned-Duchess in fury, which he did indeed as within the next year, an attempt was made on her life via a hired crossbowman simultaneous with the second meeting of the Imperial Diet. Fortunately, our princess suffered no fatal injury.

The Murder of the Duchess of Cathalon

    The Mystery Continues…

    [x]

In the early morning of the 13th of Harren’s Folley, an announcement was posted in Providence City regarding the murder of the wife of the Duke of Cathalon, Leopoldine Vivien née Vimmark-Roussard, at the hands of an as-of-yet unknown assailant in the streets of the southern Principality of Savoy during what many assume was a visit to her estranged father, Vladislav, son of the late Count Ostromir of Dobrov.

Many Orenian citizens were quick to accuse the Principality of malpractice regarding the Duchess’s death. Responding quickly, Savoy announced a bounty notice for the capture of the assailant, but many Imperial Citizens are expecting more from Savoyard officials to resolve the murder of a senior Imperial noble. Given that many Savoyards of renown have been seen on leisure trips to Providence without a word of wrongdoing, we must assume that Oren merits an objective investigation of this grave injustice.

Friends and acquaintances of the late Duchess gathered the same day to lament her death. She was only 38 years old and a mother to 6 daughters and 2 sons via a most faithful husband, His Grace, Thomas Andrew Helvets. The whole of Oren eagerly awaits the capture of her murderer.

Citizens should exercise caution when traveling to Savoy, as street executions, crucifixion of elves and of the clergy, and suspicion of the occult continue to abound in the territory as the young nation strives to assert itself as a stable country guided by the rule of law. We wish them well in this endeavor so that the safety of all visitors can be assured.

    The Imperial Pageant

    [x]

A few years ago, the first Imperial Pageant was held by Governor Mary Othaman of the Augustine Palace, which went around the peers of the empire to choose 1 substantially gifted young lady to compete for the ‘Miss Orenian Empire’ tiara. Commoners of Providence were additionally allowed to compete for the title of ‘Miss Providence’, though a mix-up occurred in which the Miss Providence Pageant was declared null and void.

Ladies in attendance were judged for fashion expertise in both formal and loungewear settings, and were each asked a unique question to gage their merit as the Miss Orenian Empire.

At the end of the pageant, the winner was announced to be Lady Eloise Helen O’Rourke (@RoseyPosey532), daughter of TH Countess Iduna of Halstaig. A proud practitioner of her family’s adunian values, we are certain Lady Mary made the right choice to represent the diversity of the Orenian population.

    Great Religious Revision;

The Edict of Visiga & The Society of Saint James II

    [x] [x] [x] [x]

Emperor Philip II has been active in his implementation of religious reform in the past 5 years, proceeding with expediency to execute his righteous vision of the Canon. His mission, as it were, is to reinvigorate the zest of the Canon Faith within Oren, and therefore return the ‘Holy’ to the Orenian Empire. At the first joust of Rivia, the Emperor’s reforms were revered via the chant of his name as ‘Philip the Pious’ by members of the audience, representative of the population’s reaction to his undertakings.

The first of these reforms was the Edict of Visiga, which set a requirement of a Patron Saint unto every peered household within Oren. A year later, an amendment was made to the edict which then required a student of the canon to be chosen from every family to be a participant in the newly-risen Society of St. James II.

Each student of the society is to be educated in faith for a as of yet unknown duration, the outcome being their deaconship under the church. A deacon is a person who has “completed training within the Church required for ordination to the priesthood,” but can still inherit, marry etc.

Thus far, the Society has been employed with enthusiasm, with some debates recently held over sensitive religious topics, including the finalization of religious persecution within Oren. We hope to see further discourse to enlighten the Orenian population in the Canon’s infinite wisdom.

    The Society of Saint Adrian

    [x]

The Society of Saint Adrian is the continuation of previous societies once chartered beneath the Ministry of Civil Affairs, tasked with the animation of scholarship and the arts within the empire. The Society has an exclusive application-only membership, with a requirement of extensive service to either scholarly activities, monastic and legal law, art, etc, all within the sphere of influence of the humanities.

Little is known of the Society beyond its purpose, for the secrecy thus far has been remarkably well kept. The convocation of the Society is set to meet once every saint’s month, making theirs a Society with much to talk about in every meeting.

We can only assume that members’ discretion is dedicated completely to philosophical discussion on the state of Orenian culture.

    The Chronicles of Imperial Culture:

    The Grenzi & the Vale

    [x] [x] [x]

Beyond the religious, the administration of Philip II has begun recording the unique practices of the various people under the Orenian fold, a long-needed archiving of the distinct character of a united cultural Empire.

Recent archivism has included the people of the Grenz, otherwise known as Northern Orenia. Dobrov, Kositz, Mordskov and Valles are all categorized  under ‘the Grenz’, each being their own subculture of the regional characterization. The Old Marian language has also been revitalized for usage by the Grenz, each document published by the office of the Archchancellor.

Another culture of note is that of the Vale, encompassing the Imperial Elves of Ephesius and the Hexes and Oh’s tavern. Elves of foreign nations have freshly come into conflict with the customs of the Imperial Elves via a letter issued to the whole of the public, particularly their lack of worship towards the elven Aspects. Our own Director of Civil Affairs is himself an elf of the Vale, and wishes his people to be understood not as dissenters, but as steadfast patriots, for their kind has seldom been without loyalty to the banner of Oren.

    INTRODUCTION

Our Imperial Society has decided to finally grant females the same rights to succession afforded to males, with the hard work of the house of Lords in the previous session and the Count of Temesch, the dream of HIH Elizabeth has finally been achieved. Certain provisions were made in the Rosemoor Succession Bill to facilitate protection of the peered line to prevent a form of ‘Pertinaxi title gobbling’ That was present in the past. These provisions ensure that a female heir marries matrilineally and the peered line does not move to a husband's family.

    SECTION I

    The Addendum of 301.03F

TITLE VII . CH 301.03 - On Marriage

    Section receives the following addendum

    301.03F

V  - A woman who is married patrilineally is excluded from inheriting a peerage.

    NOMINATIONS

As a diverse field of individuals that cut across multiple rungs of Orenian society, the Commission chose to consider works from 1835 onward for consideration of nomination of the award of the laurel.

    Nomination #1: Helena Rochefort
    @TheIchorDruid) for "School of Music"
Lady Rochefort has always held a personal talent music, in the establishing of a musical school however she has strived to create generations of musical talent within Orenia.  Musical talent is at the heart of many ladies-in-waiting, and young gentlemen seeking a passion and expression of art. Lady Rochefort has created an opportunity for those individuals to pursue such talents. For her academic pursuit in enhancing art across the Empire, she is nominated for the Petrine Laurel.

Nomination #2: Lady Anastasia Kositz@Eryane ) for  "To the End"
Lady Kositz's theatrical writing is second-to-none, having moved every member of the committee, with her written play on the closing days of Emperor Philip I and the fall of Johannesberg. This tragic play will move hearts, and cause even the stoutest of patriots to move to tears. For the cultural contribution of this play, Lady Kositz is nominated for the Petrine Laurel.

Nomination #3:  Speaker Thucydides Melphestaus@Salvius) for  "Imperial Nihilsm"
Imperial Nihlism advances a school of thought that Imperial Government is a self-defeated and potentially pointless endeavor, with ill defined goals and aware of its defeatism. In his work, 'Imperial Nihilism', Thucydides must live in the long shadow of his brother's more paramount political works such as 'Hegemon' , and 'Sovereign' - yet the author makes more bold and assertive stances on the modern Imperial political state. For his willingness to challenge with critical thought the state of Imperial politics, Speaker Melphestaus is nominated for the Petrine Laurel.

Nomination #4:  Francis Cardinal Brown, Archbishop of Albarosa@KaiserJacobII ) for  "On the Protection and Consistency of Descendant Life" and "Musings on War"
Cardinal Albarosa's writings are deep, spiritual, and touch to the core of the equity and humanity of the Imperial Soul. His musings on the suffering of men, and the need for equitable compassion to descendant kind is powerfully sent and received given the increase of prejudice, and hate abroad - even from Canonist nations. The intellectual tradition of the Church is vividly on display by the Cardinal, as he provides the spiritual context and understanding for these illuminative works.

    RECIPIENT

FOR THEIR UNMATCHED CONTRIBUTION TO IMPERIAL SOCIETY, THROUGH THEIR ARTISAN AND SCHOLARLY EFFORTS, THE IMPERIAL PETRINE COMMISSION HEREBY DESIGNATES THE FOLLOWING INDIVIDUAL AS THE RECIPIENT OF THE PETRINE LAUREL OF 1840 AND IN ADDITION SHALL REWARD THEM 250 IMPERIAL MARKS. A PHYSICAL AWARD OF THE LAUREL SHALL BE ARRANGED TO THE WINNER, ON BEHALF OF THE COMMISSION. A DATE OF PRESENTATION SHALL BE COORDINATED WITH ALL ESTEEMED INDIVIDUALS WHO WISH TO BE PRESENT.

    INTRODUCTION

The grounds of Imperial Peerage Succession have historically been upon the basis of patrimony - disqualifying female heirs on the sole basis of their sex. In light of the historical inclusion of women in vaunted facets of the Empire, such as the army, the House of Commons, the courts, and municipal government, among many other fields, it is only just that they are afforded equal inheritance rights in line with their equal contributions to the Empire.

That being said, it is therefore within the intrinsic values of this Empire to solidify the principles of equality and liberty of all citizens within the laws of peers. The eldest child of any given peer should be granted their right of inheritance, irrespective of gender.

    SECTION I

On the succession of Imperial Peers

             I. CH 306 of the ORC shall be renamed from “On Patrimony” to “On Succession”

II. (ORC 306.01) Imperial Succession of the Non-Imperial and Gentry shall be amended as following

II.I 306.01A - The obligatory heirs are the children and the children’s descendants of the given peer.

II.II Inheritance of peerages shall be followed in absolute primogeniture succession.

II.III 306.01B - In the absence of the above, parents and ascendants regarding their children and descendants.

III. 306.01C and 306.01D shall be removed from the ORC

    SECTION II

On the Implementation of above amendments

            I. The amendments described above shall come into effect for the next born generation in the line of succession of a peerage title

I.I No current heir shall be disqualified in the instance of an elder female sibling

I.II The law shall only apply to those born onward from the year this Bill becomes an Act of the Imperial House of Lords

I.III The changes to succession law do not apply to those of the Imperial Family.

    SECTION III

    On matrilineal marriage

           I. All marriages between a man of noble birth and a female peer shall be required to be   matrilineal in nature.

I.I Upon his marriage to the bride, the groom shall adopt her family surname and hers alone.

I.II Any children born of such a marriage are also to bear the surname of the female peer.

I.III The property, land, and titles of the bride shall remain under the personal jurisdiction of the female peer following this matrimony.

I.IV Should the peer in question become deceased, her family titles and possessions shall be passed onto her eldest child or, in the absence of one, her eldest sibling or their progenity.

The Death of High Pontiff Tylos I

The Conclave of 1835 Appoints Everard VI

On the 17th of Sigismunds End, His Holiness High Pontiff Tylos I left this world for the Seven Skies. High Pontiff Tylos I was enthroned in the year 1820, reigning a respectable fifteen years until his passing in 1835. Unlike his predecessor, High Pontiff Jude II, High Pontiff Tylos I entered the Seven Skies peacefully, passing away of natural causes at the age of 82. With his passing came the Conclave of 1835, whereby Cardinals of the Church of Canon gathered at the Holy See to elect a successor to the Horn & Laurel of the Exalted. In a unanimous vote, Yaromir Cardinal Jorenus was selected as the new Pontifex Maximus. Taking the Pontifical name Everard VI, His Holiness had this to say about his expectations for the future of the Church as a finale to his instatement:

“We strive to foster peace amongst Canonist nations. Already we have brokered peace between Savoy and Rozania. We aim to focus our ministry on conversion and missionary work. With the conversion of Rozania and the rise of Savoy, we hope to peacefully spread the word. As a message to our flock, we ask you to find it in your hearts to love your neighbor rather than destroy in zealousness. Passion is all well and good, but it is not the place for us to punish or judge our brothers and sisters.”

The Departure of the Duke and Duchess of Furnestock

His Imperial Highness Prince Philip Amadeus, firstborn son of our future emperor Philip Aurelian, was married on the month of Tobias’ Bounty 2 years ago in a grand spectacle befitting his expected inheritance as an Emperor. His new beau is the righteous Anastasia of Kositz, who was adorned in a ruskan traditional wedding dress maximized to imperial tastes, paying homage to the blood of Ruthern from which she hails. The wedding party was one to behold, with the most regal of gifts including a pair of horses, a golden tiara and a title of their own as Duke and Duchess of Furnestock. The two were invested in a union meant to produce an Emperor and Empress to come, but it seems to be that this future has come apart at the seams.

On the 2nd of Harren’s Folley, some 2 months after their auspicious wedding, it was revealed by a frantic handmaiden that the Duke and Duchess of Furnestock had boarded a ship set to sail outwards to an undisclosed location. The handmaiden revealed that the Duchess’ demands were lacquered in finality, and that she had left her with various unique letters addressed to friends, family, and others deserving of goodbyes. On the matter of the public, their disappearance has spread throughout the city like wildfire, the love and admiration held for the couple now but a wound in the hearts of many.

As for the succession, the Crown has remained tight-lipped about the future of the line of Novellen in light of Philip Amadeus’ absence. The Providence Post has heard from those that remain in contact with the Duke and Duchess by the use of letters that they have already brought a little girl into the world in whatever place they currently reside in, her name being unknown to us at the present moment.

    The Novellen Line.

Left-Right: Prince Philip Aurelian, Emperor Philip II, and Emperor John VIII.

On the 12th of the Sun’s Smile, on the imperial year 1814, Emperor Joseph II breathed his final breath, and in doing so concluded the reign of the co-monarchy of Anne and Joseph, and passed the torch to the first heir of the blood-born House of Novellen: Prince John Charles.

A large portion of the Orenian population have been born into and raised by the reign of John VIII, an emperor who led us through rebellion, challenge and internal strife, but few have known the story of the life of the man beneath the crown, as is the case with most monarchs.

To celebrate the life of our Emperor, John VIII, and the line of Novellen, the Providence Post has written a dedicated biography.

    ---------------------

    As Prince

Born in the imperial year 1757 in the Novellen Palace of Helena as the second of six siblings, our late emperor was destined for a life many of us could never have dreamed of, and definitely wouldn’t want to; the pressure of the Empire on a young boy’s shoulders, every action an act of the collective Oren; few can invite a life of such responsibility and expectations. In our limited knowledge on the affairs of the imperial household, we were able to piece together the existence of a difficult relationship with his immortal matriarch, she who we revere by the name of Anne, then known as the heir-presumptive to her father Peter III. This relationship was fine tuned to the public eye, but it was our Empress’ posthumous letters and private relations’ disclosures that revealed a combative opinion of her son. It was that elder sister of his, Elizabeth, that would be the warmth in John’s life of obligation, fulfilling a maternal role despite their barely two years of difference in age.

At reaching his double digits, John Charles was betrothed to Lady Irene of Metterden for the purpose of attempting to repair the union of Oren and Haense. The betrothed pair would come to co-exist for the remainder of their adolescence, with Anne looking over either of their shoulders, but especially that of John’s, as he was expected to perform his duty to the empire without a word of opposition- and so he did, relaying little of his private life and sentiments.

This difficult relationship with his mother likely led to our emperor’s reclusivity in his youth,  for few saw the elusive Novellen until he was assigned to the Imperial State Army beside his cherished troops, a tradition now practiced by all direct heirs to our holy Oren.

Throughout a majority of this period of his life, he was known as the Duke of Furnestock (1780-1787). When Lady Irene of Metterden declared her aversion to her future position as Empress just days before their wedding was to transpire, he would be instructed to quickly marry another lady, Wilhelmina of Cathalon, and as was his duty, he agreed. By this marriage, he would be granted the title of Duke of Helena (1787-1814), and named the official heir to the Empire as the firstborn son of the now regnant Anne & Joseph.

The Army was a point of joy for the reverent Prince, and is the place where he would create the greatest of friendships, free from the expected obedience that shadowed him constantly. As a fellow soldier, he fought in the Sutican War in the defense of one of those friends, Peter Amadeus, and the Orenian values for which he stood. Later, he’d also give his service in the Inferi War defending the cumulative life of the realms, a force of inspiration for the storm of men fighting in his and the descendants’ defense.

When came the death of his mother, John grew to take an interest in the affairs of his family and the transfer to the realm of Almaris, overseeing the wedding of his nieces and nephews- notably the marriage of Prince Philip Aurelian to Amadea of Pompourelia -whilst growing closer to his sister Elizabeth as any relationship he held with Lady Cathalon crumbled into ash. To this day there exists exhaustive bewilderment around his marriage’s failure to consummate, with speculations ranging from raucous to defamatory. It is presumed that he began to have relations with Miss Theresa Mae Halcourt nearing the end of his and Lady Cathalon’s marriage. With Ms. Halcourt, he would finally prove his fecundity in spite of a lifetime of whispers and scandalization. His first child was born a bastard by the name of Joseph Maria.

    As Emperor

On the eve of his father’s death, John Charles was 57 years old, having lived a full life preceding his coronation on the 10th of Tobias’ Bounty, 1815. He ascended as ‘John VIII,’  and immediately set about creating the Edict of Renzfeld to declare that his brother and his brother’s children would follow in the line of succession due to his lack of legitimate progeny.

John VIII had inherited an Empire with revolutionary and hostile factions in high density. The MRA (Mercatorii Revolutionary Army), the RAF (Revolutionary Armed Forces), the Sedanites and various other pressure groups stood as key players of anti-orenian sentiment, a repetition of the cycle of the Holy Orenian Empire as we have observed it occur in history countless times.

Four years after John’s coronation, King Sven II of Norland declared war against Oren, citing that a supposed order of attack from the ‘Sons of Horen’ was committed against Norland citizens by the Empire. The War, called the Tenth Nordling War by imperials, is a modern example of history’s inconvenient method of duplication. John VIII contracted the Metina Company of Luciensburg as well as the Hounds of Don in aiding with the war effort, and mobilized the Imperial State Army in various skirmishes, winning five battles and skirmishes out of nine that happened in a period of 5 years. The neutrality of Haense, a nation known to wield considerable distaste for Oren, was a hot topic of debate around this time, but the Canonist Church’s denouncement of any canonists who would fight alongside the pagans of Norland effectively ended that discussion, and mirrored the outcome for the withering Norlandic alliance. The war was officially won in 1823 with the Treaty of Providence.

John’s Administration was active foremost in the manifestation of treaties, social progress and peace-keeping, with various movements arising around the time of his ascension, including the upsurge of the Risorgimentist,  Adrianite, White Glove, and Rosemoor political organizations, not to mention all of those in opposition to all previous. His empire was lively with discussions about the correct way to foster the future of humanity as progress loomed over the heads of citizens, some begrudged by it and others accepting. John himself seemed averse to the changes, or perhaps he was an emperor determined to lead his people without the obstruction of liberty that would arise from expressing his opinion on those matters.

Either way, in the month of Sun’s Smile, 1831, his beloved sister, Elizabeth Anne, originator of the Rosemoor Bill, passed away, with what many presumed was a broken heart over their brother Philip’s censure on matters regarding the bill just a few months prior. John could absolutely not stand for this, apparently driving a wedge between the brothers that lasted until John’s later death on the 12th of Owyn's Flame, 1837.

He reigned from 1815-1837, extending over a period of 22 years of near-unblemished calm within the city of Providence and its surrounding municipalities, the only exception being a war which was won absolutely - decisively.

Savoy Welcomed Back to International Community

A Piece by the Deputy-Director of Civil Affairs

The Holy Orenian Empire extends a hearty welcome to an ancient Canonist realm, the Principality of Savoy, whilst equally grieving the loss of Queen Johanna of Sutica. This iteration of the historic state of Savoy was formed when the Ashford-descended regent to the Crown of Sutica chose to rename the country--a controversial move, though unopposed by its former monarchy. His Imperial Majesty reacted favorably, offering the new Principality a hand of friendship by conveying to them eight historic titles at the Aurveldt Concordat, presided over by the High Pontiff. The Emperor expressed great enthusiasm in the treaty, stating that he wished to encourage a family of Canonist nations, each alike in dignity.

Despite their warm welcome into the international community, Savoy’s public image has been rocky. The government struggles with allegations that it has restored old and potentially unscriptural practices better left in the past, including discrimination against women and racial minorities, even those who practice Canonism; rumors abound that a Savoyard delegate attempted to undermine the Aurveldt Concordat by arguing that the Orenian delegation, led by two women, was not qualified to negotiate on behalf of the Emperor by reason of gender. Whether this rumor is true, it appears that it did not impact the outcome of the treaty, which was announced with only the most positive comments from the Princess Imperial and the Secretary of Foreign Affairs. Regardless, internal sources to the Augustine Palace report that the women of the court were privately advised not to visit the country after some Orenian subjects were attacked there for alleged immodesty.

The Savoyard government’s internal affairs are subject to international scrutiny as well. They have evidently renewed the practice of execution by crucifixion-- many visitors to the Prince of Savoy’s coronation were shocked to pass by a number of crucified bodies on their way to the palace.  As this method of execution is not explicitly condemned by the Church, we can only pray that the Savoyard government will use it judiciously, restricting it to only the most deserving criminals.

Concordant with these issues, the young Principality recently ran into trouble with its own bishop, one Fr. Paul. The pastor has reportedly pushed for the Savoyard government to lean into a more reactionary interpretation of Canonism, and was recently expelled from the country after rallying a militia to prevent a soulless golem from entering the gates. The Church has so far declined to comment on the matter, perhaps preferring to maintain a good relationship with the Savoyard government, rather than a reformist priest. It is unclear what level of influence Fr. Paul had in the Savoyard government, so whether his eviction will impact their religious policy remains to be seen.

However, to their credit, the Principality is doing well both economically and diplomatically; it maintains cordial relations with the major Canonist powers and the Holy See, and has been a hotbed for travelers in the southern continent. Notably, members of Savoy’s new noble class have celebrated a number of marriages in the past days. For the time being, the Holy Orenian Empire can only continue to provide such support and counsel as it can offer to the young Principality, as an elder brother to a younger.

    The Second Dumapalooza

In the middle months of 1837, a declaration of a Second Dumapalooza was posted throughout the human realms, inviting the Karovic houses of humanity to partake of an election for the title of Duke of Adria - the intent of the previous Dumapalooza.

Ducal elections are typically called whenever there exists a grave crisis among the Adrian people, during which they must reconvene to elect a Duke from among their noble families to rule a new iteration of Adria under his dynasty. The first Dumapalooza was held on 1732 by a congress of ruskan nobles, coming about in a time when the Duchy of Adria was held by the young Joseph Francis de Sarkozy, the direct heir of the previous Duke, who himself had not been elected via Duma but installed himself as Duke when Adria was dissolved into the Kingdom of Kaedrin. The first Dumapalooza was held in an attempt to amend that inapposite error, and resulted in Joseph’s definite election, thus installing his line in legality.

Presently, the holder of the title is Prince Philip Aurelian, direct male-line grandson of Joseph II, and thus the rightful holder of the title. However, the second Dumapalooza has cited a complaint of Joseph’s lack of care for the traditions of the Adrian people, and that his centralization of Adria into the imperial fold would never be accepted by a ruskan election if it were to happen once more, hence, the Duke-Elect resultant from the new vote is Franz Nikolai Carrion-Tuvyic. Our Empire and Emperor have negated to accept the Duke, as such would result in a confusion of titles and laws.

The Abdication of the King of Haense

In the closing of Owyn’s Flame, 1836, His Majesty Henry II of Haense created an edict for noble reforms titled VE HERZENZ EDYKT I (or in common: The First Edict of Lords). The edict swept Haense by demoting a noble house’s title, stripping another’s, and effectively denobilizing the third. Needless to say, there was public upset inbound.

The Providence Post gathers that the King wanted to go out with a bang, for just as the next year ended, his writ of abdication was signed. The King’s abdication has only one precedent in the history of Haense: that of Otto I unto his son after just 5 days of his tenure, having only been originally placed there by the death of his nephew, the 13 year old Stephen I. No king of destined inheritance has ever abdicated before now, and thus history sets its eyes on this moment, though traditional haeseni have judged the decision as being an offense to the crown.

His successor, Sigismund III, is presently 25 years old and newly wed to Emma Karenina Kortrevich of Jerovitz, an honor for the elevated cosmital house. The crowned couple will be under immense pressure in the first few years of their ascension, as is the regular with any new monarchs, but especially a pair of their age and marital juvility. Best wishes towards them in this new era of haeseni rule.

The Future Empress: Charlotte of Aldersberg.

This whirlwind year brought us one pleasant occasion, to the surprise of the Orenian Nobility. As per the wishes of His Imperial Majesty, the Duke of Adria was commanded to marry the well-regarded Dowager Countess of Dobrov, Princess Charlotte Augusta. The ceremony was kept to friends and family, but witnesses say it was a pleasant affair. A second marriage for both imperials, they seemed jovial enough, if not mindful of their duty to the empire. The nuptials were brought to a conclusion with a speech given by the new Duchess, promising that the couple would aid in brightening the future of Oren and it's people.  Afterwards, the Providence Post requested an audience with the Princess, asking her to answer some questions the public holds on the frankly abrupt betrothal and now, marriage. Below are her responses:

Q: “Were you made aware that you were a contender as a wife to Philip Aurelian? What was your reaction when you found out?”

A: “I had remained quite unaware prior to the Emperor's coronation, so the announcement truly caught me off-guard. I had been close with Philip's late-wife, Amadea, and had thought she would remain with us to see through her eventual tenure as Empress consort. When he called me before the court, and bid us to marry, I practically fainted! My father and daughters had to calm me down. It all happened so quickly...I still cannot believe it sometimes, when I think on that afternoon."

Q: Do you see yourself as an active consort?

A: "I was very involved in the public affairs of Providence in my youth, holding many charity events and endorsement gatherings with my father, the Count of Aldersberg. It has always been natural for me, to be busy and affect meaningful change. I don't expect that will change with my remarriage, and with my future role in Oren."

Q: What are your outlines for your tenure?

A: "First, I have plans to form my own household, so that underused courtiers and nobility may find purpose outside of politics or the military, should they seek it. I recently announced my intention for a tour of the Empire, which will include various peers, estates, and municipalities. The object of my desire is to learn more of the different regions that make up our nation and learn what they desire from the Imperial Crown, to improve upon what they already have. Those are my initial plans. What lies ahead, beyond that, will reveal themselves as things progress, I imagine."

A: Is there anything you’d like to tell the public about yourself and your daughters?

Q: "I've lived my life so publicly, I am not sure what more I could say aside from that I pray they will put their faith in me, to do my duty both to Oren and to GOD. As for my daughters, Anna 'Moliana' and Josephine, they're such bright lights of joy in my life. They're so passionate about knowledge and learning everything they can about the world. It certainly proved an inspiration for me, when I thought I would live the rest of my life in relative obscurity. As I told most everyone, they're the two great loves of my life. It is my hope that the people of Oren will come to adore them as well."

We wish the best for the new couple, and that either of them accomplish whatever dreams they might aspire to!

    Two Ennoblements: Rosius and Galbraith!

The Houses of Rosius and Galbraith were pleased to at last receive the letters for their ennoblement last year, cementing their titles as that of the Baronies of Rosius and Galbraith, respectively, both using the surnames in accordance with the legality of Baronial naming schemes. The new Barons, Otis Maximilian de Rosius and Robert Archibald Galbraith, have been men of Oren for their entire lives, one devoting themselves to the mayoral seat of Providence and the other to the ISA as a Captain. Their fidelity to the Empire and what she stands for has not gone unnoticed, only delayed by the nature of bureaucracy.

Three hurrahs for the future of the new noble houses, forever consecrated into our maiden empire!

    The Edict of Furnestock

Following the dissolution of the 26th Imperial Diet, His Imperial Majesty, Emperor Philip II released the Furnestock Edict. Bearing the name of his grandson, Philip, Duke of Furnestock, the edict dissolved the two house system in substitution for a new single house where the lords and commons of the empire come together to make decisions. The House of Lords was left virtually untouched, but the commons were dissolved for a system favoring representation of each of the municipalities and minimizing the number of people involved in the legislative process.

The new system makes it so that the clergy will have an elected position in the Diet alongside the Cardinal Providentia’s seat. Each municipality’s proprietor will choose a representative to be elevated to the Diet, and three other persons will be elected by the common people as national representatives, making 3 seats elective as opposed to the previous 12 seats that made up the House of Commons independent of the House of Lords. On the basis of these substantial changes, the edict has been both revered and criticized. On one hand, the dissolution of all political parties is a needed enforcement of unity in these trying times, and will ease the process of introducing and passing bills in the Diet. On the other hand, the system has minimized the excitement of non-peer Providence citizens towards the electoral cycle, with a consequence of little participation already visible.

Time will prove the effectiveness of the Edict, GOD aid its triumph!

The Rosemoor Bill - The Immortalization of Elizabeth Anne

The Rosemoor Convention was begun as an offspring of the Social Season of 1826, sparked by the efforts of Countess Elizabeth Anne of Rosemoor, Princess Imperial, in uniting with the young and mature forces of women towards the goal of shifting the inheritance of the empire to never omit the daughters of peers again. The movement was met with a brick wall when the stalwart Countess was censured by her fellow grandees upon raising the bill to a discussion in the House of Lords, most notably being censured by her younger brother, our current Emperor Philip II. In a tragic arbitration of GOD’s justice, the Princess would die of illness just a few months following the event, the heartbreak seeping into the imperial family.

This year, the emperor has taken it upon himself to remedy the guilt of his past, approving the Rosemoor bill effective immediately. The bill’s passing will mean all future children of peers will apply to the succession without the obstruction of gender, but it will not disinherit existing boys with older sisters. Now, the people of Oren can do nothing but wait to see what the Rosemoor bill will mean for the future of humanity.

The Reformation of the Augustine Court

Prior to his final year, Emperor John VIII instituted the Casimiran Reforms to the palace, helped by the faithful Governor of the Palace, Lady Mary Casimira of Carrington. This reform was long-awaited by courtiers, who grew disparaged by the exits of the Duke and Duchess Furnestock, of Princess Amelia Margaret, and the deaths of both the Princess Imperial and the Countess Renzfeld.

The reforms have created four new leadership positions in the court, opening it to the people like never before. These include a Lord Seneschal, Master of Keys, Fourth Brigade Captain and Events Committee Director. Governor Mary has additionally expressed her discontent with the lack of communication previously evident in the courts and has thus opened a forum of conversation to promote a flow of ideas and kinship in the ladies and gentlemen that reside in the emperor’s Palace. The Providence Post hopes that this reformation will inspire the courts to action.

Arguably the most anticipated event of the saint’s week, The Seamstress’ Nové Jubilee was met with roaring success — an excitement never before seen in Imperial fashion since the days of Helena, for truly the industry has reached its peak! Our writers were the first to scope the pink carpet and were able to witness the fashions exhibited by the ladies of the Jubilee, and our very own courtiers serving as their models. These events are to be held with the expectation of creating new trends and statements for Orenian citizens to indulge of as both eye-candy and inspiration, and has united various talented designers under a curtain of unity. We hope to see that the Jubilee develops into the setter of Orenian fashions in the coming years.

    NOMINATIONS

As a diverse field of individuals that cut across multiple rungs of Orenian society, the Commission chose to consider works from as far back as 1820 for consideration of nomination of the award of the laurel. This decision was made given that the award period was defunct during this time, and the body of scholarly work was considerable following the Xth Nordling War. We felt it would be a disservice to only consider works contributed since the passage of the act, and those individuals whose contributions were significant during this time.

We have also chosen not to limit nominations to a singular piece of work or contribution during the period. Rather, an individual shall be considered on a body of related work - as scholarly work often builds on itself. Therefore two of our nominations have contributed multiple works during the time period, but all related to the same vein of artisan or scholarly subject.

Three nominations distinctly caught our eye for consideration during this time period.

    Nomination #1: Anthony Bentarus
( @Urahra) for "The Providence Post"
There are few more read, more appreciated, and more well done literary newspapers in all of Almaris than the Providence Post. The brainchild of many collaborate minds at the Ministry of Civil Affairs, the Post would be nothing more than hot air if not for the work of its 1st and most dedicated Editor-in-Chief, Mr. Anthony Bentarus. The post served as a foundation of community knowledge not only for Imperial Citizens but for readers across all of Almaris, who could appreciate the helpful and knowledgeable work done by a devoted Imperial Citizen as Mr. Bentarus. For his immense contribution to journalism and Imperial Civil Affairs, Mr. Bentarus has been nominated for consideration for the Petrine Laurel.

Nomination #2: J.H Fitzpeter@ARCHITECUS) for "The Economy in Almaris 1820" & "The Capitalist Guide to Investment in Northeastern Almaris '28 Edition"
J.H Fitzpeter's organized work on economy for Almaris is an integral part of the economic literature in circulation of the Empire today. An astute writer, Fitzpeter captured the economic status of nations and states across the continent. Written shortly after the Xth Nordling War, Fitzpeter's approximation of the state of the future economy has had a great deal of accuracy - proving his sharp mind, and serves as a nod to our excellent private education system. For his scholarly work on the economy, J.H Fitzpeter has been nominated for consideration for the Petrine Laurel.

Nomination #3: His Excellency, Sir Henry Penton (  @CharmingCavalier ) for "The Imperial Timekeeper's Association"
Sir Henry Penton is already renown as one of the most industrious contributors to the Imperial State, especially within his office of the Treasury. However, this nomination is not related to Sir Penton's contribution in this assigned field, but for his leadership and organization of the Timekeeper's Association. There are few more important things to keep a Government, indeed a nation, moving in an orderly fashion that the orderly measurement of each passing moment. The Timekeeper's Association has been one of the most widely used services in the Empire, many Citizen's are often heard larking 'What year is it? What time is it'? - a common statement given their busy lives, and they are always cheerfully greeted my a member of the Timekeeper Association and their finely crafted and well made time keeping devices.

    RECIPIENT

FOR THEIR UNMATCHED CONTRIBUTION TO IMPERIAL SOCIETY, THROUGH THEIR ARTISAN AND SCHOLARLY EFFORTS, THE IMPERIAL PETRINE COMMISSION HEREBY DESIGNATES THE FOLLOWING INDIVIDUAL AS THE RECIPIENT OF THE PETRINE LAUREL OF 1835 AND IN ADDITION SHALL REWARD THEM 250 IMPERIAL MARKS. A PHYSICAL AWARD OF THE LAUREL SHALL BE ARRANGED BY THE LORD-MAYOR, HENRIK KOMNENOS ( @KamikazeReaper) TO THE WINNER, ON BEHALF OF THE COMMISSION. A DATE OF PRESENTATION SHALL BE COORDINATED WITH ALL ESTEEMED INDIVIDUALS WHO WISH TO BE PRESENT.

    Spoiler

SIR HENRY PENTON, for 'THE IMPERIAL TIMEKEEPER'S ASSOCIATION.

As Sir Henry Penton is already a member of the Petrine Order, it is this committee's recommendation to the Crown that he be elevated to Knight-Commander of the Petrine Order.

FOR THEIR SIGNIFICANT CONTRIBUTION TO IMPERIAL SOCIETY THROUGH THEIR ARISTAN AND SCHOLARLY EFFORTS, THE IMPERIAL PETRINE COMMISSION HEREBY DESIGNATES THE FOLLOWING INDIVIDUAL AS THE RUNNER-UP FOR THE PETRINE LAUREL AND IN ADDITIONAL SHALL PRESENT THEM A REWARD OF 50 IMPERIAL MARKS THEY MAY WITHDRAW FROM THE TREASURY.

It is with disappointment that We have received certain news suggesting a revolt against Our favored friend Johanna I, Queen of Sutica. We do not tolerate such envious and wicked treasons against the Canonist sovereigns of the world, and this is especially true in the case of Her Royal Majesty, as it was for her late husband, George I.

Johanna I shall continue to reign with the support of the Holy Orenian Empire, and woe unto those who revolt against her. Further, in order to observe Our solemn duty, we invite Johanna I to Our imperial capital, that We may recommit to our recently expired treaty.

    INTRODUCTION

First established during the Basrid Ministry, the Petrine Laurel was once one of the most prestigious awards that could be bestowed upon a citizen of the Holy Orenian Empire. However, in recent decades, this initiative to recognize and reward the artisans and scholars of our country has since been forgotten. This Act of the Imperial Diet seeks to reestablish this award through the formation of a commission that will be charged with its administration.

    SECTION I

    The Imperial Petrine Commission

I - An independent body for nominating and voting on the recipient of the Petrine Laurel shall be established under the oversight of the Ministry of Civil Affairs, known as the Petrine Commission.

I.I - The Imperial Petrine Commission (IPC) shall report directly to the Minister of Civil Affairs, though be both independent of and separate from the Ministry itself.

I.II - The Minister of Civil Affairs shall be tasked with appointing three intellectuals and cultural artisans of the utmost repute to serve on the commission.

I.III - These commissioners are to serve on the body until resignation, dismissal, or death.

I.IV - One of the three commissioners appointed by the Minister of Civil Affairs is to be designated as Chairman, and will be given the responsibility of organizing meetings to consider academic works of the utmost repute.

II - Commissioners on the Imperial Petrine Commission are to hail from esteemed academic and cultural professions, including the following fields:

    II.I - History

    II.II - Anthropology

    II.III - Archeology

    II.IV - Theater

    II.V - Philosophy

    II.VI - Poetry

    II.VII - Cartography

    II.VIII - Literature

    II.IX - The Natural & Physical Sciences

III - Upon the resignation, dismissal, or death of a commissioner, the sitting Minister of Civil Affairs must replace them within one Saint’s Week.

    SECTION II

    Awarding of the Petrine Laurel

I - The Imperial Petrine Laurel is to be awarded once every 5 years to an individual of outstanding intellectual acumen, whose works have greatly benefited the Orenian public.

I.I - This individual in question may hail from any of the above walks of life, but must have exhibited extraordinarily academic achievement in their respective field.

II - A sum of 250 marks will be allotted from the Imperial Treasury to the Imperial Petrine Commission, to be awarded to the winner of the Petrine Laurel as a financial reward.

III - Additional funds from the Imperial Treasury will be provided in order to fashion a trophy for the recipient of the Petrine Laurel.

III.I - The trophy must incorporate a laurel wreath of some sort into it, although what form this might take is up to the discretion of the Imperial Petrine Commission.

IV - Honorable mentions and runners up to the Petrine Laurel are to be listed and honored in a way that the Imperial Petrine Commission deems fit.

V - The Imperial Petrine Commission shall be empowered to recommend recipients of the Laurel to His Imperial Majesty for induction into the Imperial Association and/or the Imperial Order of Merit.

VI - A public relations initiative shall be undertaken by the Imperial Petrine Commission, which shall create an apparatus for submitting one’s candidacy and works to be considered for the award.

VII - Exceptional candidates who do not submit themselves for consideration may still be nominated by members of the Imperial Petrine Commission.

VIII - A majority vote of two out of the three commissions must be obtained in order to select the winner of the Petrine Laurel.

IX - All other aspects of the awarding of the Petrine Laurel are to be decided by the Imperial Petrine Commission and by the Minister of Civil Affairs.
