Howdy, as most of y'all know by this point I am a sucker for Nomads and Nomad RP. I made a Nomad group called the Skanarri (albeit they've been reduced to a eventline culture. I'm hoping to change that one day) and I had a lot of fun in having them migrate from place to place. A lot of people have said it's extremely difficult or outright impossible to establish yourself as a Nomad group, so I decided to propose a very basic ruleset to appeal to Nomad RP. This is far from perfect and I'm doing this largely spontaneously - feel free to discuss it in the comments and such, I love feedback. I'll also add on your suggestion if it's a cool one.
Nomad Camp Rules:
1. A Nomad group must have at least 8 members to request a camp setup.
2. Camps are temporary, and can exist for a maximum of
23 IRL weeks.3. To set up a camp, a Nomad group must provide 200 mina to staff to allow for the setup of a temporary region
4. Nomads cannot cause extreme or permanent changes to the land (terraforming, large farms, houses, et cetera).
5. Nomad groups must provide their own resources to build the majority of the camp themselves.
6. If a Nomad group attempts to settle in a tile claimed by a Nation, the Nation has the option to initiate a Warclaim to prevent the Nomads from settling (see: Nomad Conflict Rules)
Nomad Conflict Rules:
1. Nomads can utilize their temporary region to partake in raids, but nomad groups in specific must adhere to a 1 week cooldown after each raid (1 raid per week)
2. If a Nomad group engages in a proper warclaim, the Nomad group is restricted from leaving the temporary region until the conclusion of the conflict.
3. If a Nomad group is defeated in a warclaim, their temporary camp is pillaged (see Wargoal: pillage).4. If a Nomad group is defeated in a warclaim, they cannot reform into a new camp for 4 IRL weeks. In this time, the Nomad group will be considered "Scattered"
5. If a Nomad group wins a warclaim against a Nation whos land they intend to settle on (see Nomad Camp Rules No. 6) the Nomad group will be permitted to settle on the tile temporarily and cannot be warclaimed unless the nomad group attempts to move to another tile within the same nation.
6. If a Nomad group loses a warclaim whilst attempting to settle a Nation's tile, they will be unable to reform a new camp for 4 IRL weeks and will be considered "Scattered" (see Nomad Conflict Rules No. 4)
6. In Warclaims, a Nomad group is treated like an ordinary realm and must consider all costs associated with standard Warclaim rules.

Back at it again with more curiosity from my ADHD induced mind. We all are aware of Nomad RP and its scarcity (Despite how fun it is). However, something that hasn't really been explored or considered on LOTC that had a profound impact on IRL history is Migrational/Nomad Invaders. Examples of such include the Magyars, Anatolian Turks, etc. Therefore I want to know the opinion of the community - how would you feel if a group of people tried something similar on LOTC? Perhaps a staff eventline, or simply players doing it themselves? Who knows, just a thought I had.

TO THE ALLIANCE OF ARMS;
I am Szymon I, Patriarch of House Roza and ruler of the Island of Cahir. I was most displeased when I heard of your latest missive. For decades my House has lived happily away from Almaris and Braevos, tending to our own lands and seeking no problem with those of the mainland. We blatantly ignored your claims to our titles for we thought that it was nothing but ignorant pretenders who had little involvement in the history of said titles.
In your latest missive, you proclaimed that you would enter an offensive military alliance against, in your own words, “any false pretenders that hail from the bloodline of Oisin O’Breathnach Roza.” This is a laughable bluff at best and, at worst, a suicidal threat. It also goes to prove that you who claim to be “Canonists” have little knowledge of Rozanian history in the first place. I do not have the time to use this missive to reeducate you in Rozanian history, so allow me to come to my intended point.
I, Szymon I, King of Cahir and Rozania, issue a formal declaration of war upon the Alliance of Arms for their slandering of the Royal House of Roza, their persistent pretending of titles, and claiming illegitimate authority over the conditions said titles are given out. None of you have any right to the Rozanian title, for not a drop of Royal blood seeps through your veins. I declare all of you pretenders, and proclaim that your lives are forfeit. There shall be no further negotiations, only War. I shall sail my army from Cahir unto the southern coast to do battle with any forces who seek to materialize against me.
Should you wish to spare yourselves, forfeit your claim to titles which do not belong to you. Even so, I am not a man without mercy. I do not come to conquer, only to make you understand that you do not have the authority to dictate titles which are not yours. You shall be sufficiently humiliated, your armies will be scattered, and you shall each be left with scars to show what defiance against the inevitable brings.

(Mod intervention is not requested or necessary. This is a laid-back skirmish that I and the leaders of the Alliance of Arms are organizing to give the server some RP. Big thanks to @MisterBlitzkrieg and @Harfleur for allowing me to schedule a fun little last hurrah for the Oisinites. Warclaim format was used because I thought it looked cool. In essence, we're just guys gathering up for a skirm because we want clicks.)

A man read the missive with great interest, then nodding his head in agreement. "Coalition the Ferrymen, for they are the Imperialists." The man stated simply, knowing full well that such a statement will soon have him cleaved in half by a Ferrymen at the least.

A HAVERLOCK’S FLAME
Louis Owyn Haverlock camping within the Mountains of Aaun
The old Count of Talentine had many regrets in his mind. The chapters of his life replayed in his head many nights over and over again, demanding that Louis never live them down. It brought down Louis’ ability to effectively lead his House or be part of the Regency council, and so he sought out a way to clear his mind of the rough storms that swirled in his brain.
Often the Count would set out in the later hours of the day and find a quiet place to make camp and lay his head. He would find solace in the stars and comfort in the moonlight, and at last Louis felt as if he had found his path to mental clarity. Finally, he could allow himself to enjoy the present rather than reminisce about the past.
This night was no different. After briefly speaking with his old friend Heinrich, Louis gave charge of the House to his eldest son Ser Leopold and left the house with his camping items. Louis trekked for some miles before arriving at the plateau of a mountain near Whitespire, the cold Autumn air filling his lungs and granting him relief as he placed down his belongings and struck up a fire.
After his usual stargazing and having a quick dinner consisting of rabbit meat, Louis set up his tent and allowed himself to lay within it. Louis allowed the fire to continue as it allowed him to keep warm in the cold Autumn nights. Louis finally let his guard drop, and the Count began to rest within his tent.
Yet, it would be the allowance of the Fire to continue that would be the Count’s undoing. A small ember, no larger than an ant, fluttered its way over to Louis’ tent as it was carried by the wind. Suddenly the wool caught aflame and fire began to roar around the startled Louis. The old man, too tired and slow to escape the flame, felt the tent begin to lose its hold and collapse around him.
Smoke rose from the distance, visible from Whitespire itself. The grass, bush, and even some trees caught alight and burned in the mountains near the capital. A simple mistake had been made, and it was a simple mistake that cost the Count everything.
In the morning, the Whitespire city guard found a corpse burnt beyond recognition near the campfire. With no other sign of Louis anywhere, it was assumed that the Count had been unable to escape the flame and as a result had perished in the fire. The corpse would be returned to the Haverlock family thereafter, with his son and heir Ser Leopold taking up his Father’s titles.

Honestly, the state of the server means that nothing can really be free when it comes to establishing something on your own. I also feel that it's rather fair for there to be a mina cost - Nations and Lairs have to pay to be placed, why should Nomads not? I'm not a fierce advocate for them paying mina (Hence the relatively low number), but it would make it at least a little fair to those who are settled. (I agree that Nomads should have at least 3 weeks or so, 2 weeks was just a starting point)
I respectfully disagree with your opinion. There is (irl) historical precedence for Nomads to be able to join wars, ranging from nomads being hired as mercenaries to being promised some sort of gain. There are many reasons why Nomads would be able to join a War, and so I don't see why they shouldn't be allowed to at all.
As for not needing a warclaim if Nomads settle on your tile, I again disagree. Yes you could burn down their camp, but would Nomads really just let you burn down their camp without a fight? Ok, some might, but there are others who would say "Hell no" and want to stand and fight. Giving a Warclaim as a possibility enables the Nomads to at least try to defend their camp in the region rather than just getting an eviction notice. Also again, (irl) historical precedent. Would a Nomad group just go away if you handed them an eviction notice? Nine times out of Ten, no. Armies had to be mobilized to push them out of the region. I respect your opinion on this, but I do disagree for the reasons I have stated.
