NLs should be under a PK clause if they die due to RP. I think that, similar to Heists, there should be a system for assassination where the would-be assassins also are under a PK clause for the duration of their mission. Thoughts?

This sounds like a lot of work to force a PK clause on a player just because they hold a job. Would the same apply to that NL's Council? Consort? What about vassal leads? The Heir that's going to take over?
It doesn't make any sense to punish people for being NLs with arbitrary PK clauses. The system would be exploited because - why not? it's a free ticket to get rid of the other guy on the other side, RP be damned - and the fact it relies solely upon mods to uphold its integrity.
Also, as recently shown - what is "Due to RP" referring to? Captives can be held up to two hours - three if they're a "important government figure" - if they're RP'd at, though I've never heard of a good example of captive RP that isn't a minimal emote every so often to push the timer out, followed by a execution at the end of the timer.

Does there exist any manner of lore for MA/CAs that's basically "We allow the ST to sometimes just mess with our blorpos (Characters) for the fun of it at any time without reasoning"?
Like the equivalent of Prophesy posts in a way, but perhaps with some tangible effects added on it.

Yes, actually! Veil Watchers have two sets of abilities that would fall under that description. One that notifies them of any disturbances to the Veil be it the opening of closing of tears - traditionally a Player Group thing - and "Major Voidal Events" which is wholly in the realm of ST Discretion.
Otherwise, through Communication, Greater Horrors are capable of inflicting visions onto Veil-Watchers at any distance - Lesser Horrors can do the same, but require physical contact with the Watcher's head. In addition, a Veil-Watcher can reach outward to attempt to commune with a Horror, though they are not obligated by any means to respond as such is a ST Interaction. Werewolf's current eventline has essentially functioned around the Communication ability, as the Horror rudely skype-calls every Veil Watcher every so often.
Given the nature of Voidal Horrors, this is the first time I've ever seen this ability used and I thoroughly enjoy it - Communication is the source of a Veil Watchers mental anguish, as Horrors in general tend to inflict hallucinations upon their mind for their own enjoyment, and the induced discomfort it causes. To me it's a neat bit of lore that provides a passive effect on my character, with room for at literally any time a ST to decide a Greater Horror would like to do some trolling.

Kind of hate how long magics take to learn - it kind of de-incentivises mages being any race that don't have ridiculously long lifespans, or forcing them to find some way to extend their lifespan (Tawkin, Machine Spirits etc). Also I am very impatient sooo. . . take this how you will.

what about making a rule stating that people cannot recruit pvpers from other servers during wartime in an attempt to to win wars
-
This feels relatively easy to enforce - if you join during wartime, you aren’t allowed to participate in that war. Don’t think it needs to be overcomplicated.
A argument could be made to say it detracts from the new player experience but wars ignore pretty much every bit of lore/magic in the server for the sake of clicks - there’s always going to be another war, maybe new players can take the time to explore the lore instead of immediately becoming a faction player.

qotd: what's your character's primary weapon when faced with combat? does it have any sentimental significance, or is it simply convenient to have? it could be a magic, transformation, animal companion, weapon, etc

Prior to becoming a mage, my character used a greatsword that was as large as he was. Even though he was 5'4 the sword was a gift from a king that passed, so he held onto it out of respect and a desire to make use of the gift.
Post-maging, he had to give up the greatsword. Now he either uses magic, his fists, or a scalpel - tool of the trade for a doctor - if he has to fight. He's still not the strongest and arguably throwing a punch hurts him more then whatever he hits, but if hes angry enough he'll do it to make a point of it.

qotd: what's your character's favorite weather, and why? what kind of feelings does it inspire? nostalgia? memories? etc?

A clear night sky. Haus practically grew up reading under the moonlight, and gazing up at the stars when there wasn't enough to continue reading. It's been a constant in the chaos of life - always there, always the same, giving him a time where he could just relax. The Mori invasion was quite a disruptive event to him as the Night Sky vanishing, as it took that time from him.
Otherwise, the rain. It's a soothing sound and feeling, as long as your out of the mud and your belongings have a waterproof cover. He's been under a bit since he started wandering place to place, so he learned to enjoy it.
