With the Imperial border stretching further than ever before the Empire of Man is in need for more infrastructure, organization and maintenance.  His Imperial Majesty Emperor Augustus I of House Horen guided by wisdom and the grace of GOD does see it fit to establish the Imperial Ministry of the Interior. The powers that the CROWN and GOD bestow upon him does endow this Ministry with the oversight and authority in the domestic upkeep and betterment of the Empire of Man.

This Ministry is built in the footsteps of past Emperors who have erected a strong and efficient Imperial Administration. The Imperial Ministry of the Interior shall be responsible for all domestic matters concerning infrastructure, taxation, trade, agriculture, stockpiles, mining, and other necessities that the Empire of Man relies on to function.

Duties:

1. To upkeep, better and establish infrastructure in the Empire

2. To organize, collect and maintain taxes and the Imperial Coffers

3. To organize and harvest produce, meats, and other agricultural goods

4. To organize, upkeep and establish mining facilities

5. To establish trade within the Empire of Man

6. To collect, record and keep note of the Imperial Census and his Imperial Majesty’s subjects

7. To maintain domestic affairs within the Empire

8. To manage the Capital and the Crownlands

The Minister of the Interior

His Excellency, the Minister of the Interior is the primary figurehead for the Ministry of the Interior. He is responsible for its operation, upkeep and betterment. He is to sit on the Emperors Privy and advise Him on all matters domestic.

The Deputy Minister of the Interior

The Right Honorable Deputy Minister of the Interior is the second in charge for the Ministry of the Interior. He is to act as the subordinate to the Minister of the Interior. He is to aid and advise the Minister of the Interior.

Duties to include:

Ensuring the smooth operation of the Ministry

Assisting the Minister of the Interior

Collecting reports from Department Heads

Furthering the directives of the Ministry of the Interior

The Department of the Treasury

This department is to keep account, collect and maintain the tax collection within the bounds of the Empire of Man. It is to further maintain his Imperial Majesty’s treasury, set tax policy and influence commerce.

Secretary of the Treasury

The Right Honorable Secretary of the Treasury is the department head for the Department of Taxation. He is to keep track of taxes and to be the primary source of advisement to the Minister of the Interior on all matters fiscal.

Duties to include:

Maintaining tax records

Advising the Minister of the Interior

To employ tax collectors

To maintain and upkeep commerce within the Empire

An Imperial Roadway

The Department of Infrastructure & Architecture  

To better develop and upkeep the infrastructure, buildings and monuments in the Empire of Man His Imperial Majesty does see it fit to establish the Department of Infrastructure and Architecture within the Ministry of the Interior.

Chief of Infrastructure & Architecture

The Right Honorable Chief of Infrastructure and Architecture is to be tasked with oversight over his respective department. He is to design, develop and maintain buildings, roads, bridges, tunnels, gateways et. cetera within the Empire of Man.

Duties to include:

Employment of builders

Upkeep, design and betterment of roads

Design and building of monuments

Design and upkeep of official buildings

The Work of a Serf

The Department of Agriculture & Mining

The Department of Agriculture & Mining is to oversee the farming, production of produce and means, mining et cetera of the Empire of Man. The Department is to employ farmers and miners within the Empire. Ensuring that the fields are harvested and the mines are worked.

Chief of Agriculture & Mining

The Right Honorable Chief of Agriculture & Mining is to oversee the department. Ensuring that there are farmers and miners maintaining the fields and mines. He is to establish, upkeep, design and so forth the agricultural and mineral apparatus of the Empire of Man. Further he is to maintain a stockpile of gathered resources.

Duties to include:

The employment and management of farmers & miners

The stockpiling of resources

The continued harvesting & collecting of goods

Advising the Minister of the Interior

The Department of the Auditor-General

The Department of the Auditor-General is responsible for the ledgers, census’ and all matters data related to the Empire of Man. Further, the Department of the Auditor-General acts to investigate and root out inefficiency and corruption within the government of the Empire of Man.

The Right Honorable Auditor-General is the chief statistician in the Empire. He directly manages the ledgers, census, record keeping and manpower within the Empire of Man. He is to appoint and dictate Auditors who assist him in his duties.

The Department of Stewards is responsible for the daily upkeep of the Capital of the Empire of Man. They are to sell homes, aid townsfolk, aid in collection of taxes, maintain the beauty of the capital et cetera.

The Right Honorable Head Steward is to ensure the upkeep and management of the Capital through the employment of stewards. He is to ensure that the Capital remains a bustling metropolis.

Decadence and the inevitable decline it brings have sunk into the heart of the Empire. Thus, we must recall the values and traditions which created the Unity which Man has enjoyed. We must look back to the saged wisdom of our ancestors and their beliefs. This party is a rejection of the decay of societal norms and it is a rejection of the decay of our shared culture. We shall henceforth strive for the promotion of the soldiery and gentry within the Empire. We shall uphold Canonism which has been a guiding light for hundreds of years. We are for GOD, we are for the CROWN, and we are for HUMANITY.

BROTHERS AND THEIR FEUDS

From the Office of the Archchancellor

It is apparent to the Crown that over the past saints days the Duchies of Curon and Adria have failed to see the unity which GOD and Emperor Aurelius ushered into the Empire of Man. Sloth shall be stamped out, decadence shall be combatted. Like siblings who argue incessantly with their parents, it is apparent now more than ever that there is only one course of action.

It is with this in mind that His Imperial Majesty Emperor Augustus I of House Horen, whom we may all consider the Father of our Empire, that the feuding brothers shall meet on open field to put an end to their strife.

It is of the utmost importance to note that this is not a condoning of hostilities outside of this Field. This is not an allowance of raids, going to one another's Lands to harass each other or anything in relation to the aforementioned actions.

In one saints week (SUNDAY Feb 3rd , 3pm EST), the levies of the Duchy of Curon and Adria shall meet on the field.

We are the Empire of Man. Man has come together in order to defend against outside powers, those with mal-intent and those who purposefully break the Laws of GOD and Man. Therefore, there shall be no use of mercenaries, bandits and or foreign influences. This is a matter that has occurred between Brothers and shall be settled between Brothers. Any failure to meet His Imperial Majesty Emperor Augustus I of House Horen’s demand shall be met with swift and immediate action.  If either party sought aggression or decided to act hostile towards one another, then it is expected that they have the strength and ability from within to back up these hostilities.

The reliance or need for mercenaries, those not sworn to the Emperor, those who are sworn to outside powers or otherwise is an offense of the highest degree. Those who write of sloth or decadence should have no reliance or need for these outside efforts. It only goes to show hypocrisy, their own sloth and ill-preparations.

After the skirmish the feud shall put to rest and the losing Party will give up a relative to the Duke for marriage to the winning Party.

So His Imperial Majesty Emperor Augustus I of House Horen declares, and it is in his wisdom and grace given to the Crown from GOD that the Empire of Man shall be stronger and more productive than before.

PEACE AND DECAY

From the Office of the Archchancellor

The recent turmoil between the Duchies of Curon and Adria have brought a profound realization upon the Crown. Since the unity and peace brought to Man by Emperor Aurelius I of House Horen, we have enjoyed splendor and a great increase in our wealth, both in knowledge and coin. But as all Peace and fruitful gain bring, we have become the home of decadence. The Crown’s vassals who now enjoy the Empire have grown slothful, their bellies fat and their populace demotivated. Decadence is the decay of our Society.

The Crown neither looks favorably upon the disingenuous behavior between its Vassals nor the brewing conflict between them. Peace may breed decadence and a loss of respect to the ties which bind one another together and to the Crown. But War between Brothers shall only lead to drawn out conflicts for the decades to come.

Therefore, in this realization, His Imperial Majesty Augustus I of House Horen guided in grace and wisdom does see it fit to end the Weregild. Henceforth, any aggression levied upon vassals from vassals shall be met with a swift and immediate punishment. In these trying times, we must recall that Man must have order to strive to be with GOD.

Further, with the Grace and Wisdom of his Imperial Majesty Augustus I, the Duke Wilhelm of Curon, Duke Ratibor of Adria, their respective Marshals and Chancellors are summoned to the Capital of Man. The Virtue of Poverty and the State

It is either known or is becoming known that I, Mister Edward Henry Morris lack great financial means and material possessions. I in fact only recently moved into a home. Previously I lived in a small room of the Carolustdat Tavern. Further I must contend that I only moved into a home to accommodate for a Family to which I am Patriarch of and it is my duty to them as such to provide the means of living more comfortably.

It would appear then to be an odd relation between my duty as the Archchancellor and my financial misgivings. To many it is thought that the Archchancellor should be a man of great financial means, a Man who cares for his ledger like he cares for his Wife. But I, a Commoner who has ascended to the position through merit which is very telling of our contemporary State has very little wealth.

Despite the sneers of the Aristocrats and Burghers I in fact prefer the lifestyle of little. Without the satisfaction of accruing it is my drive of love and devotion to the Empire and Her people that brings me satisfaction. Thus I am ever content in laboring for the State. I am pleased to reside in a lifestyle in which my ultimate satisfaction is found in the benefit of State. Much like a Priest who casts out wealth and titles to find a closeness to GOD. I am able to a similar closeness to GOD and His Creation.

I am thus a Man who is not easily corrupted by bribery, having no real pleasure in Wealth. Further I am a Man who shall labor for the State and GOD as it is ultimately the just and virtuous thing to do; not because I know I shall be given a great monetary sum or other reward for doing so. I cast off the personal gain and fruit for the Fruit of the Empire, for the Gain of the Empire.

Thus I remain steadfast in my life and philosophy. I do not mind the jeers and jests to which I am the butt of. For I know that I am a man whose beliefs are virtuous and in closeness to GOD. And I know that for my virtues, those who make jest of my life shall benefit. We must reject decadence which leads to the decay of Man. We must reject monetary and materialist corruption which brings us away from GOD and State. To benefit even those, who are in fact my fellow Man, I gain a satisfaction in my Duty.

TO THE REFUGEES OF ROSEYNR, 

It is no easy task to leave your home and people. It is no easy task to leave after having come to these lands in pursuit of a better life. In escaping the faltering of Roseynr and it’s subsequent turmoil many of you have left behind personal belongings, heirlooms, and other valuables. Those who leave Roseynr are akin to Man in past centuries. We too have been forced to leave behind our way of life be it Continental Disaster, War or otherwise.

Therefore, in the grace and good wisdom that befits the sovereign of the Empire of Man, His Imperial Majesty Augustus I does cordially request that the refugees of the Roseynr Disaster attend Imperial Court in the coming days.

His Imperial Majesty yearns to come to the aid of those who escaped tragedy in Roseynr. He shall accommodate those who come to the Empire of Man with protection, wealth and a new life. Those who come and present themselves before His Imperial Majesty shall be housed and taken into the serene protection of the Empire of Man.

With the recent formation of the area known as Roseynr, the territory remains distant from Her fellow Man. It is with this distant behavior and frigid relations with the Empire of  Man that His Imperial Majesty, Augustus I of House Horen in His grace and guidance does see it fit to formally summon the overseers of this land to His Imperial Court in Carolustadt.

It would behoove the overseers of Roseynr to recognize the mutual benefit of His Imperial Majesty’s serene oversight. With this recognition and subsequent unification, we as Men continue the critical processes in securing fruitful economic gain and military protections of Humanity in this trying world. The Emperor protects all humans from wanton aggression of externalities.

We as Men are to recognize the importance of  our Brothers to be unified in a single State Apparatus. In looking towards this Unity do we, MAN, protect against those who would betray and kill MAN as Krug cut down HOREN. Though Man makes the willful flight of Continents due to powers out of our understanding, we remain steadfast in the unity of Man. The DIVINE MANDATE of GOD is henceforth one of the Unity of Man. And though we once came to Atlas as explorers and refugees, much like those of Roseynr, this Heavenly guidance remains. Therefore, it is expected that Louis II shall be in His Imperial Majesty’s Court in the following Saints week.

The Imperial Household formally invites all to witness the Grand Imperial Tourney hosted at the capital, Carolustadt, by the grace of his excellency, Archchancellor Edward H. Morris and Ser Stefan Morovic. The event is to be held on the first day of the Saint’s Week’s end. This tourney will host competition upon the horse, and by the sword. In hopes to have a healthier and more honorable way at this conflict. The tourney ground will be heavily guarded by the Imperial Legion, and a retinue of the Emperor’s chosen.

The ancient Johannian sport between those of high birth is to practiced in the Empire once more, by the will of his Imperial Majesty’s court. A tradition once held precious which must be revived upon the honour of those who came before. Participants must provide their own equipment and supply if they wish to compete in the lists. They must provide sufficiently, horse, and protection. The Lance provided by the state upon entry into the lists. Awarded to the Champion of the Horse is a Crown of Thorn, with which they will bestow a lady of their choosing as Queen of Love and Beauty. A significant purse will also be rewarded. Patent of Nobility must be provided to the Imperial Commission, namely, proof of nobility must be provided.

The Melee is by tradition, between men of any birth or status. Duels between participants will be compete of both the common folk and nobility alike. Death his discouraged, and if indulged, offenders will be blackmarked or executed. Each bout runs to first blood, or surrender. The winner of the melee is named Champion of the Sword, and is granted a champion’s purse.

EXORDIUM ON IMPERIAL AUTHORITY

The Carolinian Excerpt Upon the Nature of Imperial Authority

It is the crown of piety that adorns the Emperor above all other ornaments of kingship. Wealth vanishes; glory perishes, but the gift of God-given government is eternal, and it sets its possessors beyond the reach of oblivion.

By the hand of Holy Pontiffs,  the Emperor is bestowed a dignity beyond allhonors, for it is a dignity bestowed by God. His soul is rendered pure upon ascent and thenceforth reflects the state of his dominions; if sallow be his domain, his spirit languishes in its equal. He weighs the sins of man, and is thus burdened to toil towards a realm kin to the heavens.

By the nature of his body,  the Emperor is alike to other men--but by his authority, he is above all others, and no man can claim greater jurisdiction.  The Imperial Office is that of the Lord’s viceregent in this world, and is wholly unbound by common or temporal law. He is inalienable and indomitable, as he must be so as to govern justly and fairly.

In receiving this dignity, the Emperor is compelled to emulate He who granted it, for though all men serve him, he is servant to God. Earthly pomp degrades the majesty of his office, as do wickedness and laxity. To afford wisdom and mercy akin to the Lord’s is the Emperor’s greatest faculty; he is credited greater capacity than any other to work justice.

Yet no man is his judge, and God his only confessor.  The Emperor is eminent in all things; he is above the sun that retreats before darkness, and the seas which accede to the ravings of the stars.  He is greater than the winds which toss without abandon, and the earth that lays indolent still despite calamity. The Emperor is Man manifest: successor to its prophets and master to the world, the sovereign of all humanity who provides that esteemed folk with just governance.

THE TEN TABLES

1. On Defining the Tables

   1. The activity of the Ten Tables is to elucidate our wishes for the dispensation of justice within our realm. At our charge, its precepts are enacted, and in our absence, they shall service the state in contending against iniquity. We thus commit our servants to see to its righteous execution, in accordance with the three principles of law: to live virtuously, to trespass no one, and to give each his due.

   2. Thus we adjudge all crime as injury against the well being of one of seven parties, each the subject of an equal number of proceeding Tables: the individual, property, the state, the faith, the public morality, the public order, and the imperial office. Proximately, the ninth table concerns inchoate offenses, and the tenth legal defenses for mitigation of punishment.

   3. Of the offenses enumerated herein, with the exception of those intolerable crimes classed as high treason, each is classified according to its degree, of which there exist three, and upon which culpability and just punishment shall be evaluated. The applicable sanction for each crime and degree of injury are recorded within the table the crime is located. These degrees are:

      1. The third degree offense, of the least severity.

      2. The second degree offense, of middling severity.

      3. The first degree offense, of the greatest severity.

   4. Of the offenses enumerated herein, each is assigned specific punishment according to its severity, of which that exists four, and which the plaintiff evaluates and chooses the appropriate sentence. The applicable sanction for each crime is recorded within the table the crime is located. The assigned classes of punishments are:

      1. Infractions, of least severity, include the appropriated sentences: monetary fine up to two thousand mina, confinement to prison for up to two annum, designated service to state or faith for up to five annum, removal of up to two fingers to the second knuckle, removal of up to two teeth, removal of up to two toes of the same foot, removal of one quarter-inch of the  ears if elven, partial removal of a tusk if orcish, removal of the beard if dwarven, removal of one inch of the tail if feline, or branding by hot iron on the chest or buttocks.

      2. Misdemeanors, of middling severity, include the appropriated sentences: monetary fine up to fifteen thousand mina, confinement to prison for up to ten annum, designated service to state or faith for up to twenty annum, removal of up to five fingers to the third knuckle, removal of up to four teeth, removal of one eye, removal of up to five toes on different feet, removal of one entire ear if elven, removal of one tusk if orcish, removal of the beard if dwarven, removal of up to three inches of the tail if feline, or branding by hot iron on a limb, chest or buttocks.

      3. Felonies, of great severity, include the appropriated sentences: monetary fine up to fifty thousand mina, confinement to prison for up to lifetime, designated service to state or faith up to lifetime, removal of up to an entire hand, removal of the entire bottom jaw, removal of both eyes, removal of the penis if male, removal of an entire foot, removal of both ears if elven, removal of both tusks if orcish, removal of the beard is dwarven, removal of the tail if feline, branding by hot iron on a limb, chest, buttocks, or face, execution by hanging, or execution by beheading.

      4. Treason, of intolerable severity, includes the appropriated sentences: execution by hanging, execution by beheading, execution by scalding tar, execution by scalding milk, execution by scalding water, execution by drowning, execution by burning stake, execution by flaying, execution by impaling, execution by brain wracking, execution by arbalest, crossbow, ballista, or other projectiles, execution by horse or oxen trampling, or execution by leeches. Customarily, the sentenced is dragged by horse on a wooden skid to the site of their execution.

   5. Where the victim of an injury is legally entitled to a trial, he may elect for a trial of civil remedy or criminal indictment. If he elects for a trial of civil remedy, it is the judge's duty to prescribe a financial penalty to allay the damage done. If he chooses a trial of criminal indictment, it is the judge’s duty to prescribe the harshest possible punishment upon the offender. Within each table, the method of selecting a trial’s plaintiff is defined.

2. Injury against the Person

   1. Battery

      1. Where an individual intentionally commits upon another an act of violence which brings about no incapacitation or lasting injury, this shall be battery of the third degree, a misdemeanor.

      2. Where an individual intentionally commits upon another an act of violence which brings about lasting but not permanent injury, incapacitates for any length of time, or utilizes a dangerous weapon, this shall be battery of the second degree, a felony.

      3. Where an individual intentionally commits upon another an act of violence which brings about permanent injury, this shall be battery of the first degree, a felony.

   2. Murder

      1. Where an individual intentionally commits such an an act of violence upon another which brings about their death, with no premeditation of the act and under such circumstances as a reasonable person would be incited to fatal violence, this shall be murder of the third degree, a felony.

      2. Where an individual intentionally commits such an act of violence upon another which brings about their death, with no premeditation, this shall be a murder of the second degree, a felony.

      3. Where an individual intentionally and with premeditation causes the death of another, this shall be murder of the first degree, a felony.

   3. Manslaughter

      1. Where an individual unintentionally but negligently commits such an act that brings about the death of another, this shall be manslaughter, a misdemeanor.

   4. Mutilation

      1. Where an individual intentionally or negligently commits such an act as to bring about the superficial disfigurement of another, or the removal of a single digit, this shall be mutilation in the third degree, a misdemeanor.

      2. Where an individual intentionally or negligently commits such an act as to bring about the crippling disfigurement of another, or the removal of multiple digits, this shall be mutilation in the second degree, a felony.

      3. Where an individual intentionally or negligently commits such an act as to bring about the dismemberment of another, the destruction of an eye, castration, or other irreparable loss of an appendage or organ, this shall be mutilation in the first degree, a felony.

   5. Torture

      1. Where an individual, who is a not an official of the law, intentionally commits an act of violence which brings lasting or permanent injury with the purpose of gaining information from the inflicted individual, this shall be torture in the second degree, a felony.

      2. Where an individual intentionally commits an act of violence which brings incapacitating injury or mutilation of either second or first degree with the purpose of gaining information from the inflicted individual, this shall be torture in the first degree, a felony.

   6. Kidnapping

      1. Where an individual intentionally abducts, restrains, or confines another individual against their will without physical harm, sexual violation, or endangerment of the victim, this shall be kidnapping in the second degree, a misdemeanor.

      2. Where an individual intentionally abducts, restrains, or confines another individual against their will, and in the course of this brings about physical harm, sexual violation, or endangerment of the victim, this shall be kidnapping in the first degree, a felony.

   7. Defamation

      1. Where an individual knowingly disseminates false information about an individual, without intent to harm the reputation of that individual, this shall be defamation in the third degree, an infraction.

      2. Where an individual knowingly disseminates false information about an individual, with intent to harm the reputation of that individual, this shall be defamation in the second degree, an infraction.

      3. Where an individual knowingly disseminates false information about an individual, with intent to harm the reputation of that individual, in a public space or by distribution of printed materials, this shall be defamation in the first degree, a misdemeanor.

   8. Impersonation

      1. Where an individual intentionally assumes the identity of another individual for any purpose except the carrying out of high treason, this shall be impersonation in the second degree, an infraction.

      2. Where an individual intentionally assumes the identity of another individual in order to carry out high treason, this shall be impersonation in the first degree, a felony.

3. Injury against Property

   1. Theft

      1. Where an individual intentionally deprives another of moveable property without the consent of its owner, and this property totals up to two hundred minas in value, this shall be theft in the third degree, an infraction.

      2. Where an individual intentionally deprives another of moveable property without the consent of its owner, and this property totals greater than two hundred but not less than one thousand five hundred minas in value, this shall be theft in the second degree, a misdemeanor.

      3. Where an individual intentionally deprives another of moveable property without the consent of its owner, and this property totals greater than one thousand five hundred minas in value, this shall be theft in the first degree, a felony.

   2. Burglary

      1. Where an individual unlawfully enters a property with intent to commit a nonviolent crime, this shall be burglary in the second degree, an infraction.

      2. Where an individual unlawfully enters a property with intent to commit a violent crime, this shall be burglary in the first degree, a misdemeanor.

   3. Robbery

      1. Where an individual intentionally deprives an owner of his moveable property through violence or threat of violence, and this property totals up to one hundred fifty minas in value, this shall be robbery in the third degree, an infraction.

      2. Where an individual intentionally deprives an owner of his moveable property through violence or threat of violence, and this property totals greater than one hundred fifty but not less than one thousand minas in value, this shall be robbery in the second degree, a misdemeanor.

      3. Where an individual intentionally deprives an owner of his moveable property through violence or threat of violence, and this property totals greater than one thousand minas in value, this shall be robbery in the first degree, a felony.

   4. Vandalism

      1. Where an individual intentionally or negligently damages or defaces the property of another, and this damage totals up to one hundred fifty minas in value, this shall be vandalism in the third degree, an infraction.

      2. Where an individual intentionally or negligently damages or defaces the property of another, and this damage totals greater than one hundred fifty but not less than three thousand minas in value, this shall be vandalism in the second degree, a misdemeanor.

      3. Where an individual intentionally or negligently damages or defaces the property of another, and this damage totals greater than three thousand minas in value, this shall be vandalism in the first degree, a felony.

   5. Arson

      1. Where an individual intentionally or negligently damages or defaces the property of another through fire, and this damage totals up to two hundred minas in value, this shall be arson in the third degree, an infraction.

      2. Where an individual intentionally or negligently damages or defaces the property of another through fire, and this damage totals greater than two hundred but not less than four thousand minas in value, this shall be arson in the second degree, a misdemeanor.

      3. Where an individual intentionally or negligently damages or defaces the property of another through fire, and this damage totals greater than four thousand minas in value, this shall be arson in the first degree, a felony.

   6. Fraud

      1. Where an individual intentionally or negligently fails to abide by the terms of a written or verbal contract, misleads regarding its terms, or provides insufficient consideration for its completion, and this damage totals greater than one hundred but not less than one thousand minas in value, this shall be fraud in the third degree, a misdemeanor.

      2. Where an individual intentionally or negligently fails to abide by the terms of a written or verbal contract, misleads regarding its terms, or provides insufficient consideration for its completion, to the detriment of another, and this detriment totals up to five thousand minas in value, this shall be fraud in the second degree, a misdemeanor.

      3. Where an individual intentionally or negligently fails to abide by the terms of a written or verbal contract, misleads regarding its terms, or provides insufficient consideration for its completion, to the detriment of another, and this damage totals greater than ten thousand minas in value, this shall be fraud in the first degree, a felony.

   7. Trespassing

      1. Where an individual intentionally enters the property of another which a reasonable person would consider to be restricted, this shall be trespassing, a misdemeanor.

   8. Poaching

      1. Where an individual intentionally or negligently hunts a beast or bird within the borders of a reserved wood, and the value of of these creatures totals up to five hundred minas in value, this shall be poaching in the second degree, a misdemeanor.

      2. Where an individual intentionally or negligently hunts a beast or bird within the borders of a reserved wood, and the value of these creatures exceeds five hundred minas in value, this shall be poaching in the first degree, a felony.

4. Injury against the State

   1. Treason

      1. Where an individual knowingly carries out an act of criminal insubordination  or disloyalty intended to subvert the authority of an agent of the state, or commits such an action with intention to harm the state, this shall be treason in the second degree or petty treason, a felony.

      2. Where an individual knowingly aids or abets enemies of the state, participates in armed conflict or espionage against the state, attempts or conspires to the usurpation of the government, or attempts or conspires to murder a member of the imperial government, this shall be treason in the first degree or high treason, punishable only by execution as listed.

   2. Sedition

      1. Where an individual intentionally commits conduct or speech inciting people to rebel against the authority of a state or Emperor, this shall be the crime of sedition, a felony.

   3. Contraband

      1. Where an individual knowingly possesses illegal substances, literature, or items, this shall be the crime of possession of contraband in the third degree, a misdemeanor.

      2. Where an individual knowingly sells, markets, purchases, or transfers ownership of illegal substances, literature, or items,  this shall be the crime of possession of contraband in the second degree, a felony.

      3. Where an individual knowingly manufactures illegal substances, literature, or items, this shall be the crime of possession of contraband in the first degree, a felony.

   4. Obstruction

      1. Where an individual interferes with, obstructs the progress of, or otherwise hinders government officials and prosecutors during the apprehension or investigation of a criminal or criminal activity, this shall be the crime of obstruction, a felony.

   5. Tax Evasion

      1. Where an individual fails to render full payment in a timely manner for a lawfully enacted metropolitan, baronial, comital, or civil tax, this shall be the crime of tax evasion in the third degree, a misdemeanor.

      2. Where an individual fails to render full payment in a timely manner for a lawfully enacted imperial, principial, archducal, ducal, or gubernatorial tax, this shall be the crime of tax evasion in the second degree, a felony.

      3. Where an individual fails to render full payment in a timely manner for a lawfully enacted wartime tax or mandatory tithe, this shall be the crime of tax evasion in the first degree, a felony.

   6. Absconding

      1. Where an individual fails or intentionally avoids surrendering oneself to the custody of Imperial officials at the appropriate time, this shall be the crime of absconding, a felony, and in the case of the awaiting of trial immediately confirms guilt, dismissing the need for lawful hearing.

   7. Bribery

      1. Where an individual persuades another, to act dishonestly or otherwise, with the gift of money or other inducement, this shall be the crime of bribery, an infraction.

   8. Extortion

      1. Where an individual intentionally threatens another individual for obtaining money, titles, or other benefits for oneself, this shall be the crime of extortion, an infraction.

   9. Perjury

      1. Where an individual intentionally misleads, deceives, or withholds pertinent information from an interrogating agent of the law, this shall be perjury in the third degree, a misdemeanor.

      2. Where an individual intentionally misleads, deceives, or withholds pertinent information from an interrogating agent of the law during the course of a criminal or civil trial, this shall be perjury in the second degree, a felony.

      3. Where an individual intentionally misleads, deceives, or withholds pertinent information from an interrogating agent of the law during the course of a trial of high treason, this shall be perjury in the first degree, charged with the punishment of treason.

   10. Impersonating an Agent of the State

       1. Where an individual intentionally assumes the identity of a government official or noble lord, this shall be the crime of impersonation of an agent of state, a felony.

5. Injury against the Faith

   1. Blasphemy

      1. Where an individual intentionally speaks sacrilegiously or in contrary to the teachings or dogma of God or the heavens, this shall be the crime of blasphemy, a felony.

   2. Apostasy

      1. Where an individual intentionally abandons or renunciates the teachings or dogma of God or the heavens, this shall be the crime of apostasy, a felony.

   3. Heresy

      1. Where an individual intentionally believes or partakes in false teachings or dogma of God or the heavens, this shall be the crime of heresy, a felony.

   4. Atheism

      1. Where an individual intentionally rejects the existence of God or the heavens, this shall be the crime of atheism, a felony.

   5. Evangelization of False Faiths

      1. Where an individual intentionally spreads and converts other individuals to the belief of a faith in contrary to that the Canonist faith, this shall be the crime of evangelization of false faiths, a felony.

   6. Evangelization of Heresy

      1. Where an individual intentionally spreads the false belief of unorthodox and untrue dogma or teachings to other individuals, this shall be the crime of evangelization of heresy or false doctrines, a felony.

   7. Devilry

      1. Where an individual intentionally and actively participates in the worship of demons and devils, evangelizes the worship of demons and devils, or encourages the growth of devilic cults, this shall be the crime of devilry, a felony.

6. Injury against Morality

   1. Indecency

      1. Where an individual intentionally and deliberately dresses in an immoral or obscene fashion, usually in a sexual manner, this shall be the crime of indecency, an infraction.

   2. Gambling

      1. Where an individual intentionally partakes in unsanctioned betting in games or events, usually for the reward of money or property, this shall be the crime of gambling, an infraction.

   3. Deviancy

      1. Where an individual intentionally acts in unusual or accepted standards, especially in social or political behavior, this shall be the crime of deviancy, an infraction.

   4. Witchcraft

      1. Where an individual intentionally partakes and practices the dark arts, such as blood magic, or other sacrilegious activities, this shall be the crime of witchcraft, a felony.

   5. Fornication

      1. Where an unmarried individual intentionally fornicates another individual in a public or private location, this shall be the crime of fornication, a felony.

   6. Adultery

      1. Where a married individual intentionally fornicates with another who is not the spouse, this shall be the crime of adultery, a felony.

   7. Abomination

      1. Where an individual is directly descended from multiple races, namely kha’ or orc, or is the offspring and product of a close consanguineous fornication, such as inbreeding between siblings or between offspring, this shall be the crime of abomination, a felony.

   8. Consanguinity

      1. Where an individual intentionally fornicates or has immoral relationship with one’s close family, such as with father, with mother, with siblings, or with offspring, this shall be the crime of consanguinity, a misdemeanor.

   9. Miscegenation

      1. Where an individual intentionally fornicates with one not of his race, such as man and elf or man and dwarf, this shall be the crime of miscegenation, a felony.

7. Injury against Order

   1. Vagrancy

      1. Where an individual intentionally lives the life of a vagrant, participating in improper begging, and illegally staying in residences and towns, this shall be the crime of vagrancy, a felony.

   2. Loitering

      1. Where an individual intentionally travels indolently and pauses frequently for socialization in order to disrupt trade, commerce, or business, this shall be the crime of loitering, an infraction.

   3. Concealment of Identity

      1. Where an individual intentionally conceals or hides oneself’s identity to an agent of the law, this shall be the crime of concealing one’s identity, a misdemeanor.

   4. Vigilantism

      1. Where an individual intentionally apprehends, convicts, or punishes another individual of a crime but is not an agent of the law or given permission by the Imperial Office, this shall be the crime of vigilantism, a misdemeanor.

   5. Disturbing the Peace

      1. Where an individual intentionally and deliberately hinders or interrupts the common peace by embellished performance or immoral behavior, this shall be the crime of disturbing the peace, an infraction.

   6. Spreading Propaganda

      1. Where an individual intentionally spreads information, ideas and rumours that deliberately seek to bring harm to or weaken the state, this shall be the crime of spreading propaganda, a misdemeanor.

8. Injury against the Imperial Office

   1. Injured Majesty

      1. Where an individual intentionally and deliberately defames the Imperial Office or Imperial House, this shall be injured majesty, a felony.

   2. Harmed Majesty

      1. Where an individual unintentionally physically harms a member of the Imperial Office or Imperial House, this shall be harmed majesty in the second degree, a felony.

      2. Where an individual intentionally physically harms a member of the Imperial Office or Imperial House, this shall be harmed majesty in the first degree, charged with the punishment of treason.

   3. Imperial Homicide

      1. Where an individual intentionally or unintentionally murders a member of the Imperial Office or Imperial House, this shall be the crime of Imperial Homicide, charged with the punishment of treason.

9. Inchoate Offenses

   1. Conspiracy

      1. Where an individual knowingly signals intent to commit a crime at a future time, this shall be the crime of conspiracy, a felony.

   2. Incitement

      1. Where an individual intentionally incites or encourages another individual into committing a crime, this shall be the crime of incitement, a felony.

   3. Attempt

      1. Where an individual actively attempts, but fails to commit, a crime, the individual shall be held liable with a mitigated punishment according to the crime which was attempted.

10. Legal Defenses

    1. Ex turpi causa non oritur actio

       1. Where an individual accusing another of a crime where evidence was obtained through criminal means, the individual accused is not held liable.

    2. Volenti non fit injuria

       1. Where an individual consents or actively places oneself in a position of harm or danger, that individual may not bring claim against another party in tort or delict.

    3. In pari delicto

       1. Where the individual held liable for a crime and the party convicting the individual for a crime is deemed both at fault, whether for the same crime or similar, both the individual and the convicting party shall not be held liable.

    4. Duress

       1. Where an individual commits a crime intentionally, but under reasonably proximate threat of force equal to or lesser than the severity of the crime committed, that individual shall not be held liable. Rather, the individual responsible for the threat shall be held liable.

    5. Entrapment

       1. Where an individual is encouraged or compelled by an agent of the law to commit a crime they otherwise would not have intended to commit, that individual shall not be held liable.

    6. Infancy

       1. Where an individual is below the age of twelve years and commits a third degree or lesser crime, that individual shall not be held liable. If the individual commits a second degree or greater crime, the individual shall be held liable with mitigated punishment or lesser conviction.

    7. Necessity

       1. Where an individual is compelled by a circumstance beyond his control to, as a last resort, commit a crime in order to prevent a more injurious outcome, that individual shall not be held liable.

    8. Provocation

       1. Where an individual is invoked or compelled by another individual to act with a sudden or temporary loss of self control and commits a crime as a response, the individual shall be held liable with mitigated punishment or lesser conviction.

    9. Incapability

       1. Where an individual is physically or mentally unable to meet the requirements given by law for punishment or conviction, the individual shall not be held liable.

    10. Immunity

        1. Where an agent of the law, in the course of their duties and acting within the bounds assigned to them, is compelled to commit a violation of the law, that agent shall not be held liable.

LEX LOTHARINGIUM

1. Affinity and Consanguinity

   1. Consanguinity is defined as two or more persons being related through a common ancestor, commonly through the same parent or grandparent (see Lexicon).

   2. Any and all matrimonial or sexual affinity between two persons with first degree of consanguinity, that being brother and sister, daughter and father, son and mother, niece and uncle, or nephew and aunt, is prohibited within Imperial and Pontifical Law.

   3. Any and all matrimonial or sexual affinity between two persons with second degree of consanguinity, that being a first cousin and a first cousin, is lawfully permitted in most cases.

   4. Any and all matrimonial or sexual affinity between two persons with third degree or higher of consanguinity is allowed without reserved or special restriction.

2. Marriage

   1. Marriage is defined as the sacred and legally recognized union between a male and female of the same race, irreversible and unbreakable  unless under special petition by the High Pontiff (see Lexicon).

   2. All marriages require the consent of the man and the legal patriarch of the woman participating in matrimony. If this patriarchal prerogative is withheld and the marriage proceeds, it is to be considered unlawful and null.

   3. In the case of marriages of the princes, landed lords and their immediate male heirs, express permission to marry must be sought from and granted by the Crown. If this Imperial prerogative is withheld and the marriage proceeds, it is to be considered unlawful and null.

3. Inheritance

   1. Inheritance is defined as receiving money, property, or title as heir from the death, abdication, or otherwise of the incumbent holder (see Lexicon).

6. Imperial Diet

   1. A diet is defined as an assembly of lords, gentry, and clergy gathered for a purpose, typically to solve an outstanding issue or crisis between the body members (see Lexicon).

   2. A diet may be called any lord, excluding gentry and clergy, and held at any location within the borders of the realm.

   3. A diet, to be considered such, must have the numbering of at least three different lords, gentry, or clergy of different affiliations.

7. Inter-vassal Conflicts

   1. An inter-vassal conflict is defined as two or more direct vassals or fiefs sworn to the Imperial State entering a state of warfare and armed conflict, while maintaining loyalty to the sovereign and Imperial State (see Lexicon).

3. On the Ten Laws of Magicka

Seeing the desire for more diplomatic lines of communication with neighboring peoples, His Imperial Majesty Emperor Augustus I of House Horen in good faith and wisdom does see it fit to create the Imperial Ministry of Foreign Affairs. The Crown and the powers GOD has bestowed upon Him does endow the Ministry with the power and ability to handle the foreign relations of the Empire of Man.

This Ministry shall with the grace and glory of GOD embark on a mission to establish, maintain, and build a reputation of good faith, alliances, trade and treaties across the known world. The Imperial Ministry of Foreign Affairs shall further aid in the assistance of nationals abroad. It shall continue the bold mission of past Men who so bravely embarked into hostile lands to offer the Olive Branch and seek one in return.

THE CORONATION

OF AUGUSTUS

The Capital of Carolustadt was swarming with Men and Women throughout the Empire. The recent abdication of Emperor Aurelius I to his grandson Crown Prince Augustus left many eager for the coming coronation. The Cathedral was quickly made ready for the procession. The walls draped in Black and Purple. Banners were hung from the ceiling, and gently fluttered with the passing winds of the great oak doors opening and closing.

It was in the early morning of the following day, when the Sun began to rise above the city, gently touching its rays on the homes and shops of the Capital, that the Cathedral was beginning to fill.

His Holiness Daniel V and his compatriots of clergymen and Palatine Guard stood at the altar of the Cathedral. The Pontiffs robes were white, accented in a sharp red with gold insignia running down the side.

In the immediate pews of the Cathedral Emperors Aurelius I Privy quickly gathered. The Privy members conversed amongst themselves, waiting for the moment that the Crown Prince would walk through the great Oak Doors.

The King of Haense and other esteemed nobles and officials of the Empire quickly filled the Cathedral. The King of Haense was draped in an old ceremonial garb, favored by the Kings and Dukes of Haense past on such momentous days.

The Citizenry scurried in soon after, many dressed in their finest garbs. They filled the pews until the Cathedral could no longer sufficiently hold the great subjects of the Empire.

As the Sun reached the peak of the Sky, directly above the Cathedral and it’s spire. The Crown Prince, with a company of guards only fit for the future Emperor, entered into the Cathedral.

The Crown Prince in his fine black and purple robes made his way to the altar.

After a brief moment of ceremonial pleasantries exchanged by the High Pontiff and the Crown Prince, the Prince turned to face the room. The High Pontiff, flanking the Prince looks up towards the cathedral ceiling and began to speak,

“Heavenly Creator, hear our humble call.

We pray to you as servants of your will. Guide us in this imperial endeavour, so that we may replicate your celestial order in our sinful mortal plane.

Lead our Emperor, Augustus I of House Horen, the way of righteous Prophets, may his rule be marked by your divine wisdom and justice.

May he wear this crown as humbly as he wears the burden of its duty.

The glorious company of the Emperors, praise thee. The goodly fellowship of the Prophets, praise thee. The noble army of Martyrs, praise thee. The Holy Church throughout all the world doth acknowledge thee, the Creator of infinite Majesty.

Thine honourable, true, and favoured Son. Thou art the King of Glory, O Horen. Thou art the everlasting Son of the Creator. Thou sittest at the right hand of God, in the glory of the Creator.

We believe that thou shalt come again in your line, to rule the earthly world as Emperor, Conqueror, Prince of Peace. We, therefore, pray thee, help thy servants. Make them be numbered with thy Saints, in glory everlasting.

The Cathedral Bells began to toll as the High Pontiff Lowered the Crown of the Empire onto the head of the Emperor.

The rows of spectators rose and cheered

And so the Emperor faced his people, and so his people faced him.

High Pontiff Daniel V looked towards the crowd,

“GOD BLESS EMPEROR AUGUSTUS I OF HOUSE HOREN!”

I would like to address your claims of its not realistic to memorize these writings through oral tradition. 

First it isn’t horrendously long. 

It is completely plausible and possible for a clergyman to memorize things which are orally passed down. It’s how oral traditions arise in the first place and how many of the stories we know in contemporary society have come about. 

As Mogroka said, oocly priests and others are granted access to the scrolls because it’s a matter of ease of access. When this ease of access is allowed, it follows suit that there probably won’t be variations in the writings of priests. But that isn’t particularly a matter of RP, it’s just the realities of life and the limitation of a block building game.
