    The Merry Duke of Adria in good conscience and holy sanctity does elevate the good monk Constantine to the lands of Gottlesfont, whereupon he shall be named Prince-Prior of Gottlesfont for as long as his tenure of the Priory shall remain. Whereupon relinquishment of this position by death or by other means, the Princely Priory of Gottlesfont shall be reassigned to a new Prior by the appropriate Canonist Authority.

    Minutes for his grace’s duma, 12’th sun’s smile 1697

    The Duma was started formally by the Chancellor Basarab after a riveting performance of ‘Sigismund’s lament’ written by and starring the Duchy’s very own Timeo of the Baltas.


     

    Firstly as is tradition the Aldermen were chosen from those assembled by the volunteering of three individuals present. These were accepted by the Maer are deliberation with the Chancellor as follows:

    • The Legionnaire Peter Tyrus

    • The Elf Maly’thil

    • The Man simply known as Alfius

    Upon the acceptance of the aldermen the Duma was able to begin it’s discourse upon the first item of agenda, this being:

     

    On Magik and Magik Licences within the Duchy.


     

    The first voice to break the bickering was Artumee Ault, wife of Baron Dario le Blu, voicing her displeasure in there being any use of Magik at all within the Duchy, and that if there was there would be required a public record of all active licences. This was met with general agreement. On a counterpoint the Elf Maly’thil pointed out that Magik itself isn’t inherently bad, rather the abuse of it by users. Then the Adunian Peter Tyrus said something incomprehensible. Alfius stated that there have been issues with Magikal attacks within the Duchy as of late. The proceedings were halted by the whole assembly entranced by a discussion on the best way to kill mages.

    The first item was brought up to vote. It was defined as follows: The vote upon the legality of Magik within the Duchy of Adria.

    -The Chancellor with three votes

    -The Scrivener with one vote

    -Peter Tyrus with one vote

    -Constantine with three votes

    -Baron Dario le Blu with two votes

    The vote passed 10-8

     

    The next item up for vote was on the creation of licenses for magic users within his Grace's Duchy. Constantine was first to speak up from a pontificial stance, and suggested that the overseeing if the licensing of Magik be overseen by the local religious authority. The Chancellor disagreed, suggesting that as it stands, licenses should be overseen by the Magistrates Office of Adria. Then, upon deliberation with the Duc, it was suggested that the position of Minister of Magik be created and appointed at the Duc's discretion.

    The item was defined as follows: The limiting of magik via the role of Minister of Magik and Magik licenses.

    The votes were:

     

    Unanimously in favour with 18 Ayes.

     

    The vote passed 18-0.

     

     

    On the Practice of Throwing Ducal Dice

     

    The next item up for vote was that when throwing the Ducal Dice one must shout, otherwise one cannot be counted to have thrown them. Upon the announcement, Prince-Prior Constantine called to dismiss the motion for fear of bad luck stipulating that one cannot talk about the Ducal Dice unless the Ducal Dice have been thrown, however this was ignored by the Chancellor.

     

    The votes were:

     

    16 votes in favour, with only the Baron Dario le Blue voting twice against it, though he seemed confused by the premise of this particular vote.

     

    The vote passed 16-2




    On the Curse of the Adrian Marshalhood


     

    The next motion was upon the curse of the Adrian Marshalhood and its successive failures and deaths associated with the position. Firstly Timeo of the Baltas suggested that the name be changed, for the curse was on Marshalship and not, for example upon 'Commandantery'. In fact Constantine called outright for the position to be removed altogether!

    The vote was specified as follows: Change the name of the position currently known as Marshal of Adria.

    The Votes were:


     

    Unanimously in favour.


     

    The vote passed 22-0

     

     

    The Grand Knight of Adria

     

    The next item brought up for discussion was by Baron Dario le Blu, asking for his position of Grand Knight of Adria to be considered to have voting rights within his Grace's Adrian Duma.

     

    The vote was stated as follows: The Grand Knight of Adria shall receive one vote at Duma.

     

    The votes were:

     

    All in favour aside from Bruce Rogers

     

    The vote passed 17-3

     

    Upon the legal deceasion of Count Ostrobor of Susa

     

    The next item brought up for discussion was by the Count's two sons Chekov and Rubert, the two claiming that they had heard no word of their father for two years and wanted to have him declared officially dead. There was no debate and the item was brought straight up to vote.

     

    The vote was stated as follows: That Ostrobor Carrion, Count of Susa and Baron of both Giza and Goza be declared dead in the eyes of the law, and his estate be managed by his widow Vesna Carrion until such a time whereby his children were of age to inherit his property.

     

    The votes were:

     

    Unanimous ayes.

     

    The vote passed 22-0

     

     

    Walls and Gates

     

    The next issue brought up for debate has been a big point of contention throughout his Grace's Dumas. This being the call for walls and a gate to be constructed around the town of Belvitzia. The vote was called by recently appointed Maer Bruce Rogers.

     

    The motion was defined as: The construction of walls and a gate around the city of Belvitzia to prevent against raids by banditos.

     

    The votes were:

     

    In favour

    -The Chancellor with three votes

    -Bruce Rogers with three votes

    -The scrivener with one vote

    Against

    -The Baron Dario le Blu with three votes

    -The Dragon vote with one vote

    -Timeo on behalf of Gloschwitz three votes

    The vote failed 10-7

     

     

    Upon the transgressions of Artumee Ault

     

    The next vote was called unusually by the Scrivener, who clearly frustrated with subsequent outbursts and interruptions from Artumee Ault, wife of the Baron Dario le Blu, called for her to be defenestrated into a pile of manure as is customary at Duma. This was immediately met with a threat by Dario that any whom voted aye would fall by his own hand. However Bruce Rogers was all in favour as he had be feuding and trading insults with the Ault couple throughout the whole Duma.

     

    The motion was defined as such: The defenestration of Artumee Ault into menure for disrespecting the ancient practice of Duma.

     

    The votes were:

     

    All against, except Bruce Rogers.

     

    The vote failed 19-3

     

     

    Civil War!

     

    Upon the voting outcome of the last motion and the threats of Dario le Blu against the life of Bruce Rogers, the Duc finally spoke his peace and suggested the creation of a legal feud between the two in order for them to air their grievances.

     

    The vote was defined as followed: The creation of a Civil War between Maer Bruce Rogers and Baron Dario le Blu.

     

    The votes were:

     

    15 votes in Favour

     

    7 Votes against

     

    The vote passed 15-7

     

    Magistrate Funding

     

    Ritz Gloschwitz returned and suggested extra funding of 100,000 minae for the Adrian Magistrates Office. This fell on mostly deaf ears after the last motion and went straight up for voting.

     

    The vote was defined as follows: The Adrian Magistrates office shall receive a gift of 100,000 minae for funding from his Grace's treasury.

     

    The voting was as follows:

     

    Unanimously in favour.

     

    The vote passed 22-0

    The final motion was called by the Chancellor for his Grace's Duma of 1697 to end. This motion passed a unanimous aye, thus ending the Duma.

    Minutes for his Grace’s Ducal Court, 11th of Grand Harvest 1697,

    .The Court session starts.

     

    .Both Maly’thil the Elf and Laertes de Falstaff shouted upon request by Chancellor Basarab, who decreed that whomever shouted the loudest should petition first. Laertes shouted loudest and thus was able to petition to be historian and scrivenor of Adria, thus the Duc obliged and his request was granted under trial and he was given the task of taking the minutes for the very same meeting. Maly’thil requested to be a knight of Adria, the Duc agreed upon the provision that the elf was baptised in the River Baltas.

    The shouting was resumed: Henry of Cascadia shouted, Arthur shouted, Telmarril shouted, Alfius shouted and won. Alfius petitioned as followed: He requested to have a magic licence. Basarab decided that the Duma would deliberate upon the legality of magic within the Duchy.

     

    .Bruce Rogers shouted, Telmarill the dwarf shouted again (though perhaps he was likely confused), Arthur shouted. Bruce shouted the loudest, he petitioned to have every member of the Duma only have a single vote. The Duc responded by reminding the Maer that amendments to the Duma can only be brought up at the Duma. Basarab counter proposed that the Maer write up his proposal to be priorly received by the Duma for voting upon it to be more streamlined.

     

    .Henry shouted once more, so did the dwarf and yet this time Arthur was the loudest. His petition was twofold: firstly that the town should receive a public stables, and secondly that the guardforce required immediate attention.  The Duc responded, saying that the case of the Stables was to be a matter for the Maer, and that the curse of Marshalship would be addressed at the Duma, the next Saints day.

     

    .The pope graced the Court session with his presence.

     

    .The dwarf shouted for a fourth time and was finally recognised by the Duc. The Dwarf requested that a position of Executioner be created and that he wished to throw his name into the hat to fulfill that role. Dario debated the idea of having the dwarf take the position for he was seemingly blind and too short for the role. Therefore the Duc named Dario le Blu the Executioner. The Basarab counter suggested that the Dwarf have a test of some sorts before being cast aside from the position right away. The Duc agreed.

     

    .Otto Sarkozic shouted the loudest and was recognised that he shouted on behalf of young Kasimir Carrion to say his own petition. The young crow’s petition was thusly: he wished to become Stran of Belvitz to better aide the jolly band of Ruskan children. He requested a quest to become Stran. The Duc stated that he had to collect a relic of Stran, as proof of his legitimacy to receive the title.

     

    .The elf Maly’thil came forward once more to petition once again. His petition was to forbay the throwing of Ducal dice in regards to petitioning without a shout. The Duc responded that this would be deliberated upon at the next Duma.

     

    .Henry of Cascadia came forth to petition the Duc. His request was to be employed as the Duc’s man. To fight, adventure and gamble on his behalf. His Jack-of-all-trades if you will. The Duc stipulated the need for a meeting of the two later to discuss the intricacies of such an arrangement.

     

    .Queerly the Imperial Arch Chancellor petitioned that the Duc and his lands take on a symbol of drunkenness and goodwill under the guise of Princess Amelia Phillipa Horen. The Duc offered for her to be sent to Cameron Halmar and Bruce Rogers, the barkeeps of Adria for such specifics to be discussed.
