Signed, 7th of Malin’s Welcome, 1726 | The Passing of Ancient’s Recall n this day, 7th of Malin’s Welcome, His Serenity, Empyrion Ithrendis Regis, welcomes the Jade Republic into the fold of the blessed Concord. All previously forged pacts, treaties, and agreements centered about the Jade Republic are hereby struck null and void, leaving them in a clean state of being. The weight of the burden of the Hou-Zi peoples too has been lifted, lofted up and onto the shoulders of the Concord themselves. Let it be known, that in doing so the Jade Republic does hereafter pledge its undying loyalty and fealty to the House of Regis, and the Concord of Llyria, from this point forward bending the knee as a vassal beneath its blessed reach. Terms, as agreed upon by His Serenity, Empyrion Ithrendas, and His Grace, Hsieh-Xin. The Jade Republic hereby abdicates it's independence and swears supreme loyalty to our blessed Concord. The Jade Republic will be granted an appropriate swathe of land within The Concord out of respect for their history and heritage. As deemed by The Concord, the ruler of the Jade Republic will be instituted upon the Consul of the Concord, and the Empyrion of the Concord shall be instituted upon the Jade Council. The signatory parties will adhere to the following policies: The Jade Republic will be indefinitely prohibited from engaging in independent diplomatic actions with other nations, factions, guilds, or other foreign associations. All diplomatic agreements must be handled by The Concord. The Jade Republic reserves the right to a single hearing on the subject with the Empyrion should they disagree. The Jade Republic and The Concord will be open henceforth to share access to their stored sources. These resources include, but are not limited to: Construction materials, gemstones, herbs, food, medicine, weapons, armour, rare materials, and capital. Free trade and travel will be guaranteed between the Jade Republic, and The Concord. This right cannot be restricted or blockaded at any time by either party. The Jade Republic must consider and implement basic aspects of The Edicts of The Concord at the behest of The Concord, but will retain the right to formulate and implement their own laws, ordinances, and restrictions over their people. As agreed, The Concord recognizes and legitimizes the Jade Republic’s supremacy over the Hou-Zi peoples. As agreed, the Jade Republic recognized and legitimizes the rule of The Concord and their supremacy over their respective people and land. The signatory parties shall agree to the following terms to be grouped under a “Common Sense” clause with the purpose of explicitly stating a variety of mutual agreements to be adhered to by both the vassal and the ruling nation. The citizens of the Jade Republic and the Concord of Llyria, are to be treated as a fellow citizen within their lands. Discrimination is prohibited. Criminal investigations involving a citizen of the vassal’s party requires the efforts of both the vassal and the ruling nation to detain. If a citizen from the ruling nation commits a crime on the vassal’s land, they are subject to punishment by the vassal. The Jade Republic must answer the call for aid of the Concord should it become victim to aggression of any form. The Jade Republic reserves the right to remain neutral and abstain from conflict IF; The Concord did not commit an offensive campaign towards another nation. In the event of a Civil Conflict, it is since agreed that no outside force may involve themselves militarily, politically, or economically in the conflict unless they have an agreement signed prior to vassalization. The wedding is to be held by the Waystones of Llyria, a sacred sight within The Concord. This long-awaited ceremony will be officiated by the first child, Lord Arbiter of Llyria, and the Dragon of The Concord: Ser Arik Regis. You are cordially invited to attend! The Denizens of the beloved Llyria have thrived despite the odds the realm has faced, and throughout it all the foundation of the Concord has remained true. It is the pride of the Maelstrom and Lordly Consul to formalise the ascension of His Serenity, Ithrendas I of House Regis, to take his rightful place as the Empyrion of the Concord. The coronation shall take place in the Maelstrom building, presided over by Cassian Cardinal Omeryn. Following the crowning of the Empyrion, the Denizens and visitors of Llyria shall be treated to festivities, feasting, and ample drink.   18. EDICTS of THE CONCORD Laws and Regulations Governing Llyria and her People SECTION 1 -- Definitions Denizen: A citizen of The Concord. Lord: A citizen and member of the Lordly Council. Empyrion: A citizen and the sovereign of The Concord. The Concord: The empire that encompasses the people of Llyria, and all subsidiary states. Alternatively, this term can be exchanged with: The Concord of Llyria, Llyrian Concord, or simply Llyria. Omeryn: Capital city of The Concord, seat of the Empyrion and the Lordly Council. Force: Physical harm brought about either through the placing of one’s hand(s) upon another, whether through touch, shoving, striking, or otherwise, or the use of a weapon of some kind, whether ranged, melee, makeshift, or otherwise. Abuse: In relation to Abuse of Power, abuse is the misuse of authority to bring about a selfish or negative outcome. Permit: A legal writ, signed by the Empyrion, permitting a particular kind of behaviour. Warrant: A legal writ, signed by the Empyrion, permitting the arrest of a Denizen, seizure of private property, the searching of a domicile, or any other breach of (a) right(s). Lawful Order: A reasonable command issued, or any command issued during martial law, by a member of the guard, or a member of the Lordly Council. The Empyrion’s word is absolute, and all of their commands must be obeyed immediately. Lawful Arrest: The legal seizure of a person by a member of the guard, a member of the Lordly Council, or the Empyrion, for the purposes of taking them into custody under suspicion of them having violated a law. Martial Law: A state of emergency, as declared by the Empyrion, or in the Empyrion’s recognized absence by the Lord Regent or the Lord Arbiter, in which the military is called in to assist in the enforcement of law, and the keeping of the peace. Challenge: A public challenge issued by a Denizen that seeks to take over a governmental position that Denizen believes is being mismanaged, or believes is occupied by a Denizen that is incompetent, corrupt, or otherwise misguided. Descendant: A member of one of the four descendant races. Human, Elf, Dwarf, or Orc, and their respective divisions. Warlock: A practitioner of any of the following: Demonology, Mysticism, Sanguin Manipulation, or any other mystical manipulation of life and the energies therein that by nature bring about harm. Tolerated: A unique level of citizenship in which are contained beings and descendants deemed unnatural by nature, or vocation. Denizens of this classification may face harsher punishments for violating laws, regulations, and ordinances at the discretion of the Echelon of Arbitration, Lordly Council, or Empyrion. Vagrant: A Denizen of The Concord who opts to, or is forced to due to the housing situation or other pressing circumstances, go without a home. SECTION 2 -- Enforcement Unending: By the will of the Empyrion, whose power is absolute and eternal, the rights, promises, laws, regulations, and ordinances of The Concord shall be enacted, upheld, and enforced. The Empyrion themselves shall enforce the rights and promises of The Concord, never allowing them to falter. The Lordly Council and the Echelon of Arbitration shall enforce the laws and regulations of The Concord, conducting all investigations, arrests, and overseeing all trials. The Lordly Council and the Echelon of Oversight shall enforce the ordinances of The Concord, calling upon the Echelon of Arbitration if such enforcement poses a danger to them. SECTION 3 -- Rights of the People Life: The Denizens of Llyria are guaranteed the right of life. No person may willingly initiate physical force against another person unless it is an act of self defence, or permitted under the law. Liberty: The Denizens of Llyria are guaranteed the right of liberty. No person may be silenced in their utterances or publications unless such utterances or publications are proven to be misleading, or false, are leaking confidential intergovernmental information, or are targeted harassment degrading the prestige of a particular individual. Property: The Denizens of Llyria are guaranteed the right of property. No person’s private property shall be infringed upon unless done so by a member of the guard operating with a warrant. Happiness: The Denizens of Llyria are guaranteed the right of happiness. No person may infringe upon another’s right to the pursuit of happiness so long as such a pursuit adheres to the laws and regulations of The Concord, and does not infringe upon the rights of others. Trial: The Denizens of Llyria are guaranteed the right to a trial. No person may infringe upon this right, which may be invoked at such a time when one is accused of committing a crime. SECTION 4 -- Promises of The Concord Free Market: The Concord guarantees a Free Market within its borders and for its people. Under no circumstances shall the government attempt to set wage maximums or minimums, impose price regulation, impose tariffs, ban or promote unions, interfere with contracts formed between Denizens and Denizens or businesses and their employees, or subsidize any form of business. Meritocracy: The Concord guarantees a meritocratic system of governance. Under no circumstances shall any government official appoint a Denizen to a post within the Echelons, or otherwise within The Concord, based on anything other than competence judged through merit. Accountability: The Concord guarantees that all of its members shall be held accountable for their actions, and that no one person is above reproach. Any Denizen of The Concord may challenge a Secretary to a Lord, any Secretary to a Lord, Scion, or Representative may challenge a member of the Lordly Council, and any member of the Lordly Council may challenge the Empyrion. A challenge must be submitted publicly, and acknowledged by the Empyrion, to be considered official. SECTION 5 -- Laws Crimes against The Concord Treason: Betraying The Concord through attempted regicide, rebellion, espionage, or otherwise aiding a foreign power. Violation of this law will result in execution or exile at the behest of the Empyrion. Inciting Discord: Bringing about chaos, disorder, or mass paranoia through the spreading of misinformation or violent or targeted utterances. Violation of this law will result in fines no greater than 10,000 Minae, or exile. Abuse of Power: Neglecting the restrictions of one’s governmental position, or abuse of power or authority. Violation of this law will result in fines no greater than 10,000 Minae, or exile. Vigilantism: A Denizen of The Concord, who is not a member of the Echelon of Arbitration, is not a member of the Lordly Council, and is not the Empyrion, taking the law into their own hands to investigate suspected crimes, make unlawful arrests, and issue unlawful punishments. Violation of this law will result in fines no greater than 10,000 Minae, or execution or exile at the behest of the Empyrion. Evasion: The unlawful act of evading punishment issued following a trial, or by a member of the guard if the right of trial is not invoked. Violation of this law will result in the evaded punishment being doubled, where applicable. Crimes against the People Homicide: The willing murder of a Descendant or Denizen of The Concord. Violation of this law will result in execution or exile at the behest of the Empyrion. Theft: The forceful deprivation of moveable private property from a Denizen of The Concord. Violation of this law will result in fines no greater than 1,000 Minae, or the taking of the offender’s dominate hand. Burglary: The deprivation of moveable private property from a Denizen of The Concord without the use of force. Violation of this law will result in fines no greater than 500 Minae, or the taking of two fingers from the offender's dominate hand. Battery: Bringing about unwanted force upon a Denizen of The Concord. Violation of this law will result in fines no greater than 1,000 Minae, or the removal of the offender’s dominate hand. Assault: Threatening to bring about unwanted force upon a Denizen of The Concord. Violation of this law will result in fines no greater than 500 Minae, or the removal of the offender’s tongue. Kidnapping: The forceful seizure of an unwilling Denizen of The Concord outside of the scope of lawful arrests. Violation of this law will result in fines no greater than 1,000 Minae, or exile. Brandishing: The unwarranted brandishing of a weapon, whether ranged (bow, crossbow, sling, et cetera) or melee (dagger, sword, mace, et cetera) in nature. Violation of this law will result in fines no greater than 500 Minae. Harassment: The consistent targeting of an individual with degrading utterances or publications lacking the basis of fact. Violation of this law will result in fines no greater than 500 Minae, or the removal of the offender’s tongue. Crimes against Property Arson: Destruction of property through the use of fire, whether natural or evoked. Violation of this law will result in fines no greater than 10,000 Minae, or exile. Vandalism: Destruction, or defacing, of property through the use of force. Violation of this law will result in fines no greater than 5,000 Minae. Trespassing: Moving onto private land, or into a private domicile, that you are not the owner of, that you are not a resident of, that is marked as being private property, or otherwise that is marked as prohibiting trespassing. Violation of this law will result in fines no greater than 1,000 Minae. Crimes against Morality Cannibalism: The immoral act of consuming bodily parts of a member of the descendant races. Violation of this law will result in execution or exile at the behest of the Empyrion. Consanguinity: The immoral act of copulating with a member of your family (3rd cousin or nearer in blood). Violation of this law will result in execution or exile at the behest of the Empyrion. Courting: The immoral act of courting between individuals below the age of eighteen, or between an individual who is over eighteen, and an individual who is under eighteen. Violation of this law will result in exile. Taxation: The immoral act of armed theft under the guise of societal benefaction as carried out by any member of the government of The Concord. Violation of this law will result in execution or exile at the behest of the Empyrion. Animal Abuse: The physical harm, or neglect, of a domesticated animal within The Concord. Violation of this law will result in fines no greater than 500 Minae. Lesser Violations Obfuscation: Concealing one’s features, whether with a mask, scarf, or some other blockading object, without a permit. Violation of this law will result in fines no greater than 500 Minae. Use of Magic: The use of magic, whether summoned, cast, enchanted, or otherwise, to inflict harm or otherwise induce discord upon a Denizen. Violation of this law will result in fines no greater than 1,000 Minae, or exile. Insubordination: Failing to adhere to a lawful order from a member of the city guard, a member of the Lordly Council, or the Empyrion. Violation of this law will result in fines no greater than 2,500 Minae. Resisting Arrest: Failing to adhere to a lawful arrest attempting to be conducted by a member of the city guard, a member of the Lordly Council, or the Empyrion. Violation of this law will result in fines no greater than 2,500 Minae. SECTION 6 -- Regulations Pertaining to the Denizens Permitted Behaviour: Behaviour otherwise illegal but permitted through the acquisition of a legal permit must be stopped immediately at the behest of a member of the Lordly Council, the Empyrion, or any guard during Martial Law, regardless of the reasoning. Violation of this regulation will result in fines no greater than 500 Minae. Pertaining to Foreign Dignitaries Untouchable: All foreign government officials, ambassadors, or envoys are untouchable for the duration of their stay within The Concord if that stay has been officially acknowledged by the Empyrion. They are exempt from all laws and regulations, and can only be harmed, arrested, or forcefully ousted at the behest of the Empyrion. Pertaining to the Guard and Military Identification: All members of the Echelon of Arbitration, whether serving as guards or as members of the military, are expected to identify themselves upon request if asked by any Denizen of The Concord. Violation of this regulation will result in fines no greater than 250 Minae. Aptitude: All members of the Echelon of Arbitration, whether serving as guards or as members of the military, are expected to keep themselves in reasonable physical and mental condition. Violation of this regulation will result in fines no greater than 250 Minae, or dismissal until such a time as that they are physically and mentally fit for duty. Reliability: All members of the Echelon of Arbitration, whether serving as guards or as members of the military, are expected to be prompt in their arrival to events, assignments, or other related matters, unless adequate excuse is provided ahead of time. Violation of this regulation will result in fines no greater than 250 Minae, or dismissal. Conflicts of Interest: All members of the Echelon of Arbitration, whether serving as guards or as members of the military, are required not to serve in any other government positions during the tenure of their service. Violation of this regulation will result in dismissal. Indiscipline: All members of the Echelon of Arbitration, whether serving as guards or as members of the military, are required to obey the orders of their superiors at all times. Violation of this regulation will result in fines no greater than 2,500 Minae, or dismissal. Pertaining to the Lord Chancellor Regency: The Lord Chancellor is the designated regent of The Concord. If such a time arises as that the Empyrion is absent from an official meeting, is incapable, is missing, is deceased, or at the Empyrion’s behest, the Lord Chancellor shall become the Lord Regent, and shall be granted temporary absolute authority over The Concord. All instances of law requiring the Empyrion’s approval may be approved by the Lord Regent, and all approvals made during the tenure of the Lord Regent shall persist upon the return of the Empyrion, or the appointment of a new Empyrion. Pertaining to Amendments and Addendums Amendments: Any modifications to existing laws, regulations, and ordinances require a majority vote of the Lordly Council, and the signature of the Empyrion. Addendums: Any additions to existing laws, regulations, and ordinances require a majority vote of the Lordly Council, and the signature of the Empyrion. Pertaining to the Unnatural Just as they are taught within the teachings of the Canon, Warlocks and Abominations are permitted and tolerated within the borders of The Concord, however they are forbidden from using their magic or their powers no matter where they are, or for what reason. Furthermore, these beings are prohibited from reproducing, and will be scrutinized further should they break an Edict of the Concord. Creatures that are born of the magics of Warlocks are forbidden from holding public office, or working in public business. Warlocks, and creatures born of the magics of Warlocks, must conceal their features if their appearance is deemed threatening, at the discretion of the Lordly Council, or Empyrion. Warlocks, and creatures born of the magics of Warlocks, must register with the Echelon of Sagacity before being considered for tolerated citizenship. Pertaining to the Homeless Under grant of a permit, Vagrants are permitted to make minor alterations in a 5m2 area consisting of easily obtained materials such as: Brown Carpets, Banners, Wool, and other miscellaneous decorative items. SECTION 7 -- Construction Ordinances Leased Land, Buildings, and Stalls Leasing: Leased land, buildings, and stalls are under temporary restricted ownership. The length of the lease is either indefinite, expiring without warning, or has a set date of expiry determined by the Lord Overseer. Violation of this ordinance will result in fines no greater than 250 Minae. Construction: Leased land, buildings, and stalls cannot be modified in any way, at any time, without the express permission of the Lord Overseer. Violation of this ordinance will result in fines no greater than 15,000 Minae. Eviction: Leased land, buildings, and stalls can be evicted at any time with a warning period of three Elven days. Violation of this ordinance will result in fines no greater than 250 Minae. Owned Land, Buildings, and Stalls Ownership: Owned land, buildings, and stalls are under permanent ownership following purchase from a member of the Echelon of Oversight, or the Lord Overseer. Violation of this ordinance will result in fines no greater than 250 Minae. Construction: Owned land, buildings, and stalls can be modified internally at any time. All external modifications, erections, or demolitions require the express permission of the Lord Overseer. Violation of this ordinance will result in fines no greater than 15,000 Minae. Basements: All basements must remain within the confines of the ground floor walls of the building they are attached to. Expansions beyond this limitation require the express approval of the Lord Overseer. Violation of this ordinance will result in fines no greater than 15,000 Minae. Eviction: Owned land, buildings, and stalls cannot be evicted without justification. Evictions that are believed to be unjust can be fought in trial. Violation of this ordinance will result in fines no greater than 250 Minae. Historic Preservation Declaration: Denoting land or buildings as historical makes them exempt from modification of any kind, purchase, and leasing. Historic land or buildings are under no ownership, and receive the protection of the Empyrion. Assignments and removals of a historic designation can only be issued by the Lord Overseer, or the Empyrion. Violation of this ordinance will result in fines no greater than 5,000 Minae.   19. Penned from the davenport of the Empyrion falls a response to the warring sides of the Lord Chancellor and the Wayward Monks. Power and Fear Denizens of the Concord, follows of the Faith, Monks of the Wayward Order. It matters not what your creed, what your race, or your purpose may be in this life. There is always one thing that unites us all, one thing that strikes through each heart, punctuates every beat. A rock cannot help but dance to the rhythm of the song, just as a spark cannot exist without life. The trees give way to the wind, and flames burn as slaves to the fuel. Anger. Fear. It is a paralyzing emotion. We fear Power. It is innate, it is natural, however to recognise one’s power will not diminish your own. My friend, your Lord Chancellor, stood steadfast in my place during the Trial of the Chosen, whereby one Magnus Caelum was presented to the Courts of the Concord for his use of Fear to incite discord amongst our beloved people. As the primary seat of Power in my absence, the Lord Chancellor exhibited restraint and collection following the proceedings, however even the greatest minds are welcome to mistakes. Throughout my two-hundred years, I have found one thing to be true. One universal constant; People fear what they cannot comprehend. There is an age old proverb: Absolute power corrupts absolutely. With that said, there is more to this addage than people may believe. Yes, it is true that absolute power corrupts, as it has been shown before. Great men are almost always bad men, even when they exercise influence over authority; still more when you superadd the tendency of the certainty of corruption by authority. Domestic power is, almost always, accompanied by the corruption of morality. The belief that from power comes carnage is not a baseless one, but it is misguided. My beloved denizens, do you know the structure of our Government? Do you know our directive? The Concord is a Meritocracy, a home for brilliance and might. Through proof of dominion over an aspect of our Concord comes alleviated privileges to exercise that domain, and the merit starts at the top. Each member of our Consul exudes power. Each Regis of the Empyreal line exudes power. It is through this power that we are able to achieve the greatness that we do, that we are able to protect and shelter the Concord. A public man has no right to let his actions be determined by particular interests. He does the same as a judge who accepts a bribe. Like a judge he must consider what is right, not what is advantageous to a part or class. The expulsion and targeting of the Wayward Monks, and the classification of the Hou-Zi culture as stringent and malificent is not an opinion I share, though the will of the people cannot make just that which is unjust. I shall not overturn the decisions of Court, for the punishments dictated are solidified and reasonable. With that said, however, I wish it known that I, and the Concord, do not share the opinions of the Lord Chancellor in regards to the Wayward Monks, and his thoughtpiece is not backed by the Empyreal Seal. I understand and accept the Wayward Monks, and the Hou-Zi into the Concord with open arms, and they are protected all the while they remain in our borders. The threat of Power is not one I fear, for it is Power that brought me to hold the seat of the Empyrion. We should not fear power, beloved citizens, we should embrace it. Do not fear what you do not understand, simply aspire for greatness and grow. If we were to expunge all those who bear the mark of Power, then I would no longer hold your crown, the Consul would no longer rest in their seats, and a good portion of our Concord would be required to leave. We are not a nation of cowards. We not a force who fears fear itself. We are a collection, a united front who stand side by side. We are Power. The Concord will never bend to Fear, nor will it shy from the Power it can bestow.
