      Yes and no. It depends on how the hot dog is prepared. A hot dog on it's own is definitely not a sandwich. Cut up and thrown in some rice, certainly still not a sandwich. Placed on a bun (as customary) or in between two slices of bread, yes it would technically be a sandwich. Because a sandwich is truly just bread with food on top of it.

      Here is the Merriam-Webster dictionary definition of a sandwich, for further clarification:

      Definition of sandwich

      1. a :  two or more slices of bread or a split roll having a filling in between
        b :  one slice of bread covered with food
