    I am really glad to hear this and of the changes in general.
    I have an Aegis character that I enjoy a lot, but it can be exceedingly hard to play them realistically to the events that occurred. Following Aeriel, because she appeared in person before them while also disliking the ascended and their abandonment from those days is just a single aspect. As they learn of the druids and some of their own beliefs, it smacks into the “how do you treat it when your god appears before you as the only god fighting a singular demon god.” Every time the situation rears its head its a small headache in itself because of how differently things were dealt with then and they are now. 

    I am really happy to hear this is being done and that it's being done by someone like you who has been around so long and knows their lore so well. Not to mention the quality of your writing. Love ya zarzar

    The Cerulean Watch

     

    Stalwart protectors of the Free State of Sutica, the members of the Watch serve as the law enforcers and soldiers of the realm. They are foremost loyal to the sitting Trade Monarch of Sutica. In the city and surrounding lands, the members of the Watch keep the peace, mediate disputes, fend off predators in the fields, and stop criminals in their tracks. 

     

    The laws which they are beholden to enforce are bound within the Codex of Sutica, the book of laws within the great realm of Sutica. Their roles and responsibilities are outlined both in this handbook and within the Writ of Governance. There are no exceptions, modifications or other interpretations of the responsibilities of the Sutican Watch other than the written will of the Trade Monarch found in those documents. During times of conflict, the Sutican Watch is called to serve as the military force of Sutica, defending the walls and citizens of our beloved city-state with their lives.

    2. Chain of Command

     

    The Chain of Command begins with the Trade Monarch of Sutica down to Captains then to the Sergeants of the Watch where command stops. Constables and Gate Authority exert no command on those of any rank or stature.

     

     


     

    3. Ranks of the Watch

     

    Gate Authority

    Not officially a member of the Sutican Watch, the Gate Authority are certain citizens held in high regard by both the Trade Monarch of Sutica and the Captains of the Watch. These individuals have been granted special permission to access the Sutican Gatehouse. This is to ensure the daily flow of traffic is not interrupted through the gates. These members bear no further responsibilities besides maintaining the gates.

     

    Recruits

    A minor rank prior to taking full power through swearing an oath to a Captain of the Watch. Here they will receive training through a Sergeant and be directed to a Captain upon proving themselves as worthy for the watch. During this period they will not be granted the same authority of a Watch member unless in the presence of a Constable or higher. 

     

    Constable

    Constables are the largest body of the organization, handling the day-to-day grunt work and general patrolling of the city and its surrounding lands. When situations arise these men and women are expected to be the first to react, keeping a calm demeanor and establishing a sense of control over any erupting chaos. 

     

    Sergeant

    The second rank of the Sutican Watch and the first level of what would be considered to be an officer. Sergeants are senior members of the Watch who have proven their worth and competence in leadership and decision making. During situations, the Sergeant has the authority to issue orders to the Constables present unless overruled by one of higher authority. Sergeants are provided with the task of providing training to Constables and recruiting members into the force.

     

    Captain

    The third and final rank of the Sutican Watch, these few individuals are the senior officers and overseers of the functions of the organization. Granted the expressed duty to promote Watch members. In the absence of the Trade Monarch or Minister of Justice, this position has final authority over all actions of the Watch.

     

    Minister of Peace

    Not a rank of the Sutican Watch, but an administrative position that oversees the entirety of the Sutican Watch. Provided with the role of continual communication with the Trade Monarch as well as providing policy changes and advice on legislation.

     


     

    4. Special Positions and Noncombatants

     

    Prison Guards

    Prison Guards are members of the Sutican Watch who handle those charged with crimes, maintaining that they are treated to a decent standard. Watch members of this position hold the sole duty of being selected for handling the treatment of detained criminals. Members of this position must be ready to use violence if necessary to protect against escape attempts or at least be willing to use self-defense.

     

    Quartermaster

    The Quartermaster handles the logistics of the Sutican Watch. It is their duty to ensure each member receives their proper pay, and that each member is equipped to the highest standards. The member who holds this position will be granted an office within the barracks to work from. This member will be responsible for the inventory of the guard as well as granting and evicting barrack rooms. The Quartermaster may choose to be a noncombatant if they wish so.

     

    Chaplain

    Sutica is a secular nation, but that does not mean our nation does not understand our Watch member's spiritual needs. It is the primary duty of the Watch Chaplain to aid the members of the Watch in attaining that need. A Watch Chaplain must be well versed in multiple religious customs in order to provide for that large variety of religions within the guard itself. The Role of Chaplain is a Non-combatant Role and has no further duties associated with it.

     

     


     

    5. Honors & Medals

    Anchor of Valour
    The Anchor of Valour is the Free State's highest honor, awarded by the ruling Trade Monarch themselves. The Anchor of Valor is given to those that demonstrate acts of valor far beyond the call of duty. To receive the award is quite difficult and requires having your efforts recognized by the Trade Monarch themselves. 

     

    Archrims Legacy - A Royal Eternal
    Named after Captain Archrim this medal is a level above the medal of sacrifice in that it is only ever bestowed upon those that have given their all and placed everything on the line in the defense of Sutica. By risking it all, they have demonstrated their dedication to the Oath and will be forever remembered for their contributions to the Nation. Every member which has been bestowed this medal shall also be granted the rank of Royal Eternal as a lasting mark of their dedication.

     

    Medal of Sacrifice
    This medal is given to those who have sacrificed permanent loss of ability in protecting and serving the Free State. It is given with the blessing of the Trade Monarch to show their unending support of those who have sacrificed to see the  Free State continue to grow and prosper. This is given to those that were willing to sacrifice something, for the Free State to gain something else.

     

    Medal of Civic Honor

    This medal is granted to citizens of the nation who have shown tremendous effort towards the security of the Sutican way of life. It is the highest Non-Watch medal, being granted directly by the Trade Monarch themself. It is to serve as a reminder of the binding nature of Sutican citizenship and those who have risked it all for the greater good fo the community as a whole.

     

    Ribbon of Heroism
    Given to an individual who has against all odds demonstrated boundless courage and has performed above and beyond in service to his fellow Watch members and in doing so saved the life or lives of his companions. As well as those that achieve results far beyond typical expectations in the service of the Free State.

     

    Ribbon of Loyalty
    This military honor is given to those individuals that stood and continue to stand firm in their duty to the Trade Monarch. This is usually awarded by the Captains of the Watch. It is awarded to those that have devoted their lives to the watch and to the sacred Trade Monarch of the Free State.

     

    Campaign Medals
    Campaign Medals are granted to members of the Sutican Watch who endured during major conflicts or during expeditions. These medals are to serve as a reminder of the actions they took part in and as an outward display to remember those who may not have returned. To receive this class of medal it is only necessary for the member to have taken part in a campaign deemed fit by a Captain of the Watch with permission of the Trade Monarch to receive a medal.

     

    Medal of Eternal Memory
    This Medal is given to the families of those that lost their loved ones in their duty to the Trade Monarch and the Free State. At the end of every second year a remembrance ceremony is held to commemorate the ones who lost their lives during the years and to remember the ones that gave the ultimate sacrifice in the years long gone, the medal given to the families of the fallen at this time. 

     

     


     

    6. Administrative Policies

     

    Duties

     

    Law Enforcement -- The primary duty of the Watch is to maintain a strict following of the Sutican Codex of laws. The Watch has responsibility for charging crimes and handing out punishment. Every law must be obeyed by everyone no matter what, from the lowest pleb to the highest standing noble no one is above the law as set out by the Trade Monarch and their government. It is the first and foremost goal of The Sutican Watch is to maintain and understand the laws of Sutica. For no matter how much we train our physical bodies if we do not understand our laws it makes us no different from the wild bandit who roams the highways at night. Therefore it is not an excuse for a guard not to understand the laws of the nation.
     

    Royal Protection -- Perhaps the most sacred duty of the Sutican watchman is the defense of the Trade Monarch of Sutica. All Watch members must swear an oath of fealty to the sovereign and be prepared to lay down one's life to protect them. For the Trade Monarch is the primary institution from which all others derive, and without it, Sutica would not exist as it does today.
     

    Sutican Defence -- The diplomatic stance of the Free State is Neutrality. However, as all know even neutral nations may find themselves under attack. It is therefore imperative that Sutica, lacking a proper standing army, have a guard forced trained in the manner of defense and combat in general. All equipment for the Watch is provided by the nation ensuring the members are equipped with the best weapons. This alongside rigorous training ensure the battle-readiness of the Watch to bring sword and shield into the fray in defense of Sutica if the need ever arises.  No one in Sutica wants to fight, but if a fight shall come, we will be a nation prepared. 

     

    City Watch -- City watch is one of the main duties of the Sutican Watch, watching to the city proper and seeking out and putting a stop to any criminal behavior. The simple presence of a member of the Watch walking the streets or standing in a tavern on watch has proven to lower the chance of criminal activity significantly. At times the simple presence and show of force the Watch exerts by being around is enough to quell much of the unrest known to infect the city. However, if deterrence alone is not enough, and creatures of the night take to flight through our city, it is the duty of the men and women of the Watch to pursue until the criminal is caught.
     

    Gate Management -- The city gates are one of the first lines of defense, it allows the Watch to check the identities of any visitors. This short screening process is crucial to the protection of Sutica as it enables a method of weeding out the unwanted miscreants from entering the city. Such as those who have been banished from the Free State of Sutica. The Gatehouse should always be manned by at least one or ideally two Watch members at a time, one works the gates and takes down notes on those entering the city to be included in reports filed at the end of a Watch’s shift. The other conducts interviews and inspections searching for suspicious and shady persons.
     

    Patrols -- Patrols are exterior excursions outside of the city walls by groups of Watch members to survey the full extent of Sutican land.  A common misconception is that Sutica is the City itself, but Sutican law extends far beyond the walls, and this land must be protected and kept free from bandits. Watchmen must uphold and protect citizens along the road outside of Sutica.  This will help ensure the safety felt by all the merchants that flock to Sutica and its policy of free trade.
     

    Expeditions -- Expeditions are military and diplomatic excursions beyond the lands of Sutica. They are called up when a great emergency exists throughout the world in which it becomes necessary for Sutica to respond. The most commonly known examples of Sutican Expeditions are the War against the Dark Druid in Ceru, Missions against the September Prince, and in providing aid to other descendants during the trip through Serrimor.
     

    Public Relations -- The Watch are the face of the Free State of Sutica. Watch members are the first impression that any visitor has of Sutica, and therefore it is the duty of the Watch to uphold an air of decorum and civility which reflects upon Sutica. Watch members are members of the community as much as any citizen, it is therefore recommended that Watch members take part in daily community life. However, watch members must also maintain a level of authority when it is necessary to be firm. Remember that Every individual Watch members represents the Free State of Sutica and we should carry ourselves as such and act accordingly.
     

    Reports -- Reporting on major events and incidents is a crucial part of a Watch members’ job, this allows fellow Watch members to be aware of the happenings of Sutica during their own off-hours. Ideally, every Watch member should read the reports of their colleagues thus allowing each shift to be made aware of any major incidents involving suspicious people. This ensures that every Watch member is on the same page and allows us to be more vigilant in regards to repeat offenders, being able to catch them in the act or even before they have the chance to cause trouble. Reporting also allows Superiors and members of the government to keep a tracked record of the success and failures of both the Law and the Law enforcement allowing any changes or adjustments to be made to counter any critical issues. In this same regard Reports allow a way of the Watch expressing their own opinions and ideas for change to higher-ups via their reports, suggestions from the point of view of those of us that walk the streets upholding the law and protecting Sutica and all the struggles we encounter in doing so.
     

    Training and Maintenance -- All members of the Watch are responsible for the maintenance and maintaining of all gear granted to them. A rusty and dull sword will not pierce and a rotted out shield will not stop an arrow from piercing it. Therefore making sure your equipment is always at a peak state is an important responsibility of the Watch. Much like your other equipment, your body is to be a sword and shield to the Free State, and as such must always be maintained just like your actual sword and shield. They must ensure that they do not suffer from any crippling injuries that may hinder their fighting capabilities if any arise the Watch member should seek immediate medical aid. Weapons training and sparring is a necessity to maintain oneself as an able-bodied fighter ready to draw steel in defense of the Free State. One cannot train alone, however, and therefore the Watch shall have joint training sessions to both practice our tactics and to earn trust and faith in our fellow Watch members.
     

    Wages

    Base Pay -- Each member of the Sutican Watch will receive a flat rate of pay for merely serving in the ranks of the Watch subject to adjustment by the Trade Monarch of Sutica, Quartermaster, and Captains of the Guard.

     

    Service Pay  -- In addition to the Base Pay of the Sutican Watch, Members shall receive additional bonus pay for reported hours working. (Such as working the Gate or other additional tasks.)

     

    Incident Pay -- For taking part in actively apprehending and charging suspects, additional stipends will be granted directly correlating to the extent of the crime.

     

    Drilling and Combat Pay -- Additional lump-sum amounts may be paid based upon serving in Expeditions and for taking part in the training. These amounts are regulated by the officer directly in control of the operations.


     

     

    Recruitment
    Recruit of the Watch falls to the duties of the Sergeants, overseen by the Captains and the Trade Monarch of Sutica. The recruitment process is rather simple as it is only once recruited that a Watch member is truly tested in their ability to serve as such the only requirements are an individual is of fit and fighting shape and can follow orders. From there most of the needed skills and knowledge required to dutifully carry out one's role as a Watch member can be taught through experience and instruction.

    There are three methods of recruitment currently, the first is by approaching a watch officer of which can be identified by their distinct uniform when compared to the regular rank and file. After a short interview process and perhaps a trial of combat to prove one's ability to fight the officer can decide to give the potential to recruit a position in the Watch.

    The second method of recruitment is done via a recruitment notices posted throughout the world of atlas, potential recruits can post an application via courier or bird to the Watch barracks in Sutica where their application will be reviewed by an officer, upon the completion of the review the applicant will either be invited to come to sutica for a in-person inspection and interview or they will be denied if deemed unfit and receive a letter informing them of such.

    The final method of recruitment occurs when a Captain of the Watch or the Trade Monarch themselves note the aptitude and abilities of a citizen and personally invite them t0 the Watch force. This method of recruitment will usually provide the fastest entry into the force as it does not require an interview or a trial of combat. 


     

    Disciplinary Action
    In the unthinkable case that a member of the Sutican Watch exploits the trust which was placed in them. The leadership of the Watch is granted the ability to punish the individual as deemed fit. Disciplinary actions are necessary to ensure the rigid standards of the Watch. As a member of the Watch, you are held to higher standards than the Citizenry and therefore shall be punished to a higher level for similar crimes against the Free State. It is also the duty of all Watch members to report any such dishonors to their higher-ups, or they shall be punished for the same acts.

     

    For minor offenses such as minor uniform violations and other minor conduct violations, the punishment might include the barring of pay, requiring the offender to do additional exercises, public humiliation, or other minor and temporary punishments.

     

    For major offenses such as disobeying orders, undermining Sutican defenses, aiding criminals, and other major conduct violations more lasting disciplinary actions will be used. These include but are not limited to flogging, reduction in rank, discharge, branding, and execution. However, all major disciplinary measures must be signed off by a Captain of the Watch or the Trade Monarch. Any member found guilty of a major offense can request an audit by the Trade Monarch. 

     

    All disciplinary actions are subject to audit by the Trade Monarch. If the punishment is found to be grossly unfit, the original arbitrator of the punishment shall be forced to be dealt the same punishment three times over. Any officer found under audit for punishment can request to be tried in a public court.

     

     

    Discharge
    Discharge from the Watch can occur in one of two ways, voluntary retirement or forceful ejection. When a Watch member retires from the force they give up all the responsibilities and privileges of that they once had however in some cases a reward or entitlement for long and dedicated service may or may not be bestowed upon a retiring veteran of the Watch this is rare and occurs only at the discretion of the Captains of the Watch and his/her superiors.

    A forceful Discharge is akin to a dishonorable one but not always the same, however in effect, both have the same outcome as the Watch member in question is ejected from the Watch, stripped of their uniform and all privileges that went along with the uniform. Forceful discharge can happen due to a range of reasons the most common of which is a failure to follow orders of superior officers. A more unique situation is that if it is decided that a Watch member is simply unfit for the rigors and responsibilities of serving and protecting the people and Free State of sutica it may be decided that they are to be ejected from the Watch for their own good or the betterment of the Watch itself.

     

    Local Security and Supplementary Forces

    In certain situations, the Trade Monarch of Sutica may authorize additional public security for certain aspects of Law Enforcement in the Free State of Sutica. These forces while in the Free State of Sutica these forces are under the service of the Sutican Watch. All members of forces must uphold the standard of the Watch in order to continue service inside of Sutica.

     

    Local Security forces are internal public safety agencies tasked with law enforcement in certain sections of the Free State of Sutica. These forces are entirely internal and may not act outside of their local area unless levied by Watch officers for the defense of the Free State or for an expedition.

     

    Supplementary forces are forces hired or given permission by the Trade Princess to exist within Sutica and have been given explicit authorization for handling law enforcement. While in Sutica all operations by Supplementary forces are overseen by the Sutican Watch. Supplementary forces do not represent Sutica in any official capacity, and the forces may not act outside of Sutican borders.

     

     

     


     

    7. Uniform and Handbook

     

    Standard of the Uniform 

    The uniform of the Watch is granted great protection and status among all walks of the world. It is a sign of self-sacrifice for the realm of Sutica; a symbol of strength and honor among a world full of bandits and degenerates; a shield to all innocence and to the freedom of liveliness to all. To wear it is a great honor, and to shame one’s self is to shame both the Uniform and the Free State. To disgrace the Uniform is not only an insult to your people; it is a violation of the trust and faith put into you as part of the Watch and a horrendous case of misconduct.

     

    Modifications to the Uniform

    But onto more practical matters: the uniform of the Sutican Watch will not be edited in any way that is disgraceful or of ill-taste, but personalization is otherwise welcomed. Adorning an armband, sporting basic decal painting on the shoulders, and one other single personalized touch to the uniform is encouraged. A gross infringement upon the uniformity of the Uniform shall lead to disciplinary measures to be taken against the offender.

     

    Alternative Uniforms

    In addition to the normal Guard Attire, several alternative uniforms have been created to allow for the fluidity of our members. As we understand a large section of our city is made of voidal mages we do offer robes to accommodate for being unable to wear heavy armor. Also understanding that our Watch members do not always wish to be in uniform we also offer Armbands which can be placed over their sleeves in order to uphold the authority if the situation arises while they are off duty.

     

    Handbook

    Members of the Sutican Watch will also receive the handbook of the Watch which details the full code of conduct for members of the Watch. It contains sections for reporting as well. Other sections include guidelines for the operation of weaponry and other operations in the field. This book serves as a legal document for operation unless its conflicts with the Writ of Governance, The Codex of Sutica, or any other official act of the Trade Monarch or government.

    §1 The Minister of Peace shall be granted the powers and privileges of a Minister according to the Writ of Sutican Governance.

     

    §2 The Minister of Peace shall oversee the enforcement and administration of law and the defense of the Free State of Sutica and it’s residents.

     

    §3 The Minister of Peace is responsible for the Cerulean Watch in order to aid in the law enforcement and defense of the Free State of Sutica.

     

    §4 The Minister of Peace is responsible for Gate Authority in order to provide auxiliaries for the defense of the Free State of Sutica.

     

    §6 The Minister of Peace is granted the power to enact policy decisions as they regard to the enforcement of law and defense of the Free State of Sutica and may advice to the Trade Monarch on relevant legislation.

     

    Article II - Establishment of the Cerulean Watch

     

    §1 The Cerulean Watch is the body responsible for the upholding of the laws of the Free State of Sutica and providing defense for the State and the Residents of the State.

     

    §2 The Cerulean Watch shall remain under the Ministry of Peace.

     

    §3 Members of the Watch shall be granted the power and duty to uphold and enforce laws in the borders of Sutica.

     

    §4 The Trade Monarch must provide permission explicit permission for any action occurring outside of Greater Sutica.

     

    §5 Members of the Watch maintain several rights in their operation in Sutica:

     

    1. The Right to use any Arms/Armour within the State.

     

    1. Right to search any Citizen with consent.

     

    1. Right to use lethal force in defense of themselves, the state, and upholding the laws of Sutica.

     

    1. Right to deny entry into the city to anyone.

    [!] A long letter is pasted to the Memo tree of Sutica. At the top, familiar to many, was the familiar Sutica Crest. However, this stamping of the crest was cooked and imperfect in its finer details as if the stamp wasn't quite pressed down perfectly. Sitting right next to the Sutican Seal is an ancient crest, many many years old at this point. The Aged Uialben crest pictured would bring back the memories of how Mystery had so perfectly mocked the poorly executed attempt at taking over the city from the demon witch Cyrene in the far past by now close friends of Lily herself. Oddly enough, it seems perfect in its execution and replication. In fact, it appears she outright cut it from the old memo and glued it onto this new declaration with lumpy paste.

     

    The missive is covered in mistings of a white powder that buzz the skin when touched. In addition to this, there were coffee rings upon the paper and an overpowering smell of halfling grass and black cactus.

    [!] The first portion of writing was rough, largely unintelligible, and mostly done in crayon. In the roughest sense you could, if you spent enough time, discern that the writer was very passionate, and was at the very least talking about Sutica. There were frequent places where the crayon she had been using broke, only to be replaced by another color. This only served to make reading the horribly mangled characters even harder as squished lines merged into other colors without ever clearly marking a given space between words. In some cases, even letters were drawn atop one another.
    Below this, however, was some finely printed text. Perfectly legible and with fine-tuned practice, a scribe had laid out the missive in gold-flecked ink.

    Mrs. Lily Helenson-Anarion-Uialben, Former Trade Princess and Leader Of The Free, now Minister Of Drugs, has chosen to declare a few things. In addition to the poem found above, this missive will include details on the formation of her new ministry and some congratulations to certain parties.

     

    The Ministry of Drugs is now declared to be an official part of Sutican Governance.

    Its ever-important role is to spread the use and utilization of drugs to all consenting parties and to fund research into discovering new consciousness enhancing and altering substances.

     

    The Ministry Of Drugs is lead by Mrs. Lily Helenson-Anarion-Uialben, The Minister Of Drugs.
    Below her is a single rank to which any is welcome to join, The Drug Specialists.


    Though this rank is given a title, it is her wish that all people in her ministry may be free to give themselves any job title relating to their service in the ministry of drugs. This is so that those in her employ might more easily communicate the exact nature of their duties and efforts in the ministry.

     

    Drug Specialists can perform many duties from drug investigation, to quality testing and assurance, to drug synthesis and creation, and many other drug-related duties and missions. Unlike the other positions in the Sutican Government, any who desire is allowed to join as long as they desire the spread of drug use and a deepening of understanding. There are no expectations or mandated work beyond that simple goal. Nothing will be expected of the Drug Specialists so that they might enjoy the freedom to move at their own pace and truly follow their passions.

His actions directly acted in Sutica’s best interests, and he stands to be one of the greatest leaders we have yet seen at the helm. Managing to bring about an era of festivities and kind-hearted fun to that of Suticaward. The beautifully redone land of Suitica is a beautiful sight for any to see, and daddy Mystery has done a great job in ensuring that everything stays to the very high standard in which I left it.

     

    Second, Mrs. Lily Helenson-Anarion-Uialben would like to proclaim her exalted adoration at the wondrous bravery on display by Jimbo Uialben. His gloriously successful raid on Llyria and subsequent couping of its leadership should be praised and spoke of in song for the rest of Sutican history as The absolute power of the man known as only Jimbo. It is Mrs. Lily Helenson-Anarion-Uialben’s recommendation that he seeks to return the battle-scarred landscape to its original shape as a park in honor of the storied history and grand importance of the former Llyrian capital.     Why do leaders step down?


    There are a number of reasons. In sutican history though there is a certain pattern to our leaders stepping down.
    Leaders walk off into the wilds without setting things up, they picture themselves only as transitional, or they find the stress of leading taking over their mind.
    Of all the leaders I personally know about, none of them have stepped down from leadership willingly and with care to ensure the next generation of leadership

    was equipped and supported to deal with the job they now found themselves occupying.

    This is what I aim to change this time.

    I, Trade Princess Lily Anarion, sovereign protector of the whispering isles, Governor of the Adherents, Uialbens, and Kharajyr, Giver of Rights,
    am stepping down from my position as Trade Monarch. 

    The reason I am stepping down is that there is little more I can offer to Sutica as a leader. I recognize that I got Sutica to where it is now, and that under my rule we had more continuous success and trade than Sutica has ever seen before. Thirty years of being one of the most bustling trade active nations in our lands!

    During my time we had a larger guard force than Sutica has ever maintained before. Sutica was brought from a nation who would not even help fight the September Prince, isolationist to the point of morally unsound inaction, to a neutral nation that will fight those threats we must all combat. I have put my heart and soul into this nation, just as any good leader must, and I have been rewarded in success for that effort.

    However, it was not solely my success, I presided over the nation and relaxed rules and attitudes enough to foster the success we had, but it was built on
    the backs of not only all members of the government, but also the leaders that came before and the governments that came before.

    Foreword

    Much like an actual ship, the Ship of the Sutican State is one which constantly changes courses, it has a purpose of delivering its occupants safely to their goals, it has to keep the harsh weather of the world outside and it’s occupants safe inside, it has a hierarchy of leadership as to put the ship on course and prevent it from being lost to the shouts of the confused masses, and most importantly it is built to provide refuge. However, even a ship must undergo renovations and restoration as in order to keep floating for years to come and so does the Ship of the Sutican State. The waters of the future shall be terribly unforgiving of carelessness, incapacity, or neglect and we must build a ship capable of pushing through the storms of the future though we do not know what they may hold. We will never abandon this ship and never let it sink for we must uphold the promise of peace and hope to our kin eternally. 

     

    Title I - Trade Monarch

     

    Article 1 - Definition

     

    The Trade Monarch of Sutica is a position to be held by one individual who oversees all matter of the Sutican Government.

     

    The Trade Monarch shall serve for the full extent of their life unless they abdicate early.

     

    Article 1 - Selection

     

    The Trade Monarch shall be elected by the Trade Monarch during their reign designating them for the position and nullifying all bloodline claims to the position.

     

    If no heir to the throne has been elected in the case of an untimely death the position shall be passed through a Matrilineal Preference Primogeniture Succession in which the position shall be passed through the oldest blood daughter of the Trade Monarch.

     

    The oldest blood son shall be appointed upon a lack of blood daughters available to fulfill the position.

     

    Kin of the Eldest Daughter shall be preferred to their younger siblings and their kin.

     

    In the event there is no heir apparent, the heir shall be elected by the Regency Council of Sutica.

     

    In the event the Regency Council of Sutica fails to select a Trade Monarch in a timely fashion of one week, a Citizen referendum shall be immediately started as to select a new Trade Monarch from members of government. 

     

    Article 2 - Powers

     

    The Trade Monarch holds supreme and absolute power in all matters which do not conflict or pertain to the Writ of Governance.
     

    The Trade Monarch holds permission to edit the Writ of Governance with support of 2/3rds of The Council of Sutica.

     

    The Trade Monarch holds the power to create laws and governmental policies at their discretion.

     

    The Trade Monarch holds the power to appoint Council members and other government figures.

     

    The Trade Monarch holds an absolute veto over legislative and executive decisions made by the Council.

     

    The Trade Monarch has the power to call together meetings of the Council in emergencies.

     

    The Trade Monarch has the power to Knight significant members of the public.

     

    The Trade Monarch shall have the sole power to handle treaties with foreign nations and must hold their signatures to be legally binding. 

     

    Article 3 - Title

     

    The Title of the Trade Monarch shall be stylized with regard to the Trade Monarch’s wishes but standardized successions have been implemented for ease of use.

     

    In addition to the name the style of “Her/His Highness” shall be used in addressing the Trade Monarch.

     

    Trade Monarchs of Elven descent shall use the title Trade Princess/Prince

     

    Trade Monarchs of Human and Dwarven descent shall use the title Trade Queen/King

     

    Trade Monarchs of Orc descent shall use the title of Trade Chiefess/Chief

     

     Article 4 - Abdication

     

    The Trade Monarch shall be removed from power upon abdication or upon the complete permanent death of the Monarch.

     

    Upon the complete permanent death of the Monarch, the heir shall be coronated with all due haste not allowing a full year to pass without a new Trade Monarch.

     

    Upon the passing of the position via abdication which is not because of abuse the Trade Monarch shall be granted a non-voting Advisor position in the Council of Sutica and a guaranteed rank of Patron for their immediate family for life and cannot be removed except in the case of gross abuse. This shall be applied retroactively to Former Trade Prince Alem’shun

     

    Article 5 - Royal Family

     

    Immediate members of the Trade Monarch’s family hold no power over Sutica but they may be granted a non-voting Advisor role in the Council of Sutica.

     

    The Father and Mother of the Trade Monarch shall be titled in accordance to the Trade Monarch with the titles of Monarch Father/Mother.

     

    The Spouse shall be titled in accordance to the Trade Monarch with Monarch Consort except in the case of a same-sex Spouse in which the title shall be titled Royal Consort as to avoid confusion.

     

    The Children of the Trade Monarch may title their children with a diminutive form of the title being used removing the term trade.

     

    All Titles of the Royal Family shall be removed upon the abdication or death of the Trade Monarch as far as they do not pertain to benefits incurred from the Trade Monarch’s position.

     

    Title II - The Council of Sutica

     

    Article 1 - Definition

     

    The Council of Sutica shall be comprised of the full collection of Ministers and Advisors to collaborate on the running of the Sutican Government.

     

    Council Members shall serve for as long as necessary and may be removed upon resignation or termination.

     

    The Council is to be comprised of Advisors and Ministers.

     

    The Ministers are granted a Governmental Agency and Advisors are granted power over specific policies as dictated upon appointment


    Article 2 - Selection

     

    Council Members are to be appointed by the Trade Monarch upon their discretion

     

    Ministers are to be appointed with all due haste letting no more than three years pass without an appointment to a vacant office.

     

    Upon Selection, Advisors must be granted a specific policy for which they may pass laws unless they are a Non-Voting Advisor. 

     

    Article 3 - Powers

     

    Council Members shall be semi-independent executives of their area and are not allowed to act outside of their jurisdiction unless granted permission by the specific Council Member for that position.

     

    Council Members are free to create policies and legislation regarding their area of expertise with permission of the Trade Monarch. 

     

    The Council has the power to create legislation with a simple majority vote. 

     

    The Council has the power to force the Trade Monarch to abdicate in the event of gross abuse of the position with a simple majority.

     

    The Council has the power with a 2/3rds Majority vote and the approval of the Trade Monarch to edit the Writ of Governance.

     

    Article 4 - Mandatory Positions

     

    The Council of Sutica requires the Minister of Public Health and Safety, Minister of Interior, Minister of Seals and Stationaries, and the Advisor of Treasury. 

     

    Other Ministers and Positions may be made and added to the Writ of Governance if they are seen to be essential.

     

    Article 5 - Minister of Public Health and Safety

     

    The Minister of Public Safety oversees the protection of Sutican Citizens from threats prioritizing the information and organizing and informing the public about such threats as seen fit.

     

    The Minister of Public Safety also oversees issues of Public Health and is therefore responsible for the Medical Corp of Sutica.

     

    The Minister of Public Safety is granted the power to enact policy decisions as it regards to the health and safety of Sutican Citizens and may advise the Trade Monarch on legislation which may be beneficial.

     

    Article 6 - Minister of Interior

     

    The Minister of Interior oversees the administration and development of the Capital City and the Greater Sutican Region.

     

    The Minister of Interior is responsible for the processing of housing, banishments, construction, taxes, citizenship, and handling of the collection in the library.

     

    The Minister of Interior oversees the Office of Stewartry of Sutica and the Sutican Library.

     

    The Minister of Interior is granted the power to enact policy decisions as it regards to the responsibilities of the Ministry of Interior and may advise the Trade Monarch on Legislation which may be beneficial to the Interior.

     

    Article 7 - Minister of Seals and Stationaries

     

    The Minister of Seals and Stationaries oversees the processing of documents and legal items of Sutica including the organizing of titles and the ensurement of proper paper quality standards. 

     

    The Minister of Seals and Stationaries oversees the Office of Inspectors in order to further the task of the organization of titles and paper qualities throughout Sutica.

     

    The Minister of Seals and Stationaries is granted the power to enact policy decisions as it regards to the processing of documents and legal items of Sutica and may advise the Trade Monarch on relevant legislation.

     

    Article 8 - Advisor of Finances

     

    The Advisor of Finances oversees the inventory and treasury of Sutica ensuring the city has enough supplies and resources and my procure them if it is required.

     

    The Advisor of Finances is granted the power to enact policy decisions as it regards to the lending of city resources and may advise the Trade Monarch on legislation regarding the taxing of residents.

     

    Article 9 - Regency Council

     

    If no heir has been selected and there is no relevant heir available the Council of Sutica shall be fashioned into the Regency Council of Sutica which shall oversee the hasty selection of a new Trade Monarch.

     

    The Regency Council may also be enacted if there is an extended interim between the death of a Trade Monarch and the Coronation of the next.

     

    The Regency Council of Sutica maintains all normal powers of the Council of Sutica with the only exception being the ability to rewrite the Writ of Governance.

     

    During the Regency Council, the Minister of Interior shall have all powers of the Trade Monarch outside of Foreign Relations and in allowing edits to the Writ of Governance, but they may still act as the Head of State.

     

    In absence of a Minister of Interior the power shall be granted to the Minister of Public Health and Safety, Minister of Seals and Stationeries and the Advisor of Finances in that order, and if none of these positions are held an immediate Citizen Referendum shall be held for selection of a new Trade Monarch.

     

    The Regency Council of Sutica is granted the power to pass treaties with other nations in emergencies with a 2/3rds vote of the Council.

     

    In the event, the Regency Council is unable to select a new Trade Monarch a citizen referendum shall be held during which the Regency Council shall remain in power during the duration.

     

    Article 10 - Titles 

     

    The official name of the Council shall be, “The Council of The Free State of Sutica”

     

    “The Sutican Council” and “The Council of Sutica” may be used as abridged versions

     

    Ministers and Advisors shall be stylized as “His/Her Excellency” followed by their title.

     

    In internal documents, the names of Ministries and Positions may be abbreviated and in external documents, the names may be abbreviated with a TFSS to signify it as the Sutican Ministry.

     

    Title III - Governmental Agencies

     

    Article 1 - Definition

     

    A Governmental Agency is body put in place by the Trade Princess or by The Council of Sutica through legislation and may be appointed under a Minister or may left independent, answering only to the Trade Monarch. 

     

    Each Agency shall be granted special privileges and service to the government workers of each Agency and have clear responsibilities which must be upheld for continued service which may be further outlined in internal rulesets for the Agency.

     

    Article 2 - Creation

     

    Governmental Agencies may be made by the Trade Princess or through legislation of The Council of Sutica.

     

    Each Agency requires a specific purpose and list of rules and duties for operation in Sutica.

     

    The Council of Sutica may make no agency regarding foreign matters without the permission of the Trade Monarch.

     

    Additions to these rules may be made in the future through further legislation. 

     

    Article 3 - Library of Sutica

     

    The Library of Sutica shall exist for the Conservation and Proliferation of Sutican Knowledge and the upkeep of relics of historical significance.

     

    The Library of Sutica shall exist under the Minister of Interior and run by the Head Librarian who will manage the contents and run the Library.

     

    Librarians shall maintain access to the Library of Sutica and shall be responsible for the copying, collecting, writing, and all other duties needed to achieve the goal of the Library.

     

    Article 4 - Office of Stewardry

     

    The Office of Stewardry will exist to manage the housing, residency, and stalls within Sutica

     

    Stewards shall be granted the power to move people into the city, grant and revoke citizenship status, and monitor houses to ensure no damage has been done to the property.

     

    Stewards maintain several rights in their operation:

     

    1. The Right not to grant a house in the city.

     

    1. The right to evict you from your home with 3 days notice for any reason.

     

    1. The right to request access to a home to inspect the property for any reason.

     

    1. The right to request citizens return to their homes for their own safety.

     

    Stewards have the power to fine individuals as it relates to breaches of legislation regarding housing in the City. 

     

    Article 5 - Medical Corp of Sutica

     

    The Medical Corp of Sutica is a body responsible for upholding of quality medical practice in Sutica and providing medical care when necessary.

     

    The Medical Corp of Sutica shall remain under the Ministry of Public Health and Safety.

     

    Medical Personnel in the Medical Corp maintain several rights in operation in Sutica:

     

    1. The Right to Remove any individual, barring a superior in the Medical Corp or the Trade Princess, from a medical facility.

     

    1. The Right to provide immediate aid to any individual barring no gross negligence if there is no time to bring them to a medical facility.

     

    1. The Right to request access to a third-party medical facility for inspection.

     

    1. The Right to administer drugs publicly and privately barring gross negligence.

     

    1. The Right to request access to any property if immediate medical aid is needed.

     

    Article 6 - Office of Inspectors

     

    The Office of Inspector shall exist for the to oversee the distribution of legal documents and to uphold the standards put in place.

     

    The Office of Inspectors shall remain under the Minister of Seals and Stationaries.

     

    Inspectors maintain the right to enter into any area barring Government Buildings in Sutica.

     

    The Inspectors have the power to process Censuses of the population, advise Ministers on proper etiquette, and to fill out guides on Sutica.

     

    Article 7 - Knightly Orders

     

    The Knightly Orders shall exist for the overseeing of defense and law-keeping within Sutica. 
     

    Two Knightly Orders shall be established the Order of the Lubba and the Order of the Catacombs.

     

    Knights shall be granted the power of upholding and enforcing the laws of Sutica within the borders of Sutica

     

    Knights shall be selected for knighthood by the Trade Monarch and be appointed through a knighting ceremony.

     

    Grand Knights shall be appointed by the Trade Monarch and will be responsible for the internal organization of the Knightly Order.

     

    Actions outside of the mission or borders of Sutica must be approved by the Trade Monarch.

     

    The Knightly Orders may allow the keeping of further retinues, but they are responsible for the actions of said retinues.

     

    The Trade Monarch may remove any member of the Knightly Orders that they deem unfit for service.
     

    The Grand Knights may petition the Trade Monarch for either additions or removal of any members.

     

    The Trade Monarch shall be able to appoint Knights-Errant for members of other State’s militaries who wish to have permission to enforce Sutican Law in Sutica.

     

    Knights and their Retinues shall maintain several rights in operation in Sutica:

     

    1. The Right to use any Arms/Armour within the State..

     

    1. Right to search any Citizen with consent.

     

    1. Right to use lethal force in defense of themselves, the state, and upholding the laws of Sutica.

     

    1. Right to deny entry into the city to anyone.

     

    1. Right to remove mal-contents from Sutica.

     

    1. Right to levy fines fines for crimes committed in the State in accordance with the punishment level of the crime.

     

    1. Right to arrest any criminal.

     

    1. Right to search any home suspected of affiliation with a criminal with a stewards permission.

     

    The Order of the Lubba shall bear the colors of White, Blue, and Gold.

    Members of this order are to be taken from distinguished families, members of the government, doctors, scholars, and all manners of people which the Trade Monarch deems fit.

    The Order of Lubba exemplifies the virtues of Courage, Loyalty, and Honor.

     

    The Order of the Catacombs shall bear the colors of Black, Red, and Gold.

    Members of this order are to be taken from members distinguished for their skills, artisans, merchants, soldiers of fortune, and all manners of people which the Trade Monarch deems fit.

    The Order of Catacombs exemplifies the virtues of Hard Work, Surprise, and Endurance.  

     

    Knights are expected to uphold the law more than normal Subjects and Citizens and shall be charged one crime higher for any crime committed.

     

     

    Article 8 - Titles

     

    Officially these bodies shall be referred to as “Governmental Agencies” and the members collectively “Government Agencies” names such as “Government Employee” and “Bureaucrats” should be avoided but are acceptable.

     

    Members of Government Agencies may stylize themselves as “The Honorable” followed by their position

     

    Members of Knightly Orders may stylize themselves as “Sir” or “Dame” 

    In official internal documents, names of Governmental agencies may be abbreviated to LS (Library of Sutica) OS (Office of Stewardry) OI (Office of Inspectors) MCS (Medical Corp of Sutica)  KOL (Knightly Order of the Lubba) and KOC (Knightly Order of the Catacombs).

     

    Title IV - Residency


    Article 1 - Rank of Residency

     

    Any individual who lives in the territory of Sutica will be a Resident of the Nation. 

     

    Different ranks of residency shall be assigned according to different qualifications which should be met and each having different rights and responsibilities assigned.

     

    Processing of the Ranks of Residency shall be overseen by the Office of Stewardry and the Minister of Interior.

     

    Article 2 - Subjects

     

    Any individual who lives within the Federation with no other qualifying features shall be granted the rank of Subject and shall have a basic set of rights and privileges from the State.

     

    Subjects reserve the following rights for life in Sutica:

     

    1. Subjects reserve the right to proper and clean healthcare.

     

    1. Subjects reserve the right to live a lawful life without inhibition of Sutican Law Enforcement.

     

    1. Subjects reserve the right to keep and use all drugs in designated areas and within their own home.

     

    1. Subjects reserve the right to be united in matrimony by a member of the government.

     

    Article 3 - Citizens

     

    Citizenship shall be granted to Subjects who have lived in Sutica for four uninterrupted years, have been lawful for at least two years uninterrupted for application, have maintained a dignity proper of a citizen, and are not wanted in any foreign bodies for crimes which apply to Sutica and the foreign body.

     

    Service to a Governmental Agency guarantees Citizenship.

     

    In addition to the rights of subjects the Citizens are also granted the following additional rights:

     

    1. Citizens reserve the right to an audit for crimes of Class B or Higher.

     

    1. Citizens reserve the right to lawful privacy.

     

    1. Citizens reserve the right to legal free trade & enterprise.

     

    1. Citizens reserve the right to voice their complaints to the Trade Monarch and The Council of Sutica.

     

    1. Citizens reserve the right to keep Indentured Servants as long as proper paperwork is provided to the Ministry of Seals and Stationaries. Paperwork required in the form of a contract listing out the details of the servitude signed by both parties and signed by either the Minister of Seals and Stationeries or the Trade Monarch (Any changes made in regards to the indentured servants servitude or who they are indentured must be approved by the Trade Monarch.)

     

    1. Citizens who are 18 and over reserve the right to vote in Citizen Referendums

     

    1. Citizen reserve the right to request Sutican aid in foreign legal matters.

     

    1. Citizens reserve the right to carry reasonable arms and armour within the State.

     

    Citizens may not be extradited from the territories of Sutica except with permission from a Knight or higher.

     

    Citizens shall be required to sit on the Audit council if called into service unless dismissed by the Auditor.

     

    Article 4 - Patrons

     

    Patrons of Sutica are the highest form of residency in Sutica having given a portion of their wealth weekly for the betterment of Sutica and with it various rights and duties have been granted in return for their generous donation.

     

    A donation of 500 minas a week shall be required for entry into the rank of Patron in the city along with further requirements of never having committed a crime in the past year, never having committed a Class B crime in five years, and never having committed a Class A crime, as well as all debts for previous crimes being paid, dignity must be upheld, and there must be no reason to believe that you might cause harm to Sutica and must not have been removed from Patron previously.

     

    Patrons of the State reserve a number of rights in addition to the rights of Subjects and Citizens which and they follow:

     

    1. Patrons reserve the right to request an Audit of any crime they have been charged with

     

    1. Patrons reserve the right an additional 5 days to the normal eviction time.

     

    1. Patrons reserve the right to vote in Patron Referendums when called upon.

     

    1. Patrons reserve the right to request meetings with the Trade Monarch or a representative.

     

    1. Patrons reserve the right to carry all manners of arms and armor with them.

     

    1. Patrons reserve the right to access the State animal farm. 

     

    Patrons shall be granted access to the Gatehouse in order to operate the gate this access may be revoked by a Grand Knight at their discretion.

     

    The Rank of Residency of Patron is a privilege and not a right and may be revoked at any time if the privilege is abused. 

     

    Article 5 - Inalienability, Revocation, and Grandfathering

     

    All rights, unless otherwise stated, are inalienable and cannot be removed as long as one stays at the Rank of Residency,

     

    The Sutican Government reserves the right to revoke and refuse Resident status to any individual for gross abuse, repeated mal-content behavior, or for threatening the continued peace and neutrality of Sutica.

     

    The rank of Residency shall be revoked upon loss of residence, however, one may request an accelerated process to return to the previous rank from the Minister of Interior.

     

    All Citizens of Sutica at the time of the signing of this document shall be granted the rank of Citizen immediately.

     

    Title V - Auditing

    Article 1 - Reasons for Auditing

     

    An Audit may be called upon by Citizens or Patrons upon relevant crimes of which they have been charged for and they wish to clear their name, in disputes between Citizens and/or Patrons, or in various situations in which damages from the Government of Sutica may have occurred.

     

    Article 2 - Auditing Process

     

    An Audit may be started by a Citizen or Patron contacting by Contacting a Minister or The Trade Monarch about one’s request for an Audit.

     

    In regarding damages from the government the defendant may request a jury of five citizens led by an Auditor who is independent of the office being charged, or they may request three Auditors to oversee the case. 

     

    In regards to disputes, the defendant is the one allowed to choose the method for Auditing

     

    Either the Jury or Council of Auditors shall oversee to the presentation of arguments and evidence, and they shall make a decision at the end of the case.

     

    Citizens and Patrons are allowed to request an appeal to the Trade Monarch if they believe the previous Audit to have been insufficient.

     

    In the event that the Trade Monarch is the one being Audited, The Council of Sutica as a whole will oversee the Audit and come to a conclusion.

     

    Article 3 - Selection of Auditors

     

    Auditors are formed from Knights, Ministers, and Advisors independent of the Audit, and they may not be in the same Ministry or Knightly Order as the one who charged the crime, or committed possible damages.

     

    Auditors shall try and be independent of family ties, but the Sutican government understands this is not always possible.

     

    Title VI - Definition of the State

     

    Article 1 - Official Names

     

    In Official documents regarding current Sutica shall use the name “The Free State of Sutica” this may be shortened to “The State of Sutica” with the term “State” being used if there is no need to differentiate about what state is being referred to.

     

    The name if needed shall be abbreviated TFSS

     

    Sutica shall also recognize previous names and all derivatives of for the purpose of showing continual government and recognizing previous legislation and treaties these names include “The Trade Federation of Sutica,” “The State of Sutica,” “The Merchant City of Sutica,” and “Isles of Sutica.”

     

    Article 2 - The City

     

    The term “City of Sutica” shall refer to all territories surrounded by the walls of Sutica

     

    The City of Sutica exists as the capital of Sutica and is directly managed by the Minister of Interior and the Trade Monarch.

     

    Article 3 - Greater Sutica

     

    The term “Greater Sutica” shall be referred to all territories in which the laws of Sutica apply

     

    Greater Sutica includes all Governorates, Protectorates, and Vassals of the Free State of Sutica as well as territory held directly by the Government of Sutica.

     

    Article 4 - Ethics

     

    Sutica strives to be neutral and accepting of all people regardless of race, origin, religion, and should remain a bastion of peace and acceptance in which all may find shelter so far as they do not wish to bring harm to the refuge as a whole

     

    Article 5 - National Symbols

     

    The national animal is the Lubba.

     

    The national consist of Blue, Gold, White, and Black.

     

    The Coat of Arms of Sutica shall consist of a Square Shaped shield supported by two Lubbas on either side with light blue scales and gold fins running down the spine, a singular wave compartment which begins high at the shield goes down and rises back at the Lubbas, An anchor shall serve as a divider running straight down and outlining the edge of the shield, a 2x2 checkered pattern with blue and white shall be used on the shield using a gold Horenic Cross on a blue background in the upper left and lower right part of the shield and in the upper right and lower left a gold scale and white background shall be used, and a gold nautical crown shall be placed on top of the shield and anchor.

     

    The Flag of Sutica shall consist of an 8:10 proportional flag consisting of two crosses and outside color. The cross shall divide the flag into equal portions. The interior cross shall be 2 length in thickness on both lines going through the middle of the flag and shall be white in color. The exterior cross shall be parallel with the interior cross without crossing over and shall be 1 length thick on either side of the interior cross. The exterior of the crosses shall be colored Blue. The Coat of Arms may optionally be placed in the center at a 4:4 ratio.

     

    The motto shall be Sutica Eternal.

     

    Title VII - Land Use

     

    Article 1 - Rules

     

    All construction must be approved directly by the Trade Monarch and if applicable, a developer who has been granted permission over an area.

     

    Construction must be done with all deliberate speed, or else one may lose the right to construct on the land.

     

    The Trade Monarch reserves the right to levy a cost for construction rights.

     

    Sutican Land may not be used to harbor terrorist groups which intend to bring harm to other nations.

     

    Sutican Land may not be used in any way which would breach Sutican Neutrality.

     

    Sutican Land may not be used in any way which would breach the Sutican Codex.

     

    Non-Permanent Features such as Boats and Carts must comply with similar rules

     

    All users of land will comply with searches requested by Government Officials.

     

    All constructions which sit on Federation land will be considered a part of the State directly and holds no special privileges or recognition as an entity, but this is exempt if the construction is classified as a Governorate.

     

    Failure to comply with these rules shall begin the eviction process.

     

    Title VIII - Governorates

    Article 1 - Creation

     

    Creation of a Governorate must be approved by the Trade Monarch.

     

    Governorate must have a compelling reason for autonomy, a significant permanent population, an established presence, and several other reasons which are held at the discretion of the Trade Monarch.

     

    Article 2 - Rules for Operations

     

    The Governorate shall have the right to select a Governor over their lands who may sit on The Council of Sutica as a full-fledged Advisor, and it is the responsibility of the leader to notify the Trade Monarch in any changes to leadership.

     

    Governorates will hold the right to create internal governments, local security forces (Rules applied as defined in the Sutican Codex), and internal laws as they do not conflict with Greater Sutica. 

     

    Governorates will refrain from foreign affairs with all agreements requiring permission through the Federation of Sutica.

     

    Governorates will enforce the law of Greater Sutica within their lands.

     

    Vassals are expected to levy taxes or manpower in times of dire need, at the discretion of the Trade Monarch.

     

    Failure to comply with these rules can lead to revocation of Governorate status and even eviction depending on the severity.

     

    Title IX - Taxes

     

    Article 1 - Levying

     

    Taxes may be levied by The Trade Monarch or The Council of Sutica when deemed appropriate.

     

    General Resident Taxes of that type which require repeated payment of taxes over a period of time shall be levied in specific emergency circumstances or for specific projects which require immediate funds and shall not last for more than four years and may only be renewed with a Citizen Referendum for another four years.

     

    Materials may be used in place of minas with permission of the Trade Monarch or relevant officials.

     

    Article 2 - Punishment 

     

    Taxes must be paid as specified or else seizure of goods and property may occur.

     

    Tax Fraud shall be punished according to relevant legislation.

     

    Title X - Neutrality

     

    Article 1 - Sutican Neutrality

     

    The Free State of Sutica, its government, and all Governorates shall uphold active neutrality in foreign affairs in which the State does not choose a side in current wars nor shall choose a side in future wars except in the direct defense of the State. 

     

    The Government shall be barred from entering the State into any Military alliances either offensive or defensive in nature unless such agreements are entirely for the defense of Sutica.

     

    The Knights may be deployed on diplomatic and peacekeeping missions with the permission of the Trade Monarch or levied against large super-natural threats which the Trade Monarch decides is a threat to all descendants.

     

    The State shall bar itself from trade with belligerents who are at war with each other.

     

    The State shall not allow the quartering or movement of belligerent troops within its borders during times of War.

     

    An exception to the quartering and movement exists in the case of wounded who may be freely brought into the State for medical aid indiscriminate of side.

     

    Article 2 - Role of Citizens and Officials

     

    Citizens and Patrons that bringing aid to any country in their hostilities shall render one’s self liable to legal restrictions which shall include up to but not necessarily the stripping of one’s Citizenship and Patron status and disavowment from this community. 

     

    Furthermore, the Free State of Sutica shall offer no protection to any citizen aiding in hostilities if they are to be captured. 

     

    Any official of Sutica found aiding in the war shall be immediately stripped of their position along with all previously stated punishments.

     

    Violation of keeping Sutica a safe refuge through destruction of its ethics in the means of physical and emotional harm shall see them undeserving of residence in Sutica.

    Article 1 - Editing

     

    The Writ of Governance and its entire contents may only be edited with the permission of both the Trade Monarch and 2/3rds of The Council of Sutica on which the changes must be confirmed with the Signature of the Trade Monarch and 2/3rds vote of the Council.

    Both orders are to serve the Trade Monarch with utmost loyalty and are to serve as a replacement of the Sutican Watch. Therefore they will follow the orders of the Trade Princess while maintaining internal regulations of their members by their respective Grand Knights. However, the actions of the Knightly Order must still be approved by the Trade Monarch where it stands outside of their normal mission or where it extends outside of Sutican Borders. Knights have been granted their privileges while inside of the borders of the Federation of Sutica unless otherwise stated by the Trade Monarch. They will be granted the duty and the responsibility to protect the land and to enforce the law in the Federation. They are to be granted equal rights to Guards as defined in the Sutican Codex. Each member shall be selected for service by the Trade Monarch though they may use their discretion in selection. Knights are also allowed to maintain their own retinues which they may use to train others in their skills.

     

    The Order of the Lubba is a successor to the old knightly order of Sutica. These members shall bear the colors of White, Blue, and Gold. Members of this order are to be taken from families who have served Sutica well to earn distinction (Vanguards, Averns, Snowells, etc), members of government, doctors, scholars, and all other manners of people whom the Trade Monarch deems fit. They are exemplified in the values of Courage, Loyalty, and Honor. Their mission is to be the protection of the institutions of the Trade Federation and to fight corruption and conspiracies which might see them destroyed.

     

    The Order of the Catacombs is born of the seedier underbelly of Sutica. Members of this order shall bear the colors of Black, Red, and Gold. Members of this order are recognized not by their family, or position but by their skills. They are artisans, merchants, soldiers of fortune, and all other manners of people whom the Trade Monarch deems fit. They are exemplified in the values of Hard Work, Surprise, and Endurance.     It is time to talk about many things of window wax, and candle strings, but most importantly it is time to talk about what the Government of the Federation of Sutica is doing.

     

    First of all, we have a series of promotions. Due to many successes and a long history of hard work for the nation, Mika Uialben is replacing James K. Nevermore as Minister of Finance. Our hope is that under his guidance, our already prospering shops might see an era of true expansion and a rapid increase in wealth.

     

    James K. Nevermore will be taking on the role of Minister Of Seals And Stationary, to replace the now retired former Trade Prince Alem’shun Vanguard and continue to serve the nation as his family has for hundreds of years. Hereby, James K.     These titles are granted for their hard work in the creation of the Sutican Docks, and continued service in the construction of Sutica.


    Next, we discuss ongoing developments in the Land of Sutica.

     

    With the hard work of Honour and Valus, the Sutican Docks are nearing completion. There is much work to be done, but most major construction is completed.     Largely what it boils down to is that while it may be true that it “Restricts Roleplay” to have emote counts, if you ask an LT they will tell you that these emote counts exist. Not only that but they punish people using those emote counts as a way to indicate power gaming.

    I have had people previously tell me that I am in some way a negative person for wanting to know the specifics of how magic is used. What it comes down to for me is that if I am a T5 Arcanist using my magic to defend my life, I want to know exactly, or at least ballpark, of how strong the magic is. The raider with the preloaded crossbow can attack from over 50 blocks away with no oversight, and it wouldn't be powergaming, which is far and above stronger than the magic. As much as magic is for flavor non-magic combatants will not wait for you to fully charge that Arcanism beam for the extra three emotes you want to make it look really pretty.

    To be clear, I dont think magic should be stronger. What I believe is that it should be specifically as strong as to compete with what nonmagical combat can do in a combat encounter.

    Which one of these am I to believe is or isn't power gaming? If my goal is to learn what the max is so I can take a step back from it and not power game, how am I supposed to ascertain that between all these conflicting answers?

     

    I had to ask three different LT and a teacher to learn the beam took five total emotes to charge and fire, and each one provided a different strength of impact. It shouldn't be that hard to learn about.

    This is the next thing. Simply enough, I want to be able to look at this and know why it's worth summoning an Arcane Bow to fire my bolts rather than just firing them normally. It says its faster, cool, what in the world does that mean?
    Well, I learned. After filing an LT req and waiting several hours and finally opting to just PM an LT, I got an answer. It lowers the charge time from 3 to 2. If this is a guide than not having that information is a major issue. 
    In my eyes, there is no reasonable way that you can expect a person new to this magic to have any way to look at this guide and walk away with a full or at least workable knowledge of the magic that allows them to avoid power gaming.

     


    Beyond all that, there are also sections of what's on this guide that I have had Flam tell me have been shelved, are no longer accepted or have been changed in fundamental ways since this has been published thanks to LT rulings. All I want is to look at the Arcanism guide and know how to use the magic. It is currently too vague to understand what is and isn't power gaming.

    If the celestialists are trying to rework the magic a great place to start would be by getting rid of the massive amount of incredibly vague non-descriptions. No force comparisons or anything. Even when spells are listed as being able to be fired “more quickly” it doesn't say what the first emote amount needed is or what it changes too. There are also issues with certain rules not even being in any findable lore yet being enforced by the Story Team. I almost got a warning from flam over one of them till I pointed out there was nothing on what I was warned about to a manager and got the thing repealed. 

    I love arcan but this guide is a joke if you are actually trying to know what the hell this magic does.
