  1. PROPERTY IN CERULIA Issued at Year 174 of the Second Age With the new town finally finished and operational, folks have been skeptical of moving in out of fear for future taxation levels. I hereby wish to put those concerns to rest as taxes are easily preventable within Cerulia. ACQUIRING A HOME To acquire a home is to first complete the simple citizenship test, which will be more in depth explained later on in this document. Once this simple yet effective test is completed with the proper results then one may start the process of searching for a home applicable to the amount of folks intended to be living in such. Once an appropriate property has been found then they have to pay their steward a downpayment of two times the yearly tax and the steward will then note down everything necessary into the registry. ACQUIRING A SHOP Acquiring a shop is much easier in comparison as the citizenship test is not applicable here. Only requiring the willingness to sell your goods with the weekly tax in mind. However, it should be noted that you will not gain tax cuts over your shop and will have to pay your tax in full with the standard 2 week downpayment. THE CITIZENSHIP TEST The citizenship test is a rather thorough one to ensure no darkspawn and agents of evil will slip past us. To start the citizenship test, a few standard questions will be asked: Why do you wish to live here? Are you aware of what our state religion is? Have you had previous incidents within Lurin? Are you willing to fight for your home when it comes to it? After these questions have been answered sufficiently, the next step is to test this future citizen for any darkspawn afflictions. The first step is to remove all jewelry from their being to prevent any enchantments from being active during this testing period. After this removal of jewelry, they are subject to a standard spook test where a golden dagger will be used to inflict a cut and then salt will be lightly strewn over the blood that comes out. After this undead and vampire test comes the test for frost witches where a flame will be held at a distance near their non-prosthetic limb of choice. Once all parts of the citizenship tests are completed then they will be informed of various jobs that need to be filled which will grant tax cuts and payment for this new citizen. TAXES Taxes in Cerulia work much like they do within Lurin, where a tax slab has to be bought and put into the correct barrel for the tax to be paid with the option for this tax to be paid with resources if wanted. A Treasury Report Issued by the Procurator of the Grand Duchy of Balian On the 15th day of the Sun’s Smile in the year of our Lord, 17th of B.A. “Economy is ever-fluid and so shall we be.” The Procurator of the Grand Duchy of Balian brings forth this announcement, expanding upon multiple items in their planning phases, alongside what is in effect and what is to come. At the end of this report, a question will be asked so as to ascertain the public's opinion. The Refugee Initiative With refugees recently coming to our borders after varying conflicts, it is known that most have only escaped with but the clothes on their backs. Due to this, the Refugee Initiative is being set into action. What is the Refugee Initiative? Any Refugee may contact and speak with the Procurator upon moving to the Grand Duchy of Balian, upon doing so, they will be provided with parcels of food for each family member, down payment waived on a home and the first Saints week of taxes waived as well, so long as they abide by the laws of the Grand Duchy. The new residents will be aided in finding a job or a position so they might get back on their feet as well. What if they have their own means? Refugees who’ve escaped with a bit more than the clothes on their back may still speak with the Procurator and garner what is offered above, but if they are to offer food or otherwise to those who had escaped with less, a deal can otherwise be negotiated for different terms. You are not a Refugee but wish to help? Should a family already residing within the Grand Duchy of Balian wish to aid a Refugee or Refugee family who’s fled, they may speak with the Procurator to negotiate suitable terms and so matters may be set up. On Property Within Balian Terracing and New Levels A project began with the new head of the Censor Office, Baron Kristofer De Rosius before his untimely passing and continued on through hired workers since. Varying homes that previously went unused, or the public opinion otherwise disapproved of, has been converted using a method called terracing. Redone into multiple levels, this allows our space within the Grand Duchy to be used more efficiently alongside allowing for larger homes for the growing families of Balian. The Implementation of Rooftop Gardens With the mention of terracing, rooftop gardens are in the process of being implemented, with hope that it will aid in crops or otherwise being produced within the city. Anyone may have a rooftop garden, and with this, a new member of the Procurator Staff is working on what is called the Farming Initiative which will be expanded upon at a later date. The Auctioning of Road Names Having been announced at the previous court, with the new homes that have been borne of terracing, an auction is being hosted for those wishing a chance to name these new levels and streets. To put in a bid, simply contact the Procurator. On New Hires The Hiring of the Procurator Staff After the previous Procurator Report, varying people have been hired on to fill the ranks of the Procurators staff. Wards have been set to task, stewards selling homes and otherwise. Nonetheless, some positions have yet to be filled and the Procurator has been keeping an eye out with someone willing to do the work. The Land Surveyor Having been set varying tasks and proving himself after his projects came out a success, Lord Emir of Endor has been promoted to the position of Land Surveyor within the Procurators Office. Ensuring the continued upkeep of property within the Grand Duchy, alongside other responsibilities, we look forward to his continued work and success. A Question on Warm Welcomes It has come to the Procurator's attention that varying roles within the Procurators staff of Balian have made mention of wishing to host welcome parties in new homes: Is this something we wish to see as a Grand Duchy? It can be owned not just by any citizen of Krugmar, but any ally or tributary with express permission by the Yazgurtan. Class B - A small-sized house, fit for one or two under modest circumstances with a decent storage space, it can be owned by any citizen of Krugmar, or any ally or tributary with express permission not only from the Yazgurtan, but the Rex them self. Class B housing is available for H'gakh (VIII) Teef, with a cactus week rent of Dub (II) Teef. Class A - The designation for a medium-sized house fit for a small family, with a wealth of storage space and possibly a decent sized extra level, it can be owned by any citizen of Krugmar. While by far a superior upgrade to the earlier classes of housing, Class A blargs can be purchased for Dubty (X) Teef, and have an upkeep of Futh (IV) Teef. Class S - A purely expansive home fit for a large family to live in, this class of housing boasts an extra level and a huge amount of storage space, complete with multiple bedrooms and pre installed furnishings. It can be owned by any citizen of Krugmar, though it is recommended to purchase such a home with multiple residents. This luxury only has 6 total slots, each available for Dubty'agh'H (XV) Teef with a tax of H'dub (VII) Teef. Dunnub mayk Kor'garr krump lat. _____________________________________________________________________________ Pryvahcy Upon purchase, each house owner has the duty of maintaining the house’s looks to a minimal standard, not doing so might result in its house being put up for eviction. Turning a house into a complete storage deposit is not allowed, doing so will result in the house owner’s being warned for their first offense. If the situation is not resolved by the following Tax Day, then the House will be up for eviction. Basements may not be made underneath any house, nor any upgrades that would alter the default size, theme, or exterior shape of the house. If you are looking to modify the outside cosmetic appearance of your home, please consult the Yazgurtan before making any changes or risk eviction. Interior remodeling is, of course, acceptable within reason.
