INTRODUCTION
In order for the citizens of the Kingdom of Balian to have their interests best represented, it is necessary to conduct an audit that would better inform their representatives. The Senate will have access to the documents regarding the audit and will be able to use such information to better guide decisions that would benefit the people. It is their coin, of course, that is collected and their delegates should have the authority to witness where it is funneled into.
SECTION I: The Audit
I. Every Saint’s week after a Census, an audit will be administered on the Procurators Office. A list of items shall be compiled and presented to the Senate:
Taxes received.
Any other revenue, and their sources, made by the Kingdom of Balian.
Number of Residencies in Portoregne.
A detailed budget of where tax money is funneled to.
II. During a session of the Balian Senate, a Senator may request an impromptu audit be conducted. For an audit to be enacted:
The Senator must appeal for an audit during a session of the Balian Senate.
The Senator must give their reasoning, and what they wish to gather by conducting the audit.
A vote will be taken by members of the Senate to accept or reject the audit request.
The Crown may veto such, as with the power of Royal Assent.
III. If an impromptu audit is to be conducted, two saintsweeks will be given to present the documents during a session of the Senate. If the documents are not provided within the given time frame, bar any exemptions due to unforeseen circumstances, a court summons will be issued if documents continue to be withheld.
