To be perfectly honest nothing you can do, If possible switch to wired connection and that may help. But otherwise its an issue with bandwidth usage, I had the same issue from renting out and splitting an internet bill, whenever my roommate was watching Netflix i was unable to do anything so i got my own line as he was unwilling to upgrade our package. But clearly that is not the best option in a dorm setting.. -
